The triangle of dairy intensification, commercialisation and market formalisation is promoted to address the challenges of food and nutrition security (FNS) and climate change. This article questions the need for formalisation to reach intensification and commercialisation objectives in Kenya. Moving beyond the binary perception of milk markets as either 'formal' or 'informal', we investigate a repertoire of milk-collection practices and address the following question: 'What enables diverse intermediary practices to ensure a consistent flow of milk from grass to glass?' Sampling, data collection and analysis were guided by a qualitative research design for an empirical exploration of the practices of owner-operated (N = 13) and corporate (N = 4) milk collectors. Iterative analysis of observations revealed three main themes constituting milk-collection practices: (1) buying milk, (2) managing milk (quantity and quality measurement) and (3) selling milk to the next buyer. These practices were enabled and sustained by the diverse options available for each aspect of milk collection, and by the capacity of collectors to accommodate variety in their practices. We invite scholars and practitioners to conduct deeper explorations of how to accommodate events in practice to enhance the success of ambitions relating to FNS and climate change through pathways of intensification and commercialisation. Evaluations of private sector development programmes look at what changed to the workings of the system, and whether these changes are scalable, resilient, and sustainable. We present an evaluation lens that primarily qualifies changes to the systemic nature of food provisioning in markets. It converts theoretical frameworks into 'antennae' receptive to early signs of systemic effects of inclusive agribusiness that fosters food and nutrition security. The tools for this theory-informed approach were developed and applied in 2SCALE, a Dutch-funded programme aiming to incubate inclusive agribusiness and contribute to food and nutrition security goals in Africa. The article reflects on what to monitor to detect early signs of systemic effects and how monitoring can be embedded in unfolding business and partnering processes. It concludes that taking a theory-informed approach gives directionality to strategising and planning, and enhances capacities of partners in inclusive business projects to lead actions towards realising systemic effects. The private sector has become an important partner in development interventions that aim to make market systems more favourable for smallholders and low-income consumers of food. How to evaluate these inclusive business programmes is the central theme of this IDS Bulletin. It presents real-world experiences of practitioners and academics using theory-based evaluation. This introductory article highlights the approaches and methods used to assess systemic change and provide learning for adaptive management. It acknowledges the limits to attributing outcomes to programmes alone and proposes a way to generalise about effectiveness where outcomes are highly contingent on a specific contextual embedding. The article explores the synergy of the iterative reflections on the theory of change, the analytical approach of realist evaluation, and the conceptualisation of changes in firms' practices as emerging from behaviour systems where the motivations, opportunities, and capabilities of firms are not equally distributed. Context: This article focuses on partnerships working on inclusive development and food security in agri‐food chains and agribusiness clusters that may feature institutional arrangements reinforcing inequality or inducing exclusion. Research question: The article develops a theory‐driven capacity framework for investigating how intervention strategies related to partnering generate developmental outcomes. Methods: Building on action–research and drawing on complementary literature streams, the framework distinguishes four specific capacities that individually and in configuration contribute to processes of inclusive development triggered by partnering processes. The framework is applied to two case examples targeting inclusive development in agri‐food chains and agribusiness clusters in domestic food markets in Benin and Nigeria. Results: Four capacities that enable partnerships to contribute to inclusive development are distinguished: deliberative, alignment, transformative and fitting capacity. Processes of inclusive development emerge from mobilizing and combining these complementary capacities. Capacities emerging in evolving joint actions, negotiations and deliberations in partnering processes generate developmental outcomes, which are not self‐evident results of partnerships. Presence of the four capacities propels the partnership's influence on transforming the terms of inclusion for specific groups. Policy implications: The differentiation of specific capacities embedded in partnering processes contrasts with generic partnership formulas focusing on the formalized and organizational features of partnerships and emphasizing sharing of resources and inputs. In the climate-development interface, research for development gained a strong interest in climate-smart agriculture and sustainable forms of intensification. Moreover, the urgency to respond to climate change stimulates a strong and sometimes exclusive focus on mitigation, driven by research-based agricultural practices. In the livestock sector, this materialises in strategies to lower emissions from livestock, which centralises the adoption question: what can we do to stimulate the use of best practices by smallholder farmers? This paper flags the risk that this outlook may overlooksmallholder farmers' capacities to navigate sub-optimal conditions of drought or scarcity. The paper applies an alternative lens for understanding 'agriculture-as-performance' and highlights smallholder cattle owners' agency and resourcefulness. It aims to create a conceptual space to examine how adaptive capacities are grounded in the rhythms of agriculture under suboptimal conditions. Empirically, the study focuses on the cattle-feeding practices of five farming households evolving through seasons and lifetimes in a sedentary agricultural system in Kenya. Our frame identifies diverse affordances, conceptualised as opportunities for actions, emerging and disappearing in the immediate material environment, and we portray cattle feeding as a networked response anchored in practices