My essay illuminates the plights of those who live on the southern shore of the Mediterranean under the antagonistic forces of globalisation, according to which the free movement of capital between Europe and North Africa is matched by a criminalisation of immigrants from the southern bank. My analysis of the discrepancy between the borderless economics and the bordered movement of people explores the representation of clandestine immigration in Fawzi Mellah's Clandestin en Méditerranée/Clandestine in the Mediterranean (2000), which depicts illicit passages from North Africa to Europe. Criticising European democracies' containment of the heralded dynamism of the global age and their diffusion of a discourse feeding fear about migrants, I show that globalisation has turned into a 'globalization of punitiveness' [Barker, Vanessa. 2012. My exploration of the migrants featured in the text demonstrates that globalisation's failure to achieve the spatial decentralisation ideal on which it has based its flat-planet premise makes undocumented immigration the last resort of those to whom the Schengen Area closes its borders. My spatial analysis of the paperless migratory enterprise reads the irregular crossing as an attempt to construct defiant identities that resist the global structure of domination. During the last two decades, universities around the world have increased the adoption of English-medium instruction (EMI) as a way to enhance internationalisation and global competitiveness. EMI adoption presents a wide range of opportunities, but it also presents some challenges, being one of them the potential impact on students' academic performance. This paper analyses the impact of EMI on the academic performance of the students in a Spanish university. The objective is to extend previous research, that shows contradictory conclusions. In the first part of the paper, using a multiple linear regression model to control key covariates, we have compared the performance of 229 EMI vs 635 Non-EMI students, corresponding to cohorts 2013–2014 to 2017–2018, considering the average grade in the 10 subjects of the first course. In the second part, we focus on the 2017–2018 cohort (49 EMI vs 116 Non-EMI students), carrying out a longitudinal study of its behaviour during two academic years in four different subjects. The results show that there are no statistically significant differences in academic performance between EMI and non-EMI students, ie language of instruction does not play a relevant role in academic performance. Qatar's transition from a hydrocarbon-based to a knowledge-based economy spurred the development of Education City, which houses several International Branch Campuses and one home-grown university, Hamad bin Khalifa University. Through the case study of EC, this paper seeks to improve our understanding of higher education policy borrowing and the complex process of indigenisation. Using secondary data from prior studies, it offers a discussion on the key stages and challenges in Qatar's effort to indigenise higher education and outlines areas for further research. This paper uses Phillips and Ochs four-stage Model of Policy Borrowing in Education, as a guiding conceptual model. Concentrating on the Qingdao Observatory, this paper will explore the role of scientific facility in asserting China's sovereignty during the first half of the twentieth century. Although scholars have explained the efforts of China's internationalization in diplomacy through the perspectives of politics, economics and culture, they have not paid attention to science. Therefore, this paper aims to shed some light on how scientific issues were solved via diplomacy during the Republic of China, while further asserting that the focus in negotiations was not confined to science itself, but rather to sovereignty within a scientific context. In this process, the meaning of sovereignty has also been expanded basing on the improvement of nation's scientific capability. Besides, the participation of different actors involved in sovereignty assertion is investigated by this paper. Although the diplomatic negotiation was held at the international level, the local government and scientific community were main promoters in this case, which calls for attention on the various subjects in sovereignty issue. Consequently, this paper argues that Asian countries, such as Republic of China, could also employ science as a means to negotiate with foreign powers and claim their due rights. Ideological discourses of Central Asia have been subject to much research. However, the use and the role of ideological discourses in framing internationalization of education policy has been largely overlooked. While much has been studied on how and why internationalization of higher education (HE) became indispensable part of tertiary sector, the cases where internationalization of HE is confronted by a government ideology agenda has largely remained outside of scholarly attention. This pioneering research offers analysis on ideology-based resistance to internationalization of education in authoritarian regimes. The paper argues that it is the framing of internationalization as a threat to national ideologies and a national model of education that confronts HE internationalization in some authoritarian political orders. The paper uses the case of post-Soviet Uzbekistan that promoted national ideologies as the basis of its education model. To support its argument, the paper analyses the official discourses of former President Islam Karimov of Uzbekistan (1991–2016) and the statements of government officials on the country's national education model. In the current triad competition between the US, the EU, and China, globalization-relevant infrastructures serve both as the means and ends of conflicts. This paper asks how this historical constellation of geoeconomic competition has changed the infrastructure policy of its centers. Its political-economic perspective discusses infrastructures not just in terms of their strategic instrumentalization, but also of their role in global production and geoeconomic competition. It underlines how infrastructures serve as fixes that counteract internal crisis dynamics and allow for an expansion of productive activity. The paper undertakes an empirical comparison of the triad centers' central infrastructural measures and flagship projects. The results highlight a shared reorientation towards infrastructure policy that is driven by internal crisis dynamics