Of all sustainable city concepts, eco-cities and low-carbon cities have received a national endorsement in China, with such pilot towns under construction nationwide. However, the performance of eco and low-carbon cities in China has long been heatedly debated, with many negative arguments delineating them as profit-seeking and image-building projects simply capped with impressive names. In reality, while some projects have not fulfilled expectations, most are still at the first stage of construction, so it is too early to regard eco and low-carbon cities as a failure. In this paper, the question of how eco and low-carbon new towns differ from conventional ones in their social, environmental and economic characteristics is posed. Compared to conventional new town plans, the eco and low-carbon city plans incorporate more of a focus on sustainability principles. We examine such perceptions by comparing the master plans of eco, low-carbon and conventional new towns in various aspects ranging from general principles to specific design. The analysis indicates the master plans of the three groups of new towns vary in different ways. The eco-cities and low-carbon cities reflect two trends to promote urban sustainability. The eco new towns are more concerned with the promotion of a sustainable way of life, with its planning focus evenly distributed among all aspects. They particularly stress the creation of an aesthetically pleasing livable environment. In contrast, low-carbon new towns are concerned with the promotion of a sustainable way of production, with an uneven emphasis on the economic sectors such as industrial integration and transformation. However, the master plans only reveal how eco/low-carbon cities are originally intended to differ from non-eco/low-carbon-cities when they start and more comprehensive studies are needed for it to be possible to predict where they will go in the future. Urban growth management is a popular topic for study area all over the world. Despite the increasingly rich literature, however, little has been considered of the complex relationship between the various urban development factors and their feedback structure. This paper contributes in understanding the mechanism of, and establishing a link between, urban growth management oriented by zoning in China (namely development priority zoning or DPZ). A system dynamics urban growth model is presented that is integrated with China's socio-economic development situation. With Yiwu city and Qingtian County as case studies, the model is applied in simulating urban growth under different driving modes. The results indicate that the DPZ in these two areas has an influence on urban growth management strategy, with the driving mode of urban growth affecting economic development levels, migration and types of land conversion. It is concluded that different driving modes are needed for different types of regions according to the functional positioning of their DPZ and that the model contributes to their identification. Renewable energy is necessary for sustainable social and economic development. This is particularly so with global energy shortages, the continuous deterioration of ecosystems and the environment, as well as the world population explosion. This article qualitatively and quantitatively analyzes the effects and problems of Chinese favorable land price policy on photovoltaics. In examining the favorable land price policy in China, this study develops a multiple-linear regression model to study the effects of favorable land price policy on photovoltaic power and photovoltaic industry. Data used in this research was mainly collected from 20 provinces in China. It is found that the development of PV in China has been greatly affected by the favorable land price policy. In the end, it is highly recommended that favorable land price policy should be continued for renewable energy. China has experienced considerable economic growth since 1978, which was accompanied by unprecedented growth in urbanization and, more recently, by associated rising urban housing and land banking issues. One such issue is that of land hoarding – where real estate developers purchase land to hold unused in the rising market for a future lucrative sale, often several years later. This practice is outlawed in China, where land use is controlled by increasingly strengthened Government policies and inspectors. Despite this, land hoarding continues apace, with the main culprits being the developers and inspectors working subversively. This resembles a game between two players – the inspector and the developer – which provides the setting for this paper in developing an evolutionary game theory model to provide insights into dealing with the dilemmas faced by the players. The logic and dilemma of land banking strategy and illegal land banking issues are analysed, along with the land inspector's role from a game theory perspective by determining the replication dynamic mechanism and evolutionary stable strategies under the various conditions that the players face. The major factors influencing the actions of land inspectors, on the other hand, are the costs of inspection, no matter if it is strict or indolent, conflict costs, and income and penalties from corruption. From this, it is shown that, when the net loss for corruption (income from corruption minus the penalties for corruption and cost of strict inspections) is less than the cost of strict inspections, the final evolutionary stable strategy of the inspectors is to carry out indolent inspections. Then, whether penalising developers for hoarding is severe or not, the evolutionary strategy for the developer is to hoard. Abstract: The rapid urbanization has led to extensive land use change particularly in those developing countries. In line with the development of urbanization, arable land is decreasing dramatically, which presents the threat to the food security for human being. It is therefore essential to understand the level of impacts of urbanization on the land use change. This paper introduces a dynamic systems based method for assessing the impacts of urbanization policy on land use change with reference to the urbanization practice in China. Four typical policy scenarios are identified in implementing urbanization in China, including balanced development driven by planning, uneven development driven by planning, balanced development driven by market and uneven development driven by market and their impacts on land use change are analyzed through a dynamic system model. Land use change is considered as a dynamic system model composing five subsystems: urbanization, social, economic, environmental and land use subsystems. The key attributes in these five subsystems are interactive and they are dynamic variables. The assessment on the impacts of urbanization policy to land use change is demonstrated