This article is written within the European Project "THREE-Lanka" which has the aim of modernizing the higher education related to Renewable Energy (RE) in Sri Lanka. The paper presents the outcomes of analysing various incentive schemes to stimulate RE development. In Europe, there was substantial growth in RE installation through generous incentives in the first years. Then, to regulate this growth, in recent years, the auction system has been introduced to improve the competition among companies that install RE plants. In Sri Lanka, on the other hand, the main energy tariff policies focus on the spread of PhotoVoltaics (PV) through contributions based on the electricity fed into the grid. This paper provides an updated view of the evolution of the energy tariff policies in the relevant European countries with respect to Sri Lanka, covering some recent policy developments. Within the Sri Lankan framework, four case studies involving residential, commercial, and industrial users are outlined to suggest better mechanisms (in the case of not adequate current incentive tariff) for supporting the deployment of grid-connected PV systems in a wide power range. Such knowledge transfer in the THREE-Lanka project will demonstrate the enormous potential RE capacity in a developing country, still depending on fossil fuels but willing to follow the path towards sustainability. This paper deals with improving the feed-in tariff policy for green energy advancement in Ukraine's households based on assessing the economic efficiency of investment project implementation under the current state support mechanisms. This study was conducted for solar and wind power plants with different installed capacities. The Levelized Cost of Electricity and the payback period for such power plants were calculated considering the ongoing feed-in tariffs and discount rates determined by various equity and debt capital ratios. The results showed that the state support provides attractive payback periods for solar and wind power plants with an installed capacity of ≥30 kW. In comparison, 5 kW solar power plants and wind power plants with a capacity of up to 10 kW are not paid off during the power plants' lifecycle. It confirmed that the ongoing energy policy in Ukraine's residential sector is still designed to obtain profits by the owners of generating facilities by selling the excess electricity. In the meantime, its main goal—providing households energy independence—has been levelled. To resolve the issues caused by such a state support model, a methodical approach to improve the feed-in tariff calculation is proposed. The integration of Small Modular Reactors (SMRs) into energy systems requires a meticulous assessment of various factors, spanning renewable energy potential, legal frameworks, technical considerations, community engagement, and consumer preferences. This article synthesizes a multifaceted discussion on the subject, focusing on the need for comprehensive analyses before deciding to implement SMRs. Drawing insights from geographic information systems (GIS) and lessons from renewable energy development in Poland, this paper underscores the significance of aligning energy strategies with local needs, emphasizing stakeholder participation. This study examines the factors influencing location attractiveness for various energy technologies, including small modular nuclear reactors (SMRs), wind, solar, and hydroelectric power plants, within Poland. Employing 17 indicators sourced from Statistics Poland and URE, coupled with the application of the k-means algorithm, we outline four distinct clusters that delineate the zones of location attractiveness for SMRs and other renewable energy sources. While large and medium-sized cities exhibit optimal location attractiveness, coastal counties in northern Poland emerge as more suitable for renewable energy sources than for SMRs. The study outlines four distinct energy development strategies based on typologies of regions, each tailored to maximize the utility of available resources and minimize environmental impact. The strategies encompass renewable energy utilization, energy efficiency enhancement, energy diversification, and adaptation through innovation. Emphasizing the interplay between renewable energy potential, energy demand, and local conditions, the research suggests the strategic deployment of SMRs as part of an energy mix in areas where renewable energy resources are limited. A successful and just energy transition is subject to policies that adhere to a multi-dimensional approach to renewable energy development. To achieve success in renewable energy development, well-thought-out and efficient policies must be implemented. This paper aims to address a major shortcoming in renewable energy development in terms of understanding and recognising the policy space that promotes or hampers renewable energy growth. The paper examines the relevant literature to identify major themes and factors in renewable energy development. A thematic analysis was conducted using a hybrid inductive and deductive approach and resulted in the identification of 5 major themes namely Institutional, Environmental, Financial, Socio-cultural, Technical and 144 factors. The identified themes and factors will assist to make a policy action decisive, just, and sustainable. Recommendations including comprehensive incentivisation, regulatory support for renewable energy technologies in developing nations, environment impact assessment programs, promotion of financial transparency and opting for a just transition to benefit local and vulnerable communities. This paper presents the application of multi-criteria decision-making (MCDM) for evaluating what technologies using renewable energy sources (RES) for electricity production have the chance to develop in Poland under the current socio-economic conditions. First, the Analytical Hierarchy Process (AHP) method was used to determine the weights of the optimization criteria. Five main criteria and 30 sub-criteria were identified. Next, the authors modified numerical taxonomy (NT) to rank eight RES technologies (such as onshore and offshore wind farms, photovoltaics, or biogas plants). The results show that offshore wind farms are the RES technology with the greatest development opportunities in Poland. The following three technologies: distributed photovoltaic energy, biogas plants, and biomass power plants, respectively, received a similar rating in the ranking. Hydropower and geothermal were the lowest-ranked technologies. The ranking, which is the result of multi-criteria analysis, in several respects, is significantly different from the directions of activities indicated in the state energy policy. The current legal and policy system of renewable energy in China has set up a framework of policy instruments, which provides an important foundation for dealing with climate change and promoting the healthy development of the renewable energy industry with the goal of "carbon neutrality" and "emission peak". However, the current policy instruments cannot meet the needs for rapid development of the renewable energy industry. This paper investigates, analyzes, and concludes the status of renewable energy development along with related policy instruments