and external competition over contested markets. This paper argues that the economic upgrading of suppliers in global value chains (GVCs) is influenced by the prevailing governance structures in supplier-lead firm relationships. Using a novel governance index for Philippine and Thai manufacturers, this paper tests if tight effective control received by suppliers can be detrimental to higher-order GVC upgrading. The unique 2012 Survey on Adjustments of Establishments to Globalization was used to calculate the index for Philippine manufacturers, while the World Bank's Productivity and Investment Climate Study 2006–2007 was used for Thailand. The econometric results confirm that tight governance negatively affects upgrading in both countries. Specifically, the Philippine estimates show that tight governance has no impact on process upgrading given that: (1) all GVCs benefit from efficient suppliers, regardless of governance structures; and (2) process upgrading has relatively simpler technological requirements than higher-order upgrading. Tight governance significantly reduces the probability of achieving more sophisticated product, functional, and intersectoral upgrading, especially when this encroaches on the lead firm's core functions. But since governance and control are necessary for efficient GVC operations, suppliers must conscientiously build capabilities and networks to move up the upgrading ladder. In the wake of anti-Muslim violence in Buddhist majority states in Asia, increased scholarly attention is paid to anti-Muslim Buddhist nationalism. These studies have paid particular attention to historical legacies within the confines of state borders, be they colonial or post-colonial. However, as this paper shows, the concerns raised in Buddhist anti-Muslim nationalism are not only shaped by local contexts. On the contrary, they are very much informed by global discourses and concerns. Drawing on media and globalization theory, this paper explores the transnational and global aspects of anti-Muslim Buddhist nationalism, arguing that it needs to be understood as a constituent element of global Islamophobia(s). Moreover, the paper shows that Buddhist Islamophobia cannot be reduced to being the result of Western export of Islamophobia globally. Rather, Buddhist Islamophobia has to be understood as a global as well as a globalizing phenomenon, contributing in its own right to global Islamophobia(s). [ABSTRACT FROM AUTHOR]

Contemporary nationalism in the West tends to be understood in ethnic terms and associated with a bottom-up reaction to disliked effects of globalization, in particular migration. But there is also a top-down nationalism that is inherent in states' boundary-policing and – constituting membership policies. This paper draws the contours of a state-level neoliberal nationalism. Its imprint can be found in social policy, citizenship policy, and – the focus of this paper – immigration policy, in particular for the highly-skilled. Neoliberal nationalism combines diversity and meritocracy, and thus a modicum of cultural and economic liberalism. This paper explores how BRAC's Targeting the Ultra Poor graduation program was globally adopted as a successful pathway for extremely poor households to build sustainable livelihoods and improve their conditions. It explores how this Southern model of development and transformation became an integral part of global knowledge. The paper also highlights a fundamental element of BRAC's vision and pedagogical approach – enabling the powerless, especially women, to organise and exercise their agency for bringing about change – and suggests this as an important next step in graduation programming. This paper engages with the transculturalization of Cultural Studies by focusing on the theoretical and political implications of translating it. This is a question that has been discussed over the years, especially in the context of the global spread and the institutionalization (or lack thereof) of cultural studies in universities outside of Britain in the early 1990s. In this context cultural studies practitioners have questioned the very use of labels such as 'internationalization' or 'globalization', and expressed concerns about whether its expansion would happen at the expense of its distinctiveness. I pick up this discussion while re-framing it from a perspective which focuses on the politics of translation. I argue that translation is not a linear or automatic process (you bring something from A to B and it gets translated), but a collective work which is translingual, trans- and extradisciplinary. From this perspective, cultural studies has always been characterized by a strong commitment to translation. If labels such as 'British' or 'American' cultural studies obscure this commitment, this is because of a narrow understanding of translation as a cultural practice. In light of these considerations, I point to translation as a fundamental means to oppose cultural elitism, and the fragmentation of intellectual engagement produced by disciplinary, (inter)nationalizing and globalizing trends. This paper provides an analysis of the historical trajectory of Turkish geographical practice over the past four decades, situated within the broader socio-political landscape of the country. The transmission of the modern geographical tradition from continental Europe to Turkey during the interwar period established the discipline as a holistic science of the human-environment relationship. Although this understanding started to change after the 1968 events, the 1980 Turkish military coup abruptly disrupted innovative endeavors in the discipline, prompting a resurgence of regionally focused synthesis within geography. This insular approach prevailed for several decades but began to evolve in response to the internationalization trends that emerged in the 2000s, with deliberate steps taken toward fostering innovation. Despite institutional damage resulting from the political developments following the 2016 military coup attempt, the discipline maintained its commitment to innovation. This paper critically examines the divergent responses of Turkish geography and its practitioners to the 1980 military coup and the 2016 coup attempt, highlighting the significant influence of globalization. Internationalisation is now a prominent feature of the higher education landscape, with many institutions integrating international, intercultural and global dimensions inside and outside the classroom. In this paper, I