Public libraries support a range of health and wellbeing activities, however little research has been done into the provision of library adult walking groups. This paper reports on a unique study exploring how widely adult walking groups are provided through Scottish public libraries, as well as library staff perceptions of the benefits, challenges and opportunities of these services. A rich qualitative research approach was used, involving Freedom of Information requests to the 32 Scottish local authority regions, an online questionnaire with 106 complete responses, and 8 follow-up interviews with Scottish public library staff, with and without walking group experience. Thematic analysis was used to identify key themes from collected data. Results show that adult walking groups are not widely provided through Scottish public libraries. However, respondents identified benefits for user groups, including but not limited to: improvements to participants' health and social wellbeing; and increased engagement with library services. A range of opportunities for public libraries were highlighted, including staff interest, partnership working and a current focus on health and wellbeing. Challenges encompass resource restrictions, variations in partnership working and lack of effective networking. This original study provides valuable insights into the provision of public library walking groups in Scotland. It suggests that many factors can potentially influence the success of this library health and wellbeing service, with a range of different possible approaches. Results indicate that successful provision of a public library walking group may require close partnership working; adequate networking and information-sharing between public library staff; as well as sufficient resources; and staff interest. Scotland's Children's Hearings System is a unique statutory system that makes decisions about the need for compulsory professional involvement in the lives of children who are maltreated, in conflict with the law or displaying alarming behaviours. It was designed to facilitate in-person, child-centred discussions about the measures needed to ensure the care and protection of children. The Covid-19 pandemic challenged the ability of the Hearings System to fulfil this role due to the physical closure of Hearings Centres and the need to rapidly develop a virtual system. In this paper we present a realist-influenced synthesis exploring how contextual factors such as public health guidelines, emergency legislation, technological challenges and wider structural inequalities interacted with the delivery of virtual hearings to affect the participation and rights of children during the pandemic. We also describe how learning from the experiences of the participants of hearings was critical to understanding how virtual technologies could be adapted to provide a more rights-respecting approach to participation. We conclude by arguing that there is a need to ensure that the voices of children, which are largely absent from discussions around the use of virtual technologies, are incorporated into decisions made about their continued use within Children's Hearings. Plain Language Summary: The Children's Hearings System is a legal system in Scotland that makes decisions about the care and protection of children and young people who are: being abused or neglected; in trouble with the police; or regularly truanting from school. At a Children's Hearing, specially trained members of the public decide whether to place the child or young person onto a Compulsory Supervision Order (CSO). This is a legal document that specifies what support should be provided to the child or young person, where they should live and who they can have contact with. Before the Covid-19 pandemic all hearings were held in person at specially designed Hearings Centres. All of these centres were closed at the start of the Covid-19 pandemic, resulting in a virtual Children's Hearings System having to be set up quickly. In this paper we describe the challenges of using video-conferencing software to run Children's Hearings. We explore how rules enacted by the UK and Scottish Governments affected how hearings could be delivered, before moving on to discuss how technical difficulties, lack of access to appropriate technologies and other inequalities such as digital poverty affected how children and young people could participate in their hearings. The paper finishes by describing changes made to virtual hearings in order to try and ensure that children and young people were able to participate in their hearings. Social work aspires to empowerment ideals, including taking a 'non-expert' position of professional curiosity, and validating the perspectives of people in contact with services. Yet in child protection, social workers are involved in practice that refutes the views and opinions of people and are positioned by their role as an identifier of abuse and risk manager. Social workers and people who are subject to child protection services can be locked into meaning battles regarding the effect of parental behaviour and the representation of risks to children. These negotiations over meanings are especially difficult in the pre and perinatal