in different renewable energy sources by literature and points out the problems of current policy instruments, and puts forward corresponding countermeasures. Moreover, from the perspective of energy consumption market transformation, the authors carried out an analysis of China's challenges of policy instruments, pointing out that China's renewable energy policy instruments have the potential to take one step further in the areas of the regulatory system, legal system and legal security system. Climate and energy policies are the key areas of the European Union's development aspirations in the international arena. The European Green Deal sets ambitious new goals in this respect, emphasizing clean energy. The development of the energy sector, relying chiefly on renewable sources, is one of the conditions for the EU to transition to energies that do not produce waste that pollutes or is otherwise harmful to the Earth and human health. This paper assesses the development of renewable sources of energy in the EU and identifies challenges to the realization of the EU's energy priorities. An analysis of renewable sources of energy in the EU in 2012 and 2020 is the prime method. The generation of primary energy from renewable sources, the share of energy from renewable sources in the final energy consumption, the structure of energy generation from renewable sources, and the share of energy from renewable sources in the energy used by the transport sector are discussed. Secondary data are employed, made available by Eurostat and Statistics Poland. To reach the objective of the study, Z. Hellwig's taxonomic method is applied to assess the development of renewable energy sources (RES). Cluster analysis (Ward's agglomerative clustering method) is additionally used for separation of objects and member states that are similar with regard to the phenomenon reviewed. Particular attention is paid to the challenges that societies and economies face in view of the assumptions of the EU's new Green Deal, which envisages a balancing of CO2 emissions and absorption. Conventional petrol vehicles emit a substantial quantity of greenhouse gases, leading to increasingly serious global warming problems. The expansion and development of renewable power generation technologies is conducive in promoting the use of electric vehicles, which are more environmentally friendly. This paper proposes a multi-objective power expansion model considering renewable energy policy objectives. The model regards the problem as a multi-period optimisation task, taking the newly installed capacity and the power generation capacity of each power generation technology as decision variables, and simulating the uncertain factors in the planning process using Geometric Brownian Motion and Monte Carlo approaches. The optimisation objective of the model is to minimise expected costs, reduce risk and environmental impacts, and incorporate changing policy objectives into the constraints to meet policy makers' expectations for renewable energy development. Then, a decentralised target search-based multi-objective evolutionary algorithm is proposed to solve the model. Its effectiveness is verified by a numerical example using real data from the Chinese power system. The experimental results show that the proposed algorithm exhibits improved performance compared with benchmark algorithms and provides high quality and diverse Pareto-optimal solutions to decision makers. Finally, the optimal plans for power expansion and generation mix under different preferences and policy objectives are discussed and corresponding recommendations are made. This study explores the effect of geopolitical risk on renewable energy deployment, assuming that geopolitical uncertainty stimulates nations to be independent and rely on their renewable energy sources in order to reduce the geopolitical risk concomitant to fossil fuel inflows. The current paper's data sample covers 10 net crude oil importer countries during the period 1985–2017. It employs panel cointegration analysis and estimate an autoregressive distributed lag model. The results show that geopolitical risk has a significant and positive effect on renewable energy diffusion. Therefore, this work determines that it is an incentive, not an obstacle, to renewable energy deployment. Abstract Energy systems are quickly evolving through the development of new technologies and the emergence of new operational and market design paradigms. In particular, the global push for sustainability is driving the transition towards a pronounced redesign. In fact, renewable energy integration is occurring at a massive scale, and several other exciting developments are finding their place in modern energy systems, such as distributed energy resources, demand response, energy storage technologies, and local energy markets. In this dynamic context, the process of energy policy design and implementation has found new challenges, and in supporting this key process, expansion planning models and tools can play an essential role. For example, these models can be employed to estimate the impact of a multitude of policy instruments. Thus, there is a wide interest in these tools and a variety of such models, as evidenced by a rich literature and a fast-paced evolution of this research area. Motivated by this, this work presents a comprehensive and up-to-date review on expansion planning models and tools with emphasis on their application to energy policy analysis. In particular, this paper reviews the most significant policy instruments, with an emphasis in renewable energy integration, the optimization models that have been developed for expansion planning, and existing decision-support tools for energy policy analysis. Finally, this paper also discusses the trends in the literature and the most pressing current challenges in the development and use of expansion planning models for energy policy analysis. Identifying the research topics of China's energy transition policy and predicting future research trends are crucial for policymakers to make informed decisions and advance the energy transition. This study applied the Latent Dirichlet Allocation (LDA) to extract 26 major research topics from the 13,976 abstracts of Chinese policy research papers in web of science (WOS), conceptualized the five most popular topics and used the ARIMA model to predict trends over the next 36 months. The results show that except for Economic and Environmental Impact of Renewable Energy Consumption (Topic13), which will first experience unanticipated fluctuations and then show strong growth capacity, all other topics will continue to remain positive growth trend. Research and Development (Topic3) is driven by the urgency of China's energy transformation. Economic and Environmental Impact of Renewable Energy Consumption (Topic13) is driven by the potential for the development of renewable energy. Economic Impact of Climate Change (Topic26) is driven by the climate change debate. Economic Growth, Urbanization, and Energy Consumption (Topic7) is driven by a discussion of their relationship and the mechanisms influencing them. Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. Primary frequency control (PFC) has become increasingly important for the stable operation of power systems due to the development of renewable energy resources, and the thermal power units still need to provide satisfactory PFC services. The energy stored in metal and working fluid are the main impact factors for PFC. This paper proposed a universal assessment mechanism to evaluate PFC capability for thermal power plants under various working conditions by decomposing and quantifying the energy state, especially under flexible operating processes. A transient heat current model describes the dynamic process by constructing the relation of different parameters in overheated components at various energy states. In this study, the PFC dynamic response ability of a 600 MW supercritical power plant under various working conditions is quantified based on the proposed modeling. The maximum load regulation amount decreases from 6.0% to 1.69% with a decrease in the load. Compared to the theoretical calculation results with the experimental data of actual PFC tests, the proposed mechanism of the dynamic response of PFC assessment is more precise, with an accuracy of 97.85%, which has a significant meaning in guiding the PFC services in the power grid and regulating the power plants. • Constructed a new energy state-based model by heat current method. • Proposed a novel PFC capability assessment model under dynamic processes. • Considered the boiler and the turbine sides in the PFC simultaneously. • Validated the new model with various frequency deviations by field experiments. Solar Photovoltaics (PV) is considered a highly competitive technology supporting the transition towards a low-carbon energy system. However, increased shares of its deployment have caused a set of mainly regulatory and financial challenges which require solutions. This paper identifies key research challenges for the further development and deployment of Solar PV, aiming to bridge the gap between expressed market needs and scientific research inquiries. The findings revealed a heterogeneous landscape of Research Priorities and Research Needs focused around the issues of renewable energy sources' variability, the impacts of curtailment, material (re-)use and module efficiency, synergies with the cooling/heating sector, quality criteria and standardisation, as well as new support schemes and business models. These findings can be taken up by academic institutions or technology associations to shape further directions for research. The objective of the paper is to identify factors which determine energy policy in the EU countries in the middle of 1990s. This objective is achieved in three stages. First, the changes in the distribution of RES in 26 EU countries in the period between 1995 and 2014 are investigated. The analysis demonstrates that over the last 20 years the EU countries diversify the RES they use, which results in substantial changes in their distribution. Second, the distribution of energy sources in 1995 is described, as it is assumed that the distribution might be a crucial factor influencing energy policy in each country. Third, several other factors related to energy security, environmental concerns, economy and politics are considered as potential determinants of renewable energy development. Two statistical methods of variable selection, namely, the best subset regression and the LARS method, reveal that the present (in 2014) share of RES in the energy mix significantly depends on the condition of the EU countries in the middle of 1990s. The distribution of energy sources in 1995 is the crucial determinant of renewable energy development. Countries without their own fossil fuel sources are the ones which develop renewable energy to the greatest extent. Other important factors boosting RE development include: GDP per capita, concentration of energy supply (SWI), and the costs of consumption of energy obtained from fossil fuels in relation to GDP. Improvement of thermal performance of a solar air heater can be obtained by enhancing the rate of heat transfer. Thermal efficiency of matrix solar air heater is higher in comparison to conventional type. Number of studies has been reported in the literature on the performance of matrix air heater with different material packing and elaborated various parameters such as design; heat transfer enhancement, flow phenomenon and pressure drop in the duct. Majority of the studies revealed an increase in the thermal efficiency for matrix collector as compared to conventional plane solar air heater. This review paper presents an extensive study of the research carried out on matrix solar air heater. Based on literature review, it is concluded that the solar air heaters performed well when packed with porous medium and this is due to the geometrical parameters of porous material. In addition double pass porous bed solar air heaters performed better than single pass. Various types of matrix materials used in the literature and correlations developed for heat transfer and friction factor by different researchers have been presented. Much attention has been devoted in this paper to portrait the development of various types of solar air heaters over the years. The merits and demerits of different models evolved by many researchers have been critically analyzed. Finding in a nut shell is that the drawbacks associated with conventional nonporous solar air heaters such as high heat loss to the ambient, decreased convective heat flow from plate to air, etc. can be overcome by the use of an effective design of porous bed solar air heater. As energy plays a vital role in the modern lifestyle of any country, understanding how sustainable the energy system of a country remains an important policy issue. This paper reviews the comprehensiveness of existing metrics in tracking and tracing energy sustainability and finds that the existing multi-dimensional indicators do not capture the sustainability dimension adequately. This paper proposes a composite index, SEDI (Sustainable Energy Development Index), to fill the gap. SEDI focuses on establishing the sustainability level of both intra- and inter-generational needs. The paper discusses the methodology, data availability and initial country comparisons. It is found that SEDI has a positive correlation with both the Human Development Index (HDI) and the Energy Development Index (EDI) but provides a better understanding of the different dimensions of energy sustainability. In recent decades, renewable energies have become increasingly important at the global level, with a significant impact on the sustainable development of various nations. Although multiple papers have examined the efficiency of policies and instruments to promote renewable energy sources, the majority have disregarded the fact that the context in which policies are implemented determines how well they perform. This paper analyzes renewable energy development in the electricity market in Argentina, paying special mind to the contextual conditions in which the policies were designed and finding that in recent history, it is precisely these conditions that constitute the main reason why renewable energies have such a low degree of penetration in the electrical power system in Argentina. In this paper, an analysis of renewable energy feed-in tariffs (REFIT) for the selected regions of the globe is done with the aim of drawing lesson for Saudi Arabia. A brief background and status of renewable energy sources (RES) utilization in Saudi Arabia is given at the beginning of this paper, followed by a review of the feed-in tariff (FIT) design models reported in literature. The application of the policy in Europe, the United States, Australia, Asia and Africa is then reviewed. Some observations from the analysis of the FIT application in different countries have been discussed and finally, lessons have been drawn from the study. Some policy recommendations have been given for Saudi Arabia. The analysis of the lessons identified shows that the application of FIT scheme in Saudi Arabia is likely to speed up the development of renewable energy resources within the area. Under the Paris Agreement, 80% of all proven fossil fuel reserves become stranded resources and investments already made in such resources turn into stranded assets. Much of the existing literature focuses on equitable burden sharing; only a few articles examine the risks for developing countries that invest in new fossil fuels. Hence, this paper addresses the question: What are the risks of investing in fossil fuels for developing countries? In doing so, it examines Kenya, a prospective fossil fuel producer, and China, an investor in fossil fuels. In terms of short- to long-term risks, ignoring new fossil fuels and investing in renewables is favourable and politically, socially, ecologically and economically more rewarding, not least because latecomers to development run the risk of having to compensate investors when new fossil fuel assets strand prematurely and become unrecoverable. Following the 2015 Paris Agreement and other agreements which have been signed after, sustainable energy development is becoming the major goal in many countries. EU have set the targets to reduce the annual greenhouse gas emission by 40% in 2030 and 80% for 2050 compared with 1990 levels. For achieving this ambitious energy policy, three major technological changes are available: energy savings on the demand side, efficiency improvements in the energy production, and replacement of fossil fuels by various sources of renewable energy. Also, for realization cited three major technological changes the support of the multi-disciplinary scientific knowledge is needed. Therefore, from the beginning of the 21st century, since 2002, a series of Sustainable Development of Energy, Water and Environment Systems (SDEWES) Conferences were founded. This paper presents an overview of published researches in special issues of leading journals dedicated to the series SDEWES Conferences, including also the papers in current special issue. The focus is on five main fields: (1) energy policy and analysis of smart energy systems; (2) energy savings in the building sector; (3) co/polygeneration - integrated heating, cooling and electricity systems and district heating; (4) biomass for energy; and (5) measurement of energo-environmental sustainability of processes and systems. Researchers are focused on the development of methods, policies and technologies for both efficient production of energy, mainly from renewable sources, and consumption in industry, buildings and transport. Undoubtedly, the researches presented in the papers in this special issue as well as in previous ones, dedicated to SDEWES conferences, will contribute to the promotion of sustainable development and thus to the achievement of the goals of the Paris Agreement. This paper is the editorial for the virtual special issue (VSI) of Renewable and Sustainable Energy Reviews (RSER) dedicated to 4 SDEWES Conferences held in 2020, namely: (i) the 2nd Latin American Conference on Sustainable Development of Energy, Water and Environment Systems (LASDEWES 2020) held from February 9 to 12, 2020 in Buenos Aires, Argentina; (ii) the 1st Asia Pacific Conference on Sustainable Development of Energy, Water and Environment Systems (APSDEWES 2020) held from April 6 to 9, 2020 in Gold Coast, Australia; (iii) the 4th South East European Conference on Sustainable Development of Energy, Water and Environment Systems (SEESDEWES 2020) held from June 28, 2020 to July 2, 2020 in Sarajevo, Bosnia Herzegovina, and (iv) 15th Conference on Sustainable Development of Energy, Water and Environment Systems (SDEWES 2020) held from September 1 to 5, 2020 in Cologne, Germany. The VSI collected both high quality review papers and original research articles presented at the 4 SDEWES conferences in 2020 belonging to the aims and scope of RSER. After a scrutinizing peer review process, 20 articles were accepted and published. These articles fall into four main areas: renewable energy cutting edge technologies, energy storage, energy modelling techniques and, climate and energy policy and impacts. Abstract: The paper examines the key features of the renewable energy development environment in Sri Lanka which led to sector's rapid expansion. The recent development framework of the renewable energy sector was based on the importance of using indigenous resources, recognizing the positive environmental impacts and the avoidance of high cost alternative thermal generation. This framework also recognized the pioneering effort of the developers in site identification by giving rights to develop on a first-come first-served basis. The policy framework was later extended with a renewable energy portfolio standard to achieve 10% of power generation through renewable energy. The standard power purchase arrangements reduced the transaction costs. The feeding tariffs originally based on avoided costs later shifted to cost based, technology specific tariffs encouraging diversification of the renewable energy portfolio. The introduction of net-metering for renewable energy based distributed generation and the limited interventions in the form of green-tariffs also assisted the renewable energy development. The paper concludes that the policy and regulatory frameworks and different approaches to implementing them have been mostly successful experiences in Sri Lanka and they would provide useful lessons for similar countries when formulating and implementing related polices, regulations and legal frameworks. Abstract: Sustained policy support is necessary in order to drive a transition toward renewable energy (RE). The ability to realize RE policy objectives is constrained by a range of geographic factors related to resource potential, the distribution of resources, land availability/suitability, the absorptive capacity of proximal infrastructure, and local socio-political acceptance. With this in mind, this paper provides a systematic review of how geographic information science and remote sensing techniques have been applied to reduce uncertainties surrounding renewable energy development, with emphasis on policy and planning needs. The concept of a ‘geo-information infrastructure’ is used to bring coherence and direction to this growing body of literature. The review highlights four underdeveloped research areas, including: Resolving issues of scalar discordance through comprehensive analysis at local and regional scales; mapping interactions in space of multiple supply options to deliver more accurate and