examine the long-term outcomes of international faculty mobility on individual pathways at home institutions framed within the context of internationalisation. I find that the current mode of internationalisation neglects the role of how abroad activities contribute to subsequent institutional internationalisation at home and abroad. My retrospective tracer study with eight qualitative in-depth interview participants finds that formerly internationally mobile faculty integrate international, intercultural, and global dimensions related to the host country, host region and wider world at their home institutions into their teaching, research and service after returning from abroad. In doing so, I propose a new way of understanding how the complementary pillars of abroad and at home internationalisation maintain an on-going, synergetic process that react and contribute to each other and the way in which internationalisation can be re-visited and re-imagined meeting broader goals. Rapid technological advancements, globalisation, environmental crises, and ongoing conflicts have contributed to an increasingly quickly changing social, cultural, and work environment for current and future generations. In this paper, we argue that the traditional schooling system and approaches to curriculum and pedagogy that are based on nineteenth century industrial age models might reach their limit to prepare students sufficiently for the expectations and challenges of life and work in future. While so-called 21st-century education has seen a nominal change in classroom layouts and increased use of teaching technology, we would argue that not much has changed in terms of the underlying structures of schools and the mostly pre-described curriculum schools and teachers must operate under. While current education systems struggle with many challenges from teacher burnouts to increasing student dis-engagement (e.g. rising truancy in New Zealand), we posit that new challenges lie ahead that will further disrupt, if not implode, current approaches to schooling and curriculum. Drawing on theories such as Biesta's World-Centred Education and Pinar's notion of Currere to reconceptualise curriculum, we would argue that schooling needs to move away from the traditional 'static map' of curriculum content to a more dynamic approach to schooling that allows teachers and schools to chart new territory, together with their students, for a rapidly changing future. As guiding compass of sorts for dynamically exploring an uncertain future with students, we propose Teschers educational approach to Schmid's Art of Living as a starting point. In this paper, we discuss whether economic backwardness in Latin American countries is due to financial limitations (currency weakness and reduced liquidity) or a result of productive structural imbalances. To answer this question, we briefly review the main concepts in Latin American Dependency theories. We then examine the main features of globalisation and internationalisation in the late 20th century, and the Post-Keynesian explanation of economic subordination. Finally, we review the Mexican balance of payments and the main components of the Mexican financial system, including the central bank. We conclude that Mexico's subordinate position is due to historic productive structure dependence and foreign capital intervention that, in the period of globalisation and internationalisation, added financial instability to economic backwardness, thus impeding the financial and productive systems from fully developing. This paper seeks to advance our theoretical understanding of diversifying and homogenizing processes in human societies by exploring the sources of and threats to ethnolinguistic or cultural diversity. Invoking concepts such as ethnogenesis, schismogenesis, and structural transformations, it discusses the parallels as well as the divergences between biological and cultural theory. Models in historical linguistics risk importing unwarranted assumptions about diversification from biological models of speciation. A more pertinent theorization of ethnolinguistic diversity might build on anthropological perspectives such as those of Fredrik Barth, Gregory Bateson, and Claude Lévi-Strauss, all of whom recognized that such diversity reflects interaction rather than isolation. The empirical test of these considerations is the ethnography and history of language use among Indigenous peoples in Amazonia and the Andes. The conclusion is that premodern expansions of language families, in tolerating local cultural autonomy, multilingualism, and diglossia, did not threaten ethnolinguistic identities as has modern globalization. A hypermarket is a combined supermarket and department store that carries a large range of products. Since the opening of the first hypermarket in the US in the early 1930s, this concept has spread globally. Nowhere is this trend more visible than in India, now the world's most populous country with a middle class that will expectedly grow to 800 million in 2030. This paper coins the theory of hypermarketization to explain why and how the hypermarket as a globalized form signifies the full integration of liberalization, retail and middle-class consumer culture in emerging markets. The argument that hypermarketization marks the point when successful economies in the Global South mature and then qualify as emerging markets is based on empirical material from fieldwork on vegetarianism and meat in hypermarkets and among middle-class groups in South India, namely participant observation and interviewing. This paper discusses the ways in which psychoanalytic perspectives may have been limited by the Western cultural context in which they originated and explores the potential of the Indian cultural imagination to broaden psychoanalytic thinking about ego formation, the nature of Eros, bisexuality, and individuation. The world of work is changing rapidly in myriad ways. The processes of digitization are enabling workers from different parts of the world to compete in a global market over the Internet without moving to different locations. Many employers are opting for hybrid working solutions in light of the COVID-19 pandemic. As a result, some commentators have suggested the end of globalization, while others are hoping that a fairer society will emerge. This paper departs from such rigid assessments of the future of work and instead attempts to understand the multi-dimensional transformations in the world of work through