After the end of the ‘Satellite Pour l'Observation de la Terre’ (SPOT) VEGETATION (SPOT/VGT) mission in May/2014, the SPOT/VGT data archive, consisting of raw data coming from both the VEGETATION 1 (VGT1) and VEGETATION 2 (VGT2) instruments, was reprocessed, aiming at improved cloud screening and correcting for known artefacts such as the smile pattern in the VGT2 Blue band and the Sun-Earth distance bug in Top-of-Atmosphere reflectance calculation, with the objective of improving temporal consistency. The aim of this paper is to inform the user community of the changes in and the evaluation of the new SPOT/VGT Collection 3 (VGT-C3). The evaluation of the reprocessing is based on (i) the relative comparison between SPOT/VGT Collection 2 (VGT-C2) and VGT-C3 surface reflectances and Normalized Difference Vegetation Index (NDVI), (ii) consistency analysis between VGT1-C3 and VGT2-C3, and (iii) the comparison of the archive with external datasets from METOP/Advanced Very High Resolution Radiometer (AVHRR) and TERRA/Moderate Resolution Imaging Spectroradiometer (MODIS). Surface reflectances are slightly higher after the reprocessing, with larger differences in July compared to January, caused by the corrected Sun-Earth distance modelling. For NDVI, the overall impact of the reprocessing is relatively small and differences show no seasonality. Trends in the differences over the years are related to changes in calibration coefficients. Systematic differences between VGT1-C3 and VGT2-C3 surface reflectance are well below 1%, with largest bias between VGT1 and VGT2 for the NIR band and the NDVI (VGT2 > VGT1, especially for larger NDVI values). Both the comparison with METOP/AVHRR (surface reflectance and NDVI) and TERRA/MODIS (NDVI) reveal trends over time: systematic bias between VGT2 and METOP/AVHRR tends to decrease over time, while comparison with TERRA/MODIS indicates an increasing bias between VGT2 and MODIS. VGT2 NDVI seems to be gradually evolving to slightly larger values, which is consistent with the change in overpass time of VGT2 and the different illumination conditions caused by the orbital drift of the sensor. Results demonstrate however the SPOT/VGT-C3 archive is more stable over time compared to the previous archive, although bidirectional reflectance distribution function (BRDF) normalization is recommended in order to correct for bidirectional effects. Satellite derived rainfall products are useful for drought and flood early warning and overcome the problem of sparse, unevenly distributed and erratic rain gauge observations, provided their accuracy is well known. Mozambique is highly vulnerable to extreme weather events such as major droughts and floods and thus, an understanding of the strengths and weaknesses of different rainfall products is valuable. Three dekadal (10-day) gridded satellite rainfall products (TAMSAT African Rainfall Climatology And Time-series (TARCAT) v2.0, Famine Early Warning System NETwork (FEWS NET) Rainfall Estimate (RFE) v2.0, and Climate Hazards Group InfraRed Precipitation with Stations (CHIRPS)) are compared to independent gauge data (2001-2012). This is done using pairwise comparison statistics to evaluate the performance in estimating rainfall amounts and categorical statistics to assess rain-detection capabilities. The analysis was performed for different rainfall categories, over the seasonal cycle and for regions dominated by different weather systems. Overall, satellite products overestimate low and underestimate high dekadal rainfall values. The RFE and CHIRPS products perform as good, generally outperforming TARCAT on the majority of statistical measures of skill. TARCAT detects best the relative frequency of rainfall events, while RFE underestimates and CHIRPS overestimates the rainfall events frequency. Differences in products performance disappear with higher rainfall and all products achieve better results during the wet season. During the cyclone season, CHIRPS shows the best results, while RFE outperforms the other products for lower dekadal rainfall. Products blending thermal infrared and passive microwave imagery perform better than infrared only products and particularly when meteorological patterns are more complex, such as over the coastal, central and south regions of Mozambique, where precipitation is influenced by frontal systems. To validate the iCOR atmospheric correction algorithm applied to the Sentinel-3 Ocean and Land Color Instrument (OLCI), Top-of-Atmosphere (TOA) observations over land, globally retrieved Aerosol Optical Thickness (AOT), Top-of-Canopy (TOC) reflectance, and Vegetation Indices (VIs) were intercompared with (i) AERONET AOT and AERONET-based TOC reflectance simulations, (ii) RadCalNet surface reflectance observations, and (iii) SYN Level 2 (L2) AOT, TOC reflectance, and VIs. The results reveal that, overall, iCOR's statistical and temporal consistency is high. iCOR AOT retrievals overestimate relative to AERONET, but less than SYN L2. iCOR and SYN L2 TOC reflectances exhibit a negative bias of ~−0.01 and −0.02, respectively, in the Blue bands compared to the simulations. This diminishes for RED and NIR, except for a +0.02 bias for SYN L2 in the NIR. The intercomparison with RadCalNet shows relative differences < ±6%, except for bands Oa02 (Blue) and Oa21 (NIR), which is likely related to the reported OLCI "excess of brightness". The intercomparison between iCOR and SYN L2 showed R2 = 0.80–0.93 and R2 = 0.92–0.96 for TOC reflectance and VIs, respectively. iCOR's higher temporal smoothness compared to SYN L2 does not propagate into a significantly higher smoothness for TOC reflectance and VIs. Altogether, we conclude that iCOR is well suitable to retrieve statistically and temporally consistent AOT, TOC reflectance, and VIs over land surfaces from Sentinel-3/OLCI observations. PROBA-V (PRoject for On-Board Autonomy–Vegetation) was launched in May-2013 as an operational continuation to the vegetation (VGT) instruments on-board the Système Pour l'Observation de la Terre (SPOT)-4 and -5 satellites. The first reprocessing campaign of the PROBA-V archive from Collection 