Objectives Comprehensive smokefree laws, as recommended by the WHO Framework Convention of Tobacco Control (WHO FCTC), are the most effective tool to protect the population from secondhand smoke (SHS) and to ensure healthy environments. Studies evaluating how laws govern SHS protection are scarce. This study assessed the level of protection from SHS of laws from countries belonging to the WHO European Region. Methods A new methodology system was developed to evaluate the smokefree legislation according to the principles provided by the WHO guidelines for the correct implementation of Article 8 of the FCTC. For each law, six main sectors and 28 facilities were evaluated. Results Overall 68 laws from 48 countries from the WHO European Region were reviewed. 'Education' and 'Public transport' were the most protected sectors from SHS. Many WHO European laws do not provide protection from SHS across all public sectors. For example, 48.5% of general health facilities and 71.2% of restaurants are unprotected from SHS. The level of protection provided in the 28 facilities studied was low; many WHO European laws still allow smoking under certain conditions, permitting smoking in designated and/or ventilated areas. Conclusions Nine years after the adoption of the WHO FCTC there are still legal formulas in which smoking is allowed in several facilities, through the inclusion of separated areas, ventilated areas and other conditions. New propulsion systems in aircrafts must meet strict regulations and emission limitations. The Flightpath 2050 goals set by the Advisory Council for Aviation Research and Innovation in Europe (ACARE) include reductions of 75%, 90%, and 65% in CO2, NOx, and noise, respectively. These goals are not fully satisfied by marginal improvements in gas turbine technology or aircraft design. A novel control design procedure for the next generation of turbofan engines is proposed in this paper to improve Full Authority Digital Engine Control (FADEC) systems and reduce the emission levels to meet the Flightpath 2050 regulations. Hence, an Adaptive Network–based Fuzzy Inference System (ANFIS), nonlinear autoregressive network with exogenous inputs (NARX) techniques, and the block-structure Hammerstein–Wiener approach are used to develop a model for a turbofan engine. The Min–Max control structure is chosen as the most widely used practical control algorithm for gas turbine aero engines. The objective function is considered to minimize the emission level for the engine in a pre-defined maneuver while keeping the engine performance in different aspects. The Genetic Algorithm (GA) is applied to find the optimized control structure. Individual tree detection algorithms (ITD) are used to obtain accurate information about trees. Following the process of individual tree detection, it is possible to use additional processing tools to determine tree parameters such as tree height, crown base height, crown volume, or stem volume. However, many of the methods developed so far have focused on parameterising the algorithms based on the study area, height structure or tree species analysed. Applying the parameters of the method can be challenging in areas with dense and heterogeneous forests with a diverse stand structure. Therefore, this work aimed to develop a method to correct the results of ITD algorithms to identify individual trees more reliably, taking into account different ITD methods based on the Canopy Height Model. In the present study, we proposed a three-step approach to correct segmentation errors. In the first step, erroneous (under- and over-segmentation errors) and correct segments were classified. After classification, the second step was to refine the under-segmentation errors. The final step was to merge segments from the over-segmentation class with correct segments based on the specified conditions. The study was conducted in one of the most complex and diverse forest communities in Europe, making tree identification a major challenge. The accuracy of the segmentation improvements varied depending on the method applied and tree species group examined. Thus, based on the results, the paper advocates for the correction method due to its efficiency in mixed forest stands. Therefore, the present study offers a possible solution to reduce segmentation errors by considering different forest types and different CHM-based ITD methods for identifying individual trees. Algorithmic decision-making and other types of artificial intelligence (AI) can be used to predict who will commit crime, who will be a good employee, who will default on a loan, etc. However, algorithmic decision-making can also threaten human rights, such as the right to non-discrimination. The paper evaluates current legal protection in Europe against discriminatory algorithmic decisions. The paper shows that non-discrimination law, in particular through the concept of indirect discrimination, prohibits many types of algorithmic discrimination. Data protection law could also help to defend people against discrimination. Proper enforcement of non-discrimination law and data protection law could help to protect people. However, the paper shows that both legal instruments have severe weaknesses when applied to artificial intelligence. The paper suggests how enforcement of current rules can be improved. The paper also explores whether additional rules are needed. The paper argues for sector-specific – rather than general – rules, and outlines an approach to regulate algorithmic decision-making. Determining contingency aware dispatch decisions by solving a security-constrained optimal power flow (SCOPF) is challenging for real-world power systems, as the high problem dimensionality often leads to impractical computational requirements. This problem becomes more severe when the SCOPF has to be solved not only for a single instance, but for multiple periods, e.g. in the context of electricity market analyses. This paper proposes an algorithm that identifies the minimal set of constraints that exactly define the space of feasible nodal injections for a given network and contingency scenarios. By internalizing the technical limits of the nodal injections and enforcing a minimal worst-case impact of contingencies to line flows, computational effort can be further improved. The case study applies and analyzes the methods on the IEEE 118 and A&M 2000 bus systems, as well as the German and European transmission systems. In all