Background: The advent of Personalized Medicine (PM) holds significant promise in revolutionizing healthcare by tailoring treatments to individual patients based on their data. However, its successful implementation requires the seamless integration of innovative technologies and presents formidable challenges in terms of sustainability. To tackle these challenges head-on, the International Consortium for Personalized Medicine (ICPerMed) was established, and the IC2PerMed project, as part of this consortium, seeks to foster collaboration between the European Union (EU) and China in the field of Personalized Medicine. Based on the results collected by the project, the objective of this study is to discern the key priorities for the implementation of Personalised Medicine concerning Information and Communication Technologies (ICT) and Big Data and digital solutions, with a particular emphasis on data management and protection. Methods: A Delphi survey was conducted to gather expert's consensus on the main priorities for actions on Information and Communication Technologies (ICT) and Big Data and digital solutions in the field of Personalized Medicine. Results: The survey identified seven priorities in the area of Big Data and digital solutions, including data interoperability, standards, security measures, and international partnerships. Additionally, twelve priorities were identified for the innovation-to-market process, emphasizing cost-effectiveness, need assessment, and value definition in resource allocation. Conclusions: The effective implementation of new technologies in Personalized Medicine research and practice is essential for the advancement of healthcare systems in both the European and Chinese contexts. The identified priorities play a pivotal role in promoting the sustainability of health systems and driving innovation in the implementation of Personalized Medicine. Addressing challenges related to data interoperability, standards, security, international collaboration, cost-effectiveness, and value assessment is of utmost importance in order to propel the progress of Personalized Medicine in healthcare systems. Introduction: Over the last decade, the emergence and spread of personalized medicine (PM) have defined a substantial revolution in healthcare. In principle, healthcare system sustainability is challenged by the investments required for research and development, as well as the adoption of PM techniques in routine clinical care. The "Integrating China in the International Consortium for Personalized Medicine" (IC2PerMed) EU-funded project aims to integrate China into the "International Consortium for Personalized Medicine" (ICPerMed). IC2PerMed aims to align the EU and China's research agendas in this field to enable a swift development of approaches in the EU and China with strong leverage upon EU-Chinese collaborations. Methods: Within this project, we first mapped relevant policies on PM in both the EU and China, and then we involved European and Chinese experts in PM in workshops and Delphi surveys in order to identify relevant priorities for the implementation of PM in sustainable healthcare. Results: As a result of this process, we identified nine overarching priorities, each addressing specific aspects of the sustainability of healthcare systems and PM implementation, with the main goal of supporting policymakers in integrating PM approaches in the EU and China. Discussion/conclusion: The implementation of PM in health systems is appealing in terms of improved accuracy in diagnostics, treatment, and prevention of disease, as well as reduction of the side effects resulting from inefficient use of drugs. Research, development, and implementation of needed techniques require time and resources that can slow the adoption of PM in healthcare systems. Structured reporting in radiology continues to hold substantial potential to improve the quality of service provided to patients and referring physicians. Despite many physicians' preference for structured reports and various efforts by radiological societies and some vendors, structured reporting has still not been widely adopted in clinical routine. While in many countries national radiological societies have launched initiatives to further promote structured reporting, cross-institutional applications of report templates and incentives for usage of structured reporting are lacking. Various legislative measures have been taken in the USA and the European Union to promote interoperable data formats such as Fast Healthcare Interoperability Resources (FHIR) in the context of the EU Health Data Space (EHDS) which will certainly be relevant for the future of structured reporting. Lastly, recent advances in artificial intelligence and large language models may provide innovative and efficient approaches to integrate structured reporting more seamlessly into the radiologists' workflow. The ESR will remain committed to advancing structured reporting as a key component towards more value-based radiology. Practical solutions for structured reporting need to be provided by vendors. Policy makers should incentivize the usage of structured radiological reporting, especially in cross-institutional setting. Bisphenol A (BPA) is an industrial chemical that is widely used in various industrial applications. It has concerns in its use as a color developer in thermal paper receipts since it is identified as an endocrine disruptor and causes hormonal disturbances. In this study, thirty thermal paper receipt samples were randomly collected from various locations in Sharjah, United Arab Emirates and analyzed using high performance liquid chromatography–mass spectrometry. Sixty percent (60%) of receipt samples showed BPA levels above the acceptable limit (200 ng/mg) set by the European Union (EU) for thermal papers. On the other hand, 40% of the samples reported very low BPA levels (< 0.02 ng/mg). However, estimated weight adjusted daily intakes (EDI) ranged between 8.22 ×10−11 and 0.000812 μg/kg bw/day for the general population, and between 7.89×10−9 and 0.0681 μg/kg bw/day for the occupationally exposed cashiers. Thus, all calculated EDIs were below the European Food Safety Authority Tolerable Daily Intake (4 μg/kg·bw/day) and the provisional Health Canada Tolerable Daily Intake (25 ug/kg bw/day) under varying paper-to-skin transfer coefficients and absorption fractions. Nevertheless, due to its health effects and recent legal restrictions by EU, the occurrence of co-exposure to dietary and non-dietary sources should be considered in the health risk assessment of Bisphenol A, mainly for people with frequent occupational exposure to thermal paper, and especially with the increased use of sanitizers. The current study is a first within the UAE context in relation to BPA in thermal paper receipts, thus its significance especially with the recent EU enforcement of BPA limits in paper receipts. The study highlights that proper