Political parties are crucial in crafting effective national climate policies in democratic states. At the same time, there is a practical and academic debate of whether political parties matter for policy output. This article speaks to this debate by investigating the link between what parties say and what parties do with respect to environmental issues. More concretely, it analyzes whether there is a connection between the degree of environmentalism expressed in parties' electoral manifestos and national environmental policy output. Theoretically, the article draws on existing research on program-to-policy linkages in general and for environmental issues specifically to argue that saliency of environmentalism in party manifestos shapes more stringent environmental policies. This argument is empirically tested by combining data on policy stringency with data on manifesto contents for 28 countries for the period 1990–2015. The findings corroborate the main hypothesis, which has implications for understanding the overall potential for political parties to structure national environmental politics. The article concludes by sketching broader implications for research on parties' ability to shape national environmental policy across political systems, and across partisan ideologies. This study investigates the impact of geopolitical risk (GPR) on consumption-based carbon (CCO2) emissions as well as the moderating role of environmental policy stringency (EPS) on the above relationship. Based on data collected from 27 countries from 1990 to 2020, the basic results from the sample of the study indicate that GPR accelerates CCO2 emissions. Quantile regression results reveal that the effect of GPR is more pronounced in countries with higher CCO2 emissions. Moreover, EPS weakens the escalating effect of GPR on CCO2 emissions. The robust test results validate the findings reported in the basic regression model. The heterogeneity test indicates that the impact of GPR on CCO2 emissions is greater in developing countries compared in developed countries. The study also proposes these policy implications based on the findings: (1) countries should ensure a stable political environment, establish a robust legal system and promote energy transition; and (2) the scope of environmental taxes should be expanded where different tax rates should be imposed in order to be useful in reducing CCO2 emissions. The impact of corporate political spending on environmental policy has drawn numerous attention from researchers and policymakers. However, few studies have analyzed the empirical effect of corporate spending on environmental policy in aggregate. In this study, I analyze the impact of corporate independent spending bans on state environmental policy, utilizing the repeal of such bans in 23 states following the 2010 Supreme Court's Citizens United decision as a research design. Through difference-in-differences tests, I find no evidence that the removal of independent expenditure bans influenced state environmental policy, regulations, or outcomes, or overall policy liberalism. I also find that corporate direct contributions did not increase in treated states, which may explain the lack of environmental policy effects. These results demonstrate that corporations did not utilize the new spending avenue after Citizens United to influence state environmental policy in aggregate and raise questions concerning corporate political spending and environmental preferences. For decades, the European Union has affected spatial planning in the member states through its environmental policies. To investigate the mechanism by which EU policy becomes joined up to spatial planning, we invoke the concept of 'coupling' from systems and organizational science. We show that coupling is established not only at the EU policymaking level (e.g. within a directive's text), but also during implementation and enforcement. Consequently, it is possible to actively 'manage' coupling either by enhancing its flexibility on paper or by limiting its activation in practice. Drawing on three case studies in the Netherlands, we show that various (de)coupling strategies can be applied, but none are completely satisfactory or risk-free. [ABSTRACT FROM AUTHOR]

The Multi-Compartment Hg (mercury) Modeling and Analysis Project (MCHgMAP) is an international multi-model research initiative intended to simulate and analyze the geospatial distributions and temporal trends of environmental Hg to inform the effectiveness evaluations of two multilateral environmental agreements (MEAs): the Minamata Convention on Mercury (MC) and Convention on Long-Range Transboundary Air Pollution (LRTAP). This MCHgMAP overview paper presents its science objectives, background and rationale, experimental design (multi-model ensemble (MME) architecture, inputs and evaluation data, simulations and reporting framework), and methodologies for the evaluation and analysis of simulated environmental Hg levels. The primary goals of the project are to facilitate detection and attribution of recent (observed) and future (projected) spatial patterns and temporal trends of global environmental Hg levels, and identification of key knowledge gaps in Hg science and modeling to improve future effectiveness evaluation cycles of the MEAs. The current advances and challenges of Hg models, emission inventories, and observational data are examined, and an optimized multi-model experimental design is introduced for addressing the key policy questions of the MEAs. A common set of emissions, environmental conditions, and observation datasets are proposed (where possible) to enhance the MME comparability. A novel harmonized simulation approach between atmospheric, land, oceanic and multi-media models is developed to account for the short- and long-term changes in secondary Hg exchanges and to achieve mechanistic consistency of Hg levels across environmental matrices. The escalating levels of CO2 emissions from the transportation sector have been observed to exert deleterious effects on human well‐being and environmental sustainability. To mitigate these emissions, it is imperative to consider the potential contributions of environmental policies and financial innovation. Thus, this study examines the effects of financial innovation and environmental policy (environmental tax–environmental technology) on transport‐related CO2 emission (TCO2E) for BICS (i.e., Brazil, India, China and South Africa), which are characterized by substantial industrialization, rising TCO2E and growing environmental concerns. The analysis is complemented by including control variables, notably economic growth and