In resource-dependent regions, the meaning of high-quality economic development has yet to be clarified by published research, despite substantial scholarly interest in the topic. With the help of the economic development index developed by the Chinese government, this paper accurately measures high-quality economic development in 30 provinces in China and investigates how resource dependence and government governance capability affect regional high-quality economic development. Research has found that resource industry dependence has a significant inhibitory effect on high-quality economic development. Additionally, the analysis of the mechanisms revealed that resource industry dependence reduces high-quality economic development through a series of effects including crowding out innovation, weakening coordination, lagging green development, hindering global openness, and sharing in weakening. Further research has revealed that government governance capacity weakens the impact of resource industry dependence on high-quality economic development. A detailed analysis of three subsystem indicators of government governance capacity, namely policy planning, capability commitment, and performance assessment, indicates that they all have a weakening effect. To this end, the paper proposes policy recommendations, including increasing innovation inputs, advancing industrial restructuring, promoting green development, enhancing marketization levels, and constructing a diversified employment system. The sustainability of dry regions has become a key issue for global development. Their natural and cultural landscapes are facing threats resulting from ongoing global changes. This paper presents an overview of geomorphological, climatic-environmental, and archaeological studies in the hyper-arid eastern Tarim Basin (Lop Nur), northwest China, a world-renowned crossroad for early east-west communications, to provide a scientific foundation for sustaining its nature-culture heritage. The late Quaternary landscape changes in the Lop Nur region are characterised by cycles between oases and yardang deserts, shaping the extensive aeolian landform. Archaeological evidence suggests humans' adaptation and resilience to today what are viewed as inhospitable environments since the late Pleistocene by exploiting the diverse range of oasis resources, movement, and encouraging adjacent populations to diversify their subsistence base. Settlement- and regional-scale deterioration of available water resources, affected by environmental and climatic dynamics, caused the eventual abandonment. Periodic occupation and abandonment in the Lop Nur region accompanying oasis-desert/yardang environment cycles provide important lessons for present-day policymakers to contextualise the relationship between human communities and fragile ecosystems. The open-air sites in the Lop Nur region represent the best-preserved oasis-desert civilisation, suffering cultural history losses. We propose the urgent necessity to establish a transdisciplinary database, construct a master chronological framework of settlement, and integrate the culture-nature heritage within the network of the Silk Roads. The scientific management of river networks is also critical for protecting those riverine cultural relics. Electric vehicles (EVs) are widely recognized as low-carbon transportation that adopts green and clean technology with contributing to mitigating global climate change. However, it appears that the practice in using EVs has not gained widespread popularity despite the promotion of various incentives with the presence of various restricting factors and challenges. In conducting this study in the context of China, we hypothesize that restricting factors have varying impacts on promoting EVs in China, where the adoption of EVs is of great potential. This paper identifies these restricting factors by applying AHP-FCE integrated approach, and these factors are classified into five dimensions, namely, technical, infrastructural, economic, governance and social. The results indicate that the top five restricting factors are security issues, limited driving range, long charging time, improper distribution of charging stations and lack of sharing between charging piles respectively. Challenges to social, economic, and environmental sustainability are global in scale, yet sustainable development policies must be implemented locally. There has been a tendency for sustainable urbanism projects to engage in the conspicuous sustainability of spatially bounded and highly visible sustainability achievements, rather than spatially expansive, long-term achievements. China's complex system of multilevel governance encourages policy experimentation, but it is also frequently productive of entrepreneurial urbanism and intercity competition. This paper analyses spatial planning documents concerning Hengqin (Zhuhai Municipality, Guangdong Province), an island adjacent to Macao SAR, to show how the ambitions for a new-build district's contributions to sustainable development have