through employing the software iThink to the land use change dynamic model, using the data collected from the Jinyun County in China. The findings suggest that the urban construction land will continue to increase in the foreseeable future in China, whilst the agricultural land will gradually decrease. Nevertheless, different policy scenarios will have different impacts on these land changes. Thus decision makers can adopt different policies to control the rate of land use change. Global warming has aroused the attention all over the world, because not only can it directly damage the living environment, but it can also impact on the social and economic development, of a region in an obvious and far-reaching way. In this paper, we builded a trans-log production function model incorporating variables, such as rainfall, labor force, technology and temperature to simulate how climate changes impacted on the regional economics. Time series data of the domestic economy of Nanjing, a city in the southeast China, between 1996 and 2017, were used to verify the production theory of trans-log production frontier. The results showed that: with the rainfall increased and the temperature declined, the climate impact on the economy and the absolute value of the output elasticity of the frontier diminished. In addtion, the climate change was also positively related to the capital investment. The surge in energy consumption and CO 2 (carbon dioxide) emissions is exacerbating global warming. The Chinese government has promised to reduce CO 2 emission by 60%–65% per unit of GDP over the 2005 level by around 2030. Analyzing the factors influencing CO 2 emissions is one of the key aspects involved in effectively reducing greenhouse gas emissions. In this paper, we add climatic factors based on socio-economic factors, and adopt the extended STIRPAT model to investigate the mechanism driving emissions by the co-action of natural and socio-economic factors. The results show that the 1995–2014 emissions in China's Zhejiang province had an upward trend with growth rates varying between intermediate periods. The order of the factors' elasticity coefficients is urbanization rate (0.181) > GDP per capita (0.180) > population (0.177) > energy intensity (0.170) > trade openness (0.170) > cooling degree days (0.127) > mean temperature anomaly (0.116). Economic development and urbanization were the main factors promoting CO 2 emissions in 1996–1999, while economic development and foreign trade were the main factors in 2000–2014. Policy makers should pay more attention to keeping a healthy pace of economic development, introducing more low energy consumption and low pollution enterprises and encouraging technological innovation. Improving the quality of urbanization, guiding a sustainable lifestyle, adjusting the structure of foreign trade and curbing energy intensity are also expected to reduce emissions. Abstract: China has experienced an extraordinary level of economic development since the 1990s, following excessive competition between different regions. This has resulted in many resource and environmental problems. Land resources, for example, are either abused or wasted in many regions. The strategy of development priority zoning (DPZ), proposed by the Chinese National 11th Five-Year Plan, provides an opportunity to solve these problems by coordinating regional development and protection. In line with the rational utilization of land, it is proposed that the DPZ strategy should be integrated with regional land use policy. As there has been little research to date on this issue, this paper introduces a system dynamic (SD) model for assessing land use change in China led by the DPZ strategy. Land use is characterized by the prioritisation of land development, land utilization, land harness and land protection (D-U-H-P). By using the Delphi method, a corresponding suitable prioritisation of D-U-H-P for the four types of development priority zones, including optimized development zones (ODZ), key development zones (KDZ), restricted development zones (RDZ), and forbidden development zones (FDZ) are identified. Suichang County is used as a case study in which to conduct the simulation of land use change under the RDZ strategy. The findings enable a conceptualization of DPZ-led land use change and the identification of further implications for land use planning generally. The SD model also provides a potential tool for local government to combine DPZ strategy at the national level with land use planning at the local level. [Copyright &y& Elsevier]

• Convergence in energy efficiency of BRI counties and its factors are studied. • Energy efficiency along BRI experienced an increasing trend except 2009 and 2010. • BRI countries with low TFEE are catching up with countries with high TFEE. • High-income & Eastern Europe and West Asia countries have faster catch-up rate. The Belt and Road Initiative (BRI) has raised concern that it may involve an extensive economic growth pattern at a higher cost of energy and the environment, and China is making a great effort to construct a green BRI, which may improve the general energy efficiency of BRI countries. Therefore, it is important to investigate whether backward countries with low energy efficiency are catching up with frontier countries or falling behind. In response, this paper adopts DEA to calculate the total-factor energy efficiency (TFEE) of the BRI countries, and investigates heterogeneous beta-convergence in energy efficiency of BRI counties and its factors. The results indicate that: (1) except for 2009 and 2010, the TFEE along the BRI experienced an increasing trend due to the global finance crisis; (2) BRI countries with low TFEE are catching up with countries with high TFEE, and more significantly when the TFEE growth rate is greater; (3) the TFEE converges at a faster rate in high-income BRI countries and Eastern Europe and West Asia countries; and (4) inadequate innovation ability and a weak R&D absorption capacity may decelerate the energy efficiency convergence rate of BRI countries, especially those with low-income. The energy supply–demand security and climate change has continued to be problematic, making it significant and necessary to investigate embodied energy flow, particularly in a large and fast-growing developing country like China. One of the effective approaches is the energy/emissions embodied in bilateral trade (EEBT) aiming to locate the destination of energy bi-directionally to evaluate how energy flow between producer and consumer sectors. However, in addition to the flow of energy and resources, the topological structure and impact of underlying components from a system science perspective are equally important for policy-making. This study therefore constructs an energy embodied in trade network (EETN) model to track multi-layer primary energy flow by integrating the EEBT