Life outcomes for people who spent time in the care of the state as children ('care-experienced') are known to be significantly lower, on average, than for the general population. The reasons for this are complex and multidimensional, relating to social upheaval, disrupted schooling, mental and physical health issues and societal stigmatisation. Previous studies across several countries have demonstrated that they are significantly less likely to participate in higher education and more likely to withdraw early. However, little is currently known about their outcomes after graduation. This paper therefore explores the initial outcomes for the 1,010 full-time students identified as care-experienced within the cohort graduating from an undergraduate degree programme in the UK in 2016/17—the most recent year for which data are available. They were found to be slightly more likely to be unemployed and less likely to be in work (and particularly professional work) than their peers, but, conversely, more likely to be studying. These differences largely disappeared once background educational and demographic factors were controlled. The paper discusses the relationship between care-experience and other sites of inequality, concluding that care-experienced graduates are crucially over-represented in groups that are disadvantaged in the graduate labour market—e.g. by ethnicity, disability or educational history. This intersectional inequality largely explains their lower graduate outcomes. While there are important limitations with the data available, this speaks for the transformational potential of higher education in enabling care-experienced graduates to transcend childhood adversity. In recent years, and particularly with the emergence of cultural history, historians of education have begun to adopt a wide variety of theoretical approaches to their scholarship. Notwithstanding this, cultural historical activity theory (CHAT) remains underutilised in the field of history of education, despite being employed widely in other domains of education research. This paper illustrates the way in which CHAT offers a valuable framework for identifying and illuminating broad sweeps of change in education at local, national, and international levels, specifically by interrogating a strike initiated by female students in a religious-run teacher training college in Ireland in the 1970s. What is particularly remarkable about that strike is that these women activists were protesting at a time when Irish society was at its most conservative, when Church control was at its zenith, and when women's rights were most restricted. Yet, these women activists were not rising up against the male dominant hegemony. Rather, they were rising up against the female religious managers of the college. This paper analyses the approach to experimental pedagogy adopted by the new Spanish pedagogy which arose after Franco's victory in the Spanish Civil War. To this end, it first outlines the spiritualist and anti-scientific approaches which prevailed in the new pedagogy of the postwar era, before charting the survival, lying beneath this anti-modernist rhetoric, of an experimental tradition linked to certain clergymen. It then shows how the leading pedagogue of Franco's Spain, Víctor García Hoz, ended up endorsing this school of thought, and analyses the influence in this evolution of the neo-scholasticism of the University of Louvain and the experimental pedagogy developed by Raymond Buyse, who maintained close ties with Spain throughout the 1940s. The paper also focuses on the key role played by Spanish pedagogy in the construction of an international network of Catholic pedagogues. Finally, a number of explanatory hypotheses are presented to explain the paradox posed by this endorsement of the more scientific version of pedagogy by a vehemently Catholic group of academics. This paper examines the emergence of China’s ‘university cities’ (daxuecheng) as a governmental strategy to modernise higher education and to promote its socio-economic integration. To the disappointment of policy makers, the model of university cities has largely failed to yield satisfactory educational outcomes and economic productivity. Drawing from ethnographic research at the Higher Education Mega Center (HEMC) in the suburb of Guangzhou City, this paper analyses the characteristics and problems of China’s university cities. It discusses how various disjunctures between planners’ visions and students’ everyday experiences undermine the missions of university cities: Universities intended to reinforce the reputation and growth potential of cities overestimated the need for such facilities; students rejected the vision of isolated education enclaves as a style of living; and productive connections with research and development sectors were not realised. Historians have observed that the period 1860-1890 was educationally progressive. This paper identifies the renaissance with the creation of the General Synod of the Church of Ireland in the aftermath of Church Disestablishment. Disestablishment legislation facilitated the inclusion of the laity in Synod. The paper argues that the lay-clerical dynamic generated educational reform at all levels of provision. Post-Reformation denominational divisions qualify the discussion. The structure of Synod - General Synod, Diocesan Synods, Boards of Education and Education Committees - was the outcome of an intense debate as the post-Disestablishment Church of Ireland sought to reinvent itself. The 'art' of the title refers to Synod's adroit use of this structure in promoting educational reform that mitigated tensions surrounding the religious-secular conflict which characterised Irish