of giving, sharing, and receiving. We use our insights into the dynamics and performance of entangled socio-technical practices to sketch the contours of an alternative pathway for agriculture for development. We argue in favour of a shift from an exclusive focus on the adoption of predefined optimal solutions to a diagnostic and catalytic approach integrating situated adaptive performances through which farming households respond to action opportunities. Evaluation in complex programs assembling multiple actors and combining various interventions faces contradictory requirements. In this article, we take a management perspective to show how to recognize and accommodate these contradictory elements as paradoxes. Through reflective practice we identify five paradoxes, each consisting of two contradicting logics: the paradox of purpose—between accountability and learning; the paradox of position—between autonomy and involvement; the paradox of permeability—between openness and closedness; the paradox of method—between rigor and flexibility; and the paradox of acceptance—between credibility and feasibility. We infer the paradoxes from our work in monitoring and evaluation and action research embedded in 2SCALE, a program working on inclusive agribusiness and food security in a complex environment. The intractable nature of paradoxes means they cannot be permanently resolved. Making productive use of paradoxes most likely raises new contradictions, which merit a continuous acknowledging and accommodating for well-functioning monitoring and evaluation systems. Causal explanations of change after an Innovation Platform intervention in a given domain tend to attribute outcomes mainly to what the Innovation Platform did. This paper uses the case study of an Innovation Platform in the value chain of shea nut in Mali, to explore the actual processes that explain why and how innovation platforms lead to desired development outcomes. The articulation of innovation platform activities with the performance of a women's cooperative involved in sourcing shea kernels, and processing and trading shea butter, contributed to enlarging the space for women to navigate opportunities in the shea value chain. The paper emphasizes the underlying processes activated by the articulation between the Innovation Platform's activities and the already existing performance practices in a changing context. It confronts the explanatory power of these processes with assumptions that tend to attribute development outcomes only to what the Innovation Platform did, to unravel the potential and the limitation of Innovation Platforms in the innovation process. The past two decades saw a rapid proliferation of sustainability standards created by multi-stakeholder partnerships of multinationals and international NGOs. This paper argues that the transformative capacity of these global partnerships to bring about sustainable change largely depends on how well the institutional features of global sustainability standards fit local organizational fields. This paper therefore aims to unravel the dynamics of global-local interactions. To this end, the concept of institutional fit is operationalized to assess whether and how the technical, cultural and political characteristics intrinsic to global sustainability standards are able to connect to local projects, strategies and practices. The introduction of the Aquaculture Stewardship Council's standard into the Indonesian shrimp sector is used as a case to investigate these interactions. This paper shows that a process of fitting occurs when provisional institutions generated within a global partnership can be modified. We argue that global sustainability standards can benefit from steering more explicitly on dovetailing regulative and normative structures of global and local organizational fields. Local NGOs can play important mediating roles in this regard, which can potentially increase the transformative capacity of global standards in terms of generating and accelerating sustainable change. In the agri-food sector, global partnerships between lead firms and international NGOs design standards that aim to enhance environmental sustainability and to some extent realise social justice. However, the effectiveness of such standards is limited when their content and governance provokes resistance in production regions upstream in the chain. This paper addresses the question whether and how multi-stakeholder partnering makes internationally constructed standards fit local institutions, i.e. norms, rules and practices in producers' regions. The case studies make use of ‘global value chain’ and ‘global production network’ approaches to analyse two examples of global–local interactions: Utz Certified rooibos tea in South Africa and Aquaculture Stewardship Council certified shrimp in Indonesia. The analysis demonstrates that producer regions are not always merely standard-takers. Co-creation in standard-setting and certification may occur when the chain's commercial exploitation of natural resources threatens sourcing in the long term, when local partnerships experienced in environmental protection of the resource become involved in the implementation, and when global and local partnerships interact not only via hierarchically organised value chains, but also via a newly emerging public space. Access to safe and healthy food is a crucial element of food security. In Vietnam the safety of daily vegetables is of great concern to both consumers and policymakers. To mitigate food safety risks, the Vietnamese government enforces rules and regulations and relies strongly on a single approach for organizing food provision; being modernizing retail by replacing wet markets with supermarkets. In general, reorganizing food provision in this way is increasingly considered to be a guarantee for food safety, especially in urban settings with growing populations. To assess the effectiveness of this induced retail modernization of the fresh vegetables market in Vietnam’s capital Hanoi, this paper examines for whom and under which conditions does this approach deliver the desired outcomes. The survey data and interviews show that ongoing retail modernization in Hanoi reaches only a minor segment of the population and drives a large group of shoppers into informal vending structures. On the basis of five case studies, this paper demonstrates how similar supermarket interventions can yield contrasting outcomes when they do not accommodate for differences in shopper