This paper critically explores the use of satire and humour by fast-foods outlets in South Africa and Zimbabwe to advertise and market their menu through digital media platforms, Facebook and Twitter. Using Nando's South Africa and Mambo's Chicken, in Zimbabwe, as case studies, we examine how satire and humour are used as advertising strategies, and as a reflection of these countries' economic and political environments. Consumers are overwhelmed with information coming from different sources such as Television, radio, newspapers and Internet. The paper's theoretical approach is gleaned from advertising and satire. We argue that through their encounter with food, consumers tend to understand the reason behind their 'empty stomach', and mediate on prevailing socio-political and economic issues. Feminist scholars have focused on paid domestic labour as a site of gendered inequalities structured by race, gender, class, and citizenship. However, men are largely absent from feminist intersectional understandings of everyday interactions within paid domestic labour. This paper draws on an interview study of South African domestic workers focusing on their talk about interactions with male employers. The analysis demonstrates that talk about routines of the physical and symbolic absence of men can become normalised within domestic labour discourse. This is a narrative that is only brought to light once men's (lack of) presence is made a topic. Due to the widespread occurrence of mental disorders among adolescents, there is globally a recognised need to assess the mental well-being of higher education students. Those in extended programmes, dealing with self-esteem and capability challenges intensified by peer and institutional attitudes, might face heightened susceptibility to mental health issues. Moreover, research suggests that the 2020 COVID-19 pandemic likely worsened students' mental health difficulties. This study aimed to assess the prevalence of mental health issues among students in a South African university's extended curriculum programme in 2022 while exploring potential gender differences. Furthermore, by comparing these findings to a 2017 study, it sought to assess the COVID-19 pandemic's potential impact on the mental health of extended programme students. Paper-based questionnaires evaluated depression, anxiety, and stress symptoms among first-year extended programme students in 2017 (pre-COVID, n = 208) and in 2022 (within the pandemic, post-lockdown, n = 202). The results showed consistently high levels of mental health issues for both cohorts, with no statistically significant difference between the cohorts. However, female students in the 2022 cohort faced notably more mental health challenges than their male peers. Universities should enhance mental health education and awareness campaigns and explore new counselling methods to assist the growing number of students in need of support. Successful conservation in Africa hinges on the perceptions of communities bordering protected areas. It is therefore vital for protected area stakeholders to know the perceptions of neighbouring communities in order to determine the factors that generate or undermine community support for conservation, so that appropriate management interventions can be implemented. Numerous studies consider benefits, but less relate to perceptions regarding both losses/costs and intangible benefits. This paper demonstrates a methodology with which to determine these factors, focusing on Kekana Gardens community, bordering Dinokeng Game Reserve, in Gauteng Province, South Africa. This qualitative study with 13 residents utilised focus group interviews and adapted nominal grouping technique. Six themes emerged, four of which comprise intangible benefits. As a public space, the environment of public transportation services is maintained by an ordered set of rules and conditions. Such rules and conditions are prescribed by law as they are in generally-accepted norms of social behaviour within public space. Through the examination of the Conditions of Carriage that govern bus transportation in Cape Town, South Africa, using Golden Arrow Bus Services, this paper seeks to highlight the myriad ways that urban public space on the move is mediated, negotiated and controlled through rules of conduct that differentiate mobile public space from its counterpart in the environment outside the bus. Understood as a mundane part of the social life of the city and its inhabitants, mobility in the form of public transportation is constituted by micro-communities whose publics are in a constant state of flux and negotiation. Using analysis of the Conditions of Carriage and an ethnographic case study of bus passengering, this paper demonstrates how the Conditions mediate the situated and lived assemblage of actors in mobile public space that is a liminal zone between inclusion and exclusion. In this paper, we explore the afterlife of naked body protests through an examination of interview and archival data from women who participated in various naked protests in South Africa. We engage the emotional outcomes that follow African women's naked protests. We read black women's naked body protests through the theoretical lenses of refusal and the affective economies of shame and psychic distress. By examining a data corpus of 16 interviews, archival video, podcasts and written content emanating from South Africa, we explore what occurs after naked protests. The experiences endured by the women protestors range from negative affects such as shaming to humiliation by protestors' communities and psychological distress. The findings suggest that refusal is not counter to women's experiences of psychological distress and shame – they co-exist. We demonstrate how affects travel in affective economies and stick to bodies in ways that disperse bad feelings and create productive openings for freedom. Finally, we contend that the affective afterlife of naked protests might be understood as an ongoing theorisation of the body long after the event of the actual protest. [ABSTRACT FROM AUTHOR]

