Archives are not straightforward repositories of history. Instead, they authorize which stories are remembered. In this article we apply the insights of cultural geographers and other influential scholars of archives to analyze the political dimensions of archiving activist histories. A small group of antiprison activists produced a personal archive during the 1990s and 2000s documenting brutality behind bars and efforts to dismantle solitary confinement in California prisons. After being deemed too dangerous to be opened to the public by university archivists, and without a permanent home, the papers were at risk of being lost to history. By presenting our work building this archive, we analyze the limitations of institutional libraries and the vital role played by individuals and independent institutions willing to preserve dangerous papers, and we show how preserving histories of state violence and opposition can become a deeply personal and risky endeavor. My Turn is software used to manage several Covid-19 mass vaccination campaigns in California. The objective of this article is to describe the use of My Turn at two points of dispensing in California and comment on process improvements to reduce manual tasks of six identified processes of vaccination–registration, scheduling, administration, documentation, follow-up, and digital vaccine record–and paper. We reviewed publicly available documents of My Turn and patients vaccinated at George R. Moscone Convention Center in San Francisco and Oakland Coliseum Community Vaccination Clinic. For publicly available documents of My Turn, we examined videos of My Turn on YouTube, and documentation from EZIZ, the website for the California Vaccines for Children Program. For patients, we examined publicly available vaccination record cards on Instagram and Google. At the George R. Moscone Convention Center, 329,608 vaccines doses were given. At the Oakland Coliseum Community Vaccination Clinic, more than 500,000 vaccine doses were administered. The migration literature contends that, unlike other immigrants, refugees resettled in the US benefit from a federal program of integration. These claims do not consider the barriers that may complicate the implementation of resettlement policy. Based on 16 months of ethnographic fieldwork at a refugee resettlement agency in California, I argue that the organizational structure of the US Resettlement Program shapes how caseworkers provide resettlement services on a daily basis. The financial insecurity of Resettlement Agencies coupled with high stakes government oversight creates an organizational culture of vulnerability where caseworkers rely on discretion as they put resettlement policy into practice. Caseworkers develop coping mechanisms to get by as they simultaneously attend to the demands of their funders and their refugee clients. Given these structural constraints and limited resources, caseworkers instrumentalize paperwork as a discretionary tool. When files and documents are privileged over the quality and extent of resettlement services, caseworkers creatively utilize paperwork to separate policy from practice in order to protect themselves and appease their refugee clients. This policy of integration instead becomes a practice of paper integration , which problematizes prior theories and assumptions about US refugee resettlement. This practice of paper integration ultimately affects the services that arriving refugees receive and the degree to which they benefit from this ostensible program of integration. The aim of this work was to fill the gap in California pest management by evaluating coverage and spatial uniformity of spray rig designs used in California strawberry production. Coverage can be improved up to 30% if the important design parameters are identified, which would reduce pests. Field evaluations were conducted in beds with 4 canopy lines in Santa Maria, CA on 162 cm beds and in Oxnard, CA on 172 cm beds as well as in beds with 2 canopy lines in Watsonville, CA on 122 cm beds and 132 cm beds. Water-sensitive paper cards placed adaxial and abaxial, both horizontally and vertically on plant canopies located near the middle and edge of the bed were used as the evaluation criteria. Data were analyzed by regression. Results from spray evaluations (n = 21) included recording the nozzle used, manifold height, number of nozzles per bed, volume sprayed, nozzle pressure, and tractor speed, as well as determining the percent coverage from 1,568 water-sensitive spray cards. Increasing nozzle pressure can potentially increase coverage by 9.18%. Positioning the nozzle closer to the canopy level can also significantly increase coverage. [ABSTRACT FROM AUTHOR]

In 2004, California became the first state to require that employers provide paid family leave (PFL) to their employees. This paper examines the effect of California's PFL law on time spent caregiving to parents and to grandchildren by older adults aged 50–79. To identify the effect of the law, the paper uses the 1998–2016 waves of the Health and Retirement Study and a difference-in-differences approach comparing outcomes in California to other states before and after the implementation of the law. Results suggest that the law induced a switch in caregiving behavior with older adults spending less time caring for grandchildren and more time helping parents. Focusing on women, results further suggest that PFL affected older adults both through their own leave-taking and through reallocations of their caregiving time in response to leave-taking by new parents. The findings motivate thinking more broadly when calculating the costs and benefits of PFL policies; to the extent that California's PFL law enabled older adults to provide more care for their parents they otherwise would not have received, such an outcome represents an indirect benefit of the policy. Hydraulic jacking is a serious threat to concrete spillway chutes, demonstrated by the catastrophic spillway chute failure at California's Oroville Dam in 2017. To improve the understanding of uplift pressure and joint flow developed at open, offset joints and enable design and evaluation of anchors, drain systems, and joint remediations that could help prevent such failures, laboratory tests were performed in a supercritical flume furnished with a model joint where the gap width to offset height ratio was varied over a 725∶1 range. The tests included measurement of boundary layer velocity profiles approaching the joint. Uplift pressures were normalized to the velocity head near the boundary, which is related to the depth-wise velocity profile exponents determined in the experiments and can be estimated for field applications from the chute friction factor. The normalized uplift varies with the joint aspect ratio and the flow depth to offset height ratio. The new relations reduce the uncertainty of modeled uplift pressures by a factor of 2.87 over previous methods. Example applications demonstrate practical upper limits for potential uplift pressure. Subsequent articles will address discharge into offset joints, the dissipation of uplift via drainage, and the effect of different methods for remediating existing offsets to reduce uplift. Practical Applications: Concrete spillway chutes develop cracks and must necessarily be constructed with joints, both of which are prone to displacement over time that may create offsets into the flow. Flow striking such offsets is brought suddenly to rest, similar to a pedestrian tripping on a sidewalk crack. The local stoppage of flow at the offset creates dangerously high pressures that can be injected into the foundation, leading to erosion beneath the slab and potential uplift failure, often called 'hydraulic jacking'. This mechanism has caused several notable failures including the Oroville Dam spillway in 2017. Protection against such failures is usually provided by a combination of the weight (thickness) of the slab itself, anchors that hold the slab down, and subsurface drains that