post-Famine modernisation. At the end of the nineteenth century, biology as an academic discipline was as young as its corresponding school subject. Now nature itself was analysed as a complex (eco)system consisting of animals, plants, and man. The dramatic conceptual shift and subsequent development of school curricula called for teaching aids representing the new perspective on nature. The paper uses the different types of teaching aids as "index fossils" (Andreas Ludwig) of a specific material culture of education. Thereby we follow a central organising element of contemporary educational concepts around 1900: we will place the teaching aids on a continuum, reaching from "almost real" representations by taxidermists, to abstract schematics on wallcharts, or to wild life in moving pictures to describe and reflect powerful and lasting forms of vividness representing nature. Worldwide, subject-matter teachers are commonplace in post-elementary schools. Teachers' specialisation appears as a key characteristic of secondary schools as opposed to the polyvalence of primary school teachers. Historians have already studied the long process of teachers' specialisation, which started, in France as in Prussia (for example), at the beginning of the nineteenth century and developed alongside secondary school modernisation. Those works have usually focused on professional aspects: the structuration of professional groups thanks to the unification of training and recruiting processes, the organisation of teachers within subject-matter associations etc. However, they have not paid much attention to the resistance opposed by other forms of pedagogical organisation, as if polyvalence were were just a backward anomaly, a backward anomaly, doomed to disappear. This paper seeks to shed new light on this question using a comparison between the different forms of post-elementary schooling that existed at the same time in France between the last third of the nineteenth century and the middle of the twentieth, when the slow growth of post-elementary schooling was mainly due to the success of subaltern institutions. In those institutions, dedicated to technical education, girls' secondary education, or upper-lower classes' education ("primaire supérieur", "secondaire special"), different kinds of polyvalence or bivalence were experienced in the classrooms. At the same time, specialisation was triumphing in classical secondary education. Why, how and to what extent did specialisation eventually impose itself in these different institutions? To address this question, two types of material are used. On the one hand, the question is studied on a national level, analysing both the legislation and the controversies it arouses in pedagogical and professional reviews. On the other hand, these views and theories are confronted with a prosopography of post-elementary school teachers in one department, Eure-et-Loir, which offers several forms of post-elementary institutions. This question is addressed focusing on literary disciplines (philosophy, French, Latin, Greek, modern languages and history and geography). By narrowing the scope, the intellectual and cultural stakes of the various pedagogical organisations that were implemented or advocated may more easily be grasped. The first part of the article examines the most common (though relatively untested) hypothesis: there was just one strategy for those who advocated the promotion of subaltern types of post-elementary schooling as part of a democratisation process, and this strategy was reproducing the model of the elite institution, secondary classical education, including its pedagogical organisation, starting with subject-matter teachers. The chronology of the changes, the content of the debates, as well as a comparative inquiry into teachers' remuneration induces us to discard this hypothesis as insufficient if not irrelevant. For girls' secondary education, a trade-off may be observed between equalisation (of salaries, rights etc.) and pedagogical alignment. For the other institutions, there was no lack of advocates for the specificity of the pedagogy or of the institution; however, specialisation was usually considered a process that could ameliorate the quality of teaching in these institutions without renouncing its specificity. In fact, in the period under study, the louder advocates for less specialised teachers came from secondary classical education itself: the specialisation process as well as the fragmentation of the class schedule had pedagogic inconveniences, abundantly noticed and commented on by subject-matter teachers themselves. In the second part, these critics and the two main alternatives suggested by the teachers are examined. The first is linked with the Progressive Education movement ("Education nouvelle" in French). The École des Roches, a private institution, tested an original organisation that combined the tradition of the humanities with the modern characteristic of "Éducation nouvelle": there was only one teacher for history, geography, French, Latin and Greek. The teacher was thus enabled to practise a pedagogy of interest, as advocated by Ovide Decroly. The second alternative was advocated by some modern language teachers: if modern language teachers could teach French as well as a modern language, this pedagogic organisation could give strong unity to the until then defective "modern" curriculum (without Latin). The third part turns towards the effective organisation of post-elementary schools in Eure-et-Loir. To what extent were these alternative conceptions of pedagogical organisation implemented? The analysis of individual records of teachers suggests several results. First of all, in small institutions – be