When seeking to increase their tax revenues, policy makers face a likely tradeoff between decreasing personal income tax rates (making formalizing more attractive and potentially contributing to revenue) and alternatively raising tax rates (potentially slowing down the formalization of the economy if people prefer informal employment). Evidence on formal versus informal earnings and job characteristics in different sectors is limited in African countries, and in particular very little is known about the impact of tax changes on the extent of informality. This paper therefore estimates the personal income tax responsiveness of the extensive margin of formality, i.e. the propensity to be a formal as opposed to an informal worker, for Ghana, Rwanda, Tanzania, and Uganda, using repeated cross-sections of household data and applying grouping estimator techniques. Perhaps because of labour demand constraints and other frictions, the paper finds non-significant relations between the formal employment share and the formal-informal earnings differences. This paper empirically investigates the impact of Turkey's embassies on trade with sub-Saharan Africa (SSA). It uses a panel data set that covers 28 African countries for the period of 2002 to 2020 in order to measure if the opening of an embassy increases Turkey's exports to relevant countries. The study found a positive relationship between exports and diplomatic representation via embassies. More precisely, the empirical results indicate that the presence of an embassy in an African country increases Turkey's exports to this country by 108%. Time poverty remains a critical issue for water access across the globe. However, research on the time spent for water collection and the factors associated with collection time inequalities and access heterogeneities is limited, especially in sub-Saharan Africa. Drawing on the 2014 Ghana's Demographic and Health Survey (DHS) data, and statistical and spatial analysis, we apply the concept of "everydayness" of water collection time poverty to examine the factors associated with water collection time inequalities and access heterogeneities of drinking water sources in Ghana. Our analysis shows that 8.6% of households face drinking water collection time poverty and this is prevalent and significant across different socio-economic groups and geographies. The observed geographical heterogeneity and collection time inequality in drinking water sources in this paper adds to the literature in terms of variation in household water insecurity across time and space. The water policy implications of these findings are discussed, and we highlight strategies to rethink drinking water security in the Global South. [ABSTRACT FROM AUTHOR]

Urban climate governance scholarship has paid little attention in Sub-Saharan Africa, where studies of this kind are needed. Using semi-structured interviews with officials from three local governments with populations less than 300,000 inhabitants, this paper explores how centralized climate policies are implemented locally in Ghana. The results show that though the national climate policies are good tools, local government's ability to implement them is quite limited due to a lack of independence and funding to make climate decisions. Globalization presents opportunities and challenges for developing regions such as sub-Saharan Africa as they seek to improve their levels of socioeconomic development. Processes of globalization increasingly depend upon information and communication technologies (ICTs), and these normally need modifications to fit local contexts. This requires that processes that affect interactions between global, regional, and local levels need to be understood. It appears reasonable to conjecture that understanding the roles or effects of socioeconomic and cultural factors (among others) would lead to more effective ICT policies for sustainable development at regional and local levels. Drawing on Sen's capability theory of human development, a modified version of the Technology Acceptance Model (TAM) is presented, and validated by analyzing survey data gathered in two sub-Saharan African countries, although no claim is made as to the model's generalizability. Worldwide, the recent SARS-CoV-2 virus disease outbreak has infected more than 691,000,000 people and killed more than 6,900,000. Surprisingly, Sub-Saharan Africa has suffered the least from the SARS-CoV-2 pandemic. Factors that are inherent to developing countries and that contrast with their counterparts in developed countries have been associated with these disease burden differences. In this paper, we developed data-driven COVID-19 mathematical models of two 'extreme': Cameroon, a developing country, and New York State (NYS) located in a developed country. We then identified critical parameters that could be used to explain the lower-than-expected COVID-19 disease burden in Cameroon versus NYS and to help mitigate future major disease outbreaks. Through the introduction of a 'disease burden' function, we found that COVID-19 could have been much more severe in Cameroon than in NYS if the vaccination rate had remained very low in Cameroon and the pandemic had not ended. This review examines the nexus of poverty, malnutrition and diseases in Africa, the challenges, implications and their mitigation. The paper takes a critical look at available literatures on the primary causes, modes, implications and solutions to the problems of poverty, malnutrition and diseases in Africa continent. Poverty and malnutrition are outcomes of uncontrolled rapid population growth, inefficient agricultural and industrial practices, high debt profile of many African countries due to poor