This paper contributes to migration studies, settler colonial studies and critical internationalization studies by mapping as connected two concurrent settler colonial preoccupations, reconciliation and internationalization. In Canada, as in other Western countries, international students are a crucial resource as they increasingly sustain post-secondary funding. At the same time, the Truth and Reconciliation Commission (2015) has charged the educational sector to put reconciliation and decolonization at the heart of their mandate. Drawing on interviews with racialized international students in Ontario, Canada, this paper examines how racialized international students may have complex relationships to coloniality and be complicit in legitimating settler colonialism. We argue that the processes of reconciliation and internationalization must be understood as deeply interconnected especially because the obfuscation of coloniality is a key technology of settler rule. Wheat market integration between the US and the UK before the "first era of globalization" (in the second half of the nineteenth century) was frequently interrupted by policy and "exogenous" events such as wars. This paper adds Canada to this story by looking at trade and price data, as well as contemporary debates. This allows us to triangulate the role of policy and wars, since Canada as a small open economy was part of the British Empire. We find that, despite its privileged access to British markets, Canada faced similar barriers to the US, suggesting that membership of the British Empire provided only a modest benefit to trade. This paper analyzes the structures and trends of the establishment, growth, and transformation of the Jewish presence in the Americas. After outlining several fundamental characteristics of the general continental societal environment and its internal differentiation, we critically discuss several theoretical approaches to a comparative assessment of the Jewish experience. Conceptual formulations include globalization, diaspora studies, and transnationalism, aiming to highlight their achievements and drawbacks. Selected sociohistorical aspects relevant to the development of Jewish immigration, settlement, and community formation are analyzed. This is followed by the exploration of more recent patterns, outlining emerging configurations and challenges. The article focuses on the differences and commonalities between the North (United States and Canada) and the diverse Latin American experiences. The conceptual referents imply rethinking the relationship between societies, communities, individuals, territories, and sociopolitical spaces along the changing contours of dispersion. Drawing on data from three levels of education policy-making in Canada, in this paper we identify variegated interactions of global circulations of sustainability discourses in education in relation to priorities and responses at subnational levels of government, including provinces and territorial ministries of education, local school divisions, and schools. Understanding 'scale' as mutable and practiced vs. fixed, we discuss instances of policy recoding or mutation when global UN priorities have been shifted to reflect language or priorities suited to education ministries and school divisions; as well as examples of policy immobility, where subnational education bodies did not engage with UN sustainability approaches. Cases of policy amplification are also highlighted, in which school division policy priorities appeared to increase the influence of provincial policy. In some cases, intentional efforts of 'rescaling' seemed to influence policy responses, such as through processes of school division amalgamation, or the growing attempts to relocalise policy in Canada's north. We draw on data from across six Canadian provinces and territories and 10 school divisions to better understand the mobilities of sustainability in education policy in relation to subnational policy practice, including via topological influences such as policy actors and certification programmes. Under current dialectical conditions of globalization and increased demands for security, borders are no longer just symbols of sovereignty and national histories; they are evolving into new forms and as such are taking on new functions. Yet while borders continue to exist and are arguably more fluid and dynamic than ever before, despite the once robust but now contested rhetoric of "a world without borders," this doesn't mean that borders prior to the current phase of globalization were relatively static and stable. What is constant is the fact that borders and borderlands are always in a state of becoming and in this context, we need to address the relationship that exists between borderland evolution and the changing forces of globalization. This paper considers the important role that time‐space plays in globalization and borderland theory and in doing so emphasizes that any such effort must recognize the importance of historical geographical context. My argument is developed with reference to the Canadian‐American borderlands and the relationship between Canada and the United States that developed during the various phases of globalization that emerged after the creation of two North American polities following the American Revolution. The paper begins with some basic innovation definitions and quickly reviews evidence of the relatively weak innovation performance of Canadian business. The core of the paper develops a thesis that explains why Canadian industry, on the whole, has not emphasized innovation in its business strategies but has prospered nonetheless. This raises the question of whether Canada’s low-innovation equilibrium can persist