Currently, the majority of the European housing stock falls towards the bottom of the energy efficiency rating scale on the EU Energy Performance Certificate. If governments and businesses are to successfully address ambitious CO2 reduction targets, then it will be imperative that energy-efficient measures and policies focus on existing housing. In order to understand what kind of retrofit is needed to achieve an “A” energy performance rating in social housing, the paper reports the findings of an on-going research project in the UK. The paper draws on a case study from the Technology Strategy Board's “Retrofit for the Future” competition entry in Cambridge. The upgrade strategy improved the home's energy performance rating to A, aimed to radically reduce carbon dioxide emissions (17 kg m−2 year−1) and provided affordable warmth for the tenants. In order to get an impression of the actual energy consumption in the case study, energy use behaviour of the household was observed. Based on the barriers identified in the case study, the feasibility of the current UK policy strategies (e.g. Smart Meters and Feed-in-Tariffs) to facilitate the acceptance of energy measures in social housing is discussed. Abstract: Restrictions on CO2 emissions, the nuclear phase-out announced by some member states, high emissions from coal-fired power plants, and barriers to rapid development of renewable generation are factors that make the European Union (EU) highly dependent on natural gas. With three non-EU countries (Russia, Algeria and Norway) currently supplying more than half the gas consumed within the EU and with projections pointing out that by 2030 internal sources will only be able to meet 25% of demand, the EU desperately looks for means to secure new sources of gas supply. In this context, the Nabucco pipeline is planned to deliver gas from Caspian and Middle East regions to the EU market. It runs across Turkey and then through Bulgaria, Romania and Hungary before connecting with a major gas hub in Austria. On paper, Nabucco project makes perfect sense, offering a new export route to the EU markets for Caspian gas producers (Azerbaijan, Turkmenistan and Kazakhstan) as well as Iran and, in time, Iraq. The project is backed by the EU and strongly supported by the United States. Perhaps most importantly, Nabucco would completely bypass Russia. • Analysis conducted with data on 14 European countries for the period 1990–2014. • Prevailing cross-sectional dependence and heterogeneity issues are addressed with our method. • The inverted U-shaped nexus (EKC hypothesis) is not valid in Europe when we employ CO 2 emissions. • The EKC hypothesis depends on the environmental indicators used. • Fossil fuels extert more distortion on environmental sustainability. The nexus between environment-economic development has been investigated for a long time. Many empirical studies have measured environmental degradation by CO 2 emissions and ignored the possibility that the use of such metric as environmental degradation indicator may be invalid in some cases when it comes to resource stocks. This paper focuses on two indicators of environmental degradation including ecological footprint (EF) and CO 2 emissions as target variables to provide new insights into the ongoing discussions of whether the environmental Kuznets Curve (EKC) hypothesis is related to the indicators of environmental pressure used. Estimating a heterogeneous panel model with data on 14 European countries over the period 1990–2014, we provide evidence for the sensitivity of the EKC hypothesis to the type of environmental degradation proxy used. Furthermore, we provide new insights regarding the relevance of EF as an appropriate environmental tool that fits the EKC prediction in contrast to CO 2 emissions. Regarding the explanatory variables, the results show that renewable energy is an environmentally friendly source while fossil fuels contribute to environmental degradation. The inclusion of renewable energy and fossil fuel does not alter the behavior of economic growth in all environmental degradation indicators. The empirical results demonstrate the need to implement environmental management policies that encourage the production/supply of renewable energy and to reduce reliance on fossil fuel consumption. Abstract: Global temperature rise over the long term will be proportional to the total amount of CO2 emitted. Any given probability of exceeding a targeted maximum temperature rise implies a maximum limit on the cumulative total of CO2 that can be emitted: a CO2 “budget”. This paper describes an approach to modelling cumulative emissions from light and heavy duty road transport from the present to 2050, focussing on the USA and Europe, and comparing the potential impacts of a range of technological and behaviourally-based abatement measures with such cumulative emissions budgets. The model shows that abatement measures would have a lower effect on cumulative emissions from 2000 to 2050 than on annual emissions in 2050, so that focussing only on annual emissions could be misleading. It shows that technological developments would be insufficient on their own to enable Europe and the USA to meet CO2 budgets for road transport. Behavioural changes, which potentially can be implemented much sooner, would be essential too. There is potential to keep European light duty emissions very close to CO2 budgets, and US light duty emissions not far above the least restrictive budget, but the model predicts that heavy duty emissions in both regions are likely to exceed their CO2 budgets. Deeper emissions reductions in other regions and sectors will be needed to compensate for this. Timing would be critical: for the greatest impact, behaviour change policies and interventions would need to be applied early and deeply. [Copyright &y& Elsevier]