period, where who controls the representation of the baby's voice or best interests is fundamental to decision outcomes. Using Fricker's concept of 'testimonial injustice' as an analytical lens, this article draws on studies in two different contexts: Aotearoa New Zealand and Scotland, to examine the implications of the intense mediation of meanings that affect child protection practice. We find that concepts relating to the importance of mothering, love for children, and extended family relationships were sources of mother's disagreements with professional views of risk, but that through qualified agreement or advocacy from community workers, a shared risk narrative could be constructed. This paper reports on survey work and group discussion by a Scottish parent-led support group (Parents Advocacy and Rights – PAR) that supports parents with children in the care system. A previous paper has been published discussing an overview of the survey results (www.pfan.uk/uncovering-the-pain/). The present paper delves further into parents' particular experiences of contact. The responses are preceded by a critical retrospective of the concept of contact. Our retrospective covers the language of contact, contact's origins, continuing confusions of meaning and the lack of appreciation of the parental experience and points to the artificiality of contact, the impracticalities of contact arrangements and the toll taken by these. We conclude by pointing out that we are in the fourth decade of recommendations about contact between parents and children in state care. We make the observations that there is a continuing failure to empathise with parents' experience of deprivation and loss, a lack of comprehension of the depth of detriment to parental identity caused by the process and practices of contact and avoidance of discussion of the damage to the parent–child relationship which, irrespective of the ultimate destination of a child in state care, cannot be obliterated. The article discusses two court cases on adoption and fostering in Scotland. In Application by AB for access to Adoption Papers SC GLW 3, the court granted the son of a deceased adopted person access to the adoption court process under the Adoption and Children Act 2007. In Appeal by AW v Principal Reporter [2022] SAC (Civ) 6, the court ruled the appropriateness of naming the father as perpetrator of criminal conduct on grounds for referral under the Children's Hearings Act 2011.

The significance of employment to desistance and social integration is well established, yet 62% of those subject to a Community Payback Order in Scotland are unemployed (Scottish Government, 2022). This paper reports on the findings from a small-scale survey conducted with 29 people subject to community supervision in Scotland, to shed light on the various enablers and barriers they encounter in seeking, starting and sustaining employment, and their experiences of engaging in or with employment support initiatives. This paper analyses and critically discusses the role of regions in implementing renewable energy (RE) policies, examining the relationship between state policy and RE deployment. Using evidence from four case study regions, Apulia and Tuscany in Italy and Wales and Scotland in the UK, the paper teases out some differences in terms of regional competencies to implement RE policies across the two countries. The national governments in both Italy and the UK have constructed regulatory and governance relationships to orchestrate and reorder economic, social and ecological challenges and devolve responsibilities at the sub-national level. This has offered an opportunity for the peculiarities of regional setups to be taken into account and regions have contributed towards the promotion of green and sustainable path development via the route of promoting RE deployment. The paper argues that the downscaling and distribution of responsibility in the cases investigated reflect the capacity and willingness of nation states to respond to and mediate the strategic goals and outcomes formulated at national and international levels. Nevertheless, while the regions investigated display differences in their incentives, capacities and capabilities to increase RE deployment, their ability to act is very much influenced by nation states, stressing the important role of the state in mediating the form and direction of RE deployment. This paper is part of a wider investigation which explores what happened to probation services in France and in Scotland during the national lockdown put in place as a response to the Covid-19 pandemic. Qualitative interviews with 29 French and 27 Scottish probation staff took place, the authors wishing to capture the lived experience of practicing probation at this unprecedented time. Whilst the study captures the initial disorientation of probation staff and a general lack of institutional and individual readiness for lockdown, it also documents adaptability, creativity and an optimism for what technology could offer state probation practitioners that is less visible in studies that were carried out following the easing of lockdown restrictions. It shows that the ways in which institutions and practitioners responded to the crisis was determined