Japan and India are the two oldest and largest democracies in Asia. Since the inception of their diplomatic relations in 1952, the two countries have maintained a cordial relationship. They remain aloof during the Cold War period due to their ideological differences. After that, India following the economic liberalization followed by the "Look East" policy in the post-Cold War period had a positive impact on bilateral relations. This took a sudden gap due to India's second Pokhran nuclear test in 1998 followed by Japanese economic sanctions. However, the relations normalized soon when Mori visited India along with other South Asian nations in 2000. The bilateral relations further improved when the two countries signed the "strategic orientation of Japan-India global partnership" during Koizumi's visit in 2005. Since then, the two countries have been engaging in different aspects of strategic partnership, and a peaceful and stable Indo-Pacific along with the "rule-based order" has always been their priority. Thus, different scholars and statesmen from both countries started the discussion on building a new architecture of 'rule-based order' in the Indo-Pacific. To that end, Japan and India have continuously engaged themselves in bilateral and multilateral dialogue such as G4, Shangri-La Dialogue and Quad. The presence of persistent heavy fog in northern India during winter creates hazardous situations for transportation systems and disrupts the lives of about 400 million people. The meteorological factors responsible for its genesis and predictability are not yet completely understood in this region. Given its high potential for socioeconomic impact, there is a pressing need for extensive research that understands the inherently complex nature of the phenomena through field observations and modeling exercises. WiFEX is a first-of-its-kind multi-institutional initiative dealing with intensive ground-based measurement campaigns for developing a suitable fog forecasting capability under the aegis of the smart cities mission of India. Measuring campaigns were conducted during the 2015–20 winters at the Indira Gandhi International Airport, New Delhi, covering more than 90 dense fog events. The field experiments involved extensive suites of in situ instruments and gathered simultaneous observations of micrometeorological conditions, radiative fluxes, turbulence, droplet/aerosol microphysics, aerosol optical properties, fog water chemistry, and vertical thermodynamical structure to describe the environmental stability in which fog develops. An operational modeling framework, the WRF Model, was set up to provide fog predictions during the measurement campaign. These field observations helped to interpret the strengths and deficiencies in the numerical modeling framework. Four scientific objectives were pursued: (i) the life cycle of optically thin and thick fog, (ii) microphysical properties in the polluted boundary layer, (iii) fog water chemistry, gas–aerosol partitioning during the fog life cycle, and (iv) numerical prediction of fog. The Linguistic Survey of India (LSI), supervised by the Anglo-Irish linguist and civil servant George A. Grierson, surveyed and classified more than seven hundred languages and dialects. An integral part of the state-funded survey was mapping where languages were spoken in India, which resulted in the publication of 45 language maps between 1899 and 1927. As individual maps they are comparable to other thematic maps of the period. As a series of language maps, however, they are inconsistent in scale, colour, use of relief and labels, and depiction of boundaries. This paper argues that the inconsistency in presentation reflected the LSI's experimental approach to mapping language, trying to reconcile the approximate representation of a complex geographical phenomenon with the colonial state's expectation for accurate and up-to-date language maps. Background: More than forty million people suffer from depression in India. A lack of awareness, stigma related to mental health issues, and limited accessibility to treatment services magnify the profound personal and societal impact of depression. Given the rise of smartphones in India, mobile technology can help alleviate some of these depression-related challenges. Aims and method: The aim of this paper is to investigate the essential features of an India targeted depression smartphone app. We conducted an online survey to profile the needs of individuals with depression in India, which varied based on variables such as socioeconomic background, age, level of awareness toward depression, and the extent of exposure to mental health stigma. We also conducted a systematic evaluation of depression apps currently available to Indian users to investigate the user needs that these apps met and the needs that they failed to meet. Based on our findings, we made a set of recommendations related to the essential features of a future app targeted at managing depression in India. Results: Presently available depression apps fall short in providing some significant features such as local language options, content in audio and video formats, and user location matched resources. These gaps make these apps less than fully relevant to a diverse set of Indian users. Conclusions: It is essential to provide depression-related information in a targeted manner depending upon each user's particular needs and context. Potential customizations, such as offering content in local languages and flexible formats (e.g. audio, video, and text); and providing user-relevant diagnostic tools and location matched treatment resources can help improve the suitability of the app for diverse users. The changing population age structure has a significant influence on the economy, society, and numerous other aspects of a country. This paper has innovatively applied the method of compositional data forecasting for the prediction of population age changes of the young (aged 0–14), the middle-aged (aged 15–64), and the elderly (aged older than 65) in China, India, and Vietnam by 2030 based on data from 1960 to 2016. To select the best-suited forecasting model, an array of data transformation approaches and forecasting models have been extensively employed, and a large number of comparisons have been made between the aforementioned methods. The best-suited model for each country is identified considering the root mean squared error and mean absolute percent error values from the compositional data. As noted in this study, first and foremost, it is predicted that by the year 2030, China will witness the disappearance of population dividend and get mired in an aging problem far more severe than that of India or Vietnam. Second, Vietnam’s trend of change in population age structure resembles that of China, but the country will sustain its good health as a whole. Finally, the working population of India demonstrates a strong rising trend, indicating that the age structure of the Indian population still remains relatively “young”. Meanwhile, the continuous rise in the proportion of elderly population and the gradual leveling off growth of the young population have nevertheless become serious problems in the world. The present paper attempts to offer crucial insights into the Asian population size, labor market and urbanization, and, moreover, provides suggestions for a sustainable global demographic development. Purpose: The purpose of this paper is to identify the correlates of crop insurance adoption and estimate the impact on debt and