approach and complex network analysis. The embodied coal, oil, natural gas, and non-fossil fuels associated with China’s 30 provinces/municipalities are quantified at the provincial level. By the joint analysis of the network-oriented metrics, the EETN model elicits the possibility of understanding the heterogeneity distribution of different types of energy flow and the potential impact of province-specific policy interventions. We explain how resource endowment, economic growth, income inequality, cross-provincial industrial transfer, and infrastructures affect China’s provincial energy embodiments as well as the clustering features. Attaining inclusive, regenerative and sustainable cities for all in the context of unparalleled rates of urbanization, economy-oriented priorities, and chaotic urban development that characterize the developing world is a major challenge. A first step in reaching this goal is to conceptualize an inclusive framework for delineating, assessing and guiding the development of these cities towards sustainability. In this study we outline an inclusive, causal framework for Sustainable Development (SD) assessment, entitled “Trinity of Cities Sustainability from Spatial, Logical and Time Dimensions” (TCS-SLTD). It has been developed for cities in developing countries, and is illustrated using one such city, Xi'an. After reviewing the history and trends of urbanization of cities in Western China, some principles for assessing sustainability of cities in developing countries are suggested, after which the Xi'an case is presented. The urban area of Xi'an has expanded by more than 10 fold during the last quarter century, while arable land has decreased by 39%. In addition to these dramatic changes in land-use, the main axis of urban expansion has shifted from a north-south axial to radial expansion towards all areas around the core city. Over time, urban expansion has followed a “concentrated–deconcentrated– concentrated” trend. Xi'an overall sustainability, as measured by the index we present, has followed an upward – but not monotonic – trend between 1990 and 2010, during which its urbanization rate increased by 30%. On the basis of our multi-dimensional analysis, suggestions are made on how to direct Xi'an toward a more regenerative development path. These include revitalization of the urban system, control of urban form through planning, consulting and informing local communities about sustainable development issues, and achieving efficient functioning and harmonious coordination among different departments and municipal authorities in Xi'an. The TCS-SLTD model, outlined in this study, is a useful tool for guiding the process of Sustainable Development Indicator (SDI) selection, and provides a conceptual framework for holistically assessing the sustainability of city growth and expansion in developing countries. The model can assist urban planners and policy makers in developing countries in the performance of integrated assessments city sustainability, and in the formulation of pragmatic and focused policies to shift cities towards more regenerative and sustainable development trajectories. The convergent trend of CO 2 emissions has received wide-spread attention in an attempt to meet the global reduction target, but almost all of the focus has been on the production side. A systematic investigation on the convergence of global CO2 emissions from the production side and the consumption side is of great importance to find the pathways for the worldwide low-carbon development. This study distinguished production- and consumption-based CO 2 emissions of 129 economies during the period 1995–2015. Based on traditional sigma (σ), gamma (γ), beta (β), stochastic and club convergence models, we identified convergence progress of CO 2 emission on both the production and consumption sides. Taking convergence speed and influential factors into account, we demonstrated different convergence pathways to a reasonable climate strategy. This study obtained four key results. First, in all cases, global per capita CO 2 emissions on the production and consumption sides were convergent. Second, the speed of convergence on the production side was higher than on the consumption side. Third, population density, energy intensity, and the share of trade and industrialization had significant effects on the production side, while per capita GDP was more important on the consumption side. Low-carbon development due to medium- and high-technology manufacturing had equal impacts on consumption and production. Forth, different convergence processes among Organization for Economic Co-operation and Development (OECD), European Union (EU), Asia-Pacific Economic Cooperation (APEC) and Rest80 (i.e., the other 80 developing economies) indicate that mitigation policies should differ according to the industrial structure and by economic development. This study explores the inverted U-shaped relationship between environmental regulation and economic growth in the Yangtze River Delta region during 2002–2010 using the spatial panel data model. After the introduction of instrumental variables, the U-shaped curve is still robust, which is the theoretical value of this paper. The research verifies that technological innovation and resource consumption are important mechanisms for environmental regulation to influence economic growth. Cities in the Yangtze River Delta region have good interaction patterns in environmental regulation, economic development, technological innovation and resource consumption. For most developing countries, local government faces a trade-off between economic growth and environmental protection. The intentions towards having a better environment as the economy grows will trigger a shift in the priorities of local government from economy to environment at a certain level of economic development. To investigate the "pollute first, control later" path in China and how environmental regulation performs differently due to economic development, this paper develops a conceptual model to depict the nexus between economic growth and environmental improvement. A panel threshold model is estimated based on Chinese data from different spatial scales – 30 provinces and 105 environmental monitoring cities. The results validate the threshold of economic development of approximately CNY 90,000 GDP per capita, which represents the turning point for the local government priority change; such that only when it is exceeded does environmental regulation significantly reduce emissions. Until 2016, only 4 provincial districts and 35 prefecture-level cities have crossed the threshold, these being mostly in the more prosperous eastern coastal areas. The results emphasize the need to consider timeliness when evaluating the effectiveness of environmental regulation and highlight the importance of adopting differentiated governance.