the lens of the global gig economy. It argues that the gig economy is the latest manifestation of capitalism's drive to accumulate which in turn produces uneven geographical developments. Although it has grown at an exponential rate globally, English medium instruction's (EMI) conceptually problematic nature steered more confusion than clarity and consensus in the contexts of higher education (HE). In the field literature, the dominant paradigm pertains to descriptive statements rather than definitions and research seemed to reach a saturation point where a new vision is required that of problem solving. By employing a critical stance towards globalisation hence internationalisation and opting for a multilingual perspective, this conceptual paper presents arguments firstly on the concepts that are involved in the definition of EMI and then on EMI teacher training and EMI policy while keeping a focus on learning in EMI HE settings. In so doing, definitions for the concepts of EMI and EMI quality are provided as prospective reference points for HE stakeholders to adhere to during their EMI development practices. Concluding remarks on internationalization as being one of the motivations to implement EMI in HE settings and calls for research on critical EMI and EMI content teacher competencies are also provided. This paper examines the divergent trajectories of automotive investment and employment in Detroit, Michigan and Windsor, Ontario. Located on opposite shores of the Detroit River, in the United States and Canada respectively, Detroit and Windsor are the founding cities of the North American auto industry. Long dominated by the Big Three, their factories have produced vehicles for the same continental market since 1965. Each has weathered parallel challenges since then, including spikes in the price of oil, the Big Three's loss of market share, the transition to lean production, and the near-collapses of Chrysler and GM. Yet Detroit began deindustrializing decades earlier and lost much more employment than Windsor. To determine why, we compared their automotive sectors from 1900 to the 2010s. Since the Depression, each city has repeatedly confronted the prospect of deindustrialization, but three factors have made Windsor more resilient: (1) federal and provincial interventions on its behalf, (2) Windsor's greater competitiveness with respect to factor costs, quality, and innovation, and (3) Windsor's annexation of outlying territory to capture new factories. These differences show how national, subnational, and regional/local policies have mediated corporate decision-making to produce a variegated North American Rust Belt, with Canada outperforming the United States. Support for EU membership has long been an important topic of study. Individual-level research shows that winners of globalisation, including the higher educated, express greater EU support as they profit from economic and cultural conditions resulting from European integration. Recent context-focused work suggests that individuals in 'left-behind' places are less supportive of EU integration because of their home regions' weaker long-term economic conditions. This paper brings these two research strands into conversation with each other by examining how the relationship between EU support and individual-level education is contingent on subnational economic conditions. Using harmonised Eurobarometer data from almost 750,000 respondents spanning 2004–2019, combined with subnational economic data from 201 European regions, we find no evidence that subnational economic conditions influence the relationship between EU support and respondents' education level. At the same time, when cross-sectionally comparing long-term differences between regions, we find that EU support is positively related to regional GDP per capita (though unrelated to regional unemployment), among both the higher and lower educated, and especially in the post-Great Recession period. Longitudinally, EU support is positively related to declining regional unemployment, both among the higher and lower educated, but not to increasing regional GDP per capita. [ABSTRACT FROM AUTHOR]

Globalization has severe impacts on international transport, which in turn affect local and global environmental issues. This study presents an approach to studying these relationships. It identifies four world scenarios based on a distinction between OECD and other countries, and then traces the implications of these for international transport and environment. This paper presents Paulo Freire (1921-1997), on the centenary of his birth in 2021, as a global icon in education, whose actions, reflections and writings, as well as dialogues and talks, occurred against the background of an ever globalising world. To quote Martin Carnoy on a text concerning globalisation, published two years following Freire's demise, processes of globalisation have intensified and acquired new meaning through advances in information technology which render production, cultural manifestations and education ever more synchronised on a planetary scale in real time. Drawing on Walter Kohan, I examine the notion of Freire as an itinerant educator, educationist and intellectual. The paper then explores the nature of hegemonic globalisation against which he struggled in his later years, until the time of his death. This paper analyses the Chinese party-state's production of visual racism towards Uyghurs as a discursive foundation for its ethnic policy, as globally reproduced and disseminated by non-state actors. The paper draws from theoretical literature on the relationship between visual politics and affect, stressing the need for visual literacy to reflect on how images emotionally affect audiences' identities and insecurities. It focuses this analysis on education texts in China's post-2012 'de-extremification' and 're-education' campaigns, specifically on how images tell stories about life-or-death security issues that define Chinese identity. Chinese education about Uyghurs tends to frame Uyghur identities as racialised, culturally external existential threats to be defeated by state violence or teaching them to be Chinese. However, Uyghurs' own visibility strategies in global advocacy counter the party-state's imagery by centring their lives and experiences. This paper contributes to migration studies, settler colonial studies and critical internationalization studies by mapping as connected two concurrent settler colonial preoccupations, reconciliation