Within research on sexual violence, womxn who have been raped are positioned as "vulnerable" participants, while researchers tend to occupy positions of "invulnerability". Drawing on vulnerable moments from a research project which explored womxn's experiences of rape in South Africa, this paper proposes a (more) vulnerable engagement with narratives of rape. Through attending to how vulnerability is implicated in issues of silence and agency, shame, and my own failures to witness the experiences of my participants with care, I explore the epistemic and ethical possibilities of an affective approach to researching rape. The second wave of the COVID-19 pandemic had left heart-wrenching impacts on all facets of life in general and the availability, accessibility, and affordability of medicines and vaccines in particular. Rather, the world has been divided into two groups regarding access to medicine and vaccines as haves and have-nots. The rich countries had pre-ordered the vaccines of COVID-19 along with the holding of the same. The pandemic situation was further worsened, given the Trade-Related Intellectual Property Rights (TRIPS) in practice and restrictions on sharing technology of vaccines, medicines, and life-saving equipment. In this context, India and South Africa have proposed the joint proposal and garnered support for waiving off TRIPS to ensure equity, accessibility, and affordability of vaccines and the same as public goods. In this review, we emphasize that global justice is one of the important elements of normative international theories, which focus on all the moral obligations from the world's rich to the world's poor. The paper also questions and argues that if the rich countries fail to go by the principles of global justice, can the Indian and South African (SA) patent diplomacy play a catalyst role in global justice? The review concludes with an emphasis on global solidarity, and the acceptance of joint India–South Africa's "patent diplomacy" for TRIPS waiver would result in mass production and fair distribution, making the COVID-19 medicines and technologies available to everyone regardless of their poor–rich status. This paper explores the extent to which land ownership through restoration results in non-sustainability in the Nonoti community in South Africa. During the apartheid era, Black communities were evicted from their ancestral land to make way for tourism development, though those lands were later repossessed by their original owners. This study aims at exploring the challenges of post-settlement after land restoration to new landowners in the Nonoti Beach resort. This paper is anchored on the sustainable livelihoods theoretical framework to measure the extent to which land can enhance socio-economic development. This study adopted a qualitative research design using in-depth interviews and focus groups. The sample of this study was drawn from the Nonoti local community members and representatives of the government agencies in charge of land restoration. The study concludes that landowners should be capacitated through training and skills development to live sustainably on the land they have acquired through the land claims process. Around the world, tabloid newspapers are routinely surrounded by a moral and cultural panic. They are criticised for lowering standards of journalism and privileging sensation above substance, diverting readers from serious news to entertainment, or foregoing ethical principles. However, scholarship about tabloids have also highlighted the ways in which these papers are frequently better attuned to their readers' everyday lived experience. In South Africa, tabloid newspapers have also received much criticism in the past for their perceived superficial treatment of important news. This article examines South African tabloid newspapers' coverage of the Covid-19 pandemic, focussing specifically on a case study of the national newspaper the Daily Sun. The national Daily Sun newspaper boasts the country's largest circulation figures. Through a quantitative content analysis of 1050 online news stories in the Daily Sun, we found that unlike mainstream front-page news reporting which was largely episodic, negative and alarmist, the majority of Daily Sun coverage was thematic and neutral. Daily Sun news coverage countered Covid-19 related misinformation and provided contextual coverage, with a large focus on the social impacts of Covid-19. The analysis concludes that despite the popular discourse of the reporting, Daily Sun reporting on Covid-19 provided readers with access to information and a focus on the micro aspects of the pandemic versus broader political issues and the views of political or scientific elites. Carbon tax has attracted attention as an instrument of climate action for transiting towards the objective of stabilising global temperatures below 2 °C. Its significance as a response to climate change is, however, disputed. Also, its possible implications on key fundamental human rights of poor populations are rarely discussed. South Africa enacted a Carbon Tax Act in 2019 amid the challenge of poverty and its commitments to both climate actions and human rights. This paper interrogates the significance of the Carbon Tax Act and clarifies the potential implications that it may have on key human rights of poor populations. It recommends the need to channel the revenue generated from the implementation of the Carbon Tax Act to address its potential adverse impact on human rights of poor populations in South Africa. In this paper, I recount my experiences with western media theory. Working on my PhD thesis marked my turn to decolonial theory. I used the creolisation strategy of putting critical western Marxist theories in conversation with African, black and Latin American decolonial theories. I worked on my PhD thesis under conditions informed by the Rhodes Must Fall (RMF), the Fees Must Fall (FMF) and other broader protests in South Africa whose connecting thread was the demand for the decolonisation of both the academy and public life. This paper examines non-state infrastructures of vigilante violence in marginalized spaces in South Africa. I argue that car trunks, shacks, containers, and other everyday receptacles function as the underside of official institutions, such as prisons and police lock-ups, and bear historical imprints of the extrajudicial punishments inflicted on black bodies during colonialism and apartheid. I focus on two techniques: forcing someone into the trunk of a vehicle and driving them around to locate stolen property, and confinement in garages, shacks, containers, or local public spaces. Whereas in formerly 'whites only' areas, residents have access to insurance, guards, gated communities, fortified fences, and well-resourced neighbourhood watches, in former black townships and informal settlements, this is not the case. Here, the boot, the shack, the shed, the car, and the minibus taxi play multiple roles, including as vectors and spaces of confinement, torture, and execution. Thus, spatiotemporality affects both how penal forms permeate space and time, and how space and time constitute penal forms. These vigilante kidnappings and forcible confinements are not mere instances of gratuitous violence. Instead, they mimic, distort, and amplify the violence that underpins the state's unrealized monopoly over the violence inherent in its claims to police and punish. [ABSTRACT FROM AUTHOR]

