Risks to shared water resources in the Murray–Darling Basin are reviewed after the report by CSIRO on the same topic in 2006. CSIRO outlined six major risks to shared water resources in the Basin. Herein, six groups of researchers have reviewed the risks of climate change, forest growth, groundwater, water infrastructure, water quality, and governance. These reviews bring an updated understanding of risk assessment and management that can contribute to the forthcoming reviews of the Water Act and Basin Plan in 2024–26. Drawing on these six papers, the authors synthesise knowledge of the risks to shared water resources and identify policy and management options and information gaps. We find that few risk factors have decreased in significance. Most risks remain and new risks are identified. Because generating electricity significantly contributes to global greenhouse gas emissions, meeting the 2015 Paris Agreement and 2021 Glasgow Climate Pact requires rapidly transitioning to zero or low-emissions electricity grids. Though the installation of renewables-based generators—predominantly wind and solar-based systems—is accelerating worldwide, electrical energy storage systems, such as pumped storage hydropower, are needed to balance their weather-dependent output. The authors of this paper are the first to examine the status and potential for pumped storage hydropower development in 24 Pacific Rim economies (the 21 member economies of the Asia Pacific Economic Cooperation plus Cambodia, Lao PDR, and Myanmar). We show that there is 195 times the pumped storage hydropower potential in the 24 target economies as would be required to support 100% renewables-based electricity grids. Further to the electrical energy storage potential, we show that pumped storage hydropower is a low-cost, low-greenhouse-gas-emitting electrical energy storage technology that can be sited and designed to have minimal negative (or in some cases positive) social impacts (e.g., requirements for re-settlement as well as impacts on farming and livelihood practices) and environmental impacts (e.g., impacts on water quality and biodiversity). Because of the high potential for pumped storage hydropower-based electrical energy storage, only sites with low negative (or positive) social and environmental impacts such as brownfield sites and closed-loop PSH developments (where water is moved back and forth between two reservoirs, thus minimally disturbing natural hydrology) need be developed to support the transition to zero or low-carbon electricity grids. In this way, the advantages of well-designed and -sited pumped storage hydropower can effectively address ongoing conflict around the social and environmental impacts of conventional hydropower developments. Noting the International Hydropower Association advocacy for pumped storage hydropower, we make recommendations for how pumped storage hydropower can sustainably reduce electricity-sector greenhouse gas emissions, including through market reforms to encourage investment and the application of standards to avoid and mitigate environmental and social impacts. Drawing on the results of the Transforming Irrigation in Southern Africa project, we assess positive transitions in smallholder irrigation schemes. The project's theory of change is evaluated. Soil monitoring tools and agricultural innovation platforms were introduced in five irrigation schemes in Mozambique, Tanzania and Zimbabwe. The synergies between these interventions increased both crop yields and profitability. This empowered farmers, improved equity, and accelerated social learning and innovation. The resulting, iterative cycles of change improved governance, sustainability and socio-economic outcomes. The challenges of scaling these interventions up and out are outlined. At least 88 new hydropower dams are planned between 2010 and 2030 in the lower Mekong River basin in Southeast Asia as a source of electricity with lower greenhouse gas emissions. Dams result in declines in fish populations that will need to be replaced with other sources of protein for food security. We make the first assessment of emissions should beef production substitute for lost fish in Cambodia and Laos. We assessed two sources of emissions. Replacing lost fish with beef would require as much as 12 million hectares of new pasture. Forest clearing for pastures in Cambodia and Lao PDR would initially emit between 0.859 and 3.015 giga‐tonnes of carbon dioxide equivalents (Gt CO2‐eq.). Methane emissions from additional cattle would add at least 0.0013 Gt CO2‐eq./year to Cambodia's total greenhouse gas emissions, equivalent to a 20% increase. In Laos at least 0.0005 Gt CO2‐eq./year would be released, a 4–12% increase in annual emissions. We demonstrate that activities displaced by hydropower developments could significantly increase emissions. It shows how enclosure of commons at local scales impacts upon other common pool resources at different scales, raising questions for sustainable and equitable transboundary governance. The Australian government's proposal to expand the Snowy Hydro Scheme to include a second pumped hydro energy storage (PHES) system, and support for feasibility studies for PHES in Tasmania, offer an opportunity to incorporate more intermittent renewable energy generation into the National Energy Market. However, the infrastructure construction required for PHES expansion may have negative effects for biodiversity in subalpine and alpine areas. To identify the potential effects of PHES on biodiversity in Kosciuszko National Park (KNP), this systematic literature review assesses: (i) the key environmental disturbances likely to arise from PHES construction; and (ii) the specific impacts of these construction processes on biodiversity in subalpine and alpine environments. We find that the effects of PHES construction-related disturbances are likely to be negative for subalpine and alpine biodiversity, with impacts including the proliferation of exotic flora, habitat loss resulting