in the face of tectonic forces related to globalization, technology, and sustainability that require innovative responses from enterprises worldwide and, not least, from Canada. This paper focuses on the Reciprocal Learning Programmes between Western and Eastern educational systems through a Sister School project as well as, a Reciprocal Learning Programme through preservice programs between a Canadian university and a Chinese university. Benefits of the Reciprocal Learning Programs include reflective practice of content and pedagogical learning, cultural and societal learning, globalisation and emotional and social impact. Qualitative documentation demonstrates that educational, social and cultural dimensions are cultivated and nurtured through the Reciprocal Learning programs and have positively affected the students, educators and leaders involved in the project. Criteria for success in the programs included professional and personal commitment, educator inquiry, vulnerability, organisational commitment and multi-dimensional partnerships. The effects of Canadian mining companies on local communities abroad is an increasingly contentious topic as activists and academics, citing case studies, have drawn attention to alleged problems. Despite the policy relevance of this issue, there have been no generalizable analyses of whether mining companies headquartered in Canada behave differently from mining firms headquartered in other countries. This paper conducts the first rigorous statistical analysis of the effect of country of origin, or more specifically, "being Canadian," on the occurrence of known social conflicts in Latin America. We use an original database of 634 mining properties in five Latin American countries, which allows us to differentiate between a country-of-origin effect and other probable determinants of social conflict in communities near mining properties. We find that Canadian mining firms perform slightly better than other foreign firms, but worse than locally owned firms. [ABSTRACT FROM AUTHOR]

The objective of this paper is to fill a gap in the literature on internationalization, in relation to the absence of objective and measurable performance indicators for the process of how firms sequentially enter external markets. To that end, this research develops a quantitative tool for use as a performance indicator of gradualness for firms entering external markets at a sectoral level. The performance indicator is based on firms’ export volumes, number of years operating in the export market, geographic areas targeted for export and when exports began to each area. The indicator is tested empirically in the wine sector. The main contribution of this study is the creation of a reliable international priority index, which can serve more widely as a valuable tool because of its potential use in other industry sectors and geographic areas, and which would allow the analysis of how geographically differentiated internationalization strategies develop. This paper is a slightly revised version of the author's 'Outstanding Career Award Lecture' presented at the Annual Meeting of the Canadian Sociological Association in Victoria, British Columbia on June 6, 2013. The paper distinguishes between Canadian Sociology and the Sociology of Canada. The former involves the explanatory stance that one takes to understanding Canada. The latter addresses the significant social dimensions that underlie Canadian social organization, culture, and behavior. I make a case for a Canadian Sociology that focuses on the unique features of Canadian society rather than adopting a comparative perspective. I also argue that there is a continuing need within the Sociology of Canada to address the issues of staples development. However, I argue that 'new' staples analysis must have a directional change from that of the past, in that social processes now largely determine the pattern of staples development. Moreover, new staples analysis must include issues that were never part of earlier staples analysis, such as issues of environmental impacts and of staples depletion under conditions, such as climate change. The paper concludes by analyzing four factors that provide the dominant social contexts for analyzing modern staples development: (1) the rise of neoliberal government, (2) the implementation of globalization and its social consequences, (3) the assumption of aboriginal rights and entitlement, and (4) the rise of environmentalism. These factors were generally not considered in earlier staples approaches. They are critical to understanding the role of staples development and its impact on Canada in the present time. This paper discusses findings from focus groups with youth located in underprivileged surroundings in one large multicultural city in Canada and in a moderately large city in Mexico, examining their understandings and lived experiences of migration-related conflicts. Canadian participants framed these conflicts as a problem of racist attitudes towards immigrants in an otherwise welcoming city. Mexican youth understood emigration as a questionable individual dream to overcome precarious economic conditions, bringing about violence to those travelling and family fractures for those who stay. We identify tensions between these dominant narratives about mobility and conflict – usually also present in intended curriculum – and students' first-hand, every day experiences with migration in each setting. We point out to youths' contrasting imaginaries of citizenship – sense of agency and identity positions – with regards to migration in each setting, showing the limited opportunities they have to make sense of their lived (globalized) conflicts beyond their own localized cultural