and internationalization. In Canada, as in other Western countries, international students are a crucial resource as they increasingly sustain post-secondary funding. At the same time, the Truth and Reconciliation Commission (2015) has charged the educational sector to put reconciliation and decolonization at the heart of their mandate. Drawing on interviews with racialized international students in Ontario, Canada, this paper examines how racialized international students may have complex relationships to coloniality and be complicit in legitimating settler colonialism. We argue that the processes of reconciliation and internationalization must be understood as deeply interconnected especially because the obfuscation of coloniality is a key technology of settler rule. In 2014, the OECD-PISA's Governing Board approved the addition of a set of global competence measures to its Programme of Student Assessment. In our paper, we explore whether and how there are discursive shifts between the two framing papers (2016/2018) and what the outcomes are for policy-shaping. To this end, we employ Network Text Analysis to map shifting semantic configurations. We show that (i) the concept of 'global competence' is radically redefined through the simplification and polarisation of the semantic universe surrounding it, (ii) that the concept 'global' becomes a shifting signifier which enables the establishment of an equivalence between the two studied documents, and that (iii) in this process, concepts such as 'culture' are now erased in the 2018 text. Our findings show the dramatic change of approach between the two documents reinforces a narrative that is familiar to the OECD around knowledge economy proxies. [ABSTRACT FROM AUTHOR]

In recent years, International Political Economy (IPE) scholars have increasingly turned their attention to cities. However, their primary focus has been on the role of a select few global 'cities' that regulate global flows of capital, goods, and services. Nonetheless, a significant gap in the IPE literature pertains to the limited exploration of how processes of neoliberal globalization are impacting and regulating the low-income 'informal' housing sector in cities located in the global South. To address this gap in the existing IPE literature, this paper critically analyzes the processes of formation and demolition of informal housing settlements against the backdrop of the neoliberal regime of accumulation. Informal housing settlements have been extensively examined by critical geographers and scholars in the field of urban studies. What distinguishes this paper is its unique contribution to the literature on IPE, that is, it utilizes the political economy of informal housing settlements as an entry point to critically analyze social ontology and the inherent contradictions of the postcolonial state. The paper argues that the relationship between informal housing settlements and the postcolonial state can be better understood through the lens of the 'institutional hybridity.' This concept refers to the fusion of contradictory socio-economic and institutional impulses within the postcolonial state, which aims to manage social reproduction and capitalist accumulation simultaneously. The inherent tension between social reproduction and accumulation manifests in the informal housing settlements in the form of a dialectic of 'benevolence-violence.' On one hand, the postcolonial state attempts to appear 'benevolent' towards marginalized groups by 'allowing' them to establish informal housing settlements through a multi-layered network of clientelism. On the other hand, the postcolonial state resorts to violent displacement of marginalized groups as soon as they pose obstacles to real estate-led capitalist accumulation. Thus, the paper contends that IPE scholars should carefully consider the political economy of informal housing settlements, as it provides captivating insights into the mechanisms through which the postcolonial state becomes subject to regulation and is pulled in different directions by the socio-economic forces of neoliberal globalization. The articles in this special issue extend research on urban space and politics in Istanbul with approaches that explorate the relationships between urban form, urban change, and political processes as assemblages of things, beliefs, institutions, and landscapes. They share a commitment to extended ethnography and thick description in urban studies, and contribute to research that destabilizes universalizing urban theory produced in Europe and America. The dramatic state-led project of neoliberal urban transformation in Istanbul has generated an important body of work that focuses on the consequences of creative destruction, urban displacement, and urban social and political exclusion. These papers contribute to that research with additional questions that incorporate understudied material and cultural elements of the urban political economy. What role do material elements (concrete, plexiglass, signs, maps) play in the practices that propel urban dynamics: that justify, for example, the rebuilding of some properties and the destruction of others? How do the subjective dimensions of human life (memory, belief, emotion, art, suspicion, and imagination) propel particular forms of urban development? Istanbulites' theories of why, where, and to whom destruction or fortune happens – and of what particular material things mean, or what they're meant to be used for – are crucial elements of the total urban situation. Istanbulites' theories cohere disparate elements into assemblages which, in turn, work to transform the city's material realities and social worlds. The concept of assemblage, drawing on the posthuman theorisations of Deleuze and Guattari, delineates a dynamic and new materialist approach to an event. In this approach, desires, material agency and (de)(re)territorialisation emerge as key concepts, and open ways to understand the school classroom in early childhood as a territory where lines of flight challenge the boundaries of normative education. This paper focuses on a classroom assemblage and aims to cartography the material relations between human and non-human bodies, where (de)(re)territorialisation forces are constant. We draw on diffractive ethnography in order to think-with-theory, making use of a vignette and a diagram containing its material relations. Our analysis highlights the agentic relations of matter in the assemblage, the role of desire as a