reduce the buildup of pressure. This paper provides experimentally based equations for predicting uplift pressure to enable effective design of new spillways and evaluation of existing spillways. The new equations are significantly more accurate than previous methods because they account for the roughness of the chute surface and the reduced flow velocity near the boundary. Earthquake nowcasting has been proposed as a means of tracking the change in large earthquake potential in a seismically active area. The method was developed using observable seismic data, in which probabilities of future large earthquakes can be computed using Receiver Operating Characteristic methods. Furthermore, analysis of the Shannon information content of the earthquake catalogs has been used to show that there is information contained in the catalogs, and that it can vary in time. So an important question remains, where does the information originate? In this paper, we examine this question using stochastic simulations of earthquake catalogs. Our catalog simulations are computed using an Earthquake Rescaled Aftershock Seismicity ("ERAS") stochastic model. This model is similar in many ways to other stochastic seismicity simulations, but has the advantage that the model has only 2 free parameters to be set, one for the aftershock (Omori‐Utsu) time decay, and one for the aftershock spatial migration away from the epicenter. Generating a simulation catalog and fitting the two parameters to the observed catalog such as California takes only a few minutes of wall clock time. While clustering can arise from random, Poisson statistics, we show that significant information in the simulation catalogs arises from the "non‐Poisson" power‐law aftershock clustering, implying that the practice of de‐clustering observed catalogs may remove information that would otherwise be useful in forecasting and nowcasting. We also show that the nowcasting method provides similar results with the ERAS model as it does with observed seismicity. In this paper, we analyze the importance of the space‐time clustering that is often observed in earthquake seismicity. We find that the clustering is the origin of information that makes the earthquake nowcasting methods possible. We also find that a common practice of "aftershock de‐clustering", often used in the analysis of these catalogs, removes information about future large earthquakes. This paper explores how the Taiwanese-Chinese religious movement Yiguandao ("Way of Pervading Unity") creates a community of non-Chinese followers by utilizing Daoism-related beliefs and practices. Drawing on ethnographic data from fieldwork conducted in California in early 2018, published Yiguandao materials, and internet resources, the paper argues that Yiguandao activists specifically invest their messages in Daoist symbols, beliefs, and practices to reach out to non-Chinese sympathizers of "Asian philosophies" and eventually to establish a global and cross-cultural community of Dao followers. By discussing a case study from Los Angeles, the paper seeks to understand the patterns of Yiguandao activists' engagement with Daoism and how their efforts blend into establishing a global Daoist field. Finally, it thereby invites us to rethink the often haphazardly drawn boundaries—both by practitioners and scholars—between Daoism and other religious phenomena, including New Age, spirituality, and Chinese popular sects. Abstract  In temperate climates, female paper wasps typically initiate new colonies in the spring. Several nest-founding tactics have been documented in Polistes species, including solitary nest initiation, joining a cooperative association, usurping an existing nest, or adopting an abandoned nest. Occasionally, exceptionally large groups of females have also been found reusing nests from the previous season. Here we report this phenomenon in introduced populations of the Eurasian species Polistes dominulus. We describe in detail the demographic and genetic characteristics of one such spring colony from Los Angeles, California, USA, which was collected with 84 associated adults and all stages of developing brood in its 613 cells. Genetic and morphological data indicate the presence of multiple reproductively active females of varying relatedness, as well as many nonbreeding females, including probable early-produced offspring. Despite some evidence of chaotic social conditions, the colony appeared to have been highly productive. Additional observations of similar colonies are needed to determine how control is maintained within such a large breeding aggregation. [ABSTRACT FROM AUTHOR]

Purpose This paper compares and contrasts the implementation of pharmacist-led services for 3 different sexual and gender minority populations across California, Mississippi, and Florida. Summary Implementation of pharmacist-led services tailored to sexual and gender minorities may be a potential mechanism to address health disparities in these populations. Clinical pharmacists have the potential to provide care with cultural humility and improve health outcomes by optimizing medication regimens, reducing adverse drug events, enhancing medication acquisition, and improving medication adherence. Conclusion The services provided by clinical pharmacists varied across sites and included management of gender-affirming hormone therapy, HIV antiretroviral medication adherence programming, primary care and chronic disease state management, and involvement in care related to mental health, psychiatry, and substance use as well as sexual health. Various legislative and regulatory barriers and differences in scope of practice for pharmacists were also identified. INTRODUCTION: Patients are being encouraged to complete forms electronically using patient portals rather than on paper, but willingness of older adults to make this transition is uncertain. METHODS: The authors analyzed data for 4105 Kaiser Permanente Northern California 2020 Member Health Survey respondents aged 65-85 years who answered a question about willingness to complete online forms and questionnaires using a patient portal. Data weighted to the Kaiser Permanente Northern California membership were used to estimate percentages of older adults willing to complete patient portal forms and questionnaires. Chi-square tests and log-Poisson regression models that included sociodemographic, internet use, and patient portal variables were used to identify factors predictive of willingness. RESULTS: Overall, 59.6% of older adults were willing to complete patient portal forms, 17.6% were not willing, and 22.8% were not sure. Adults aged 75-85 (49.5%) vs 65-74 years (64.8%) and Black (51.9%) and Latino (46.5%) vs White (62.8%) adults were less likely to indicate willingness. In addition to racial and ethnic differences and younger age, higher educational attainment, use of the internet alone (vs internet use with help or not at all), having an internet-enabled computer or tablet, and having sent at least 1 message through the patient portal increased likelihood of being willing. CONCLUSIONS: Health care teams should assess older adults' capabilities and comfort related to completion of patient portal-based forms and support those willing to make the digital transition. Purpose: In an effort to address persistent inequities in maternal and infant health, policymakers and advocates have pushed to expand access to doula care. Several states, including California, now cover doula services through Medicaid. As coverage expands, research on the impact of doula care will likely increase. To develop best practices for research, it is critical to engage community doulas, clients, and other key stakeholders. Description: Our overarching goal was to build capacity for future doula- and client-centered research on community doula care. First, we established a Steering Committee with members from seven relevant stakeholder groups: community doulas, former or potential doula clients, clinicians, payers, advocates, researchers, and