"Carbon peaking and carbon neutralization" is an important measure to promote China's ecological and environmental protection and high-quality economic development, and the innovation and application of green technology are critical factors in achieving the "double carbon" goal. Based on the number of citations of green patents of listed enterprises in 30 provinces in China from 2011 to 2020, this paper uses GGDP to replace traditional GDP and calculate carbon emission intensity. Based on the relevant panel data at the provincial level, this paper constructs a spatial Durbin model to analyze the impact mechanism of whether the promotion and application of green technologies promote regional carbon emission reduction. The specific research results are as follows: (1) Through regression of the core explanatory variables with a one-stage lag, it is verified that the promotion and application of green technology has a significant positive promoting effect on regional carbon emission reduction, and there are significant spatial spillover effects and "learning by doing" effects. (2) In the part of heterogeneity test, the impact of green technology promotion and application on carbon emission reduction presents apparent regional heterogeneity and factor endowment heterogeneity. (3) The mediating effect test verifies the mediating effect of energy structure and industrial structure on the influence of green technology promotion and application on regional carbon emission reduction. (4) In the part moderating effect test, it is verified that marketization level and new infrastructure construction have a positive moderating effect in their influencing process, financial development, and government support will weaken the influence of green technology promotion and application on carbon emission reduction effect, and human capital level has a nonlinear regulating effect. Exploring whether informal environmental regulations (INER) can achieve carbon reduction in the context of pollution reduction and carbon reduction, as well as how to achieve carbon reduction, can help solve the dual failures of the market and government in environmental protection. Based on the polycentric governance theory and considering the characteristics of social subject environmental participation, the Stackelberg game is used to demonstrate the impact mechanism of INER on CO 2. In addition, using the panel data of China's 30 provinces from 2003 to 2018, this paper validates the effectiveness of INER by Pooled Ordinary Least Square (POLS) and threshold panel model. Then, the mediating effect model is used to test the mechanism of INER's effect on carbon reduction. The results show that corruption is not conducive to CO 2 reduction. The reduction effect of INER on CO 2 exhibits heterogeneity with changes in other non-greenhouse gas pollutants. While INER effectively reduces local corruption, its more substantial indirect impact on CO 2 reduction is prominent when levels of other pollutants are lower. Comparative analysis reveals that there are still biased governance behaviors to cope with INER's pressure in some regions nowadays. The findings show that for countries facing the dual task of pollution control and carbon reduction, the key to leveraging the supervisory role of INER should be focused on mitigating information asymmetry caused by the characteristics of CO 2. Air pollution has been one of the biggest environmental challenges for cities in their pursuit of sustainability. The removal of air pollutants usually entails a cost that can negatively impact economic activities. Assessing urban environmental performance can offer valuable insights for cities to balance their economic production and environmental protection. This paper develops a novel approach to measuring environmental performance by using the Euclidean distance function. An appealing feature of this approach is its ability in endogenously allocating the optimization pathway to each emitter, thereby avoiding arbitrary estimation results and distorted managerial implications. We apply this approach to study the environmental performance of Chinese key environmental protection cities. We find the heterogeneity in performance estimates and endogenous optimization pathways. Prioritizing the reduction of a specific type of emissions while simultaneously increasing industrial output value seems to be the most appropriate objective for the majority of cities. It's critical for environmental governance to understand the effectiveness of various policy interventions as well as their working mechanisms. This paper focuses on the campaign-style enforcement, a sort of policy intervention understudied in environmental governance literature. Specifically, we study the central environmental protection inspection (CEPI), an unprecedented environmental campaign recently launched by the central authority of China. Apart from the dominant recoupling perspective that emphasized the role of environmental campaign in addressing decoupling problems, we assert in this paper that CEPI could serve as strong external stimulus that help to overcome various root problems in environmental governance