farm income. Design/methodology/approach: The authors used nationally representative data from National Sample Survey Office (NSSO), which consisted of 35,200 farming households. Logit and propensity score matching (PSM) (nearest neighbor, caliper and kernel matching) techniques were used. Findings: With only around 5% of households insuring their crops and 87% of them not receiving claims, crop insurance in India has failed. Logit model estimates of correlates of adoption indicated that households with larger family size, lower social group, less education, lower standard of living and poor were more likely to be left out of the ambit of crop insurance. Further, propensity score estimates suggested that households with access to crop insurance had significantly lesser outstanding debt with positive effect on input costs and crop income. The authors' results were in contrast to the risk balancing theory. Practical implications: Results of our work encourage us to rethink and restructure the crop insurance policy design in India. With credit and insurance markets interlinked by design and as the risk balancing in the farm business found absent, policies to strengthen both the markets are the need of the hour. To encourage more farmers to take up crop insurance, revenue-based indemnity calculation could be tried in India. Originality/value: Impact estimates from three different algorithms of matching were compared and tested for robustness. Consistent average treatment effect on treated (ATT) was considered for interpretation and policy implications. Summary There has been a major expansion of social security programs in India during the last 15 years or so, along with wider recognition of economic and social rights. This paper discusses five programs that can be seen as partial foundations of a possible social security system for India: school meals, child care services, employment guarantee, food subsidies, and social security pensions. The record of these programs varies a great deal between Indian states, but there is growing evidence that they make an important contribution to human well-being, and also that the achievements of the leading states are gradually spreading to other states as well. Much scope remains for extending these efforts: despite the recent expansion, India’s social security system is still very limited in international perspective. The paper also discusses some general issues of social policy in India, such as the arguments for universalization versus targeting and the value of a rights approach to social security. The gut microbial community structure of adult Thrips tabaci collected from 10 different agro-climatically diverse locations of India was characterized by using the Illumina MiSeq platform to amplify the V3 region of the 16S rRNA gene of bacteria present in the sampled insects. Analyses were performed to study the bacterial communities associated with Thrips tabaci in India. The complete bacterial metagenome of T. tabaci was comprised of 1662 OTUs of which 62.25% belong to known and 37.7% of unidentified/unknown bacteria. These OTUs constituted 21 bacterial phyla of 276 identified genera. Phylum Proteobacteria was predominant, followed by Actinobacteria, Firmicutes, Bacteroidetes and Cyanobacteria. Additionally, the occurrence of the reproductive endosymbiont, Wolbachia was detected at two locations (0.56%) of the total known OTUs. There is high variation in diversity and species richness among the different locations. Alpha-diversity metrics indicated the higher gut bacterial diversity at Bangalore and lowest at Rahuri whereas higher bacterial species richness at T. tabaci samples from Imphal and lowest at Jhalawar. Beta diversity analyses comparing bacterial communities between the samples showed distinct differences in bacterial community composition of T. tabaci samples from different locations. This paper also constitutes the first record of detailed bacterial communities associated with T. tabaci. The location-wise variation in microbial metagenome profile of T. tabaci suggests that bacterial diversity might be governed by its population genetic structure, environment and habitat. Background: Resource allocation decisions for disease categories can be informed by proper estimates of the magnitude and distribution of total spending. In the backdrop of a high burden of Non-Communicable Diseases and Injuries (NCDI) in India, and a paucity of estimates on government spending on NCDI, this paper attempts to analyse public sector expenditure on NCDI spending in India. Methods: Various recent budget documents of the Centre and States/Union Territories have been used to extract expenditure on NCDI. The aggregates thus arrived at have been analysed to estimate aggregate and state level per capita spending. State level spending have been compared against disease burden using DALYs. Patterns of spending on NCDI across states were also analysed together with state level poverty to observe possible patterns. Findings: The total spending on NCDI by the government is low at less than 0.5% of GDP. NCDI spending is little more than one-fourth of total health spending of the country and most spending takes place at the state level (80%). The Ministry of Health and Family Welfare’s share in Central spending on NCDI is around 65%, and currently it spends 20% of its total health spending on NCDI. The gap between spending and DALYs is the most for the economically vulnerable states. Also, the states with high poverty levels also have low per capita expenditure on NCDI Interpretation: India does not depend on donor funding for health. It will have to step up domestic funding to address the increasing disease burden of NCDIs and to reduce the high out-of-pocket expenditure on NCDI. Summary Sen’s entitlement thesis rooted in social contract theory has been used to explain access to food, and is used by states to design social protection programs as transfer entitlements to diffuse food insecurities. Social protection programs have now burgeoned in several countries as a strategy to enable the poor to overcome risks, vulnerabilities and poverty. These social protection programs have inclusion and exclusion errors, which current theorization attributes mainly to political clientalism, social vulnerability, elite capture, targeting inefficiency, leakages and corruption, lack of information transparency and improper designing of social protection programs. This paper argues that the errors are due to a more fundamental assumption made in application of social contract and entitlement-based approach to social protection programing. It identifies an uncritical application of Sen’s entitlement thesis to social protection programs, as leading to inclusion and exclusion errors. The main problematic, the paper shows is that the social contract-led entitlement thesis works within the domain of formal rights situated within the state-citizen relations, and as such, misses out on the non-formal entitlements and non-state influences that impact materialization of social protection programs in practice. Evidences from flood prone Bahraich, Uttar Pradesh, India indicate that non-state rules linked with clientele and patronage relations, moral and local political economies trump over formal rights to mediate social protection entitlement outcomes. Rather than abstract state-citizen social contract, it is the moral contracts of reciprocal exchanges with influential patrons embedded in the moral economy of the villages that ultimately ground the social protection