Abstract

Renewable energy can play a strategic role in India in meeting the country’s growing energy demands, as well as combating climate change. Policymakers have recognized this potential and over the last decade have intensified their efforts towards creating a conducive regulatory and policy framework. Policy instruments such as renewable obligations, feed-in-tariffs and generation based incentives have specially aided the transformation towards large scale generation, enabling higher efficiency and lower costs of generation. However, financing has emerged as a significant barrier for sustaining the momentum gained in recent years. Given this background this paper provides an overview on the evolution of large scale generation and the consequent changes in financing requirements. It further reviews the emerging trends and barriers in the financing landscape and analyses the impact of policy performance in this context. Finally, it considers the design of a national renewable finance framework complete with targeted finance push instruments that can complement existing demand pull policies in facilitating investment. Abstract

Faced by pressures to increase energy supply as pre-requisite for sustained economic growth and secured social well-being, the Government of India seeks to harness all available energy sources for power generation. By 2012, the Indian Government envisions a 10% contribution of renewable energy sources to power generation out of which 7% has been achieved so far (Planning Commission, Government of India 2006). Looking at the geographical distribution of renewable energy deployment in India a bias towards certain Indian states is apparent. Since this spatial disparity cannot be attributed to the availability of natural resources, questions about driving factors and conditions for private participation in the renewable energy sector arise.This article aims to look closer at the contextual conditions determining private sector participation in renewable energy deployment. As for an empirical background, the wind sector in the states of Tamil Nadu and Kerala is analysed. The central argument put forward states that mono-theoretical approaches are not sufficient to explain contextual determinants for private sector engagement. Thus integrating insights from Political Sciences and Relational Economic Geography will contribute to a more comprehensive understanding of determinants and drivers for private sector participation in renewable energy deployment. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]