they classical secondary institutions like "collèges" or modern ones like "écoles primaires supérieures" – specialisation of services was a luxury that most teachers could not afford. Most of the time, they had to teach several subjects, even if they had been trained for just one. However, polyvalence was not used as an opportunity to make connections between the subjects. Class schedules rarely enabled teachers to use polyvalence as a way to teach several subjects to the same pupils. More often, polyvalence was used by the administration as an expedient that some teachers explicitly tried to escape, for example by asking for a move to a bigger institution. This mundane reality of small institutions invites us to pay renewed attention to teacher training and its regulation during the same period. At the end of the nineteenth century, teachers' specialisation had been inextricably linked with the modernisation of universities through the specialisation of the "licence de lettres" in 1880. When this model proved to be partially irrelevant for a significant proportion of post-elementary schools, how did universities react? Were universities fit for something other than training specialised teachers? The answer is yes. The curriculum organisation of the licence opened up several possibilities for training polyvalent teachers. This perspective was still looming at the end of the 1930s. The curricula of the different post-elementary settings analysed in this article shared the same characteristics: they worked as "serial codes" not as "integrated codes", to quote Basil Bernstein. Therefore the specialisation, bivalence or polyvalence of the teachers did not have much influence, in itself, on the degree of integration of the curriculum. From this perspective, specialisation could probably guarantee better teaching of the subject matters. However, polyvalent teachers were better suited to small schools than specialist ones. Considering demographic and geographic constraints, there was a clear trade-off between specialisation of teachers and separation of publics. In small cities, it was necessary either to mix the pupils to specialise the teachers, or to accept some kind of polyvalence to keep different types of students separated; the debate was still open during the 1930s. School massification, coeducation and the baby-boom era rapidly settled the matter for small cities after the Second World War, giving way to an effective specialisation of teachers. A century on from the height of John Dewey’s educational writings and the reputation of the Gary Schools Plan as a model of progressive education, the paper reappraises two key matters: the relationship between John Dewey and William Wirt, the first superintendent of the Gary Schools in Gary Indiana, and the coherence between John Dewey’s progressive pedagogies and the early years of the Gary Schools Plan. Through drawing on a range of primary and secondary sources of information, the paper analyses the connections between John Dewey, William Wirt and the Gary Schools Plan in their shared quest to extend progressive education into new urban and industrial schooling contexts. The paper highlights areas where existing assumptions require review and the extent to which the relationship and connections between Dewey and Wirt’s work were mutually beneficial. On July 23, 1969, the Chancellor Lord Geoffrey Crowther gave the inaugural speech of the UK Open University, renowned for the words starting its four paragraphs: "we are open as to people, as to places, as to methods, as to ideas", stating a concept of openness which characterized the mission of the Open University and still does so. The concept of this institution has been set since 1963 with another name, "university of the air", aiming to take advantage of the new technologies in order to allow higher education to reach a wider public, namely adult students. In this paper we focus on the switch that took place from 1963 to 1969 to the new concept, "openness", that linked the two traditional aspects, "people" and "places", with the methodological issue, coming in the same years from the curriculum theories. We then discuss how the concept of openness evolved thereafter, with the introduction, in the last 15 years, of the Open Educational Resources and the Massive Open Online Courses.We then report an extract of the transcript of Lord Crowther's speech, after highlighting its importance in the history of Distance Education. This paper examines truth regimes -educational discourses - from 1978 to the present in China and finds that these truth regimes experienced a wide variety of changes. These changes moved from "Suzhi Jiaoyu" education for all-round development, to building a country with strong human resources, and finally to the rejuvenation (fuxing) of the modern Chinese nation. This paper focuses on the development of history teaching in West Germany from the 1970s onwards. When in the early 1970s the relevance of history - both as an academic discipline and as a school subject - was challenged, this led to fierce debates as a multitude of new concepts were being developed. One of these was Annette Kuhn’s revolutionary concept of teaching history which immediately came under attack. This debate - and others - had far reaching consequences. At first glance it was a debate about how to model objects like the English Revolution in a way to make them suitable for the history classroom. At second glance, however, this debate revolved around fundamental issues like the role of history in school, the relation between social sciences and didactics, and history’s relevance for today in general. The debate and its eventual outcome are explained within the framework of Bourdieu’s field theory. The study re-examines the consequences of this debate. In discussing alternatives to Kuhn’s approach, it shows how debates forced upon traditional history led historians to readdress the essentials of historical thinking and thus to gain new theoretical strength which resulted in a stronger position for history at universities and schools as well as in history didactics. This resulted in a specific construction and role of Geschichtsdidaktik in Germany which helps to explain why there is a difference in comparison to other countries. [ABSTRACT FROM AUTHOR]