from vegetation clearing, altered landscape hydrology and reduced water quality. Management recommendations to limit these impacts are provided and further research is recommended to assess: (i) the effects of PHES on fish populations in alpine reservoirs; (ii) the utility of spoil as artificial habitat for endemic fauna; and (iii) the chemical and physical impacts of spoil dumping in alpine reservoirs. Narratives emerging from the interaction between science and policy set the common language for understanding complex environmental issues. We explore discourses of contestation over a major environmental policy, the Murray–Darling Basin Plan, intended to re-allocate irrigation water to restore the environment in south-eastern Australia. We examine three areas of scientific knowledge and decision-making at the science-policy interface: (1) water accounting and availability; (2) perspectives on ecological change and (3) issues of trust and the management of environmental water. Engagement and communication between scientists, bureaucrats and the public forms the basis for understanding contestation: over different sets of values, expectations of what scientists can deliver, perceptions of risk and uncertainty, interpretation of conflicting messages and economic development versus conservation. The Basin Plan was shaped by institutional processes not designed to account for such differences and has inadvertently promoted contestation through exclusion of world views that do not fit those of the decision makers. We consider how the Basin Plan can be re-framed by changing the values, rules and knowledge that set the decision context. These changes enable the Basin Plan to be re-conceptualised from a problem to be solved to an idea that can mobilise imaginative engagement by agents with diverse perspectives. In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin's rivers that action was required to end the 'The tyranny of incrementalism and the lowest common denominator' governance to prevent 'economic and environmental decline'. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socioecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and the institutions established to manage the Basin sustainably. Three key debates are considered: (1) conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; (2) cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and (3) subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government 'in full and on time' is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world. Significant expansion of irrigated agriculture is planned in Africa, though existing smallholder schemes perform poorly. Research at six schemes in Mozambique, Tanzania and Zimbabwe shows that a range of problems are exacerbated by poor management, with limited market linkages leading to underutilization and a lack of profit. Improving sustainability of these complex systems will require: multiple interventions at different scales; investing in people and institutions as much as hardware; clarity in governments’ objectives for their smallholder irrigation schemes; appropriate business models to enable farmers; and better market linkages. The article discusses on the productivity and profitability of small-scale communal irrigation systems in Sub-Saharan Africa. It explores the six irrigation schemes of Mozambique, Tanzania and Zimbabwe in south-eastern Africa that provide tools to farmers which enables them to measure soil water and fertility and develop their own agronomic practices.

There is growing recognition of the importance of ecosystem-based approaches for adaptation to climate change-it is a cost-effective measure that has multiple benefits and can overcome many of the drawbacks of more common engineering adaptation options. Viet Nam has a rich biodiversity and is also one of the most vulnerable countries impacted by climate change. Climate change policies have been adopted at national and local levels as well as by sector, making Viet Nam one of the nations to most systematically fulfill their obligation under the United Nations Framework Convention on Climate Change. Consequently, we have used Viet Nam as a case study, to assess the integration of ecosystem-based approach to adaptation to climate change. We found that ecosystem-based adaptation is being implemented in some projects but, overall, is inadequately considered by Viet Nam's climate change policies. Instead, policies predominantly rename infrastructure projects as climate change adaptation and focus on hard solutions for disaster reduction, rather than responding to long-term climate change through ecosystem-based adaptation. Moreover, ecosystem-based adaptation projects have focused on only a few relevant types of ecosystems. Viet Nam should revise its existing climate change policies and sectoral strategies to integrate ecosystem-based adaptation across different scales of governance. As other nations develop adaptation policies at different scales, the lesson from Viet Nam is that engineering measures need to be balanced with ecosystem-based adaptation for more affordable and effective responses to climate change. Freshwater ecosystems in many parts of the world have been severely affected by past management practices that have altered the volume, timing and quality of water flows and caused a decline in their ecological health. Some of these systems are also experiencing the negative impacts of climate change. Adaptation to climate change and the continual need to address existing ecological damage poses ongoing challenges for freshwater managers. In this paper we propose and discuss a Catchment Assessment Framework (CAF) that is used to evaluate existing and potential freshwater management actions, such as riparian revegetation and habitat connectivity, for their adaptation potential. The CAF was developed as a tool for prioritizing low risk climate change adaptation options in Australian catchment management. The CAF enables catchment managers and technical experts to