system and therefore engender long-term improvements for environmental performance. Empirically, based on the city-day air pollution data, difference-in-difference (DID) model with multiple treatment periods was applied to estimate both the short- and long-term policy effects of CEPI. We found that CEPI did has positive effects on improving environmental performance. Moreover, this positive policy effect, rather than fading away after CEPI, bumped up and persisted in the aftermath of the inspection. In recent years, one of the most important and innovative policy initiatives introduced by the Chinese government in the field of environmental protection and ecological civilization construction is the Central Environmental Protection Inspection (CEPI). CEPI is seen as a vital tool to encourage local implementation of environmental protection responsibility. Over the course of its operation (eight years), CEPI has transformed from the "campaign" phase to the "convention" phase. It is noted that while provincial governments face a common high-pressure environment created by CEPI, governance scenarios, behaviors, and performance vary across the country significantly. To better understand local governments' environmental governance behaviors under the transformation of CEPI, an integrated analysis framework consisting of two key elements, "central dominance" and "local proactiveness", is constructed based on the central-local interactions under the principal-agent model. Based on this framework, we conducted a multi-case comparative analysis of four classic cases, with the following findings. (1) Along with the operation of CEPI and its transformation, the interaction between the central and local governments leads to four governance scenarios: "control-active cooperation", "control-passive cooperation", "guidance-active promotion", and "guidance-passive promotion". (2) Influenced by various factors such as pressure by the central government, local governments' capabilities and governance motivations, local governments form governance behaviors with varying degrees of proactiveness and autonomy. (3) After examining the governance performance of varying behaviors, it is found that local government's "active promotion" behavior can achieve higher governance effectiveness in the "convention" phase. Therefore, it is of policy implication that local governments should be guided to transit from "passive cooperation" to "active promotion". Policies directly or indirectly influence the development of industrial symbiosis (IS). Quantitatively analyzing the effects of policies on IS at a national level is necessary, but current research has lagged. Focusing on the symbiotic system that includes the thermal power industry, cement industry, iron and steel industry, and social sector in China, this paper assesses the efficacy of policies on this nationwide IS system between 2015 and 2022. A policy influence framework is proposed, combining a cost-benefit analysis, agent-based model, and comparative analysis. Results show: (1) the symbiosis probability of the nationwide IS system experiences a fluctuating increase. The maximum increments of the symbiosis probability are 5%, and the resulting environmental benefits are equivalent to an emission reduction of 6.99 Mt from blast furnace slag, 20.97 Mt from iron mine tailing, 36.02 Mt from household waste, 25.01 Mt from steel slag, and 22.95 Mt from fly ash. However, the stimulation effects of policies vary across different subsystems. (2) Thermal power-chemical subsystems, thermal power-environmental protection subsystems, iron and steel-environmental protection subsystems, and social sector-cement subsystems need policy support in the future. (3) Approximately 50% of fields in this nationwide IS system is insensitive to current policies; policy approaches should shift from economic stimulation to symbiotic guidance. Because the industrial process always results in pollutant emissions, pollution treatment has become necessary for the sustainable development of industry. This paper aims to evaluate the eco-efficiency of China's industrial sectors between 2007 and 2015 by using the directional distance function (DDF) of network data envelopment analysis (DEA), which contains a two-stage structure that divides industrial processes into three linked subprocesses, i.e., the production, wastewater and waste gas treatment processes. The results show that (1) from 2007 to 2015, the eco-efficiency and all process efficiencies of China's industries achieved considerable improvement. This finding indicates that China's industries have already achieved a win-win situation in the development of environmental protection and economic growth over the past few years. (2) During the sampling period, the highest performance was observed during the waste gas treatment process, followed by the wastewater treatment and production processes. During the same period, the performance of wastewater treatment exhibited the fastest growth, followed by the performance of production and waste gas treatment. In recent years, China has focused its development on technological innovation, trying to