the transition to cleaner energy, to offer a nuanced and holistic perspective on the dynamics governing this critical subject matter. The research adopts a novel econometric approach cross‐sectionally augmented auto‐regressive distributed lags for benchmark estimation and fully modified ordinary least squares–dynamic ordinary least squares for robustness analysis from 2000/Q1‐2018/Q4. The findings revealed that financial innovation and economic growth bolster TCO2E and decrease environmental quality in the region. In contrast, environmental tax, environmental innovation and energy transition decrease TCO2E. Waste management is an international enterprise, and it is important to understand global flows of recyclable materials. The Pollution Haven Hypothesis (PHH) suggests that waste moves from high income nations with stringent environmental policy to low income nations with less environmentally stringent policy, by exploiting low labor and regulatory costs. This paper assesses the PHH thesis for slag/dross and textiles (SDT) wastes in PHH through novel integration of the multilayer network and gravity models. The multilayer network model generates network effect that quantifies interlayer connections of multiple waste trade networks. Instead of North-South movement of waste, North-North, South-South, and even South-North are shown. Results from the gravity model indicate that stringent waste management policies reduce both waste exports and imports. PHH is not found for slags/dross where high income countries are importing the waste, contradicting PHH. This paper analyzes strategic environmental policy when polluting firms engage in overlapping ownership arrangements (OOAs) under differentiated duopoly with quantity competition. Specifically, we focus on two pollution control instruments: emission taxes and standards. The key findings are as follows: (i) Compared to the case without ownership, the optimal environmental tax rate and absolute standard are higher (lower) when the polluting firms' products are complements (substitutes). (ii) Both the tax and standard policies are equally efficient in their effects on the firms' output and abatement decisions, consumer surplus, environmental quality, and social welfare, regardless of whether the differentiated products are complements or substitutes. (iii) If the government sets equity share and emission tax (or standard) simultaneously to maximize social welfare, the optimal equity share may exceed 50% for OOA firms producing two complements and is inversely related to the degree of product complementarity. Our results have welfare implications for the choice of environmental regulation between taxes and standards, when equity share is exogenous, or when the government determines an optimal mix of equity share and emission tax (or standard). This study investigates the impact of macroprudential policies on ecological footprint (EF) in the top 11 largest countries. This study uses country-level panel data from these countries, covering the period from 1992 to 2020. Findings indicate that macroprudential policies alleviates ecological footprint in the sample. Macroprudential policies primarily reduce the ecological footprint before medium quantile (50%) while the environmental benefits of the policies end in the later quantiles. Moreover, environmental policy stringency (EPS) amplifies the positive influence of macroprudential policies on environmental sustainability. Estimate results stay the same with basic regression results in the post-global financial crisis (GFC) period while the impact is positive in the pre-GFC period. Finally, other robust tests validate the findings reported in basic regression model. This study suggests that governments should customize various types of macroprudential policies while also considering environmental concerns. Furthermore, it indicates that countries actively pursuing environmental policies tend to have a reduced dependency on imports of nuclear-related goods. Notably, as environmental policies across the EU converge and become more similar, there is a noticeable inclination to engage in nuclear trade activities. Additionally, our research highlights the significant role played by exporting countries that have strong commitments to environmentally friendly policies in shaping the evolution of the nuclear trade network over time. To preserve their collections, heritage institutions must understand and mitigate causes of damage, including environmental factors. Historically at the British Library this was addressed by policies developed over decades—frequently without overarching guidance—and in response to changing requirements. As a result, these policies were often disjointed, complex and unrepresentative of current practice. This article addresses the review, revision and application of policy. This is informed by a focus on collection needs that incorporate human, operational and practical requirements; the pragmatic understanding of contributory issues; and sufficient flexibility to encourage engagement and support Library activities without jeopardising collection safety. The revised policy has afforded a variety of benefits, not least that it is a single, concise document. It provides explicit reference to material types and vulnerabilities, and the requirements of operational activities, emphasising preventive conservation concerns. It is accessible to other stakeholders, encouraging effective collaboration and leading to achievable outcomes, benefitting the institution as a whole. Differentiation has become a core feature not only in the European integration process but also in the implementation of European policies. Among the means to address differentiated implementation are European Administrative Networks (EANs). Through the exchange of information, best practices and advice, EANs are expected to contribute to more uniform implementation. However, the ways and extent to which they do so remain largely unexplored. This article addresses this gap through the empirical analysis of the European Network of Heads of Environmental Protection Agencies (EPA Network), drawing on a unique survey dataset and social network analysis. On the one hand, the findings uncover the EPA Network as a voluntary and informal network with a fragmented and clustered structure around key members. At the same time, several participants have recognised the network as a valuable asset to improving national implementation and developing innovative policy initiatives. Therefore, while there is significant diversity within and across the network, the network's perceived contributions and added value point to the