assess management actions against seven inter-related criteria to provide a holistic assessment: relevance to the catchment; climate change adaptation potential, including potential for maladaptation and benefit under different climate scenarios; ecosystem service benefits; compatibility with other actions; implementation constraints; socio-economic consequences; and a risk assessment. It was developed and applied by assessing nine management options with stakeholders in three catchments within the Murray-Darling Basin in south-eastern Australia. We found that while management options are undertaken as a response to existing degradation, they can be used as building blocks for a climate change adaptation strategy that considers a range of different but complementary measures to better manage climate-related risk. More than a third of humanity lives in regions with less than 1 million liters of fresh water per person per year. Population growth will increase water demand while climate change in arid and semi-arid areas may reduce water availability. The Murray-Darling Basin in Australia is a region where water reform and planning have been used to reduce consumptive extraction to better sustain river ecosystems under climate variability. Using actual data and previously published models that account for climate variability and climate change, the trade-off between water extractions and water essential to the long-term ecological function of river systems is analysed. The findings indicate that better water planning and a more complete understanding of the effects of irrigation on regional climate evapotranspiration could: (1) increase the overall benefits of consumptive and non-consumptive water use; (2) improve riparian environments under climate variability; and (3) be achieved with only small effects on the profits and gross value of food and fiber production. The Murray–Darling Basin Plan, a major initiative to return water from irrigators to the environment, has been lauded as world-class water reform. The enabling legislation for the Basin Plan, the Water Act, gains its constitutional legitimacy from international treaties such as the Ramsar Convention on Wetlands. This Act mandated that water be returned from consumptive uses to the environment. An allocation of 2,750 GL/yr was set but has been reduced by the 'Sustainable Diversion Limit Adjustment Mechanism' (SDLAM), intended to achieve equivalent environmental benefits with less water. We present a synthesis of changes in decision contexts that have led to water reforms being 'watered down'. We analysed the policy discourse of water reform to assess whether SDLAM projects will achieve outcomes congruent with Australia's international treaty obligations. We found little or no alignment between the purpose of the SDLAM projects and the principles of the treaties and the Water Act. As water scarcity increases under climate change, attempting to conserve wetlands (including rivers) with less water while maintaining or increasing irrigation diversions is likely to prove maladaptive. In Australia's Murray-Darling Basin, small-scale engineering works called 'environmental works and measures' have been implemented as a basis for river and other wetland conservation. While implementing these, governments seem to have embraced the beguiling notion that scarce water supplies can be divided further, while conserving the environment and maintaining agricultural production. The difficulties in doing this are expected to increase in the face of extreme climate variability. With this scenario as a backdrop, the $280 million (Monetary values ($) in this paper are in Australian dollars (AUD). At the time of writing AUD $1.00 = ~USD $1.02.) Living Murray and related programmes are assessed to see whether microengineering works to manage the hydrology of wetlands make for effective adaptation to water scarcity and climate change or whether it amounts to an overly narrow adaptation or maladaptation. Some measures were found to be substantially beneficial, such as the construction of fishways. However, under these programmes, only 0.6% of the Basin's wetlands would be inundated and there are significant risks including desiccation of non-target wetlands and further reductions in water allocations for the environment. It is recommended that trade-offs between alternative strategies are assessed as the basis for minimising perverse impacts under changing climatic and hydrological conditions. [ABSTRACT FROM AUTHOR]

Responding to the threat of climate change, conserving freshwater ecosystems and securing adequate energy and water supplies are among the greatest challenges facing modern societies. Yet recognition of the interdependencies between climate, energy and water policy—with resulting synergies and trade-offs—remains limited, leaving societies and governments alike vulnerable to the dangers of conflicted or unintended policy outcomes from sectoral decisions. In this paper, we analyse current Australian climate, energy and water policies to identify the risks of perverse outcomes between the three policy sectors. In doing so we categorise the conflicts and synergies between particular energy generation, carbon sequestration and water supply policies to improve understandings of the challenges facing decision makers in Australia and internationally. Four types of interventions are identified that would enable integration and optimisation of policies, namely: better cross-sectoral knowledge to inform decisions; the identification of technologies with co-benefits; markets with broader cross-sectoral participation (including linking water and carbon markets); and better-integrated governance institutions. Water and energy are each recognized as indispensable inputs to modern economies. And, in recent years, driven by the three imperatives of security of supply, sustainability, and economic efficiency, the energy and water sectors have undergone rapid reform. However, it is when water and energy rely on each other