policies as well as education and awareness may assist in limiting transdermal BPA exposure for the general and occupationally exposed populations. The residual acrylamide in food paper packaging can be transferred into water and food, which will cause harmful effects on human beings. In this paper, a rapid and easily available fluorescent probe based on carboxymethyl cellulose (CMC)/Eu (Ⅲ) nanocomposites was designed to detect the residue acrylamide with high sensibility. The probe could respond in 1 min. The concentration of acrylamide was linearly correlated to the fluorescence intensity of the probe at the emission wavelength of 615 nm in the concentration range of 0.1–100 μmol/L. The limit of detection (LOD) of the probe was 0.085 μg/L, which is lower than the guideline value of the European Union, the U.S. EPA, and the WHO. An experiment was performed to simulate the acrylamide migrating from food-contacting paper materials to different foods, including waterborne food, alcohol beverage, acidic food, and greasy food. The recoveries and RSDs of acrylamide in all samples indicated that the CMC/Eu (Ⅲ) fluorescent probe was efficient for acrylamide detection. After over a decade of crisis, the ECB's functions have expanded considerably, which in turn altered its relationship with other institutions. In particular, when the ECB assumed the role of Banking Supervisor under the Single Supervisory Mechanisms, it was generally accepted that this role would require more accountability than its traditional role in monetary policy. Yet, accountability requires transparency. However, there is a dearth of studies on the transparency of European banking supervision, and the few that exist are usually single case studies. This leaves us without a point of comparison that would help us understand what constitutes a 'transparent banking supervisor'. Therefore, the aim of this article is to situate the transparency of the ECB within the wider literature on the transparency of banking supervisors. The SAMOSAFER project, funded by the European Union's Horizon 2020 program, is focused on advancing molten salt reactor (MSR) technology. As part of the project, a Young MSR (YMSR) conference was held in Italy in June 2022, where doctoral students, postdocs, and early-career researchers presented and discussed their research on various MSR-related topics. Keynote speakers and oral presentations covered technical areas such as neutronics, thermal hydraulics, chemistry and materials, and safety studies. The conference aimed to provide a platform for knowledge exchange and collaboration among researchers in the field. Motivation: The Panama Papers scandal highlighted the scale of financial secrecy, anonymous ownership and shell companies and their role in profit shifting and tax avoidance. We show the importance of international tax planning within the structure of corporate entities owned by shareholder‐individuals through Panama Papers destinations. Purpose: To identify profit‐shifting channels and to estimate related government revenue losses to European Union Member States. Methods: Using company data from the Amadeus/Orbis database (Bureau Van Dijk, n.d.a, n.d.b), we applied micro‐data analysis to the financial statements of multinational companies (MNEs) owned by shareholder‐individuals. Two groups—one with and the other without links to Panama Papers tax havens—alongside an analysis of profit‐shifting indicators. Findings: Profit is generally shifted by moving operating revenues or costs, though the use of debt channels is also important. Also, groups linked to tax havens pay significantly less tax per unit of profit before tax, and require less operating revenue to achieve higher profits. Finally, related government revenue losses were assessed at EUR 8.67 billion. Policy implication: Our results are relevant to the European Commission's Comprehensive Common Consolidated Corporate Tax Base (CCCCTB) as it aims to counter profit shifting out of the European Union (EU) into tax havens. Transatlantic relations since World War II have been characterised by a military-power differential between the United States and Western Europe coupled with differences in foreign policy goals among the nations of the transatlantic alliance. Since the Cold War ended, the North Atlantic Treaty Organisation has struggled to identify a new role for itself, although the newly-independent nations of eastern Europe have looked to it as a shield against Russian territorial ambitions. Transatlantic relations have reached a nadir under the presidency of Donald Trump and, if he is elected to a second term as United States president on 3 November 2020, may continue their downward spiral. Should, however, Joe Biden become the next United States president, transatlantic relations and international governance norms and institutions can be expected to experience a recovery, though with some caveats. The number of older people dying in long-term care facilities (LTCFs) is increasing globally, but care quality may be variable. A framework was developed drawing on empirical research findings from the Palliative Care for Older People (PACE) study and a scoping review of literature on the implementation of palliative care interventions in LTCFs. The PACE study mapped palliative care in LTCFs in Europe, evaluated quality of end-of-life care and quality of dying in a cross-sectional study of deceased residents of LTCFs in 6 countries, and undertook a cluster-randomized control trial that evaluated the impact of the PACE Steps to Success intervention in 7 countries. Working with the European Association for Palliative Care, a white paper was written that outlined recommendations for the implementation of interventions to improve palliative and end-of-life care for all older adults with serious illness, regardless of diagnosis, living in LTCFs. The goal of the article is to present these key domains and recommendations. Transparent expert consultation. International experts in LTCFs. Eighteen (of 20 invited) international experts from 15 countries participated in a 1-day face-to-face Transparent Expert Consultation (TEC) workshop in Bern, Switzerland, and 21 (of 28 invited) completed a follow-up online survey. The TEC study used (1) a face-to-face workshop to discuss a scoping review and initial recommendations and (2) an online survey. Thirty recommendations about implementing palliative care for older people in LTCFs were refined during the TEC workshop and, of these, 20 were selected following the survey. These 20 recommendations cover domains at micro (within organizations), meso (across organizations), and macro (at national or regional) levels addressed in 3 phases: establishing conditions for action, embedding in everyday practice, and sustaining ongoing change. Background: The incidence of skin cancers has been increasing steadily over the last decades. Although there have been significant breakthroughs in the management of