explanations. We argue that connecting the recognition of cultural differences in the world with the power imbalances, unequal positions, and historically structured global inequities revealed by issues such as migration, must become a crucial effort in citizenship education on global issues. Drawing on interview-based research with seven young Canadian women who volunteered briefly at an organic farming project in Costa Rica, supplemented by participant observation with a larger group of volunteers and conversations with local people and the farm's owners, this paper offers an empirically grounded critique of short-term international volunteering. It demonstrates that, despite the claims of the voluntourism industry and the hopeful rhetoric of much academic literature, international volunteering does not reliably yield discernable material contributions to social development or environmental sustainability in 'host communities', meaningful trans-cultural understanding between locals and volunteers, or, in the short-term at least, transformative reflexive self-development among volunteers. Nor in the case under examination did it "challenge the very foundations of contemporary tourism and capitalist globalisation" (Higgins- Desboilles and Russell-Mundine, 2008, 186). Rather, "volunteerism" was almost entirely subordinated to "tourism" as a framework for imagining, understanding, coordinating, and performing Northern selves in the context of participants' trips to Costa Rica. The paper traces five main dimensions of this 'transformative failure': (a) the hierarchical binary between Northern subject and Southern object on which discourses of international volunteering depend, (b) short-term volunteering's reliance on a tourism infrastructure, (c) the farm's specific characteristics as a volunteering project, (d) the short duration of participants' volunteering stint, and (e) the behavioural outcomes of volunteers' consequent disillusionment with their experience over the course of the trip. The Cirque du Soleil, based in Montreal, is known internationally for its innovative form of circus production. Although a transnational company recruiting talent from around the world, it is argued that the Cirque’s ability to innovate is underpinned by its historical and geographical situatedness in Montreal. Drawing on evolutionary economics, the paper examines the place-specific and path-dependent trajectory which has informed the emergence of the Cirque, focusing on how a series of latent synergies—including a vibrant tradition of street performance in Quebec, the lack of established circus conventions, and the strength of related cultural sectors in Montreal—gave rise to the Cirque. In this paper we address two bodies of sociological research: the effects of globalization and theories of pay. Most sociological writings on globalization emphasize its negative consequences. Most sociological writings on pay allow no role for productivity but, rather, assert the importance of power in the production of labour market outcomes. In this paper we examine the effects of three forms of globalization — exporting, foreign ownership, and outsourcing — and include in our analysis institutional features of organizations typically associated with worker power. Using the rich data available in the Workplace and Employee Survey we find: i) pay tends to be higher in workplaces that export and are foreign owned; ii) employees in more productive workplaces are paid more; iii) pay is higher where internal labour markets are present; and iv) treating productivity and power as alternative explanations for pay differentials is a mistake. In mining, the world is truly shrinking. Mining companies are scouring the world in the search for new deposits. This greater mobility means greater investment in Africa, Asia and Latin America, integrating what were isolated production sites into global value-added and commodity chains. Since this greater integration is one of the most profound aspects of globalization, it is interesting to know if there are growing similarities in the ways companies organize production and treat workers and communities from one continent to another. This paper examines growing similarities in mining practices in Canada, Zimbabwe and South Africa brought about by the introduction of new technology, multi-skilling and team work and the impact on wages, skills and worker mobility. This paper is based on in-depth studies of the organization of production in mining in Zimbabwe and Canada, made up of qualitative interviews with workers in each industry, as well as company management, union representatives and government officials, undertaken over a number of years. The more recent South African study uses extensive primary documentary sources and statistics as well as interviews with government and union officials. It concludes that there is increased similarity in mining practices resulting from globalization and while they have not resulted in a descent to the lowest common denominator, neither have they resulted in bringing workers up to the highest. This paper reviews the current Mexican debate on communication policies related to the promotion of cultural diversity through television. Using the concepts of source diversity, content diversity and exposure diversity, the paper analyzes communication policies adopted or proposed in Mexico and compares them with current policies in Canada and the US. The paper concludes that current commercial strategies and goals in Mexico do not stimulate cultural diversity in media content. The globalized new economy is bound up with transformations of language and identity in many different ways (cf., e.g. Bauman 1997; Castells 2000; Giddens 1990). These