population and do not adapt to variations in the urban conditions. To reduce exposure to unsafe food, particularly for poorer segments of the population, we conclude that developing a flexible portfolio of retail modernization pathways and adopting a reflexive policy approach provide better impact and leverage, as opposed to the current trend of promoting supermarkets as a single, ideal-type form of food shopping. Sustainability standards and certification schemes have been promoted as a market-driven instrument for realising development impacts and receive public funding. As a result, companies, NGOs and supporting donors and governments want to know if these ambitions have been fulfilled. Their tendency is to commission household surveys to assess net effects of certification in areas such as poverty, productivity and food security. This article argues that, rather than trying to measure precise net effects on farmer income, the focus should be on detailed measurement of more immediate outcomes in terms of knowledge and implementation of good agricultural practices. Contribution analysis is proposed as an overall approach to verify the theory of change, combining survey-based net-effect measurement of these immediate and intermediate outcomes with less precise, lean monitoring of indicators to verify the contributory role of these outcomes that are outside the span of direct influence, such as household income and poverty alleviation. Partnerships between companies and non-governmental organizations that aim to incorporate smallholder farmers into value chains are increasingly being promoted as a way of pursuing development goals. This article investigates two case studies of such partnerships and the outcomes they achieved in order to refine the rationale underlying such interventions. In two case studies in Uganda and Rwanda, we documented the sequences of events within such partnership interventions, their context, and the intermediate outcomes, identified as the new rules and practices that generate institutional change. By portraying both the configuration of events within a partnership intervention and the contextual factors, these case studies reveal how the interventions produced outcomes that were situated in changing contexts, such as changes in market demand, government policy or business strategy. The research approach made it possible to disentangle partnership interventions and contextual processes, and to give participants a firmer idea of the potential and limitations of value chain partnerships to achieve developmental targets. The decades-old conflict in Mindanao, southern Philippines, is often framed as a Muslim-Christian conflict and reinterpreted as such within the US-led global war on terror, with the Muslim secessionist movement standing accused of providing a hub for international jihad. In the meantime, global economic integration has made it easier to ignore the agrarian roots of violent conflict in Mindanao, enabling national and sub-national actors, including the international community and the Muslim or Moro separatists, to dismiss the issue of agrarian justice. We counter these arguments by using an agrarian political economy framework to uncover the roots of resilient violence in Mindanao, using historical narratives of the region from the end of the nineteenth century that accentuate the links between state-making, control of land and labour, and processes of agrarian modernization. We emphasize the critical role played by the Muslim landed elites who shaped processes of state-making by brokering the interests of their clans with exogenous actors at the national and international level. We shed light on emerging state policies and competing interests among other landed and agribusiness elites that resulted in the spread of a parallel underground economy, renewing opportunities for violence and crime within semi-autonomous social worlds. Internationalisation of agro-food chains offers agricultural sectors in developing economies prospects in profitable and competitive international markets. Market access strategies often seem to assume poverty alleviation as one of the outcomes. This paper aims to be more precise about the required conditions for linking smallscale farmers and micro and small enterprises to markets and agri-food chains from a pro-poor perspective. In particular, the increasingly strong emphasis on compliance with strict performance requirements, as a response to visible and outspoken stakeholders with a direct impact on firms—consumers, NGOs, media or public authorities—seems to work against development endeavours recognising (rural) poor as capable players. Also, technology and knowledge is out of reach for smallscale farmers, due to a lack of resources, capacity, knowledge and network linkages. This paper analyses this problematic based on empirical findings in the coffee and flower sector. Next, it builds on the bottom-of-the pyramid (BOP) approach to explore opportunities for re-engineering or reconfiguring private sector-led innovation strategies for development. It looks for socially embedded development of technology and innovative products and services enabling small-scale farmers and micro and small enterprises to comply with the performance requirements governing export-oriented agri-food chains. In the agri-food sector global sustainability partnerships play an increasing role in setting and enforcing certification standards through global value chains. Amidst perception that the capacity of states to steer sustainable transnational forms of production is diminishing, these partnerships are increasingly led by firms and non-firm actors. Using the case of the Parties to the Nauru Agreement (PNA) Marine Stewardship Council (MSC) certification of free school skipjack tuna purse seine fisheries, this paper challenges this idea of diminished state agency by exploring how these states are repositioning themselves in the global tuna value chain. We document how PNA created the conditions for its small island member states to use the MSC certification for expanding their role as the owner of tuna resources and becoming global value chain actors themselves through a novel and disruptive public–private partnership. The results indicate that states can use market demand for certified tuna to improve their position as both producers and intermediaries in the chain, and in doing so recapture greater sovereign control over tuna resources while improving their capacity for domestic wealth generation.