become more spatially expansive and ambitious over time. This has occurred alongside changes in project leadership (from city, to provincial, to central government leadership) as well as a deepening awareness of the Greater Bay Area as a region for crossborder policymaking. In the domain of global socio-economic dynamics, the pivotal role of food production (FP) cannot be overstated. It constitutes the bedrock of fundamental human necessities while being inexorably linked with critical aspects such as economic expansion, societal equilibrium, and geopolitical interplays. The multifaceted nature of FP appears through its direct impact on macroeconomic indicators and its latent influence on international relations and policy-making. This critical nexus underscores the imperative for a comprehensive understanding and strategic management of food production processes to sustain and enhance global socio-economic stability and growth. Investigating the nexus between green finance (GF) and FP is pivotal for ensuring national security and promoting sustainable economic development. This research thus paper examines GF's impact on FP in China as outlined in the 2017 green finance policies. It employs the difference-in-differences (DID) method and analyzes a balanced panel dataset comprising 282 cities in China from 2009 to 2020. The results show that GF has an inhibitory effect on FP, and this remains valid after a range of reliability checks, including parallel trend assessments and placebo tests. Further findings of transmission mechanism analysis indicate that non-agricultural factors and financial exclusion are critical for GF's inhibitory effect on FP. Heterogeneity analyses show that GF's inhibitory effect on FP is more pronounced in the main food-producing areas, the main food-marketing areas, and cities with better infrastructure. Carbon lock-in has become a major obstacle to green development in all countries, and carbon unlocking (CUL) is of great significance in accelerating the process of carbon neutrality worldwide. Based on the panel data of 292 prefecture-level cities in China from 2006 to 2020, this paper constructs a PSM-DID model based on machine learning to empirically test the impact of LCCP policy on urban CUL. The regression result shows that the low carbon city pilot (LCCP) policy significantly increases the level of CUL by 1.25 % in the pilot cities, which is still valid after range of robustness tests, and the mechanism analysis shows that green innovation and green habits are important ways for the policy to affect CUL. Based on the generalized random forest (GRF) algorithm, we further find that the policy can increase the CUL level by 0.6 %, and the average treatment effect (ATE) of the sample is concentrated between 0.004 and 0.006, which exhibits obvious heterogeneity. This paper chooses population quality, openness level and industrial structure as heterogeneous factors, which are finally found to have a U-shaped or inverted U-shaped relationship with ATE. Environmental protection and sustainable development are now profoundly ingrained in the public consciousness in the modern era of the global green revolution. First, this paper uses an evolutionary game model to theoretically analyse the impact of environmental regulation and green finance on enterprises by dissecting the game behaviour between local governments, banks and enterprises. Then, we incorporate entrepreneurial spirit into the model to determine whether entrepreneurial spirit accelerates the achievement of green sustainability objectives. Environmental regulation and green finance are found to contribute substantially to the innovation of green technologies by local enterprises, while entrepreneurial spirit accelerates this process. Finally, we empirically test the findings based on a prefecture-level panel dataset from 2007 to 2020. We find that green finance has a positive impact in Central and Western cities of China, while Eastern cities are in greater need for government environmental regulation controls. For entrepreneurial spirit, the incentive effect of entrepreneurial spirit on the level of green technology innovation is more significant in Central and Western regions of China. • Long-term evolution trend of wind and waves in China's offshore was investigated. • A novel approach was proposed to evaluate wind-wave joint exploitation potential. • Joint utilization guarantee rate of wind and waves in China's offshore was 67 %–87 %. • AO, AMO and Niño 3.4 affected WS and H s from high to low latitudes, respectively. • Impact of ENSO on WS and H s in SCS could reach 3.92 m/s and 1.15 m, respectively. Assessing wind and waves resources and analyzing their evolution are crucial for the exploitation of wind and wave energy. This paper utilized ERA5 reanalysis data to investigate the distribution characteristics, long-term evolution, and influencing factors of wind speed (WS) and significant wave height (H s) in China's offshore regions. It showed that over the past 60 years, the Bohai Sea experienced a significant downward