Reach-scale river restoration or environmental water allocation (EWA) exercises typically address the magnitude and temporal dynamics (frequency, duration, timing, rate of change) of flows required to sustain desirable ecological conditions along a river. The role of geomorphology in this process is to broaden the gaze beyond flows to consider larger and longer-terminteractions between valley lithological structure, and the feed and fate of flow-sediment mixtures. This paper proposes the integration of numerical morphodynamic modelling in evaluations of environmental water requirements for non-perennial riverscapes (channel--riparian--floodplain environments). The paper presents a methodological framework, and proof of concept case study from the Touws River, South Africa, for the application of morphodynamic modelling in EWA. The paper illustrates operational approaches to modelling the complexity of dryland mixed bedrock-alluvial (and mixed-load) riverscapes with highly variable non-perennial flow regimes, including an approach to generating initial bed conditions for numerical experiments by 'morphodynamic spin-up', and approaches to synthesising and presenting numerical experiment output in the formof a dynamic range of potential variability inmetrics of physical habitat suitability and diversity, and disturbance/renewal regimes. Such efforts can assist in enhancing field observations and testing field-based hypotheses of flow-sediment regime--physical habitat associations, extending the timescales of analysis beyond field observation, and constraining uncertainty about the dynamic range of variability in responses to predicted future flow-sediment regime modifications. Further research is needed to develop growth models appropriate for key non-perennial river vegetation types, to support bio- morphodynamic modelling of geomorphology--vegetation interactions, and to determine or predict appropriate inlet sediment concentrations for historical and future modification scenarios. International migration has continued to increase over the years. As people relocate to seek opportunities, their hopes and aspirations for a better life become a driving force. The extent to which their expectations are achieved is not documented in South Africa. This paper examines the expectations versus experiences of international immigrants in South Africa using Cameroonian and Democratic Republic of Congo immigrants residing in Cape Town. A qualitative approach with snowball sampling selected key informants from Cameroonian and Congolese nationalities in Cape Town. Results suggest that most immigrants did not meet their expectations for migrating, due to migration policy limitations of the host country exempting them from opportunities. The results align with both the Capability Approach theory and Lee's model of migration. Most of the immigrants showed despondency but do not prefer the option of returning to their home country. This is because they have not attained their goals for migration. The paper recommends that policy discussion between the South African government and stakeholders has become imperative to obtain an informed perspective on the dynamics of migration. Over the last 25 years, South Africa's regional and global stature has been in flux. Although there is continuity in its foreign policy objectives, there have been changes in emphasis and application. These changes, together with shifts in the domestic political and economic landscape, have impacted negatively on South Africa's international relations. President Cyril Ramaphosa, in his 2018 State of the Nation Address, boldly proclaimed a 'new dawn' for South Africa. A key aspect of the intended new dawn is the repositioning of South Africa regionally and globally. This paper examines the shifts and the continuity in South Africa's foreign policy, and the reasons for its waning global and regional stature. The paper argues that South Africa is once again in a position to be a norm- and agenda-setter, especially in relation to peace and security, but that this will be a lost opportunity if there is a lack of the necessary reflection, visioning and redress needed for transformation. The homophobia and hostility experienced by queer learners in Icelandic and South African schools are well documented. Drawing on in-depth interviews with queer youth (16–19 years) in Iceland and South Africa, this paper aims at understanding how queer youth navigate heterosexist and homophobic school spaces and create some positive spaces. The findings highlight that queer youth employ various social and discursive strategies to (re)position themselves as agentic subjects. They counter heteronormativity by drawing on what we define in this paper as "queer capital", which entails deploying various social and discursive strategies to establish some kind of distinction within the school and in their interaction with peers. Humour, parody, and active resistance, as well as finding ways to escape the regulatory mechanisms of gender, and relating easily to both genders, are examples of the social/discursive strategies employed by our participants and discussed in the paper. Within the framework of the current drive to transform psychology in South Africa, this paper highlights "other" axes of identity that are arguably largely overlooked within the field. The conversation exposes the discipline of psychology – specifically within the South African context – and its many unexamined assumptions concerning "expected" identities of psychologists – specifically, those along heterosexual and able-bodied lines. By engaging in an autoethnographic conversation, the two authors, both "other", practising psychologists – one queer, one disabled – share and reflect on some of their experiences of feeling othered in their chosen profession. Drawing on parts of queer theory, critical disability literature, as well as the theoretical framework of biopolitical power, we start to make sense of our experiences of difference, deviance, and defiance. How the field of psychology marginalises "other" psychologists, and the impacts on those who bear the oppressions, is exposed; and a conversation is begun in which the discipline's assumptions around compulsory forms of identity – straight, not disabled, among others – are disrupted in productive ways. Gated developments are a defining feature of the post-apartheid residential landscape. The fortification practices witnessed in gated developments are part of a wider securitisation of the South African urban- and ruralscapes. This research resides in the ambit of the theory of crime and violence