skin cancers with the introduction of novel diagnostic tools and innovative therapies, skin cancer mortality, morbidity and costs heavily burden the society. Objective: Members of the European Association of Dermato‐Oncology, European Academy of Dermatology and Venereology, International Dermoscopy Society, European Dermatology Forum, European Board of Dermatovenereology of the European Union of Medical Specialists and EORTC Cutaneous Lymphoma Task Force have joined this effort to emphasize the fundamental role that the specialist in Dermatology–Venereology has in the diagnosis and management of different types of skin cancer. We review the role of dermatologists in the prevention, diagnosis, treatment and follow‐up of patients with melanoma, non‐melanoma skin cancers and cutaneous lymphomas, and discuss approaches to optimize their involvement in effectively addressing the current needs and priorities of dermato‐oncology. Discussion: Dermatologists play a crucial role in virtually all aspects of skin cancer management including the implementation of primary and secondary prevention, the formation of standardized pathways of care for patients, the establishment of specialized skin cancer treatment centres, the coordination of an efficient multidisciplinary team and the setting up of specific follow‐up plans for patients. Conclusion: Skin cancers represent an important health issue for modern societies. The role of dermatologists is central to improving patient care and outcomes. In view of the emerging diagnostic methods and treatments for early and advanced skin cancer, and considering the increasingly diverse skills, knowledge and expertise needed for managing this heterogeneous group of diseases, dermato‐oncology should be considered as a specific subspecialty of Dermatology–Venereology. This article analyses the evolution of the European Union's development policy in relation to civil society. Based on a review of overall policy trends, strategies and practices in Central Asia, it demonstrates how the EU's development policy has gradually moved from a focus on European NGOs towards civil society organisations, broadly defined and increasingly associated with the private sector and local authorities. While the EU's policy recognises the intrinsic value of civil society in all its diversity and promotes partnership, its operational practices show a pragmatic preference for working with professionalised organisations in service delivery roles. The paper presents the current situation as regards the circular economy in agriculture in Romania, while also taking into consideration its global impact. We have here a system globally endorsed by the United Nations. It is also important for regional organisations such as the European Union or la Francophonie as the circular economy seems to have a high number of advantages in tackling climate change, creating a sustainable food chain, improving the organic character of the agriculture, etc. From that perspective Romania represents an interesting case study as it is both a European Union member state and a member of the Francophonie. It thus follows both sets of rules and recommendations in order to improve its status. The paper uses the bibliographic method and reviews the main documents that settle this aspect and presents the legal framework for circular economy. The put into practice of the circular economy in the Romanian agriculture would bring a series of advantages (environment, food safety, etc.) while also requiring systemic transformations. The advent of digital companies has brought benefits to society. Nevertheless, the digital era poses significant risks to consumers' privacy. The combination, through mergers, of enormous datasets could raise further privacy concerns. It has been much discussed whether and how consumer privacy concerns should be introduced within merger assessment. This paper approaches this issue from another perspective and reflects upon the circumstances under which the EU Merger Control Regulation (EUMR) has a role to address privacy issues. Accordingly, this paper clarifies the conditions that must be satisfied in order for privacy issues to fall within the EUMR's ambit. First, privacy should be a parameter of competition on the market and second, there must be a causal link between the merger and privacy deterioration. Following this, the paper turns to critically analyse the Commission's treatment of privacy issues in objectively selected mergers involving some of the most powerful digital companies. In the wake of the pervasive digitalisation of industry, the disruption of global supply chains during the COVID-19 pandemic, and a geopolitical race for the development of artificial intelligence models, the European Union has pivoted towards promoting 'digital sovereignty' across the technological stack. The paper looks more specifically at the cloud layer and analyses the draft European Union Cloud Services Scheme (EUCS) launched by the European Union Agency for Cybersecurity in December 2020. While EUCS is a highly technical scheme, the attempt to include digital sovereignty provisions in it provoked unexpected controversies around who pushes for 'digital sovereignty', why, and how feasible it is. The paper argues, first, that distributive conflicts between member states have led to strong objections towards including digital sovereignty provisions in EUCS. Second, diverging national preferences have also played out in horizontal inter-institutional conflicts around competences between the European Commission and the European Parliament. All in all, the paper makes a novel empirical contribution by studying the overlooked case of EUCS. Theoretically, it bridges the growing literature on digital sovereignty with classic theories of EU integration to identify key factors hindering the translation of digital sovereignty discourses into policy within a broader context of limited technological capabilities. Despite the allure of 'European digital sovereignty' as an official European Union (EU) strategic objective, it remains unclear whether this discourse has driven concrete changes to EU external action policies, particularly those leveraging cyber instruments. This question is explored vis-à-vis three policies which have enabled the EU to pursue its digital sovereignty objectives in practice: the Cyber Diplomacy Toolbox, external capacity building (CCB) assistance initiatives, and the 5G Toolbox. Drawing upon extensive archival research and elite interviews, the paper finds that, while European digital sovereignty discourse influenced comprehensive changes for the 5G Toolbox process, it failed to drive policy changes to the Cyber Diplomacy Toolbox and external CCB assistance initiatives. To explore this variation, the paper considers institutional and ideational factors particular to EU external action over the 2017–2022 period. Overall, the study contributes both to contemporary debates about