This article explores the impact of the 'hostile environment' on racialised migrant women's experiences of pregnancy and childbirth in England, arguing that the 'hostile environment' functions as a technology of 'stratified reproduction.' First coined by Shellee Colen, the concept of stratified reproduction describes the dynamic by which some individuals and groups may be supported in their reproductive activities, while others are disempowered and discouraged. This paper locates the stratified reproduction produced by the 'hostile environment' as intertwined with wider gendered and racialised discourses around British citizenship which have been 'designed to fail' racialised residents of the UK. Drawing on interviews with racialised migrant mothers in the north of England, this paper analyses how the proliferation and intensification of immigration controls interacts with gender, race, class, and other social regimes to differentially allocate the resources necessary for a safe and healthy pregnancy and childbirth, and how this is experienced materially by pregnant migrants. Following the dramatic evacuation from Kabul airport in August 2021, the UK government proclaimed its commitment to a 'warm welcome' for Afghans. In this paper we draw on original qualitative research to explore the emerging experiences of evacuees, and other recent arrivals, during their first year in London. Using the narratives of our Afghans participants, as well as insights from key stakeholders, we show how they navigated slow, opaque bureaucratic processes and lack of communication with official agencies. As a result of these lengthy processes, many thousands of evacuees remained in temporary hotel accommodation for protracted periods. Drawing on the concept of 'everyday bordering', we explore the extent to which Afghan resettlement policies are achieving their objectives. We consider how such policies are birthed within a punitive immigration system, which is designed to 'wear down' migrants in the UK, regardless of their reason for migration. Moreover, we argue that the ad hoc response of the Home Office and the Foreign Office has created 'false distinctions' between categories of Afghan refugees, reinforcing notions of 'deserving' versus 'underserving' migrants. This distinction allows the government to present itself as humanitarian, 'rescuing' people from Afghanistan, while simultaneously maintaining its commitment to the 'hostile immigration environment'. This paper explores the properties of dynamic aggregate housing models. In conventional models, in response to demand shocks the primary adjustment mechanism is through prices and changes in housing supply. However, the size of the supply response depends on the price elasticity of supply and in countries such as the UK where the elasticity is low, house prices can rise sharply, worsening affordability. But this ignores the roles of housing risk and credit markets which affect the user cost of capital and the paper demonstrates that models that explicitly introduce a housing risk premium have an additional price stabiliser. The importance is shown through stochastic simulations; these simulations also demonstrate that conventional models used for forecasting and policy analysis may overstate future house price growth. Much attention has been devoted to examining the absolute benefits of home-ownership (e.g. security and autonomy). This paper, by contrast, is concerned with conceptualising and testing the relative benefits of home-ownership; those benefits that depend on an individual’s status in society. Home-ownership has previously been analysed as a social norm, implying that the relative benefits (costs) associated with being an owner (renter) are positively related to relevant others’ home-ownership values. The theoretical contribution of this paper is to additionally conceptualise home-ownership as a positional good, implying that the status of both home-owners and renters is negatively related to relevant others’ home-ownership consumption.The empirical contribution of this paper is to quantitatively test for these relative benefits in terms of subjective wellbeing. We run fixed effects regressions on three waves of the British Household Panel Study. We find that (1) a strengthening of relevant others’ home-ownership values is associated with increases (decreases) in the subjective wellbeing of home-owners (renters), and (2) an increase in relevant others’ home-ownership consumption decreases the life satisfaction of owners but has no effect for renters. Overall our findings suggest that (1) the relative benefits of home-ownership are both statistically significant and of a meaningful magnitude, and (2) home-ownership is likely to be both a social norm and a positional good. This paper forms part of a larger study of the social implications of London becoming the location of choice for the global ‘super-rich’. The study examines how members of new wealth elites organise their day-to-day activities, the impact their growing numbers have on the prestigious neighbourhoods from which they are displacing pre-existing elites, and the disruptive effect they have on previously taken-for-granted mores, networks and places of association. The aim of the paper is to situate this wider study within a geographic and historical context by framing it within the arguments of Piketty, namely that