include emerging tensions between State-based and corporate identities and language practices, between local, national and supra-national identities and language practices, and between hybridity and uniformity. Ethnolinguistic minorities provide a particularly revealing window into these processes. In this paper, I explore ways in which the globalized new economy has resulted in the commodification of language and identity, sometimes separately, sometimes together. Many erstwhile supporters of the New Democratic Party, particularly organized labour and poverty advocates, claimed that they were betrayed by NDP governments in Ontario and British Columbia in the 1990s. This paper considers this charge in light of the best available theoretical case for thinking that the NDP's policies could have been significantly more social democratic without leading to reduced private investment. The paper finds this alternative theoretical case—articulated by leading "globalization sceptics"—to be flawed in several ways, and so concludes that the NDP could not have served workers and the poor in these two provinces much better than they did. This paper begins by examining house price movements in eight metropolitan areas in Canada between 1971 and 1996. At the start of this period there was considerable conformity in price levels among the eight centres, but by the mid-1990s wide disparity in the price structure had emerged, with Vancouver and Toronto (and their satellites) having broken away from the rest as a result of rapid price inflation after 1985. At the same time, the cities showing the most marked gains also suffered the heaviest losses during economic downturns. The geography and timing of rapid price inflation coincided with the onset of heavy and concentrated immigration in Toronto and Vancouver after 1985, and the remainder of the paper considers the relations in these cities between price change and globalisation in general, immigration in particular. In both cities, and especially Vancouver, aside from growth in the provincial GDP, conventional regional and national factors seem to have declining significance in accounting for price movements, while indicators of globalisation, including immigration, exert stronger effects. Summarizes some of the key findings of academic papers presented at the First World Congress on the Management of Electronic Commerce, which took place in January, 2000, in Hamilton, Ontario, Canada, sponsored by McMaster University. The conference was attended by 243 delegates from more than 25 countries. Outlines two meta-management issues including: the importance of taking a strategic approach to Internet ventures as well as considering infrastructure design during implementation. The dramatic decrease in international trade costs in the second half of the nineteenth century led to a global trade boom. In this paper, we examine the consequences of greater openness to international trade for regional economic activity in a small, open economy during the first era of globalization. Specifically, we provide a quantitative assessment of the role that exposure to globalization played in industrialization in Canada between 1871 and 1891. Greater exposure to globalization leads to faster growth of manufacturing and the greater concentration of industry around entrepôts of trade between Canada and the rest of the world. Viewed superficially, Canada and the European Union are both multi-tiered systems with a social identity problem, albeit one arrived at via different routes. This paper examines the extent to which Canada and Canadians might or might not be able to profit from the experience of the EU in respect of social policy development. First, the paper offers an outline review of where the "social dimension and social policy are at" in the EU. This it does with reference to the workings of three distinct processes: attempts at (a) positive activist social reform; (b) negative reform arising from the European Court of Justice's imposition of market compatibility requirements; (c) indirect, de facto pressures towards integration resulting from the demands of adapting to a single market and single currency area. The paper then goes on to review the two main schools proposals for restructuring Canada politically--"reversing the founding process" (a Quebecois/ separatist perspective), as against replacing Canada's federal system with a "pure interstate compact"--in the light of this EU experience. Within the context of debates about globalization, a ‘borderless’ world and ‘aeromobile’ travelers, this paper examines how Advanced Border Control (ABC) programs influenced relations between Canada’s airlines and airports, together with government between 1985 and 2010 and how this contributed to a balance between trade and national security imperatives. We also argue that the September 11, 2001 (9/11) attacks on the U.S. enhanced ABC program importance rather than impeded system development, and we challenge the post-9/11 view, encapsulated by the then U.S. Ambassador to Canada, (the late) Paul Cellucci, that ‘security trumps trade’. Based on interviews with airlines, airports, government agencies, and other influential actors, the analysis contributes to understanding the multi-decade symbiotic relationships between the public and private sectors that overcame political, business and technical challenges to support a ‘Trade with Security’ strategy. Throughout Globalisation and Legal Scholarship, William Twining often mentions 'legal scholarship' and 'legal education' in the same breath, without discussing the practical and institutional challenges that academic lawyers may face if they are to meaningfully carry global perspectives into their legal pedagogy. Bridging