considerable importance of these instruments in EU policy implementation. The Review of Policy Research recently published three special issues on policy process research in China, artificial intelligence, and climate policies. The current issue focuses on perception and performance in environmental policy, examining how policy actors and the public perceive policy making and the conditions for achieving environmental policy objectives. The articles cover various topics, including emotions in policy conflicts, coalition formation, public communication strategies, public support for climate change mitigation, energy efficiency, coordination of the energy transition, policy analytical capacity, performance measurement in water pollution remediation, and campaign-style enforcement in environmental governance. Green industries and companies provide crucial political support for ambitious environmental policy. In this article, I examine through which mechanisms green business interests influence international environmental negotiations. I theorize technology-based arguing as an influence mechanism that builds on combined technological and discursive power and can outstrip relational and structural business power rooted in material resources. I probe these propositions in a process-tracing case study of new wastewater regulations for ships in the Baltic Sea negotiated in the Helsinki Commission and International Maritime Organization. I find that green business built, expanded, and sustained state support for ambitious nutrient removal standards by persuasively arguing that advanced treatment was feasible. Provision of tangible evidence of technology development, availability, and uptake undermined the influence of reluctant and materially superior business interests. I conclude that even small green business actors can facilitate ambitious environmental policy when communication channels between innovators and policymakers are strong. [ABSTRACT FROM AUTHOR]

Much effort has been devoted to understanding how trade openness is linked to technological progress. Less documented is the effect on green technology, which is particularly important as it is green technological progress that alleviates environmental degradation while improving economic growth. To fill the void, this paper empirically examines whether trade openness drives green technology development and whether the effect depends on the extent of trade openness and environmental policy stringency. In a sample covering both advanced and developing countries, the paper finds that green technology first decreases and then rises with increased trade openness, meaning that a sufficient level of trade openness is required for green technological progress. Tighter environmental policy is also found to weaken the beneficial effect of trade openness on green technological progress, implying that lax environmental policy creates a better environment for more open countries to develop green technology. Climate change is often discussed and serves as an essential topic among policymakers and researchers. This study aims to examine the impact of macroeconomic policy and “environmental policy stringency” (EPS) on “ecological footprint” (EF) and “load capacity factor” (LCF) for the BRICS‐T (Brazil, Russia, India, China, South Africa, and Turkey) countries using annual data from 1990 to 2022. It also explores other environmental sustainability factors, such as economic growth and disintegrated energy. This investigation utilizes second‐generation approaches such as Westerlund cointegration, “method of moments quantile regression” (MMQR), and panel causality test. Furthermore, a robustness check is done using long‐run estimators, such as dynamic ordinary least square (DOLS), fully modified ordinary least square (FMOLS), and fixed effect ordinary least square (FE‐OLS). Overall, findings from the method of moments quantile regression (MMQR) test concerning EF suggest that economic growth and fiscal policy contribute to environmental quality. Meanwhile, monetary policy, renewable energy consumption, and environmental policy stringency mitigate the pollution level in all quantiles. Moreover, results from the LCF model indicate that monetary policy, environmental policy stringency, and renewable energy consumption improve the environmental condition. However, fiscal policy has damaged environmental pollution in each quantile. In addition, the study findings confirm the validity of the inverted U‐shaped Environmental Kuznets Curve (EKC) hypothesis and U‐shaped LCC hypothesis. The long‐run estimators support the outcomes from the MMQR method. The empirical findings of the DH panel heterogeneous causality test confirm the presence of bidirectional and unidirectional causality between the model parameters, underscoring that policy interventions such as government expenditure, money supply, and EPS significantly impact environmental quality and vice versa. Thus, the study recommends allocating more funds for eco‐friendly technology, initiating a green lending program, and enforcing stringent environmental laws and regulations to attain Sustainable Development Goals. Using firm-level patent data from 1978 to 2015, I examine the impact of market-based environmental policies on innovation in energy storage. My results highlight the role of environmental taxes, feed-in tariffs for solar energy and tradable certificates for CO 2 emission to promote firms' patenting activity, whereas renewable energy certificates and energy efficiency certificates discourage it. The literature on policy implementation has primarily focused on regime type, institutional capacity, and leadership will in explaining policy success, while giving less attention to the details of policy design. This article argues that, when explaining unevenness in policy implementation, the devil is in the details. It turns to four Chinese environmental policies: Pollution Penalty, Cap-and-Trade, Coal-to-Gas, and Environmental Protection Tax. Despite involving similar stakeholders and sharing the same goal of pollution control, the outcomes of these policies vary enormously: over-implementation of Coal-to-Gas, sporadic implementation of Pollution Penalty, symbolic implementation of Cap-and-Trade, and effective implementation of Environmental Protection Tax. Uneven implementation is best explained by the varying costs associated with the ‘start-up’ and ‘maintenance’ of these policies. This study contributes to the literature on developmental states and institutional change by calling attention to the importance of policy design for explaining otherwise puzzling variation in policy implementation. Circuit