by institutional and cultural heritage, professional values and management practice. Market and institutional shocks and upheaval, brought about by political, economic and social changes, have the potential to generate significant corporate restructuring. Foreign subsidiaries are particularly vulnerable to such impacts given the embeddedness of parent companies in their home countries, with the potential for disinvestment and regional decoupling. This paper examines the impact of the Brexit vote and negotiation period on UK-based foreign subsidiaries in the software and software-related sectors in Scotland and South East England. This firm-centric approach follows recent evolutionary thinking that restates the importance of examining the firm as a means by which to understand how regions respond to such disturbances. Rather than simply examine impact, the paper is concerned with why the scope and scale of impacts are mediated by particular corporate and global production networks (GPN) processes. Key to this is the examination of the importance of the value creation corporate role and degree of replication within the corporation (specificity), the GPN spatial configuration, and the markets that subsidiaries are mandated to serve. The paper concludes that a variety of impacts are evident, but that notable negative consequences have arisen for subsidiaries with low corporate specificity, working through European Union (EU)-configured GPNs, and serving European markets. Aims and objectives: This paper explores children's experiences and perceptions of their own bilingualism in two contexts in Scotland, UK: a primary school with a high proportion of children using a language other than English at home; and a primary school where the language of instruction is an indigenous, minority language, Gaelic. Methodology: The paper draws upon data gathered from multiple qualitative methods, including interviews, group activities and discussion, with both children and their parents. The data in this paper draw upon a broader interdisciplinary project exploring children's experiences of bilingualism. Ethics were duly considered. Data and analysis: Data were gathered from 27 children and 11 parents. Data were coded and analysed using thematic analysis. Comparison between contexts was of particular interest for this article. Findings: This paper highlights the importance of research with children in order to gain an insight into their experiences and perceptions of their own bilingualism. In particular, our findings illustrate how children's language learning is encouraged and supported by children's connections with others and the fundamental role of family (particularly parents/carers) and diverse community-based support systems (which encompass a wide range of individuals and community groups) in order to develop active bilingualism. Originality: This paper addresses a research gap in a largely quantitative field, by adopting a qualitative approach to explore children's experiences and perceptions of their own bilingualism. A qualitative approach facilitates attention to complexity and the participants' own meanings and understandings. Significance: The paper highlights the value of research with children in order to explore their views and perspectives. In particular, qualitative research methodologies, where children's experiences are central to understanding the research phenomenon, and to facilitating the exploration of the range of complex issues that interact with a child's bilingualism. People with learning disabilities in England and Scotland have experienced an increased risk of illness and death during the COVID-19 pandemic. Drawing on data of a longitudinal qualitative study with 71 disabled people and 31 disability organisations, this article examines the experiences of 24 people with learning disabilities in England and Scotland during the pandemic, reflecting on what rendered them vulnerable and placed them at risk. Qualitative interviews were conducted with participants and key informants at two timepoints; June–August 2020 and February–April 2021. Findings emerged across four key themes: failure to plan for the needs of people with learning disabilities; the suspension and removal of social care; the impact of the pandemic on people's everyday routines; and lack of vaccine prioritisation. The inequalities experienced by people with learning disabilities in this study are not particular to the pandemic. We explore the findings in the context of theoretical frameworks of vulnerability, including Fineman's conceptualisation of a 'vulnerability paradigm'. We conclude that the structured marginalisation of people with disabilities, entrenched by government action and inaction, have created and exacerbated their vulnerability. Little is known about how front-line police officers navigate major structural reforms within their organization. The findings presented in this paper were collected as part of the first ever empirical study of the newly created Police Service of Scotland between October 2013 and June 2014. The findings discussed here are pertinent to the wider academic literature in that they fill the current gap in knowledge on how front-line police officers experience major structural