public health professionals. Second, we conducted a needs assessment to identify and understand stakeholders' needs and values for research on community doula care. Findings from the needs assessment informed our third step, conducting a research prioritization to develop a shared research agenda related to community doula care with the Steering Committee. We adapted the Research Prioritization by Affected Communities protocol to guide this process, which resulted in a final list of 21 priority research questions. Lastly, we offered a training to increase capacity among community doulas to engage in research on community doula care. Assessment: Our findings provide direction for those interested in conducting research on doula care, as well as policymakers and funders. Conclusion: The findings of our stakeholder-engaged process provide a roadmap that will lead to equity-oriented research centering clients, doulas, and their communities. Although widely acknowledged as an important social determinant of health, until recently researchers and policymakers have primarily approached housing insecurity as an urban issue, obscuring the visibility of its impacts in rural contexts, including the ways in which housing insecurity intersects with other health and structural inequities facing rural populations. Working to address this gap in the existing literature, this paper explores the experiences of housing insecurity in a rural context by reporting on an analysis of 210 in-depth interviews with 153 adults between the ages of 18–35, living in California's rural North State, a relatively overlooked far northern region of the state comprised of 12 north central and north eastern counties. Using in-depth qualitative interview data, we conducted an exploratory pattern-level analysis of participants' narratives structured by four dimensions of housing insecurity defined in the literature (housing affordability, housing stability, housing conditions, and neighborhood context). Drawing attention to the pervasiveness of rural housing insecurity within our sample, this analysis highlights the unique ways in which rurality creates distinct experiences not currently captured in the existing literature. Further research is needed across different types of rural communities to better understand the various ways that housing insecurity affects the everyday lives and health of rural residents. By grounding research within the experiences of rural residents, we are better able to respond to the crisis of rural housing insecurity and develop solutions that are tailored to rural residents' unique needs. BACKGROUND: Following the removal of lead from gasoline, paint and pipes were thought to be the main sources of lead exposure in the United States. However, consumer products, such as certain spices, ceramic and metal cookware, traditional health remedies, and cultural powders, are increasingly recognized as important sources of lead exposure across the United States. OBJECTIVE: This paper reviews data from four US jurisdictions that conduct in-home investigations for children with elevated blood lead levels (BLLs) to examine the prevalence of lead exposures associated with consumer products, in comparison with housing-related sources. METHODS: Authors reviewed investigation data (2010–2021) provided by California, Oregon, New York City, and King County, Washington, and compared the extent of lead exposures associated with housing-related vs. consumer products–related sources. DISCUSSION: The proportion of investigations identifying consumer products–related sources of lead exposure varied by jurisdiction (range: 15%– 38%). A review of US CDC and US FDA alerts and New York City data indicates that these types of lead-containing products are often sourced internationally, with many hand carried into the United States during travel. Based on surveillance data, we believe that US immigrant and refugee communities are at an increased risk for lead exposures associated with these products. To engage health authorities, there is a need for evidentiary data. We recommend implementing a national product surveillance database systematically tracking data on consumer products tested by childhood lead poisoning prevention programs. The data repository should be centralized and accessible to all global stakeholders, including researchers and governmental and nongovernmental agencies, who can use these data to inform investigations. Effectively identifying and addressing the availability of lead-containing consumer products at their source can focus resources on primary prevention, reducing lead exposures for users abroad and in the United States. This paper examines whether U.S./Mexico border residence in California is related to the prevalence of DSM-5 alcohol use disorder (AUD) among Whites and Hispanics. Household survey data were obtained from 1,209 adults (59.7% female) 18 to 39 years of age resident in four counties in California: Imperial on the U.S./Mexico border; and Kern, Tulare, and Madera in California's Central Valley. Households were selected using a list assisted sample, with data collected on the phone or online. Results show that AUD rates were not different between border and non-border location and between Whites and Hispanics. AUD was negatively associated with higher income ($20,000 to $60,000: AOR=.38; 95%CI=.17–.86; p<.01—more than $60,000: AOR=.27; 95%CI:.09–.81; p<.01) and poor risk perception (AOR=.86; 95%CI=.78–.94; p<.01). AUD was positively associated with continued volume of drinking (AOR = 1.05; 95%CI = 1.01–1.09; p<.01), drinking in Mexico (AOR = 4.28; 95%CI = 1.61–11.36; p<.01), marijuana use (AOR = 4.11; 95%CI = 1.73–9.77; p<.01), and impulsivity (AOR = 1.55; 95%CI = 1.23–1.94). Efforts to prevent AUD in the population in California, and especially among those who live close to the border with Mexico, should take into consideration factors such as impulsivity, marijuana use, border crossing to drink in Mexico, all of which increased risk of AUD. This paper evaluates the performance of a multirotor uncrewed aircraft and AirCore system (UAAS) for measuring vertical profiles of wind velocity (speed and direction) and the mole fractions of methane (CH 4) and carbon dioxide (CO 2) , and it presents a use case that combines UAAS measurements and dispersion modeling to quantify CH 4 emissions from a dairy farm. To evaluate the atmospheric sensing performance of the UAAS, four field deployments were performed at three locations in the San Joaquin Valley of California where CH 4 hotspots were observed downwind of dairy farms. A comparison of the observations collected on board the UAAS and an 11 m meteorological tower show that the UAAS can measure wind velocity trends with a root mean squared error varying between 0.4 and 1.1 m s -1 when the wind magnitude is less than 3.5 m s -1. Findings from UAAS flight deployments and a calibration experiment also show that the UAAS can reliably resolve temporal variations in the mole fractions of CH 4 and CO 2 occurring over periods of 10 s or longer. Results from the UAAS and dispersion modeling use case further demonstrate that UAASs have great potential as low-cost tools for detecting and quantifying CH 4 emissions in near real time. Motivated by debates about California's net migration loss, we employ valued exponential-family random graph models to analyze the inter-county migration flow network in the United States. We introduce a protocol that visualizes the complex effects of potential underlying mechanisms and perform in silico knockout experiments to quantify their contribution to the California Exodus. We find that racial dynamics contribute to the California Exodus, urbanization ameliorates it, and political climate and housing costs have little impact. Moreover, the severity of the California Exodus depends on how one measures it, and California is not the state with the most substantial population loss. We propose a new approach capable of measuring local seismic anisotropy from 6C (three‐component translation and three‐component rotation) amplitude observations of ambient seismic noise data. Our recent theory demonstrates that the amplitude ratio of 6C cross‐correlation functions (CCFs) enables retrieving the local phase velocity. This differs from conventional velocity extraction methods based on the travel time. Its local sensitivity kernel beneath the 6C seismometer allows us to study anisotropy from azimuth‐dependent CCFs, avoiding path effects. Such point measurements have great potential in planetary exploration, ocean bottom observations, or volcanology. We apply this approach to a small seismic array at Pin˜ $\widetilde{n}$on Flat Observatory (PFO) in southern California, array‐deriving retrieves rotational ground motions from microseismic noise data. The stress‐induced anisotropy is well resolved and compatible with other tomography results, providing constraints on the origin of depth‐dependent seismic anisotropy. Plain Language Summary: In contrast to the well‐known translational displacement of seismic waves, rotation measures the angle of rotation of a point in a medium as it deforms. Traditionally, the travel time of cross‐correlation functions of translational displacement of ambient seismic noise and its corresponding propagation distance is used to calculate the velocity of the subsurface medium. However, our recent theory shows that the amplitude ratio of translational displacement and rotation allows us to reveal the local velocity of the medium beneath the receiver from ambient seismic noise data and to study anisotropy from earthquake events. For evaluating the resistance performance of cement-stabilized soils in cold regions, the variation of the strength of the cemented sand–gravel (CSG) mixture concerning the hydration process should be explored. This paper aims to study the effect of freeze–thaw (F–T) cycles on the strength and microstructure of a CSG mixture with 10% cement that is subjected to 12 cycles of freezing at a temperature of −23°C for 24 h and then melted at room temperature of 24°C for the next 24 h. The uniaxial compressive strength (UCS), California bearing ratio (CBR), and weight volume loss of the samples were measured after individual F–T cycles. Furthermore, the change in the microstructure of the CSG mixture in various F–T cycles was explored. The results showed a considerable reduction in the UCS up to Cycle 3, then a slight increase for Cycles 3–6, and finally a gradual decrease for further cycles. However, the CBR and weight loss slightly fluctuated up to Cycle 6, and then gradually decreased for subsequent cycles. The majority of compounds of hydrated cement were damaged in the first three cycles. In the following cycles, between Cycles 3 and 6, the portlandite compound was dissolved and recrystallized within the microvoids. Depending on the environmental conditions, carbonation may be generated from the hydrated cement fraction, which fills the microvoids and improves the strength and structure of the mixture. During further cycles after the sixth cycle, the mechanical action of the ice lenses coupled with the disintegration of the hydrate compounds imposed many new microvoids and cracks with considerable length and width, which intensified the strength reduction of the moisture and weakened the adhesion between grains. Since cement is widely used in pavement and dam engineering for stabilizing soils, the durability of cemented soils is of prime concern. This study may help improve the durability and resistance of cemented soils in cold climates. The F–T action not only influences the macrostructure of cement-stabilized soils by imposing a wide crack and ice lens but also induces a considerable change in the complexes existing in the hydrated cement paste of the mixture. Three patterns govern the change of the mixture microstructure in various F–T cycles that correspond to the observed trend in strength. The mentioned trend for the microstructure change and, consequently, the strength variation of the CSG mixture are associated with many factors such as pH, cement content, CO2 content, moisture content within the mixture, and relative humidity within the environment. This paper analyzes the perspectives of college students toward food insecurity and basic needs campus resources. We draw from interviews with 49 students at one university in California's Inland Empire conducted in 2019. We found that regardless of personal experience with food insecurity, participants were generally reluctant to access resources or disclose their experiences with the campus community. We propose that this food insecurity stigma operates individually, interactionally, and structurally. We also discuss it as a by-product of neoliberal discourses about students "abusing" the system and needing to pull themselves up by the bootstraps. A response from university stakeholders has been to normalize food insecurity and visibilize resource use. While an important strategy to counteract the impact of food insecurity, we argue that normalization has limits in regard to addressing the root causes of food insecurity. A large literature documents that there are significant academic and non-academic differences between the youngest and oldest students in a school cohort. This paper investigates if being the youngest in a cohort has any impact on an individual's propensity to commit crime by utilizing a data set that contains over 4 million arrest records spanning a 20-year period in California. While I find no persistent effect on the probability of arrest, the youngest students in a cohort have a higher risk of arrest for certain offenses at age 14, corresponding to the age when they would transition to high school. Strandings have been extensively documented for large mammals, however, a comprehensive survey focusing on batoids is currently lacking. To address this knowledge gap, we conducted a review of available stranding data sourced from iNaturalist, news websites, and published papers. A total of 3.148 reports encompassing 189 batoid species were recovered, revealing the vulnerability of both oceanic and coastal species to strandings. Nevertheless, limited data on life stage, sex, animal condition, and fate hinder a comprehensive understanding of this phenomenon. Putative causes were identified only for a small percentage (6%) of the reports, namely pollution, abrupt environmental alterations, predation, pathologies, and fishing activities. The earliest reported stranding dates back to 1989, with an increase in reports observed since 2019. iNaturalist accounted for the majority (75%) of records, emphasizing its significance as a platform for reporting and monitoring batoid strandings. These strandings were reported in 51 countries, with the coastal areas of California, United States, particularly notable. Among the identified species, Rhinoptera bonasus exhibited the highest number of strandings, with 392 recorded individuals. Alarmingly, more than half of the reports involved threatened species, underscoring the need for increased attention to batoid strandings. To address these issues, we propose the establishment of stranding monitoring networks and the development of a freely accessible global database. In addition, the training of volunteer citizen scientists, the development of rescue and rehabilitation protocols, and manuals of good fishing practices aimed at commercial and recreational fisheries are also recommended. Alternative project delivery methods that support collaboration are gaining significant attention in the public sector in the U.S., with increasing examples of owners that transform their traditional delivery methods into ones that reflect relational contracting principles. These approaches are new and despite their proven benefits, their widespread is hindered by the novelty and unfamiliarity nature. The aim of this paper was to contribute to bridge this gap. The key elements associated with relational principles were drawn from the literature and discussed