courts are divided as to whether Section 602 of Title VI of the 4,62 Civil Rights Act creates a private right of action enforceable under 42 U.S.C. § 1983. In the past, many environmental justice groups have brought their claims under Section 602, since it is easier to prove disparate impact as opposed to direct discrimination. However, recent trends in Section I983 jurisprudence seem to indicate that unless the statute expressly creates a private right of action, it is usually not enforceable under Section 1983. Moreover, courts have muddled substantive due process claims related to "state-created dangers" by adding subjective thresholds (e.g., private actor requirements, "shock the conscience" standards, and mens rea requirements). The Administrative Procedure Act ("APA") allows individuals to challenge agency compliance with the National Environmental Policy Act ("NEPA") and seek judicial review of agency decisions implicating environmental justice issues; therefore, NEPA challenges through the APA would be an appropriate alternative to Section I983 actions. In addition to the procedural mechanisms available through the APA, the Inflation Reduction Act of 2022 ("IRA") includes several sources of funding dedicated to addressing environmental justice issues throughout the country. With a clear mandate from Congress, NEPA challenges will be the most effective strategy to address environmental justice concerns along the U.S.-Mexico border where most environmental justice issues are linked to major federal actions. Public institutions have increasingly responded to calls for more accountability by promoting ideas of data-driven governance. As this focus on using data tools to strengthen governance intensifies, it is important to examine how the tools that underlie such claims are made. In the context of US agri-environmental policy, policy leadership has spoken the language of data-driven decision-making for over thirty years, primarily in response to accountability demands. However, the reliance on metrics and calculation is most explicit in the newest initiative called the Conservation Stewardship Program (CSP). Unlike other initiatives, the CSP used a single environmental scoring and decision-making algorithm to allocate approximately US$3.8 billion to 68,000 farmers. Applying a Social Construction of Technology approach to the development of the tool shows that different social groups – political aides, program officials, and subject-matter specialists – interpreted data-driven governance differently. Tool design emerges not despite but through the contestations over the purpose and practicality of doing data-driven governance. Social groups involved in tool development are themselves embedded in different accountability structures that shape the rationalities they marshal when negotiating practical decisions about tool design. The final tool used in the CSP was technically contested and the tool development process was poorly documented, yet it had an important legitimacy function: it deflected accountability pressures for more rationalization in public spending without causing major policy disruption. Centering analysis on the negotiations entailed in making the tools that come to underlie claims of data-driven governance can explain how and to what extent a push for more data in public policy can strengthen (and weaken) accountability relations. In the EU, evaluations are built into most modern laws, creating windows for policy feedback and new interpretations accounting for a constantly shifting society and environment. One issue often addressed by evaluators is whether a given policy should be retained in its original form, especially when new information is inconsistent and may upend former policy compromises. To what extent, then, are EU evaluations a legitimate opportunity for learning, adaptation and transformation? This article shows how evaluators engage in an activity known as transcoding, which involves translating expert knowledge into actionable recommendations to maintain a functioning policy system. Based on a study of the Water Framework Directive and its two evaluations – Water Blueprint (2012) and Fitness Check (2019) – we argue that transcoding has employed conflict-averse strategies, sidestepping difficult implementation dilemmas. Based on the newly released 2023 Chinese General Social Survey data from Renmin University of China, this paper selected 869 Ecological Civilization Pilot Area participants. Study 1 explored the impact of China’s Ecological Civilization Environmental Policy (ECEP) on the spillover effects of pro-environmental behaviours (PEBs). Study 2 explored the effects of three types of environmental policy instruments on public value conflicts and PEBs. The results of Study 1 indicate that China’s ECEP has positive spillover effects on both private and public-sphere PEBs. Private-sphere PEBs mediate the relationship between ECEP and public-sphere PEBs, and ECEP has “cross sphere” spillover effects on PEBs (private-sphere PEBs to public-sphere PEBs). Public value conflict moderates the relationship between ECEP and private-sphere PEBs. In Study 2, the results showed that the highest level of public value conflict was found in the economic incentive-instrument and the lowest level of public value conflict was found in the voluntary instrument. Whether public or private-sphere PEBs, voluntary versus command-instrument can better stimulate PEBs. Based on the study’s results, it is recommended to strengthen the interpretation of environmental policies, resolve public value conflicts, and promote public-sphere PEBs by fostering private-sphere PEBs, thus promoting the spillover effect of “cross- sphere” PEBs. Global climate change has caused a series of environmental problems, green technology innovation is necessitating strategic responses, but the impact of low-carbon city pilot policy on urban green technology innovation is unclear. Based on panel data from 285 Chinese cities during 2005–2022, this study employs the Difference in Difference method to examine the impact of low-carbon city policy on urban green technology innovation. The results show that (1) The low-carbon city pilot policy promotes urban green technology innovation. (2) The low-carbon city pilot policy promotes urban green technology innovation through government green input and public engagement. (3) New infrastructure enhances the impact of low-carbon city pilot policy on quantity of green technology innovation. (4) Compared with the Yangtze River Economic Belt, the low-carbon city policy has a greater influence on urban green technology innovation in the Yellow