dynamic force and the ever-changing flow of (de)(re)territorialisations that emerge in it. This study shows the complexity of material experience in early childhood, where desire and deterritorialisation frame creative and unexpected processes that defy the idea of education and classroom activities as linear processes controlled by adults. On the contrary, the cartography depicted in this research supports an idea of education as a space for the emergence of creative lines of flight, material relations and non-linear meaning-making. This paper investigates the macroeconomic and social determinants of voting behavior, and especially of political polarization – defined here as the increasing electoral success of far-right and far-left parties – in 20 advanced countries using annual data from 1970 to 2016 and covering 291 parliamentary elections. Our analysis indicates that the link between income inequality and political polarization appears to have significantly changed over the last 20 years. Indeed, we find that both average net income inequality, as well as the bottom 10% income share are statistically linked to the recent success of far-right parties (but not of far-left parties), while the top 10% or top 20% income shares are not. The link of income inequality and political polarization, and in particular the increasing success of far-right parties, thus seems to be based on the deterioration of the relative economic position especially of the poorest fraction of the population. Recent decades have witnessed the globalisation of policies promoting social cash transfers as a critical instrument for poverty reduction. Among various approaches, the Conditional Cash Transfer (CCT) model promoted by the World Bank has gained discursive dominance in countries where this strategy, and its technical model for implementation, appear more attractive than competing alternatives. While research has evaluated CCT programmes and considered the politics of development that they represent in Latin America, researchers are yet to explore the constitutive effects of CCT ways of knowing and measuring poverty in the societies of rural Asia. This paper explores the consequences of CCT knowledge politics in rural Indonesia. It argues that CCT practices of knowing and measuring have paradoxical effects. The programme makes direct payments to millions of impoverished households, producing well-documented patterns of inclusion and advancement. Yet, CCT knowledge practices involve simplifications and generate significant mis-targeting, eliciting a never-ending repair process among state actors, local leaders, and communities. This metricised knowledge system depoliticises political questions of distribution. It conceals alternative ways of knowing and addressing poverty, producing an order of entitlements somewhat at odds with established community logics of inclusion, while provoking a local politics of distribution. This paper aims to explore the relation between international competitiveness and currency internationalization by employing an analytical framework and applying it to RMB internationalization. Our results reaffirm that economic size, financial market development and network externalities are keys in currency internationalization. We also find that international competitiveness is a potential determinant of currency internationalization. However, a more comprehensively and fully measured index of international competitiveness than the GCI is needed to investigate the potential relation between international competitiveness and currency internationalization. The RMB could become an international reserve currency that is larger than the Japanese yen and the British pound sterling, but still lags far behind the US dollar and the euro by 2035. Given the network externalities and historical experience of currency internationalization, however, it will be a long and bumpy process for the RMB to become an international currency, particularly an international reserve currency. Transnational entrepreneurship has its origins in studies on IT entrepreneurs in the US, and on the role of contextual influences that enable the emergence of vibrant entrepreneurial ecosystems. In this paper, we look at the role of institutional actors and their transnational connections on transnational entrepreneurship. Based on interviews with institutional actors in two IT hubs of the Californian Silicon Valley and the Maltese Silicon Valletta, we reveal how the transnational connectedness of entrepreneurial ecosystems emerges from the transnational connections of these institutional actors. We further map the connectedness between industry-specific entrepreneurial ecosystems, and we conceptualize these as intra- and cross-categorical transnational connections. This illustrates the mechanism of IT, industry-specific entrepreneurial ecosystems, differing from the logic of other industries, such as finance. This industry-specific perspective of entrepreneurial ecosystems reveals how they are transnationally connected and how transnational entrepreneurship 'from below', and its associated mobility contribute to the overall global economy. Through a multi-sited physical and virtual ethnography of Chinese migrant women's entrepreneurship in Taiwan, this paper illuminates the role of digital migrant entrepreneurship in the making of globalisation. In the digital age of gendered migrant entrepreneurship, it challenges the long-lasting dichotomy between 'bottom-up' and 'top-down' globalisation and contributes to the theoretical debate about migrant transnational entrepreneurship, elucidating how capitalism and globalisation can take multiple forms. Drawing on Chinese women's migratory biographies and the commercial geographies of the objects they trade between China and Taiwan, it shows how our global economic system is simultaneously forged by supply-chain capitalism and migrants' digitalised petit capitalistic practices. Chinese migrant workers firstly manufacture goods whilst working for multinational companies in China, then, after marriage-migration, they commercialise the products in Taiwan via WeChat. Ancient Chinese civilisation developed two ideas about the ordering of large human spaces. The first was tianxia or 'all under heaven', the inclusive and cosmopolitan world as a whole, with no exterior, and governance on the basis of shared values and benefits, which first shaped statecraft in the Western Zhou dynasty (1047–1771 BCE). Second, the centralised nation-state which