European digital sovereignty and its relationship to EU cyber instruments and longstanding work on EU foreign policymaking. Before COVID-19, visitors from China, were a prime target for the European tourism industries. Yet, their mobility was constrained by the Schengen visa requirement for any trip to a European Union (EU)’s Member States. While the literature on Schengen visa policy has highlighted the repressive practices of street-level bureaucrats processing visa applications abroad, this article seeks to understand how Schengen visa policy is implemented when the objective is to attract potential visitors rather than drive them away. The paper argues that the economic imperative to attract Chinese tourists to Europe is turning local consular cooperation from Schengen into local consular competition. To support this claim and using ethnographic methods as well as a relational approach to implementation, the paper develops the concept of visa marketing to analyse the race to attractiveness between French and Italian consulates based in Beijing, the capital of China. Visa marketing refers to the use of visa procedures (receipt conditions, reliability, processing speed, etc.) by consulates as sales arguments to advertise the destination they represent. This paper conducts a comparative analysis of data governance mechanisms concerning the secondary use of health data in Taiwan and the European Union (EU). Both regions have adopted distinctive approaches and regulations for utilizing health data beyond primary care, encompassing areas such as medical research and healthcare system enhancement. Through an examination of these models, this study seeks to elucidate the strategies, frameworks, and legal structures employed by Taiwan and the EU to strike a delicate balance between the imperative of data-driven healthcare innovation and the safeguarding of individual privacy rights. This paper examines and compares several key aspects of the secondary use of health data in Taiwan and the EU. These aspects include data governance frameworks, legal and regulatory frameworks, data access and sharing mechanisms, and privacy and security considerations. This comparative exploration offers invaluable insights into the evolving global landscape of health data governance. It provides a deeper understanding of the strategies implemented by these regions to harness the potential of health data while upholding the ethical and legal considerations surrounding its secondary use. This paper explores historical and recent developments in Finnish Practical Theology and Religious Education. It reconstructs the operating environment under which PT and RE exist in Finland, i. e. its political, economic, and cultural circumstances. To this end, the authors highlight developments such as the transition from a rural-centric to an urban society, the impact of political left-wing ideology, and the impact of Finland's joining the European Union. Through an analysis of dissertation research at Helsinki University, the paper provides an overview of current topics of research in Finnish PT. Data protection by design is an obligation for data controllers according to article 25(1) of the General Data Protection Regulation (GDPR). The present paper explores the concept of data protection by design and proposes that data protection certificates can offer guidance to data controllers, about compliance with this GDPR obligation. An exploration of officially approved certification schemes shows that the certification requirements may lay down concrete use cases which can guide data controllers about compliance with the obligation of data protection by design. Even though these policies are not a comprehensive guide for data protection by design, they lay down valuable solutions with respect to effective compliance. Moreover, the data protection measures of compliance in certification criteria have been approved by the competent Data Protection Authority and possibly the European Data Protection Board. As the present paper argues, the official approval by the competent authorities creates legitimate expectations under European Union Law. Specifically, data controllers can legitimately expect that abidance by approved safeguards meets the expectations of the authorities that are entrusted with monitoring their compliance. As with all Western Balkans states, Kosovo is an aspiring member-state of the European Union, knocking at the door and trying to align its internal as well as external affairs with those of the European Union, which is easier said than done. This paper will focus on the internal and external levels of preparedness of Kosovo in its aims to integrate into the European Union as a full-fledged member. The paper will cover the most important obstacles in front of Kosovo’s path, as well as its shortcomings which must be addressed in its path to EU integration. The paper will aim to have an encompassing analysis of the preparedness level of Kosovo by looking over its path to independence, the initial steps and agreements made with the European Union, followed by an analysis of the most immediate issues with Serbia which dramatically hinder Kosovo’s path, while also analyzing and understanding the internal preparedness in terms of judicial, bureaucratic, administrative etc. reforms which are and should be undertaken. The paper explores the long-term trajectory and the recent acceleration of the conflict over the rule of law in the EU. It focusses on the motivation of the two governments in Hungary and Poland to challenge European core values increasingly aggressively even directly at EU level despite the threat of significant material costs to both countries. Putting forward a Gramscian understanding, we argue that this radicalization is the result of a counter-hegemonic strategy that aims at replacing the liberal order with a new, nationalist, ultraconservative, Christian order on domestic and European levels. The paper traces core elements of this strategy which are either disputed or underestimated in existing literature, most importantly the pursuit of a core ideology and the massive and long-term investment into winning moral and cultural leadership through the penetration of civil society which precedes and complements electoral strategies and autocratic institution building. The European Union, in pursuit of the goal of reducing emissions by at least 55% by 2030 and achieving climate neutrality by 2050, is deploying different actions, with industry decarbonization as a key strategy. However, increasing electricity demand requires an intensification of energy generation from clean technologies, and the energy system's expansion is hindered by renewable generation's climatic dependencies and the imperative for substantial electrical infrastructure investments. Although the transmission grid is expected to grow, flexibility mechanisms and innovative technologies need to be applied to avoid an overwhelming