entitlement claims of poor villagers. Conceptualizing this process of access as cultures of entitlement, the paper builds a framework for reinterpretation of entitlements and their outcomes, suggesting a recalibration of application of Sen’s entitlement thesis to social protection programs. In conclusion it argues that Sen’s entitlement thesis which is pitched at transfer of economic resources through social protection from the state to the poor is inadequate. Learning from social movements currently leading the transparency and accountability struggles in India, it calls for an instituting and recognition of accountability as new cultural resource and entitlement. In conclusion it argues that information, and accountability as new cultural entitlements, when mobilized through collective agency of the poor can potentially challenge the current cultures of entitlements evidenced in this paper that presently underlie social protection outcomes. Background: A new contraceptive microarray patch (MAP) for women is in development. Input on this method from potential end-users early in the product development process is important to guide design decisions. This paper presents the qualitative component of a broader study exploring initial acceptability of the MAP and selected product features. The qualitative research was intended to identify product features that are most salient to end-users and to contextualize preferences around them with subsequent research planned to assess quantitatively the relative importance of those features. Methods: We conducted 16 focus group discussions and 20 in-depth interviews with women and 20 IDIs with family planning providers in New Delhi, India, and Ibadan, Nigeria. Input from the MAP developer served to identify plausible features of the MAP to include in the focus group discussions and in-depth interviews. Interviews were audio-recorded, transcribed into English, coded, and analyzed to examine key dimensions of MAP features. Results: Many participants viewed the MAP as potentially easy to use. Interest in self-application after learning correct use was high, especially in India. Participants favored formulations affording protection from pregnancy for three or six months, if not longer. Interest in a shorter-acting MAP was particularly low in Nigeria. Non-desirable MAP features included a potential localized skin rash and pain at application. Views on patch size and location of application were related to the potential for rash and pain, with a desire to permit discreet use and minimize pain. Results indicate that the side effect profile, effectiveness, and pricing are also important factors for acceptability and uptake of a future product. Understanding the causality between energy consumption, carbon emissions and economic growth is helpful for policymakers to formulate energy, environmental and economic policies. For the first time, based on nonlinear dynamics, this paper employs multispatial convergent cross mapping (CCM) to revisit the energy-carbon-economy causation for China, India and the G7 countries using both aggregate data and per capita data. The findings indicate that there are significant differences between developing countries and developed countries. A bidirectional nexus between energy consumption, carbon emissions and economic growth is found in China and India, but various causal relationships are identified in the G7 countries, including bidirectional, unidirectional and neutral nexus. The results confirm that the decoupling phenomenon is common in most G7 countries. By leveraging a variety of samples and a new approach, this study provides new evidence for policy authorities to formulate country-specific policies to obtain better environmental quality while achieving sustainable economic growth. Background: Asymptomatic Leishmania donovani infections outnumber clinical presentations, however the predictors for development of active disease are not well known. We aimed to identify serological, immunological and genetic markers for progression from L. donovani infection to clinical Visceral Leishmaniasis (VL). Methods: We enrolled all residents >2 years of age in 27 VL endemic villages in Bihar (India). Blood samples collected on filter paper on two occasions 6–12 months apart, were tested for antibodies against L. donovani with rK39-ELISA and DAT. Sero converters, (negative for both tests in the first round but positive on either of the two during the second round) and controls (negative on both tests on both occasions) were followed for three years. At the start of follow-up venous blood was collected for the following tests: DAT, rK39- ELISA, Quantiferon assay, SNP/HLA genotyping and L.donovani specific quantitative PCR. Results: Among 1,606 subjects enrolled,17 (8/476 seroconverters and 9/1,130 controls) developed VL (OR 3.1; 95% CI 1.1–8.3). High DAT and rK39 ELISA antibody titers as well as positive qPCR were strongly and significantly associated with progression from seroconversion to VL with odds ratios of 19.1, 30.3 and 20.9 respectively. Most VL cases arose early (median 5 months) during follow-up. Conclusion: We confirmed the strong association between high DAT and/or rK39 titers and progression to disease among asymptomatic subjects and identified qPCR as an additional predictor. Low predictive values do not warrant prophylactic treatment but as most progressed to VL early during follow-up, careful oberservation of these subjects for at least 6 months is indicated. This paper explores the social inclusiveness of agricultural extension services in India. We estimate the probability and frequency of farmers’ access to extension services and resulting changes in crop income across different caste groups. The literature suggests that caste-based social segregation manifests in various spheres of life, and perpetuates economic inequality and oppression. An econometric analysis of nationally-representative data from rural India verifies this with respect to the agricultural sector. Farmers belonging to the socially-marginalized castes are found to have a lower chance of accessing the public extension services, primarily due to their inferior resource-endowment status. Contacting extension agents at least once increased the average annual crop income by about 12 thousand Indian rupees per household, which is equivalent to 36% of the annual crop income of those without access to extension services. There exists significant impact heterogeneity. Farmers from the socially-marginalized castes hardly benefited from accessing the extension services. Based on these observations, we have developed a number of policy recommendations that could improve the social inclusiveness of agricultural development strategies in rural India. The widespread notion that the city is secular and that therefore society’s future is secular is in need of serious reconsideration. This paper argues that religion does not melt away but rather morphs into modern forms of aspiration, speculation, and contention. Religion is therefore crucial to social inquiry into the nature of the urban. The paper argues that in Asia the Christian modern is close to the secular modern with fragments of rational planning and calculation in constant interplay with fragments of the magic of speculative modernity. Both communism and market capitalism are ideological cousins of Christian millenarianism. In a comparison of India, China, and Singapore it argues that the Christian form of modernity has been much better able to penetrate and coalesce with Sinic