Facing a dramatic depletion of forests in the Viceroyalty of New Spain, throughout the last decades of colonial rule (between the mid-eighteenth and early nineteenth centuries) the Bourbon administration wrote and published a considerable number of laws, reports, surveys, and ordinances on forest management and conservation. In this paper we examine discourses of forest conservation and the measures applied to preserve this critical resource by colonial official and experts. Drawing on forest laws, ordinances, and reports from national archives in Mexico City, we argue that conservation became part of the concepts which defined how forests were conceptualized and managed, but also that conservation was intrinsic to colonial processes of state-making and territorialization. This paper aims to approach Bourbon officials' understanding of conservation as a complex interrelation between renewed discourses of nature and the practices of colonial forest administration through the idea of indeterminacy. Likewise, it sheds light on patterns that have defined the ways in which forest conservation has been constituted in modern Mexico, addressing a little-studied period in forest management in this country. • Forest conservation was contentious questioning the universality of colonial laws. • Conservation became a site of experimentation to know, govern, and produce forests. • Conservation provides insights into the colonial state's territorial actualization. • Colonial forest laws played an important role in defining the context of depletion. The rapid transformation of natural forest areas into fast-growing exotic species plantations, where the main objective is timber and pulp production, has led to a neglect of other services forests provide in many parts of the world. One example of such a problem is the county of Biscay, where the management of these plantations has negative impacts on the environment, creating the necessity to evaluate alternative tree species for use in forestry. The actual crisis in the forest sector of the region could be an opportunity to change to native species plantations that could help restore ecosystem structure and function. However, forest managers of the region are using the current interest on carbon sequestration by forest to persist with the “pine and eucalyptus culture”, arguing that these species provide a big C sequestration service. Moreover, they are promoting the expansion of eucalyptus plantations to obtain biomass for the pulp and paper industry and for bioenergy. The aim of this paper is to answer the following questions: Is this argument used by the foresters well-founded? or, could the use of native species in plantations improve the C sequestration service in Biscay while avoiding the environmental problems the actual plantations cause? To answer these questions we created three alternative future scenarios: a) the Services scenario, where there is a substitution of fast-growing exotic plantations by native broadleaf species plantations; b) the Biomass scenario, where there is a bet on eucalyptus plantations; and c) the Business as usual scenario. The changes in the C stock in living biomass in these scenarios have been simulated by a hybrid approach utilising inventories and models, and the period considered was 150 years. Our results show that the substitution of existing exotic plantations by plantations of native species has the greatest potential for increasing C sequestration. Although short- and mid-term outcomes may differ, when the long-term (more than 50 years) is considered, the C stock in the living biomass in the Services scenario is the greatest, accumulating 38% more C than the Business as usual scenario and 70% more C than the Biomass scenario at the end of the study period. Thus, changing pine and eucalyptus by native species in plantations, while solving some of the environmental problems of the actual plantations, sequesters more C in the long-term. As C sequestration initiatives only make sense if there is a good chance of long-term persistence of the C stocks created, there is no C sequestration argument for the foresters to continue with the actual policy of the use of fast-growing exotic species. Mediterranean forests and fire regimes are closely intertwined. Global change is likely to alter both forest dynamics and wildfire activity, ultimately threatening the provision of ecosystem services and posing greater risks to society. In this paper we evaluate future wildfire behavior by coupling climate projections with simulation models of forest dynamics and wildfire hazard. To do so, we explore different forest management scenarios reflecting different narratives related to EU forestry (promotion of carbon stocks, reduction of water vulnerability, biomass production and business-as-usual) under the RCP 4.5 and RCP 8.5 climate pathways in the period 2020–2100. We used as a study model pure submediterranean Pinus nigra forests of central Catalonia (NE Spain). Forest dynamics were simulated from the 3rd National Forest Inventory (143 stands) using SORTIE-nd software based on climate projections under RCPs 4.5 and 8.5. The climate products were also used to estimate fuel moisture conditions (both live and dead) and wind speed. Fuel parameters and fire behavior were then simulated, selecting crown fire initiation potential and rate of spread as key indicators. The results revealed consistent trade-offs between forest dynamics, climate and wildfire. Despite the clear influence exerted by climate, forest management modulates fire behavior, resulting in different trends depending on the climatic pathway. In general, the maintenance of current practices would result in the highest rates of crown fire activity, while management for water vulnerability reduction is postulated as the best alternative to surmount the increasingly hazardous conditions envisaged in RCP 8.5. • We simulate forest, climate, and wildfire dynamics under RCPs 4.5 and 8.5. • We forecast wildfire hazard in terms of crown fire potential and rate of spread. • Current management practices will not be able to surmount the increased hazard. • Management for water vulnerability reduction is postulated as the best alternative.