River Basin.The findings provide policy insights for the construction of low-carbon pilot cities. The green credit policy (GCP) is an institutional framework aimed at guiding enterprises towards green transformation and promoting high-quality development, which serves as a crucial tool for supporting the establishment of a green technology innovation system. In this study, utilizing the green credit guidelines as a quasi-natural experiment and constructed a continuous difference-in-difference (DID) model, examines the impact of GCP impact on enterprise green innovation and its internal mechanisms by analyzing data from Chinese A-share listed companies between 2006 and 2021. Our findings indicate that the GCP had a significant impact on enterprise green innovation, inhibiting companies from independently developing green innovation while promoting joint green innovation with other institutions; These results were robust and consistent, even after conducting several sensitivity analyses; This mechanism indicate that the commercial credit plays an important regulatory role in the process of GCP affecting green innovation of enterprises and the financing constraints act as an intermediary factor in the process of GCP affecting green innovation. With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. It aims to gain a comprehensive understanding of the relevant policies, technologies, and security measures adopted by major countries in their CCS development processes. Furthermore, it explores the existing status and limitations of China's offshore development efforts, while providing valuable recommendations for enhancing China's offshore CCS initiatives, as well as serving as a reference for other nations worldwide. Offshore CCS plays a crucial role for China to achieve the development target of carbon peak and carbon neutrality, due to its energy structure and industrial distribution. While China possesses significant offshore CCS potential, achieving commercialization still requires substantial efforts. To facilitate the process and draw insights from successful experiences in other countries, this paper illustrates the characteristics and generalizes the experience of offshore CCS industry practices in America, Europe and Japan, respectively. Furthermore, it is recommended that a new round of investigation into offshore CCS potential be conducted, while promoting integrated collaboration between geological surveying and marine scientific research. Water exhibits various politico-economic dynamic. Water scarcity can lead to conflicts, and it lies at the core of Iran's environmental crises. The literature on Iran's water crisis indicates the effects of this issue in terms of multidimensional environmental degradation, community disintegration, and state-society and intercommunal conflict. Approximately 28 million of Iran's 85 million residents reside in water-stressed areas, a situation identified as 'water bankruptcy'. The water shortage is experienced differently across the country. The plateau's central regions, home to Iran's major industries, are where the worst water deficit is occurring. However, regions with abundant water resources have also been impacted. These regions – known as 'donor basins' – due to intensive and disproportional inter-basin water transfer and other engineering interventions deployed by the Government to deal with the water shortage of the central regions, suffer from a different form of water crisis. A condition of asymmetrical and conflictual power relations between the state and subaltern communities in Iran's peripheral regions has been created. This paper argues that this constitutes environmental racism, characterised by multilayered impoverishment and unsustainable development among communities in the donor regions. I study if industrial decarbonisation yields elevated perceptions of political and economic unfairness. Decarbonising industry is central for the Green Transition, but it will disproportionately affect regions where brown sectors, which have been made uncompetitive, are concentrated. I contribute to studies on political consequences of the Green Transition by exploring perceived unfairness as one outcome from these uneven effects. In regions where industrial decarbonisation and employment declines in brown sectors have been greater than in other regions, residents may feel that they have disproportionately borne the economic costs of industrial decarbonisation for their country, and may consider their governments to have neglected their interests. I test these expectations in 60 West European regions using past (2013–2018) employment and CO2 emissions trends from the three most carbon-polluting sectors, as proxies for industrial decarbonisation accompanied by employment declines in brown sectors, and combined them with micro-level data from the European Social Survey (2018). I find that regions exhibit elevated perceptions of economic and political unfairness only when they experience both relative CO2 emissions and employment decline in these sectors. As perceived unfairness underpins some of the political discontent observed today, this finding highlights the need for Green Transition policies that minimise labour market disruptions. With the energy structure transition and the development of the green power market, the role of electricity retailers in multi-market green power trading has become more and more important. Particularly in China, where aggressive green energy policies and rapid market transformations provide a distinct context for such studies, the challenges are pronounced. Under demand-side response, electricity retailers face the uncertainty of users' electricity consumption and incentives, which complicates decision-making processes. The purpose of this paper is to explore the optimization decision-making problem of multi-market green power trading for electricity retailers under demand-side response, with a special focus on the Chinese market due to its leadership in implementing substantial green energy initiatives and its potential to set precedents for global practices. We first construct a two-party benefit optimization model, which comprehensively considers the profit objectives for electricity retailers and utility maximization for users. Then, the model is solved by the Lagrange multiplier method and distributed subgradient algorithm to obtain the optimal solution. Finally, the effectiveness of the incentive optimization strategy under the multi-market to promote green power consumption and improve the profit of electricity retailers is verified by arithmetic simulation. The results of this study show