governance and corruption, diseases such as AIDS epidemic, malaria, Ebola virus and COVID-19 pandemic, poor and inadequate health infrastructure and armed conflicts. African poverty scenario entails non-availability of basic human needs which makes many Africans to be very poor. Despite abundance of natural resources, the gross domestic product per capita of many African countries is among the lowest of list of nations of the world. According United Nation in 2009, 22 of 24 nations among the "Low Human Development" nations of the world on the UN's Human Development Index were found in sub-Saharan Africa. Out of the 50 countries on the United Nation list of least developed countries, 34 of them were in Africa. According to FAO data over 200 million people in sub-Saharan Africa were undernourished in 2014-2016. The prevalence of undernourishment in sub-Saharan Africa rose from 181 million in 2010 to 222 million in 2016. In 2016, Africa had the highest prevalence of undernourishment in the world and estimated to be 20% of the population. While this was alarming in Eastern Africa where one-third of the population is suspected to be undernourished. In a similar data, World Bank also found that sub-Saharan Africa Poverty and Equity Data was 47% with over 500 million people in abject poverty in 2012. Poverty is the major cause of hunger and malnutrition in Africa while hunger and malnutrition escalated the problem of diseases in African continent. Poverty has continued to torment Africa as a result of poor and harmful economic policies, conflict and war, environmental factors like drought and climate change and population growth, poor leadership and greed. This paper examines the nexus between innovation and employment growth. In contrast to most studies that employ data from technologically advanced economies, the study uses well-documented data from a leapfrogging and catching-up economy in sub-Saharan Africa. We find a positive relationship between process innovation and employment growth among Nigerian manufacturing and services firms from 2005 to 2010. Furthermore, product innovation is also positively related to employment growth in manufacturing. This study's peculiarity is that innovative firms' ability to grow rely on their operations in regional and export markets, respectively. Meeting growing demand for water and food in Africa, and other parts of the Global South, presents a significant and critical challenge over the next 50 years. This paper draws on an ongoing project in Africa to outline the research-for-development work that is urgently required to facilitate a paradigm shift in agricultural water management. Such work should lead to increased productivity and profitability of agricultural water use to allow agriculture to release some water to meet the growing needs of other sectors, while still meeting food security needs and contributing to a prosperous rural population. Governments are increasingly relying on private participation projects and foreign ownership to access technology and capital in infrastructure projects. As a result, the ubiquity of these projects in all regions of the world is a reality that has caught the attention of both managers and scholars. Predicting the final status (success/failure) of these projects in advance is a key element to be taken into account when deciding about participation. To support this kind of decision, the present paper proposes a multidimensional study where a set of heterogeneous classifiers have been applied to forecast the final success of private participation projects. They are applied to a real-life dataset, comprising information from the World Bank about projects all over the world and within four sectors (Energy, Telecommunication, Transport, and Water Sewerage). Classification results are compared under the scope of the sector and host region of the projects. Results show that the predictability of the success of private participation projects depends on the specific industry and region on which the project operates, with projects in the Telecommunication sector and Sub-Saharan Africa exhibiting the highest rates. Poverty alleviation has been positioned high on the international development agenda following the adoption of the United Nations Millennium Development Goals (MDGs) in 2000. African countries initiated various missions to establish sustained economic growth by increasing productivity with an ultimate goal of poverty reduction. The significance of small and medium enterprises (SMEs) in poverty reduction and employment generation is widely acknowledged. Despite the high failure rate amongst SMEs, particularly in the African context, some are striving with excellent results and are demonstrating signs of growth, innovation and sustainability. This paper explores the development of SMEs as a strategic measure for job creation in sub-Saharan Africa. It examines the role of SMEs in achieving sustainable employment in Africa. This study will benefit governments in Africa, getting them to focus on the development of the SMEs, and guiding them on how best to integrate SME development to achieve poverty alleviation. The recommendations proposed in this study may be helpful in policy formulation, business operation and regulatory practice for sustainable growth and development in the sub-Saharan African context. As energy transitions are progressing and economies of scale are kicking in, renewable-electricity generation begins to include, and be dominated by, large-scale operations. This shift is accompanied by far-reaching changes in the ownership and financing structures of renewable-energy projects, involving connections and (inter)dependencies between international and domestic