civilizational traditions than with Indic civilizational traditions. Poverty affects many people, but the ramifications and impacts affect all aspects of society. Information about the incidence of poverty is therefore an important parameter of the population for policy analysis and decision making. In order to provide specific, targeted solutions when addressing poverty disadvantage small area statistics are needed. Surveys are typically designed and planned to produce reliable estimates of population characteristics of interest mainly at higher geographic area such as national and state level. Sample sizes are usually not large enough to provide reliable estimates for disaggregated analysis. In many instances estimates are required for areas of the population for which the survey providing the data was unplanned. Then, for areas with small sample sizes, direct survey estimation of population characteristics based only on the data available from the particular area tends to be unreliable. This paper describes an application of small area estimation (SAE) approach to improve the precision of estimates of poverty incidence at district level in the State of Bihar in India by linking data from the Household Consumer Expenditure Survey 2011–12 of NSSO and the Population Census 2011. The results show that the district level estimates generated by SAE method are more precise and representative. In contrast, the direct survey estimates based on survey data alone are less stable. Background: Migrant labourers living in the slums of urban and industrial patches across India make up a key sub-population so far controlling Tuberculosis (TB) in the country is concerned. This is because many TB patients from these communities- remain under reached by the Revised National Tuberculosis Control Programme (RNTCP) of India. This marginalized community usually seeks early-stage healthcare from “friendly neighbourhood” non-formal health providers (NFHPs). Because, RNTCP has limited capacity to involve the NFHPs, an implementation research project was conceived, whereby an external partner would engage with the NFHPs to enable them to identify early TB symptomatics from this key sub-population who would be then tested using Xpert MTB/RIF technology. Diagnosed TB cases among them would be referred promptly to RNTCP for treatment. This paper aimed to describe the project and its impact. Methods: Adopting a quasi-experimental before-after design, four RNTCP units from two major urban-industrial areas of Odisha were selected for intervention, which spanned five quarters and covered 151,400 people, of which 30% were slum-dwelling migrants. Two similar units comprised the control population. The hypothesis was, reaching the under reached in the intervention area through NFHPs would increase TB notification from these traditionally under-notifying units. RNTCP notification data during intervention was compared with pre-intervention era, adjusted for contemporaneous changes in control population Results: The project detected 488 Xpert+ TB cases, of whom 466 were administered RNTCP treatment. This translated into notification of additional 198 new bacteriologically positive cases to RNTCP, a 30% notification surge, after adjustment for 2% decline in control. This meant an average quarterly increase in notification of 41.20(20.08, 62.31; p<0.001) cases. The increase was immediate, evident from the rise in level in the time series analysis by 50.42(10.28, 90.55; p = 0.02) cases. Conclusion: Engagement with NFHPs contributed to an increase in TB notification to RNTCP from key under reached, slum-dwelling migrant populations. [ABSTRACT FROM AUTHOR]

This paper describes a novel simulation of active and break spells of the Indian summer monsoon (ISM) using a relatively high-resolution regional coupled ocean-atmosphere climate model (RCM) run at 10-km grid spacing. Similar to what is seen in observations, the RCM-simulated active (break) spells are characterized by stronger (weaker) rainfall over central India and anomalous low-level atmospheric flow that enhances (weakens) the climatological flow pattern. Highlights of this study include the improved spatiotemporal structure, propagation characteristics, and amplitude of the intraseasonal variations of the ISM rainfall in the RCM simulation as compared with some of the more recent simulations conducted with global models at coarser spatial resolutions. This study's RCM simulation also displays associated variations in the upper ocean, with active (break) spells of the ISM coinciding with colder (warmer) sea surface temperatures (SSTs) in both the Arabian Sea and the Bay of Bengal. These SST anomalies are mainly sustained by corresponding net heat flux anomalies on the ocean surface. The active (break) spells are further associated with shoaling (deepening) of the mixed layer depth, which is critical for the SST response to heat flux. All of these simulated features of intraseasonal variations of the ISM have been seen in earlier observational studies, which further confirms the fidelity of the model simulation and the importance of coupled air-sea interactions and upper-ocean stratification. Son preference is widespread in a number of developing countries despite substantial improvements in education levels and economic development. One potential explanation for the persistence of this phenomenon is that individual household members like the mother derive large non-monetary benefits from giving birth to a son and therefore prefer boys to girls. Qualitative evidence suggests that such benefits exist and may depend on the child’s age. This paper uses large nationally representative datasets from India and tests whether having a son leads to higher decision-making powers for mothers than having a daughter. Since the number and gender composition of children is likely to be non-random for families that want a son, I focus on first-born children for whom the sex ratio of girls relative to boys is normal. The main analysis also focuses on young children of up to six months, which gives parents little time to adjust desired birth-spacing intervals that could be systematically correlated with decision-making powers and child gender. The results show little evidence of consistently large female benefits shortly after birth, and any positive impacts of having a son disappear after the first six months. There are also no large benefits for adult sons. These empirical patterns do not support qualitative evidence suggesting that women benefit from the birth of a son through larger decision-making powers in the household because of increased respect by other household members. The benefits also do not heavily depend on the child’s age, which is not consistent with a channel predicting a better bargaining position for women with adult sons who start taking over the running of the household. With the ongoing demographic and epidemiological transition, cancer is emerging as a major public health concern in India. This paper uses nationally representative household survey to examine the overall prevalence and economic burden of cancer in India. The age-standardized prevalence of cancer is estimated to be 97 per 100,000 persons with greater prevalence in urban areas. The evidence suggests that cancer prevalence is highest among the elderly and also among females in the reproductive age groups. Cancer displays a significant socioeconomic gradient even after adjusting for age-sex specifics and clustering in a multilevel regression framework. We find that out of