Sea defence policy in England has proven contentious in the early twenty-first century, with government willing to defend the coast only where it is considered cost effective and not minded to compensate people for any resulting abandonment of homes. Additional focus is brought to this position by the 2015 United Nations Sustainable Development Goals (SDGs) which reflect a growing emphasis on climate change effects and other environmental hazards, and the wellbeing of the current generation and those to come. This requires policy makers to seek to balance economic, social and environmental dimensions, and to tackle inequalities; with a central commitment of the goals to "leave no one behind". Subsequent to publication of the SDGs, England was promised a revolution in the government's approach to Flood and Coastal Erosion Risk Management (FCERM). This paper seeks to understand the nature of this revolution with particular regard to extant issues around just governance. It finds that policy fails to deal with issues over the local acceptability of proposals for change and the bearing of risk, and instead lies principally in the elevation of the problematic concept of resilience and an accompanying ambivalence towards ideas of sustainability and sustainable development. International agreement that compensation should be paid to those countries suffering the worst effects of climate change, including sea level rise, suggests that adoption of a similar approach to vulnerable homeowners might be the more appropriate revolution and bring policy more into line with the aspirations of the SDGs. Preparing school teachers goes beyond equipping them with instrumental knowledge of curriculum, pedagogy, and experiences of how this can be enacted in practice. They must be prepared to understand and encompass compelling social issues of justice, equity, and sustainability. To do this they need to understand pressing environmental issues as a forerunner to incorporate sustainability into their teaching. This paper uses survey data from a sample of 136 Australian pre-service teachers to gauge their knowledge and beliefs about sustainability, as well as their level of concern and their inclination to teach about it. The results show sound levels of knowledge of the biophysical environment, knowledge about the consequences of unsustainable practices and the effects of energy use and its contribution as one cause of climate change. Some also hold misconceptions about the causes of climate change. Most prospective teachers are ready to take action to protect earth systems through personal actions, and teaching and advocating within their school community, and less likely to undertake political activities beyond the school. Results from this sample are used to set out a challenge to use the concept of powerful knowledge in tandem with everyday knowledge to improve sustainability instruction in teachers' preparation programs to capitalise on their potential to contribute to Education for Sustainable Development. The United Nations' Sustainable Development Goals (SDGs) provide a blueprint to address urgent global challenges, with a clear role for social workers. This paper explores a Sustainable Development Goal's focused student placement at the Australian Association of Social Workers, with RMIT University. Students reviewed the AASW's policy actions and their contribution to the SDGs, including recommendations for future work. The review identified advocacy in key areas, and the need for action on several issues, including climate action. Students learned about social work policy, practice, and sustainability. The placement itself provides a model for other organisations to align their actions to the SDGs. IMPLICATIONS There is a need for greater social work engagement with the United Nations' SDGs to address urgent social and environmental challenges. Field education placements can provide an important opportunity for students to learn about sustainability, social work policy practice, and the SDGs. The increase in urbanization and climate change brings new challenges to the cities' sustainability and resilience, mainly related to flood and drought events. Among these challenges, it can be highlighted the physical and health damage to the population, interruption of water, energy and food supply services, damage to basic infrastructure, economic losses and contamination of urban rivers. To contribute to the increase of resilience in urban centers, LID practices have been used as a new approach of mitigation and adaptation within urban drainage systems, aiming at runoff retention, peak flow attenuation, pollutant removal and ecosystem services restoration (e.g., resources recycling, carbon sequestration, thermal comfort and landscape integration). These different mitigation purposes and complementary benefits provided by LID practices can be related to the different Sustainable Development Goals (SDG) presented by the United Nations (UN), to achieve countries' systemic sustainability. The identification of local techniques that contribute to the different SDG helps to achieve their territorialization and application as public policy. Therefore, this paper presents a literature review, categorizing the studies into different generations based on their main application purpose and presents a linkage of the LID benefits to different SDG. Some challenges were identified requiring further investigation, such as the need to identify and quantify the energy demands for LID practices maintenance and their incorporation in the system final energy balance, identification of processes that contribute to carbon sequestration and emission, and risks of emerging pollutants for human health from water reuse and nutrient cycling for sustainable agriculture. The Kingdom of Morocco decisively increased trade and diplomatic interaction with countries of Western and Sub-Saharan Africa since the mid-2000s, supplementing Morocco's long-standing foreign policy orientation toward the 'West'. Under the guidance of King Mohammed VI, the country gradually sought regional political rapprochement after several decades of relative isolation. The push for regional integration is taking place across multiple policy fields and goes hand in hand with a more assertive demeanour on the stage of international diplomacy. Environmental sustainability – encompassing renewable energy production and environmental protection measures – is a policy sector on which the autocratic Moroccan regime places special emphasis. This paper traces Morocco's 'green turn', the development of environmental sustainability policy under King Mohammed VI in context of Morocco's general foreign policy realignment. It analyses Morocco's environmental engagement at the foreign policy level in terms of soft power activity and gives tentative insight on Morocco's path of becoming an influential regional player in Western and Sub-Saharan Africa. Capacity