that the most complex challenges are posed for policymakers. Despite the links and the urgency in both sectors for security of supply, in existing policy frameworks, energy and water policies are developed largely in isolation from one another--a degree of policy fragmentation that is seeing erroneous developments in both sectors. Examples of the trade-offs between energy and water security include: the proliferation of desalination plants and interbasin transfers to deal with water scarcity; extensive groundwater pumping for water supplies; first-generation biofuels; the proliferation of hydropower plants; decentralized water supply solutions such as rainwater tanks; and even some forms of modern irrigation techniques. Drawing on case studies from Australia, Europe, and the United States, this Special Issue attempts to develop a comprehensive understanding of the links between energy and water, to identify where better-integrated policy and management strategies and solutions are needed or available, and to understand where barriers exist to achieve that integration. In this paper we draw out some of the themes emerging from the Special Issue, and, particularly, where insights might be valuable for policymakers, practitioners, and scientists across the many relevant domains. Even in the absence of climate change, freshwater ecosystems and the resources they provide for people are under great pressure because of increasing demand for water and declines in water quality. The imminent onset of climate change will exacerbate these impacts, placing even greater pressure on already stressed resources and regions. A plethora of national climate change policies have been adopted that emphasize structural adjustment in the energy sector and increasing carbon sinks. To date, most public debate on water has focused on the direct impacts of climate change on hydrology. However, there is growing evidence that climate change policies themselves may have substantial additional and negative impacts on freshwater resources and ecosystems and may thus result in maladaptation. To avoid such maladaptation, integrated, coordinated policy making is required. In this paper, national climate change policies from Australia, Brazil, China, the European Union (EU), India, Mexico, South Africa, Tanzania, and the United Kingdom are compared to: (i) identify where negative trade-offs exist between climate change policies and freshwater resources, (ii) analyze where institutions and structures exist to optimize integration among climate, water, and biodiversity policies, and (iii) provide a much needed overview from a broad selection of countries with a view to identifying further opportunities for theoretical exploration and testing. The synergies and conflicts among climate, energy, water, and environmental policies create additional challenges for governments to develop integrated policies to deliver multiple benefits. Success factors for better policy development identified in this assessment and synthesis include engagement of senior political leaders, cyclical policy development, multi-agency and stakeholder processes, and stronger accountability and enforcement measures. Australia's rivers are among the most variable in the world and this has been a major challenge in catchments such as the Murray-Darling Basin where management has focused on increasing agricultural production while reducing risks from fluctuating water availability. Pressure for development and over-optimistic assessments of available water have resulted in over-allocation and increasing ecological decline, which has been severely exacerbated by record-breaking drought. In recent years, governments have agreed to radical policies such as the National Water Initiative 2004 and allocated substantial funds in response. Implementation is in gridlock, however, as the socio-economic implications have become clearer. Most debate is focused on the draft Murray-Darling Basin Plan due for release in mid-2010 before finalization in 2011. It will be the first Basin-wide plan and is intended to deal with inequities across borders and risks such as climate change and drought. Climate change scenarios for 2030 foresee a range of potential surface water availability outcomes, ranging from a 7% increase to a 37% decrease, yet greater water scarcity is being experienced in the current (2002+) drought with inflows reduced by 70% or more in extreme years. Worldwide, floodplains have been alienated from river channels for flood protection and water resource development, but several recent programs have restored connectivity, generating considerable ecological and , socio-economic benefits. In Australia, under the Murray-Darling Basin Plan, water purchased from irrigators is used to restore wetlands. Maximising ecological benefits with limited water requires constraints relaxation, whereby high flow volumes for ecologically effective floods are released from headwater dams and allowed to flood public and private land en route to wetlands downstream, requiring infrastructure works and rights to inundate private land. We examined five focal areas in the Basin Constraints Management Strategy to determine ecosystem services benefits generated by floods on land between dams and target wetlands We found multiple examples where significant co-benefits could be realised but had not been identified. Accordingly, the assessment of costs and benefits was primarily focussed on costs. We categorised ecosystem services for each focal area as of low, medium or high importance andassigned monetary values where possible. Regulating and cultural services, rather than provisioning services, ranked highest across all focus areas, including groundwater recharge, regulation of riparian habitat quality, aesthetic appreciation, recreation and tourism, Indigenous and community values. The business cases seek to maximise costs and thus the transfer of public funds in compensation to landholders. However, there are important public policy considerations