tested cases the proposed algorithm identifies at least 95% of the network and security constraints as redundant, leading to significant SCOPF solve time reductions. Atmospheric inversions are used to derive constraints on the net sources and sinks of CO 2 and other stable atmospheric tracers from their observed concentrations. The resolution and accuracy that the fluxes can be estimated with depends, among other factors, on the quality and density of the observational coverage, on the precision and accuracy of the transport model used by the inversion to relate fluxes to observations, and on the adaptation of the statistical approach to the problem studied. In recent years, there has been an increasing demand from stakeholders for inversions at higher spatial resolution (country scale), in particular in the framework of the Paris agreement. This step up in resolution is in theory enabled by the growing availability of observations from surface in situ networks (such as ICOS in Europe) and from remote sensing products (OCO-2, GOSAT-2). The increase in the resolution of inversions is also a necessary step to provide efficient feedback to the bottom-up modeling community (vegetation models, fossil fuel emission inventories, etc.). However, it calls for new developments in the inverse models: diversification of the inversion approaches, shift from global to regional inversions, and improvement in the computational efficiency. In this context, we developed LUMIA, the Lund University Modular Inversion Algorithm. LUMIA is a Python library for inverse modeling built around the central idea of modularity: it aims to be a platform that enables users to construct and experiment with new inverse modeling setups while remaining easy to use and maintain. It is in particular designed to be transport-model-agnostic, which should facilitate isolating the transport model errors from those introduced by the inversion setup itself. We have constructed a first regional inversion setup using the LUMIA framework to conduct regional CO 2 inversions in Europe using in situ data from surface and tall-tower observation sites. The inversions rely on a new offline coupling between the regional high-resolution FLEXPART Lagrangian particle dispersion model and the global coarse-resolution TM5 transport model. This test setup is intended both as a demonstration and as a reference for comparison with future LUMIA developments. The aims of this paper are to present the LUMIA framework (motivations for building it, development principles and future prospects) and to describe and test this first implementation of regional CO 2 inversions in LUMIA. Background in 2010, the European Working Group on Sarcopenia in Older People (EWGSOP) published a sarcopenia definition that aimed to foster advances in identifying and caring for people with sarcopenia. In early 2018, the Working Group met again (EWGSOP2) to update the original definition in order to reflect scientific and clinical evidence that has built over the last decade. This paper presents our updated findings. Objectives to increase consistency of research design, clinical diagnoses and ultimately, care for people with sarcopenia. Recommendations sarcopenia is a muscle disease (muscle failure) rooted in adverse muscle changes that accrue across a lifetime; sarcopenia is common among adults of older age but can also occur earlier in life. In this updated consensus paper on sarcopenia, EWGSOP2: (1) focuses on low muscle strength as a key characteristic of sarcopenia, uses detection of low muscle quantity and quality to confirm the sarcopenia diagnosis, and identifies poor physical performance as indicative of severe sarcopenia; (2) updates the clinical algorithm that can be used for sarcopenia case-finding, diagnosis and confirmation, and severity determination and (3) provides clear cut-off points for measurements of variables that identify and characterise sarcopenia. Conclusions EWGSOP2's updated recommendations aim to increase awareness of sarcopenia and its risk. With these new recommendations, EWGSOP2 calls for healthcare professionals who treat patients at risk for sarcopenia to take actions that will promote early detection and treatment. Many countries have some kind of energy-system transformation either planned or ongoing for various reasons, such as to curb carbon emissions or to compensate for the phasing out of nuclear energy. One important component of these transformations is the overall reduction in energy demand. It is generally acknowledged that the domestic sector represents a large share of total energy consumption in many countries. Increased energy efficiency is one factor that reduces energy demand, but behavioral approaches (known as “sufficiency”) and their respective interventions also play important roles. In this paper, we address citizens’ heterogeneity regarding both their current behaviors and their willingness to realize their sufficiency potentials—that is, to reduce their energy consumption through behavioral change. We collaborated with three Swiss cities for this study. A survey conducted in the three cities yielded thematic sets of energy-consumption behavior that various groups of participants rated differently. Using this data, we identified four groups of participants with different patterns of both current behaviors and sufficiency potentials. The research field of crisis informatics examines, amongst others, the potentials and barriers of social media use during conflicts and crises. Social media allow emergency services to reach the public easily in the context of crisis communication and receive valuable information (e.g. pictures) from social media data. However, the vast amount of data generated during large-scale incidents can lead to issues of information overload and quality. To mitigate these issues, this paper proposes the semi-automatic creation of alerts including keyword, relevance and information quality filters based on cross-platform social media data. We conducted empirical studies and workshops with emergency services across Europe to raise requirements, then iteratively designed and implemented an approach to support emergency services, and performed multiple evaluations, including live demonstrations and field trials, to research the potentials of social media-based alerts. Finally, we present the findings and implications based on semi-structured interviews with emergency services, highlighting the need for usable