pocket expenditure on cancer treatment is among the highest for any ailment. The average out of pocket spending on inpatient care in private facilities is about three-times that of public facilities. Furthermore, treatment for about 40 percent of cancer hospitalization cases is financed mainly through borrowings, sale of assets and contributions from friends and relatives. Also, over 60 percent of the households who seek care from the private sector incur out of pocket expenditure in excess of 20 percent of their annual per capita household expenditure. Given the catastrophic implications, this study calls for a disease-based approach towards financing such high-cost ailment. It is suggested that universal cancer care insurance should be envisaged and combined with existing accident and life insurance policies for the poorer sections in India. In concluding, we call for policies to improve cancer survivorship through effective prevention and early detection. There exists an enormous interest in clarification of the relationship between education and economic growth. Over the past 30 years, there have been conducted studies by economists about the connection between education and economic growth. There are actually many publications which provide strong evidence that suggests a correlation between the two. This paper attempts to build upon previous publications and to introduce a unique insight along with contemporary evidence about the relationship between education and economic growth in India from 1975 to 2016 by foc using on primary, secondary and tertiary levels of education. The relationships are examined by utilization of econometric estimations with the Granger Causality Method and the Cointegration Method. These methods are used to create models that could shed light on the claim that education plays a central and significant role in economic growth of India which could consequently be used as an example for similar countries in Asia or around the world. The findings of this work show that there is compelling evidence proving a positive connection between education levels and economic growth in India which might influence governmental actions and shape the future of India. Background: Research capacity is scarce in low- and middle-income country (LMIC) settings. Social determinants of health research (SDH) is an area in which research capacity is lacking, particularly in Asian countries. SDH research can support health decision-makers, inform policy and thereby improve the overall health and wellbeing of the population. In order to continue building this capacity, we need to know to what extent training exists and how challenges could be addressed from the perspective of students and staff. This paper aims to describe the challenges involved in training scholars to undertake research on the SDH in four Asian countries - China, India, Oman and Vietnam.Methods: In-depth interviews were conducted with research scholars, research supervisors and principal investigators (n = 13) at ARCADE partner institutions, which included eight universities and research institutes. In addition, structured questionnaires (n = 70) were used to collect quantitative data relating to the courses available, teaching and supervisory capacity, and related issues for students being trained in research on SDH. Simple descriptive statistics were calculated from the quantitative data and thematic analysis applied to the qualitative data.Results: We identified a general lack of training courses focusing on SDH. Added to this, PhD students studying related areas reported inadequate supervision, with limited time allocated to meetings and poor interpersonal communication. Supervisors cited interpersonal communication problems and student lack of skills to perform high quality research as challenges to research training. Further challenges reported included a lack of research funding to include SDH-related topics. Finally, it was suggested that there was a need for institutions to define clear and appropriate standards regarding admission and supervision of students to higher education programs awarding doctoral degrees.Conclusions: There are gaps in training for research on the SDH at the surveyed universities and research institutes, which are likely to also be present in other Asian countries and their higher education institutions. Some of the barriers to high quality research and research training can be addressed by improved training for supervisors, clearly defined standards of supervision, finances for student stipends, and increased use of information and communication technology to increase access to teaching materials. Summary It is well known that consumption patterns change with income. Relative price changes would therefore affect rich and poor consumers differently. Yet, the standard price indices are not income-specific, and hence, they cannot account for such differences. In this paper, we study consumption inequality in India, while fully allowing for non-homotheticity. We show that the relative price changes during most of the period from 1993 to 2012 were pro-poor, in the sense that they favored the poor relative to the rich. As a result, we also find that conventional measures significantly overstate the rise in real consumption inequality during this period. The main lesson from our study is the importance of accounting for non-homotheticity when measuring inequality. The price index literature has, as of yet, paid relatively little attention to this. In our application, however, it turns out that the allowance for non-homotheticity is quantitatively much more important than much discussed adjustments, such as those for substitution in consumption. Background: Even though cholera has existed for centuries and many parts of the country have sporadic, endemic and epidemic cholera, it is still an under-recognized health problem in India. A Cholera Expert Group in the country was established to gather evidence and to prepare a road map for control of cholera in India. This paper identifies cholera burden hotspots and factors associated with an increased risk of the disease. Methodology/Principle findings: We acquired district level data on cholera case reports of 2010–2015 from the Integrated Disease Surveillance Program. Socioeconomic characteristics and coverage of water and sanitation was obtained from the 2011 census. Spatial analysis was performed to identify cholera hotspots, and a zero-inflated Poisson regression was employed to identify the factors associated with cholera and predicted case count in the district. 