trend in WS (−0.632 cm/s/yr) and H s (−0.135 cm/yr). The Yellow Sea exhibited a downward trend in WS, but no change trend was observed in H s (p > 0.05). The H s in the East China Sea (ECS) and South China Sea (SCS) showed upward trends, increasing by 0.191 cm/yr and 0.262 cm/yr, respectively. The concept of energy utilization guarantee rate (EUGR) was introduced to evaluate the complementarity and synergy between wind and wave resources. The ECS and SCS were found to possess ample wind resources, with an EUGR of approximately 80 %. The combined EUGR of wind and wave energy in the Bohai Sea, Yellow Sea, ECS, and SCS amounted to 67.41 %, 72.29 %, 86.86 %, and 84.10 %, respectively. The southeastern coastal waters of China exhibited significant complementary and synergistic effects between wind and waves, making them suitable for the joint utilization of wind and wave energy. The distribution and evolution of wind and waves in China's offshore varied due to diverse climate conditions prevailing in different regions. From high to low latitudes, the Bohai Sea was mainly controlled by AO, while the Yellow Sea was jointly affected by AO and AMO; The ECS and SCS were mainly affected by AMO and Niño 3.4, respectively. During El Niño/La Niña years, the SCS exhibited a decrease/increase in WS and H s , with a lag of ∼3 months in response to ENSO. This study delves into the nexus between the efficiency of carbon emission allocation and the efficiency of green development within the context of innovative city construction. Leveraging data from 283 prefecture-level cities and corresponding provincial-level panel data spanning the period from 2005 to 2019 in mainland China, the research employs the zero-sum gain DEA model to compute provincial carbon emission allocation efficiency and allocate allowances. Furthermore, it utilizes the all-factor non-radial directional distance function and the SBM-DEA model to gauge the green development efficiency of prefecture-level cities. The double-difference method is applied to evaluate the impact of innovative city construction on regional green development efficiency. The results indicate that an imbalance between carbon emission allocation efficiency and emission quotas detrimentally affects urban green development. However, technological progress, factor accumulation, and the institutional environment associated with innovative city building mitigate this negative impact. Heterogeneity analysis reveals a differentiated effect of innovative city building on regional green development efficiency. While existing literature acknowledges the development of digital capabilities as essential for enterprises to achieve digital transformation, it falls short in offering comprehensive theoretical insights into the dynamic evolution of these capabilities, especially in the field of environmental and sustainability issues. This paper addresses this gap by employing an exploratory single-case study methodology to investigate the intricate process through which an ecological restoration enterprise in China updates its digital strategy, facilitating the dynamic evolution of its digital capabilities from a resource orchestration theory perspective. Our findings reveal a sequential evolution from digital strategy renewal to resource orchestration and, ultimately, the advancement of digital capabilities. Specifically, the enterprise engages in a co-adjustment and co-creation process, aligning its resources with a digital strategy refresh and fostering the emergence of digital integration and innovation capabilities through effective resource management. This includes the accumulation and divesting of resources as part of the construction process, alongside the enrichment and bundling of resources. This research bridges the gap in the current literature by providing a nuanced understanding of the mechanisms that drive the evolution of digital capabilities, and it offers a theoretical framework that integrates strategic renewal with resource orchestration for environmental and socio-economic sustainable development. This paper examines the spread of green building development in China by analyzing the implementation of the LEED certification system across 31 provinces from 2006 to 2022. To investigate spatial differences, spatial-temporal evolution, and spatial spillovers of green building development in China, we employed various statistical methods, including Standard Distance Ellipse, Dagum's Gini Coefficient, Kernel Density Estimation, Markov Chain Analysis, Moran's I Exponential Analysis, and Social Network Analysis. The findings reveal the formation of a green building cluster in a northeast-southwest orientation, at the core of the Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta regions. There is compelling evidence of substantial regional disparities in green building development, primarily driven by inter-regional differences, which has resulted in a significant gap between the eastern and non-eastern regions. This study identifies the presence of "club convergence" and the "Matthew effect" in China's green building landscape, where spatial factors play a crucial role. Furthermore, a distinct and stable spatial clustering is observed, indicating a complex and multi-faceted spatial association network that goes beyond geographical proximity and neighborhood effects. This network reveals diverse positions and roles for provinces and cities. The eastern provinces and cities are found to exert strong control and dominance while also playing a significant siphoning role. Green finance is a financial innovation that directs capital allocation towards green industries. How will this affect regional carbon emissions? Based on the data on green finance and carbon emissions of 30 provinces in China from 2008 to 2019, this paper employs a multivariate linear regression model and a spatial econometric model to empirically study the impact of green finance on carbon emissions. The results find that (1) green finance significantly reduces provincial carbon emissions, specifically through promoting a cleaner energy structure and an advanced industrial structure, as well as improving the quality of green innovation. (2) Heterogeneity exists between regions. In eastern regions and areas characterized by high levels of marketization and minimal fiscal pressure, the role of green finance in promoting provincial carbon emission reduction is more pronounced. (3) Spatial econometric analysis found that green finance has a significant spatial spillover effect on carbon reduction in adjacent regions. Specifically, the flow of green resources and green ideas between provinces facilitates the formation of regional radiation, while green competition generates a siphon effect on neighboring regions. Based on this, this paper uses the city-level data of prefecture-level cities in China from 2005 to 2020 to empirically test the impact of PFTZ establishment on GTIE. First, the Super-SBM model was applied to evaluate the GTIE across 281 Chinese cities. Then, taking the establishment of PFTZs as a quasi-natural experiment, the multi-stage differentially differential model is constructed to empirically assess PFTZ policy's impact on GTIE. The findings indicate that PFTZs can significantly enhance the GTIE. This improvement is facilitated through four pathways: the digital economy, the high-tech industries agglomeration, innovation agglomeration, and talent agglomeration. The results offer strategies for balancing external openness with environmental protection in developing countries and furnish empirical support for creating high-quality development frameworks. Taking Wutu village (WTV), a historical and cultural rural in the TGRA, as case study area, we also analyze the evolution, stage characteristics, and trends of housing-industry system (HIS) using theoretical analysis and empirical research from the perspective of spatio-temporal-development and complex adaptability system model. The findings reveal that: (1) In the traditional housing-industry separation stage(1978–1998), the development of villagers' self-organization and the positive and correct leadership of the village party branch are the dominant forces for the evolution of HIS in WTV. The adaptive behavior of the main body and the strength of the housing-industry effect are limited, and the evolution of the HIS is in the accumulation stage of quantitative change. (2) In the stage of cooperative transformation of housing-industry (1999–2018), the positive and correct leadership of the village party branch is the dominant force of the evolution of HIS in WTV, and the government's policy support is the main force of the evolution of HIS in WTV. (3) In the stage of modern housing-industry integration (2019 to present), the interaction of multiple subjects is the dominant force in the evolution of HIS in WTV. Multiple entities further adapt to various changes in the external environment, and the system structure and level have taken a qualitative leap. Overall, the evolution of HIS in WTV is a dynamic and continuous process. Based on the evolution stage and driving mechanism of HIS, it is necessary to improve the self-organization and adaptive response and ability of the complex adaptive system in WTV, adapt to the general law of system evolution, and effectively regulate the transformation and upgrading of HIS in WTV. Carbon trading market is a central policy tool for promoting cleaner enterprises' energy consumption and investment behaviors. It is crucial for enterprises to establish a green and low-carbon development model by clarifying carbon trading impact mechanism on enterprise behaviors and the interactive relationship between entities in the carbon market. China's contract-based carbon market is still in the development stage, the impact of the mainstream allowance mechanism and government regulation on enterprises' energy behaviors has yet to be determined. In view of this, this paper describes mathematical mechanisms of the influence of carbon prices and carbon quotas on enterprises' energy consumption and investment, and the evolutionary