Annual budgets are key to constituting and governing imagined futures. This paper examines how the signifier 'future' is constructed within the Irish budget speeches delivered by finance ministers to parliament between 1970 and 2015. To investigate the discourses of these budget speeches, we employ post-structural discourse theory operationalised through two methods: close reading and corpus-linguistic analysis. Close reading is used to identify the discourses employed and how meanings of signifiers were partially fixed at different moments. This was further examined using corpus-linguistics, specifically a collocate analysis of the word 'future', allowing further close examination of such collocates in context. Thus, the paper offers a unique insight into the discursive structuring of 'future' in Irish budget speeches over 45 years, highlights the changing structure of the budgetary discourse, periodising these changes, and shows how economic imaginaries of the 'future' are produced and reproduced. The Global Energy and Water Cycle Exchanges (GEWEX) project was created more than 30 years ago within the framework of the World Climate Research Programme (WCRP). The aim of this initiative was to address major gaps in our understanding of Earth's energy and water cycles given a lack of information about the basic fluxes and associated reservoirs of these cycles. GEWEX sought to acquire and set standards for climatological data on variables essential for quantifying water and energy fluxes and for closing budgets at the regional and global scales. In so doing, GEWEX activities led to a greatly improved understanding of processes and our ability to predict them. Such understanding was viewed then, as it remains today, essential for advancing weather and climate prediction from global to regional scales. GEWEX has also demonstrated over time the importance of a wider engagement of different communities and the necessity of international collaboration for making progress on understanding and on the monitoring of the changes in the energy and water cycles under ever increasing human pressures. This paper reflects on the first 30 years of evolution and progress that has occurred within GEWEX. This evolution is presented in terms of three main phases of activity. Progress toward the main goals of GEWEX is highlighted by calling out a few achievements from each phase. Motivation and method: Existing rational expectations models cannot satisfactorily explain why political budget manipulations systematically raise re-election chances and only occur in “specific contexts”. This paper offers a theoretical explanation by including unsophisticated voters into an opportunistic political cycle model; unsophisticated voters are unable to take the optimal behaviour of other agents (fully) into account, but may, nonetheless, vaguely suspect government deception. Results: First, rationally expected manipulations are, on average, fruitless in equilibrium. By including unsophisticated voters we can, however, corroborate empirically found electoral effects of political budget manipulations. Second, unsophisticated voters become anxious and suspicious in an intransparent or uncertain world, but the government tries to “outperform” their scepticism by increasing budget manipulations in order to appear more competent and, ultimately, increase re-election chances. It is, therefore, not surprising that political budget cycles are observed in countries suffering from intransparencies such as developing countries or new democracies. Third and in addition, the model presented here predicts that political opportunism produces, unintentionally, a countercyclical policy effect in election years, thereby, for instance, alleviating the typical problem of policy procyclicality in developing countries. Additional contribution: The paper also offers a theoretical explanation for political distortions found in forecasts by US states. Based on overly optimistic revenue forecasts the incumbent state government can conduct expansionary fiscal policies in order to appear more competent prior to an upcoming election. Since the resulting deficit can only be observed afterwards, the government can effectively circumvent a constitutional balanced budget constraint. As a result, there are political forecast and budget cycles in the state. More generally, however, these findings may also apply to European countries where balanced budget constraints are or will be in place (for instance the debt brakes in Switzerland and Germany); similarly, they apply to the supra-national European Fiscal Compact of the European Union. A recent paper by Kato and Rose reports a negative correlation between the annual mean entropy production rate of the climate and the absorption of solar radiation in the CERES SYN1deg dataset, using the simplifying assumption that the system is steady in time. It is shown here, however, that when the nonsteady interannual storage of entropy is accounted for, the dataset instead implies a positive correlation; that is, global entropy production rates increase with solar absorption. Furthermore, this increase is consistent with the response demonstrated by an energy balance model and a radiative–convective model. To motivate this updated analysis, a detailed discussion of the conceptual relationship between entropy production, entropy storage, and entropy flows is provided. The storage-corrected estimate for the mean global rate of entropy production in the CERES dataset from all irreversible transfer processes is 81.9 mW m−2 K−1 and from only nonradiative processes is 55.2 mW m−2 K−1 (observations from March 2000 to February 2018). The possibility of constructing Lorenz’s