of equity, accountability and transparency, including proof of damage prior to compensation, as well as offsetting losses against ecosystem services benefits. We consider that an ecosystem services approach could greatly improve acceptance of constraints relaxation amongst landholders and the development of novel policy options and instruments that can help advance the implementation of the Basin Plan. Meeting growing demand for water and food in Africa, and other parts of the Global South, presents a significant and critical challenge over the next 50 years. This paper draws on an ongoing project in Africa to outline the research-for-development work that is urgently required to facilitate a paradigm shift in agricultural water management. Such work should lead to increased productivity and profitability of agricultural water use to allow agriculture to release some water to meet the growing needs of other sectors, while still meeting food security needs and contributing to a prosperous rural population. Marine coastal environments are often socially complex public areas that need equitable spatial planning approaches. Understanding the extent of extractive and non-extractive uses and the social dynamics that may be driving patterns of use is essential if the spatial plan is to support the social resilience of a marine area. In this study, a combination of fuzzy-set multi-criteria GIS modelling and negative tie social network analysis were used to explore social uses and conflicts based on sketch-mapping interviews with five key stakeholder groups (ecotourism, Aboriginal Traditional Owners, commercial and recreational fishing, and water sports) within a Marine Protected Area (MPA). Most of the areas within the MPA were regularly used by the stakeholders, with non-extractive and extractive stakeholders occupying similar spatial extents, with each stakeholder group having a different pattern of use. However, stakeholder groups had different levels of perceived priority to access these areas and support of the current spatial management plan, especially within the ecotourism and Aboriginal Traditional Owner groups. The investigation of social conflicts in shaping patterns of use revealed that most stakeholder conflicts do not necessarily occur in areas of overlaps, but generally in areas of high biodiversity and easy access through marine infrastructure. Ecotourism groups had the most perceived conflicts over marine space, which shaped their use towards certain no-take zones that protected high biodiversity and would also provide protection from other conflicting stakeholder uses (e.g., boating, fishing). African governments have ambitious plans to expand irrigated agriculture, though existing smallholder schemes have largely failed to use land and water sustainably or become profitable. Six government-owned irrigation schemes in Mozambique, Tanzania and Zimbabwe were assessed to identify common policy barriers and opportunities for higher productivity among smallholder farmers. Issues like insecure land tenure systems, unclear institutional arrangements and poor access to markets have contributed to limited profitability. Reform of currently insecure land tenure, strengthening farmer organizations and reforming policies are recommended so that governments step back from scheme management and foster market linkages to enable more profitable irrigated agriculture. Rural adaptation encompasses place-based perceptions, behaviors, livelihoods, and traditional ways of life associated with local environments. These perceptions, norms, and practices are disturbed by coupled environment-development externalities. This study employs the Vietnamese Mekong floodplains as an exemplary case to illustrate how floods impact agrarian communities and how they have experienced flood alterations driven by hydropower development and climate change in recent years. Drawing on thematic and narrative analyses of qualitative data (focus group discussions and interviews) collected in three agrarian communities in the Vietnamese Mekong floodplains, sources drawn from various news outlets, and academic materials, we argue that disrupted flood environments in the floodplains have triggered affective flood reminiscences, catalysing shifts to incremental and transformative adaptation to achieve resilience. We build a nuanced understanding of how social memory helps to enhance human–environment relationships in response to highly complex hydrological dynamics in the delta. [ABSTRACT FROM AUTHOR]

One solution considered by researchers and policymakers to address environmental degradation is to explore change within environmental institutions. Three main approaches exist looking at how institutions change in response to social–environmental issues: institutional design, institutional fit, and institutional bricolage. While all three approaches are relevant, they face challenges when it comes to actually supporting the institutional change process. This article advances the idea that rather than trying to craft blueprint institutions through interventions, such interventions could act as “institutional corridors” to create favorable conditions for “institutional bricolage” to occur. A participatory planning process in the Rwenzori region in Uganda is used as an example. There, five strategies were used for the process to act as an institutional corridor. They were facilitated by four procedural elements and constrained by two external factors. The article concludes by providing concrete ideas about how practitioners can experiment with intervention designs to facilitate institutional bricolage. [ABSTRACT FROM PUBLISHER]