that the incentive optimization strategy under multi-market, particularly within the Chinese context, is expected to provide a reference for electricity retailers to develop more flexible and effective trading strategies in the green power market and to contribute to the process of promoting green power consumption globally. In order to reveal the impact of pilot free trade zones policy on green development, we use multi-period difference-in-difference estimation and fixed effect model to explore the impact and impact mechanism of the establishment of free trade zones on the green transformation of enterprises from the micro perspective, based on the panel data of China's A-share listed companies from 2009–2021, The results show that pilot free trade zones policy significantly improves the green transformation of enterprises in the zones. Pilot free trade zones policy affects the corporate green transformation through industrial agglomeration and financial constraints. The green transformation of state-owned enterprises, non-heavy polluting enterprises and high-tech enterprises are significantly impacted by pilot free trade zones policy. Urban innovation and green subsidies play a positive moderating role in the impact of free trade zones on enterprises' green transformation. Employing the "Green Credit Guidelines" implemented in 2012 as the basis for a quasi-natural experiment, this study applies the method of Difference-in-Differences(DID) to investigate the influence of the Green Credit Policy on both the quantity and quality of enterprise innovation. The outcomes of our analysis reveal that the policy has significantly boosted both the quantity and quality of innovation among enterprises identified as heavy polluters. It is noteworthy that the policy's positive impact on innovation quantity surpasses its positive effect on innovation quality. This substantiates that the Green Credit Policy effectively generates incentivizing outcomes for innovation among the heavy polluters, thereby verifying Porter's hypothesis within the domain of green credit in China. Furthermore, we find that the positive impact is more significant for enterprises with lower innovation capabilities, large-scale enterprises, state-owned enterprises, and those situated in both the Eastern and Western regions. The government's environmental protection policy can significantly contribute to alleviating resource shortages and curbing environmental pollution, but the impact of various policy instruments implemented by the government on energy efficiency is unclear. Based on the panel data of 30 provinces in China from 2005 to 2021, this paper analyses the impact of environmental regulation and the industrial structure on energy efficiency from the perspective of resource taxes. The U-shaped relationship between environmental regulation and energy efficiency and between the optimization of industrial structure can significantly improve energy efficiency, and the optimization of industrial structure is conducive to weakening the initial inhibitory effect of environmental regulation. In addition, the analysis of regional heterogeneity showed that the impact of environmental regulation was stronger in the central and western regions, while the impact of industrial structure was stronger in the eastern and western regions. The conclusions of this study can help to expand the understanding of the relationship between environmental regulation and industrial structure on energy efficiency, provide policy enlightenment for the realization of green development and high-quality development, and provide Chinese examples and experiences for developing countries to improve energy efficiency. The development of urbanization has brought new challenges to the ecological environment, and the promotion of green technology innovation and development is widely recognized as an essential method to achieve cities' economic benefits and environmental protection. This paper examines whether the new urbanization pilot policies (NUP) increase green technology innovation (GTI) from both theoretical and empirical perspectives. This paper examines the impact of new urbanization on GTI by analyzing data from 285 cities in China between 2010 and 2021, using the multi-period DID model with the implementation of NUP as an exogenous policy shock. The study results indicate that NUP significantly affects GTI, and the conclusion still holds after the parallel trend test, placebo test, and other robustness tests. Heterogeneity analysis shows that the NUP significantly enhances GTI in low environmental pollution, non-resource-based, Medium-sized, and Central Region cities. The test of moderating effect shows that NUP has a "linkage effect" with the government's environmental attention, financial investment in innovation, and regional talent pooling. In the context of the continued advancement of the green economy transition, the proactive pursuit of carbon emissions reduction and the early attainment of carbon neutrality goals have emerged as essential components in promoting high-quality economic development. Not only does it contribute to the creation of a community of human destiny, but it is also vital to the realization of sustainable development for human civilization. A dynamic evolutionary game model, which encompasses the interactions among government, enterprises, and the public, was constructed to examine the inherent impact mechanisms of the behavior of three players on the development of a green economy under the context of energy saving and emission reduction subsidies. The results showed that the incentive and punishment mechanisms served as effective tools for harmonizing the interests of system members. Within the mechanisms, the public demonstrated a higher sensitivity to rewards, while enterprises exhibited greater responsiveness to fines. Consequently, the government could influence the behavior of enterprises by incentivizing the public to serve as a third-party inquiry and oversight body. The "environment–economy trade-off" is a key question in research on public opinion on environmental policies. While evidence from Western economies suggests that individuals are more supportive of environmental initiatives when the macroeconomic situation is favorable, little is known about how environmental policy preferences are shaped by economic factors in East and Southeast Asian countries. Using a survey dataset consisting of 12 countries based on the fourth wave of the Asian Barometer Survey (ABS), we investigate how environmental policy preferences are associated with multiple aspects of economic consideration. In a pooled multilevel