achieve a win–win situation between environmental protection and economic growth, and it has formulated a series of policies to promote technological innovation. Taking China's national independent innovation demonstration zone (NIIDZ) policy as an example, this paper empirically investigates the impact of China's innovation policy on haze pollution by using a difference-in-differences (DID) model. The results show that the NIIDZ policy promotes the governance of urban haze pollution and confirms the applicability of the experimentalist governance model in the practice of innovation policy in developing countries. Dynamic analysis shows that the NIIDZ policy has an experience accumulation effect. This policy can continue to promote haze control for at least 6 years, and the policy effect increases year by year. Action mechanism analysis shows that the NIIDZ policy can inhibit urban haze pollution by promoting urban technological innovation and high-tech industrial agglomeration. The estimation results of the spatial DID model show that the NIIDZ policy not only inhibits haze pollution in NIIDZ cities but also has an inhibitory effect on haze pollution in the surrounding non-NIIDZ cities and the NIIDZ cities, which confirms the positive externality characteristics of policy diffusion theory and environmental governance. This paper examines how stakeholder demand and compliance capacity jointly shape corporate environmental coping strategies and subsequently environmental protection practices. A four-dimensional classification of coping strategies—formalism, accommodation, referencing, and self-determination—is conceptualized. Drawing on survey and interview data collected from manufacturing enterprises in China between 2010 and 2012, the paper shows that compared with formalism and accommodation, coping strategies of referencing and self-determination are associated with stronger environmental protection practices. Enterprises adjust their coping strategies by taking into account the constraints defined by both their internal and external environments. The results also demonstrate the potential synergetic effects of state and non-state stakeholders working together in promoting better corporate environmental coping strategies and environmental practices in China. Identifying ecological vulnerable regions is a significant aspect in ecological conservation and environmental management. This paper presents a first attempt to provide a prototype framework that can assess ecological vulnerability and evaluate potential impacts of natural, social, economic, environmental pollution, and human health elements on ecological vulnerability with integrating spatial analysis of Geographic Information System (GIS) method and multi-criteria decision analysis (MCDA). A general ecological vulnerability index was constructed to describe the vulnerability status in an ecological hotspot of China. The assessment results of this study confirm the poor ecological vulnerability in China that only 1.32% of the China's population lives in not vulnerable ecosystem. A very high percentage (98.68%) of Chinese with 1.34 billion people lives in vulnerable and highly vulnerable area. This situation is mainly caused by increasing population pressure, exhausted nature resources, extensive economic growth, severe environmental pollution, insufficient environmental protection investment, and accelerating population aging. The spatial comparison indicates that spatial disparity existed in China with the central and northwestern provinces showing higher ecological vulnerability than the northeastern and southern provinces. The results of ecological vulnerability assessment can support effective guidance for mid- or long-term ecologic management. The developed framework can be replicated at different spatial and temporal scales using context-specific datasets to support ecological managers and government with decision-making. Environmental non-governmental organizations (ENGOs) play an increasingly important role in the process of urban environmental governance, especially in some developing countries such as China. However, existing studies pay little attention to such an issue in China. In this paper, we consider 113 cities in China from the pollution information transparency index (PITI) list released by ENGOs as the treatment group and some other cities as the control group, and use the difference-in-differences (DID) model and propensity score matching DID (PSM-DID) model to explore the role of ENGOs in China's urban environmental governance. The results show that ENGOs play a significantly positive and robust role in China's urban environmental governance. Furthermore, using regression analysis for eastern, central, and western China, we find that the influence of ENGOs exists in eastern and central China rather than in western China. In addition, the results of the Placebo test indicate that the effect of ENGOs shows an upward trend since 2008. We suggest that ENGOs' role should be strengthened in China, and governments at various levels should take into account environmental information released by ENGOs and consider appropriate