A variety of proposed activities to mitigate greenhouse gas emissions will impact on scarce water resources, which are coming under increasing pressure in many countries due to population growth and shifting weather patterns. However, the integrated analysis of water and carbon impacts has been given limited attention in greenhouse mitigation planning. In this Australian case study, we analyse a suite of 74 mitigation measures ranked as highest priority by one influential analysis, and we find that they have highly variable consequences for water quantity. We find: (1) The largest impacts result from land-based sequestration, which has the potential to intercept large quantities of water and reduce catchment yields, estimated to exceed 100 Mm/MtCO-e of carbon mitigated (100,000 l per tonne CO-e). (2) Moderate impacts result from some renewable power options, including solar thermal power with a water cost estimated at nearly 4 Mm/MtCO-e. However, the water impacts of solar thermal power facilities could be reduced by designing them to use existing power-related water supplies or to use air or salt-water cooling. (3) Wind power, biogas, solar photovoltaics, energy efficiency and operational improvements to existing power sources can reduce water demand through offsetting the water used to cool thermal power generation, with minor savings estimated at 2 Mm/MtCO-e and amounting to nearly 100 Mm of water saved in Australia per annum in 2020. Contingent valuation is used to elicit irrigators' willingness to pay for soil moisture tools in irrigation schemes in Africa, with various econometric methods employed to mitigate potential bias. Key results include that there is a neighbourhood effect influencing adoption, and that being located downstream and spending more on irrigation water positively and statistically significantly influenced willingness to pay for tools. The result suggests that although focusing on economic incentives and promoting farmer learning by those using the tools may promote greater adoption, there is likely to still be a need for co-investment by other bodies. Abstract Irrigation has been promoted as a strategy to reduce poverty and improve livelihoods in southern Africa. Households' livelihood strategies within small-scale irrigation schemes have become increasingly complex and diversified. Strategies consist of farm income from rain-fed and irrigated cropping as well as livestock and an increasing dependence on off-farm income. The success of these strategies depends on the household's ability to make decisions about how to utilize its' financial, labour, land and water resources. This study explores the dynamics of decision-making in households on-farm household income within six small-scale irrigation schemes, across three southern African countries. Household survey data (n = 402) was analyzed using ordered probit and ordinary least squares regression. Focus group discussions and field observations provided qualitative data on decision-making in the six schemes. We found strong support for the notion that decision-making dynamics strongly influence total household income. Households make trade-offs between irrigation, dryland, livestock and off-farm work when they allocate their labour resources to maximize household income; as opposed to maximizing the income from any individual component of their livelihood strategy, such as irrigation. Combined with the impact of the small plot size of irrigated land, this is likely to result in sub-optimal benefits from expensive investments in irrigation infrastructure. Summary: New evidence of impacts by feral horses in Australia's alpine parks systems confirms they endanger threatened species and extensively damage critically endangered bog communities that could take millennia to recover. These impacts are not confounded by effects of deer and accumulate over time, even when only a small number of feral horses (~100) are present. With protected areas representing only a small proportion of the area of the Australian states of New South Wales (9.3%) and Victoria (17%), allowing feral horses to degrade reserves is not a reasonable management compromise, is contrary to the purpose of the protected area system and conflicts with international obligations. Modelling and decades of management experience indicate that trapping alone does not control feral horse numbers. Trapping and fertility control can work in small populations, but not when there are several thousand horses in remote areas. Aerial culling is needed to cost‐effectively and humanely control feral horse populations. The relatively small amount of suffering feral horses experience during a cull is outweighed by (i) avoiding suffering and death of horses from starvation and thirst, (ii) avoiding the suffering of native animals displaced by horses and (iii) avoiding the ethical concerns of driving threatened species towards extinction. Objections to aerial culling on welfare and cultural grounds are contradicted by evidence. Improving knowledge in the general community about what is at stake is long overdue because without this knowledge, small groups with vested interests and unfounded claims have been able to dominate debate and dictate management actions. As a result of ineffective management, horse populations are now expanding and causing well‐documented damage to Australia's alpine parks, placing at risk almost $10M spent on restoration after livestock grazing ended. The costs of horse control and restoration escalate the longer large horse populations remain in the alpine parks. It is crucial that feral horse numbers are rapidly reduced to levels where ecosystems begin to recover. Aerial culling is needed as part of the toolbox to achieve that reduction. Improving crop productivity is crucial to food security and rural livelihoods in southern Africa. However, agricultural intensification at irrigation schemes may place greater demands on water resources, even where water use efficiency (WUE) is improved, due to the paradox of irrigation efficiency. We analysed trends in water use efficiency (WUE), Gross Primary Productivity (GPP), evapotranspiration (ET), evaporation (E), and transpiration (T) at six irrigation schemes which received technological and social interventions. GPP was decoupled from ET at some schemes. For example, at the Landela sub-block of the Silalatshani irrigation