analysis, we find that personal economic conditions and perceptions are more consistently associated with greater support for environmental initiatives than objective and subjective national economic conditions. However, an analysis of the heterogeneous effect shows that the effect of individual economic situations is only partially identifiable among lower-middle or upper-income countries in our sample, signaling the complexity of qualifying the relationship between economic considerations and environmental attitudes in a cross-country context. Environmental pollution caused by many factors including energy use has been a major problem around the world. A sustainable energy structure can help improve environmental sustainability. The roles of green innovation and environmental policies in determining an effective energy structure and achieving environmental sustainability have gained attention in recent research, but there are gaps to fill. Given the rapid development and unification of Africa to boost economies, this article aims to establish whether or not green innovation and environmental policies have influenced energy structure and environmental sustainability. Thirty-one (31) countries out of the 55 African Continental Free Trade Area (AfCFTA) countries were used in the analysis. The study adopted the Fully modified ordinary least squares (FMOLS) and the Dynamic ordinary least squares (DOLS) models in its analysis. Major empirical results revealed that a 1% increase in green innovations reduces ecological footprints by 0.7% and 1% (DOLS and FMOLS). Also, a percentage increase in environmental policies can reduce ecological footprints by 10.12% (DOLS) and 21.87% (FMOLS). A 1% rise in renewable energy improves their environmental sustainability by 3.26% (DOLS) and 1.82% (FMOLS). A 1% consumption of non-renewable energy reduces environmental sustainability by 4.59% (DOLS) and 1.55% (FMOLS). These results provide insights into the importance of green innovation, environmental policy, and renewable energy in improving environmental sustainability. In decentralized environmental governance, local governments are likely to adopt the "beggar-thy-neighbor" strategy to relax regulations at boundaries. This study investigates the impact of China's Joint Atmospheric Prevention and Control Policy (JAPCP) in "2 + 26" cities enforced by the central government on pollution at provincial boundaries. The theoretical model suggests that dual incentives for environmental protection and economic growth may prompt local governments to reduce boundary pollution within the JAPCP-covered area while relocating pollution to uncovered boundaries. Based on Shandong Province data using the difference-in-differences approach, our analysis reveals a 9.6% decline in the air quality at JAPCP-covered boundaries compared to non-boundary areas and a 5.3% increase at JAPCP-uncovered boundaries, which is associated with migration of key regulated industries. Through examining annual work reports, we provide evidence that local governments modify regulatory intensity at various boundaries. These findings indicate that, while regional environmental policies are intended to promote inter-jurisdictional cooperation, the local government responses lead to unintended costs. The escalating demand for resources in urban and rural construction development raises the crucial question of achieving green development within limited resource constraints. This study delves into the interplay between environmental policy and green development in urban and rural construction. Utilizing the spatial Durbin model for analysis, findings reveal that investment-oriented environmental regulation significantly impacts green development and positive spillover effects in neighboring regions when considering spatial weight matrices. In contrast, cost-based environmental regulations positively affect green development when spatial interactions are disregarded. However, they exhibit negative effects at the spatial level, potentially leading to a "pollution relocation" phenomenon. Although the influence of R& D subsidy-based environmental regulations on green development is not significant, their impact becomes notable upon considering spatial interactions, potentially generating positive effects across regions through mechanisms such as technology diffusion and knowledge transfer. Furthermore, from an endogeneity perspective, the impact of environmental regulatory tools on green development exhibits a time lag effect. Moreover, investment-type regulation in the eastern regions significantly fosters green development, whereas cost-based regulation shows a suppressive effect; investment-type regulation in central regions has a positive spillover on neighboring areas; and R&D subsidies in western regions negatively impact local green development. Moreover, the quality of governmental institutions, market integration, and technological innovation are key factors influencing green development in China's urban and rural construction. For many governments, enacting green policies is a priority, but such policies often impose on citizens substantial and uneven costs. How does the introduction of green policies affect voting? We study this question in the context of a major ban on polluting cars introduced in Milan, which was strongly opposed by the populist right party Lega. Using several inferential strategies, we show that owners of banned vehicles—who incurred a median loss of €3,750—were significantly more likely to vote for Lega in the subsequent elections. Our analysis indicates that this electoral change did not stem from a broader shift against environmentalism, but rather from disaffection with the policy's uneven pocketbook implications. In line with this pattern, recipients of compensation from the local government were not more likely to switch to Lega. Recent debates about "green" authoritarianism have focused on the institutional features of state-led coercive environmentalism. However, the role of various non-state actors in the greening of authoritarian states has remained largely unexplored. Carrying out a case study of Vietnamese‒German development cooperation in the environmental and climate spheres, this article examines the interaction between Vietnamese state institutions and international donors. The article argues that donors play an important role in greening the state policy agenda in Vietnam by funding environmental projects and facilitating knowledge sharing. Nonetheless, donors have very limited freedom to push the political process beyond policymaking and foster meaningful policy implementation. Development