concept of available potential energy (APE) from a local principle has been known for some time, but it has received very little attention so far. Yet the local APE density framework offers the advantage of providing a positive-definite local form of potential energy, which, like kinetic energy, can be transported, converted, and created or dissipated locally. In contrast to Lorenz’s definition, which relies on the exact from of potential energy, the local APE density theory uses the particular form of potential energy appropriate to the approximations considered. In this paper, this idea is illustrated for the dry hydrostatic primitive equations, whose relevant form of potential energy is the specific enthalpy. The local APE density is nonquadratic in general but can nevertheless be partitioned exactly into mean and eddy components regardless of the Reynolds averaging operator used. This paper introduces a new form of the local APE density that is easily computable from atmospheric datasets. The advantages of using the local APE density over the classical Lorenz APE are highlighted. The paper also presents the first calculation of the three-dimensional local APE density in observation-based atmospheric data. Finally, it illustrates how the eddy and mean components of the local APE density can be used to study regional and temporal variability in the large-scale circulation. It is revealed that advection from high latitudes is necessary to supply APE into the storm-track regions, and that Greenland and the Ross Sea, which have suffered from rapid land ice and sea ice loss in recent decades, are particularly susceptible to APE variability. Background: Hospitals and other health care delivery organizations are sometimes resistant to implementing evidence‐based programs, citing unknown budgetary implications. Objective: In this paper, I discuss challenges when estimating health care costs in implementation research. Design: A case study with intensive care units highlights how including fixed costs can cloud a short‐term analysis. Participants: None. Interventions: None. Main Measures: Health care costs, charges and payments. Key Results: Cost data should accurately reflect the opportunity costs for the organization(s) providing care. Opportunity costs are defined as the benefits foregone because the resources were not used in the next best alternative. Because there is no database of opportunity costs, cost studies rely on accounting data, charges, or payments as proxies. Unfortunately, these proxies may not reflect the organization's opportunity costs, especially if the goal is to understand the budgetary impact in the next few years. Conclusions: Implementation researchers should exclude costs that are fixed in the time period of observation because these assets (e.g., space) cannot be used in the next best alternative. In addition, it is common to use costs from accounting databases where we implicitly assume health care providers are uniformly efficient. If providers are not operating efficiently, especially if there is variation in their efficiency, then this can create further problems. Background: Resource allocation decisions for disease categories can be informed by proper estimates of the magnitude and distribution of total spending. In the backdrop of a high burden of Non-Communicable Diseases and Injuries (NCDI) in India, and a paucity of estimates on government spending on NCDI, this paper attempts to analyse public sector expenditure on NCDI spending in India. Methods: Various recent budget documents of the Centre and States/Union Territories have been used to extract expenditure on NCDI. The aggregates thus arrived at have been analysed to estimate aggregate and state level per capita spending. State level spending have been compared against disease burden using DALYs. Patterns of spending on NCDI across states were also analysed together with state level poverty to observe possible patterns. Findings: The total spending on NCDI by the government is low at less than 0.5% of GDP. NCDI spending is little more than one-fourth of total health spending of the country and most spending takes place at the state level (80%). The Ministry of Health and Family Welfare’s share in Central spending on NCDI is around 65%, and currently it spends 20% of its total health spending on NCDI. The gap between spending and DALYs is the most for the economically vulnerable states. Also, the states with high poverty levels also have low per capita expenditure on NCDI Interpretation: India does not depend on donor funding for health. It will have to step up domestic funding to address the increasing disease burden of NCDIs and to reduce the high out-of-pocket expenditure on NCDI. Upper-level static stability (N2) variations can influence the evolution of the transverse circulation and potential vorticity in intensifying tropical cyclones (TCs). This paper examines these variations during the rapid intensification (RI) of a simulated TC. Over the eye, N2 near the tropopause decreases and the cold-point tropopause rises by up to 4 km at the storm center. Outside of the eye, N2 increases considerably just above the cold-point tropopause and the tropopause remains near its initial level. A budget analysis reveals that the advection terms, which include differential advection of potential temperature θ and direct advection of N2, are important throughout the upper troposphere and lower stratosphere. These terms are particularly pronounced within the eye, where they destabilize the layer near and above the cold-point tropopause. Outside of the eye, a radial–vertical circulation develops during RI, with strong outflow below the tropopause and weak inflow above. Differential advection of θ near the outflow jet provides forcing for stabilization below the outflow maximum and destabilization above. Turbulence induced by vertical wind shear on the flanks of the outflow maximum also modifies the vertical stability profile. Meanwhile, radiative cooling tendencies at the top of the cirrus canopy generally act to destabilize the upper troposphere and stabilize the lower stratosphere. The results suggest that turbulence and radiation, alongside differential advection, play fundamental roles in the upper-level N2 evolution of TCs. These N2 tendencies could have implications for both the TC diurnal cycle and the tropopause-layer potential vorticity evolution in TCs. [ABSTRACT FROM AUTHOR]