as a precursor to the growth in gated developments. Research on gated developments has tended to focus on their proliferation in larger urban settlements, with scant attention being paid to gated developments in smaller settlements and in rural areas. However, non-metropolitan gated developments are a reality, and they display similar security features as those found in metropolitan areas. This paper compares the security levels of gated developments in a suburb of Cape Town with those in small towns in the Western Cape province. Security features are quantified to determine whether differences in securitisation levels exist between the locales. The gated developments in the city display higher levels of security than those in small towns. However, a closer analysis of small-town gated developments reveals high security levels in towns where tourism is the mainstay of the local economy. In South Africa, community members have the constitutional right to partake in local governance and the local municipal council has the constitutional mandate to facilitate community participation. Qualitative research was used to assess the impact of power relations on community participation in the Mahikeng Local Municipality. The study findings indicate that power differentials contributed to the abandonment of the legislative provisions in the Mahikeng Local Municipality in the North-West Province of South Africa. Among other things, this paper recommends finalisation of the draft public participation framework. The framework should clearly identify and define the roles of the community, elected councillors and traditional authorities. The paper recommends the development of a strategy that includes clear and comprehensive public participation guidelines, protocols and processes to facilitate implementation of the framework. Access to mental healthcare in low- and middle-income countries (LMICs) is one of the greatest challenges in public health today. One suggestion for improving accessibility is through collaboration between biomedical practitioners and traditional healers. This paper reviews studies of traditional healers' and biomedical practitioners' perceptions of collaboration. We conducted a systematic review of online databases, selected journals, and reference lists for relevant studies. Eligible papers were assessed using a tool designed for this review for quality and study characteristics, and qualitative data demonstrating participants' views were extracted. A total of 14 papers from seven countries were included. The published literature on this topic is relatively homogenous and studies are of variable quality. The findings suggest that, despite differing conceptualisations of mental illness causation, both traditional healers and biomedical practitioners recognise that patients can benefit from a combination of both practices and demonstrate a clear willingness to work together. There are concerns about patients' safety and human rights regarding traditional methods and some healers are sceptical about the effectiveness of Western psychiatric medication. Despite keeping the inclusion criteria open to all LMICs, 13 of the studies were conducted in Africa, seven of which were in South Africa. An important challenge to enhancing community access to mental health interventions in marginalised, transcultural settings is the development of culturally relevant screening measures. Cross-cultural adaptation (CCA) and translation methods offer guidelines for the adaption of existing screening measures for use across cultures with the aim of preserving semantic and construct equivalence as well as validity. Yet, the application of CCA methods has been inconsistent and validation strategies have focused predominantly on expert review and quantitative validity testing. Additionally, potentially important context-specific interpretations of measure items have been lost in translation-heavy approaches. The missing link in the CCA of existing measures may be the addition of culturally sensitive, community-based evaluative methods. This paper presents a report of the application of a seven-step CCA method developed by the first author to address the issue of cultural relevance in the translation and cross-cultural adaptation of the Spence Child Anxiety Scale (SCAS) an anxiety measure for use in a specific South African community context. The findings emphasise the surprising context-specific interpretations of items in measures applied transculturally, which support the case for qualitative, community-based validation of translated, CCA screening measures used to explore the effectiveness of mental health interventions across cultural contexts. The concept of homo sacer originates from ancient Roman law under which an individual who committed a certain kind of crime was excluded from society and all his/her rights as a citizen were revoked. This paper uses a few selected cases reported in the media of Botswana and South Africa to demonstrate why undocumented migrants in the two countries fit Agamben's description of homo sacer. While migrants in general, whether documented or undocumented, are targets of violence, exploitation and discrimination in these countries, undocumented migrants are particularly vulnerable because of their 'illegal' status. Although violence against undocumented migrants is not formally endorsed by the state, their description as a problem or a threat to society places them in a state of exception which is virtually outside the protection of the law. Non-racialism is a deep-rooted ideal in the history of resistance in South Africa. It is not only the basis of the post-apartheid legal order, but also crucial to the form of capitalism. This paper reinterprets non-racialism and inequality in post-1994 South Africa by revisiting conventional understandings of the nature of the state and the rule of law. It shows that racial inequality is inscribed in the non-racial form of the state. The non-racial democratic shell correlates with the commodity form. Conducting research in indigenous settings in rural villages, where traditional leaders are the custodians of communities remains a challenge. Traditional health practitioners have to adapt their protocols to the needs of the cultural setting. When gaining access to a setting, researchers have to follow a process that respects the autonomy of individuals, thus adhering to one of the ethical principles of research with human participants. In this paper, the researchers reflect on gaining access to conduct research with traditional health practitioners and traditional leaders in Vhembe district, South Africa. Researchers participated in sharing circles, and identified five reflective themes. The