A priority of economic policy is sustainable development with tendency of long-term expansive development and relatively high rate of economic growth. As global economic crisis intensifies causing disturbance in the financial market, at the beginning of the new millennium the economy of the Republic of Serbia entered a turbulent development stage. The link between economy on the one hand, and national security on the other is complex and manifold. It is clear that economic security as a concept and practice has been determined rather diffusely and limited only by the imagination of a person interpreting and studying it within a wide spectrum of activities. The subject of research of this paper is economic security and the role of the Customs Administration of the Republic of Serbia. Through World Customs Organization as well as through cooperation with other customs services and institutions the Customs Administration has been actively involved in both national and international security system, particularly regarding the fight against organized economic crime, which is related to smuggling, money laundering, illegal transfer of foreign currency, corruption, tax evasion, abuse of intellectual property and similar. The results of this research can be used to highlight the significance of economic security within the system of national security. The manner of research includes: selection and application of scientific methods, the selection of data and the scope of research. The significance of research reflects in the fact that the role of the Customs Administration in the function of economic security both as a subject and factor is insufficiently researched in science while at the same time it is a significant element in contemporary social relations. Serbia wants to become a member of the European union. To become a full member of the Union, Serbia must significantly improve the poor state of its economy. The paper deals with some flaw that were made in Serbia in the last decade, and that seriously slowing its ability for essential integration into the Union. The analysis is focused on four issues. First, analysis indicates that the Law on Privatization is poorly structured and even poorer implemented. The result is that the privatization process is not yet finished, and in the meantime, more than a third of privatization was canceled. In the second part is concentrated on to the bad consequences of the implementation of the Law on Privatization when it comes to the ownership of land. The wrong privatization in Serbia created respective individual possessions with 15-20000 of acres, This is completely contrary to the situation in the European Union with the domination of developed cooperative movement and family farms. The third part of the paper points out the problem of illicit capital outflow from Serbia. In relation to the national income, unfortunately, Serbia is in these field one of the leaders. Therefore are necessary emergency measures to prevent illicit outflow. When it comes to legislative activity it is noted that is more important the quality than the number of enacted laws. Future legislative activity should take into account the specificities of Serbia. UNCITRAL (United Nations Commission on International Trade Law) is an international organization focused on the modernization and harmonization of commercial law at the international level. Its normative work primarily marks enactment of the law sources which belong to the soft law sources (guidelines, communications, model laws, etc.). The subject of research in this paper are the UNCITRAL Model Laws, and their importance as a law source for the international economic relations. The author's intention is to draw attention to the characteristics and adequacy of the application of the model law primarily in the areas of public procurement and infrastructure development, in terms of identifying strengths and weaknesses in regulation of this very important matter in the field of market relations by aforementioned law source. In order to analyze the reasons pro et contra regulating this material by model law, it was necessary to carry out a comparative analysis with other law sources that govern the same issues (primarily the EU directives), with special reference to the regulations that exist in the national legal systems, which model laws should not be an alternative, but guide to creating quality rules. There is no universal answer on the question whether foreign investments stimulate economic development. The positive effect of foreign direct investments will follow when the investments is carried out under normal conditions of competition. That means, above all, low barriers for foreign trade and the low level of restrictions for foreign owned companies. In such circumstances, multinational corporations can assist the economies of penetration to make its businesses more efficient. Foreign investors bring with them brand new types of economic activities and in that way shifting the limits of business opportunities in the countries of penetration. But if the investments are implemented in markets protected with protectionist barriers of various kinds, then they could have negative effects. The negative effects are in particularly reflected in the inefficient use of domestic resources. Foreign investments depend on the macro and micro institutional reforms, low inflation, real exchange rate, and reasonably efficient legal system that protects the property rights and encourages savings and investment. The low level of corruption, together with the foregoing conditions is a prerequisite for the creation of a stimulating environment for foreign investments. [ABSTRACT FROM AUTHOR]

Not much attention has been given to material sources of civil law, in newer legal literature. It is evident that we are missing deeper researches which would contribute to the development of legal science, as well as the legal regulative in that field. It would definitively show that simplified, student book presentation of material sources is insufficient and outdated since long ago. Today, a lot of factors influence forming of civil law, such as: human needs, available resources, social relationships, legal tradition, value system, level of economic development, involvement in integration processes, legal politics, etc. It is indeed a very complex and important issue, which demands cooperation between experts in different fields. The author also points out the need for working on development of anthropology, sociology, philosophy, ethics, economy and politics of civil law, as separate scientific disciplines. Sustainable development, determined by social, economic and environmental goals, comprises a balance of social, industrial and technological development on the one hand, and preserving and improving the environment on the other. In pursuing the principles of sustainable development a fundamental role of impact assessment and strategic environmental assessment. These are specifically prescribed procedure in accordance with generally accepted standard, with the participation of competent authorities and all interested persons with the same goal which is the preservation and improvement of the environment while achieving economic development. Estimates of the impact on the environment are mainly directed in part towards finding the optimal measures to prevent, mitigation or compensate damages. This work is dedicated to the positive legal regulations pertaining to this issue in our country, their compliance with relevant international regulations with special emphasis on the effect that they achieved, how to determine the necessary measures of prevention, mitigation and compensation of damages, their advantages and disadvantages. In this work not only legal nature of catering services is analyzed, but also legal position of parties in it. Catering contract (Housing and Bed and Board Contract) is unnamed in our country and the main source of law for this contract are business practices and usages. A lot of attention is paid to this question. Lack of legal norms for this area is general characteristic for most of the tourism contracts. In this contract its tittle is also debatable because term "catering services" is not usually used in practise. Although this contract is unnamed in Comparative Law ,in tourist more developed countries there are more codified business practices from this area and there is more Case Law. The idea of regionalization of Serbia emerged at the beginning of the nineties and has been present in the professional public until today. The main reason for this are very frequent changes in the constitutional legal system through which Serbia passed during the past years. In adopting the Constitution, regionalization, nevertheless, wasn't accepted as a way of territorial organization of government. Today, about the regionalization in Serbia it is generally spoken only as possible alternative for balanced economic development of Serbia, which is predicted by the Constitution as one of the most important obligation of the state, and that due to not making a series of legal regulations, unfortunately, has not yet begun to be realized. Therefore, before any searching for some new solutions regarding the possible regionalization of Serbia, it is considered that it is necessary first of all take advantage of possibilities provided by the existing constitutional and legal system. In that sense are suggested a series of measures to be taken for the purpose of general decentralization of government in Serbia, such as legal solution for the question of revenues of Autonomous Province and units of local government, return of property to the Autonomous Province and local governments, tax, investment and other relief as part of state policy of encouraging the development of small and underdeveloped municipalities etc. All the proposed measures as the end result should have accelerated economic development throughout the state and reduce the inconsistency in regional development that exists today in Serbia.