This article reflects on the desire to defend and claim public education amidst the educational policy effects of contemporary neoliberal politics. The defence of public education, from schools to higher education, undoubtedly provides a powerful counter-veiling weight to the neoliberal policy logic of education-as-individual-value-accrual. At a time of intense global policy reform centred on marketisation in education, the public education institutions of the post-war welfare state are often characterised as being lost, attacked, encroached upon and dismantled. In this paper, I contend it is important to avoid mobilising a memory of public educational pasts that do not account for their failings and inequalities. Turning to a historical engagement with the emergence of neoliberal politics, the paper explores how challenges and contestations surrounding ‘the public’ from multiple standpoints converged in the rise of neoliberalism. Recognition of these convergences and contestations, I suggest, assists to provide a more nuanced account of the relationship between neoliberal reform and the welfare state, and thus of the complex task of imagining, claiming and working towards a just and equitable public education. This paper traces the origins and development of coal mining education and training in Britain from 1900 to the 1970s, by which time the coal industry had substantially declined. It looks at the progress from working-class self-help to national policy in support of education and training. The research makes use of college prospectuses and principals' reports to identify the kind of courses offered at several former mining and technical colleges located on the Lancashire and Yorkshire coalfields. The research also identifies funding available to those who worked in the industry, from new employees to those aspiring to be colliery and area managers. The paper examines the educational development in Azerbaijan in the last century. It considers major aspects of higher education as well as the educational policy under the Soviet influence. In the course of this study, the following methods were used: theoretical analysis, historical-comparative method and the analysis of the archived documents. The article also provides comparative analysis of the textbooks issued before and after 1991. It analyses training dynamics in the educational institutions, highlighting achievements and failures in this area. This is a paper about what happens when a form of knowledge moves to another part of the university. The author, identifying himself as an 'ex-sociologist', investigates the relationship between the sociology of work, employment and organization and various 'critical' traditions within the business school. I argue that the contemporary divide between sociologies of work and employment, and Critical Management Studies ( CMS) within the business school rests in part on developments in UK sociology in the 1960s and 70s. This means that divergent understandings of the role of sociology and its relevant theoretical resources provided the deep structure for the current tension between CMS on the one hand and research on work and employment on the other. The movement of sociologists and industrial relations academics to the business school provided the preconditions for two very different critical traditions. The paper concludes with thoughts on what it means to be an outsider inside an institution, and on the future prospects for Burawoy's 'critical' or 'public' sociologies in UK business schools. This paper looks at the educational project of Belgium’s acclaimed socialist and modernist architect Renaat Braem (1910–2001). While Braem is foremost remembered as a militant opinion maker, his work as an educator and an artist has received little scrutiny. When Braem was appointed interim director at the Antwerp National Higher Institute for Architecture and Urban Planning (NHIBS) in 1962, his first action point was not to change the curriculum. He instead reconstructed the physical configuration of the school. With an eye-catching staircase painting, he accentuated an important passage in the school building: the one from the administrative offices and library to the architectural studios. Claiming a central position in the institute, the staircase functioned as a stage and an auditorium on which an ideological and educational programme was enacted in an implicit, yet very physical manner. This article not only looks atwhatthe painting represents, but also athowit represents by applying Randolph Starn’s three categories of seeing: the glance, the measured view, and the scan. This threefold reading of the painting enables us to unpack (a) Braem’s educational project based on a socialist ideology and (b) the institutional climate of the 1960s. In the institutional debates, hovering between tradition and the rationalisation of education, Braem’s staircase painting proposed a third way. In the paper we present progress of a research project that aims at studying the political-pedagogical project and actions of popular education with youth and adults in the Department of University Extension of the University