Public policies increasingly address complex problems such as climate change mitigation and climate change adaptation that require forging connections across existing areas of policy activity. Despite the emerging prominence of these types of policymaking challenges, more research is needed to understand policy responses to them. In this paper, I use survey responses from 287 cities and a hurdle model to comparatively examine the factors that underlie the adoption of climate change mitigation and adaptation as issues influencing city policymaking and their extension across areas of city policymaking. I find evidence that while social change, crisis, and conditions supporting nascent coalitions were associated with adoption, extension across areas of policymaking was associated with the city?s prevailing political economy as well as the resources for expanding communities of interest. In the process, I offer empirical evidence for existing similarities and differences in cities? considerations about climate change mitigation and adaptation; particularly that the number of policymaking areas influenced by mitigation was associated with financial factors while the number influenced by adaptation was associated with socioeconomic ones. For over two decades, municipal climate progress has been inventoried and analysed using a common reporting framework. While useful for highlighting the extent of municipal engagement in greenhouse gas mitigation efforts, we know little about how comprehensive this reporting framework is. Are municipal governments engaging in mitigation activities outside this framework? And what about climate adaptation activity for which no long-standing milestone reporting framework has existed? Based on results from a national survey of municipal governments in Canada, the paper reveals that municipal governments are engaged in many climate activities and processes that common inventories and reporting systems do not capture. The paper argues that these ‘in between activities’ – the not-yet counted climate actions that take place between and outside of milestone initiation and completion – have practical importance for future climate action and theoretical importance by complementing growing evidence about the nature of municipal climate activities and climate governance. The paper explains the findings of the MC3 Project (Meeting the Climate Change Challenge). This project brought together over 100 researchers, practitioners, civil-society leaders, and policy-makers, led by researchers from Royal Roads University, Simon Fraser University, and the University of British Columbia, with 12 major research partners from the public and private sectors, including the Union of British Columbia municipalities. Researchers conducted a detailed evaluation of 11 leading, yet different, municipalities across the province to identify the leading innovators and innovations on climate action. The case studies revealed the following key drivers of innovation, in order of prominence: the legislative and policy framework, supported by provincially led incentives and tools, access to partnership funding and intermediary support, and framing the issue as critically important. Canadian municipalities have direct or indirect control or influence over approximately 52% of greenhouse gas emissions. As early as 1988, some Canadian municipalities embraced the challenge of climate change and through municipal programs recorded emissions reductions. Given the recent publication of the Government of Canada's climate change plan which clearly emphasizes a prominent role for municipalities in meeting greenhouse gas emission reductions, and equally, the federal government's declared intent to provide further financial support to cities and communities through its ‘New Deal for Cities and Communities’, it is important to consider the potential role that Canadian municipalities can take in responding to climate change, and most importantly, the barriers they face in responding. Based on these observations, this paper presents evidence from a survey of 392 Canadian municipalities (all municipalities with populations of more than 10,000 people) conducted between the summer of 1998 and spring of 1999. The survey provides information on a key issue, which despite the date of the survey remains centrally relevant today: barriers to Canadian municipal response. Building on both quantitative and qualitative results from the survey data and updated information on the number of municipalities participating in Federation of Canadian Municipality (FCM) climate change programs, the paper concludes with recommendations as to how municipal capacity to respond to climate change can be increased. Much of the attention surrounding local climate protection in the United States is associated with two networks: ICLEI Local Governments for Sustainability's Cities for Climate Protection and the U. S. Conference of Mayors' Climate Protection Agreement ( MCPA). However, the impact of these networks on member-city actions has not been clearly established. This paper examines whether, and to what extent, participation in climate networks leads to the implementation of greenhouse gas ( GHG)-reducing policies, above and beyond what would have been done in their absence. To account for the possibility that cities which join climate networks are systematically different from those that do not and control for self-selection induced bias, three statistical techniques-propensity score matching, Heckman full information maximum likelihood, and instrumental variables-are employed to estimate the 'treatment effect' of participation. Results suggest that impact is network specific: ICLEI membership causes small to moderate increases in cities' GHG-relevant activity, whereas the MCPA has no such effect. Adaptation to climate change has to various degrees been added to the political agenda in all industrialised countries. In most of these countries, adaptation measures are yet to be implemented in legislation and are, therefore, in practice voluntary undertakings. At the local level of the government, this means that adaptation has to compete with other non-mandatory issues. This raises the question as to what degree adaptation can and will be implemented. This paper examines how the implementation of climate adaptation measures has proceeded in eight Norwegian municipalities. These municipalities were among the first movers on adaptation to climate change in Norway. In order to measure the degree of implementation, a set of indicators has been developed and the eight case municipalities have been analysed according to these indicators. We found that seven of eight municipalities have implemented or have specific plans to implement adaptation measures. These findings show that municipalities are able to implement adaptation policies that are not initiated at the central level, but are contingent upon a number of factors: the efforts of individuals within the municipal organisation, municipal size, and the use of external expertise.