increased levels of inequality since 1980 are best understood not as a secular trend but as signifying a return to the pre-existing conditions that characterised Western society prior to 1914. To analyse the evolution of – what geodemographers have termed – the Alpha Territory in London over a period of 500 years the paper takes Highgate Village as a case study area, identifies the manner in which the Village’s varied housing stock appeals to different manifestations of this Alpha Territory and uses three recent planning disputes to bring to the surface otherwise hidden conflicts between the interests of global capital and the defenders of more traditional elite values. Returning to the issues raised by Piketty, the paper concludes with an analysis of social change through the use of archive material which enables the lifestyles of those who currently occupy Highgate’s most prestigious properties to be compared with those who occupied them a hundred years ago. Social housing providers in many advanced economies have been directed towards market-orientated and commercial business models, whereas the scope of the private rental sector has been increasingly expanded to the provision of housing for low-income households. Where these developments coincided, the demarcation between the activities of social and private landlords has blurred, with the result of increasing competitive pressure on both groups. This paper sheds light on the behavioural aspects of competition by introducing the concept of inter-landlord rivalry in local rental housing markets. Drawing on data from 36 in-depth interviews with social and private landlords in Coventry/England and Breda/the Netherlands, this study shows that existing perceptions of rivalry among most landlords are exceptional in low-income renting but pronounced in more expensive, commercial rental segments. The paper will demonstrate that these perceptions are highly subjective and non-reciprocal. Moreover, competitive perceptions and interactions are strongly affected by political and market structural settings, and appear to be dependent on the trade-off between the social mission and commercial goals of individual housing associations in the social housing sector. This paper examines the processes by which middle-class belonging is generated, through the exploration of social and spatial trajectories in narratives of residential choice and mobility. It is based on an understanding of residential choice as indicative and constitutive of social mobilities. In particular the paper builds on the discussion of the match between habitus and field that lies at the root of the notions of middle-class belonging and place attachments to draw attention not only to the conditions under which ‘fit’ is possible, but also acknowledge that belonging is a dynamic process, generated and maintained through residence that feeds back into understandings of classed identities. This paper argues that residential space is not just appropriated to reflect pre-existing tastes and lifestyles, but may also contribute in the transformation of habitus to fit to particular neighbourhoods and ways of living. This paper introduces the themed section of Critical Social Policy on social housing, privatization and neoliberalism. In tracing the key elements in the development of privatization and residualization since 1979, it argues that these can only be fully understood as part of a wider neoliberalizing agenda, an agenda that is driven by a particular class project. The paper also seeks to re-assert the importance of a critical approach to successive decades of social housing policies in the devolved UK, arguing that the classed basis of housing privatization policies has been largely overlooked by academics in favour of an evolutionary and ‘modernizing’ framework which isolates developments in social housing provision from other wider shifts in social welfare and in labour markets. Social housing across Western Europe has become significantly more residualised as governments concentrate on helping vulnerable households. Many countries are trying to reduce the concentrations of deprivation by building for a wider range of households and tenures. In England this policy has two main strands: (1) including other tenures when regenerating areas originally built as mono-tenure social housing estates and (2) introducing social rented and low-cost homeownership into new private market developments through planning obligations. By examining where new social housing and low-cost home ownership homes have been built and who moves into them, this paper examines whether these policies achieve social mix and reduce spatial concentrations of deprivation. The evidence suggests that new housing association development has enabled some vulnerable households to live in areas which are not deprived, while some better-off households have moved into more deprived areas. This paper explores attempts to enhance social capital, reduce negative area effects and improve life chances in deprived neighbourhoods by promoting social diversity. The paper draws on the results of two recent studies. The first study examined resident perceptions of new, high-density, mixed-tenure housing that was designed to provide socially diverse and cohesive communities. The second study examined the housing allocations policies of UK social landlords, focusing on their