of Buenos Aires which ran between 1956 and 1966.The Department of University Extension attempted to articulatethe university with the people. The focus of its actions was in the Maciel Island. There, for ten years, they developed educational, health and welfare actions in order to solve the problems of the inhabitants of the island, from a joint effort between the university and the community. The separation of examining from teaching, pushed furthest in the ‘examining university’ of which London University, founded in 1836, was the model, was a much-debated principle in nineteenth-century Britain. This separation was generally rejected in Scotland, but only after complex controversies that illustrate how Scots defined their university tradition in comparative terms, and how Scottish developments interacted with those in England and Ireland. Among the issues involved were proposals for a National University or central examining board, and claims that graduates should have a right to give ‘extramural’ teaching in competition with professors. The paper traces this aspect of university reform in Scotland from the 1820s to the 1890s, and argues that the professorial model and the integration of teaching and examining were successfully consolidated and defended. Studies based on the principles of Historic Education have focused their analyses on the strategies of historic learning in school context, with the assumption that the intervention in learning quality requires a systematic knowledge of historical ideas of students and teachers. In this perspective, this paper presents partial results of a survey on ideas of young High School students on the subject of History. The investigation is part of a broader research project entitled: "The historical thinking of young students from schools in the Midwest region of Parana State", developed by the Graduate Program in Education, of the state university of Midwest (UNICENTRO), Irati-PR campus. This paper uses Fligstein and Mc Adam's (2012, 2011) theory of the strategic action field, or ' SAF,' to highlight the ways in which individuals can act within cultural and material constraints to shape social processes. It applies these concepts to the Mercer University heresy trial of 1939, in which a group of students backed by fundamentalists from the conservative Protestant movement accused members of the University's faculty of unbelief. By understanding the organization, the social movement, and the higher education industry as ' SAFs,' the theory explains how the trial reached its unusual outcome, and suggests implications for broader understandings of organizational change. This paper discusses the evolution of social work education in Nepal. The history of social work education and training in Nepal is rather nascent. Imparting social work education and training is a challenging task in Nepal due to the ongoing political instability, multi-cultural issues and lack of social work educators, and the lack of a professional association, in addition to the lack of government recognition for the social work profession in the country. The paper is divided into four sections. After a general introduction, Section 2 discusses the evolution of social work education in the context of the development of higher education in Nepal. The paper describes Nepal and its changing social context, the challenges for social work and how social work education is meeting these challenges. Nepal's efforts to realize indigenous and international practices of social work education are discussed in the third section. The paper indentifies these gaps and a Nepalese model of social work is presented in Section 4. The paper is written on the basis of the author's personal narrative of many years' work in Nepal in order to start a discussion on indigenous and international social work perspectives along with challenges for social work education in the context of the current global climate of social, political and economic changes in order to draw lessons for Nepal and South Asia. This paper examines the discourses and modes of representation embodied in educational historiography from the 1970s to the present and their implications for intellectual identity construction in SA. The paper shows how the theoretical foundations of the liberal and Afrikaner nationalist discourses, which vacillated between race and ethnicity, shifted to social class and gender in radical and neo-Marxist discursive formations of the 1980s. It highlights how the decline of radical scholarship has resulted in a synthesis of constructivist and postmodernist discourses that privilege nation-building, identity and cultural diversity after apartheid within a predominantly neo-liberal paradigm. It argues that the transition to post-apartheid education came to be thought about within a horizon of possibilities different from the rigid paradigmatic tradition of the short-lived neo-Marxist school of the 1970s and 1980s. This paper focuses on the relationships between higher education and the labour market in Serbia. In order to understand this relationship better, this paper will first provide a brief history of the country and the history of its higher education structures. The paper will then discuss higher education from post Second World War until the fall of communism, highlighting how tertiary education met the goal of preparing young people for life in a socialist economy. The second part of the paper will discuss higher education after the fall of communism, and will show how higher education is not inadequately preparing Serbian graduates for the needs not only of the free market, but the new global economy. Purpose — The purpose of this paper is to describe the experiences