This paper provides a critique of the "specialty towns" program, a key constituent of China's current new-style urbanization campaign. It problematizes the contradictory accounts of the program, namely, emphasizing "place-based" strengths while simultaneously standardizing forms, functions, and goals with a strong "place-neutral" approach. We argue that three key building blocks are critical for understanding specialty towns: place dependence, embeddedness, and locational advantage. Through multiple-case studies in Zhejiang, evidence has shown that there is a mismatch between national policies and local practices in specialty town development. The latter has its own place-specific logic of development shaped by history, geography, institutions, and agency. In particular, existing small-scale growth settings (e.g., industrial parks, specialized markets) and characteristics of local agency are the main factors affecting local practices. This paper argues that without considering the specificities of places in a broader socioeconomic context, the program may fail to work as effectively as expected in its local implementation. Food subsidies are widely implemented as part of government policies globally to mitigate food insecurity amongst the urban poor. Subsidies to retail outlets are one a type of supply-side subsidy designed to make food more affordable to low-income consumers. China's Affordable Food Shop (AFS) program introduced by the central government in 2011 and implemented by municipal governments is one example. To date, there has been little research examining the effectiveness of the AFS program despite more than a decade of implementation. This paper presents a case study of the program's effectiveness in Nanjing which was one of the first Chinese cities to introduce the program which grew very rapidly in the years that followed. In early 2020, the Nanjing program was closed which raises important questions about its effectiveness and impact. We show that food insecurity in Nanjing is generally low but that increased food insecurity is associated with lived poverty, lower income, and unaffordability of staple foods. Food insecurity is not mitigated by proximity to an AFS Program shop. The paper argues that the program had various deficiencies and a limited effect in reducing food insecurity and increasing food accessibility. These included inappropriate targeting, program redundancy, and competition from supermarkets and public markets. Conflicts between urban street vendors and city regulators have become a common urban sight in Chinese cities today. This paper considers how visions of modern urban streets and sidewalks have helped to generate increasingly restrictive policies on street vending and spurred new forms of urban regulation and policing. While mostly an everyday routine of Chinese city life, the resulting vendor–chengguan conflicts dramatize state power in public and carry the latent danger of crowd violence in response. In particular, aggressive policing of highly visible city streets can at times produce a volatile “politics of the street” involving episodes of vendor resistance and even dramatic expressions of bystander solidarity which challenge these street-level expressions of state power. Abstract: The Chinese government has promulgated a wide variety of low-carbon initiatives to control the rapid growth of energy consumption and carbon emissions in the cities. Past records, however, show that the central government's policies are often poorly implemented or distorted by local officials. Using a case study from the city of Changchun, this paper examines how and why the issue of poor implementation persists despite the establishment of the Energy Conservation Target Responsibility System (ECTRS). As a key institutional mechanism providing local officials with political incentives to implement low-carbon policies, the ECTRS has been constrained by a number of problems, including a poorly designed scoring system, weak targets, the use of energy intensity instead of absolute energy consumption as a policy objective, and the lack of reliable local energy statistics. This paper argues that the low-income housing programme in China has so far failed to provide adequate housing for the poor for three main reasons: the central government's failure to define a clear mission; a lack of commitment from local governments; and an exclusionary policy towards migrants. A systematic review of low-income housing policy in China shows that the central government juggles its economic and socio-political goals thereby causing constant changes in low-income housing policy. Meanwhile, the existing public finance system, the performance evaluation system and localization in policy implementation have all resulted in a lack of commitment from local governments to low-income housing. Inadequate provision is made worse by problems with allocation. Despite encouraging changes since 2010, many factors underlying the government's failures remain unchanged, thus the fate of low-income housing remains uncertain. [ABSTRACT FROM PUBLISHER]

As an important carrier of expanded urban spatial growth, new towns have been a "policy tool" for spatial production in the new era and have received long-term and constant attention from circles such as geography, planning, and economics. National new districts constitute a new regional space for China to implement the national strategy and promote the transformation of urban development mode. They are mutually reinforcing with their mother cities and hinterland provinces. Based on the geodetector method, this paper reveals the key factors driving the development of national new districts by mother cities and hinterland provinces and their interaction effects, which provides a basis for municipal and provincial governments to accurately formulate policies to promote the development of new towns by classification. The study shows that, firstly, there are five types of driving factors, that is, all-round driving factors, scale-increasing factors, expansion and quality-improving factors, expertise driving factors, and non-driving factors. The strength and dimension of the driving factors are characterized by prominent heterogeneity; R&D personnel, export and import trade are the key factors to expand the increment, optimize the inventory, and improve the quality; the overall development driving forces are in the order of innovation > opening > industry > investment > population. Secondly, the pairwise interaction between different factors exhibits two-factor enhancement, and the population shows a nonlinear increase in the driving force of investment, openness, and innovation on a provincial scale. Thirdly, according to the driving force of the factors and the interaction between them, suggestions are put forward based on the development stage and key demands for city and provincial governments to make policies for the development of national new districts, to support the establishment of scientific competition and cooperation between new towns and mother cities or regions, and to build a long-term collaborative development mechanism.