This paper investigates institutional change in the Polish public science system (PPSS) in the past twenty years. Employing macro-statistical data, the paper argues that this change process has unfolded stepwise and relatively late despite major political and economic transformations in post-socialist Poland. Using a historical-institutionalist perspective, the paper focuses on processes of institutional change, including layering, displacement, and dismantling. One major finding is that the speed and depth of the gradual transformation differs considerably between the three research performing sectors of the Polish public science system. As the Polish Academy of Sciences was reproduced institutionally, the former governmental units for applied R&D were partly dismantled and displaced by private sector R&D units. In contrast, the Higher Education sector underwent a strong expansion and, thus, layering of new research activities and fields. Since policy shifts within the PPSS occurred relatively late, the more than two decades following the collapse of communism are of special interest to scholars of incremental, yet cumulative, institutional change. In the public transport industry, travellers’ perceived satisfaction is a key element in understanding their evaluation of, and loyalty to ridership. Despite its notable importance, studies of customer satisfaction are under-represented in the literature, and most previous studies are based on survey data collected from a single city only. This does not allow a comparison across different transport systems. To address this underrepresentation, this paper reports on a study of train passengers’ satisfaction with the fare paid for their most recent home-based train trip in five Australian capital cities: Sydney, Melbourne, Brisbane, Adelaide, and Perth. Two data sources are used: a nation-wide survey, and objective information on the train fare structure in each of the targeted cities. In particular, satisfaction with train fares is modelled as a function of socio-economic factors and train trip characteristics, using a random parameters ordered Logit model that accounts for unobserved heterogeneity in the population. Results indicate that gender, city of origin, transport mode from home to the train station, eligibility for either student or senior concession fare, one-way cost, and waiting time as well as five diverse interaction variables between city of origin and socio-economic factors are the key determinants of passenger satisfaction with train fares. In particular, this study reveals that female respondents tend to be less satisfied with their train fare than their male counterparts. Interestingly, respondents who take the bus to the train station tend to feel more satisfied with their fare compared with the rest of the respondents. In addition, notable heterogeneity is detected across respondents’ perceived satisfaction with train fare, specifically with regard to the one-way cost and the waiting time incurred. An intercity comparison reveals that a city’s train fare structure also affects a traveller’s perceived satisfaction with their train fare. The findings of this research are significant for both policy makers and transport operators, allowing them to understand traveller behaviours, and to subsequently formulate effective transit policies. Recent research suggests that psychological needs can influence the political attitudes of ordinary citizens, often outside of their conscious awareness. In this paper, we investigate whether psychological needs also shape the spending priorities of political elites in the US. Most models of policymaking assume that political elites respond to information in relatively homogeneous ways. We suggest otherwise, and explore one source of difference in information processing, namely, threat sensitivity, which previous research links to increased support for conservative policy attitudes. Drawing on a sample of state-level policymakers, we measure their spending priorities using a survey and their level of threat sensitivity using a standard psychophysiological measure (skin conductance). We find that, like ordinary citizens, threat sensitivity leads even state-level policymakers to prioritize spending on government polices that are designed to minimize threats. Strategic purchasing is an essential health financing function. This paper compares the strategic purchasing practices of Thailand’s two tax-financed health insurance schemes, the Universal Coverage Scheme (UCS) and the Civil Servant Medical Benefit Scheme (CSMBS), and identifies factors contributing to successful universal health coverage outcomes by analysing the relationships between the purchaser and government, providers and members. The study uses a cross-sectional mixed-methods design, including document review and interviews with 56 key informants. The Comptroller General Department (CGD) of Ministry of Finance manages CSMBS as one among civil servant welfare