In response to the early Education Reform Proposal's recommendation to provide more diverse opportunities for lifelong learning at the senior secondary level and beyond, there has been a considerable expansion in the post-secondary education sector – Professional and Vocational Education (PVE) – in Hong Kong over the past ten years. The curriculum intention underlying these PVE programmes is straightforward: to equip youth with the necessary knowledge and skills to face future work challenges and continue their studies. However, this ideal is being challenged with regard to the extent to which students are ‘culturally literate'. This paper reports 214 Hong Kong PVE students' views about how important it is for people to possess the knowledge and skills for cultural literacy, and how well they think they are performing in relation to the corresponding indicators. Supported by qualitative interviews, the results indicated that the proposed eight constructs are critical to understanding cultural literacy in the Hong Kong PVE context. Also, while students agreed that these sets of knowledge and skills were important, they were not performing them well. A paired samples t-test suggested a significant difference between their perceptions and performance, and large values of Cohen'sdconfirmed the size of the effect was medium to large. Among the measured eight constructs, nurturing students for ‘social and civic responsibility' was found to be critical. This paper attempts to identify the leadership practices and qualities of school principals engaged in implementing a curriculum reform in Hong Kong. Based on interview data of school principals, this paper shows that the types of instructional leadership practices that school principals adopt and the contextual conditions in which these practices occur are key factors explaining the differential effectiveness of implementation efforts. Six efficacious instructional leadership practices and two contextual conditions critical to their development were identified. This paper reconceptualises instructional leadership as a collective and transformational endeavour, functioning in communities of practice to support school development at different levels. This paper examines the use of Chinese traditions for the formation of a felt Hong Kong identity and a national identity among students in the personal and social education curriculum before and after reunification with China in 1997. This paper argues that the addition of China elements to the curriculum after reunification contributes to the continuous ambiguous identity of students, which is consistent with the results of various poll surveys about the civic identity of Hong Kong people in a larger context. This is because the personal and social education reform after reunification assumed a simple correlation between the patriotic feelings of students and their knowledge of China. It does not question how the promotion of an intensely unifying ‘cultural identity’ as political commitment is differentiated from the day-to-day ‘cultural experiences’ of students. Liberal studies is a new subject in the new senior secondary curriculum in Hong Kong. This study attempted to identify factors that shape liberal studies student teachers' decisions in lesson planning. Based on interview data and lesson plans developed by the student teachers, this article maintains that four factors interacted with the subject features of liberal studies to shape the student teachers' planning decisions, namely, teacher knowledge, curriculum requirements, materials and resources, and interaction with equal and more capable partners. This paper further looks into how teacher knowledge expresses itself at different stages of lesson planning. The findings suggest that to facilitate enquiry learning in students, liberal studies teachers need to adopt an enquiry stance in lesson planning. This paper argues that the limitations of liberal studies student teachers' content knowledge need to be addressed in teacher preparation programmes and suggests teacher networking as one way to strengthen novice liberal studies teachers' content preparation. In an era of rapid globalization, space and time are seriously compressed. People from different nations, cultures, religions and other backgrounds have become much more interconnected and interdependent. Since people are rapidly intermingling, what values should be considered as standards and norms in regulating this situation, so that people of different backgrounds can relate peacefully to each other with mutual respect? United Nations (UN) human rights standards could be considered as sets of shared global norms and values in a search for global ethics. As a consequence, the UN has been eager to promote human rights education (HRE), aiming at the cultivation of a human rights culture. This paper reports on two case studies of school-based curriculum development of HRE in two Hong Kong secondary schools. We also recommend some research directions important for the implementation of HRE in schools. It is hoped that the paper can provide some insight into the development of quality HRE in schools. The paper focuses on the close collaborative work our research team has been engaged in with two local schools to study how action research measures may help to facilitate the improvement of the Integrated Humanities (IH) curriculum through school-university partnerships. It attempts to understand action research as a form of cultural practice for education, and examines how such collaborative work with local schools may contribute to sustainable cultural work of education and intervene at different levels of the schooling practices. In all, the paper seeks to offer preliminary analysis and reflection