reforms at a police operational level; by exploring the ways, if any, reform impacted on the routine delivery of local policing. This paper focuses on three main themes which emerged from the analysis of 68 interviews conducted with a stratified sample of serving police officers; front-line police officers, their supervisors and managers across two geographically distinct case study areas in Scotland. The paper highlights police officers' concerns around a lack of front-line involvement in either the planning or implementation of reform, the pace at which the changes associated with reform were rolled out and the internal communication processes adopted throughout the reform journey, all of which they claim impacted negatively on their daily routines. This unique data was collected using a variety of qualitative and ethnographic research approaches including non-participant observations, walking interviews, documentary analysis and semi-structured interviews at the precise time major structural reform was being implemented across Scotland. Against a background of recent structural reforms to police organisations in northern and western Europe, this paper examines the experiences of Scotland and the Netherlands where national police forces were established in 2013. Taking a comparative perspective, an analysis of the police reform proposals is followed by a review of the arguments for reform, the challenges of implementation and the findings emerging from the evaluations of the police reforms in each country. The paper concludes by drawing out the contrast between the 'great expectations' of the two police reforms articulated by the governments and the realities of bringing about rapid and large-scale organisational change, arguing that institutionalist perspectives on police reform have much to offer in making sense of the challenges of the police reform process. This paper reflects on the search for a lost, obscure piece of experimental architecture that appeared on the west coast of Scotland in the late 1960s. Encouraged by cultural geography's efforts to recuperate storytelling as a valid mode of inquiry and to adopt a more enchanted, affirmative disposition to our endeavors, we develop a geographical story intended to draw out how enchanted experiences gained through curiosity and an openness to contingencies can serve as a vital force for sustaining geographical ways of being, doing and knowing with the world. This account focuses on our encounters with various research sites that we identify as 'dreamlands' to express the idiosyncratic, unregulated, unexpected sensations of wonder and delight that such places evoked, the excessive materialities they revealed and the imaginative processes they elicited. We argue that such dreamlands are not as superfluous as might be assumed by their uncanny absence from the polished end-products of scholarship, and instead, allude to the latent forces of enchantment to which geographers might become better attuned when conducting and crafting their research. In this article we argue that the Domestic Abuse (Scotland) Act 2018 should not be regarded as 'gold standard' in the way in which it seeks to recognise the harms caused to children who experience intimate partner coercive control in their living environment. We argue that children should be reconceptualised children as 'adjoined victims' of intimate partner domestic abuse and that the 2018 Act should be amended to include a parallel section 1 offence of 'abusive behaviour towards partner or ex-partner and adjoined child'. By offering the first academic analysis of why and how the criminal law should seek to capture children's experiences of coercive control, this article contributes to broader discussions about criminalising coercive control and the scope of such offences. It highlights key lessons that can be learnt from the Scottish story so far and sounds a note of caution against simply 'rolling out' the Scottish approach elsewhere. [ABSTRACT FROM AUTHOR]

The first millennium AD was a transformative period when many of the medieval kingdoms of Europe began to take shape, but despite recent advances in palaeoecological and archaeological research there remains a shortage of interdisciplinary collaborative research targeting this period. For some regions we know relatively little about the societies who lived during this formative period. This current investigation focusses on an early medieval elite centre near to Rhynie in NE Scotland; an important power-centre during the fourth–seventh centuries AD as evidenced by a remarkable series of Class I Pictish symbol stones, fortified enclosures at Cairn more, Tap o' Noth and the Craw-Stane, as well as high status metal-working and a range of continental imports from the Craw-Stane enclosure. However, by the end of the seventh century AD, elite focus appears to have shifted elsewhere with the Craw-Stane and Cairn More enclosures all being abandoned. By combining paleoenvironmental analysis with available historical and archaeological archives this paper provides new insights into societal change during the first Millennium AD, with focus on the economic, social and environmental impacts caused by the rise and subsequent abandonment of elite nodes of