programmes. Their purchasing is passive. Fee for service payment for outpatient care has resulted in rapid cost escalation and overspending of their annual budget. In contrast, National Health Security Office (NHSO) manages purchasing for UCS, which undertakes a range of strategic purchasing actions, including applying closed ended provider payment, promoting primary healthcare’s gate keeping functions, exercising collective purchasing power and engaging views of members in decision making process. This difference in purchasing arrangements resulted in expenditure per CSMBS member being 4 times higher than UCS in 2014. The governance of the purchaser organization, the design of the purchasing arrangements including incentives and use of information, and the institutional capacities to implement purchasing functions are essential for effective strategic purchasing which can improve health system efficiency as a whole. When standard optimization methods fail to find a satisfactory solution for a parameter fitting problem, a tempting recourse is to adjust parameters manually. While tedious, this approach can be surprisingly powerful in terms of achieving optimal or near-optimal solutions. This paper outlines an optimization algorithm, Adaptive Stochastic Descent (ASD), that has been designed to replicate the essential aspects of manual parameter fitting in an automated way. Specifically, ASD uses simple principles to form probabilistic assumptions about (a) which parameters have the greatest effect on the objective function, and (b) optimal step sizes for each parameter. We show that for a certain class of optimization problems (namely, those with a moderate to large number of scalar parameter dimensions, especially if some dimensions are more important than others), ASD is capable of minimizing the objective function with far fewer function evaluations than classic optimization methods, such as the Nelder-Mead nonlinear simplex, Levenberg-Marquardt gradient descent, simulated annealing, and genetic algorithms. As a case study, we show that ASD outperforms standard algorithms when used to determine how resources should be allocated in order to minimize new HIV infections in Swaziland. Background: The WHO HIV Treatment Guidelines suggest routine viral-load monitoring can be used to differentiate antiretroviral therapy (ART) delivery and reduce the frequency of clinic visits for patients stable on ART. This recommendation was informed by economic analysis that showed the approach is very likely to be cost-effective, even in the most resource constrained of settings. The health benefits were shown to be modest but the costs of introducing and scaling up viral load monitoring can be offset by anticipated reductions in the costs of clinic visits, due to these being less frequent for many patients. Key issues for economic evaluation: The cost-effectiveness of introducing viral-load informed differentiated care depends upon whether cost reductions are possible if the number of clinic visits is reduced and/or how freed clinic capacity is used for alternative priorities. Where freed resources, either physical or financial, generate large health gains (e.g. if committed to patients failing ART or to other high value health care interventions), the benefits of differentiated care are expected to be high; if however these freed physical resources are already under-utilized or financial resources are used less efficiently and would not be put to as beneficial an alternative use, the policy may not be cost-effective. The implication is that the use of conventional unit costs to value resources may not well reflect the latter’s value in contributing to health improvement. Analyses intended to inform resource allocated decisions in a number of settings may therefore have to be interpreted with due consideration to local context. In this paper we present methods of how economic analyses can reflect the real value of health care resources rather than simply applying their unit costs. The analyses informing the WHO Guidelines are re-estimated by implementing scenarios using this framework, informing how differentiated care can be prioritized to generate greatest gains in population health. Implications: The findings have important implications for how economic analyses should be undertaken and reported in HIV and other disease areas. This paper proposes an optimization model, using Mixed-Integer Linear Programming (MILP), to support decisions related to making investments in the design of power grids serving industrial clients that experience interruptions to their energy supply due to disruptive events. In this approach, by considering the probabilities of the occurrence of a set of such disruptive events, the model is used to minimize the overall expected cost by determining an optimal strategy involving pre- and post-event actions. The pre-event actions, which are considered during the design phase, evaluate the resilience capacity (absorption, adaptation and restoration) and are tailored to the context of industrial clients dependent on a power grid. Four cases are analysed to explore the results of different probabilities of the occurrence of disruptions. Moreover, two scenarios, in which the probability of occurrence is lowest but the consequences are most serious, are selected to illustrate the model’s applicability. The results indicate that investments in pre-event actions, if implemented, can enhance the resilience of power grids serving industrial clients because the impacts of disruptions either are experienced only for a short time period or are completely avoided. Scientists are increasingly dissatisfied with funding systems that rely on peer