27,615 cholera cases were reported during the 6-year period. Twenty-four of 36 states of India reported cholera during these years, and 13 states were classified as endemic. Of 641 districts, 78 districts in 15 states were identified as “hotspots” based on the reported cases. On the other hand, 111 districts in nine states were identified as “hotspots” from model-based predicted number of cases. The risk for cholera in a district was negatively associated with the coverage of literate persons, households using treated water source and owning mobile telephone, and positively associated with the coverage of poor sanitation and drainage conditions and urbanization level in the district. Conclusions/Significance: The study reaffirms that cholera continues to occur throughout a large part of India and identifies the burden hotspots and risk factors. Purpose – The aim of this paper is to analyze Indian researchers' publications on malaria research and to serve as a guide to libraries needing to collect information on malaria. It also seeks to compare malaria affected Asian countries global rank with their publication and death rates. Design/methodology/approach – For the purpose of the study Indian researchers' publication data which were indexed in Thomson Reuters Web of Science (WoS) were used. Various statistical techniques and bibliometric measures have been employed for further analysis. Findings – The present study found out 2,020 documents with h-index of 48, published by Indian researchers which were indexed in WoS during 2003 to 2012 and the majority of them were articles (81.43 percent). Malaria Journal is the most favored research journal among the Indian research community which covers 97 papers. A.P. Dash contributed maximum number of 136 (6.74 percent) papers. Council for Scientific and Industrial Research (CSIR) is the largest Indian funding agency with 184 (9.11 percent) research grants. Research limitations/implications – Limitation by geographical area and time, i.e. the study only focuses the research publication of Indian researchers on malaria research during 2003 to 2012. Originality/value – This is the first attempt to apply bibliometric techniques to analyze malaria research by Indian researchers, and, more generally for a country which is very badly affected by the disease. Summary In the context of climate change and its effect on poverty, previous studies have shown that productivity shocks in agriculture, such as rainfall variability, affect wages adversely. None of the studies, however, consider the heterogeneity in the impact of these shocks on agricultural wages by gender, a feature which has been studied for demand shocks in urban labor markets for developed countries. Using National Sample Survey data for India from 1993 to 2007, a district-level panel dataset is created to examine how a rainfall shock affects the gender wage gap. The study shows that both female and male wages are positively related to rainfall shocks. Hence, future studies must study the impact of labor market shocks in rural areas on both female and male wages separately. It also finds that the female-to-male wage ratio is significantly positively associated with a rainfall shock in regions where rainfed rice is cultivated, i.e., low (high) rainfall reduces (increases) the female-to-male ratio. The study demonstrates that this result is due to a positive association of demand for female labor with rainfall in these rainfed rice-growing regions. This finding is consistent with the greater marginal value of female labor in rice cultivation, which is also a crop highly sensitive to rainfall variability under rainfed conditions. The paper concludes that the effect of a rainfall shock on the gender wage gap depends upon the gender roles underlying the technology of production, which varies across cropping systems. Summary: This paper contributes to the impact evaluation of GIs by carrying out a case study of Basmati rice in India. Although Basmati rice is not yet an official GI, its long standing reputation for quality and GI-like protection by major importing countries except the United States (US) has rendered it a mirror image of a GI good. The analysis is based on a survey of 299 Basmati and nonBasmati rice farmers in Uttarakhand, one of the Northern states [1] India, officially Republic of India is a republic comprised of 28 constituent states and seven Union territories. These states and union territories are partially self-governing states or regions united by a central (federal) government. In India, this self-governing status of the component states is typically constitutionally entrenched and may not be altered by a unilateral decision of the central government. 1 of India. The empirical strategy of the paper is three-pronged. First, a net income analysis has been carried out to elicit the net benefits of Basmati rice as opposed to nonBasmati rice and another competing crop in that region such as sugarcane. The findings show that Basmati rice is more profitable than the nonBasmati varieties but less so than sugarcane. In the second stage, the endogeneity-corrected Heckman selection model reveals that Basmati adoption has increased welfare of the households. Finally, a Tobit model is estimated to investigate the determining factors of Basmati adoption among the farmer households. Summary: This paper attempts to quantify the impact of fiscal decentralization in India on its social infrastructure and on rural development. Overall, the results in this paper indicate that Government of India within a federal framework has been fostering development equitably across its states, particularly through health and education expenditures aimed at improving human capital development. In this context, the importance of the two tier centre-states decentralization should be noted. However, the third tier of local governance, particularly the state-rural local bodies decentralization has been dismal and has not achieved significant results across states, which warrant the attention of the central and state governments. Out-of-pocket spending at out-patient departments (OPD) by households is relatively less analyzed compared to hospitalization expenses in India. This paper provides new evidence on the levels and drivers of expenditure on out-patient care, as well as choice of providers, using household survey data from 8 districts in 3 states of India. Results indicate that the economically vulnerable spend more on OPD as a proportion of per capita consumption expenditure, out-patient care remains overwhelmingly private and switches of providers—while not very prevalent—is mostly towards private providers. A key result is that choice of public providers tend to lower OPD spending significantly. It indicates that an improvement in the overall quality and accessibility of government facilities still remain an important tool that should be considered in the context of financial protection. Introduction: Common mental disorders (CMD) such as depression, suicidal risk and emotional/medically unexplained complaints affect a large number of people in India, but few receive appropriate care. Key reasons for this include few trained mental health professionals and stigma associated with mental health. A potential approach to address poor access to care is by training village healthcare workers in providing basic mental health care, and harnessing India’s vast mobile network to support such workers using mobile-based applications. We propose an intervention to implement such an approach that incorporates the use of mobile-based electronic decision support systems (EDSS) to provide mental health services for CMD, combined with a community-based anti-stigma campaign. This will be implemented and evaluated across 42 villages in Andhra Pradesh, a south Indian state. This paper discusses the development and testing of the EDSS, and the formative research that informed the anti-stigma campaign. Materials and Methods: The development of the EDSS used an iterative process that was validated against clinical diagnosis. A mixed methods approach tested the user acceptability of the EDSS. Focus group discussions and in-depth interviews provided community-level perceptions about mental health. This study involved 3 villages and one primary health centre. Results: The EDSS application was found to be acceptable, but some modifications were needed. The community lacked adequate knowledge about CMD and its treatment and there was stigma associated