power. A calibrated age of AD 260–415, near the base of the core, coincides with the earliest dates for the Craw-Stane complex and pre-dates the construction of the nearby Cairn More enclosure. The results provide a rare snapshot of the Late Roman Iron Age to Medieval environment of Northeast Scotland. This centre appears to have been supported by a rich agricultural landscape, with evidence of pastoral and arable farming, and potential metal working. One of the most significant findings of this study has revealed that despite abandonment of these elite enclosed sites by the seventh century AD, people continued to utilise the surrounding landscape and available resources right through until modern times. Contrary to the dominant expectations of the late 20th century, secessionism surged in two West European minority national communities, Catalonia and Scotland, over the last decade. Yet, in two others enjoying similar degrees of autonomy, Flanders and South Tyrol, secessionism did not gain strength. This outcome suggests that focusing on the degree of autonomy afforded to minority national communities is misplaced. This article shows that the nature of autonomy is more important than its degree for understanding the strength of secessionism. It demonstrates that the key to autonomy regimes weakening secessionism is their capacity to adjust and expand over time. Dynamic autonomy staves off secessionism while static autonomy stimulates it. The article is based on a controlled comparison of, on the one hand, Catalonia and Scotland, where autonomy regimes have been mostly static during key periods of time, and, on the other hand, Flanders and South Tyrol, where they have been dynamic. This article examines employability discourse within school uniform policies as a way to justify uniform. The uniform policy of every publicly funded secondary school in Scotland (n = 357) was studied using content and discourse analysis. Employability discourse was grouped into three themes: School as preparation for work; school to replicate a work environment; and young people creating a good impression for employers. We have read the paper by El-Ghorr et al. (Int J Care Pathways 2010;14:57-64) on Scotland's national approach to improving mental health services with great interest. The paper described the strategy developed by NHS Quality Improvement Scotland (NHS QIS) in which integrated care pathways were used as tools for redesign and continuous quality improvement. In our opinion, a similar national effort is also necessary in Norway. In particular, pathways would help bridge the 'gap' between primary and specialist services. We point to which elements of the Scottish programme it is that would be relevant to implement in Norway in future. Furthermore, we discuss factors that are already present in Norway upon which authorities, health leaders and professionals could build on in a future national-level implementation of pathways in mental health care. The article presents Brian Sissons and his research with D. E. Smith and R. A. Cullingford on the "Lateglacial and Postglacial Shorelines in South-East Scotland" which was published in 1966 in the journal "Transactions of the Institute of British Geographers." Sissons and others described the Scotland's Lateglacial and Halocene relative sea-level change in the research. Likewise, they were able to provide and to summarize new geomorphological and stratigraphic data on various raised and buried shorelines.

This article examines the effects of Brexit on the internal boundaries and territorial future of the United Kingdom (UK). Divergent Brexit preferences, coupled with the process of negotiating and preparing for Brexit, have raised new questions about the ability of the UK to remain united. Focusing upon Scotland and Northern Ireland, where territorial challenges are most acute, the article draws upon and adapts Hirschman's voice, exit and loyalty framework to examine the strategic choices and options faced by institutional actors in each case when determining constitutional and political options in response to Brexit. The article contends that, while credible exit threats were used to bolster voice in the Brexit negotiations, the Brexit vote and subsequent process have exposed the limitations of territorial voice, and unleashed new exit dynamics. We enhance the framework by exploring the concept of re-entry, exploring the contrasting paths these territories would face to re-enter the European Union (EU). [ABSTRACT FROM AUTHOR]

Brexit has brought tensions in European and (especially) British politics. This article illustrates the rationale, scope and research questions of the special issue, which investigates the first Brexit effects in the five years following the 2016 referendum. Taking the distribution of political power as our primary focus and analysing mainly – though not exclusively – British politics, we trace the first developments in the three domains of politics, polity and policy since the UK's decision to leave the EU. In the politics domain, after the political uncertainties surrounding the referendum period, we detect a return to the power-hoarding dynamics typical of the Westminster model. However, the territorial and constitutional architectures of the British polity are under considerable strain, with Brexit strengthening the nationalistic movements in Scotland and Northern Ireland. In the policy domain, despite strong common interests, Brexit has failed to produce cooperative EU–UK arrangements in finance and foreign policy. [ABSTRACT FROM AUTHOR]