0 (C0) to Collection 1 (C1) aims at harmonizing the time series, thanks to improved radiometric and geometric calibration and cloud detection. The evaluation of PROBA-V C1 focuses on (i) qualitative and quantitative assessment of the new cloud detection scheme; (ii) quantification of the effect of the reprocessing by comparing C1 to C0; and (iii) evaluation of the spatio-temporal stability of the combined SPOT/VGT and PROBA-V archive through comparison to METOP/advanced very high resolution radiometer (AVHRR). The PROBA-V C1 cloud detection algorithm yields an overall accuracy of 89.0%. Clouds are detected with very few omission errors, but there is an overdetection of clouds over bright surfaces. Stepwise updates to the visible and near infrared (VNIR) absolute calibration in C0 and the application of degradation models to the SWIR calibration in C1 result in sudden changes between C0 and C1 Blue, Red, and NIR TOC reflectance in the first year, and more gradual differences for short-wave infrared (SWIR). Other changes result in some bias between C0 and C1, although the root mean squared difference (RMSD) remains well below 1% for top-of-canopy (TOC) reflectance and below 0.02 for the normalized difference vegetation index (NDVI). Comparison to METOP/AVHRR shows that the recent reprocessing campaigns on SPOT/VGT and PROBA-V have resulted in a more stable combined time series. [ABSTRACT FROM AUTHOR]

The aim of Copernicus Climate Change Service (C3S) is to supply reliable climate data in support of strategies to adaptation and mitigation to climate change. The C3S provides access to high-quality climate data through its Climate Data Records (CDRs) of atmospheric, marine and land Essential Climate Variables (ECVs). Global Earth Surface Albedo (SA) satellite-based products are included in the land (biosphere) portfolio. SA is a magnitude which quantifies the fraction of solar energy reflected by the surface of the Earth. This paper details the retrieval methodology and preliminary validation results for global estimates of surface albedo based on Sentinel-3 observations for the C3S ECVs data (C3S SA v3.0). The retrieval algorithm exploits the synergistic use of the Ocean and Land Colour Instrument (OLCI) and the Sea and Land Surface Temperature Radiometer (SLSTR) on-board Sentinel-3 A and B satellites. Firstly, the atmospherically corrected reflectances are generated in the Copernicus Global Land Service framework. After that, the Bidirectional Reflectance Distribution Function (BRDF) inversion module concludes the BRDF model parameters, which are transferred to the angular integration module in order to generate spectral albedo quantities for the selected OLCI (Oa03, Oa04, Oa07, Oa17 and Oa21) and SLSTR (S1, S2, S5 and S6) bands. At the end, the spectral integration module generates broadband albedo quantities in three different standard broadband spectral regions (visible [0.4μ m − 0.7μ m ], near infrared [0.7μ m − 4μ m ] and total shortwave [0.3μ m − 4μ m ]). Preliminary validation results over 10-months demonstration period (July 2018–April 2019) show, in terms of spatial and temporal consistency, that C3S Sentinel-3 SA global estimates reached in general good agreement as compared to other satellite operational references derived from MODIS (MCD43A3 C6) and PROBA-V (C3S PROBA-V SA v1.0) acquisitions. The comparison with ground data shows similar results to the MCD43A3 C6 comparisons but opposite sign in differences (marginally positive in case of Sentinel-3), with accuracy of 0.005 (3.7%), precision of 0.016 (11.3%) and uncertainty of 0.032 (22.7%). Our results have demonstrated the feasibility to estimate global fields of SA from Sentinel-3 observations, with similar quality of existing operational products. These Sentinel-3 based SA datasets will give the continuity to the existing C3S SA CDR, introducing improvements in terms of spatial resolution (300 m) and spectral information (9 spectral albedos) in contrast to previous datasets based on Advanced Very High Resolution Radiometer (AVHRR; 4 km, 4 channels) and Vegetation instruments (VGT; 1 km, 4 channels). • Retrieval method for global surface albedo estimates from Sentinel-3 is proposed. • Algorithm is based on BRDF inversion, angular and spectral integration. • A cross-comparison with MODIS and PROBA-V satellite products is performed. • The direct validation includes comparison with spatially representative ground data. Land surface reflectance measurements from the VEGETATION program (SPOT-4, SPOT-5 and PROBA-V satellites) have led to the acquisition of consistent time-series of Normalized Difference Vegetation Index (NDVI) at a global scale. The wide imaging swath (>2000 km) of the family of VEGETATION space-borne sensors ensures a daily coverage of the Earth at the expense of a varying observation and illumination geometries between successive orbit overpasses for a given target located on the ground. Such angular variations infer saw-like patterns on time-series of reflectance and NDVI. The presence of directional effects is not a real issue provided that they can be properly removed, which supposes an appropriate BRDF (Bidirectional Reflectance Distribution Function) sampling as offered by the VEGETATION program. An anisotropy correction supports a better analysis of the temporal shapes and spatial patterns of land surface reflectance values and vegetation indices such as NDVI. Herein we describe a BRDF correction methodology, for the purpose of the Copernicus Global Land Service framework, which includes notably an adaptive data accumulation window and provides uncertainties associated with the NDVI computed with normalized reflectance. Assessing the general performance of the methodology in comparing time-series between normalized and directional NDVI reveals a significant removal of the high-frequency noise due to directional effects. The proposed methodology is computationally efficient to operate at a global scale to deliver a BRDF-corrected NDVI product based on long-term Time-Series of VEGETATION sensor and its follow-on with the Copernicus Sentinel-3 satellite constellation.