growth. In this context, this paper presents a thorough assessment, conducted within the FLEXINDUSTRIES project, of the flexibility potential across seven energy-intensive industries (automotive industry, biofuel production, polymer manufacturing, steel manufacturing, paper mills, pharmaceutical industry, and cement production). The methodology followed during the analysis entails reviewing the state-of-the-art existing flexibility mechanisms, industries' energy markets engagement, and technical/operational readiness. The results highlight the feasibility of the proposed actions for enabling energy market flexibility through demand-response programs, quantifying energy opportunities, and pinpointing regulatory and technical barriers. This paper explores the complex relationship between energy poverty and the maintenance of democratic values within the European Union (EU), suggesting that energy poverty not only impacts economic stability and health outcomes but also poses significant challenges to democratic engagement and equity. To measure energy poverty, a composite index is developed using the entropy method, which surpasses traditional measures focused solely on access to energy or its developmental implications. To assess the level of democratic governance in EU countries, the voice and accountability index (VEA), which is part of the World Governance Indicators compiled by the World Bank, is utilized. By analyzing EU data from 2006 to 2022, the findings suggest that a 1% improvement in VEA quality, represented by a coefficient of 0.122, is correlated with a notable improvement in the energy poverty index. This suggests that the EU should focus on enhancing transparency and public participation in energy decision-making, along with ensuring accountability in policy implementation. The research also differentiates between full and flawed democracies, noting that tailored approaches are needed. In full democracies, leveraging economic prosperity and trade is crucial due to their significant positive impacts on the energy poverty index. In contrast, in flawed democracies, enhancing governance and accountability is more impactful, as evidenced by a higher coefficient of 0.193. Strengthening legal and regulatory frameworks, improving regulatory quality, and ensuring public engagement in governance could substantially mitigate energy poverty in these contexts. The Company Law universally requires shareholders to participate in meetings in order to formulate a set of corporate acts. Although provisions allowing the possibility for virtual shareholder meetings have already been implemented in many legislations, the COVID-19 crisis has given this relative legal novelty a status of paramount regulatory importance. The post-crisis regulatory development of the field in light of the process of digitalisation is the subject of this paper. The paper firstly gives an overview of the academic debate on the subject with a focus on the pandemic. Then, it continues to produce a comparative overview of virtual general meetings regulations in selected jurisdictions, namely Switzerland, Italy, Germany, U.S. state of Delaware and the European Union Company Law. Prior to the pandemic, the Croatian Company Law encompassed the possibility for hybrid virtual general meetings of shareholders if stipulated in company bylaws. The aforementioned possibility was used in Croatia for the first time during the outbreak of the COVID-19 crisis. This paper gives thought to the exploitation of Niger's natural resources by France, the European Union (EU), and the United States (US), among other countries. The objective of this paper is to deconstruct the exploitation of Niger's uranium, gold, and coal, among other natural resources, and the surge in terrorism. This paper adopts qualitative secondary research as its methodology and resource curse theory as its theoretical framework. The gap that the paper bridges is that most research about the exploitation of Niger's natural resources and the rise in terrorism ignores the involvement of France among other Western countries. Findings that develop from this paper reveal that France has exploited Niger's natural resources since colonisation. Similarly, the EU and the US, among other countries, have been accomplices in the exploitation of Niger's natural resources. Additionally, Western countries, namely France, the EU, and the US, including Britain and Russia, have been involved in supporting administrations or terrorists that advance their interests in Niger, among other issues. Further results show that successive administrations in Niger and those that took control through the coup in July 2023 enjoy the support of the major global powers. [ABSTRACT FROM AUTHOR]

Family law is not uniformly regulated in the European Union. There are numerous reasons for the absence of uniform regulation (family law regulation is strongly influenced by the culture and traditions of a nation, and as such is not easily subject to change; great complexity of issues family law deals with; nonexistent uniform positive attitude of legal theorists regarding the necessity and usefulness of harmonization, etc.). The increased movement of people and goods within the Union conditioned an increasing number of cases where problems arose precisely because of non-existing uniform rules in this area. In this paper, we analyze the development of views on the harmonization of marital matters in the EU in general. Special attention is paid to the steps taken in the EU to harmonize property-related family matters. In the process of harmonization, property law issues proved to be a more suitable ground for harmonization, considering their lesser attachment to certain characteristics of the community. In addition, harmonization is easier to imagine in contractual matrimonial matters (compared to legally prescribed property models), and the marriage contract is considered to be a very suitable instrument for the potential harmonization of this legal area. For this reason, the paper analyzes in more detail the acts passed in connection with the marriage contract. The purpose of this paper is to examine the right to access one's file in competition proceedings, as part of the right to fair trial provided by European legal instruments, in relation to limitations of this access imposed by competition legislation in the European Union (EU) and Western Balkan (WB) countries. Pursuant to their aspirations to become Member States in the EU, they must align their legislation with the EU's Acquis while ensuring the protection of rights, as established by the ECHR. The methodology used to answer the research question combines desk review and two-level comparative study methodologies. The desk review is applied in this paper to answer the research question, focusing on a careful examination of the EU legal framework, while comparative approach, seeks to identify similarities and differences in the