Social care provision across high-income countries has been transformed over the last ten years by personalisation – a policy agenda to give people with eligible support needs more choice and control over their support. Yet the ideological underpinnings of this transformation remain highly mutable, particularly in the context of reduced welfare provision that has unfolded in many nations advancing personalisation. How the policy has manifested itself has led to an expectation for people to self-build a life as individual consumers within a care market. This article draws on a study exploring how people with learning disabilities in England and Scotland are responding to the everyday realities of personalisation as it is enacted where they live and show the relationality inherent in their practices. We propose that the personalisation agenda as it currently stands (as an individualising movement involving an increasing responsibilisation of individuals and their families) ignores the inherently relational nature of care and support. We propose that social care policy needs to recognise the relational ways in which people build their lives and to advocate a redistribution of responsibility to reduce inequalities in the allocation of care. Factory occupations are rare and sporadic events which shed light on the processes associated with the collective mobilization of workers' power. This article utilizes Kelly's agential and Atzeni's structural explanations of worker mobilization to examine two disputes which took place during Britain's long experience of deindustrialization: the occupations of Caterpillar's tractor factory in Uddingston, Scotland, during 1987 and Vestas' wind turbine plant on the Isle of Wight during 2009. Each occupation shared the context of multinational divestment and collective workforce grievance based on a common perception that their plant was economically viable and vital to the local economy. However, contrasting sources of leadership mobilized this sentiment in each case: union stewards from within Caterpillar, socialist activists from outside at Vestas. The article concludes that an effective explanation of occupations must synthesize structural and agential factors, emphasizing the coalescing role of activist networks and workers' perceptions of their labour's social utility. The paper reports a study that examines how to determine if a road traffic collision took place in daylight or in the dark. An innovative method was developed, based on solar altitude, to establish cut-off points of daylight and darkness determined from a study of daylight availability in England, Scotland and Wales. This approach provides a rigorous method to differentiate daytime and night-time collisions. The criteria were used in a study of the collisions reported in the STATS19 data set for the weeks either side of the clock changes that are necessary between Greenwich Mean Time and British Summer Time. By comparing periods with the same clock time either side of the time change, using the aforementioned method, it was possible to isolate collisions within the same time period that during one week occurred in darkness and in the other week in daylight. The initial finding was that there are 19.3% more collisions in the dark periods and there is an even greater increase (31.7%) in pedestrian injuries. [ABSTRACT FROM AUTHOR]

Aims and objectives: This paper aims to examine the acquisition of phonetics and phonology in the context of Scottish Gaelic immersion schooling. I explore the effect of differing home language backgrounds among primary school children on the production of laterals and stop consonants. Design/methodology/approach: Acoustic analysis was performed on Gaelic and English speech data collected from children in Gaelic Medium Education in the Outer Hebrides, Scotland. Data and analysis: Word list data were collected from 18 children aged 7–11 and analyzed using measurements of formants and duration of stop phases. Half of the sample had little or no exposure to Gaelic in the home, while the other half had differing degrees of family input. Statistical analysis was conducted using Conditional Inference Trees. Findings and conclusions: This study finds that any initial differences between children who enter Gaelic Medium Education as fluent speakers and those who do not are leveled out by late primary school, at least in terms of pronunciation. I suggest that leveled varieties of minority languages can develop in pre-adolescence in peer group settings such as minority language education. Originality: This study is the first to examine phonetic and phonological acquisition in Gaelic-English bilingual children. It is one of a small number of studies to examine bilingual phonological acquisition in immersion schooling. The study supports recent research exploring the development of peer group varieties among young minority language speakers. Significance and implications: This research aims to expand traditional models that consider the extent of exposure to two languages as key in predicting phonetic and phonological production. I suggest that the impact of the peer group and the context of language use are also significant factors. Results suggest potential development of education varieties of Gaelic. In this paper I explore how the culture of land-use planning in Scotland has been targeted as an object of modernising reform, exploring how ‘culture change’ initiatives played a prominent role in stabilising a new settlement around ‘open for business’ planning between 2006 and 2012, containing potential tensions between diverse goals to make planning more efficient, inclusive and integrative. This highlights the potentially significant role of governance cultures in containing tensions and securing consent to processes of state restructuring. I therefore argue that greater empirical attentiveness to the cultural micro-politics of state restructuring can improve understanding of complex, contemporary dynamics of change, and the contested role of the neoliberal hegemonic project in reshaping urban governance. I conclude by arguing that the continued power of neoliberal critiques of the inefficiency of land-use planning indicate a need to acknowledge and engage contemporary cultural battles over the purposes of planning and urban governance. The growing policy focus since the 1970s in Scotland, the UK and internationally on ‘community’, community development and community ownership and enterprise has facilitated a certain growth of the community sector and therefore of concern for related discussions of theory and practice. This paper positions this turn to community within the shifting global political economic context, in particular the rolling out of the neoliberal state internationally from the 1980s and a related urban crisis management of structural inequality (Brenner and Theodore, 2002). By focusing on the emergence of community anchor organisations – understood in the UK context as multi-purpose, local community-led organisations – within Scottish and UK policy-making since the 2000s, the central dilemma for critical community sector theory and practice of sustaining a local egalitarian vision and practice (Pearce, 2003) given this neoliberal context is explored. A Scottish urban community anchor provides an illustration of this challenge for theory and practice and of how it can be re-considered through discussions of ‘progressive mutualism’ (Pearce, 2009) and ‘resilience, re-working and resistance’ (Cumbers, 2010; Katz, 2004). The term ‘digital justice’ has been used by the Scottish Government to delineate the potential of information and communication technology (ICT) in its civil, administrative and criminal justice systems. This paper concentrates on the latter area, outlining the content of the original 2014 digital justice strategy document and the subsequent Holyrood conferences used to promote it (Scottish Government, 2014). It notes gaps in the strategy, not least a failure to specify what human beings could and should be doing in digitized justice systems, and ambiguity about the endpoint of ‘full digitization’, which could be very threatening to existing forms of professional practice. It sets the policy debate in the broader context of increasing automation and the more critical literature on digitization, concluding with recommendations for a revised policy document, ideas which may be of interest outside Scotland. The category of not in employment, education or training (NEET) refers to young people who are recorded as neither in paid employment nor formal education either at one time point, or for a continuous period. This article assesses levels of employment scarring for those aged 36–39, at Census 2011 (prime employment years) who were recorded as NEET when aged 16–19 at Census 1991 in Scotland. Outcomes are compared for those who moved from NEET into economic activity and by gender. We find evidence that NEET status leads to long-term scarring associated with economic inactivity and unemployment and that this is only partially offset for those who moved from NEET in 1991 to be economically active in 2001. The results also highlight gendering of NEET outcomes. NEET may be a category borne of administrative convenience, rather than sociological consistency but, as intended, it captures a group who experience disadvantage. [ABSTRACT FROM AUTHOR]

Introduction: Type 2 diabetes is a chronic health condition that requires ongoing self-management. This often includes changes in diet, which may be open to influences from relatives. Family support in terms of diet may be linked with gender and the assumption that meal preparation is a traditionally female activity. This article looks at the role of gender in diet management in people with type 2 diabetes and their relatives. Methods: Seventeen semi-structured interviews were conducted with 23 participants (10 people with type 2 diabetes, 13 relatives of people with type 2 diabetes) in Scotland, UK. The aim was to uncover changes people have made to their diet following diagnosis of type 2 diabetes in oneself or a family member. Data were analysed using Framework Approach. Findings: Female relatives were more likely to manage the patient's diet while male relatives provided support but were less likely to monitor the person's diet. Female patients may prioritise the needs of their family while male patients are more likely to rely on their female relatives in terms of diet management. Discussion: The study findings have implications for family-based interventions as gender may play a crucial role in the management of type 2 diabetes. [ABSTRACT FROM AUTHOR]

