Academic libraries around the world are cancelling big deal journal subscriptions at an increasing rate. This is primarily due to budgetary challenges, the unsustainable hyperinflationary pricing of these packages, and a need to move toward new open access models. It is a complex situation with many vested interests and stakeholders. Some libraries have been the target of angry backlash from faculty after such cancellations. The purpose of this qualitative study is to discover strategies for communicating to the campus community about collections cancellations so that they will better understand and support the library in making these difficult decisions. We assess the importance of publisher conduct and journal quality in determining the price and cost-effectiveness of journals in geography. Drawing on a database of 136 journals in which geographers publish, we examine the price of journals, publishers' market share, the determinants of journal prices, and the cost-effectiveness of journals. We find that commercial presses charge 2.3 times more for journals than society and university presses and 50 percent more for journals published on behalf of universities and societies. Journals in physical geography are almost twice as expensive as those in human geography and 43 percent of them can be considered “overpriced.” Four commercial presses hold 72 percent of the titles and 93 percent of the value of subscriptions, enabling them to exercise oligopolistic market power over pricing. Our multivariate analysis shows that the price of journals, of articles, and of citations in geography is driven by publisher conduct rather than journal quality as measured by citations accrued to articles. Geographers can further the transition underway in scientific publishing by self-archiving their published work, disseminating their findings through social networks, and paying closer attention to journal cost-effectiveness in choosing where to publish and review. Why has the rise of the Internet--which drastically reduces the cost of distributing information--coincided with drastic increases in the prices that academic libraries pay for access to scholarly journals? This study argues that libraries are trapped in a collective action dilemma as defined by economist Mancur Olson in The Logic of Collective Action: Public Goods and the Theory of Groups. To truly reduce their costs, librarians would have to build a shared online collection of scholarly resources jointly managed by the academic community as a whole, but individual academic institutions lack the private incentives necessary to invest in a shared collection. Thus, the management of online scholarly journals has been largely outsourced to publishers who have developed monopoly powers that allow them to increase subscription prices faster than the rate of inflation. Many librarians consider the open access movement the best response to increased subscription costs, but the current strategies employed to achieve open access also are undermined by collective action dilemmas. Publishing is changing rapidly, though these changes are concealed from academics, who are presented the appearances of the old world of print. The economic incentives and consequently the strategies of publishers have, however, changed. Where quality was once the road to profit, content now is, and novel digital delivery systems are the key to sales. Academic libraries have become storefronts for digital sales. Editors have become content collectors. At the same time publishing has attempted to mimic the accessibility of the web, shrinking the gap between 'publication' and posting. This raises the question of what value is added by journal publication, and whether there is a justification for the huge cost. The article processing charge (APC) is currently the primary method of funding professionally published open access (OA) peer-reviewed journals. The pricing principles of 77 OA publishers publishing over 1,000 journals using APCs were studied and classified. The most commonly used pricing method is a single fixed fee, which can either be the same for all of a publisher's journals or individually determined for each journal. Fees are usually only levied for publication of accepted papers, but there are some journals that also charge submission fees. Instead of fixed prices, many publishers charge by the page or have multi-tiered fees depending on the length of articles. Background: There was a dramatic increase in the volume of manuscripts submitted to The Journal of Bone & Joint Surgery (JBJS) between 2009 and 2012. This resulted in increased journal administrative costs. To offset this financial burden, in May 2013, JBJS started charging authors an administrative processing fee at the time of submission. The purpose of this study was to assess the impact of the administrative fee on the volume and characteristics of manuscripts submitted to JBJS.Methods: Our analysis included 866 manuscripts submitted to JBJS between November 2012 and November 2013. We compared manuscripts submitted 6 months prior to fee implementation and prior to the announcement (denoted as the baseline group), in the several months prior to fee implementation but after the fee implementation announcement (denoted as the fee announcement group), and in the 6 months after fee implementation (denoted as the fee implementation group). Manuscripts were reviewed for institutional and author demographic characteristics, as well as for general study characteristics.Results: In the first full calendar year (2014) after the implementation of the fee, the annual volume of submissions to JBJS declined by 33.5% compared with the annual submission volume in 2010 to 2012. In a comparative analysis, the geographical region of origin (p = 0.003), level of evidence (p < 0.0001), funding, and specialty differed between the 3 submission periods. However, subgroup analyses demonstrated that differences were attributable to the fee announcement group and that there were few important differences between the baseline and fee implementation groups. Reporting of funding information improved significantly between the baseline and fee implementation groups; in the post-fee implementation period, studies were more likely to have declared no external funding source (p = 0.001).Conclusions: The administrative processing fee at JBJS has been associated with a decrease in submission volume, but, overall, there has not been a change in the characteristics of studies submitted. However, decreased overall volume implies a decrease in the absolute number of high-level studies submitted to the journal. Administrative processing fees at high-volume journals may be a financially viable way to offset high administrative costs without substantially changing the characteristics of submitted articles.