provisions related to the right to access the competition file in the EU, Albania, and other WB countries such as Kosovo, North Macedonia and Montenegro. Additionally, the study presents the interpretations of the right to access the file, as part of the administrative and/or trial proceedings in the case law of the European Court of Justice and the European Court of Human Rights from a human rights perspective. The findings of this study indicate that the right to access the file is restricted by public enforcement of competition law, only in specific cases where limitation pursues a legitimate aim, is proportionate and does not jeopardise the party's situation. The European human rights instruments mandate that the EU institutions, Member States and Candidate Member States must carefully regulate the clash between human rights and competition law. The WB countries have adopted the EU standards regulating access to the competition file. Which factors influence bilateral counterterrorism (CT) cooperation between EU Member States? Although scholars have studied European CT, the question still needs to be answered. This paper addresses the issue by introducing a new theoretical framework that combines CT and Foreign Policy Analysis (FPA) literature. As citizens' threat perception increases, governments are pressed to act. Overall, centrist cabinets tend to rely more on cooperation agreements; likewise, pushed by threat perception, left-wing executives also recourse to international cooperation. I tested this framework on a newly collected dataset, which comprehends bilateral CT agreements signed among EU Members from 2002 to 2017. As such, this paper fosters studies on EU CT, focusing on a less debated issue: bilateral cooperation between EU Member States. The results support the initial hypotheses, disclosing a robust influence of threat perception and cabinet ideology on the number of bilateral CT agreements signed. The Eurasian Economic Union (EAEU), despite being regarded as the most developed integration project in the post-Soviet area, has faced different hurdles in acquiring international recognition. Especially, the EU, the EAEU's Significant Other, has been reluctant to formally recognize it, in spite of close ties with EAEU member states as well as of its own self-image as a supporter of regional integrations. This paper focuses on this puzzle and examines how the EU has been discursively explaining its non-recognition of the EAEU at the institutional level. Based on the analysis of EU-articulated narratives since 2010, the paper reveals three dominant representations of the EAEU in the EU discourse: (1) Russia's geopolitical project; (2) a protectionist union; and (3) a dysfunctional union. These narratives have been used by Brussels to create the EAEU's image as a threatening Other, thus justifying why the EU cannot formally recognize the EAEU and officially engage with it. The paper also identifies five different stages of the EU's discursive representation of the EAEU since 2010, when its tone and content varied. The paper concludes that such non-recognition from the Significant Other still limits the EAEU's international agency despite its increasing interest in cooperation with non-Western actors. Introduction: Personalised prevention aims to delay or avoid disease occurrence, progression, and recurrence of disease through the adoption of targeted interventions that consider the individual biological, including genetic data, environmental and behavioural characteristics, as well as the socio-cultural context. This protocol summarises the main features of a rapid scoping review to show the research landscape on biomarkers or a combination of biomarkers that may help to better identify subgroups of individuals with different risks of developing specific diseases in which specific preventive strategies could have an impact on clinical outcomes. This review is part of the "Personalised Prevention Roadmap for the future HEalThcare" (PROPHET) project, which seeks to highlight the gaps in current personalised preventive approaches, in order to develop a Strategic Research and Innovation Agenda for the European Union. Objective: To systematically map and review the evidence of biomarkers that are available or under development in cancer, cardiovascular and neurodegenerative diseases that are or can be used for personalised prevention in the general population, in clinical or public health settings. Methods: Three rapid scoping reviews are being conducted in parallel (February–June 2023), based on a common framework with some adjustments to suit each specific condition (cancer, cardiovascular or neurodegenerative diseases). Medline and Embase will be searched to identify publications between 2020 and 2023. To shorten the time frames, 10% of the papers will undergo screening by two reviewers and only English-language papers will be considered. The following information will be extracted by two reviewers from all the publications selected for inclusion: source type, citation details, country, inclusion/exclusion criteria (population, concept, context, type of evidence source), study methods, and key findings relevant to the review question/s. The selection criteria and the extraction sheet will be pre-tested. Relevant biomarkers for risk prediction and stratification will be recorded. This paper addresses the question of whether generative AI can create copyrightable works by making a comparative analysis between European Union law and U.S. copyright law. First, it is argued that for copyright law it does not seem possible for an entity other than a human being to be the copyright holder, thus ruling out the possibility of generative AI being considered a copyright holder. It is established that in US copyright the door it may be possible to register part of a work made using generative AI, and that in the EU this door remains open and pending evolution, although European jurisprudence already gives some guidelines. Afterwards, this paper explores possible infringement of exploitation rights in the different parts of the training process of generative AI models and in the activities that lead to the generation of content that is like intellectual works. It is concluded that in US law there is a gap in knowledge as to whether fair use would cover these types of activities. In European Law, although there are exceptions such as those in Directive 2001/29, it is not at all clear whether this will be sufficient to cover these activities, or whether the authorization of the rights owner will be necessary. If the latter is true and judging by the wave of lawsuits that have followed against companies and institutions that have made generative AI tools publicly available, it is possible that licensing negotiation may take a central role in the AI industry, with the negative consequences that this may bring for the advancement of science and for the public domain. This paper examines