configurability and white-box algorithm representation. Motivated by the increasing integration among electricity markets, in this paper we propose two different methods to incorporate market integration in electricity price forecasting and to improve the predictive performance. First, we propose a deep neural network that considers features from connected markets to improve the predictive accuracy in a local market. To measure the importance of these features, we propose a novel feature selection algorithm that, by using Bayesian optimization and functional analysis of variance, evaluates the effect of the features on the algorithm performance. In addition, using market integration, we propose a second model that, by simultaneously predicting prices from two markets, improves the forecasting accuracy even further. As a case study, we consider the electricity market in Belgium and the improvements in forecasting accuracy when using various French electricity features. We show that the two proposed models lead to improvements that are statistically significant. Particularly, due to market integration, the predictive accuracy is improved from 15.7% to 12.5% sMAPE (symmetric mean absolute percentage error). In addition, we show that the proposed feature selection algorithm is able to perform a correct assessment, i.e. to discard the irrelevant features. [ABSTRACT FROM AUTHOR]

Background: Tier 1 exposure tools recommended for use under REACH are designed to easily identify situations that may pose a risk to health through conservative exposure predictions. However, no comprehensive evaluation of the performance of the lower tier tools has previously been carried out. The ETEAM project aimed to evaluate several lower tier exposure tools (ECETOC TRA, MEASE, and EMKG-EXPO-TOOL) as well as one higher tier tool (STOFFENMANAGER®). This paper describes the results of the external validation of tool estimates using measurement data. Methods: Measurement data were collected from a range of providers, both in Europe and United States, together with contextual information. Individual measurement and aggregated measurement data were obtained. The contextual information was coded into the tools to obtain exposure estimates. Results were expressed as percentage of measurements exceeding the tool estimates and presented by exposure category (non-volatile liquid, volatile liquid, metal abrasion, metal processing, and powder handling). We also explored tool performance for different process activities as well as different scenario conditions and exposure levels. Results: In total, results from nearly 4000 measurements were obtained, with the majority for the use of volatile liquids and powder handling. The comparisons of measurement results with tool estimates suggest that the tools are generally conservative. However, the tools were more conservative when estimating exposure from powder handling compared to volatile liquids and other exposure categories. In addition, results suggested that tool performance varies between process activities and scenario conditions. For example, tools were less conservative when estimating exposure during activities involving tabletting, compression, extrusion, pelletisation, granulation (common process activity PROC14) and transfer of substance or mixture (charging and discharging) at nondedicated facilities (PROC8a; powder handling only). With the exception of STOFFENMANAGER® (for estimating exposure during powder handling), the tools were less conservative for scenarios with lower estimated exposure levels. Conclusions: This is the most comprehensive evaluation of the performance of REACH exposure tools carried out to date. The results show that, although generally conservative, the tools may not always achieve the performance specified in the REACH guidance, i.e. using the 75th or 90th percentile of the exposure distribution for the risk characterisation. Ongoing development, adjustment, and recalibration of the tools with new measurement data are essential to ensure adequate characterisation and control of worker exposure to hazardous substances. This paper shifts discussion on social diversity from ethnic diversity to broader social diversity. We explore spatial social diversity and assess opportunities to encounter diversity in an urban context. In doing so, we prepared a description of diversity in the residential communities of two cities, Leeds and Warsaw, using census data for small areas (UK 2001, Poland 2002). Selected variables were used to represent the key social dimensions of difference: demographic, socioeconomic, ethnic, and disability. A cluster analysis using a k-means algorithm was implemented for each city separately and for the two cities combined using harmonized indicators. We selected eight cluster solutions for each city which had diff erent profiles and spatial distributions. A combined cluster analysis showed that there was little overlap in community types across the two cities. The paper illustrates that Leeds and Warsaw residents experience very different opportunities to encounter difference which need to be taken into account when local diversity policies are implemented. Background: Over the past half century the global tendency for improvements in longevity has been uneven across countries. This has resulted in widening of inter-country disparities in life expectancy. Moreover, the pattern of divergence appears to be driven in part by processes at the level of country groupings defined in geopolitical terms. A systematic quantitative analysis of this phenomenon has not been possible using demographic decomposition approaches as these have not been suitably adapted for this purpose. In this paper we present an elaboration of conventional decomposition techniques to provide a toolkit for analysis of the inter-country variance, and illustrate its use by analyzing trends in life expectancy in developed countries over a 40-year period. Methods: We analyze trends in the population-weighted variance of life expectancy at birth across 36 developed countries and three country groups over the period 1970-2010. We have modified existing decomposition approaches using the stepwise replacement algorithm to compute age components of changes in the total variance as well as variance between and within groups of Established Market Economies (EME), Central and Eastern Europe (CEE), and the Former Soviet Union (FSU). The method is generally applicable to