Twining's work with the pedagogical work of Harry Arthurs and the theoretical work of Boaventura de Sousa Santos, the present paper illuminates tensions within the legal academy that may stand in opposition to the globally informed theoretical challenges to Western understandings of law, and the competing conceptions of globalisation which vie for supremacy in Canadian law faculties. The author argues that the adoption of global perspectives in the Canadian specialist's legal scholarship (as advocated by Twining) does not provide for a seamless transition into legal education, but that these challenges should be confronted rather than capitulated to. In some communities in the Province of Ontario, Canada, economic development functions have been outsourced from departments within the city structure to external organizations such as economic development corporations (EDCs). This study takes an in-depth look at the activities of EDCs, with a focus on the rationale for outsourcing, EDCs' policies and strategies, cooperative efforts, and the challenges EDCs face. The paper is based on extensive interviews with 21 CEOs/presidents of these corporations. The findings indicate that EDCs are typically private-public partnerships that exist at local and regional levels, that this approach is part of a comprehensive strategy to deal with the changing field of economic development and the uncertain global economy. Considerable concern has recently been expressed worldwide about growing income inequality. Much of the discussion, though, has been in general terms and focused on the US experience. To understand whether and how Canada ought to respond to this development, we need to be clear on the facts. This paper documents Canadian patterns in income inequality and investigates the top 1 percent of earners-the group receiving the most attention. We summarize what is known about the causes of growing income inequality, including the role of gender wage differences. Factors such as growth in human and livestock populations, climate change, and the globalization of trade are creating favourable conditions for the emergence of new and more complex public health threats. One Health (sometimes referred to as One World One Health) is an approach that considers complex public health threats through an integrated lens of animal, human and ecosystem health. Within the last five years, the One Health approach has been gaining momentum in the international and national community. This paper will focus on human population growth, food and water security and climate change as three factors that have a major influence on the emergence or re-emergence of disease and highlight the importance of facilitating understanding, integration and collaboration between the different sectors. To date, much of the research on internationalization and globalization of higher education has focused on the institution or higher education system as the unit of analysis. Institution based studies have focused on the analysis of institutional practices and policies designed to further internationalization. System-level studies focus on state policy initiatives or approaches. In this paper we explore the inter-relationships among multiple levels of authority within a higher education system through an analysis of research policies and activities related to internationalization. While we are interested in the internationalization of university research, our primary objective is to explore the relationships between policy initiatives and approaches at different levels. Using the 'Global Higher Education Matrix' as a framework, we discuss the policy emphasis on the internationalization of research at the federal, provincial (Ontario), and institutional levels of authority, as well as the international research activities associated with two large professional schools operating at the understructure level. By focusing on the inter-relationships among initiatives at different levels of authority, this study explores the complexity of policy perspectives within the internationalization of research in the context of multi-level governance. In a context marked by globalization and rapid urbanization in metropolitan regions, new issues appear and generate new forms of governance, which in turn aim at elaborating new territorial strategies. The similarities of the French and Québécois political agendas for metropolitan reforms are the basis of this paper. The comparison evaluates up to what point these new Marseilles and Montreal metropolitan approaches are innovative forms of urban planning. The Marseilles metropolitan network is characterized by the projet métropolitain (metropolitan project) approach, which fits in the now familiar strategic planning trend, whereas via its metropolitan institutions Montreal is working out a schéma métropolitain (land use and development plan), which appears closer to a "traditional approach." The political-institutional profiles resulting from the metropolitan reforms in Marseilles and Montréal differ but share the common difficulty of creating a workable forum for discussion on a metropolitan scale. These two metropolises thus illustrate the reappearance of a practice of metropolitan planning that is less spatially based than that developed during the 1960s, more strategic, but not yet completely collaborative. The (un)reality of open/porous borders is starkly represented/manifested in the experiences of immigrant women in lifelong learning contexts. While globalization effectively destroys some borders, it simultaneously creates new ones. State institutions respond to global reconfigurations of borders at local levels by establishing policies that exclude women from working in their