game model of government-enterprise behaviors is constructed, the evolution process and appropriate strategies of enterprises' energy behaviors in the development of the carbon market are discussed. This paper uses real data of China carbon market to simulate the model, it is found that strategies such as relaxation of carbon quotas and carbon subsidies dynamization are needed during the initial development of the market. In the mature stage of the carbon market, strategies are needed to increase the proportion of government carbon revenue and reduce its regulatory cost. The higher the initial willingness of government-enterprise, the better the effect of strategies and the constraints of public willingness. In recent years, sustainable digital economy development goals have received increasing attention because of the serious influence environment with the development of the rapid economy. Meanwhile, Multiple Criteria Decision-Making (MCDM) methods are efficient ways to measure sustainable developments, which can controls environmental pollution and protects sustainability improvement. However, assessment results are unconvincing by using the common MCDM methods because various areas that caused pollution conditions are inconsistent. Therefore, the purpose of this paper is to design an interpretable MCDM method with uncertain weights for various areas evaluation. In particular, MCDM can be used to evaluate environmental sustainability development efficiently, and deep neural networks can supply credible weights to MCDM. Interpretability is used to understand key factors in the decision-making process. Referring to the national policy and urgent areas from central areas in China, six areas are conducted to assess the sustainable digital economy problem, which could be interpreted as demonstrating the effectiveness and feasibility of the proposed approach. Both environmental regulation (ER) and different pollutants emission are characterized by differentiation, but the nonlinear relationship between different intensities of ER and different levels of pollutants emission has not yet been elaborated. This paper examines the nonlinear effects of ER at different intensities on PM 2.5 and CO 2 at different states with the help of cutting-edge Quantile on Quantile Approach (QQA), comprehensively reveals the inner law of ER to promote pollutants synergistic reduction. This study found that, both PM 2.5 and CO 2 show obvious regional differences but are not polarized. ER can effectively help reduce PM 2.5 and CO 2 in average, and this reduction effect is more obvious for central-western cities. The effects of different intensities of ER on different states of PM 2.5 and CO 2 have obvious nonlinear spillover characteristics. The impact of ER on PM 2.5 shows wave-like changes. Increasing ER intensity has a stronger inhibitory effect on PM 2.5 of high scale, but when PM 2.5 is relatively low, moderate ER is needed to match it, and excessive intensity of ER will be detrimental to reduce PM 2.5. The negative impact of ER on CO 2 fluctuates relatively stable. ER at high quantiles have more obvious reduction effect on CO 2 of high levels, but excessive intensity of ER is not conducive to reduce CO 2. Achieve the synergistic reduction of PM 2.5 and CO 2 should not only consider the differences in ER between regions, but also to combine the scale differences of pollution and carbon emission. This study examined the relationship between government environmental governance (GEG) and regional green development. The findings suggest that GEG boosts green innovation by promoting the "innovation compensation effect" while inhibiting regional green development due to increased environmental costs, supported by the "compliance cost effect". The relationship between GEG and regional green development is moderated by economic development and environmental pollution in an inverted U-shaped pattern. When economic development and environmental pollution are at lesser levels, the positive effect of GEG amplifies as economic growth and environmental pollution ascend. However, if economic growth and environmental pollution continue to escalate, the positive impact of GEG will lose its strength. In low-carbon pilot cities, GEG negatively affects regional green development, whereas the opposite effect is seen in non-pilot cities. Regardless, there is an inverted U-shaped moderating impact of economic development or environmental pollution in both low-carbon pilot and non-pilot cities, yet the inflection point varies across regions. The coordination of economic development and ecological conservation has emerged as a global trend for sustainable development. This paper utilizes the "Broadband China" policy as a quasi-natural experiment, employing panel data from 279 prefecture-level cities spanning from 2006 to 2019. By constructing a spatial difference-in-differences (SDID) model, it examines the impact of digital infrastructure (DI) on industrial ecology (IE). The study finds that DI enhances both local and neighboring IE, with a spatial