the decomposition of temporal changes in any aggregate index based on a set of populations. Results: The divergence in life expectancy between developed countries has generally increased over the study period. This tendency dominated from the beginning of 1970s to the early 2000s, and reversed only after 2005. From 1970 to 2010, the total standard deviation of life expectancy increased from 2.0 to 5.6 years among men and from 1.0 to 3.6 years among women. This was determined by the between-group effects due to polarization between the EME and the FSU. The latter contrast was largely fueled by the long-term health crisis in Russia. With respect to age, the increase in the overall divergence was attributable to between-country differences in mortality changes at ages 15-64 years compared to those aged 65 and older. The within-group variance increased, especially among women. This change was mostly produced by growing mortality differences at ages 65 and older. Conclusions: From the early 1970s to the mid-2000s, the strong divergence in life expectancy across developed countries was largely determined by the between-group variance and mortality polarization linked to the East--West geopolitical division. The past two decades have witnessed an increase in ethnicity-related peer aggression, driven by the intensification of the migration phenomenon and rise of information and communication technologies. The goal of the current study is to extend the scope of previous reviews on peer aggression to examine the emerging evidence on the role of technological tools in the prevention, detection, and handling of ethnicity-related peer aggression among young people. We have identified 14 relevant papers published between 2005 and 2020 that help us answer the following research questions: What forms of aggression among young ethnic minorities do these technological interventions try to address? What types of technological interventions are being used? The results indicate that the technological tools are being used to tackle both intergroup as well as intragroup peer aggression, in which ethnic minorities youth is involved (as a victim, perpetrator or bystander). Most studies have focused on adolescents and young adults in the US or in Europe. The technological tools reported on, include: online games, videos, social media, and chat-based programmes, or machine learning algorithms aimed at tackling online and offline peer aggression. They can be used either as stand - alone tools, or as part of intervention programmes (at the school, family or community level). These findings can be useful to improve and elaborate future digital technologies developed to address ethnicity-related peer aggression. • The review maps the existing literature on the role of technological tools in tackling ethnicity-related peer aggression. • All forms of peer aggression are considered in which ethnic minorities youth was involved. • Three groups of technological interventions are identified and categorized into intra- or intergroup ethnicity-related peer aggression. • The digital tools presented include: online games, video, social media, chat-based programmes, and machine learning algorithms. • Our study reveals some follow-up research questions needed to expand current knowledge on digital technologies. In the academic year 2010–2011, Spain finished the process of introducing the regulatory changes derived from the Bologna Declaration and the new European Space for Higher Education (ESHE). These changes have implied the updating of university degrees’ structure as well as the inclusion of the European Credit Transfer System (ECTS). This paper describes the process of adaptation of two basic first-semester core subjects of computer engineering to one of the basic aspects of the ESHE, the adoption of the ECTS. The process described in the paper was developed in the framework of the pilot plan undertaken by the Universitat Autònoma de Barcelona between 2005 and 2010. The proposed course design implies a better coordination and integration of the contents of two different subjects that students follow simultaneously, and it is based on the combination of project-based learning and cooperative learning. After the experience finished, an extended quantitative and qualitative analysis of the academic results over the five-year period has shown an improvement in the students’ learning outcomes. This paper aims to provide insights into the phenomenon of knowledge flows. We study one of the main mechanisms through which these flows occur, namely, the mobility of highly-skilled individuals. We focus on the geographical mobility of inventors across European regions. Thus, patent data are used to trace the pattern of inventors' mobility across European regions, to track down focuses of attraction of talent throughout the continent, and to study their distribution across the space. To do so, we gather information from PCT patent documents and we first match the names which seemed to belong to the same inventor and then we create a new algorithm to decide whether each patent applied for under each name belongs to the same inventor. The paper proposes a fully automatic algorithm approach to map burned areas from remote sensing characterized by human interpretable mapping criteria and explainable results. This approach is partially knowledge-driven and partially data-driven. It exploits active fire points to train the fusion function of factors deemed influential in determining the evidence of burned conditions from reflectance values of multispectral Sentinel-2 (S2) data. The fusion function is used to compute a map of seeds (burned pixels) that are adaptively expanded by applying a Region Growing (RG) algorithm to generate the final burned area map. The fusion function is an Ordered Weighted Averaging (OWA) operator, learnt through the application of a machine learning (ML) algorithm from a set of highly reliable fire points. Its semantics are characterized by two measures, the degrees of pessimism/optimism and democracy/monarchy. The former allows the prediction of the results of the fusion as affected by more false positives (commission errors) than false negatives (omission errors) in the case of pessimism, or vice versa; the latter foresees if there are only a few highly influential factors or many low influential ones that determine the result. The prediction on the degree of pessimism/optimism allows the expansion of the seeds to be