building is defined as a process by which stakeholders increase their knowledge, skills and resources in order to improve their ability to adapt in a fast-changing world. Universities play a key role in the promotion of sustainability and implementation of the 2030 United Nations Sustainable Development Goals (SDGs) through capacity building. However, universities in developing countries face significant challenges in the implementation of capacity building programmes for sustainability given the lack of procedures that facilitate the systematic integration of multiple stakeholderś epistemologies, methodologies and objectives. In this paper, we present a capacity building approach as a problem-focused process that follows a multi-domain/multi-stakeholder scheme, and provides alignment with the functions and responsibilities of different sectors of society. The approach involves the use of a decision-support tool for sustainability that enables stakeholders to actively participate in decision-making processes. We illustrate the implementation of the capacity building approach through two case studies and show how general and specific capacities tailored to the different stakeholders can be developed. Our approach to capacity building accentuates the role of universities in Mexico, Central America and the Caribbean as research and innovation hubs that could help design and implement flexible, transparent and robust strategies towards achievement of sustainability in the region. Key policy insights Capacity building to address the sustainable development goals should aim to develop sets of interlinked capacities for sustainability across stakeholder groups. Capacity building should take into account the regional institutional contexts in which universities in Mexico, Central America and the Caribbean are embedded. Effective implementation of capacity building must be tailored to the different roles and functions of the actors involved. Thematic, technical, evaluative and procedural domains provide a comprehensive framework to build capacities, which can be continuously adapted according to the functions and responsibilities of the actors. In 2017 the paper 'The Sustainable Development Oxymoron: Quantifying and Modelling the Incompatibility of Sustainable Development Goals' was published, showing that there is a conflict between socio-economic development goals and ecological sustainability goals using cross-country time-series data. The authors looked at production-based CO2 emissions to measure and model the 13th SDG goal addressing climate change. Their models showed that production-based CO2 emissions were stalling or even decreasing in rich countries, which suggests that other countries are also likely to see stalling and decrease in their CO2 emissions once they become rich. However, this conclusion can be challenged when accounting for consumption-based CO2 emissions rather than production-based CO2 emissions. In this follow-up paper, we re-run some of the analyses performed in the original paper making use of consumption-based CO2 emissions. The analysis confirms the inherent SDG conflict between socio-economic and ecological SDGs. But, this new analysis demonstrates that from a consumption perspective the trend of stalling or decreasing CO2 emissions is reversed, with natural depletion costs being exported to poorer countries. Despite this new perspective on CO2 emissions, the conflict between SDG goals can still be avoided by making investments in public health, education and renewable energy, as suggested in the original paper. This paper provides an empirical application of some recent developments in the social science of sustainability to understanding sustainable transport behaviour. We analyse talk about holidaymaking taken from interviews with self-defined "eco" or "sustainable" tourists. The focus of this paper explores the ways in which participants understand and reconcile the potential conflict of air transport and the notion of sustainable holidays. We identify a number of discursive strategies participants used to project and maintain positive self-representations in the context of complex, often incompatible constructions of sustainability derived from this particular dilemma. Such strategies are considered as concrete examples of the psychosocial organisation of denial and thus offer discursive barriers to sustainable transport futures. However, the analysis also demonstrates the ways in which some individuals were able to resist or challenge such forms of socially organised denial. This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments' sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as 'sustainable'. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning. [ABSTRACT FROM AUTHOR]

Environmental sustainability is a major focal point of urban planning, yet scholarly discourse often fails to grapple with the environmental contradictions inherent in the reliance on economic growth found within the prevailing sustainable development paradigm. This paper develops an ecological-sociological framework for analyzing sustainable planning best practices, which shape local sustainable planning implementation. A key argument of ecological-sociological scholarship is that sustainable development is an expression of ecological modernization, which erroneously tries to solve environmental problems through economic growth-based strategies. The authors use content analysis to examine the American Planning Association's 2015 Sustaining Places: Best Practices for Comprehensive Plans and find that its principles and environmental harm mitigation strategies incorporate an ecological modernizationist approach to sustainable planning. The authors argue that embrace of economic growth and underspecification of ecological standards hinder the field of sustainable planning from promoting best practices that mitigate environmental harm in the long term. In the current climate of intense turbulence, tourism must transform to a more sustainable development platform. Yet it remains unclear how the concept of sustainability is embedded at different levels of government policy and planning, and how this has evolved over time. This paper identifies the concept of sustainability as it is articulated in 339 Australian tourism strategic planning and policy documents published between 2000 and 2011. The paper examines the extent to which the concept of sustainable tourism is evident in the discourse of Australian tourism strategic planning documents at the national, state, regional and local levels, as well as the balance of the discourse in relation to sustainability objectives. The results show that the frequency of occurrence of sustainability as a concept has slightly increased in strategies over the past decade. At the same time, there has been a shift in the conceptualisation of sustainability, with thinking evolving from nature-based, social and