sophisticated estimates of RE potential in an area and to identify competitive and symbiotic land-use situations; using energy resource maps as primary inputs into the development of technology road-maps; and developing geographically explicit indicators which can signal priority areas for RE recovery based on social and environmental returns on investments. In each case, suggestions moving forward are provided. The paper identifies knowledge-based institutional networking as a pathway through which local and regional public authorities can be equipped with the resources necessary to build and mobilize a geo-information infrastructure. Integrated Assessment Models (IAMs) are omnipresent in energy policy analysis. Even though IAMs can successfully handle uncertainty pertinent to energy planning problems, they render multiple variables as outputs of the modelling. Therefore, policy makers are faced with multiple energy development scenarios and goals. Specifically, technical, environmental, and economic aspects are represented by multiple criteria, which, in turn, are related to conflicting objectives. Preferences of decision makers need to be taken into account in order to facilitate effective energy planning. Multi-criteria decision making (MCDM) tools are relevant in aggregating diverse information and thus comparing alternative energy planning options. The paper aims at ranking European Union (EU) energy development scenarios based on several IAMs with respect to multiple criteria. By doing so, we account for uncertainty surrounding policy priorities outside the IAM. In order to follow a sustainable approach, the ranking of policy options is based on EU energy policy priorities: energy efficiency improvements, increased use of renewables, reduction in and low mitigations costs of GHG emission. The ranking of scenarios is based on the estimates rendered by the two advanced IAMs relying on different approaches, namely TIAM and WITCH. The data are fed into the three MCDM techniques: the method of weighted aggregated sum/product assessment (WASPAS), the Additive Ratio Assessment (ARAS) method, and technique for order preference by similarity to ideal solution (TOPSIS). As MCDM techniques allow assigning different importance to objectives, a sensitivity analysis is carried out to check the impact of perturbations in weights upon the final ranking. The rankings provided for the scenarios by different MCDM techniques diverge, first of all, due to the underlying assumptions of IAMs. Results of the analysis provide valuable insights in integrated application of both IAMs and MCDM models for developing energy policy scenarios and decision making in energy sector. Chinese energy consumption has been dominated by coal for decades, but this needs to change to protect the environment and mitigate anthropogenic climate change. Renewable energy development is needed to fulfil the Intended Nationally Determined Contribution (INDC) for the post-2020 period, as stated on the 2015 United Nations Climate Change Conference in Paris. This paper reviews the potential of renewable energy in China and how it could be utilised to meet the INDC goals. A business-as-usual case and eight alternative scenarios with 40% renewable electricity are explored using the EnergyPLAN model to visualise out to the year 2030. Five criteria (total cost, total capacity, excess electricity, CO2 emissions, and direct job creation) are used to assess the sustainability of the scenarios. The results indicate that renewables can meet the goal of a 20% share of non-fossil energy in primary energy and 40%-50% share of non-fossil energy in electricity power. The low nuclear-hydro power scenario is the most optimal scenario based on the used evaluation criteria. The goal of this paper is to analyze recent developments in the renewable energy sector in the Western Balkans – Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia, and Slovenia. In order to achieve this goal, existing knowledge gaps regarding the use of renewable energy as a share of the region׳s final energy consumption had to be filled in. This was done by creating a reliable model for the calculation of these shares for the years 2010 and 2011. The results were then put together with the official data for the years 2009, 2012, and 2013, and a linear trend forecast was included based on the combined data. In this way it was possible to make an estimation of the time frame in which the countries with positive linear trend results would reach their renewable energy use targets. The results of the analysis show inconsistent development of renewable energy sources for countries outside of the EU. Combined with political challenges, such as the natural gas crisis of 2009, this creates increased volatility in the proportion of renewable energy in final energy consumption. Additionally, regulatory and market issues ranging from a lack of appropriate legislation and complicated administrative procedures, to poor coordination between various institutions act as barriers to increased investment in renewable energy. Since Taiwan is a densely populated island with almost no fossil energy resources, the development of renewable energy is an important issue. In the past, industries with low energy productivity were encouraged for economic development, but this structure of low energy productivity industries should now be adjusted to promote renewable energy and energy efficiency. By analyzing the gross domestic product together with the energy consumption and CO 2 emissions for major industries in Taiwan, this paper considers what kinds of industries should be encouraged or discouraged for Taiwan's future development. Abstract: It is estimated that oil reserves will not last very much longer; thus, a switch to alternative energy solutions is crucial. The Malaysian government has already prepared to face the situation decades before. Many policies have been implemented, as well as programmes and initiative. Now, Malaysia is waiting for the ultimate solutions, the Malaysian Fit-in Tariff (FiT), which is scheduled to be implemented second quarter of 2011. This paper presents the main sources of alternative renewable energy in Malaysia and its potential as well as the main reasons Malaysia is turning to alternative energy solutions; to fully utilize its renewable energy (RE) resources, fulfill the energy demand in the future and to reduce carbon emissions. Abstract: This paper deals with fundamental policy mistakes in Pakistan for the cause of sustainable development through renewable energy. It then identifies that the low level of awareness regarding the potentials of renewable energy is the key hurdle in achieving the said cause. Taiwan is a subtropical island nation with high dependence upon imported energy, about 97% of its energy is supplied by imported fuels. Environmental pollution and greenhouse gas emissions are becoming significant issues in Taiwan. In this regard, renewable energy like bio-gas energy, wind energy and solar energy are thus becoming attractive because the Energy Commission under the Ministry of Economic Affairs and other government energy expenditures pledged about annual US$ 100 millions in total to promote renewable energy and energy conservation based on the renewable