practitioners in Vietnam often find themselves caught in a policymaking vacuum, where policymaking is a never-ending process and implementation remains limited. The green credit policy serves as a crucial instrument for achieving the dual objectives of optimal resource allocation and green development. It plays a pivotal role in curbing inefficient investments in innovation by enterprises. This research employs the PSM-DID method to effectively explore the practical effects of the green credit policy on the innovation inefficiency investments of heavily polluting enterprises in China. Examining the impact from the perspectives of environmental regulation and financial constraints, the study utilizes panel data from listed companies on the Shanghai and Shenzhen A-shares markets spanning from 2010 to 2020. The following conclusions are drawn: (1) Green credit policy has proven effective in inhibiting the inefficient investment in innovation by heavily polluting enterprises when compared to non-heavily polluting enterprises. (2) Moreover, this effect is more pronounced in state-owned enterprises and regions with less financial development. (3) Mechanism testing reveals that the green credit policy can discourage corporate over-investment by influencing financing constraints and can alleviate under-investment through commercial credit. Background: Proper biodiversity conservation and strategies for sustainability in environmental and public health are essential measures for addressing the problems of water-related and zoonotic-caused pandemics. It is generally assumed that a resurgence in an epidemic disease is directly linked to negligence in environmental protection policies, but there are sparse scientific publications supporting the claim. Methods: To address this issue, we collected data on the global pre- and post-industrialization scenarios and subjected it to multivariate analyses to investigate the relationship between the lack of proper environmental protection and the emergence of new diseases. Result: Our investigations found a statistically significant association between the loss of wildlife habitat and the emergence of novel diseases. The study also revealed that wildlife-related zoonotic disorders caused more than 220 million deaths amongst global pandemics. More than 30 million deaths were attributed to waterborne diseases due to improper waste management and wastewater treatment. Thus, it is recommended that other environmental parameters (e.g., pollution phase) need to be investigated to fully understand the complex relationship between environmental protection and emergence of new zoonotic diseases. Citizen support is an important precursor to climate change mitigation polices. Public opinion can shape public policy and vice versa. This paper uses the 2010 International Social Survey Programme (ISSP) Environment Module to investigate cross-national differences in support for climate policy. We introduce size of government, measured by government revenues as a share of GDP, as a new country-level factor. Our sample includes 31,511 responses from 33 countries. We use multilevel models to estimate the relationship between country-level factors and environmental policy support, conditional on a series of individual factors. Increasing the size of government by one standard deviation reduces support for environmental policy by 0.13 points on a 5-point scale. For comparison, a one standard deviation increase in GDP per capita leads to a 0.24 increase in support and a one standard deviation increase in air pollution leads to a 0.13 point increase. The implication for environmental policy is that high tax countries have an aversion to price and tax increases aimed at protecting the environment. We conclude that use of taxes for environmental policy must include clear expectations for how revenues will be recycled or how other taxes will be lowered if they are to gain widespread support. • Size-of-government is proposed as a new country-level characteristic of environmental policy support. • Increasing government size reduces support for environmental policy. • GDP per capita and air pollution are positively associated with environmental policy support. • High tax countries have an aversion to environmental price and tax increases. In the process of pursuing a Chinese path to modernization that advocates the promotion of harmony between humanity and nature, dealing with the synergy of multi-target environmental regulation policies is an important task towards the modernization of China's governance system and capacity. In this context, can synergistic environmental policies more effectively promote industrial transformation and upgrading when facing the two strategic tasks of building a beautiful China and achieving the goals of reaching peak carbon emissions and carbon neutrality? Existing research has no answer to this question. This study used the policy of establishing ' acid rain and SO2 pollution control zones' and the low-carbon city pilot policy as a quasi-natural experiment of environmental policy synergy and combined the influences of the effective government and the efficient market within a unified analytical framework. Using the panel data of 282 prefecture level cities and above in China from 2003 to 2020, this study used the difference-in-differences model to examine the impact of the constraints of the dual environmental objectives, i.e., pollution control and carbon reduction, on the transformation and upgrading of regional industries. The results showed that: (J) Comparing with a single environmental regulation, the synergistic effects of the pollution control and carbon reduction policies were better at promoting regional industrial transformation and upgrading, and the conclusion consistently held through a series of robustness tests. © The mechanism analysis showed that under the dual environmental objectives, the effective government could stimulate regional industrial transformation and upgrading via the regulatory effect of fiscal expenditure. Simultaneously, the efficient market could motivate micro-enterprises to generate relocation and innovative compensatory effects to realize the transformation and upgrading of regional industries. Further research revealed distinct heterogeneity in the transformation and upgrading of regional industries under the dual environmental objectives. The zones with the two pilot policies had a more pronounced impact on the industrial transformation and upgrading of eastern regions, non-traditional industrial bases, regions with heightened environmental consciousness, and areas with superior environmental infrastructure.