on the re-orientation of Cultural Studies as a research and problem-solving, intellectual and critical project with a potential for long-term input to cultural policy-making. This paper provides a case study of the use of language objectives within a newly developed English language teacher education programme in Hong Kong. The programme development team decided to adopt a content-based language teaching approach to support students' second language development through content learning. The teacher education programme (the content) prepares Chinese-speaking students to become secondary level English teachers. Because of students' level of English language proficiency upon entry, the programme must provide substantial support for students' English language development in addition to their learning of subject content knowledge and ELT pedagogy. There is also a government-stipulated proficiency level for all qualified English language teachers, which essentially becomes the language syllabus for the programme. The language objectives serve as a medium for mapping the language syllabus on the content curriculum. There are reasons to believe that the approach adopted has been successful in supporting students' language and content learning. The purpose of this paper is to describe the Hong Kong (HK) school curriculum, especially the general curriculum for civic education and other social subjects, in relation to the political events of the 1984 Sino-British Joint Declaration, the 1989 Tiananmen Square Incident, and the return of HK's sovereignty from the United Kingdom (UK) to the People's Republic of China (PRC) in 1997. This paper will argue that since 1984, the school curriculum of HK has been marked by tensions brought about by political cultures shaped by the UK and the PRC, the bureaucratic mechanisms of which are used to make sure that those curriculum contents that are judged to be politically correct are taught in school. Over the last two decades the school curriculum has been depicted as being shaped by the emergence of the nation-state and the transfer of sovereignty. Granted that political and national education forms part of the school culture, the question of how to shape students to be patriotic through the curriculum will continue to be contentious. This paper analyses aspects of a Hong Kong school curriculum reform, which recommends amongst other things, a greater focus on assessment for learning. It outlines the principles of the reform as it pertains to assessment and discusses how structural changes are being employed to lend support to changes in the assessment culture in Hong Kong. The paper draws on a previous problematic attempt to introduce formative assessment through the Target-Oriented Curriculum initiative. Two examples of assessment for learning practice of 'early adopters' are used to illustrate both the potential and some of the challenges of implementation in the Hong Kong primary school context. From these cases, are drawn out some of the facilitating and inhibiting factors impinging on the implementation of assessment for learning in schools, building on a model of professional growth. Hong Kong's 150 years of colonisation by the British is a classic example of how globalisation comes into direct contact with a local Chinese culture and creates cultural hybridities. The paper presents a framework for developing a hybrid guidance curriculum, drawing together western traditions of developmental contextualism in guidance and Chinese traditions of Confucian humanism in moral education. The core of the framework is a hybrid self, integrating the individualist and the embedded self. Since 1997, Hong Kong's reintegration with China has been founded on the principle of 'One Country, Two Systems', which serves to guarantee the sustainability of the capitalist system in Hong Kong under the rule of the socialist motherland. This paper is an intra-cultural and inter-regional comparative study of the curricula of two systems (socialist and capitalist) under one country, using the junior secondary History curricula in Shanghai and Hong Kong as a case study. In addition to tracing the differences and similarities, divergences and convergences in the junior secondary History curricula of the two systems, the paper also generates proposals for the future improvement of History education in both cities. The medium of instruction (MOI) and its impact on improving the language proficiency of students has become a debated issue worldwide. The policy-makers of post-colonial Hong Kong believed that the general Chinese competency, Chinese writing and Putonghua proficiency of students would be improved through the use of a Putonghua-medium-of-instruction (PMI) rather than the Cantonese medium, the mother tongue of students and teachers. Therefore, using Putonghua to teach the Chinese language has been promulgated as a long-term goal by the Curriculum Development Council. Early studies have placed an emphasis on using standardized tests to assess students' learning outcomes with the use of PMI, but unfortunately the findings have been inconclusive. Despite teachers' involvement in implementing the MOI policy, there is a dearth of studies examining the perspective of teachers regarding the language learning of students under PMI. This paper aims to explore this important issue in greater depth through a case study of a high school, which has implemented PMI to teach the Chinese language for 10 years. The findings indicate that there are mismatches between the stated educational policy intentions and the language learning of students in various aspects. This paper examines the nature and socio-political functions of Hong Kong's 'Chinese history curriculum' during colonialism and since decolonization