fields unless they participate in re-education programs. At the same time the global competition among states within the discourses of the knowledge economy for attracting 'the best and the brightest' entice women to leave (or the effects of Western imperialism force them to flee) their homes with the promise of economic wellbeing or physical safety. Within this environment, lifelong learning can (dangerously) serve to privilege some forms of learning, knowledge and citizenship while devaluing others. This paper draws on research conducted between 2004 and 2006 in two immigrant service organizations. The recent spate of foreign takeovers once again raises the question of whether Canada's corporate elite is being "hollowed out" in a silent surrender to foreign-based transnational firms. Using data from a study of interlocking directorates among the largest corporations in Canada and the world for the years 1996 and 2006, this paper assesses whether recent changes in the Canadian corporate network indicate a process of hollowing out or the reproduction of a domestic elite within global circuits of capital. Drawing upon transnational multi-sited research analysing sending and receiving aspects of migration flows and the shifting priorities of neoliberal citizenship regimes, this article highlights the class complexity of Philippine gendered migration pathways to Canada. Migrant agency and class complexity are linked to neoliberal immigration and labour export policies that privilege the acquisition of capital serving the interests of sending and receiving countries. Sometimes this benefits elite migrants but it also exacerbates gendered class cleavages between migrants and within Philippine society. The histories of Philippine internal and overseas migration have contributed to a culture of migration whereby Filipinos exhibit flexibility to draw advantage from subtle shifts in Canadian immigration policy. Economic globalization has changed the volume and nature of the world migrant population. This paper explains how and why the pattern of immigration from China to Canada has changed as a result of a rising demand for human capital in Canada and a growth in the supply of university graduates in China. Since 1998, China has emerged as the top immigrant source for Canada, and there is a higher human capital content among recent cohorts of China-born immigrants to Canada. However, evidence from the 2001 Census of Canada indicates that the return on the university credentials of China-born immigrants in many fields of study has been below the Canadian average. The findings suggest that there are severe devaluations of the foreign credentials of China-born immigrants in Canada; the devaluation is more severe for Chinese men than Chinese women. Somatic cell nuclear transfer (SCNT) research, otherwise known as therapeutic cloning, requires large numbers of research oocytes, placing pressure on an already limited supply. In the UK, Canada, Australia, Singapore and most of Western Europe, oocytes are made available through modestly reimbursed donation, and, owing to the onerous nature of donation, the existing demand for reproductive oocytes far outstrips availability. This paper investigates the growth in a global market for oocytes, where transnational IVF clinics broker sales between generally poor, female vendors and wealthy purchasers, beyond the borders of national regulation, and with little in the way of clinical or bioethical scrutiny. It considers the possible impact that SCNT research will have on this global market. It argues that oocyte vending could be understood as a kind of reproductive labor in the bioeconomy, and suggests some ways to improve the protection, security and power of vendors. Several regional integration and globalization processes have arisen in recent years and have produced a real change in foreign investment policies in developing countries, in general due to the necessity of attracting foreign inflows and the advantages these inflows bring. This is the reason why Colombia, in the decade of the 90's, implemented important constitutional and legislative amendments and started to negotiate several International Investment Agreements (IIAs). In light of this reality, this paper intends to analyze the main Colombian and Canadian provisions for negotiation and ratification in a bilateral investment treaty between the parties that dynamizes the Colombian economy through facilitating its access to an important country like Canada and ensuring the conditions for Canadian investors in Colombia. This paper situates late modern Anglo-Indian lifeworlds in Australia in a dialogue with the theoretical templates of globalisation and postcolonialism. More particularly it deploys contemporary Anglo-Indian life stories to challenge theoretical positions in the domain of globalisation studies that announce either the demise of postcolonial theory (by suggesting that it has outlived its historical viability) or subsume its varied articulations under the rubric of "globalisation". Both positions find their voice in Michael Hardt and Antonio Negri co-authored Empire (2000). I take up the challenge posed to postcolonialism by Hardt and Negri by asking how they would theorise a mode of hybrid belonging in a globalised world that has a long colonial history of racial and cultural mixing and that is not just a by-product of late capitalism's global generation of difference. Such a mode of belonging is manifest in the Anglo-Indian community now residing in the Anglophone countries of Australia, Canada, New Zealand, and the UK. The Anglo-Indian narratives deployed in this analysis are seen as exemplary in addressing the theoretical links between postcolonialism and globalisation.