of the Institute of Information Studies of Tallinn University in introducing ICT, including Web 2.0 technologies, in library and information science education, and to explore the role that these can play in new models of learning and teaching. Design/methodology/approach — Web 2.0 applications are reviewed in this paper and the role that these can play in new models of learning and teaching. The introduction of new technologies into library and information science (US) education is examined through a case study at the Tallinn University. Findings — Web 2.0 is influencing the way in which people learn, access information and communicate with one another. The Institute of Information Studies of Tallinn University has a long history in using ICT in its teaching and learning. Experiences with open and distance learning and e-learning have transformed teaching and learning, provided new alternative delivery modes, and helped to reach new target groups. Recently the staff have been experimenting with Web 2.0 technologies and a few have successfully adopted them in teaching and learning. Practical implications — The paper suggests that in order to be successful in our modern society US educators should take advantage of new ICT and consider the learning preferences of digital natives as well as digital immigrants. Web 2.0 supports constructivist approaches to learning and has great potential to socialise online learning to a greater extent than we have previously seen. Web 2.0 technologies should be implemented taking into account pedagogical perspectives. Originality/value — This paper supports the idea that integration of information and communication technologies, including Web 2.0 technologies, into LIS education is an important challenge for LIS educators. This paper forms part of a recent trend that aims to contribute to the writing of a more inclusive education history sensitive to the operation of gender. The author presents an analysis of educator activists in twentieth-century England that connects, rather than separates, the domains of education, labour history and politics. The paper also contributes to a redefining of history/histories of education which, instead of relegating gender to the margins, integrates this perspective into its mainstream conceptual frameworks. The intent is to examine the circumstances that make class politics grounded in gendered and occupational identities possible, showing the way in which the politics of place works as an active influence at a range of scales. Here the auto/biographical practices of a married couple who taught in state schools are used as a lens through which to explore the larger questions of the intersection of biography and history, the distinction between lived experience and historical experience, the link between generation and social change. Their higher educational provision likewise exhibits some common features but also significant diversity. This paper addresses the development of tourism education within the colleges and universities of the British Isles, taken to cover the United Kingdom (England, Scotland, Wales and Northern Ireland) as well as the Republic of Ireland. This paper explores the rise of programs in television instruction in the USA during broadcasting’s postwar expansion period. Beginning in professional schools, television training entered the university first through extension school courses, then in full degree programs. This transition to institutions of higher learning entailed key shifts in demographics, pedagogical orientation, and legitimation strategies, while embroiling television in larger struggles over the shifting boundaries of the postwar humanities. Studying the education of early television workers, I argue, raises key questions about processes of worker professionalization vital for developing research on media industries and media labor. Education in the twenty-first century is characterized by narratives of global connectivity. Opportunities offered by digital technologies, connectivity through mobile platforms, and social media, reinforced by changing expectations of students and parents, have put pressure on universities to reimagine global learning and flexible delivery contained in a modern higher degree. The higher education sector has sought to address these developments in a number of ways: through intensified student exchange and recruitment, the establishment of off-shore campuses, an expanding online delivery presence, and by increasing flexibility of delivery for on-campus students. While each of the current options taken up by universities addresses different aspects of these trends in the sector, all have inherent problems and imbalances in their approach. In this paper we reflect on the effectiveness of the current trends in international education and propose that the innovative 'Portal Pedagogy' approach outlined here makes a significant contribution to higher education. The pedagogy connects geographically distant students through technology and curriculum to create a student-centred community of inquiry neither bound by disciplines nor countries. Bringing together cross-disciplinary interaction, student- driven learning, and technological solutions to pedagogical and logistical challenges, Portal Pedagogy offers a hybrid model that seeks to go beyond the limitations of online delivery and student exchange programmes in order to offer a flexible, meaningful, and globalized learning experience. The history of universities in the twentieth century is, at least from the perspective of growth, a massive success. Australian higher education is no exception. Prior to the Second World War, Australia had six universities and approximately 10,500 