measures to improve local environment quality using the obtained information. Environmental protection and carbon emission reduction play a crucial role in the sustainable development procedure. However, the environmental efficiency analysis and evaluation based on the traditional data envelopment analysis (DEA) cross model is subjective and inaccurate, because all elements in a column or a row of the cross evaluation matrix (CEM) in the traditional DEA cross model are given the same weight. Therefore, this paper proposes an improved environmental DEA cross model based on the information entropy to analyze and evaluate the carbon emission of industrial departments in China. The information entropy is applied to build the entropy distance based on the turbulence of the whole system, and calculate the weights in the CEM of the environmental DEA cross model in a dynamic way. The theoretical results show that the new weight constructed based on the information entropy is unique and optimal globally by using the Monte Carlo simulation. Finally, compared with the traditional environmental DEA and DEA cross model, the improved environmental DEA cross model has a better efficiency discrimination ability based on the data of industrial departments in China. Water quality evaluation and health risk assessment are not only the basis of environmental protection work, but also of great significance to water environment supervision and management. In this paper, the fuzzy comprehensive evaluation for water quality was improved by using the analytic hierarchy process (AHP) and Entropy, and a health risk assessment model based on triangular fuzzy theory was developed. The evaluation results show 5 water categories: Class-1 (n = 1, 2%), Class-2 (n = 14, 32%), Class-3 (n = 15, 34%), Class-4 (n = 8, 18%) and Class-5 (n = 6, 14%), manifesting about 67% of the phreatic water can be used for drinking purposes in the research area. The Chadha diagram provides hydrochemical facies of the phreatic water are mainly NaCl type (n = 16, 36%) and Ca–Mg–Na type (n = 15, 34%). Fluorine as non-carcinogenic factor in health risk assessment, showing moderate correlation with SO 4 2– (r = 0.54) and low correlation with Na+ (r = 0.38) in Pearson correlation analysis. The order of non-carcinogenic risk per year is as follow: Class-2, Class-3, All, Class-4 and Class-5 with the mean of 0.29, 0.51, 0.67, 0.86 and 1.55 × 10–8 for adults, 0.54, 0.95, 1.27, 1.58 and 2.89 × 10–8 for children. Compare with adults, children undertake higher health risk, in research area. Particularly, the region accepting Class-5 water supplement encounter high non-carcinogenic risk, where risk level is 2.24 and 2.28 times to the average risk level for adults and children, respectively. This paper provides insights into the allocation of benefits derived from joint wastewater treatment in the Lake Tai Basin of China and the acceptability and stability of different cost allocation schemes in a trans-jurisdictional water system context. First, the wastewater treatment cost function is estimated and coalition costs are compared to the cost of stand-alone wastewater treatment in each province. Second, two standard and five game theoretical cost allocation schemes are applied to the grand coalition. Results suggest that a cost savings of US $46.46 million can be obtained by forming a grand coalition. All allocation schemes were found to be acceptable. Results also suggest that both Shanghai and Jiangsu Province would prefer a proportional allocation scheme based on pollutant discharge, because it would offer them the largest cost savings. But this allocation scheme is the least stable one. Based on the criterion of stability, the Nash-Harsanyi scheme emerges as providing the optimal allocation. Finally, calculation of power and stability indexes suggests Jiangsu Province as an agent is critical to the success of grand coalition formation. [ABSTRACT FROM AUTHOR]

Green credit policy (GCP) can achieve economic growth and environmental conservation, notably by lowering air pollutants (PM2.5). Green credit is a significant component of China's green financing for environmental regulation and achieving carbon neutrality. In this paper, to understand the causal relationship between GCP and PM2.5, we apply a bootstrap full-sample Granger causality test, parameter stability test, and quantile-on-quantile test for the period between 2003:M01 to 2019:M12. The result shows a bidirectional relationship and reveals that GCP has varied environmental implications in its early and mature stages because of a low percentage of green credit and a lack of motivation for financial institutions. In the long run, GCP and PM2.5 interaction confirm the favorable effects of GCP on PM2.5 as the green credit system improves. For robustness, we used quantile-based granger causality to evaluate the causative link between GCP and PM2.5. In light of the findings, this research advises legislative reforms and stresses the relevance of green credit in improving air quality. This study adds additional evidence that air pollution affects green credit policies. The need to understand and minimize negative