investors and policies. With growing sizes and maturity, renewable-energy projects are also increasingly taken to capital markets and have become subject to financialization. Until recently these processes have only been observed in the Global North but not in the Global South. So far there has been little research on renewable-energy financialization in the Global South, especially in Sub-Saharan Africa. In our paper we address this gap by exploring the international connections and (possible) financialization of two large-scale renewable-energy projects in Kenya. Based on case-study analyses of geothermal and wind projects in Kenya, we argue that due to their complex risk structure, public investment and support, both from domestic sources and development finance institutions (DFIs), are and will remain key to facilitate or even enable such projects. In contrast to Baker's (2015) case study on South Africa, we neither see nor expect financialization of large-scale renewable-energy projects in Kenya and most other Sub-Saharan African countries any time soon. Mobile money transfer (MMT) has been one of the success stories of mobile phone services in developing countries, especially in the Sub-Saharan Africa (SSA) region. Studies into the impact of MMT capabilities on microenterprise in the region are still nascent and most have focused on MMT diffusion. The study specifically examines the effect of MMT capabilities on microenterprise growth and the subsequent effect on the well-being of microentrepreneurs, which in this study is referred to as 'development impact'. The dynamic capability theory was used as a theoretical lens to develop a research model and three hypotheses to answer the research questions. The model was tested by using the survey methodology to collect data from 201 MMT microenterprise operating in Ghana, a Sub-Saharan Africa nation. Despite recent modest progress in reducing maternal and infant mortality rates in sub-Saharan Africa, Nigeria and Malawi were still in the top 20 countries with highest rates of mortalities globally in 2015. Utilisation of professional services at delivery – one of the indictors of MDG 5 – has been suggested to reduce maternal mortality by 50%. Yet, contextual, socio-cultural and economic factors have served as barriers to uptake of such critical service. In this paper, we examined the impact of residential wealth index on utilisation of Skilled Birth Attendant in Nigeria (2003, 2008 and 2013), and Malawi (2000, 2004 and 2010) using Demographic and Health Survey data sets. The findings from multivariate logistic regressions show that women in Nigeria were 23% less likely to utilise skilled delivery services in 2013 compared to 2003. In Malawi, women were 75% more likely to utilise skilled delivery services in 2010 than in 2000. Residential wealth index was a significant predictor of utilisation of skilled delivery services over time in both Nigeria and Malawi. These findings illuminate progress made - based on which we make recommendations for achievement of SDG-3: ensure healthy lives and promote well-being for all at all ages in Nigeria and Malawi, and similar context. This paper examines the impact of the Highly Indebted Poor Countries (HIPC) Initiative on under five mortality rate (U5MR) in Sub-Saharan Africa. The HIPC Initiative involves debt forgiveness and the redirection of funds that were meant to service external debt towards the provision of social services and poverty reduction in eligible countries. The Initiative is akin to a natural experiment since some countries benefited while some did not, and the timing of debt forgiveness varied across countries. We exploit these variations to identify the impact of HIPC Initiative on child mortality using a dynamic panel data estimator. We find that participation in HIPC Initiative is associated with statistically significant decreases in U5MR. On the other hand, the impact of actual debt cancelled is statistically insignificant. Originally conceived as the General Agreement on Tariffs and Trade (GATT) in 1948, the World Trade Organization (WTO) needs no introduction. It is a full-fledged custodian of the multilateral trading system since January 1, 1995. which succeeded GAIT with a view to extending the mandate to an organization that was in need of reform, With the accession of China and nine other members from 1999-2001, the WTO now covers 97% of the world's population, having added another 1.5 billion people to its fold. This increase in membership in recent years has been entirely made up of developing countries and countries in transition-defined by the WTO to include the former Soviet Union, eastern and central Europe, the Baltic States, and the Balkans. This paper reviews three central pillars of the WTO's structure and rules-all important areas relevant to the question of how developing countries can derive greater benefits from participation in the multilateral trading system. First, the nature of WTO rules; second, the reach of these rules; and third, the conditions of market access, that collectively determine the quality and utility of the WTO for its members. Not surprisingly. each of these three elements features prominently in the Doha Development Agenda. [choose to use this three-pronged approach to outline the, arguments for and against sub-Saharan Africa's (SSA) membership of the WTO by assessing the real or perceived costs and benefits of membership. Overall, the paper suggests that SSA states are perhaps better off out- at least for the simple reason of the unfair and/or "rigged" rules that govern such trade under the WTO framework. Considering the slow pace of reform at the WTO and the continued stalling of WTO summits