The paper presents a new method for loss allocation in radial distribution networks (DN) with dispersed generation (DG). The method is based on the power summation algorithm, the branch-oriented approach in particular, and establishes direct relationship between losses in each branch of the network and injected active and reactive power in the nodes. Active and reactive power at receiving node of each branch of the network is decomposed as a sum of all node injected powers, including branch losses in the branches fed by the particular branch. Allocation of crossed terms of active and reactive power is calculated using quadratic relation between power flows and losses. DG active and reactive power injections in the summation process are treated as negative loads, while active and reactive loads are considered positive. Results of the application of the method on 32-node test system are presented, discussed, and compared with other published methods. [ABSTRACT FROM PUBLISHER]

Abstract: In contrast to some other countries in the South East European region, there has been privatization in the Macedonian electricity sector, and today the government has a majority stake in very few companies. After 2002, the focus of domestic policy shifted to compliance with the EU Energy Directives. The main obstacles to reform arise from low payment discipline, with state institutions among the problem customers, and the fact that prices do not match costs. In order to reduce the adverse effects of the inevitable electricity prices increase to more realistic levels, the paper suggests that sustainable social support mechanisms need to be developed, and proposes some options. • The optimal activation of balancing resources reduces the costs for balancing energy. • The transmission network constraints should be considered in regional balancing. • The regional integration of balancing markets reduces the balancing costs. • The increased RES penetration increases the need for balancing energy. The objective of this paper is to introduce an approach for enabling optimal activation of balancing energy resources within a regional balancing market. In order to take into account the constraints from the transmission network, the paper proposes a modified technique for optimal power flow calculation. This novel approach results in a more effective usage of transmission network capacities during reserve activation on a regional level compared to the conventional Common Merit Order List (CMOL) approach, which only considers the available cross-zonal transmission capacity (CZC) and disregards the physical power flows. The paper provides details on a procedure that includes simulation of electricity markets, as well as simulation on imbalances in the system. The methodology is used for evaluating the proposed approach on an IEEE test system comprising of three zones. The paper shows a significant reduction of balancing costs by implementation of regional balancing market it also investigates and shows the impact of the increased RES penetration to the amount of needed balancing energy in the system. In this paper MARKAL integrated energy system model is applied to explore the impacts and opportunities for low emissions energy system development in Macedonia, identifying CO 2 emission reduction policies and the cost of taking action. Two scenarios with different reduction target have been examined: higher ambition scenario where emissions are restricted to 10% above 1990 levels in 2021 and 2.5% in 2030, and moderate ambition scenario where emissions are restricted to 25% above 1990 levels in 2021 and 15% in 2030. In order to provide insights into the optimal timing of emission reductions, both of these cases have also been run under cumulative constraints, that is, rather than having the specified annual targets, there is a carbon “budget” set for 2015–2030 (44 Mt and 26 Mt for higher and moderate ambition cases, respectively), reflecting the same ambition as the above cases but providing flexibility to reduce emissions in the most cost-optimal way. The results show that most of the CO 2 reductions are in the power generation sector, which is not surprising as this tends to be the most carbon intensive sector. The higher ambition case is considerably more expensive than the reference case, with costs 1.9% higher, while the increase under the moderate ambition case is 1%. Under a cumulative constraint, the additional costs are reduced to 1.5% and 0.6% respectively, highlighting the importance of the timing of action. [ABSTRACT FROM AUTHOR]

The goal of this paper is to showcase a modelling exercise, conducted for the Republic of Macedonia, a non-Annex I country under UNFCCC and a candidate for EU membership, by making use of MARKAL energy system model. Baseline Scenario and three groups of mitigation scenarios have been developed until 2050, reflecting different types of targets with different levels of ambition regarding CO 2 emissions reduction: (1) EU scenarios – end-year targets compared to 1990 level; (2) QELRC (Quantified Emission Limitation and Reduction Commitment) scenarios – a range of targets over the period 2021–28 and for each subsequent 8-year period, and (3) Baseline deviation scenarios – deviation compared to baseline emission level. The comparative assessment of mitigation scenarios, based on the cumulative emissions, cumulative total system costs and incremental specific reduction cost, has generated a basis for setting the national mitigation contributions and formulating the most appropriate national mitigation action plan.