attenuation boundary of 600 km for IE impacts on neighboring cities. DI primarily facilitates the transformation of IE by promoting green technology innovation and expediting factor mobility. Heterogeneity analysis conducted using a spatial difference-in-difference-in-differences (SDDD) model reveals that DI has a greater impact on IE in resource-based cities, highly marketized regions, small-scale cities, and eastern regions. As the path of industrial eco-efficiency (IEE) needs to be re-examined from a multi-dimensional perspective, this research opens the internal "black box" of China's industrial eco-economic system driven by sustainable development goals (SDGs) and decomposes IEE into industrial production and sustainable development stages. It further divides the industrial production stage into two parallel subsystems of water use efficiency (WUE) and energy efficiency (EE) and derives SDG6 efficiency (SDG 6 E) and SDG7 efficiency (SDG 7 E) in the sustainable development stage respectively. The paper proposes a meta two-stage parallel entropy dynamic DDF-DEA model to re-measure IEE of 30 provinces in China from 2015 to 2021, discusses the relationship between overall efficiency and stage efficiency, and by using the Tobit model explores various types of influencing factors by subregion. The results show that the modified DDF-DEA model can explore China's IEE more accurately under SDGs. China's IEE is more stable from 2015 to 2021, with the efficiency value always fluctuating between 0.59 and 0.64, the overall level is low, and there is more room for improvement. There are significant inter-provincial differences in IEE and efficiency inertia. In more than 75% of the provinces SDG 7 E constrains IEE improvement, while the dynamic evolution of IEE and its subsystem efficiency varies across regions. Environmental regulation is a common factor affecting IEE across the country and in the east, central, and west regions, whereas the level of economic development, openness to the outside world, and urbanization rate are differential factors affecting IEE across the country and in the three major regions. With the completion of the poverty alleviation task in China, the Chinese economy has made great breakthroughs. Meanwhile, the implementation of Chinese "dual carbon" goal has entered an important window period of both strategic opportunities and difficulties. The emission of carbon dioxide (CO2) leads to the greenhouse effect, which affects the sustainable development of society. Therefore, this paper proposes an improved analytic hierarchy process (AHP) with Slacks-based measure integrating data envelopment analysis (SBMDEA) (AHP-SBMDEA) based efficiency evaluation model for different provincial-level administrative regions in China, which is used to analyze and optimize the Chinese energy structure of different provincial-level administrative regions. With coal, gasoline, petroleum, fuel oil, diesel, crude oil and natural gas as inputs, the per capita Gross Domestic Product (GDP) as the desired output and the CO2 as the undesired output, after linear weighted calculation of the results of the AHP-SP model and the SBMDEA model, the energy efficiency evaluation model of different provincial administrative regions in China is established. The results show that there is a large difference in efficiency between Chinese northern and southern regions, and the overall efficiency of southern regions is higher than that of northern regions. In addition, it is easier to find out the optimal energy efficiency benchmark, which can provide suggestions and help to guide the energy consumption input structure improvement of other inefficient provincial-level administrative regions. Furthermore, the energy structure can also be adjusted through the redundant variable calculated by the SBMDEA model. For example, Sichuan Province can reduce the consumption of the coal, the gasoline, the diesel, the fuel oil, the crude oil and the natural gas by 5269.95 × 10000 tons (WT), 513.01 WT, 59.05 WT, 34.37 WT, 4,73.33 WT and 130.37 billion cubic meters (BCM), respectively. • We reconstructed a complex wetland with nature-based solutions. • This eco-economic system was driven by renewable emergy flows and high exergy. • The mulberry-related industry provided good economic benefits. • The stable equilibria of the eco-economic coupling mode represented a state of synergistic symbiosis. Nature-based solutions (NBS) are effective approaches for solving ecological and economic problems related to wetland reconstruction, while emergy and exergy are well suited for evaluating reconstructed eco-economic systems. In this paper, we executed a wetland reconstruction project involving a mulberry-fir woodland and dike-pond complex (MFWDPC) with NBS in the water-level fluctuation zone of the Three Gorges Reservoir (TGR), China. We evaluated the coupling mode of this eco-economic system by using emergy and exergy theories. After wetland reconstruction, the emergy density that entered the MFWDPC was 1.48E + 18 sej yr−1 hm−2, in which the naturally