energy development policy approved by the Executive Yuan (Cabinet) in January 2002. Also, the Taiwan government announced the ambitious target to achieve about 6500 MW of energy from renewable sources by 2020, which is equivalent to increase Taiwan’s installed capacity of power supply from renewable sources to above 10%. The objective of this paper is to present an updated overview of energy policy from renewable sources in Taiwan, including the government’s organizational response and special funds for supporting renewable energy promotion and technology development. Then, current status of usage and technology development of renewable energy is further addressed in this paper, concentrating on biomass energy, solar energy and wind power. Finally, the paper will focus on some integrated research and development programs to promote renewable energy technology, and summarize two research projects of biofuel energy (i.e. bio-hydrogen production and fast pyrolysis technology from organic wastes) in progress under the joint-funds of the Ministry of Economic Affairs and the National Science Council. The study described in this paper uses direct evidence from processes applied for the developing economy of Indonesia, as it defines the trajectory for its future energy policy and energy research agenda. The paper addresses the research gap to make explicit the process undertaken by key stakeholders in assessing and determining the suitability, feasibility, and dynamics of the renewable energy sector. Barriers and enablers that are key in selecting the most suitable renewable energy sources for developing economies for the renewable energy development have been identified from extensive analyses of research documents alongside qualitative data from the Focus Group Discussions (FGD). The selected FGD participants encompass the collective views that cut across the political, economic, social, technological, legal, and environmental aspects of renewable energy development in Indonesia. The information gained from the FGD gives insights into the outlook and challenges that are central to energy transition within the country, alongside the perceptions of renewable energy development from the influential stakeholders contributing to the process. It is notable that the biggest barriers to transition are centred on planning and implementation aspects, as it is also evident that many in the community do not adhere to the same vision. Uganda is gifted by nature with abundant energy resources, mainly renewables, which can potentially provide the country with sufficient capacity to meet future growth in energy demand. Surprisingly, Uganda has one of the lowest electricity penetration levels, with only 9–12% of the total population having electricity access; 2–3% of them living in rural communities. There is multitude of challenges facing the energy sector of Uganda, forcing energy demand to always exceed the supply. For decades, hydropower has been and is still the base electricity supply of the country with a supplement of limited biomass, diesel based thermal and solar electricity. The objective of this paper is to review the potential and progress of renewable based distributed generation in Uganda. The potential of the country’s natural renewable resources and existing distributed generation is described and existing government policies are assessed. The challenges facing the energy sector and the suggested remedies are discussed. Various distributed generation systems that could be incorporated into the energy system of the country to improve renewable energy (RE) utilization and possibly contribute to the electricity needs of the population are also proposed and discussed. One of the innovative methods for decentralized low-scale purification of water is the humidification dehumidification (HDH) desalination technology. Many research activities have been carried out recently with the aim of improving this technology. The economic and environmental benefits of the HDH technology are enormous including feasibility of being powered by sustainable energy sources such as solar and geothermal, ability to operate at low temperature, low maintenance requirements, and simple construction needs. The principal HDH components, latest research on HDH systems driven by renewable energy, and recent innovations on HDH design for sustainable water production are discussed in this paper. It is worth noting that the development of the key features and sustainability aspects of HDH desalination technology are still under research and more improvements are needed to optimize process performance parameters in terms of quantity of water produced, specific renewable energy required, and specific cost of water produced. Sichuan Province is one of the most important economic inland areas and is characterized by an abundance of renewable energy resources in the form of solar, wind, biomass, and, in particular, hydropower. After the rapid growth of installed hydropower capacity during the past decade, the non-hydro renewable energy resource development is booming in Sichuan Province. This development is bringing about a series of problems as well. In this paper, we give an overview of Sichuan׳s renewable energy development in the past five years, analyze the existing problems, and examine the underlying causes in terms of environment, market, technology, and policy. On that basis, we propose a method for future renewable energy development in Sichuan and suggest that Sichuan׳s government should improve the pricing mechanism and the mandatory share policy for non-hydro renewable energy. Additionally, R&D on the plateau type of wind turbines and the smart micro-grid should be strengthened. Finally, given the mature hydropower industry in Sichuan, the combined operation of wind–hydro and solar–hydro plants is recommended to improve the stability of renewable electricity generation output. Iran is rich in energy resources and oil has dominated the politico-socio-economic life of this country, but nevertheless Iran has no documented policy and vision for its massive resources. This poses a major challenge to policy makers and the society. It is necessary to have a clear picture of Iran׳s energy status in recent years showing the flow of energy supply, demand, consumption, import and export to know how the energy situation in Iran is and identify its weaknesses and strengths. Integrating variable and non-dispatchable renewable power generation into existing power systems will have consequences for their operation and future expansion. These impacts will depend on two factors: (1) the variability of the total renewable power generation on different time scales and (2) the possibilities of accurately forecasting these fluctuations. In this paper, previous research on variability assessment and forecasting of solar, wind, wave and tidal energy resources is reviewed. The aim is to summarize the state of knowledge in each area and to compare the approaches used for the respective resources. For temporal variability, methods and models used for assessing the variability are surveyed, as well as what is known about the variability at individual sites and for larger aggregates of sites. For forecasting, an overview of forecasting methods for the