scheme in Zimbabwe, GPP and T increased at 4.8% and 4.6% per year, respectively. Conversely, E decreased at 13.5% per year, giving a 3.6% decrease in ET per year from 2013 to 2021. This suggests that crop production can be decoupled from water consumption at southern African irrigation schemes, meaning it is possible to produce more food with less water. A critical requirement in assessing progress towards global biodiversity targets is improving our capacity to measure changes in biodiversity. Global biodiversity declined between 2000 and 2010, and there are indications that the decline was greater in freshwater than in terrestrial or marine systems. However, the data, tools and methods available during that decade were inadequate to reliably quantify this decline. Recent advances in freshwater monitoring make a global assessment now close to becoming feasible. Here we identify priorities for freshwater biodiversity assessment for 2020 and 2030, based on the Essential Biodiversity Variables (EBV) framework. We identify 22 priority activities for 2020 under three of the EBV classes (species populations, community composition, and ecosystem structure), which include: a globally systematic approach to collecting and assessing species data, collating existing and new data within global platforms, coordinated effort towards mapping wetland extent at high spatial resolution, linking in-situ data to modelling across regions, and mobilising citizen science for the collection and verification of data. Accomplishing these will allow the state of global biodiversity to be assessed according to a Red List Index with expanded geographic and taxonomic cover, an improved freshwater Living Planet Index with a greater number and phylogenetic range of species, measures of alpha and beta diversity, and globally-consistent estimates of wetland extent. To assess variables in the other EBV classes (genetic composition, species traits, and ecosystem function) we identify 15 priorities, which include development of environmental DNA methods, species-traits databases, eco-informatics and modelling over the next 15 years. The global scale and rapidity of environmental change is challenging ecologists to reimagine their theoretical principles and management practices. Increasingly, historical ecological conditions are inadequate targets for restoration ecology, geographically circumscribed nature reserves are incapable of protecting all biodiversity, and the precautionary principle applied to management interventions no longer ensures avoidance of ecological harm. In addition, human responses to global environmental changes, such as migration, building of protective infrastructures, and land use change, are having their own negative environmental impacts. We use examples from wildlands, urban, and degraded environments, as well as marine and freshwater ecosystems, to show that human adaptation responses to rapid ecological change can be explicitly designed to benefit biodiversity. This approach, which we call 'renewal ecology,' is based on acceptance that environmental change will have transformative effects on coupled human and natural systems and recognizes the need to harmonize biodiversity with human infrastructure, for the benefit of both. Participatory approaches are now increasingly recognized and used as an essential element of policies and programs, especially in regards to natural resource management (NRM). Most practitioners, decision-makers and researchers having adopted participatory approaches also acknowledge the need to monitor and evaluate such approaches in order to audit their effectiveness, support decision-making or improve learning. Many manuals and frameworks exist on how to carry out monitoring and evaluation (M&E) for participatory processes. However, few provide guidelines on the selection and implementation of M&E methods, an aspect which is also often obscure in published studies, at the expense of the transparency, reliability and validity of the study. In this paper, we argue that the selection and implementation of M&E methods are particularly strategic when monitoring and evaluating a participatory process. We demonstrate that evaluators of participatory processes have to tackle a quadruple challenge when selecting and implementing methods: using mixed-methods, both qualitative and quantitative; assessing the participatory process, its outcomes, and its context; taking into account both the theory and participants’ views; and being both rigorous and adaptive. The M&E of a participatory planning process in the Rwenzori Region, Uganda, is used as an example to show how these challenges unfold on the ground and how they can be tackled. Based on this example, we conclude by providing tools and strategies that can be used by evaluators to ensure that they make utile, feasible, coherent, transparent and adaptive methodological choices when monitoring and evaluating participatory processes for NRM. Many participatory processes fail to generate social change and collaborative outcomes. This failure can partly be explained by how divergent stakeholders' frames are handled. This paper builds on the framing and participation literature to explain how facilitators can manage frame diversity and foster collaborative outcomes. It suggests two pragmatic steps: identifying frames and managing frames. The two steps are applied to a participatory process for natural resource management in Fogera, Ethiopia. Effectiveness of facilitators’ strategies to manage frame diversity in the Fogera case is discussed. Two main elements challenging effectiveness are identified: counter-strategies used by facilitators and most-powerful stakeholders, and the constraining factors knowledge, champions and frame sponsorship. Indigenous peoples of North America, Australia, and New Zealand have a long tradition of harvesting freshwater animals. Over generations of reliance and subsistence harvesting, Indigenous peoples have acquired a profound understanding of these freshwater animals