in the light of an empirical case in California. This successful case study provides evidence that these elements can work, even with the limitations commonly observed in the public sector. The paper discusses observed best practices and reveals some practical insights from a project team that was implementing relational elements in the public sector for the first time. The findings of this study will hopefully contribute to the widespread of these practices, and inspire academics and practitioners to initiate or continue their journey towards more collaborative project delivery methods in the construction industry. Water reuse with Advanced Water Treatment (AWT) is increasingly appealing for urban areas seeking water supply reliability. In cities facing water scarcity, how can large-scale reuse support reliability and how do reuse operations affect water quality, energy use, and water conservation? This paper presents a systems analysis of metropolitan-scale water reuse and its effects on water supply and quality. For the case study of Los Angeles County, California, USA, hydroeconomic modeling is used to evaluate reuse as a contributor to water supply given urban water conservation, drought-induced water scarcity, and costs and benefits for supply and demand. Results indicate that AWT can be a viable source of supply especially when coupled with conservation. Across modeled scenarios, reuse provides as much as 30% of regional supplies. New water reuse with AWT becomes viable when imported water availability is 50% or less of historic values. Existing indirect potable reuse operations in the county remain important. Systemwide energy intensity of operations increases with greater reuse in the absence of water conservation. Modeled influent flow rates to wastewater treatment plants resemble historical values, but extreme flow events could pose risks. In October, 2004, the University of California Libraries entered into a two-year contract with JSTOR (Journal Storage) to establish from its journal runs across all UC campuses a paper repository of approximately fourteen million pages (350+ titles). This "dim archive"- accessible to only UC and JSTOR-would benefit JSTOR by making available a reliable and complete print back file, and UC through cost and space savings from no longer having to maintain several copies of low-use volumes. Since January, 2005, the task of establishing system wide support and collaboration, planning and realizing the actual operation itself, and developing strict but realistic guidelines for finding the best UC copy and then validating it (page by page) has been enormous. This article traces the progress of the project thus far, now approximately three-quarters complete, from the original motivations of UCL (University of California Libraries) and JSTOR, to the preparations by the facility housing the repository (the Southern Regional Library Facility), to the planning and re-planning of the project designer/manager. Objective Healthcare and mortality costs of secondhand smoke (SHS) exposure at home among nonsmokers in California were estimated for the year 2009. Methods Costs were estimated with an epidemiological model using California SHS home exposure rates and published relative risks. Healthcare costs included nine conditions, and mortality was estimated for four perinatal and three adult conditions. Three mortality-related measures were estimated: deaths, years of potential life lost (YPLL) and the value of lost productivity. Results SHS-attributable healthcare costs totalled over $241 million. The most costly conditions for children and adolescents were attention deficit hyperactivity disorder ($7.8 million) and middle ear disease ($5.6 million). For adults, the most costly conditions were ischaemic heart disease (IHD) ($130.0 million) and asthma ($67.4 million). Deaths of 821 Californians were attributable to SHS exposure in the home, including 27 infants whose mothers smoked while pregnant and 700 adults who died from IHD. These deaths represented a loss of over 13 000 YPLL and $119 million in lost productivity. Conclusions The economic impact of SHS exposure in the home totalled $360 million in California in 2009. Objectives Exposure of adults to secondhand smoke (SHS) has immediate adverse effects on the cardiovascular system and causes coronary heart disease. The current study evaluated brief self-report screening measures for accurately identifying adult cardiology patients with clinically significant levels of SHS exposure in need of intervention. Design and setting A cross-sectional study conducted in a university-affiliated cardiology clinic and cardiology inpatient service. Patients Participants were 118 non-smoking patients (59% male, mean age=63.6 years, SD=16.8) seeking cardiology services. Main outcome measures Serum cotinine levels and self-reported SHS exposure in the past 24 h and 7 days on 13 adult secondhand exposure to smoke (ASHES) items. Results A single item assessment of SHS exposure in one’s own home in the past 7 days was significantly correlated with serum cotinine levels (r=0.41, p<0.001) with sensitivity ≥75%, specificity >85% and correct classification rates >85% at cotinine cut-off points of >0.215 and >0.80 ng/mL. The item outperformed multiitem scales, an assessment of home smoking rules, and SHS exposure assessed in other residential areas, automobiles and public settings. The sample was less accurate at self-reporting lower levels of SHS exposure (cotinine 0.05-0.215 ng/mL). Conclusions The single item ASHES-7d Home screener is brief, assesses recent SHS exposure over a week's time, and yielded the optimal balance of sensitivity and specificity. The current findings support use of the ASHES- 7d Home screener to detect SHS exposure and can be easily incorporated into assessment of other major vital signs in cardiology. [ABSTRACT FROM AUTHOR]

Policy responses to the challenges associated with environmental change, including more frequent and severe climatic events, have interlinked environmental and social impacts. Less attention has been afforded to the latter, and specifically to the question of not just whether but how such responses create or entrench inequality. This paper examines policy responses to drought events in California, United States, and the Western Cape Province, South Africa, in terms of their effects on inequality, revealed in relationships to water access networks. We use concepts of water justice and hydraulic citizenship to evaluate how and why these policy responses reproduced water injustices in the two settings. We focus particularly on two mechanisms linking responses to widened inequalities: values‐reinforcement and strategic communication. Using interviews, policy documents, and media reports, we employ process tracing methods to illustrate these mechanisms through which drought policy impacts hydraulic citizenship experiences, manifesting water injustice. We contribute to emerging examinations of environmental policy responses and maladaptation by demonstrating how concepts of hydraulic citizenship and an emphasis on mechanisms can help us better understand and identify experiences of water injustice. Aim: As climate change increases the frequency and severity of droughts in many regions, conservation during drought is becoming a major challenge for ecologists. Droughts are multidimensional climate events whose impacts may be moderated by changes in temperature, water availability or food availability, or some combination of these. Simultaneously, other stressors such as extensive anthropogenic landscape modification may synergize with drought. Useful observational models for guiding conservation decision‐making during drought require multidimensional, dynamic representations to disentangle possible drought impacts, and consequently, they will require large, highly resolved data sets. In this paper, we develop a two‐stage predictive framework for assessing how drought impacts vary with species, habitats and climate pathways. Location: Central Valley, California, USA. Methods: We used a two‐stage counterfactual analysis combining predictive linear mixed models and N‐mixture models to characterize the multidimensional impacts of drought on 66 bird species. We analysed counts from the eBird participatory science data set between 2010 and 2019 and produced species‐ and habitat‐specific estimates of the impact of drought on relative abundance. Results: We found that while fewer than a quarter (16/66) of species experienced abundance declines during drought, nearly half of all species (27/66) changed their habitat associations during drought. Among species that shifted their habitat associations, the use of natural habitats declined during drought while use of developed habitat and perennial agricultural habitat increased. Main Conclusions: Our findings suggest that birds take advantage of agricultural and developed land with artificial irrigation and heat‐buffering microhabitat structure, such as in orchards or parks, to buffer drought impacts. Soil bulk density (BD) is important for measuring changes in soil chemical, physical, and biological properties; however, the measurement is tedious to collect and requires specialized equipment. Database measurements for soil surface BD do not always correspond to present field conditions as field management can alter BD in time. Saturation percentage (SP) is a routine lab measurement. The objectives of this study are to (1) understand if a relationship between BD and SP can be developed and (2) build a model that predicts BD based on a routine low‐cost lab analysis. We collected 83 soil samples from different experimental sites around California's Central Valley. At each site, BD, SP, soil organic matter (OM), and soil total organic carbon were measured. A set of models were generated and compared based on their Akaike information criterion (AIC) and adjusted R2. The best two models are presented in this paper, and their accuracy and precision in estimating BD were further compared by calculating the root mean square error (RMSE) and the R2 of the predicted versus values measured in the field. We determined that a strong relationship between BD and SP exists (R2 = 0.70) and that a cubic model that includes SP and OM resulted in the best model to predict BD in California soils. Inclusion of additional data may further strengthen this model or make it applicable for other grower regions. Background: This paper describes the protocols for a randomized controlled trial using a parallel-group trial design that includes an intervention designed to address social isolation and loneliness among people experiencing homelessness known as Miracle Friends and an intervention that combines Miracles Friends with an economic poverty-reduction intervention known as Miracle Money. Miracle Friends pairs an unhoused person with a volunteer "phone buddy." Miracle Money provides guaranteed basic income of $750 per month for 1 year to Miracle Friends participants. The study will examine whether either intervention reduces social isolation or homelessness compared to a waitlist control group. Methods: Unhoused individuals who expressed interest in the Miracle Friends program were randomized to either receive the intervention or be placed on a waitlist for Miracle Friends. Among those randomized to receive the Miracle Friends intervention, randomization also determined whether they would be offered Miracle Money. The possibility of receiving basic income was only disclosed to study participants if they were randomly selected and participated in the Miracle Friends program. All study participants, regardless of assignment, were surveyed every 3 months for 15 months. Results: Of 760 unhoused individuals enrolled in the study, 256 were randomized to receive Miracle Friends, 267 were randomized to receive Miracle Money, and 237 were randomized to the waitlist control group. In the two intervention groups, 360 of 523 unhoused individuals were initially matched to a phone buddy. Of the 191 study participants in the Miracle Money group who had been initially matched to a volunteer phone buddy, 103 were deemed to be participating in the program and began receiving monthly income. Discussion: This randomized controlled trial will determine whether innovative interventions involving volunteer phone support and basic income reduce social isolation and improve housing outcomes for people experiencing homelessness. Although we enrolled unhoused individuals who initially expressed interest in the Miracle Friends program, the study team could not reach approximately 30% of individuals referred to the study. This may reflect the general lack of stability in the lives of people who are unhoused or limitations in the appeal of such a program to some portion of the unhoused population. The increase in both the frequency and magnitude of natural disasters, coupled with recent advancements in artificial intelligence, has introduced prospects for investigating the potential of new technologies to facilitate disaster response processes. Preliminary Damage Assessment (PDA), a labor-intensive procedure necessitating manual examination of residential structures to ascertain post-disaster damage severity, stands to significantly benefit from the integration of computer vision-based classification algorithms, promising efficiency gains and heightened accuracy. Our paper proposes a Vision Transformer (ViT)-based model for classifying damage severity, achieving an accuracy rate of 95%. Notably, our model, trained on a repository of over 18,000 ground-level images of homes with damage severity annotated by damage assessment professionals during the 2020–2022 California wildfires, represents a novel application of ViT technology within this domain. Furthermore, we have open sourced this dataset—the first of its kind and scale—to be used by the research community. Additionally, we have developed a publicly accessible web application prototype built on this classification algorithm, which we have demonstrated to disaster management practitioners and received feedback on. Hence, our contribution to the literature encompasses the provision of a novel imagery dataset, an applied framework from field professionals, and a damage severity classification model with high accuracy. This paper presents the findings of a large‐scale experimental study that focus on assessing structural behavior of reinforced concrete (RC) cantilever slabs with carbon/epoxy fiber‐reinforced polymer (CFRP) composite strips using a near‐surface‐mounted (NSM) approach. The NSM/CFRP system evaluated in this study was implemented in strengthening the shoulders of the Slide Canyon Bridge in California, USA. The experimental phase is divided into two main parts: (i) determining the design parameters for NSM, including the bondline strength through pull‐out tests, and (ii) conducting a practical evaluation of the bending behavior of original and retrofitted RC cantilever slabs, each with varying NSM reinforcement and three different development lengths. Results of this study indicated that the use of NSM‐CFRP has a considerable benefit in that it significantly improves ductility and changes the failure mode of the unstrengthened RC slab from the typical brittle shear‐based failure mode to a more ductile flexural‐based failure mode. The large‐scale slab specimens' performances, which had different development lengths, showed little variance, except for the slab specimen with a development length of 457.0 mm that exhibited an appreciable flexural stiffness as compared to other specimens evaluated in this study. In order to simulate the serviceability and ultimate behavior of the RC slab specimens, linear and nonlinear finite element analyses were performed. I employ an elasticity‐based method to invert a geodetically derived surface velocity field in the western US using for present‐day surface strain rate fields with uncertainties. The method uses distributed body forces in a thin elastic sheet and allows for