environmental outcomes associated with large dams has both contributed to and benefited from the introduction and subsequent improvements in the Environmental Impact Assessment (EIA) process. However, several limitations in the EIA process remain, including those associated with the uncertainty and significance of impact projections. These limitations are directly related to the feedback between science and policy, with information gaps in scientific understanding discovered through the EIA process contributing valuable recommendations on critical focus areas for prioritizing and funding research within the fields of ecological conservation and river engineering. This paper presents an analysis of the EIA process for the Three Gorges Project (TGP) in China as a case study for evaluating this feedback between the EIA and science and policy. For one of the best-studied public development projects in the world, this paper presents an investigation into whether patterns exist between the scientific interest (via number of publications) in environmental impacts and (a) the identification of impacts as uncertain or priority by the EIA, (b) decisions or political events associated with the dam, and (c) impact type. This analysis includes the compilation of literature on TGP, characterization of ecosystem interactions and responses to TGP through a hierarchy of impacts, coding of EIA impacts as “uncertain” impacts that require additional study and “priority” impacts that have particularly high significance, mapping of an event chronology to relate policies, institutional changes, and decisions about TGP as “events” that could influence the focus and intensity of scientific investigation, and analysis of the number of publications by impact type and order within the impact hierarchy. From these analyses, it appears that the availability and consistency of scientific information limit the accuracy of environmental impact projections. These analyses also suggest a lack of direct feedback between the EIA process and emerging science, as indicated by the failure of literature to focus on issues related to the design and management of TGP, ultimately challenging the environmental sustainability of the project. While the EIA process has enormous potential for improving both the basic sciences and the planning and sustainability of hydro-development, important institutional changes need to occur for this potential to be realized. Environmental water problems have become increasingly severe, with the coal-water conflict becoming one of the most difficult issues in large scale coal mining regions. In this paper, a bi-level optimization model based on the Stackelberg–Nash equilibrium strategy with fuzzy coefficients is developed to deal with environmental water problems in large scale coal fields, in which both the groundwater quality and quantity are considered. Using the proposed model, and fully considering the relationship between the authority and the collieries and also the equilibrium between economic development and environmental protection, an environmental protection based mining quotas competition mechanism is established. To deal with the inherent uncertainties, the model is defuzzified using a possibility measure, and a solution approach based on the Karush-Kuhn-Tucker condition is designed to search for the solutions. A case study is presented to demonstrate the practicality and efficiency of the model, and different constraint violation risk levels and related results are also obtained. The results showed that under the environmental protection based mining quotas competition mechanism, collieries attempt to conduct environmentally friendly exploitation to seek greater mining quotas. This demonstrates the practicality and efficiency in the proposed model of reducing the coal-water conflict. The Payments for Ecosystem Services (PES) program has provided policy innovation for global environmental affairs. China, the largest developing country in the world, is also faced with serious environmental problems. China developed a unique environmental policy – ecological compensation (Eco-compensation), which combined the flexibility of the PES mechanism with efficient government management. The paper studies the efficiency of eco-compensation policy in a large-scale region and the stability of policy in a long-time. We use the counterfactual method - Synthetic Control Method (SCM) to analyze the eco-compensation policy. Zhejiang province, China, which is the first province to implement Eco-compensation policy, chose as study case. We run several robustness checks to discuss the influence of other factors, including economy, politics and geology. The result shows that the eco-compensation policy improve the region's environment significantly. And it never has negative impact for the economy of Zhejiang. We discuss some experiences and challenges of this policy. The paper thinks that localization and the hybrid of government and market could provide successful experience for this policy. With the firm level datasets from 2004 to 2014, this paper uses the difference in differences (DID) estimator to explore the