and argues that these functions have resulted in a curriculum characterized by rote-learning and geared towards social control. Students are initiated into the traditional, orthodox view of Chinese history and prescribed moral judgements. Consequently, there is little chance for independent thinking on the part of students. From September 2009 onwards, a new business curriculum which focuses on three key business disciplines, namely management, accounting and finance, has been implemented in Hong Kong senior secondary schools. A new assessment guide has been also proposed in light of the new curriculum. Such business curriculum and assessment reform move in the direction of preparing pupils to be more adaptive to the fast-changing business society; an innovative school-based pedagogical design will definitely be needed. This paper examines and analyzes the nature of the existing Hong Kong business curriculum and assessment reform from a competence-based perspective, discusses the critical issues in the areas of curriculum design, assessment practices, teaching approaches and teacher development, and suggests innovations in these areas for enhancing pupil competence development in the context of Hong Kong senior secondary education. Following the resumption of Chinese sovereignty in 1997, the Hong Kong Government has introduced a new national education project which aims at building nationalism and patriotism. With an active involvement of the state and civil society in promoting national education in recent years, there have been certain drastic changes in the school system - reforms in the curriculum with more weight to national identity and China's topics, more nationalistic or patriotic extra-curricular activities and rituals, and more training for teachers to conduct national education. Informed by a Gramscian notion of hegemony, this paper analyses the advent of and struggles over the national education policy and illustrates the collaboration and contests among various groups in the nation-building project - with the controversies over display of the national flag and liberal studies curriculum as examples. Dance education has not played a significant role in Hong Kong schools. Teacher education may be at a crossroads in determining its future directions in relation to dance as art rather than physical activity. Taking Marcel Mauss's characterizations of the techniques of the body as the ways in which, from society to society, people learn how to use their bodies, this paper looks back at the context in which forms of dance education were introduced into the physical education curriculum of Hong Kong schools and examines social, cultural and political constraints upon their directions and development in a colonial and post-colonial society. Viewing dance education as forms of socially mediated practices, we show how bodies that are subjected to formal and informal programmes of dance education can be both inscribed and inscribing. Developments in dance education inevitably involve statements about the body, attempts to capture it, impose disciplines upon it, or mitigate their force. To reflect upon Hong Kong's changing destiny is to ask how the history of colonialism's disciplining of the body can be shaken loose from the domination of categories and ideas it produced and incorporated into the educational system, and what potency might dance education practices have in the future for troubling and negotiating meanings around identity and ‘Chinese-ness’. Facing the trend and pressure of globalisation, the history curricula of Hong Kong and Shanghai have been undergoing reforms in order to better equip the youth for coping with rapid contextual changes. At the same time, there have been attempts to reposition nationalism in the changing contexts. This paper aims to compare and contrast how the forces of nationalism and globalisation affect, and are re-presented in, the contents of the junior secondary history curricula of the two cities, with a view to exploring the convergent and divergent trends of development in the two systems (capitalist and socialist) within one country. It is expected that the findings will shed light on the continuities and changes in the junior secondary history curricula of the two cities, and explore possible alternatives for the improvement of history education. This paper explores the impact of the internationalization of higher education on the formation of student identity. It does so in the context of increasing developments in offshore education and the rapid emergence of the professional doctorate in Australia and overseas. Drawing on data from a larger qualitative study of student experiences of offshore education, the focus is on professional doctorate candidates located in Hong Kong. Identity is characterized by a series of dilemmas experienced by the students as they seek to become members of the academic community. School-based assessment of science students' practical skills has two important roles—as a complement to written papers in public examinations and as a catalyst for enriching the science curriculum in schools. This article describes a quantitative study of the concerns chemistry and biology teachers experience as they engage in the process of implementation of a school-based assessment scheme for practical work. A 23-item questionnaire was developed to measure five categories of teacher concern: evaluation, information, management, consequence and refocusing. The nature of each category of teacher concern is discussed in relation to innovation adoption and implementation. Data were collected from 400 chemistry and 412 biology teachers in Hong Kong. Teachers' information and management concerns lessened in intensity when they became