discontinuities in velocity across creeping faults using the solution for dislocations in a thin elastic plate. I compare the strain rate fields with previously published stress orientations and moment rates from geological slip rate data and previous geodetic studies. Geologic and geodetic moment rates are calculated using slip rate and off‐fault strain rates from the 2023 US National Seismic Hazard Model (NSHM) deformation models. I find that computed total geodetic moment rates are higher than NSHM summed moment rates on faults for all regions of the western US except the highest deforming rate regions including the Western Transverse Ranges and the northern and southern San Andreas Fault (SAF) system in California. Computed geodetic moment rates are comparable to the moment rates derived from the geodetically based NSHM deformation models in all regions. I find systematic differences in orientations of maximum horizontal shortening rate and maximum horizontal compressive stress in the Pacific Northwest region and along much of the SAF system. In the Pacific Northwest, the maximum horizontal stress orientations are rotated counterclockwise 40–90° relative to the maximum horizontal strain rate directions. Along the SAF system, the maximum horizontal stresses are rotated systematically 25–40° clockwise (closer to fault normal) relative to the strain rates. Plain Language Summary: Geodetic measurements of surface velocities can be converted to strain rate which is a measure of the distortion rate of the crust. Strain rate is an important quantity for earthquake studies because it can be related to the rate of elastic stored energy (called moment) available for future earthquakes. In this paper I employ a new method to invert the surface velocity field in the western US for present‐day surface strain rates. I convert the strain rates to crustal moment rates and compare this with moment release rates computed from previous estimates of fault slip rates from geology as well as with model moment rates from the 2023 US National Seismic Hazard Model (NSHM). I find that computed total geodetic moment rates are higher than NSHM model moment rates on faults for many regions of the western US. I also find systematic differences in present‐day strain rates and total stress in the crust indicating that the total stress in the crust is not simply the accrual of present‐day deformation. Morro manzanita Arctostaphyos morroensis (Ericaceae) is a long-lived, shrub endemic to San Luis Obispo County, southern California, USA. It was listed as threatened under the U.S. Endangered Species Act in 1994, with identified threats being residential and urban development, including lack of protection on private land and lack of management on public lands, competition with invasive non-native plants, and risks of extinction associated with small and isolated populations. Our goal in this paper is to summarize and supplement the current knowledge of Morro manzanita. We review the literature on the species' description, reproductive ecology, germination cues, short-term response to fire. and distribution. We conducted field surveys to report on long-term response to fire, resampling the previously studied prescribed burn site 25 yr post-fire. Finally, we summarize the current land management of sites that support Morro manzanita and threats faced by this species. We conclude with specific recommendations for management and future study towards supporting conservation of this species and its maritime chaparral community. [ABSTRACT FROM AUTHOR]

For persons serving life-without-parole (LWOP) sentences in California, a commutation usually offers them the sole glimpse of hope for release from prison. While governors were reluctant to consider any sentence reductions from 1975 to 2016, commutations—including those for LWOP—have become a more frequent occurrence since. Yet, little is still known about how governors have justified reducing a sentence that initially offered no prospect of release from prison. Given the apparent change in practice, themes emerging from the content of 177 gubernatorial commutation summaries granted to persons serving LWOP sentences between 2017 and 2021 are analyzed in this paper. Through open coding, rehabilitative indicators (programming and institutional conduct) emerged as necessary preconditions for a commutation, while retributive factors (a reassessment of the nature of the crime and the prerogative to adjust excessive prison sentences or to correct sentencing errors) complemented sentence reductions. The findings expose the ethical issues that arise from an LWOP sentence and the subsequent commutation. More specifically, they shed light on the commitment offenses underlying commuted LWOP sentences and raise questions regarding the penal objectives that are supposed to be accomplished with permanent imprisonment. Rationale: COVID‐19 has fundamentally changed the practice of Emergency Medicine (EM). Care delivery on the front lines has historically depended upon ostensibly reliable input‐output models for staffing, supplies, policies, and therapies. Challenged by the complexity of healthcare during the pandemic, the fallibility of these reductionist models was quickly revealed. Providers and systems quickly had to reconceptualize their dependence on the wider, complex system in which healthcare operates and find adaptive solutions to rapid changes. Aims/Method: This papers seeks to review and describe how Systems Thinking and Complexity Theory (ST/CT)—concepts, principles, and tools that can be used to understand and impact our constantly evolving health system—can be applied to better understand and enact change in complex settings such as during COVID‐19. Some of these ST/CT are described through the real world example of the Alameda Health System Vaccine Taskforce. Results: ST/CT concepts such as Unintended Consequences, Interrelationships, Emergent Behavior, Feedback Loops, and Path Dependence can help EM providers and planners understand the context in which their system operates. Key principles such as Collaboration, Iterative Learning, and Transformational Leadership can help these actors respond to current and future challenges. The integration of these concepts and principles into the Learning Health System offers a model for tying these key concepts and principles together into an adaptive, cross‐sectoral organizational approach. Conclusion: By integrating ST/CT into the practice of EM, we can not only improve our ability to care for patients but also our capacity to understand and strengthen our wider systems of care. An acute difficulty in wine-ratings-related research, and in calculating consensus among judges, is that each rating is one observation drawn from a latent probability distribution that is wine- and judge-specific. One observation is almost no data at all. Minimizing a weighted sum of cross entropies has been proposed as a method of estimating the shape of the latent distribution using one observation. That method was tested on 30 blind triplicate wine ratings. This article replicates that test, presents results of tests at hypothetical boundary conditions, and then presents test results for a set of 30 blind triplicate ratings published by Cicchetti [(2014, August). Blind tasting of South African wines: A tale of two methodologies (AAWE Working Paper No. 164, 15 pages)] and a set of 1599 blind triplicate ratings from the California State Fair. In California, wildfires caused by electrical infrastructure have left the state's investor-owned power utilities with major and growing liabilities. But even in such an incendiary environment, the financial industry has demonstrated that it can profit from disaster. This paper uses the 2019-2020 bankruptcy of Pacific Gas & Electric to explain how. In it, I show how "risk" in California's electricity industry is legally constituted, mediated, and allocated. First, I explain how financial perceptions of wildfire risk in California's electricity industry are shaped by