with mental illness. Faith and traditional healers were considered to be important mental health service providers. Discussion: A number of barriers and facilitators were identified in implementing the intervention analysed in a framework using Andersen’s behavioural model of health services use. Background: As Bangladesh, India and Nepal progress towards visceral leishmaniasis (VL) elimination, it is important to understand the role of asymptomatic Leishmania infection (ALI), VL treatment relapse and post kala-azar dermal leishmaniasis (PKDL) in transmission. Methodology/ Principal Finding: We reviewed evidence systematically on ALI, relapse and PKDL. We searched multiple databases to include studies on burden, risk factors, biomarkers, natural history, and infectiveness of ALI, PKDL and relapse. After screening 292 papers, 98 were included covering the years 1942 through 2016. ALI, PKDL and relapse studies lacked a reference standard and appropriate biomarker. The prevalence of ALI was 4–17-fold that of VL. The risk of ALI was higher in VL case contacts. Most infections remained asymptomatic or resolved spontaneously. The proportion of ALI that progressed to VL disease within a year was 1.5–23%, and was higher amongst those with high antibody titres. The natural history of PKDL showed variability; 3.8–28.6% had no past history of VL treatment. The infectiveness of PKDL was 32–53%. The risk of VL relapse was higher with HIV co-infection. Modelling studies predicted a range of scenarios. One model predicted VL elimination was unlikely in the long term with early diagnosis. Another model estimated that ALI contributed to 82% of the overall transmission, VL to 10% and PKDL to 8%. Another model predicted that VL cases were the main driver for transmission. Different models predicted VL elimination if the sandfly density was reduced by 67% by killing the sandfly or by 79% by reducing their breeding sites, or with 4–6y of optimal IRS or 10y of sub-optimal IRS and only in low endemic setting. The trade in health services for foreign patients, often termed 'medical tourism' or medical travel, is a growing industry being aggressively marketed across Asia. This paper explores the industry development in four countries: Thailand, India, Malaysia, and Singapore, providing a preliminary review of the political economy of the industry, marketing strategies, and linkages. As yet, there has been neither academic work considering the implications of this trade for public health, nor studies on the medical travellers themselves and their experiences. Most of the available studies on commodity chains and upgrading pursue a narrow economic view. This paper points to the need for mapping the social linkages of production and movement of commodities. In relation to upgrading, the paper emphasizes the importance of looking at their social implications. Toward these goals, the paper advances the idea of socially embedding the commodity chain. Viewing chronic poverty in terms of extended duration, severity and multidimensional deprivation, this paper uses existing literature to draw attention to those people in India for whom poverty is intractable. Two sets of approaches are used: an area-based approach and an historically marginalized groups-based approach. The area-based approach maps the location of the chronically poor by identifying states and regions that have been especially vulnerable to poverty in terms of severity and multidimensionality. It focuses on drylands and forest-based regions. The historically marginalized groups approach draws attention to groups who have suffered multiple deprivations for long periods. Chronic poverty is disproportionately high among casual agricultural laborers, scheduled castes and scheduled tribes. When on March 24, 2020 the Government of India ordered a complete lockdown of the country as a response to the COVID-19 pandemic, it had serious unwanted implications for farmers and the supply chains for agricultural produce. This was magnified by the fact that, as typically in developing countries, India's economy is strongly based on farming, industrialization of its agricultural systems being only modest. This paper reports on the various consequences of the COVID-19 lockdown for farming systems in India, including the economy, taking into account the associated emergency responses of state and national governments. Combining quantitative and qualitative sources of information with a focus on the Indian state of Uttar Pradesh, including expert elicitation and a survey of farmers, the paper identifies and analyzes the different factors that contributed to the severe disruption of farming systems and the agricultural sector as a whole following the lockdown. Among other issues, our study finds that the lack of migrant labor in some regions and a surplus of workers in others greatly affected the April harvest, leading to a decline in agricultural wages in some communities and an increase in others, as well as to critical losses of produce. Moreover, the partial closure of rural markets and procurement options, combined with the insufficient supply of products, led to shortages of food supplies and dramatically increased prices, which particularly affected urban dwellers and the poor. This paper analyses the relationships between economic development, women's social and economic empowerment and reproductive health in rural India using both state- and micro-level data. While previous studies have examined the separate effects of economic development on women's empowerment and reproductive health, and the interrelationships between empowerment and reproductive health indicators, to our knowledge ours is the first to examine the interrelationships among all four variables. Multiple regression analysis of data from 28 states from India's National Family Health Survey (NFHS-3), 2005–2006, shows that both social and economic empowerment are key intervening factors between economic development and reproductive health. Data from 494 women in the micro study from rural Maharashtra in 2007–2008 confirm several of these associations, and demonstrate the added value of women's economic empowerment over social empowerment and broad economic development. In India, role of women as farm managers has been veiled behind image of men as primary decision makers on farms. Data shows that approximately 8% farm households had women farm managers in India in 2004, and this number increased to 11% in 2011. This rising phenomenon of farm management by women begets an in depth understanding about these farms, including, differentials in productivity levels across men and women managers. This paper uses three measures to capture productivity – production value, profit value and crop specific yields. Results show that total farm production and profits are lower by approximately 11% in households where women manage farms. This falls to 7% when controls for crop choice, input usage, location and farmer characteristics are included. The main mediating factors in explaining the productivity gap are crop choice and input usage, explaining almost 45% of the productivity gap. Further, the paper provides suggestive evidence on mechanisms contributing to the remaining productivity difference that cannot be explained by differences in observed characteristics. It shows that inadequate experience of women farm managers in agricultural production processes can be an important factor behind the remaining gap. The study makes two contributions to the literature – one, it is the first