assessment and, accordingly, have suggested several proposals for reform. One of these proposals is to distribute available funds equally among all qualified researchers, with no interference from peer review. Despite its numerous benefits, such egalitarian sharing faces the objection, among others, that it would lead to an unacceptable dilution of resources. The aim of the present paper is to assess this particular objection. We estimate (for the Netherlands, the U.S. and the U.K.) how much researchers would receive were they to get an equal share of the government budgets that are currently allocated through competitive peer assessment. For the Netherlands, we furthermore estimate what researchers would receive were we to differentiate between researchers working in low-cost, intermediate-cost and high-cost disciplines. Given these estimates, we then determine what researchers could afford in terms of PhD students, Postdocs, travel and equipment. According to our results, researchers could, on average, maintain current PhD student and Postdoc employment levels, and still have at their disposal a moderate (the U.K.) to considerable (the Netherlands, U.S.) budget for travel and equipment. This suggests that the worry that egalitarian sharing leads to unacceptable dilution of resources is unjustified. Indeed, our results strongly suggest that there is room for far more egalitarian distribution of funds than happens in the highly competitive funding schemes so prevalent today. This paper addresses one of the costs of new bridges, i.e., the cost of doing the preliminary engineering (PE). This particular aspect of cost has largely been neglected because of the difficulty in obtaining appropriate data. Typically, PE costs are determined as a percentage of construction costs, disregarding other project-specific parameters. Bridge projects let by the North Carolina (NC) DOT between 2001 and 2009 were reviewed. From an analysis of these 461 projects, the writers developed statistical models linking variation in PE costs with distinctive project parameters. The primary contribution this paper makes to the body of knowledge is the finding that PE cost estimates for bridge projects are commonly and significantly underestimated. The writers found that bridge projects exhibited a mean PE cost ratio of 28%. This result is significantly greater than the percentage used in practice. An investigation of data sources related to bridge projects, a description of regression techniques applied to predict the PE cost of such projects, and an assessment of the predictive performance of models are addressed in this paper. New knowledge contributions include identification of key factors affecting the PE costs of bridges, illustration of how those key factors enabled us to predict PE costs of future projects, and discussion of the data collection problems that hindered model development. The writers' PE cost analyses and predictive modeling effort relate to infrastructure funding issues. All of the parties involved in infrastructure construction, from legislators to contractors, must understand costs and have confidence in the cost estimates developed to ensure efficient and effective funding of infrastructure projects. In the feasibility stage of a project, location cost-adjustment factors (LCAFs) are commonly used to perform quick order-of-magnitude estimates. Nowadays, numerous LCAF data sets are available in North America, but they do not include all locations. Hence, LCAFs for unsampled locations need to be inferred through spatial interpolation or prediction methods. Using a commonly used set of LCAFs, this paper aims to test the accuracy of various spatial prediction methods and spatial interpolation methods in estimating LCAF values for unsampled locations. Between the two regression-based prediction models selected for the study, geographically weighted regression analysis (GWR) resulted the most appropriate way to model the city cost index as a function of multiple covariates. As a direct consequence of its spatial nonstationarity, the influence of each single covariate differed from state to state. In addition, this paper includes a first attempt to determine if the observed variability in cost index values could be at least partially explained by independent socioeconomic variables. Background: In 2013, Kenya transitioned into a devolved system of government with a central government and 47 semi-autonomous county governments. In this paper, we report early experiences of devolution in the Kenyan health sector, with a focus on public county hospitals. Specifically, we examine changes in hospital autonomy as a result of devolution, and how these have affected hospital functioning. Methods: We used a qualitative case study approach to examine the level of autonomy that hospitals had over key management functions and how this had affected hospital functioning in three county hospitals in coastal Kenya. We collected data by in-depth interviews of county health managers and hospital managers in the case study hospitals (n = 21). We adopted the framework proposed by Chawla et al (1995) to examine the autonomy that hospitals had over five management domains (strategic management, finance, procurement, human resource, and administration), and how these influenced hospital functioning. Findings: Devolution had resulted in a substantial reduction in the autonomy of county hospitals over the five key functions examined. This resulted in weakened hospital management and leadership, reduced community participation in hospital affairs, compromised quality of services, reduced motivation among hospital staff, non-alignment of county and hospital priorities, staff insubordination, and compromised quality of care. Conclusion: Increasing the autonomy of county hospitals in Kenya will improve their functioning. County governments should develop legislation that give hospitals greater control over resources and key management functions. [ABSTRACT FROM AUTHOR]