from Seattle, through Cancun to the ever-evolving Doha Rounds of negotiations, a further suggestion leads to a rejection of the idea that a departure from the WTO would have horrific consequences. tantamount to economic suicide for SSA. On a cautionary note, however, the author recognizes that in practice. it is difficult to tell whether SSA would he better or worse leaving the WTO, hut the contention suggests that other alternatives-such as a reinvigorated south-south co-operation and SSA regional trading arrangements-would most certainly benefit SSA. The Millennium Development Goals (MDGs) were defined in 2001, making poverty the central focus of the global political agenda. In response to MDG targets for health, new funding instruments called Global Health Initiatives were set up to target specific diseases, with an emphasis on "quick win" interventions, in order to show improvements by 2015. In 2005 the UN Millennium Project defined quick wins as simple, proven interventions with "very high potential short-term impact that can be immediately implemented", in contrast to "other interventions which are more complicated and will take a decade of effort or have delayed benefits". Although the terminology has evolved from "quick wins" to "quick impact initiatives" and then to "high impact interventions", the short-termism of the approach remains. This paper examines the merits and limitations of MDG indicators for assessing progress and their relationship to quick impact interventions. It then assesses specific health interventions through both the lens of time and their integration into health care services, and examines the role of health systems strengthening in support of the MDGs. We argue that fast-track interventions promoted by donors and Global Health Initiatives need to be complemented by mid- and long-term strategies, cutting across specific health problems. Implementing the MDGs is more than a process of "money changing hands". Combating poverty needs a radical overhaul of the partnership between rich and poor countries and between rich and poor people within countries. The advent of HIV pre-exposure prophylaxis (PrEP) as a HIV-prevention strategy has received optimistic support among HIV researchers. However, discourse on PrEP trials has tended to be dominated by the disputes arising between some activist groups and researchers about the research methodologies. Instead, this paper discusses other issues oftentimes neglected in discussions relating to PrEP trials. Specifically, I focus on the possible ethical implications and the potential impact of sub-Saharan Africa's socio-economic conditions on the promised benefits of PrEP trials for the region and the continent. I argue that the concept of PrEP as a affordable and practical HIV-prevention intervention presents challenges and questions that urgently need addressing as we await results from several ongoing trials. If research is undertaken with no plans on how the results of specific trials can render actual HIV-prevention-benefits - especially for the world's poor - then such endeavours risk being merely information-acquiring ventures. This paper addresses the question of potential causality between foreign debt and domestic savings within the context of developing countries. The literature provides evidence insofar as foreign debt and development is concerned, but little attention has been given so far to internal potential for capital formation. We provide a theoretical framework and test its relevance by using 1975-2004 data for two groups of countries: sub-Saharan Africa and Latin America with the Caribbean. With the use of instrumental variables we find that foreign debt impacts negatively on domestic savings, especially in the long run. The results are not susceptible to the choice of countries or outliers. However, the relationship between foreign debt and savings seems to depend on debt accumulation gaining significance only after surpassing a country's specific threshold. RESUMEN. Este estudio aborda el tema de la causalidad potencial que existe entre la deuda externa y el ahorro interno en el ambito de los paises en desarrollo. La literatura existente contiene pruebas sobre la deuda externa y el desarrollo pero, hasta el momento, ha dedicado poca atencion a todo lo concerniente al potencial domestico para la formacion de capital (capitalizacion). Hemos trazado un marco teorico y puesto a prueba su relevancia usando datos del periodo 1975-2004 para dos grupos de paises: Africa subsahariana y Latinoamerica incluyendo El Caribe. Los instrumentos variables utilizados nos permitieron encontrar el impacto negativo que la deuda externa ejerce sobre el ahorro interno, especialmente a largo plazo. Estos resultados no son susceptibles a la seleccion de paises especificos o aislados. No obstante, la relacion entre la deuda externa y el ahorro parece depender de la acumulacion de la deuda, adquiriendo mas significado solo despues de pasar el umbral especifico de un pais. RESUMO. Este estudo aborda a questao da causalidade possivel entre o debito estrangeiro e a poupanca interna no contexto dos paises em desenvolvimento. A literatura apresenta evidencias sobre debito externo e desenvolvimento, mas ha pouca informacao em relacao ao potencial interno para a formacao de capital. Mostramos uma estrutura teorica e testamos a sua relevancia, utilizando dados de 1975 ate 2004 para dois grupos de paises: a Africa Subsaariana e a America Latina com o Caribe. Com a ajuda das variaveis instrumentais, descobrimos um impacto negativo do debito estrangeiro sobre a poupanca interna, especialmente a longo prazo. Os resultados nao sao suscetiveis a escolha de paises ou de dados atipicos (outliers).