attempts to balance their role in housing high-need homeless households with their role in the sustainment of neighbourhood social diversity. After reviewing the results of each study, the paper concludes that the management of perceived, and actual, risks to social cohesion from some poorer households is a central concern in the promotion of socially diverse neighbourhoods. This paper considers the impact of existing land use patterns on housing supply price elasticities in local areas of England, under existing planning policies. The paper demonstrates that, despite common national planning policies, local supply responses to market pressures vary considerably, because of differences in historical land uses. The study area covers the Thames Gateway and Thames Valley, which lie to the east and west of London respectively. However, whereas the latter is one of the wealthiest areas of England, the former includes some of the highest pockets of deprivation and was a government priority area for increasing housing supply. This paper examines the time-series properties of house price to earnings ratio (HPER) in the UK using aggregate and regional data. Specifically, we utilise a series of unit root tests to examine the null hypothesis of nonstationary HPERs. These include linear tests as well as a nonlinear test and also a test which accounts for abrupt structural change. The results are against the notion of stationary HPERs. This paper examines the development of the Right to Buy, introduced by the Housing Act 1980, from the standpoint of governmentality, risk and responsibilization. Our focus is on the risks not only to the purchasers but also to local authorities and to those tenants who have not purchased their homes. We trace how these risks have been assessed, allocated and rebranded, by central government, by local authorities as landlords with wider responsibility for housing issues in their local area, and by the judiciary. Our analysis, for the first time, points out the sharp contrasts between these three arms of government. Central government has promoted the Right to Buy as an opportunity through technologies such as ideological policy documents, legislation and regulations, within a governing rationality which has succeeded in normalizing the tenure of owner-occupation. Local authorities recognized from the outset the risks associated with the Right to Buy both to individual purchasers and more widely. The courts have allocated risk on the basis of individual responsibility, implicitly supporting local authorities. Despite neoliberal policies and ideology emphasizing the free market, central government has reduced or re-allocated risks through interventions to protect purchasers and also the broader community. From 2001, the construction of flats and high-density developments increased in England and the building of houses declined. Does this indicate a change in taste or is it a result of government planning policies? In this paper, an analysis is made of the long-term effects of the policy of constraint which has existed for the past 50 years but the increase in density is identified as occurring primarily after new, revised, planning guidance was issued in England in 2000 which discouraged low-density development. To substantiate this, it is pointed out that the change which occurred in England did not occur in Scotland where guidance was not changed to encourage high-density residential development. The conclusion that the change is the result of planning policies and not of a change in taste is confirmed by surveys of the occupants of new high-rise developments in Leeds. The new flat-dwellers were predominantly young and childless and expressed the intention, in the near future, when they could, of moving out of the city centre and into houses. From recent changes in guidance by the new coalition government, it is expected that the construction of flats in England will fall back to earlier levels over the next few years. This paper investigates the long-run convergence of district-level house prices in Greater London using the recently developed pairwise approach. This methodology allows for unit root tests to be conducted on all N(N-1)/2 possible pairs of house price differentials across the N boroughs of London, thus avoiding the need to choose a base borough of reference or the regional average as the benchmark. It also permits the estimation, consistently, of the proportion of the pairs that are stationary and convergent. Using HM Land Registry house price data for 33 Inner and Outer London boroughs over the period 1996q1–2009q2, no overall multidistrict long-run convergence is found. Some evidence of district-level segmentation of house prices in Greater London is found, with the sub-group of the boroughs contiguous to the ‘City of London’ district and the wider ‘central’ sub-market emerging as the clubs with the highest rate of convergence. Choice-based letting (CBL) has been widely introduced to the social housing sector in England to give applicants more freedom in where they live. Concerns have been expressed that giving people more choice in residential locations has the potential to increase neighbourhood segregation. It has also been argued that a lack of real choice, not self-segregation, might be a cause of social and ethnic segregation. In social housing, real choice might not be available and