It is well known that a network structure plays an important role in addressing a collective behavior. In this paper we study a network of firms and corporations for addressing metastable features in an Ising based model. In our model we observe that if in a recession the government imposes a demand shock to stimulate the network, metastable features shape its response. Actually we find that there exists a minimum bound where any demand shock with a size below it is unable to trigger the market out of recession. We then investigate the impact of network characteristics on this minimum bound. We surprisingly observe that in a Watts-Strogatz network, although the minimum bound depends on the average of the degrees, when translated into the language of economics, such a bound is independent of the average degrees. This bound is about 0.44ΔGDP, where ΔGDP is the gap of GDP between recession and expansion. We examine our suggestions for the cases of the United States and the European Union in the recent recession, and compare them with the imposed stimulations. While the stimulation in the US has been above our threshold, in the EU it has been far below our threshold. Beside providing a minimum bound for a successful stimulation, our study on the metastable features suggests that in the time of crisis there is a “golden time passage” in which the minimum bound for successful stimulation can be much lower. This paper presents a mathematical model for calculating the budgetary impact of increasing the required confidence level in a probabilistic risk assessment for a portfolio of projects. The model provides a rational approach for establishing a probabilistic budget for an individual project in such a way that the budget for a portfolio of projects will meet a required confidence level. The use of probabilistic risk assessment in major infrastructure projects is increasing to cope with major cost overruns and schedule delays. The outcome of the probabilistic risk assessment is often a distribution for project costs. The question is at what level of confidence (i.e., the probability that budget would be sufficient given the cost distribution) should be used for establishing the budget. The proposed method looks at a portfolio of such projects being funded by the same owner. The owner can establish a target probability with respect to its annual budget. The model can help the owner establish confidence level for individual projects and also examine the effect of changing the confidence level of the portfolio budget on the budget and the confidence level of individual projects. The paper is relevant to practitioners because it provides a methodology for establishing confidence levels by the owner agencies in the emerging field of cost risk assessment for infrastructure projects. This paper attempts to find ways to reduce an owner’s construction contingency budget such that just enough contingency is allocated that will allow the owner to deal with uncertainties but at the same time not tie up valuable funds that can be used for other activities. It is suggested that the common practice of allocating a fixed owner contingency (e.g., 10% of the contract value) to all projects contracted out by an owner is not appropriate. Instead, a methodology is proposed whereby the owner (1) analyzes historical project data; (2) identifies the line items that are problematic; (3) takes the necessary measures at the preconstruction stage to streamline these line items with respect to site conditions, time constraints, constructability issues, and project scope; and (4) finally budgets contingency funds based on this information. Cash is the most important resource, since an organization, if there are sufficient funds, can acquire everything that is necessary for carrying out production activities. The research was based on an agricultural organization that is engaged in the production of sugar beets and grain, as well as dairy and beef cattle breeding. Analysis of cash flows by direct, indirect and coefficient method showed that the company under study in the current year belongs to a "normal enterprise", since it received a positive net cash flow from operating and financial activities and a negative one from investment. The calculated ratios of the efficiency of using the organization's funds over the past years have either increased or remained stable. To synchronize flows over time intervals and reduce the risks of a shortage of funds, the authors have developed cash flow forecasts for a year and a half by direct and indirect methods. Both plans showed that cash flow from current activities is positive, that is, the company's activities are profitable and generate income. The organization will be able to pay off the accumulated liabilities. The developed budgets will make it possible to predict the flow of cash flows of the enterprise, to control the synchronization of receipts and expenditures of funds, thereby maintaining their required volume to fulfill payment obligations. Background: There is increasing evidence that mobile phone health interventions (“mHealth”) can improve health behaviors and outcomes and are critically important in low-resource, low-access settings. However, the majority of mHealth programs in developing countries fail to reach scale. One reason may be the challenge of developing financially sustainable programs. The goal of this paper is to explore