students. Now there are in excess of one million students attending 39 institutions. In each phase of student expansion, governments have sought to make universities accessible to new segments of the community, a pattern that informs contemporary social inclusion initiatives. This paper focuses on two successive periods – the 1940s/1950s and the 1960s/1970s – during which university participation expanded. Comparing two universities which were at that time very different from one another – the University of Sydney and the University of New South Wales – I consider the ways both universities approached admissions to understand what each institution hoped to achieve in attracting students beyond the traditional elite. In recent decades, the proportion of college-educated workers in the United States entering professional occupations has declined. While the rising incomes of college graduates signals the growing value of skills and education, it seems that these skills are increasingly put to use outside of the professions. This paper examines the occupations of American college graduates since 1950 and the implications of these trends for the position of professional occupations. The results show that while the economic rewards of professions remain high, a falling proportion of college students aspire to enter the professions. In this paper, I analyse the history of teacher education in Australia from 1974 to the current policy moment in which questions are increasingly being asked about the quality of teaching and teacher education. Teacher education is, and has been, a highly scrutinised domain in Australia. Since the 1970s, we have seen more than 100 reviews of teacher education in Australia, with another one recently announced in 2014. I focus on three phases in the growth and development of teacher education in the past 40 years by considering the ways in which teacher education (and teaching) has been thought about at various points in time and analysing the related policies for funding governance and regulation. I finish by focusing on the current policy moment in Australia which is positioning teacher education as a ‘policy problem’ requiring a national solution and consider the role of research in, on and for, teacher education into the future. The research context that this article seeks to show the different models of college, from the evolution and development of universities and their management in Latin America, particularly in Chile, and how they affect the development of societies, both past and contemporary, highlighting some similar and different characteristics that they have. It should be noted that the Chilean model of education has been considered to have a great impact on some countries in Latin America, especially in Colombia. Moreover, the general objective of this research was the reflection on the reforms of higher education in Latin America and the impact these reforms have had in recent years in Chile, which seem to have created a high dissatisfaction in the social context, due to the excessive commercialization of educational services. For the development of this paper an extensive review of the literature, which accounts for the phenomenon to be investigated is made and semi-structured interviews were carried out to experts in the field, which helped to understand what authors explain in the literature concerning models and educational reforms in Latin America and the current situation of education in Chile, thereby achieving a clear vision of the reality of the problem. In the present paper the antecedents of the current process of civic formation in the higher education centers in the colonial and neocolonial stage of our national history are revealed. In both prerevolutionary stages it is confirmed as a tendency the confrontation among conceptions and educational practices of civic formation methodologically opposed and due to their classist and political content, as expression of the contradictory development of the sociopolitical life of the country. This paper concentrates on a seminal figure in the history of Canadian education who has never previously been the subject of historical examination: Duncan McArthur. As Deputy Minister, then Minister of Education, in Ontario between 1934 and 1942, he guided the province’s public schools during a period of dramatic reorganisation within a context transformed throughout the interwar years by modernity, economic instability, urbanisation and industrialisation. Under McArthur’s leadership, revised programmes of study formally introduced the rhetoric of progressive education into Canada’s most populous public school system. This rhetoric wove together three distinct themes – meliorism, efficiency and child study – articulating a progressivist educational vision for Ontario’s teachers and students. In this paper data are used from the University of Winchester Alumni oral history project to suggest how the historic culture of the institution, as one of the original church training colleges, founded in the mid-nineteenth century, might have been transmitted to those who attended it as trainee teachers from the 1930s, the earliest data that are available, to the late 1970s when its courses diversified. Two questions will be posed. The first will ask what might have been distinctive about teacher training at a church college. The second will consider the possible effects of such training on the professional lives of the alumni as teachers, and beyond, in the community more generally. Professor Sir Godfrey Thomson is one of the key foundational actors in the history of the educational sciences in the UK. At a time when educational studies and the study of educational psychology were very closely