and ecosystems that have become embedded within their cultural identity. We have identified trans-Pacific parallels in the cultural significance of several freshwater animal groups, such as eels, other finfish, bivalves, and crayfish, to Indigenous peoples and their understanding and respect for the freshwater ecosystems on which their community survival depends. In recognizing such cultural connections, we found that non-Indigenous peoples can appreciate the deep significance of freshwater animals to Indigenous peoples and integrate Indigenous stewardship and Indigenous ecological knowledge into effective comanagement strategies for sustainable freshwater fisheries, such as Indigenous rangers, research partnerships, and Indigenous Protected Areas. Given that many of these culturally significant freshwater species also play key ecological roles in freshwater ecosystems, their recognition and prioritization in management and monitoring approaches should help sustain the health and well-being of both the social and ecological components of freshwater ecosystems. We analyse the threats of global environmental change, as they relate to food security. First, we review three discourses: (i) 'sustainable intensification', or the increase of food supplies without compromising food producing inputs, such as soils and water; (ii) the 'nexus' that seeks to understand links across food, energy, environment and water systems; and (iii) 'resilience thinking' that focuses on how to ensure the critical capacities of food, energy and water systems are maintained in the presence of uncertainties and threats. Second, we build on these discourses to present the causal, risks and options assessment for decision-making process to improve decision-making in the presence of risks. The process provides a structured, but flexible, approach that moves from problem diagnosis to better risk-based decision-making and outcomes by responding to causal risks within and across food, energy, environment and water systems. Riparian ecosystems in the 21st century are likely to play a critical role in determining the vulnerability of natural and human systems to climate change, and in influencing the capacity of these systems to adapt. Some authors have suggested that riparian ecosystems are particularly vulnerable to climate change impacts due to their high levels of exposure and sensitivity to climatic stimuli, and their history of degradation. Others have highlighted the probable resilience of riparian ecosystems to climate change as a result of their evolution under high levels of climatic and environmental variability. We synthesize current knowledge of the vulnerability of riparian ecosystems to climate change by assessing the potential exposure, sensitivity, and adaptive capacity of their key components and processes, as well as ecosystem functions, goods and services, to projected global climatic changes. We review key pathways for ecological and human adaptation for the maintenance, restoration and enhancement of riparian ecosystem functions, goods and services and present emerging principles for planned adaptation. Our synthesis suggests that, in the absence of adaptation, riparian ecosystems are likely to be highly vulnerable to climate change impacts. However, given the critical role of riparian ecosystem functions in landscapes, as well as the strong links between riparian ecosystems and human well-being, considerable means, motives and opportunities for strategically planned adaptation to climate change also exist. The need for planned adaptation of and for riparian ecosystems is likely to be strengthened as the importance of many riparian ecosystem functions, goods and services will grow under a changing climate. Hydroclimatic risks and adaptive capacity are not distributed evenly in large river basins of federal countries, where authority is divided across national and territorial governments. Transboundary river basins are a major test of federal systems of governance because key management roles exist at all levels. This paper examines the evolution and design of interstate water allocation institutions in semi-arid federal rivers prone to drought extremes, climatic variability and intensified competition for scarce water. We conceptualize, categorize and compare federal rivers as social-ecological systems to analyse the relationship between governance arrangements and hydroclimatic risks. A diagnostic approach is used to map over 300 federal rivers and classify the hydroclimatic risks of three semi-arid federal rivers with a long history of interstate allocation tensions: the Colorado River (USA/Mexico), Ebro River (Spain) and Murray-Darling River (Australia). Case studies review the evolution and design of water allocation institutions. Three institutional design trends have emerged: adoption of proportional interstate allocation rules; emergence of multi-layered river basin governance arrangements for planning, conflict resolution and joint monitoring; and new flexibility to adjust historic allocation patterns. Proportional allocation rules apportion water between states based on a share of available water, not a fixed volume or priority. Interstate allocation reform efforts in the Colorado and Murray-Darling rivers indicate that proportional allocation rules are prevalent for upstream states, while downstream states seek reliable deliveries of fixed volumes to increase water security. River basin governance arrangements establish new venues for multilayered planning, monitoring and conflict resolution to balance self governance by users and states with basin-wide coordination. Flexibility to adjust historic allocation agreements, without risk of defection or costly court action, also provides adaptive capacity to manage climatic variability and shifting values. Future research should develop evidence about pathways to adaptive capacity in different classes of federal rivers, while acknowledging limits to transferability and the need for context-sensitive design.