strategies for mHealth program sustainability and develop cost-recovery models for program implementers using 2014 operational program data from Mobile for Reproductive Health (m4RH), a national text-message (SMS) based health communication service in Tanzania. Methods: We delineated 2014 m4RH program costs and considered three strategies for cost-recovery for the m4RH program: user pay-for-service, SMS cost reduction, and strategic partnerships. These inputs were used to develop four different cost-recovery scenarios. The four scenarios leveraged strategic partnerships to reduce per-SMS program costs and create per-SMS program revenue and varied the structure for user financial contribution. Finally, we conducted break-even and uncertainty analyses to evaluate the costs and revenues of these models at the 2014 user volume (125,320) and at any possible break-even volume. Results: In three of four scenarios, costs exceeded revenue by $94,596, $34,443, and $84,571 at the 2014 user volume. However, these costs represented large reductions (54%, 83%, and 58%, respectively) from the 2014 program cost of $203,475. Scenario four, in which the lowest per-SMS rate ($0.01 per SMS) was negotiated and users paid for all m4RH SMS sent or received, achieved a $5,660 profit at the 2014 user volume. A Monte Carlo uncertainty analysis demonstrated that break-even points were driven by user volume rather than variations in program costs. Conclusions: These results reveal that breaking even was only probable when all SMS costs were transferred to users and the lowest per-SMS cost was negotiated with telecom partners. While this strategy was sustainable for the implementer, a central concern is that health information may not reach those who are too poor to pay, limiting the program’s reach and impact. Incorporating strategies presented here may make mHealth programs more appealing to funders and investors but need further consideration to balance sustainability, scale, and impact. This paper comments on 'Entrepreneurship and the Dot TV Phenomenon' by Baldacchino & Mellor (2015) who suggest that state-run entrepreneurship is behind the success of .tv. To examine this, I briefly review the early years of .tv, the government's administration of .tv, the actual impact of .tv income, and the numerical weight of .tv income compared with other sources of government revenue. I debunk several .tv-related myths and explore the media's enduring .tv attraction. I also comment on topics covered by the authors that are unrelated to .tv - such as subsistence, exports, development models - identifying inaccuracies, issues in need of clarification, misleading descriptions, or material that I find stretched beyond credibility. Connecting .tv success to entrepreneurship might be a reasonable premise, but I doubt its plausibility. Notions of entrepreneurship, however, can be conceptually different. Perhaps this could be a starting point to re-examine such differences, some of which can be slender, in the context of island- and sovereignty-related assets and income. [ABSTRACT FROM AUTHOR]

This paper presents the methods used and a case study of a project management system (PMS) to manage daily progress in the construction of multiple apartment buildings in South Korea. A dilemma encountered in previous research in the field of progress management is that efforts to enhance data accuracy cause the data handling workload to soar. A main feature of the method presented by the writers for calculating the budgeted cost work schedule is to allocate the project budget into control attributes, activities, and tasks that are defined in a work-packaging model, according to daily weight value. The method offers enhanced practicability by reducing data-handling workloads while not sacrificing the rationale of progress management. The work-packaging model is designed to enable project managers to acquire and process data for progress management at various levels of detail. The budgeted cost of work performed is measured daily at the tasks level using the earning percentage rate from daily work reports. The implementation of PMS focuses on functions to distribute the budget according to daily weight values and acquire the earning percentage from the daily work report. The PMS was applied to a construction project of 54 apartment buildings in South Korea. The case study of its use shows that company headquarters and managers in the field can acquire data for progress management without additional data-handling workloads, and can analyze the progress daily at various levels of detail. Our public schools face almost irresistible pressures to upgrade and expand facilities and deliver better, more advanced, and higher-quality education while tax revenues and therefore budgets are shrinking each year. Class sizes grow in old and outdated facilities, and municipalities and school districts have few resources to address the pressing space needs. There is little public support for increased funding. However, there is a way to deliver educational facilities that uses less public capital than traditional project finance. Public/Private Partnership (PPP) is a delivery method that has traditionally been used on large infrastructure projects in developing nations, in order to allow more development for less public capital investment while maintaining the overall quality of construction. In recent years, PPP has gained acceptance in Europe and now in the United States as a means of public school finance and construction. This paper discusses PPP, its fundamental principles, and the various ways it can be employed in the delivery of educational facilities, as well as its advantages and disadvantages.