different resources is made, and selected forecasting methods are compared over different time horizons. An important finding is that it is hard to draw strong conclusions from the existing studies due to differences in approaches and presentation of results. There is a need for further, more coherent studies that analyze the variability for the different resources in comparable ways, using data with the same resolution, and for studies that evaluate the smoothing effect and complementarity of combinations of several renewable energy resources. For forecasting, future research should suggest ways to evaluate forecasts from different renewable energy sources in easily comparable ways, using data from the same locations or regions, with the same temporal and spatial resolution, and with comparable metrics for the forecasting errors. Achieving sustainable energy development in a region requires rational use of energy resources and technologies, and the development of appropriate policies. Three concerns are therefore required to achieve these issues: (i) to acquire a picture of the local current energy situation, (ii) to measure the state of development and the progress towards a sustainable energy system, and (iii) to have energy decision- and policy-makers fully aware of the implications on sustainable development of selected policies. It is in this perspective and in the frame of activities on sustainable energy for all and access to energy in developing countries carried out by the UNESCO Chair in Energy for Sustainable Development, that we developed this review. The objective of this paper is to depict the current energy situation of Africa by using the most up to date data, describing it as far as the concept of sustainable development is concerned, and to see if and how energy policies promoted by local players fit with this asset. We assess the energy situation of Africa by combining (i) data, mainly by the International Energy Agency, about national energy balances for primary and electric energy, the Energy Development Index and energy resources, with (ii) a more comprehensive analysis of the African energy system, accomplished by the Energy Indicators for Sustainable Development. An overview of the energy-related policies and action plans developed by different local players in the African continent is also carried out with the goal of providing remarks by coupling such plans with the above mentioned energy analysis. This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U. S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments. India, Pakistan, and Bangladesh (IPB) are the largest South Asian countries in terms of land area, gross domestic product (GDP), and population. The growth in these countries is impacted by inadequate renewable energy policy and implementation over the years, resulting in slow progress towards human development and economic sustainability. These developing countries are blessed with huge potential for renewable energy resources; however, they still heavily rely on fossil fuels (93%). IPB is a major contributor to the total energy consumption of the world and its most energy-intensive building sector (India 47%, Pakistan 55% and Bangladesh 55%) displays inadequate energy performance. This paper comprehensively reviews the energy mix and consumption in IPB with special emphasis on current policies and its impact on economic and human development. The main performance indicators have been critically analyzed for the period 1970–2017. The strength of this paper is a broad overview on energy and development of energy integration in major South Asian countries. Furthermore, it presents a broad deepening on the main sector of energy consumption, i.e., the building sector. The paper also particularly analyzes the existing buildings energy efficiency codes and policies, with specific long-term recommendations to improve average energy consumption per person. The study also examines the technical and regulatory barriers and recommends specific measures to adapt renewable technologies, with special attention to policies affecting energy consumption. The aim of this paper is to present the state of development of renewable energy sources (RES) in Poland in accordance with the obligations of European Union energy policy. The EU Member States are obliged to adopt different support mechanisms for the development of renewable energy sources, and in consequence to achieve their Directive's targets. Poland, being a Member State of the EU since 2004, has accepted a target of a 15% share of energy generated from renewable energy sources in final energy consumption, including 19.3% from renewable electricity until 2020. Due to the difficulties with target achievement, the authors found it reasonable to analyze the challenge of RES development in Poland. The article presents energy policy in the EU, as well as the review of measures implemented for renewable energy development. The current state of and perspectives on using renewable energy sources in Poland and in the EU are also depicted. In the article, the authors analyze the relation between reference prices at dedicated RES auctions in Poland and the levelized cost of electricity (LCOE). The paper also provides a description of the renewable energy sources' development in three areas: electricity, heat and transport biofuels. Abstract: Renewable energy is considered as a solution for mitigating climate change and environmental pollution; however, an important problem of the application of renewable energy systems (RESs) is that the evaluation of the sustainability of these systems is extremely complex. In order to assess the sustainability of renewable energy systems comprehensively, the use of sustainability indicators (SIs) is often necessary. Since sustainability indicators are necessary to reflect various aspects of sustainability, the development of a general sustainability indicator (GSI) including many basic sustainability indicators (BSIs) becomes critical. In this paper, the methods of selection, quantification, evaluation and weighting of the basic indicators as well as the methods of GSI aggregation are reviewed. The advantages and disadvantages of each method are discussed. Based on these discussion and the analysis of the uncertainties of sustainability assessment, an effective framework and its procedures of the development of GSI for renewable energy systems is presented. This GSI is not only able to evaluate all the sustainability criteria of RESs, but also can provide numerical results of sustainability assessment for different objective systems. Abstract: Successful technological innovation frameworks are based on synergistic packages of technology-push and demand-pull measures. As the massive deployment of premature renewable energy technologies risks becoming very expensive, the debate on the optimal trajectory of renewable technologies should explicitly consider the balance between deployment incentives and R&D efforts. This paper explores this balance regarding wind and PV technology support in Europe. Based on rather conservative estimates, we calculate future deployment costs and compare these figures to the current public investments in PV and wind R&D. We find that, today, for each Euro spent on R&D to develop future technologies, 35 to 41 Euros are spent on the deployment of existing technologies. Furthermore, private PV and wind technology companies tend to underinvest in R&D for various reasons. In an alternative scenario, we assess the optimal R&D efforts for the PV and wind sectors based on a 7% R&D-to-sales benchmark that is typical for engineering sectors. If public R&D efforts would increase according to this benchmark, and hence compensate for the private underinvestments in R&D, pull/push ratios between 6 and 8 could be achieved. This leads us to conclude that the current balance between deployment and R&D is far from optimal. [Copyright &y& Elsevier]