themes included initiating agreement and rapport, continuous negotiation and compromise, Them and Us, adhering to local dress code and ritual performance. South Africa is endowed with vast ocean resources and wealth which have the potential to provide enormous socio-economic goods and services to the people and create massive economic growth and wealth if vigorously explored and tapped. This assertion is made against the backdrop of the recent government strategical initiative, under the auspices of 'Operation Phakisa', to unlock and explore the full potential of the ocean's wealth to drive economic growth, create jobs and alleviate poverty. This paper seeks to accentuate that the Operation Phakisa initiative has the potential to strategically unlock underexplored ocean resources for purposes of creating sustainable economic growth, development, and alleviation of hunger and poverty. It concludes that effective and sustainable use of the ocean's wealth depends on good, efficient governance policies, practices and management. Methodically, a qualitative non-empirical research approach was adopted and utilized in this study by sourcing, drawing upon and using information and insights from contemporary literature to address identified problems. This paper explores debates and politics over the place of regulatory democracy in contemporary South African constitutionalism. Twenty-five years after the formal legal transition from apartheid, regulatory institutions – by and large not the focus of negotiations in the early 1990s – have increasingly assumed prominence within the South African state. Such organisations and their functions do not fit easily within one 'branch' of the classic legal theory of the separation of powers into three parts, namely the judiciary, the legislature, and the executive. A typology of regulatory institutions in the South African polity includes at least four distinct types. The work of these regulatory organisations in formulating and implementing law in post-apartheid South Africa has become significant in politics, especially over the past decade. While the existence and operation of regulatory institutions does not itself comprise the whole of regulatory politics, such organisations do constitute a crucial component of and locus for such politics. This paper presents continuous, high resolution fossil pollen and microcharcoal records from Bo Langvlei, a lake in the Wilderness Embayment on South Africa's southern Cape coast. Spanning the past ~1300 years and encompassing the Medieval Climate Anomaly (MCA; c. AD 950–1250) and the Little Ice Age (LIA; c. AD 1300–1850), these records provide a rare southern African perspective on past temperature, moisture and vegetation change during these much debated periods of the recent geological past. Considered together with other records from the Wilderness Embayment, we conclude that conditions in the region during the MCA chronozone were – in the context of the last 1300 years – likely relatively dry (reduced levels of Afrotemperate forest pollen) and perhaps slightly cooler (increased percentages of Stoebe -type pollen) than present. The most significant phase of forest expansion, and more humid conditions, occurred during the transition between the MCA and the most prominent cooling phase of the LIA. The LIA is clearly identified at this locality as a period of cool, dry conditions between c. AD 1600 and 1850. The mechanisms driving the changes observed in the Bo Langvlei pollen record appear to be generally linked to changes in temperature, and changes in the influence of tropical circulation systems. During warmer periods, moisture availability was higher at Bo Langvlei, and rainfall was perhaps less seasonal. During colder periods, precipitation resulting from tropical disturbances was more restricted, resulting in drier conditions. While increased precipitation has been reported during the LIA from Verlorenvlei in the Western Cape as a result of an equatorward displacement of the westerly storm-track at this time, the opposing response at Bo Langvlei suggests that any increased influence of westerlies was insufficient to compensate for the concurrent reduction in tropical/local rainfall in the region. Background: This paper examines the degree of agreement among simple dichotomous self-report, validated screening results, and biochemical screening results of prenatal alcohol and other drug use among pregnant women. Method: Secondary analysis was conducted on a cohort of pregnant women 16 years or older, presenting for prenatal care in the greater Cape Town, South Africa. Dichotomous verbal screening is a standard of care, and pregnant patients reporting alcohol and other drug use in dichotomous verbal screenings were asked to engage in screening using the Alcohol Smoking and Substance Involvement Screening Test (ASSIST) and urinalysis. Results: Significant agreements between dichotomous and ASSIST scores were observed (K = 0.73–0.76). A higher rate of self-reported (36.9%) alcohol use was detected, relative to urine screening (19.6%) with a predictive value of 34.9; while underreporting of illicit substance use was observed (3.6% self-report vs. 8.8% urine screening) with an overall predictive value of 50.0. Conclusion: Dichotomous verbal screening was considered valid after comparison with the ASSIST; however, combined use with urine screenings can be recommended especially for identifying illicit substance use in order to accurately detect alcohol and other drug use in pregnancy, so that women can be identified and referred for appropriate interventions where needed. Stereotypes are people or things categorised by general characteristics of the group based on a truth that is widely recognised and function to reduce ideas to a simpler form (Dyer, 1993). Not all stereotypes are pejorative but can be a form of othering of people (Bhabha, 1996) and come about through a friction with difference (Jameson, 1995). In Johannesburg, South Africa, there is a conflation of people and space that results in a form of spatial categorisation or stereotyping. Under the apartheid government the city’s spaces were divided by race and ethnicity and are currently shifting towards divisions of class and inequality deepening the fragmented post-apartheid conditions in the city. These spatial categories have been represented in films of Johannesburg and contribute to the construction of the city’s image but also construct images for particular neighbourhoods. In this paper I examine the use of space in film as a narrative device and explore the reception and understanding of Johannesburg’s spaces by its residents to illustrate the construction and reception of spatial stereotypes. The paper discusses