appropriately tuned by selecting the most suited growing layer for the RG algorithm thus adapting the algorithm to the context. The paper illustrates the application of the automatic method in four study areas in southern Europe to map burned areas for the 2017 fire season. Thematic accuracy at each site was assessed by comparison to reference perimeters to prove the adaptability of the approach to the context; estimated average accuracy metrics are omission error = 0.057, commission error = 0.068, Dice coefficient = 0.94 and relative bias = 0.0046. This paper proposes an enhanced algorithm to estimate the differential code biases (DCB) on three frequencies of the BeiDou Navigation Satellite System (BDS) satellites. By forming ionospheric observables derived from uncombined precise point positioning and geometry-free linear combination of phase-smoothed range, satellite DCBs are determined together with ionospheric delay that is modeled at each individual station. Specifically, the DCB and ionospheric delay are estimated in a weighted least-squares estimator by considering the precision of ionospheric observables, and a misclosure constraint for different types of satellite DCBs is introduced. This algorithm was tested by GNSS data collected in November and December 2013 from 29 stations of Multi-GNSS Experiment (MGEX) and BeiDou Experimental Tracking Stations. Results show that the proposed algorithm is able to precisely estimate BDS satellite DCBs, where the mean value of day-to-day scattering is about 0.19 ns and the RMS of the difference with respect to MGEX DCB products is about 0.24 ns. In order to make comparison, an existing algorithm based on IGG: Institute of Geodesy and Geophysics, China (IGGDCB), is also used to process the same dataset. Results show that, the DCB difference between results from the enhanced algorithm and the DCB products from Center for Orbit Determination in Europe (CODE) and MGEX is reduced in average by 46 % for GPS satellites and 14 % for BDS satellites, when compared with DCB difference between the results of IGGDCB algorithm and the DCB products from CODE and MGEX. In addition, we find the day-to-day scattering of BDS IGSO satellites is obviously lower than that of GEO and MEO satellites, and a significant bias exists in daily DCB values of GEO satellites comparing with MGEX DCB product. Therapy for polymyalgia rheumatica (PMR) varies widely in clinical practice as international recommendations for PMR treatment are not currently available. In this paper, we report the 2015 European League Against Rheumatism (EULAR)/American College of Rheumatology (ACR) recommendations for the management of PMR. We used the Grading of Recommendations, Assessment, Development and Evaluation (GRADE) methodology as a framework for the project. Accordingly, the direction and strength of the recommendations are based on the quality of evidence, the balance between desirable and undesirable effects, patients' and clinicians' values and preferences, and resource use. Eight overarching principles and nine specific recommendations were developed covering several aspects of PMR, including basic and follow-up investigations of patients under treatment, risk factor assessment, medical access for patients and specialist referral, treatment strategies such as initial glucocorticoid (GC) doses and subsequent tapering regimens, use of intramuscular GCs and disease modifying anti-rheumatic drugs (DMARDs), as well as the roles of non-steroidal anti-rheumatic drugs and non-pharmacological interventions. These recommendations will inform primary, secondary and tertiary care physicians about an international consensus on the management of PMR. Breakthrough pain is common in patients with cancer and is a significant cause of morbidity in this group of patients. Breakthrough pain is a heterogeneous condition, and so its management needs to be individualised. The paper deals with the management problem how to decide on tree species suitability under changing environmental conditions. It presents an algorithm that classifies the output of a range shift model for major tree species in Europe into multiple classes that can be linked to qualities characterizing the ecological niche of the species. The classes: i) Core distribution area, ii) Extended distribution area, iii) Occasional occurrence area, and iv) No occurrence area are first theoretically developed and then statistically described. The classes are interpreted from an ecological point of view using criteria like population structure, competitive strength, site spectrum and vulnerability to biotic hazards. The functioning of the algorithm is demonstrated using the example of a generalized linear model that was fitted to a pan-European dataset of presence/absence of major tree species with downscaled climate data from a General Circulation Model (GCM). Applications of the algorithm to tree species suitability classification on a European and regional level are shown. The thresholds that are used by the algorithm are precision-based and include Cohen's Kappa. A validation of the algorithm using an independent dataset of the German National Forest Inventory shows good accordance of the statistically derived classes with ecological traits for Norway spruce, while the differentiation especially between core and extended distribution for European beech that is in the centre of its natural range in this area is less accurate. We hypothesize that for species in the core of their range regional factors like forest history superimpose climatic factors. Problems of uncertainty issued from potentially applying a multitude of modelling approaches and/or climate realizations within the range shift model are discussed and a way to deal with the uncertainty by revealing the underlying attitude towards risk of the decision maker is proposed. Abstract: The high data throughput of spaceborne Synthetic Aperture Radar (SAR) instruments introduces stringent requirements on the end-to-end system, from the on-board storage capacity and data downlink to processing power and archiving capacity in the ground segment. An efficient raw data compression scheme on-board the satellite is therefore required to maximise the return on investment for SAR missions. The next generation of European SAR satellites, the Sentinel-1 mission, will employ the Flexible Dynamic Block Adaptive Quantization (FDBAQ) compression scheme. In order to validate the implementation of the