Abstract: The renewable energy policies in the European Union have already led to a significant progress; the energy mix should further change until 2020. Italy is planning to meet the 2020 targets on renewable energies also thanks to a relevant paradigm shift in renewable energy exploitation. Indeed, in 2005 the sector where RES were more present in Italy was electricity production with 203 PJ of renewable origin, while in the heating and cooling sector renewable energy penetration was limited to 80 PJ. On the contrary, in 2020 heating and cooling is expected to absorb the highest amount of renewable energy (438 PJ) with renewable electricity expected to count for 356 PJ. Bioenergy, a renewable energy resource particularly suitable for electricity, heating & cooling and in transport, will be at the core of this sectorial shift in renewable energy production and use and is expected to become the dominant form of RES before 2020. The paper makes a detailed analysis of the recent developments and expected evolution of the Italian energy mix in next decade. It provides an overview of the Italian bioenergy sector in comparison with other Renewable Energy Sources (RES) and with leading countries in the European Union with a special focus on the production, exploitation and potentials on the basis of the analysis of the Italian National Renewable Action Plan. Abstract: India and Indonesia are privileged with abundant biomass resource potentials, 23 Giga-watt (GW) and 50GW equivalents respectively, yet both countries harvest small proportions, with fundamentally different deployed policies and articulated strategies. In this regard, this paper focuses on analyzing evolution and deployment of different policies and execution of strategies by two countries. It analyzes the effects of the biomass energy policies and executed strategies in India and Indonesia with a holistic approach. Such an approach takes the policy and strategy of the whole biomass energy sector rather than a segmented and separated sector as biofuel, biogas, biodiesel, etc. Furthermore, how they have resulted in different outcomes is also addressed. Our analysis shows that India's biomass energy policy has evolved from incremental to more radical changes, while Indonesia's policy remains incremental. India has also a relatively more unified biomass energy strategy than Indonesia. India has been more focused on technology development and deployment along with strong institutional creation, whereas Indonesia has not been able to create any biomass sector supporting strong institutions. In order to promote the sustainable development, a more comprehensive evaluation of factors affecting the effectiveness of investment in the industry wind power is required to be conducted to formulate a relatively stable policy supporting mechanism for the development of wind power. Based on the green accounting framework, this paper evaluates a typical wind power project from economic, environment and energy alternative respects comprehensively. We simulate the main factors influencing cost and benefit of the wind power investment with the Monte Carlo method. Abstract: With regard to energy conservation and the reduction of emissions, China is dedicated to facilitating the development of renewable energy in order to fulfil its international responsibility. In recent years, the installed wind power capacity in China has increased rapidly due to its large scale and centralization. The high penetration of wind power has brought about a series of problems such as the wind energy utilization and curtailment, auxiliary services and the pricing mechanism. The resolution of these problems needs policies which will provide more support than the current technologies and standards for wind power. This paper takes the evaluation of capability of accepting large-scale wind power in China as its object of study. According to the analysis of such risk factors as the influence of the grid on wind power integration, wind power itself, the market and policy, an evaluation model of the ability of accepting large-scale wind power is established based on risk theory. Then, the estimation of the ability to accept wind power in Gansu Province is used to testify to the effectiveness of this model. Finally, a series of reasonable policies for wind power are proposed. Abstract: Investment in transmission for renewable power penetration to the remote grid essentially faces a set of inherent, regulatory, economic and technical challenges. This work investigates these challenges to enhance renewable power integration into the remote grid. This study aims to enhance regulatory policies and associated planning frameworks to be more efficient and justifiable for renewable power integration paradigm. First, a set of leading transmission schemes practiced, or investigated, in different countries are evaluated against the challenges which are obvious for long distance renewable power transmission. Second, a net benefit framework is presented to address the challenging issues of location constrained renewable power penetration into the Queensland network of the Australian grid. The proposed framework incorporates the carbon emission price as an environmental benefit which significantly influences the cost–benefit analysis. This paper discusses the ‘hub approach’ of network integration. The transmission investment cost allocation is addressed here as well. The concepts are verified through the implementation of the proposed framework in four prospective projects of the Queensland network in the Australian national electricity market (NEM). Abstract: The aim of the article is to develop technique for climate change mitigation policies assessment based on priorities of sustainable energy development. There is a close relationship between energy policies and tools aiming at sustainable energy development targets, i.e. promotion of renewable energy sources and energy efficiency measures and climate change mitigation tools. Therefore ranking of climate change mitigation tools based on their impact sustainable energy development targets is necessary seeking to ensure harmonization of policies and their synergy effect. The main tasks of the article are: (i) to define EU sustainable energy development targets, (ii) to analyze EU energy and climate change mitigation policies and their interactions, (iii) to propose a multi-criteria framework for climate change mitigation policies assessment and ranking, and (iv) to apply multi-criteria decision making methodology for climate change mitigation policies ranking in Lithuania.