renewable flow accounted for 96.31 % of the emergy inflows, and the emergy sustainability index (ESI) for the eco-economic system was 708.88. The exergy and specific exergy were 2.41E + 14 j yr−1 and 2.08E + 08 j yr−1 kg−1, respectively, and the emergy/exergy ratio was 1.55E + 03 for the MFWDPC. In addition, mulberry trees with strong flooding tolerance provided good economic benefits due to the use of these plants in reconstructed eco-economic systems. Our study of NBS for wetland reconstruction helps in understanding the synergistic symbiosis between ecosystems and economic systems, thereby promoting the reconstruction of degraded wetlands in China and other regions. In response to the global call for biodiversity conservation and sustainable development, China plans to reform its protected areas (PAs) system. Despite positive progress, there are still challenges in defining PAs boundaries, allocating management authority, and securing sustainable funding. This paper reviews the current state and challenges of China's PAs management and advocates a paradigm shift towards comprehensive public governance. This shift aligns with the Ecological Conservation Redline (ECR) and integrates PAs into the National Territorial Spatial Planning, for a coordinated layout of Ecological-Productive-Living Spaces. The current study emphasizes the need for a refined assessment of PAs, including ecosystem services, to balance human development rights and environmental sustainability. It also advocates for multi-stakeholder consultation mechanisms to ensure broader social participation, particularly for indigenous peoples and local communities. The current investigation highlights the importance of valuing ecological products to harmonize environmental protection with community welfare. This study explores the impact of political uncertainty on sustainable urban development by examining carbon emission trading systems (ETS) in four major markets in China (Beijing, Shanghai, Guangdong, and Hubei) from 2014 to 2022. As an alternative to carbon taxes, carbon ETS markets have become increasingly popular due to their success in reducing greenhouse gas emissions. However, their effectiveness is often hindered by political instability and uncertainty. Utilising logistic regression and AR(1)-GARCH estimations, we identify a negative relationship between political uncertainty and carbon trading volume. Our study also reveals significant variations in the responses of these markets to political uncertainty. The paper contributes to the understanding of how ETS markets operate in a complex and constantly changing political environment. We suggest that policymakers need to consider the impact of political uncertainty on carbon trading when designing and implementing urban policies that promote sustainable development. This paper chooses 98 mining cities in China from 2007 to 2021 as research samples. It investigates the policy practice of green development in mining cities according to the point of view of policy combination. We establish a super-efficiency model considering undesirable output to measure the green development level of mining cities and further construct a dynamic panel model based on the Gaussian mixture model (GMM) to test the transmission mechanism and heterogeneous effect of different types of environmental regulation to promote the green development of mining cities. The findings demonstrate that environmental regulations about command control, market incentives, and public participation can all help mining cities develop more sustainably. Additionally, there is a nonlinear relationship of an inverted "U" shape between the degree of green development in mining cities and environmental regulations related to command control. Combining policies can encourage the green development of mining cities, but there are crowding-out and substitution effects when environmental regulations are combined with market forces. Environmental regulation promotes urban green development by improving the energy consumption structure of mining cities. In this process, the level of digital development positively regulates the impact of environmental regulation on urban green development. • Carbon emissions from energy consumption of 282 prefecture-level cities in China were calculated. • A new method for calculating carbon emission factors for electricity is proposed. • Extending the Atkinson Index to the application of Carbon Fairness. • Measured the inequality and fairness indicators of carbon emissions from energy consumption at the prefecture-level city level in China. This paper focuses on the conceptualization and quantification of carbon emission inequality and fairness from energy consumption. In order to more accurately measure the carbon emissions generated by electricity consumption in each city, we firstly propose a new method for calculating the carbon emission factor for electricity, and calculates the carbon emissions from energy consumption in 282 prefecture-level cities in China from 2003 to 2019. Through the application of the Theil-Kaya decomposition mechanism and the improved Atkinson index, we conducted an in-depth study of the carbon emission inequality and fairness indicators from energy consumption. The results show that (1) Although China's overall inequality has declined, it remains significant in the western region, with its inequality indicator fluctuating from 0.548 in 2003 to 0.683 in 2019.