three dominant spatial stereotypes of Johannesburg through key films and the reception of these films through quantitative and qualitative interviews conducted with residents in four locations (Chiawelo; CBD; Fordsburg and Melville) in Johannesburg. Stereotypes have negative consequences and these spatial stereotypes reflect the ‘city of extremes’ (Murray, 2011) but their use indicates a process of navigation and negotiation across differences in space and identity in the fragmented city of Johannesburg. ‘Municipal indigents’ are a category of poor citizens who qualify to receive certain municipal services for free in South Africa. Having registered as municipal indigents, the poor not only gain access to free basic services but also embark upon a voyage into a bureaucratic underworld where policies are changed and eligibility criteria and sanctions are unevenly applied. Various preconditions and limits on services, as well as social surveillance of indigent households, has turned indigency programmes into a ‘regime’. The policy has swung from hard cost recovery (mass disconnections) during the period 1994–2000 to ‘free’ basic services and, more recently, to social-shaming and criminalisation. This paper provides a thematic account of recent municipal indigent processes in order to explore the ‘moving boundary’ between benevolence and control regarding this crucial citizen–state interface. Based on recent interviews with government officials, a review of relevant government documents, and describing the administrative complexities, the paper reveals aspects of what the poor confront in day-to-day experiences of the state. It is argued that there are lessons for all municipalities seeking a more sustainable and democratic path to citizenship rather than an ongoing low-level war with poor citizens. This paper discusses two distinct political mobilisations of October 2015 in Grahamstown, Eastern Cape Province, South Africa. Student protests against racial, class-based, and gender-based oppression coincided with xenophobic violence in the city. These events demonstrated both challenges to and continuity with the long history of politics in Grahamstown, a history marked by the contestation and control of space, race, and citizenship. The paper argues for the continued relevance of these themes to thinking about contemporary South African politics. By considering together the two events of October 2015, we can interrogate aspects of colonial political continuities in post-1994 South Africa which variously influence mass protest action for democratic opening, anti-democratic violence, and state responses to both. The 'White Paper of Families in South Africa' is critically analysed in this article. It is shown that although family diversity is acknowledged in the aforementioned document, certain implications of the document undermine such professed diversity, not all caretakers of children are acknowledged and supported, and financially vulnerable families are not strengthened. Instead, narrow ideals of family life are at times promoted, suggesting middle-class heterosexual values. It is argued here that the realities of family life should be accepted as such and family in different forms should be supported consistently, not subtly pushed to conform to restricted interpretations of what families should be like. The Practice of Everyday Life (de Certeau M (1984) The Practice of Everyday Life. Berkeley, CA: University of California Press) has become a canonical text in urban studies, with de Certeau's idea of tactics having been widely deployed to understand and theorise the everyday. Tactics of resistance were contrasted with the strategies of the powerful, but the ways in which these strategies are operationalised were left ambiguous by de Certeau and have remained undertheorised since. We address this lacuna through an examination of the planning profession in South Africa as a lieu propre – a strategic territory with considerable power to shape urban environments. Based on a large interview data set examining practitioner attitudes toward the state of the profession in South Africa, this paper argues that the strategies of the powerful are themselves subject to negotiation. We trace connections with de Certeau's earlier work to critique the idea that strategies are univocal. We do this by examining how the interests of different powerful actors can come into conflict, using the planning profession as an exemplar of how opposing strategies must be mediated in order to secure changes in society. Because redistribution concerns 'who gets what and from whom ', redistributive conflicts revolve around 'who should get what and from whom '. Individuals as well as states distinguish between deserving and undeserving claimants. People may favour people they know over strangers, kin over non-kin, or some kin over other kin. This paper uses data from survey experiments to show that young South Africans distinguish between deserving and undeserving claimants on both the state and kin. The hierarchy of desert with respect to public welfare is clear and intuitive, with people who cannot look after themselves being considered more deserving than those who can. Deservingness with respect to different categories of kin – i.e. the 'radius' of responsibility for kin – varies less markedly, but with some variation between racial or cultural groups. Deservingness with respect to both public and private support is affected dramatically by the attitude and reciprocity of the claimant, with the important exceptions of mothers who should be supported unconditionally. Public and private support appear to be complements not substitutes for each other, in that people who believe that the state should support people in need are also more likely to believe that kin should do so also. This paper takes the form of a ‘performative’ dialogue, a recounting of scenes, which alternate, in the mode of a cinematic montage, with academic analysis of the interfaces between boxing, art, and space. In his book Body and Soul: Notebooks on an Apprentice Boxer (2004), sociologist Loïc Wacquant mixes three genres: analytic sociology, depictive ethnography, and short story. He argues that he used this unorthodox methodology ‘to make the reader simultaneously feel and understand how boxers are “gripped” by their craft and viscerally tied to it’. Similarly, in this paper, the overlapping voices of its two authors engage in both performative, creative and intellectual ways with the critiques and social rituals surrounding boxing, ultimately finding that an understanding of boxing as an epistemological encounter gives rise to interesting ways to think through the relationships between art and urban space