quantitative study in the Indian context on gender differentials in farm productivity and second, it applies semi-parametric decomposition techniques to look at the productivity differentials along the entire distribution. Summary: This paper studies the relationship between mothers’ employment and children’s schooling in India. Using the second National Family Health Survey, the results of a multilevel probit model show that the correlation between mothers’ employment and their children’s schooling is negative. Women in poorer households are more likely to work but, given the negative correlation, their additional income does not seem sufficient to enable children’s school attendance. Summary: Although identifying household-level poverty dynamics would have important implications for poverty reduction policies empirical evidence is still scant. This paper employs a novel semiparametric panel data estimator that combines the advantages of estimation methods in the existing literature and applies it to a uniquely long panel data set to examine poverty dynamics in three villages in rural semi-arid India. Structural immobility is pervasive. The currently poor are likely to remain poor, suggesting a structural poverty trap. Summary: This paper utilizes individual level earnings data from urban India to examine the evolution of wages during 1983–2004 across the entire wage distribution. Quantile regression analysis reveals that the effects of many covariates are not constant across distribution. Returns to secondary and tertiary education not only increased in the 1990s but also became more heterogeneous suggesting wage inequality may increase further in near future as more workers get higher education. Moreover, the quantile regression decomposition suggests that the increase in returns has been the driving force behind the increase in wages in both the 1980s and 1990s. [Copyright &y& Elsevier]

Summary: This paper empirically examines the different comparative advantages of China and India, in relation to their different skill distribution patterns. By utilizing industry export data on China and India from 1983 to 2000, we find that a country with a greater dispersion of skills (i.e.,India, especially in the earlier years) has higher exports in industries with shorter production chains, while a country with a more equal dispersion of skills (i.e., China, especially in the later years) has higher exports in industries with longer production chains. Summary: Plantings of unapproved genetically modified seeds (GM) happen in many developing countries including Brazil, China, and India even though the law does not permit it. Is regulation impossible and what does that imply for safe use of GM seeds? This paper examines these questions in the case of unapproved GM cotton plantings in Gujarat, India. We find that enforcement was possible and that there are no obvious bio-safety implications. The popularity of unapproved seeds (confirmed by contingent valuations), the de-facto intellectual property of legal seeds and the federal polity of India contributed to non-compliance. Summary: India’s farm sector sustains livelihoods for hundreds of millions of rural people, but faces serious management challenges for land, water, and energy resources. Growing dependence on groundwater threatens water resources sustainability and power sector viability. Sustaining India’s rising prosperity rests on managing groundwater. This study shows that raising power tariffs in the farm sector to achieve efficiency and sustainability of groundwater use is both socially and economically viable. The question is about how to introduce this shift. This paper discusses five different options for power supply, metering and energy pricing in the farm sector and the expected outcomes of implementing each vis-a-vis efficiency of groundwater and energy use, equity in access and sustainability of groundwater. It concludes that establishing an energy quota for each farm-based on sustainability considerations, and metering and charging pro rata for power used are the best options to manage groundwater and the energy economy. Summary: Effective state–business relations are a set of highly institutionalised, responsive and public interactions between the state and the business sector. This paper examines the impact of effective state–business relations on economic growth across Indian states over the period 1985–2006. We propose a measure that captures the various dimensions of effective state–business relations at the sub-national level, and estimate standard growth regressions using dynamic panel data methods. Our results show that effective state–business relations contribute significantly to economic growth and appear to be driven by the intensity of the interactions between the state and the private sector. Summary: Dominant development policy approaches recommend women’s employment on the grounds that it facilitates their well-being. However, empirical work on the relationship between women’s employment status and well-being as measured by freedom from marital violence yields ambiguous results. Motivated by the ambiguity, this paper uses data from Uttar Pradesh, to examine the effect of women’s employment and asset status as measured by their participation in paid work and house ownership, respectively, on spousal violence. Unlike the existing literature, we treat women’s work status as endogenous and find that engagement in paid work and house ownership, are associated with reductions in violence. Abstract: This paper aims to understand the transaction costs implications of two different governance modes for large scale contracting of HIV prevention services to non-governmental organisations (NGOs) in 2 states in India as part of the National AIDS Control Programme between 2001 and 2003. Interviews at purposively selected case study NGOs, contracting agencies and key informants as well as document review were used to compile qualitative data and make comparisons between the states on five themes theoretically proposed to shape transaction costs: institutional environment, informational problems, opportunism, scale of activity and asset specificity (the degree to which investments made specifically for the contract have value elsewhere). The State AIDS Control Society (SACS) in state Y used a management agency to manage the NGO contracts whereas the SACS in state X contracted directly with the NGOs. A high level of uncertainty, endemic corruption and weak information systems served to weaken the contractual relationships in both states. The management agency in state Y enabled the development of a strong NGO network, greater transparency and control over corrupt practises than the contract model in state X. State X’s contractual process was further weakened by inadequate human resources. The application of the transaction cost framework to contracting out public services to NGOs identified the key costs associated with the governance of HIV prevention services through NGO contracts in India. A more successful form of relational contract evolved within the network of the contract management agency and the NGOs. This led to improved flows of information and perceived quality, and limited corrupt practises. It is unlikely that the SACS on its own, with broader responsibilities and limited autonomy can achieve the same ends. The management agency approach therefore appears to be both transaction cost reducing and better able to cope with the large scale of these contracting programmes. [Copyright &y& Elsevier]