FDBAQ, expected radar reflectivity levels for the global land surface were needed. The paper presents the development of the Global Backscatter Model (GBM) which has been used to simulate realistic radar reflectivity acquisitions in support of performance validation of the Sentinel-1 FDBAQ implementation. The GBM consists of a parameter database and SAR image simulation software. The model parameter database characterises C-band radar reflectivity as a function of local incidence angle with a resolution of 1km for 85% of the global land surface. The parameter database was derived from a global multi-temporal coverage of ENVISAT Advanced Synthetic Aperture Radar (ASAR) data. The SAR image simulation software uses the parameter database together with orbit propagation and swath determination algorithms in order to account for the instrument acquisition geometry and the location specific backscattering characteristics. The model has the potential to simulate acquisitions for other SAR instruments. Furthermore, the parameter database could be a valuable source of information for global land cover studies. This paper describes the development of the mechanistic model within a collaborative project, referred to as the Advanced REACH Tool (ART) project, to develop a tool to model inhalation exposure for workers sharing similar operational conditions across different industries and locations in Europe. The ART mechanistic model is based on a conceptual framework that adopts a source receptor approach, which describes the transport of a contaminant from the source to the receptor and defines seven independent principal modifying factors: substance emission potential, activity emission potential, localized controls, segregation, personal enclosure, surface contamination, and dispersion. ART currently differentiates between three different exposure types: vapours, mists, and dust (fumes, fibres, and gases are presently excluded). Various sources were used to assign numerical values to the multipliers to each modifying factor. The evidence used to underpin this assessment procedure was based on chemical and physical laws. In addition, empirical data obtained from literature were used. Where this was not possible, expert elicitation was applied for the assessment procedure. Multipliers for all modifying factors were peer reviewed by leading experts from industry, research institutes, and public authorities across the globe. In addition, several workshops with experts were organized to discuss the proposed exposure multipliers. The mechanistic model is a central part of the ART tool and with advancing knowledge on exposure, determinants will require updates and refinements on a continuous basis, such as the effect of worker behaviour on personal exposure, ‘best practice’ values that describe the maximum achievable effectiveness of control measures, the intrinsic emission potential of various solid objects (e.g. metal, glass, plastics, etc.), and extending the applicability domain to certain types of exposures (e.g. gas, fume, and fibre exposure). This paper describes the algorithms used in a planning and scheduling software tool developed for the European Space Agency in the framework of the Mars Express mission. The planning and scheduling algorithm computes a feasible schedule for the transmission of telecommands (TCs) from the ground segment to the space segment, complying with a number of technical constraints. Owing to the distance between Mars and Earth, it is important that the robustness of the schedule is taken into account because repair operations may be very time consuming or even impossible. For this reason, besides the maximization of the number of TCs transmitted from Earth to Mars, the scheduler is also designed to maximize the number of full confirmations and secondary time windows, which are two special characteristics of the Mars Express schedule explicitly designed for the sake of robustness. Besides the maximization of robustness, the scheduling algorithm that can run with different settings can be used to optimize some secondary figures of merit, such as the average saturation of the memory devices of the space segment and the usage of the time windows available for communication. Abstract: The algorithms used in Arabic and medieval European mathematics for extracting cube roots are studied with respect to algebraic structure and use of external memory (dust board, table, paper). They can be separated into two distinct groups. One contains methods used in the eastern regions from the 11th century, closely connected to Chinese techniques, and very uniform in structure. The other group, showing much wider variation, contains early Indian methods and techniques developed in central and western parts of the Arabic areas and in Europe. Abstract: The present paper addresses the issue of urban sprawl in Europe from a multidimensional point of view, identifying the most sprawled areas and characterizing them in terms of population size. The literature is reviewed to categorize and extract the most relevant six dimensions that define the concept and several indices are specified to implement them. These are then calculated for a sample of the main European cities that uses several sources to obtain the best possible dataset to measure urban sprawl. All this information is brought together using the self-organizing map (SOM) algorithm to be visualized and further studied, taking advantage of its properties as a data-reduction as well as a clustering technique. The analysis locates the hot-spots of urban sprawl in Europe in the centre of the continent, around Germany, and characterizes such urban areas as small, always half the size of the average city of the sample. Abstract: This paper describes a methodology to explore the (future) spatial distribution of biofuel crops in Europe. Two main types of biofuel crops are distinguished: biofuel crops used for the production of biodiesel or bioethanol, and second-generation biofuel crops. A multi-scale, multi-model approach is used in which biofuel crops are allocated over the period 2000–2030. The area of biofuel crops at the national level is determined by a macro-economic model. A spatially explicit land use model is used to allocate the biofuel crops within the countries. Four scenarios have been prepared based on storylines influencing the extent and spatial distribution of biofuel crop cultivation. The allocation algorithm consists of two