the state's legal and regulatory environment, and how the law is used to manage this risk. I then turn to PG&E's bankruptcy to show how litigation functions as a financial strategy. In court, risk is endogenous to legal-financial practice. I develop the concepts of "legal arbitrage" and "leverage" to explain how law mediates the relationship between risk and finance. I adapt the concept of legal arbitrage to show how financial assets (like those in a utility with unprecedented wildfire liabilities) can possess both legal and market value, which can and often do diverge in circumstances of distress. I use the term leverage to refer to a particular kind of legal-financial power which enables actors to transfer risk away from themselves and onto others. In working through these concepts, I argue that that mainstream perceptions of risk in the financial industry are inadequate, especially in an era of increasing climate insecurity. This paper presents a comprehensive study of using xanthan gum (XG), sodium alginate (SA) and gelatin (G) to stabilise collapsible soil. Modified Proctor, one-dimensional collapse, unconsolidated-undrained triaxial and California bearing ratio (CBR) tests were conducted to estimate the engineering characteristics of the untreated and treated soil. Additionally, x-ray diffraction (XRD) and scanning electron microscopy (SEM) tests were utilised to demonstrate the changes in the microstructure of the treated samples. It was found that biopolymers decreased the maximum dry density and increased the optimum water content. The results also indicated that a 4% content of XG, SA and G significantly reduced the collapse index by 96, 95 and 82%, respectively. Shear tests showed that biopolymers slightly reduced the internal friction angle and significantly increased the cohesion intercept, which led to shear strength improvement. The results also indicated that 4% XG-treated, 4% SA-treated and 4% G-treated samples exhibited higher shear strengths by 145, 106 and 73%, respectively, than the untreated samples under the same conditions. The findings also indicated that when the soil was mixed with a 4% concentration of XG, SA and G, the unsoaked CBR value increased by about 185, 157 and 141%, respectively. [ABSTRACT FROM AUTHOR]

This paper examines the shifting fortunes of the Diablo Canyon Nuclear Power Plant in California to better understand how asset owners are dealing with an increasingly-significant problem in changing energy landscapes: the devaluation of large fixed capital assets. In 2016, Pacific Gas and Electric Company announced a Joint Proposal to retire the Diablo Canyon plant by 2025, the result of a negotiated compromise with labor unions, environmental and community groups. Heralded by many commentators as a model for "just transitions" in the energy sector, this agreement has lately been called into question as new subsidies and political coalitions have emerged to support for the plant's continued operation. This paper investigates the political and economic conditions for the Joint Proposal as an example of "negotiated devaluation," aiming to understand why and how this strategy took shape, and what lessons it offers for other transition processes. Linking literatures on just transitions and devaluation in the energy sector, we show how negotiated devaluation may offer an emerging strategy for owners of energy assets to manage decline in a changing energy landscape. The case also demonstrates the political contingency of these coalitions and the transitions they subtend, and the limited dimensions of justice that might be affirmed in them. The deployment of hydrogen refueling stations is vital to the development of fuel cell vehicles. Past studies on the hydrogen refueling stations didn't consider congestion on paths and assumed all flows are on the shortest paths of OD pairs, which is not consistent with travelers' route choice behavior. In this paper, we study flow refueling location allocation based on the user-equilibrium (UE) status, which is consistent with travelers' route choice behavior. We present a flow-capturing location allocation (FCLA) model on UE conditions. We also presented an equilibrium algorithm avoiding cannibalization to solve the model. Based on the transportation network of Anaheim city in California in the US, we compared the results of applying a non-equilibrium method to the FCLA model and applying the equilibrium method to the FCLA model on UE conditions. The results of the two algorithms and models are different. The equilibrium model and algorithm can capture more flow and has a higher flow-capturing ratio. What's more, the equilibrium model and algorithm can fully capture the expected flow in practice since the real transportation network is basically in UE status. Tracing the story of beaver restoration across California, this paper investigates the emerging discourse of 'working with nature' through the lens of animal work and labour, exploring possibilities for, multispecies collaboration. At the intersection of animal geographies, environmental anthropology, and geographies of conservation, this paper finds three concurrent modes of working with beaver: beaver as labourer, beaver as coworker, and beaver as community. Beaver as labourer emerges as a mode where beavers go from material resource to low‐wage labourer, their liveliness predicated on their ability to be working for humans. Beaver as coworker transitions beavers from labourers to workers, respected for their skills as ecosystem engineers to be working with. Beaver as community emerges as a mode in which beavers and humans live with each other as kin, amidst wider multispecies assemblages. This mode sets the foundation to theorise the concept of multispecies collaboration, a term often used in the literature without definition. This paper explores the concept through theories of animal work and labour, challenging the premise of work altogether, while situating multispecies collaboration as an in‐between, a both/and space of working and living with 'nature'. This paper serves as an reflection on the ways in which humans 'work with nature', in a time where various nonhumans are being made to be 'workers'. It presents and analyses these relations, ruminates on implications for governance of these multispecies spaces, and develops the concept of multispecies collaboration as a critical consideration for Nature‐based Solutions. Restoration ecology is a deepening and diversifying field with current research incorporating multiple disciplines and infusing long-standing ideas with fresh perspectives. We present a list of 10 recent pivotal papers exemplifying new directions in ecological restoration that were selected by students in a cross-disciplinary graduate seminar at the University of California, Berkeley. We highlight research that applies ecological theory to improve restoration practice in the context of global change (e.g. climate modeling, evaluation of novel ecosystems) and discuss remaining knowledge gaps. We also discuss papers that recognize the social context of restoration and the coupled nature of social and ecological systems, ranging from the incorporation of cultural values and Traditional Ecological Knowledge into restoration, to the consideration of the broader impacts of markets on restoration practices. In addition, we include perspectives that focus on improving communication between social and natural scientists as well as between scientists and practitioners, developing effective ecological monitoring, and applying more integrated, whole-landscape approaches to restoration. We conclude with insights on recurrent themes in the papers regarding planning restoration in human-modified landscapes, application of ecological theory, improvements to restoration practice, and the social contexts of restoration. We share lessons from our cross-disciplinary endeavor, and invite further discussion on the future directions of restoration ecology through contributions to our seminar blog site .