emerged in the Qin dynasty (221–206 BCE). Both strands have been influential through Chinese history. In the last twenty years discussion of tianxia has revived, especially through Zhao Tingyang, stimulated by globalisation and the need for practical relations beyond the nation state. This paper proposes one version of tianxia as a heuristic for understanding, rethinking and remaking ethical relations in worldwide higher education. It reviews different understandings of tianxia in China, identifies a world-centred (rather than China-centred) tianxia , and discusses the potentials of tianxia in higher education. Tianxia is appropriate to world higher education because of its spatiality and its ethical commitment to universal benefit in diverse settings on the basis of mutual respect. The 'See the World – Winchester' programme was funded by the UK Turing scheme in 2021–2022 and aimed to broaden the horizons of historically marginalised students who may not otherwise have had access to extracurricular opportunities such as international travel. The purpose of this article is twofold. Firstly, the authors reflect on the successes, failures and challenges involved with running internationalisation activities during a time of travel disruption. Secondly, this article presents findings from a small-scale evaluation that sought to measure the impact of short-term mobility with historically marginalised or under-represented students. The paper is useful for institutions looking to run international mobilities with students during a period of travel disruption using the COVID-19 pandemic as a case study. In addition, the findings highlight the experiences and benefits to students participating in short mobilities, which include, a cultural experience, opportunity for personal growth and development, enhanced employability, and ultimately, broader horizons. International student mobility, taking place within the framework of globalisation, internationalisation and transnationalism, has attained much attention. This paper adopts the Intellectual Migration framework to further our understanding of mobility regarding international higher education. It simultaneously studies China-born students in both China and North America to empirically examine the propensity for student mobility across national borders and the determining factors behind the realisation of such mobility under the same set of geopolitical and international circumstances. The analysis is based on a set of cross-sectional surveys conducted in the 2017–2019 period that yields over 1600 data points. We compare the 'who', 'why' and 'where' aspects of migration between domestic students in China and Chinese international students in North America to delineate the factors underlying international student mobility. By highlighting aspirations and capabilities on mobility outcomes, this paper contributes to differentiating mobility between undergraduate and graduate students and the implications for social inequality. Our analysis also reveals the unequal spatial distributions of educational resources between intellectual gateways and peripheries, and by extension between the Global North and the Global South. The concept of modernity and its association with the West and secularism is being challenged with the rise of religious movements in the age of globalisation. This provides a fertile ground for alternative modernities, disconnected from the West and secularism, to surface. This paper provides a theoretical explanation for the emergence of alternative modernities by drawing on insights from epistemic injustice and recognition theory, through an analysis of Turkish media outlets. Turkey serves as an illustrative case to examine the emergence of alternative modernities due to its long-standing tradition of incorporating Western modernity and its complex liminal identity between the boundaries of the East and the West. This paper argues that the period from 2005 to 2020 presented a window of opportunity for an alternative modernities paradigm to engage in epistemic struggles for recognition, supported by the ideological context of the Justice and Development Party (Adalet ve Kalkınma Partisi or AKP) government. This period paved the way for questioning the superiority and uniqueness of Western modernity. However, it also indicates the birth of a new form of epistemic injustice as counter-narratives defending the superiority of Islamic civilisation emerged, seeking to establish epistemic hegemony for Islam and its association with modernity. While much literature has been produced on globalization, privatization, and the State individually, it has not been common to treat them together, at least not in the field of comparative and international education. There is excellent work that has documented the ways in which globalization and privatization have influenced education reform, but extant scholarship typically has not engaged with theories of the State. In this paper, through the case of Honduras, we explore the aforementioned issues. First, we draw on the approach of Critical International Political Economy (CIPE) to understand the ways that (political-economic) globalization and privatization have affected and manifested in both policymaking and the provision of education. The second half of the paper then turns the gaze back on the Honduran State and draws on State theory literature to consider why globalization and privatization have been able to be so influential in the first place. The number of skilled migrants moving from the Global North to the Global South has been increasing in recent decades. This paper develops and employs a capital-mobility framework to analyze empirical evidence about the new international migration of skilled U.S. migrants to the Pearl River Delta Region of China. Guided by the literature on im/mobility and capital, this paper asks the following questions: What affects skilled U.S. migrants' mobility to and from China? How do they experience the dynamics of voluntary and involuntary immobility in China? Drawing on 58 semi-structured interviews, we found that the level of capital accumulation and its transferability and convertibility influenced migrants' mobility and immobility. In addition, the global outbreak of Covid-19 facilitated mobility for some while hindered mobility for others. This study discusses the differences between North-to-South and South-to-North skilled migration and conceptualizes im/mobility as a continuum experienced by skilled