effects of China's high-speed rail (HSR) on firms' environmental efficiency. We find that China's HSR lowered SO 2 intensity (SO 2 per unit output value) by approximately 7.9%. More importantly, firms reduce SO 2 intensity mainly through innovation, productivity improvement, and the agglomeration of firms. Our additional analyses show that these observed effects of HSR are mainly driven by firms in core cities, while the environmental efficiency of firms in the peripheral cities seems to be unaffected. Heterogeneous effects indicate that the HSR has a more significant effect on dirty firms, state-owned firms, foreign firms, and large firms. Our results suggest that HSR construction could have contributed to the China's environmental governance. • Using a difference-in-differences estimator, it is the first study to analyze the effect of China's high-speed rail (HSR) on firms' environmental efficiency. • The HSR can significantly improve the environmental efficiency of firms in the affected areas. The results indicate that China's HSR significantly reduced the SO 2 intensity of affected firms by an average of 7.9 percent. • The affected firms improve the environmental efficiency mainly through innovation, productivity improvement, and the agglomeration of firms. • Our additional analyses show that these observed effects of HSR are mainly driven by firms in core cities. Small hydropower (SHP) possesses significant economic, technical, and environmental advantages, and accounts for a large proportion of hydropower development in China. However, the concentrated, cascaded, and diversion-type development of SHP has resulted in long-distance dewatering of river sections, and inter-basin water transfers have led to severe exploitation of water resources and damage to river ecosystems. In this paper, the Datong River Basin, a secondary sub-basin of the Yellow River Basin in China, was selected as the illustrative case, which includes 22 hydropower projects (HPPs) and three inter-basin water diversion projects (WDPs). A nexus system model was established that used weighted multi-objective programming to consider three main objectives: the water resources utilization (local water withdrawal and inter-basin water transfer), energy production (by cascaded HPPs), and riverine environmental conservation. The Tennant method was used to estimate the environmental flows (e-flows) at the cross-sections immediately downstream of the dam/sluice gate and immediately downstream of the hydropower plant of diversion-type HPPs. The decreased percentage of regulated flow in comparison with runoff and the guaranteed rate of e-flow at the control cross-section were introduced to assess the degree of environmental impact to the river. Using a historical series of runoff data during 1956–2016 as the model input (i.e., implicit stochastic method), the Multi-start solver of nonlinear programming of LINGO software was used to conduct optimizations and analyses for multiple scenarios (with/without e-flow, with consideration of various levels of e-flow, and with/without water resources utilization). The sectoral linkages relating to the water-energy-ecosystem (WEE) nexus were quantitatively identified. The possible influences of different boundary conditions (i.e., initial/final reservoir storage, inter-basin water diversion capacity, and climate change) on the WEE nexus were further explored. The present study aims to provide an exemplar for the optimal operation and scientific management of a complicated water resources system in a regulated river with cascaded SHP and inter-basin WDPs. The development of expressway construction projects (ECPs) poses overwhelming challenges to the physical environment around the world. The challenges are supposed to be addressed with the enforcement of environmental policies (EPs). In this regard, developed countries have gained rich experience in EP formulation while developing countries are making efforts to improve policy decision-making on environmental sustainability. This study compares ECP-related EPs (EREPs) between China and the US by conducting a historical analysis with materials from 1960 to 2018 and text mining-based evaluation with materials from 2009 to 2019. The comparison results indicate that (1) an EREP framework is composed of two systems, namely outer factors and inner EPs; (2) the upper-level EPs exhibit a periodic and plan-dominating trend in China and an explanatory tendency in the US; (3) Chinese EPs are focused on pollution mitigation, whereas US EPs highlight the impacts on human health; (4) Both attach less importance to environmental protection measures at the project-level EPs. This paper provides a longitudinal comparison and analysis of EREPs in two huge countries, implying that EREPs are a snapshot of national rules and backgrounds. In the reforms pertaining to the energy structure in the automotive industry, new energy vehicles (NEVs) have long been the focus of government attention, as an effective means to reduce air pollution. Therefore, this paper employs the rolling-window Granger causality test, in order to discuss the environmental benefits of new energy