steps. In the first step, processing plants are allocated based on location factors that are dependent on the type of biofuel crop processed and scenario conditions. In the second step, biofuel crops are allocated accounting for the transportation costs to the processing plants. Both types of biofuel crops are allocated separately based on different location factors. Despite differences between the scenarios, mostly the same areas are showing growth in biofuel crop cultivation in all scenarios. These areas stand out because they have a combination of well-developed infrastructural and industrial facilities and large areas of suitable arable land. Abstract: This purposes of this paper are to: 1) demonstrate an objective overshooting top (OT) detection method using Meteosat Second Generation (MSG) Spinning Enhanced Visible and Infrared Imager (SEVIRI) infrared data, 2) produce an OT database for all operational SEVIRI data over Europe and north Africa for the six Northern Hemisphere warm seasons observed by SEVIRI to date, and 3) determine the frequency of OT detections in the vicinity of confirmed severe weather reports recorded within the European Severe Weather Database (ESWD). Algorithm performance is demonstrated for a case where numerous severe storms were present. Qualitative comparisons indicate that most OT detections correspond with the characteristic OT signature in SEVIRI 1km resolution visible channel imagery, but some OTs were left undetected due in part to relatively coarse SEVIRI spatial resolution over the European domain. The SEVIRI OT database shows a strong relationship between OT maxima and regions with high terrain. OTs are found to occur more frequently during the day over land and during the night over water. Inter- and intra-seasonal variability in OT frequency and location are also shown. An OT was found near 47% of the confirmed ESWD events. The OT–severe weather relationship is strong for large hail (53%) and severe wind (52%) events but relatively weak for tornado events (14%). The weak OT–tornado relationship may be related two factors: 1) low-level wind shear is found to be of greater importance than large CAPE and strong updrafts (i.e. OTs) in tornadic storm environments across Europe and 2) a weakening of the storm updraft and collapse of the OT region has been documented prior to tornado formation. The relatively strong overall OT–severe weather relationship suggests that OT detections can be used to increase forecaster confidence that a given storm is severe, especially in regions where frequent, ground based Doppler weather radar data is unavailable. Abstract: This paper describes the collection, standardisation and checking of cancer survival data included in the EUROCARE-4 database. Methods for estimating relative survival are also described. Incidence and vital status data on newly diagnosed European cancer cases were received from 93 cancer registries in 23 countries, covering 151,400,000 people (35% of the participating country population). The third revision of the International Classification of Diseases for Oncology was used to specify tumour topography and morphology. Records were extensively checked for consistency and compatibility using multiple routines; flagged records were sent back for correction. An algorithm assigned standardised sequence numbers to multiple cancers. Only first malignant cancers were used to estimate relative survival from registry, year, sex and age-specific life tables. Age-adjusted and Europe-wide survival were also estimated. The database contains 13,814,573 cases diagnosed in 1978–2002; 92% malignant. A negligible proportion of records was excluded for major errors. Of 5,753,934 malignant adult cases diagnosed in 1995–2002, 5.3% were second or later cancers, 2.7% were known from death certificates only and 0.4% were discovered at autopsy. The remaining 5,278,670 cases entered the survival analyses, 90% of these had microscopic confirmation and 1.3% were censored alive after less than five years’ follow-up. As a result of many factors, including the European Union's aim to increase the share of electrical energy from renewable sources, the number of distributed-generation (DG) devices in Europe is significantly increasing. Increasing numbers of DG units may cause problems with power quality (PQ). In this paper, a PQ-management algorithm is presented that reduces or even solves this problem in low-voltage grids. This algorithm will be implemented as one of several software modules in a system for distributed power operation and PQ management in low-voltage grids. PQ management in this context means maintaining PQ within prescribed limits by optimizing the control of generators, storage units, and controllable loads. Significant advantages of the presented approach are that the algorithm is universal and that it adapts its control variables automatically. Therefore, a detailed analysis of the grid in advance is not necessary. Furthermore, local PQ control of distributed resources can work autonomously and continuously without triggering by external signals, which is advantageous in the case of loss of communications. Abstract: This paper addresses a hub-and-spoke network problem for railroad freight, where a central planner is to find transport routes, frequency of service, length of trains to be used, and transportation volume. Hub-and-spoke networks, often found in air freight, have not been favoured by railways in the past. Such a structure could be profitable, however, if there exist concentrated freight flows on some service links. We formulate a linear integer programming model whose objective function includes not only the typical operational cost, but also cost due to the transit time spent by freight in the network. We then develop heuristic algorithms to solve large scale instances occurring in rail freight systems in France plus Italy; Germany; and a 10-country European network. By assuming that every node is equipped with consolidation capability, we let the final solution naturally reveal potential hub locations, the impact of several of which is studied by sensitivity analysis. Abstract: This paper describes the evaluation and performance of the Medium Resolution Imaging Spectrometer (MERIS) Global Vegetation Index (MGVI) algorithm that is implemented in the MERIS ground segment as the primary land surface product. MGVI output values represent the Fraction of Absorbed Photosynthetically Active Radiation (FAPAR) which acts as an indicator of the presence and state of the vegetation canopy. The retrieval algorithm was optimized to be insensitive to the overlying atmosphere, the underlying soil as well as angular effects, using radiative transfer models. This physically based approach for retrieving land biophysical parameters can be extended to a series of sensors; the resulting algorithms are designed to deliver similar geophysical products that are directly comparable and ultimately generate long time series of FAPAR. After presenting the MGVI algorithm, we analyze actual results by inter-comparing the FAPAR values derived from MERIS to similar products derived from the Sea-viewing Wide Field-of-view Sensor (SeaWiFS) that have been generated at the European Commission Joint Research Centre (EC-JRC). The FAPAR products derived from MERIS and SeaWiFS are compared on several dates in 2002 when both instruments simultaneously observed the same geographical regions. The consistency and temporal continuity of the products are then evaluated by comparing the time series of FAPAR values over local sites in Europe during the year 2003 from the two instruments. Finally, multi-annual FAPAR time series obtained by merging MERIS and SeaWiFS products demonstrate the feasibility of monitoring the state of land surfaces with FAPAR products before and after the European drought event in 2003. Assessing the performance of transit systems operating under different regulatory regimes is a topic of considerable interest in the literature. The goal of this paper is to investigate the performance characteristics and factors affecting this performance for European transit systems operating in vastly different regulatory environments. The initial results of data envelopment analysis application indicate that privately operated systems tend to be more efficient while publicly operated systems tend to be more effective; transport operators in cities where open entry form of competition has been introduced were found to perform both efficiently and effectively. Further, as the Tobit regressions focused on the effect of ownership indicate, most systems in the sample demonstrate a positive trend in both efficiency and effectiveness, a finding with important practical implications for financially strained systems. This paper explores written calculation methods for division used by pupils in England (n = 276) and the Netherlands (n = 259) at two points in the same school year. Informal strategies are analysed and progression identified towards more structured procedures that result from different teaching approaches. Comparison of the methods used by year 5 (Group 6) pupils in the two countries shows greater success in the Dutch approach, which is based on careful progression from informal strategies to more structured and efficient procedures. This success is particularly notable for the girls in the sample. For the English pupils, whose written solutions largely involved the traditional algorithm, the discontinuity between the formal computation procedure and informal solution strategies presents difficulties. Three algorithm intercomparison experiments have recently been conducted as part of the Global Precipitation Climatology Project with the goal of (a) assessing the skill of current satellite rainfall algorithms, (b) understanding the differences between them, and (c) moving toward improved algorithms. The results of these experiments are summarized and intercompared in this paper. It was found that the skill of satellite rainfall algorithms depends on the regime being analyzed, with algorithms producing very good results in the tropical western Pacific and over Japan and its surrounding waters during summer, but relatively poor rainfall estimates over western Europe during late winter. Monthly rainfall was estimated most accurately by algorithms using geostationary infrared data, but algorithms using polar data [Advanced Very High Resolution Radiometer and Special Sensor Microwave/Imager (SSM/I)] were also able to produce good monthly rainfall estimates when data from two satellites were available. Time series data is a sequence of values recorded systematically over a period which are mostly used for prediction, clustering, and analysis. The two essential features of a time series data are trend and seasonality. Preprocessing of the time series data is necessary for performing prediction tasks. In most of the cases, the trend and the seasonality are removed before applying the regression algorithms. The accuracy of such algorithms depends upon the functions used for the removal of trend and seasonality. Clustering of an unlabeled time series data with the presence of trend and seasonality is challenging. In this paper, we propose a probabilistic representational learning method for grouping the time series data. We introduce five terminologies in our method of clustering namely the trendlets, uplets, downlets, equalets and trendlet string. These elements are the representational building blocks of our proposed method. Experiments on the proposed algorithm are performed with the renewable energy data on the electricity supply system of continental Europe which includes the demand and inflow of renewable energy for the term 2012 to 2014 and UCR-2018 time series archive containing 128 datasets. We compared our proposed representational method with various clustering algorithms using the silhouette score. Mini-batch k-means and agglomerative hierarchical clustering algorithms show better performance in terms of quality, logical accordance with data and time taken for clustering. The Great Recession in Europe sparked concerns that the crisis would lead to increased income related health inequalities (IRHI). Did this come to pass, and what role, if any, did government transfers play in the evolution of these inequalities? Motivated by these questions, this paper seeks to (i) study the evolution of IRHI during the crisis, and (ii) decompose these evolutions to examine the separate roles of government versus market transfers. Using panel data for 7 EU countries from 2004 to 2013, we find no evidence that IRHI persistently rose after 2008, even in countries most affected by the crisis. Our decomposition reveals that, while the health of the poorest did indeed worsen during the crisis, IRHI were prevented from increasing by the relative stickiness of old age pension benefits compared to the market incomes of younger groups.