migrants during their migratory trajectories. This paper provides a critique of perspectives that see the recent global rise of right-wing populism as a direct reaction to the disastrous effects of neoliberalism. By turning attention to the uneven development of capitalism and international competition, in this paper, I present a distinction between 'offensive' and 'defensive' types of right-wing populism that take place in different zones of the world economy. Through a comparative analysis of India and Turkey, this paper discusses the particularities of the rise of 'offensive' populists in emerging powers of the Global South in a period of economic growth. The comparative-historical framework employed in the paper allows us to understand how the world-hegemonic crisis empowered populists by providing opportunities for upward mobility for emerging powers. Communication skills are highly sought after by employers, as industry reports repeatedly show. At the same time, those reports also reveal that many employers are dissatisfied with their newly hired graduates' communication skills. In addition, increasing globalisation has led to the call for 'global graduates' who can function well in culturally diverse contexts. Considering both aspects, it is important, to explore which factors help foster students' global communication skills. This paper investigates this issue, testing the impact of potential factors identified from previous literature. Data was collected from 2359 students in seven different institutions located in five different countries. A linear regression model was tested to identify those factors which most contribute to global communication skills development. Results show that motivation to improve communication skills and the experience of social and academic integration into the campus community made the most significant contribution to participants' higher levels of global communication skills development. Besides, students who were presented with relevant opportunities and support from their respective institution and those engaged with foreign languages also demonstrated higher levels of global communication skills development. The paper concludes that for students to acquire the communication skills needed for working successfully in diverse contexts, and hence to become 'global graduates', it is essential that they venture out of their comfort zones and engage with the diverse campus community. This paper reports a qualitative study of what constitutes an ideal EMI classroom from the perspective of university students. Data were collected through in-depth interviews with 26 university students from various disciplines at a large public university in China. The analysis reveals three core themes, which were perceived to be integral to an ideal EMI classroom: 1) an integration between content, language, and learning strategies, 2) a process-oriented course design permeated with a translanguaging approach, and 3) moving beyond specific EMI classrooms with a future and community orientation. This paper argues that EMI needs to be approached as a full educational experience with multiple dimensions (i.e. cognitive, social, and affective), through which, students gradually build up their professional knowledge and disciplinary literacy as well as foster their sense of belonging and direction in their situated subject field. The relationship between trade liberalisation and cultural diversity is a long-standing and controversial issue in many countries that strive to promote free flow of cultural trade as well as to sustain local cultural production. The controversy is partly attributable to multiple meanings attached to the notion of cultural diversity. In this paper we propose three operational definitions of cultural diversity relevant in the context of international cultural trade: national, inter-national and global cultural diversity. We suggest measures of these three types of cultural diversity and apply them to data for the global motion picture industry covering 37 countries/regions for years 2009–2019. We argue that the three types of cultural diversity may operate in opposite directions as a result of lower trade barriers. This article addresses the issue of scaling of information systems (IS) in both theoretical and empirical terms. Scaling is an important issue in IS, especially in the contemporary context of globalization, as attempts are ongoing to expand IS in the same context as well as take it into other contexts. Theoretically, an information-infrastructure (II) perspective is drawn on to analyze the challenge of scaling, viewing it not merely as a technical problem, but as a socio-technical one involving a heterogeneous network constituted of technology, people, processes, and the institutional context. Empirically, scaling is analyzed based on experiences from an ongoing project to implement health information systems within the primary health care sector in India. The theoretically informed empirical analysis leads to some preliminary insights relating to the questions of what is being scaled and how it is being scaled. Two rival visions of Europe's place in the world economy competed for primacy throughout the post-war era. The idea of an 'Atlantic Europe' promoted close economic ties to the United States and integration into the liberal international order. An alternative 'Fortress Europe' vision aimed to carve out a sphere of relative European autonomy backed by trade barriers and industrial protectionism. While many argued that the 'Fortress Europe' vision was defeated during the globalization of the 1990s and 2000s, concepts such as economic sovereignty, industrial strategy and 'strategic autonomy' have returned to EU circles. Is a rebuilding of 'Fortress Europe' taking place in this context? This paper argues that the old tension between 'Atlantic' and 'Fortress' Europe is re-emerging but in a new form and under a new set of international conditions. A 'selective fortification' of European industrial strategy and trade policy is taking shape, as EU policymakers develop targeted instruments and institutional capacities that aim to insulate European firms from new patterns of international competition. The selective refortification of European capitalism has implications for debates within international political economy (IPE) on the future of liberal international order, new patterns of competitive regionalization, and the restructuring of the relation between the state and global capitalism.