vehicles, so as to explore the active role of the transportation sector in reducing air pollution. By studying the interactions between NEVs and particulate matter (PM 2.5) from the time period spanning from 2013:M1 to 2020:M9, we have found that the positive influences from NEVs to PM 2.5 ascertain that NEVs cannot be considered as an efficient measure to mitigate air pollution. Moreover, these results are not supported by the energy and environment interaction model, which essentially indicates that replacing traditional energy with renewable energy is an effective measure for controlling environmental pollution. In fact, PM 2.5 tends to have a negative impact on NEVs, which underlines that the air quality index is a leading indicator, particularly when it comes to analyzing the development of the NEVs market. This essentially highlights that in China, NEVs still do not account for a high proportion of car sales, and therefore, its environmental protection effect is not obvious. At the same time, the factor of public awareness regarding environmental protection will thus occupy a considerable proportion in the transmission of NEVs sales. Currently one of the largest and most rapidly developing countries, China also has some of the world’s most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country’s huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. This paper examines how configurations of external support factors have evolved alongside governance reform in recent years and how these evolving configurations have affected regulatory enforcement in four counties in Guangdong Province in China. Based on in-depth interviews with leading officials in the local environmental protection bureaus (EPBs), we show that there have been increases in government and societal support for local EPBs in their regulatory work, thanks partly to a number of recent governance reform efforts, but many problems have remained. Based on a questionnaire survey of enforcement officials, we examine how the perceptions of government and societal support are related to EPB officials’ self-perception of effectiveness. It is found that both local government support and societal support have an influence on enforcement officials’ self-assessment of effectiveness, but the relationships varied considerably depending on various dimensions of effectiveness and the patterns of interactions between government and societal support. The rapidly growing industrial activities in emerging economies such as China have been causing resource depletion and pollution problems. This reality requires China to adopt an integrated management approach to resolve the conflict between industrial development and environmental protection, and the concept of circular economy (CE) serves this purpose. In this paper, we examine if different types of manufacturing enterprises on environmental-oriented supply chain cooperation (ESCC) exist. We also determine if the Chinese manufacturer types varying in ESCC differ in their implementation of the CE practices towards achieving the CE-targeted goals on improving both environmental and economic performance. Our cluster analytic results with multivariate analysis of variance (MANOVA) among the four identified types of Chinese manufacturers varying in environmental-oriented supply chain cooperation highlight the importance to intensify the cooperation with upstream and downstream supply chain partners for a CE initiative to succeed. Abstract: Shanghai is a cosmopolitan city and one of the most important economic centers in China, but is saddled with serious environmental problems resulting from a recent industrial transformation. This paper examines the interactive relationships between economic growth, eco-efficiency of urban metabolism, and environmental performance of the Shanghai metropolitan area since the 1990s using 15 indicators. This study has revealed an enhanced eco-efficiency of water and energy use as well as an improved overall environmental quality in the central urban districts of Shanghai. Both TGDP (total GDP) and GDP per capita increased rapidly at the annual rate of 16.28% and 15.91%, respectively. In contrast, energy consumed per 10000RMB YUAN GDP (ECG), water consumed per 10000RMB YUAN GDP (WCG), wastewater discharged per 10000RMB YUAN GDP (WWDG), and waste gases emitted per 10000RMB YUAN GDP (WGEG) decreased at the annual rate of 9.34%, 10.69%, 14.57%, and 8.52%, respectively. The rapid decline in ECG, WCG, WWDG, and WGEG indicates an enhanced eco-efficiency of urban metabolism. However, uncontrolled emission of wastes from domestic instead of industrial sources adversely affected the overall environmental quality. In addition, suburban areas have undergone rapid economic growth at the cost of human health deterioration, as measured by mortalities and relative mortality ratios of three major diseases (tumor, respiratory disease, and trauma/toxicosis). With Shanghai serving as the “locomotive” driving the economy of the Yangtze River Basin, effective pollution control policies and a network of regional coordination are urgently needed in the globalization and ecological security of the