The diary from the border: Ventimiglia, an auto‐ethnographic comic based on intensive fieldwork in the Italian border city of Ventimiglia from September to December 2018. The primary objective of my empirical research was to explore the socio‐spatial effects of France's reintroduction of border controls in the area since 2015, mainly targeting irregular mobilities within the European Union (EU). This study presents the auto‐ethnographic comic by delving into two crucial aspects. Firstly, it illuminates the rationale behind utilising an auto‐ethnographic comic as a research output, shedding light on the creative process involved in its conception. Secondly, it explores its composite narrative plot, encompassing three key elements: 'me' (the researcher's personal experiences extending beyond the fieldwork), 'me in Ventimiglia' (the researcher's encounters during the fieldwork), and 'Ventimiglia itself' (the French‐Italian border regime). By fostering a trans‐disciplinary dialogue encompassing migration issues, comics and life course theory, this paper enriches the geographical debate in three significant ways. It recognises the profound impact of the researcher's life events in shaping both research experiences and outcomes within and beyond the fieldwork. Additionally, it underscores the importance of auto‐ethnographic comics in challenging dominant narratives and visually portraying the multifaceted experiences of migration. Lastly, it contributes to the ongoing discussion on visual methods within geography and advocates for using comics as a compelling tool to disseminate research findings, fostering empathy and a comprehensive understanding of migration experiences. Why is it so difficult to find the right people to work in aviation security jobs and retain them, especially post-COVID-19? And how can we make these jobs attractive (again)? While this paper focuses on security screeners, most of the points can be extrapolated to aviation security staff, and airport staff in general. This paper takes the view that most of the reasons why we are facing staff shortages in airports were already present before the pandemic but were accelerated and amplified by it, with an additional worsening factor due to the unexpectedly quick and steep restart in passenger flights. It discusses the 'old' mindset and the fact that it cannot continue to prevail and should be replaced by a more positive, quality-oriented, human-centric one. To substantiate these opinions, the paper uses the findings of a European Union (EU)-funded project on skills and labour shortages intelligence (the INTEL project1) led by the Private Security Social Partners, illustrated by three business cases and various sources of information on best practice in attracting the younger generation. This paper examines the relationship between the defence spending of European NATO members and their exposure to asylum seekers. While research shows that threat perceptions and domestic politics partly determine the defence spending of a state, the effect of migration has so far not been studied. This is remarkable because migration is increasingly framed as a security threat, also by NATO and European Union member states. Using a panel analysis, this paper explores the relationship between the defence spending of 23 European NATO members and the number of asylum seekers they register each year between 2000 and 2020. Results show a positive and significant relationship between the number of asylum seekers registered in a country and its overall military expenditure relative to GDP, equipment spending, and infrastructure spending. These findings shed new light on the origins of defence spending in collective security alliances, at a time when transatlantic burden sharing is at the centre of societal and academic debates. This paper investigates whether renewable energy influences economic growth and happiness. Using panel data from 25 European Union countries for the period 2012–2022, this study employs a panel model for estimation with fixed and random effects, and robust HAC standard errors. According to the research results, in general, the growing share of renewable energy in the energy mix has a positive impact on economic growth and the happiness of citizens. However, detailed research has shown that this effect depends on the type of energy; a significant positive impact was recorded only in solar share energy, wind share energy and economic growth. However, almost all types of renewable energy were included, i.e., biofuel, hydro, solar and other renewable share energy, and all had a significantly positive impact on the level of happiness. The exception was wind share energy, which showed a significant negative impact. The research findings of this paper provide empirical support for promoting renewable energy, which is positive both for economies and the happiness of citizens. The equality of the European Union (EU) Member States is one of the principles that the European Union is based on. However, in terms of the economy, culture and infl uence, a hierarchy of EU Members States is evident. The European post-socialist or Central and East European (CEE) countries are often perceived as being at the lower end of the scale or on the 'periphery' of the EU. The aim of this paper is to gain insights into the specifi cities of the CEE countries' legal scientifi c communication and the visibility of legal scholars' work within the EU. Bibliometric analysis results show that scientifi c productivity has been signifi cantly contributed to by papers published in domestic journals indexed in Scopus, with a share of 70%, and that the largest contributions are from Croatian, Romanian, Slovenian and Hungarian law journals. The Baltic States and EU candidate countries, representing nine out of 15 CEE countries, did not have their law journals indexed by Scopus in the period 1996-2013, which infl uenced their potential accessibility and visibility. The remaining 30% of papers were scattered over 112 international law journals, predominantly from the EU15 countries. On the other hand, the research shows that the recognition of papers measured in terms of the average number of citations speaks in favour of publication in international journals, with 2.9 citations per paper compared to 1.2 in domestic journals. It also shows that the citation of a paper is infl uenced by the language of the text and whether the paper has more than one author. Thus, although the vast majority of papers are published in domestic journals, the ones published in international journals are distinctly more visible in the academic community. In order to accomplish the integration of CEE countries into EU academic legal communication, the visibility of CEE countries' legal scholars' work is crucial. According to the analysis of this research, to achieve visibility, CEE countries' legal scholars should publish more in a lingua franca, which nowadays means English. The