the most vulnerable are likely to access the easiest housing options: often in deprived and segregated neighbourhoods. This paper analyses the probability that households applying for social housing using different allocation systems end up in deprived or ethnically concentrated neighbourhoods. Using unique data representing lettings made in the social housing sector in England, it is shown that ethnic minorities, and especially those using CBL, are the most likely to end up in deprived and ethnic concentration neighbourhoods. This paper looks at urban regeneration in Belfast as a stage on which the interaction between different structural dynamics (political, economic and cultural) is manifested in the city. It discusses how contested ideas of ‘space’, ‘place’ and ‘territory’ frame the ways in which Belfast has changed over recent years and asks if regeneration itself has the potential to transform the dynamic of deep-rooted ethno-national divisions. The research question is explored through a case study of proposed urban regeneration in north Belfast. It is found that, while there is evidence of transition to less exclusivistic attitudes in leisure and work spaces, asymmetrical conflict over residential space persists in ways which reproduce deep-rooted political and cultural patterns of territorial fixity and division. There is growing international interest in the impact of regulatory controls on the supply of housing. Most research focuses on the supply impacts of prescribed limits on land use but housing supply may also be affected by the process of planning monitoring and approval but this is hard to measure in detail. The UK has a particularly restrictive planning regime and a detailed and uncertain process of development control linked to it, but does offer the opportunity of detailed site-based investigation of planning delay. This paper presents the findings of empirical research on the time taken to gain planning permission for selected recent major housing projects in southern England. The scale of delay found was far greater than is indicated by average official data measuring the extent to which local authorities meet planning delay targets. Hedonic modelling indicated that there is considerable variation in the time it takes local authorities to process planning applications. Housing association developments are processed more quickly than those of large developers and small sites appear to be particularly time-intensive. These results suggest that delays in development control may be a significant contributory factor to the low responsiveness of UK housing supply to upturns in market activity. In the mid 1990s, Meen set out a series of propositions concerning the relationship between housing and the macro economy during the 1980s and early 1990s. This paper provides 10 further propositions for the early years of this century, taking into account recent research and policy concerns. The first five propositions concern housing market risk, whereas the remaining issues deal with the sustainability of homeownership. The empirical evidence presented finds that there is limited evidence for bubbles over the past 10 years and models of house prices are stable. Furthermore, housing possessions are unlikely to fall to the levels observed in the early 1980s. It is also suggested that the private rental market may not expand at the same rate as in the past 10 years, but there are risks to homeowners down the income distribution. This review of British government policy on accommodation for people with learning disability compares two White Papers: Better Services for the Mentally Handicapped (DHSS, 1971) and Valuing People (DOH, 2002). NHS employment issues muted the influence of Better Services. Statistics show a slow transfer from the NHS to other providers, but little development of independent living alternatives since 1971, despite a policy emphasis on social inclusion themes in recent policy. Promotion of housing choice, where residential care provision dominates, inhibits inclusive housing. Valuing People does not address the potentially conflicting choices of disabled people and their families and is critical of local authorities for not supporting large-scale residential care. Supported living alternatives cannot receive sufficient support where residential care agencies' interests predominate. Better incentives are needed for local authorities to provide support for people with learning disabilities to safely live in a home of their own rather than in residential care. The findings of the Barker review, which examined the reasons for the undersupply of UK housing, have important implications for the devolved constituents of the UK, including Scotland. This paper traces the emergence of the brownfield regeneration policy agenda across the UK and examines how the Barker review connects with this brownfield policy focus. The paper compares housing and brownfield policies and practices in England and Scotland, places them in an international context and elicits wider lessons for devolved governance in relation to housing policy, in terms of 'centrist-local' tensions. Estimates based on published data suggest that Barker's emphasis on increased housing supply cannot easily be reconciled with the current emphasis on brownfield development and is likely to require a return to greenfield development in both countries.