itself. The paper ranges widely over each author’s personal experience of boxing, analyses of specific artworks both ancient and modern, and an analysis of the psychogeography of urban space, and in particular, Johannesburg. The form of the paper, as it incorporates narrative experience (embodiment) and analytic mode, can be seen as a text that re-enacts the ‘performance’ of boxing and art-making in which the traditional opposition between the two is integrated, if not suspended. The benefits of early childhood development (ECD) programmes are strongly supported by evidence of reduced school dropout and repetition rates. However, the literature on ECD is primarily grounded in research based in the United States (US); in the light of this gap in the literature, this paper provides a comparative overview of ECD policy and practice from outside of the US, namely in South Africa and Turkey. As a theoretical framework the paper has followed the World Bank’s Systems Approach for Better Education Results (SABER)-ECD Analytical Framework. Findings indicate that both countries have established an enabling policy environment for ECD but implementation and the setting of and compliance to standards for quality is still emerging, in spite of massive strides made in this field during the past fifteen years. In South African universities, a particular epistemic hierarchy exists within which African knowledge and resources are under-valued. This paper examines humanities courses that include content that deliberately aims to interrupt the existing knowledge hierarchies, through a qualitative analysis of spaces where African knowledge is granted importance. The paper provides a snapshot of the potentials for change in South African higher education today, and of the ways in which theories of Africa, for Africa, and about Africa, are being generated and taught. The Movement for Global Mental Health’s (MGMH) efforts to scale up the availability of mental health services have been moderately successful. Investigations in resource-poor countries like South Africa have pointed to the value of an integrated primary mental health care model and multidisciplinary collaboration to support mental health needs in underserved and underresourced communities. However, there remains a need to explore how these policies play out within the daily realities of communities marked by varied environmental and relational complexities. Arguably, the lived realities of mental health policy and service delivery processes are best viewed through ethnographic approaches, which remain underutilised in the field of global mental health. This paper reports on findings from a case study of mental health services for HIV-affected women in a rural South African setting, which employed a motivated ethnography in order to explore the realities of the primary mental health care model and related policies in South Africa. Findings highlighted the influence of three key symbolic (intangible) factors that impact on the efficacy of the primary mental health care model: power dynamics, which shaped relationships within multidisciplinary teams; stigma, which limited the efficacy of task-shifting strategies; and the silencing of women’s narratives of distress within services. The resultant gap between policy ideals and the reality of practice is discussed. The delivery of housing to low income citizens across South Africa reflects the state’s realisation of citizens’ social rights to housing and can help to strengthen a citizen’s sense of belonging. Additionally, through the very processes of housing delivery, such as decentralised mechanisms with strong community participation, principles of inclusive citizenship are forged and enacted. However, it is argued in this paper that because housing allocation is devolved and power granted to local elites, an important aspect of citizenship-making has also been devolved with insufficient checks and balances. The paper cautions that the decision-making of local elites who determine access to housing and thus the realisation of citizenship rights, is mitigated by their subjectivities. Based on case studies of selected settlements in eThekwini (Durban), the paper examines how residents access housing in slum upgrade programmes. It finds that, beyond national eligibility criteria additional localised criteria are evident which demand that residents use their identity and social relationships to both provide evidence of their eligibility and negotiate access. The paper further cautions that these local processes may be sowing seeds of conflict by propagating existing social tensions, particularly around ethno- and xenophobia, and party political contests. This paper explores how shame is constructed in working-class "coloured" men's talk about their violence against women partners in Cape Town, South Africa. It examines how men who are violent toward their partners attempt to dissociate from their shamed identities and their perpetration of violence at the intersection of their gender, race and class identities, and how these processes allow men to produce subjectivities as "respectable coloured" men. Ten individual interviews were conducted with men who had perpetrated violence against their partner(s) residing in a predominantly working-class "coloured" community on the peripheries of Cape Town, South Africa. A Foucauldian discourse analysis tracks the complicated processes followed by men in dissociating from shamed subjectivities towards ones that encompass pride. The men talk about the battle for subjectivity in their pursuit for a "respectable", "good" masculinity, which is commended in specific pro-feminist spaces while being reportedly questioned or denounced by their fellow community members. The article concludes by considering the usefulness of shame in this sample of South African "coloured" men, and its capacity to mobilise men towards a pro-feminist politics. [ABSTRACT FROM AUTHOR]