linked, in the decades of the mid-twentieth century, Thomson was a crucial figure in education research. He is known for his work on intelligence, factorial analysis and the validation and production of intelligence tests (the Moray House tests). However, he viewed himself as a teacher in his work as a professor at the University of Edinburgh and as director of Moray House teachers' college. He managed closely an ambitious plan to develop an advanced school of education, combining the university department of education, teacher training and a demonstration school, and supervised and taught on many of its courses. This paper is based on a unique resource, an audio recording of Thomson teaching in the early 1950s. Most of the basic features of the American higher education sector started to evolve during the latter half of the nineteenth century. In response to the deficient demand in higher education, the suppliers (higher education institutions) adopted various marketing strategies to stay afloat in the market. Such strategies not only contributed a great deal to stabilise the higher education market, but also had a lasting impact on the higher education sector. This paper examines the way in which the higher education sector endured during the latter half of the nineteenth century. This analysis offers some suggestions for higher education policy-makers. The literature on 19th and early 20th century engineering education reveals two quite general phenomena: in several countries (a) curricula have varied widely among engineering colleges with some of them strongly ‘science-oriented’ while others were more ‘practice-oriented’; and (b) at certain times and places the curriculum has tended to shift away from ‘practice’ and toward ‘science’ (a process sometimes known as ‘academic drift’). In this paper I show that relatively little attempt has yet been made to account for either phenomenon. After reviewing the strengths and weaknesses of the literatures on the USA, Germany, Britain and to a lesser extent France, I argue that comparative analysis is essential in order to develop a general understanding of the dynamics of the system of higher engineering education. This paper argues that the conceptions of ‘space’ (and increasingly ‘time’) in the discussion of ‘the university’ (in its most transcendent sense) have gone through four distinct phases in the UK. Using a Heideggerian conception of ‘space’ where usefulness is more important than proximity, the ‘ancient’ universities were ‘useful’ to the gentry and thus were ‘closer’ to them than to the excluded ‘local’ poor in the institutions’ vicinities. The ‘civic’ universities on the other hand stressed ‘localism’ as part of their mandate – to educate the people of their locality (but only those of the new industrial middle class). The ‘Robbins’ universities were a partial return to the ‘ancient’ notion of learning as a ‘lived’ activity, providing scenic landscapes on green-belt campuses where students could ‘retreat’ from the ‘real world’ for the duration of their studies. The ‘spatial’ quality of these places was thus part of a conception of higher education as ‘lifestyle choice’ where young people moved away from their locality to study. As such ‘proximity’ was an issue only insofar as the greater the distance from one’s point of origin the better for successful immersion in the growing student ‘culture’. The ‘new/post-1992’ universities partially retained their polytechnic mandate to educate local people, but embraced a colonialist impulse regarding local space usage. ‘ ‘The discussion can be further refined to argue that these four stages are merely two phases which have repeated themselves: from ancient ‘exclusivity’ to civic ‘localism’ and back to Robbins era ‘exclusivity’ and thence to post-1992 ‘localism’ once more’. The opening up of higher education via the Internet in the late 20th and early 21st centuries provides for the possibility of the growth of entirely non-spatial and asynchronous learning experiences, and as such we may well be on the verge of the fifth stage of university development. In this paper I first place the development of Hong Kong's higher education in the larger context of education and governance histories. Next I describe one of the deepest policy quandaries for Hong Kong's government in charting the futures of its higher education system: whether to view the ultimate benefits of higher education for individuals in terms of 'sponsored' versus 'contest' mobility. I then turn to evidence from HK census data about the changing distribution of opportunity for higher education. I discuss trends in educational stratification since 1981, focusing most attention on changes in the opportunity for post-secondary and, especially, for university education to the Bachelors' degree level. I discuss methods for the use of Hong Kong's 1981, 1991 and 2001 census, and I present bivariate and multivariate analysis of the changing impact of family cultural and material resources on the odds of continuing and attending education at the university level. From 1991 to 2001, census data suggest there was a reversal of a trend towards greater equality of opportunity that was observed between the 1981 and 1991 census. This paper offers a review of the former soviet higher education system and compares it with the current UK system, arguing that there is much that the latter can learn from the former. It goes on to argue that the 'academic drift' of the former polytechnics in the UK towards 'university' style teaching and courses was wrongheaded, and that the drift should now go the other way, with universities all moving towards a Soviet style 'polytechnism' in their structures, courses and mission statements.