other possible way is to enhance the visibility and strengthen the position of scientifi c journals published in CEE countries by accepting professional journal standards. The EU has set the ambitious target of raising the share of EU energy consumption produced from renewable resources to 32% by 2030, with a target of climate neutrality by 2050. The aim of this paper is to assess the role of biomass usage in the context of these targets. The paper identifies the progress made between 2013 and 2022 by focusing on a selection of EU countries. The largest bioenergy increments of 130, 77, and 60 PJ were reported for Poland, Sweden, and the Netherlands. This study evaluates the crucial role of co-generation and heat in EU regions, with biomass usage between 55 and 80% of the combined heat and power (CHP) energy in Nordic countries. The future perspectives for bioenergy based on EU policies, biomass resources, and technical issues were addressed. The EU possesses around 9% of the global biomass supply, ensuring a certain level of biomass resource dependence. Thus, the biomass usage demand in energy production, non-energy sectors, and transport is expected to rise, leading to increments of 13–76% on biomass imports. It appears that bioenergy development is mostly limited by economic issues and uneven support for bioenergy in different EU countries as well as environmental issues. The study shows a promising and sustainable potential of bioenergy in the EU as a renewable energy source while minimizing negative impacts on the environment and the economy. By 2050, liquid biofuels are likely to be increasingly used in the transport sector. Non-energy sector usage of biomass is still in an early stage of development, except for the pulp and paper industry, and significant use of biomass in non-energy sectors seems unlikely in the near future. Whereas these are most obviously related to health and safety, this paper focuses on the fact that support for hydrogen is increasingly contingent upon the method of its production and specifically upon the level of greenhouse gas emissions involved. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union's (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. Corruption represents one of the most widespread phenomena worldwide, which has devastating effects on state institutions and society. As such, this phenomenon represents a real challenge to deal with it. This paper explores the importance of anti-corruption efforts of Republic of North Macedonia as a prerequisite for EU integration and the challenges this country faces in this process. The purpose of this paper is to analyze the recent events in the judicial and the political scene which greatly affect the country's efforts in the fight against corruption. In this study, a mix of qualitative and quantitative methods are used. In the quantitative phase, data will be collected from various sources, including official reports and surveys Additionally, a legal analysis is conducted to evaluate the effectiveness of anticorruption measures enacted by the legislator. Several political and academic arenas have been turning their focus to the seas. In the EU, the need to govern and plan sustainable uses of the seas has primarily been expressed through the implementation of the Marine Strategy Framework Directive (MSFD) and Maritime Spatial Planning Directive (MSPD). This paper analyses the different sea worlds as well as conceptualizations of the sea, expressed by recreationists on one hand, who experience the sea in terms of connections and as unbounded and alive, and the marine management documents on the other, where the sea is portrayed as a passive utility in need of organization. It argues that using particular frameworks, the process of sea governance provides grounds for cognitive inequality. The paper contributes to ontological politics by empirically portraying how the 'protected sea' mingles with sea realities, such as 'free seas', and '(un)safe seas', whereas the latter two are underrepresented in the policy documents. The lack of explainability of Artificial Intelligence (AI) is one of the first obstacles that the industry and regulators must overcome to mitigate the risks associated with the technology. The need for 'eXplainable AI' (XAI) is evident in fields where accountability, ethics and fairness are critical, such as healthcare, credit scoring, policing and the criminal justice system. At the EU level, the notion of explainability is one of the fundamental principles that underpin the AI Act, though the exact XAI techniques and requirements are still to be determined and tested in practice. This paper explores various approaches and techniques that promise to advance XAI, as well as the challenges of implementing the principle of explainability in AI governance and policies. Platform power poses a number of challenges for competition authorities. One concern is that big tech companies may harm competition through the acquisition of emerging companies with a high competitive potential. Such acquisitions may escape ex ante merger control if they do not reach the turnover threshold for mandatory notification. The Commission sought to bridge this enforcement gap with its Article 22 guidance and the Digital Markets Act. This paper evaluates the steps taken by the Commission to increase scrutiny of such mergers. Building on this discussion, the paper examines the AG opinion in Towercast and analyses the residual gap-closing function of Article 102 TFEU. The aim of this paper is to bring the new developments surrounding digital merger control together and assess whether they represent an adequate response to the challenges posed by the digital economy. The identification of migrants and the creation of data identities lies at the core of datafied forms of migration and border control. In recent years, Frontex has made identification to one of its key tasks and conducted so-called screenings in many EU member states. Yet only little is known about the screening materials in use. Based on an ethnographic inquiry of Frontex' data practices, this paper analyses Frontex booklets, dossiers, questionnaires, images, and forms and studies how they structure the situation of identification. Making use of research in science and technology studies and recent research on suspicion and credibility assessment, it argues that those materials not only compile information but work as socio-material devices of suspicion that render migrants into fraudsters and translate peoples' actions, stories, and performances into accounts of truthfulness or deceit. As devices, they frame cases, script interactions, code statements, create stigmata of belonging, and produce purified accounts, and thus enact multiple forms of suspicion. The paper concludes with a critical reflection about the credibility of those materials and speculates about how devices could be designed otherwise. [ABSTRACT FROM AUTHOR]