(2) The decomposition of the drivers of inequality indicators shows that the contribution of GDP per capita to inequality is increasingly being replaced by energy intensity and the energy carbon emission factor, with energy intensity emerging as the main driver, contributing more than 40% to inequality in 2019, both overall and in the three regions.(3) The results for the fairness indicator, on the other hand, show a certain degree of divergence. Further Dynamic Time Warping fitting analysis shows that regardless of how the public's sensitivity to carbon emissions varies, the change trends of the fairness and inequality indicators for carbon emissions in the eastern region show a high degree of convergence, even in the two most extreme cases. The fit is poorest in the western region, but improves significantly if public's sensitivity to carbon emissions increases. China's 'dual carbon' strategy is of strategic importance in leading global climate governance and promoting China's high-quality and green economic development. Cities are the centres of human activities. However, these are also places where high energy consumption and high carbon emissions are concentrated. This study selected data from 192 small and medium-sized cities in mainland China for the period 2000–2020. It classified these into seven categories using the K-means clustering method, calculated the decoupling status of different types of small and medium-sized cities based on the Tapio decoupling index, and analysed the relationship between carbon emissions and economic growth in various types of small and medium-sized cities based on the EKC curve theory. Finally, the backpropagation neural network (BPNN) model was used to classify and predict the time required to achieve carbon peaking for seven types of small and medium-sized cities. The following conclusions were drawn: (1) The development status of small and medium-sized cities shows a 'geese echelon pattern'. New dynamic small and medium-sized urban areas may reach peak carbon emissions first, while resource-based small and medium-sized urban areas may be the last to do so. (2) The decoupling of carbon emissions from industrial development in small and medium-sized cities has not been completed. This manifests mainly through the states of declining decoupling, absolute decoupling, and strong negative decoupling. (3) A significant inverted U-shaped relationship exists between economic development and carbon emissions in these cities. (4) These cities may have the disadvantage of premature or excessive de-industrialisation. Additionally, these generally have an inefficient and expansionary economic development status. Therefore, this study contended for a more robust integration of a radical political economy and ecological economics to support the development of such cities in China. The paper proposes differentiated development paths and fundamental recommendations for small and medium-sized cities in the implementation of the 'double carbon' strategy. The intention is to provide theoretical guidance and implications for promoting green and low-carbon development in urban and rural areas and for the early achievement of the strategy in China. The comprehensive cohesion of the digital economy, structural deviation adjustment, and green development is a crucial step towards promoting high-quality economic growth and realizing carbon peak and carbon neutrality. This paper probes the impact of intra- and inter-regional digital economy on carbon emissions, considering the mediating effect of structural deviation, utilizing panel data from 267 prefecture-level cities in China spanning the years 2011–2019. The findings reveal the following key insights. First, the connection between the digital economy and carbon emissions within cities follows an inverted "U" shape. In the early stages, the digital economy leads to an average increase in carbon emissions of 0.069%. However, in the later stages, the digitized economy markedly decrease emissions. Second, both the digital economy and carbon emissions exhibit spatial spillover effects. Within the region, DE has a significant nonlinear spillover effect on CO 2 emissions in the neighboring regions, with the spatial decay boundary of this effect extending up to 380 km. Third, analysis of the impact mechanism reveals that the digital economy mitigates local and neighboring carbon dioxide emissions by adjusting structural deviation. Heterogeneity analysis indicates that the digital economy is more likely to have a carbon emission reduction effect in cities that are not involved in the industrial transfer and those that do not belong to the old industrial base.