triple bottom line concepts toward a focus on climate change, responsibility, adaption and transformation. This paper proposes a novel approach to measuring the progress of small island developing states (SIDS) towards sustainable development (SD) as set by the UN Sustainable Development Goals 2030. Currently, these goals do not provide adequate guidance on how countries might measure their progress towards sustainability. We use these goals and a subset of their targets to develop an index with concrete targets, through the use of pertinent sustainability indicators, that SIDS should aim to achieve a sustainable society. In addition to the three categorical pillars of SD (social, economic and environmental), we included the category Climate Change and Disaster Management (incorporating Disaster Risk Reduction). The basis of our decision is that the UN and the Intergovernmental Panel on Climate Change have both recognized the vulnerability of SIDS to both environmental hazards. Our index scores a total 70 individual indicators for the four categories to track the progress of a SIDS towards a sustainable society. Using the Caribbean nation, Republic of Trinidad and Tobago, as our SIDS case study, we report the average of the scores for each category to illustrate its progress towards sustainability. Overall Trinidad and Tobago is slowly progressing towards a more sustainably developed society. Our results show that the nation is only moderately successful regarding progress in three traditional pillars of SD, social, economic and environmental. The breadth and depth of the environmental crisis and the consequently wide and inclusive interpretations of 'sustainable development' has promoted a disparate range of academic responses encouraging a loose interpretation of environmental education and Education for Sustainable Development. This in turn reduces the capacity for the development of a clearly defined discourse and for a sufficiently robust debate conducive of effective change. This paper attempts to assess the current situation within environmental education in this respect, by means of an analysis of papers presented at the recent World Environmental Education Congress in Durban, South Africa (July 2007). By quantifying the use of specific terms and words used in presentations, the authors reveal evidence to suggest that there is not the degree of self critical analysis and academic rigour that the urgency of the environmental crisis might reasonably demand. Over the past two decades, China has become a global economic force. However, this economic growth has led to significant increases in carbon-intense energy consumption, with potentially disastrous impacts on the global environment. Fueling this energy explosion is an increased demand for automobiles in China, which has been met by an expanding auto production industry. This paper reviews China's current and projected energy and environmental milieu, with particular emphasis on automobile market development. The paper links China's sustainability potential to its technologies, policies, markets, and automobile industry structure. Thus far, there has been a reluctance to instigate a dialogue and engage with the tensions between two literatures with significant insights for each other. The first is the literature on the fiscal sustainability of welfare states, which is invariably predicated upon future growth primarily to manage demographic changes. The second is the post-growth literature, which has enjoyed a renaissance in recent years due to an environmental critique of economic growth. Both literatures contain implications for the analysis of welfare state sustainability. The primary contribution of this paper will be to explore the intractability of the tensions between these discourses and the difficulty of mapping out a progressive policy direction in the twenty-first century which meets both our environmental and social sensibilities. It is claimed that in the post-industrial world the fiscal sustainability of welfare capitalism is dependent upon public expenditure financed indirectly an environmentally unsustainable growth dynamic, but that ironically any conflagration of public welfare programmes is likely to be counter-productive as the welfare state is able to promote de-carbonisation strategies and notions of the public good as well as promoting monetarily and ecologically efficient public welfare services. Resilience and sustainability have both gained traction in civil engineering. There is significant overlap between both fields, but practitioners tend to remain confined to their niche. This paper clarifies the link between both fields, reflects on the underlying concepts, and identifies challenges and opportunities in understanding complex problems involving both resilience and sustainability. A conceptual framework is proposed for understanding resilience and sustainability together. The example of a coastal town subject to sea-level rise and large storms is used to motivate the framework. The example is used to evaluate the use of discount rates for events in the distant future. The results are discussed to determine our ability to decide whether such scenarios are sustainable. The conclusion is that computational approaches will be inadequate. Chuang Tzu If education is to be a major part of the solution to climate change, habitat loss, degradation of cultural heritage, threats to biodiversity and ecological stability then the dominant paradigm in education must change from a transmissive to a transformative mode. Closely coupled and interwoven through this will be the need for a hands-on experiential element that is inspirational, interactive and socially developmental. Teachers, lecturers and interpretation professionals have not lost any of their talent as innovators or communicators - but in some countries they have an increasingly difficult culture of fear and litigation to work within. How do we educate for a different world where sustainability becomes a priority for the exponentially growing human population and the diminishing biodiversity of other species? Can we ensure an adequate specialist training within a holistic framework which balances science and the arts? There are examples of excellent educational programmes and practices from many countries which deserve a higher profile; the challenge is to encourage these, research them effectively and share good practice. This paper encourages an increase in ecological and sustainability literacy, calls for a more holistic and interdisciplinary approach, and encourages practitioners to reclaim the education initiative. This paper reports on investigations of two propositions. First, it is easy to overestimate the importance of climate change in the larger picture of sustainable development while at the same time underestimating the potential for climate change concerns to be a catalyst for progress toward sustainable development.