experienced users of a school-based assessment scheme. However, teaching experience alone could not motivate teachers to think more about the impact of school-based assessment on student learning, their professional development in student assessment and the possible refinements in their school-based assessment scheme. This article comments on the weaknesses of conventional field education models and presents a problem-based learning (PBL) model piloted at the University of Hong Kong. The PBL program has three components: paper cases, skills workshops, and field project. Its aim is to help students integrate social work theories with practice and build their competence in self-directed learning. Findings on the preliminary assessment of the students' learning are reported. The experience was generally positive. The tutors' opinions of how the PBL program can fit in a social work curriculum and contribute to student learning are included, and the author describes the types of support required for model implementation. One of the major innovations in the recent wave of education reform in Hong Kong is the target-oriented curriculum. An interesting feature of this new curriculum initiative was its amoebic characteristics - changing shape and focus in its course of development. It was reshaped from an assessment system for accountability purposes to a centrally developed curriculum initiative for improving teaching and learning, and finally to a school-based curriculum development. In this paper, this course of development and the reasons behind it will be described and analysed. The study suggests that the two-tier educational policy and implementation system in Hong Kong is a major cause leading to such a phenomenon. This paper reports data from a study of children's experiences of transition to school in Hong Kong. Hong Kong research into transition to school has been limited to investigation of curriculum issues and teaching practices by the Education Department (1993), a comparative study of skills preschool and primary school teachers believed children needed (Chow, 1993), and a recently released study on primary one students' transition problems in the Shatin area (Chan et al., 1999). In the present study, Hong Kong parents, primary school teachers and children expressed their views on difficulties in transition to school. Two types of primary schools were chosen for the sample: two with preschools attached and two which served neighbourhood preschools. Children and primary teachers were interviewed twice, once in mid October, in the initial "settling in" phase, and again in mid June the following year, at the end of the school year, while parents were surveyed in mid-October. In general, difficulties of "settling in" were overcome at the end of the first or second month. Nearly all children preferred studying in the primary schools during the first interview. However, the second interview revealed that some children wished to go back to the kindergartens where they claimed they had no pressure for examination and study. The results showed that pedagogical discontinuity is a major issue of difficulties in school transition in Hong Kong. The findings echoed those from the Chan et al. Narrative provides meaning and belonging in human lives because every human experience is a lived story, and a storied experience. Rooted in Dewey's thoughts on the past-present-future continuum of experience, Connelly and Clandinin define narrative inquiry as "the study of how humans make meaning of experience by endlessly telling and retelling stories about themselves that both refigure the past and create purpose in the future" (1988, p. 21). In the present paper, I first explore the meanings of early childhood education and depict the general background of early childhood education in Hong Kong. Then, by adopting Schwab's (1973) four commonplaces of subject matter, learner, milieu and teacher as a curriculum framework, I examine curriculum issues in kindergarten with illustrations of my experienced stories about the teaching of an in-service kindergarten teacher in Hong Kong. Finally, based on Schwab's four curriculum commonplaces, I analyze the Reform Proposals for the Education System in Hong Kong as published in September 2000 by the Hong Kong Education Commission with special emphasis on early childhood education and pre-primary teacher education in Hong Kong for the new millennium. As part of the module "Further Studies in Kindergarten Curriculum" in the Certificate in Kindergarten Teacher Education Course conducted by the Hong Kong Institute of Education, teacher-educators made use of semantic webbing to help kindergarten teachers/principals develop reflective and thinking skills regarding subject matter content and teaching curriculum. Semantic webbing/mapping or semantic networking or plot maps may be defined as a strategy in which information is categorically structured in graphic/visual form. However, its use in teacher education is more recent. Kindergarten teachers/principals were interviewed to discern how they developed critical thinking and evaluative skills concerning subject matter content and teaching curriculum through the use of semantic webbing. Interviews of a random sample of participants and analysis of their mind-maps revealed a change in perspectives and attitudes towards subject matter content and teaching curriculum. The present paper examines some of the affective outcomes for both teacher educators and student-teachers resulting from the use of semantic webbing/mapping as a strategy for facilitating reflective and critical thinking skills in four components of the module "Further Studies in Kindergarten Curriculum"; namely, Art, Language, Mathematics/Science, as well as Social Studies.