entire area. Water pollution from small rural industries is a serious problem throughout China. Over half of all river sections monitored for water quality are rated as being unsafe for human contact, and this pollution is estimated to cost several per cent of GDP. While China has some of the toughest environmental protection laws in the world, the implementation of these laws in rural areas is not effective. This paper explains the reasons for this implementation gap. It argues that the factors that have underpinned the economic success of rural industry are precisely the same factors that cause water pollution from rural industry to remain such a serious problem in China. This means that the control of rural water pollution is not simply a technical problem of designing a more appropriate governance system, or finding better policy instruments or more funding. This paper performs a two-stage analysis to investigate the trade-off between economic growth and pollution abatement. We first estimate the marginal abatement costs (MACs) of CO 2 , SO 2 , NO x , and particulate matter (PM) for 30 major Chinese cities from 2006 to 2015 via the shadow price approach under the directional distance function framework. The results show that the optimal directional vector is (11, −1, −1, −1, −1), which may indicate that increasing economic output is much more important than reducing the above undesirable outputs in these cities. Then, having examined the relationship between MACs and air quality by panel regression and dose-response analyses, we found ranges of positive and statistically significant treatment effects for the MACs of SO 2 and PM on their respective concentrations. The overall results suggest that government officials in these cities may give precedence to economic growth over environmental protection. • We estimate the shadow prices of multiple pollutants in major cities of China. • Both the parametric and nonparametric shadow pricing models are used. • The relationship between MACs and air quality is further examined. China has witnessed a drop in the speed of its economic development from 14% to 6% since 2007. The literature has attributed "the miracle of China's economic growth" over the past four decades to the compatibility of political incentives and fiscal incentives. However, as the central government shifts its priorities from "development is the last word" to "lucid waters and lush mountains are invaluable assets", can local officials' political and financial incentives still achieve incentive compatibility? Theoretically and empirically, this paper examines the impact of the compatibility of political and financial incentives on local governments' environmental governance in different stages. We find that environmental performance has consistently been an important political promotion incentive for officials, especially after 2007. We also find that officials in cities with incentive compatibility have no promotion advantages over their opponents because incentive compatibility restrained the development of the manufacturing industry, leading to a suppression of the economic growth rate. Local governments sacrifice a certain economic growth rate – in other words, local fiscal revenue – in exchange for environmental quality improvements and adopt strategic actions to cater to the central government's new performance evaluation system, which focuses mainly on environmental protection assessment through strategic behavior. • There are dynamic roles of compatibility between political and financial incentives. • An equilibrium model can capture the change in central and local governments. • The incentive compatibility phenomenon has no promotion advantage for local officials. • Environmental performance may be achieved at the expense of the economic growth rate. For most developing countries, local government faces a trade-off between economic growth and environmental protection. The intentions towards having a better environment as the economy grows will trigger a shift in the priorities of local government from economy to environment at a certain level of economic development. To investigate the "pollute first, control later" path in China and how environmental regulation performs differently due to economic development, this paper develops a conceptual model to depict the nexus between economic growth and environmental improvement. A panel threshold model is estimated based on Chinese data from different spatial scales – 30 provinces and 105 environmental monitoring cities. The results validate the threshold of economic development of approximately CNY 90,000 GDP per capita, which represents the turning point for the local government priority change; such that only when it is exceeded does environmental regulation significantly reduce emissions. Until 2016, only 4 provincial districts and 35 prefecture-level cities have crossed the threshold, these being mostly in the more prosperous eastern coastal areas. The results emphasize the need to consider timeliness when evaluating the effectiveness of environmental regulation and highlight the importance of adopting differentiated governance.