There are several laws and some notable judicial decisions across the globe to regulate electronic signatures. These judicial decisions when interpreting legislation are not consistent with each other. They leave much to be desired. There are still problems with the validity of an electronic signature. In this paper the author mainly focuses on the South African model. The major legislation regulating the use of electronic signatures in South Africa is the Electronic Communications and Transactions Act 25 of 2002. It has recently been interpreted in the case of Spring Forest Trading v Wilberry by the High Court of KwaZulu-Natal (KZN) and the highest court of South Africa, the Supreme Court of Appeal (SCA). However, there is a wide difference in the approaches of the High Court of KZN and the SCA. Even in other jurisdictions judicial decisions have not helped towards clarifying the law; rather one has to wade through conflicting approaches of judges to understand where the law is going. Pre-1994, South Africa was a country riddled with inequality and discrimination stemming from the policy of ‘apartheid’. Since 1994, there have been considerable efforts made to enable the country to move toward becoming non-racial and democratic, with a culture of human rights and social justice. One of the primary tasks of the new democratically elected government was a reform of the education system. Specialized Education was initially neglected, but then in 1996 a National Commission was appointed to investigate Special Needs in Education and Education Support Services, of which the author was one of the co-ordinators. The timeline for the full implementation of the resulting White Paper 6 on Inclusive Education is 20 years. Inclusive Education in South Africa aims to meet the needs of all learners by addressing barriers to learning, welcoming diversity and fostering maximum participation by all in the culture of the school. This article, based on the author’s experience, will discuss the challenges for implementation of the policy in one of the South African districts which field-tested the recommendations in White Paper 6, a district with diverse contexts, the emerging promising practice, and the implications for specialized support professionals, in particular the role of school psychologists. The importance of strengthening local governments is widely recognised as local governments face new challenges against the backdrop of global decentralisation processes. Municipal International Cooperation (MIC) contributes strategically to such processes by peer-to-peer learning within existing local institutions, a development process that is both efficient and provides continuity. Empirically, the paper draws upon the findings of an evaluation of the Dutch support programme for MIC called LOGO South. The main conclusion is that partnerships between local authorities do strengthen local governments in the South; the unique approach of the LOGO South programme adds important spillover effects in mutual learning, resulting in both policy transfer and mobility. By creating multilevel governance networks, knowledge circulation was also strengthened. This paper explores barriers to gender policy implementation arising from the narratives framing gender as a policy issue. Through examining the influence of gender policy narratives on practitioners, it challenges those who represent policy failures as the result of unsupportive cultural contexts. The paper draws on Fraser’s (1995, 2005; Fraser and Honneth, 2003) conceptualisation of recognition and redistribution to highlight tensions between three different gender policy narratives: (1) gender as instrumental for development; (2) gender as women’s rights and empowerment; and (3) gender as relations of power requiring personal transformation. Interviews with 32 gender practitioners in 26 South African non-governmental organisations and observations of meetings between these organisations show how these narratives lead to unhelpful conflicts between practitioners. These conflicts inhibit both the uptake of gender policy recommendations and collaboration between practitioners in ways that undermine efforts to address gender inequalities in the South African context. This article examines a progressive moment under apartheid referred to retrospectively as ‘the Durban moment’ by activists. By exploring the friendship of assassinated activists Stephen Bantu Biko and Richard Turner, the paper calls for a nuanced assessment of the rich context of the emergence of Black Consciousness under apartheid, and shows how the rigid racial and ethnic categories imposed by the state could be challenged by creative and resourceful intellectuals. The paper draws on interviews, writings produced at the time, court transcripts and the secondary literature to argue that Black Consciousness was intimately linked on many levels to this progressive ‘moment’ in South Africa under apartheid, which has resonances for activists still today. Obstetric violence is gaining recognition as a worldwide problem manifesting in a range of geopolitical contexts. While global public health attention is turning to this issue, there has been a lack of theoretical engagement by feminist psychologists with the phenomenon of obstetric violence. This paper contributes to the literature on obstetric violence via a feminist social constructionist analysis of “marginalized” and low-income South African women’s narratives of giving birth in public sector obstetric contexts. Drawing on interviews conducted in 2012 with 35 black, low-income women living in Cape Town, South Africa, the analysis focuses on obstetric violence as a relational, disciplinary, and productive process that has implications for the construction of women’s subjectivities and agency during childbirth. The findings focus on relational constructions of violence and agency in women’s narratives, including (a) the performance of docility as an act of ambiguous agency and (2) resistant bodies and modes of discipline. Framed within a Foucauldian approach to power and using the concept of assemblage, I argue that obstetric violence needs to be conceptualized as more than isolated acts involving individual perpetrators and victims. Many mental health clinicians in South Africa use informal interpreters, who are employed to perform other functions, such as cleaners and security guards; there are no formally trained interpreters. Drawing on qualitative semistructured interviews, this paper examines the experiences of informal interpreters working within a psychiatric setting. Furthermore, this paper explores how working in this invisible capacity affects informal interpreters’ views of themselves and the contribution they feel they are making by acting as interpreters. An interpretative phenomenological approach enabled an in-depth analysis of the experiences of the ad hoc interpreters. The results of this study reveal a dilemma. On the one hand, informal interpreters interviewed jeopardize ethical principles by breaching confidentiality and reporting on patient behaviour without their consent. On the other hand, they report fulfilling an additional beneficial role in terms of the overall care of patients which goes beyond the ambit of the interpreting session. The impact and extent of the informal interpreters’ involvement in care could not be ascertained solely from the data obtained in this study, but it is clear that informal interpreting may usefully be viewed as a form of hidden care work.