This paper considers the origins and traces the history of the Social Fund, an ideologically-motivated social policy departure of the Thatcher era. It identifies the controversy, in research communities amongst others, which surrounded the establishment of the Fund, and considers the evidence of recurring difficulties in its practical operation over a thirty-year period. It then turns to the Coalition administration in Westminster’s decision to divest itself of responsibility for key parts of the Fund, devolving such obligations to local authorities in England, the Parliament in Scotland and the Assembly in Wales. The paper sets out a comparison of the approaches being developed to discharge the Fund’s prior responsibilities in the three nations. It concludes that the essential policy thrust lies in a determination to roll back central state obligations in poverty relief and income maintenance which had hitherto been accepted by all post-war administrations. This paper reports the number of sex workers in Scotland and England who are in contact with specialist services for sex workers. Then, using methods and multipliers derived from the frequently quoted Kinnell study (1999) the paper provides various updated estimates of the wider population of sex workers. We point out the limits of our estimates and the methodological difficulties of estimating the size of this hidden population. Urban regeneration (UR) programmes are recognised as a type of Population Health Intervention (PHI), addressing social and health inequalities. Policy recommends programmes involve communities through engagement and empowerment. Whilst the literature has started to link empowerment with health improvement, this has not been within an UR context. As part of broader research on the economic evaluation of community empowerment activities, this paper examines how health gains can be generated through promoting empowerment as well as identifying whether feelings of empowerment are associated with residents personal characteristics or perceptions of their neighbourhood. Using 2011 Community Health and Wellbeing Survey (GoWell) cross-sectional data, ordinal logistic regression and simple linear regression analysis of 15 Glasgow neighbourhoods undergoing regeneration with 4302 adult householders (≥16 years old) was completed. Analyses identified strong associations (P≥ 0.05) between empowerment and the mental health subscale of the SF12v2 and with several items of the Warwick-Edinburgh Mental Well-being Scale (WEMWBS) scale. Furthermore, residents’ who felt more empowered reported more positive attitudes towards their surroundings and housing providers. This concurs with recent evidence of the importance of residents’ psychological investments in their neighbourhood influencing their sense of place attachment. Such analyses present initial evidence of the value of investing resources within UR programmes to activities geared towards increasing residents’ empowerment as a means of producing those health gains often sought by more costly aspects of the programmes. Abortions in general, and second trimester abortions in particular, are experiences which in many contexts have limited sociocultural visibility. Research on second trimester abortion worldwide has focused on a range of associated factors including risks and acceptability of abortion methods, and characteristics and decision-making of women seeking the procedure. Scholarship to date has not adequately addressed the embodied physicality of second trimester abortion, from the perspective of women’s lived experiences, nor how these experiences might inform future framings of abortion. To progress understandings of women’s embodied experiences of second trimester abortion, we draw on the accounts of 18 women who had recently sought second trimester abortion in Scotland. We address four aspects of their experiences: later recognition of pregnancy; experiences of a second trimester pregnancy which ended in abortion; the “labour” of second trimester abortion; and the subsequent bodily transition. The paper has two key aims: Firstly, to make visible these experiences, and to consider how they relate to dominant sociocultural narratives of pregnancy; and secondly, to explore the concept of “liminality” as one means for interpreting them. Our findings contribute to informing future research, policy and practice around second trimester abortion. Background: Diabetes and eating disorders are frequently comorbid. This particular comorbidity is not only often poorly recognised, but is difficult to treat and has a high mortality. Method: In this article, we will briefly review the relationship between diabetes and eating disorders. We will review the current NICE and other guidance and reports concerning both diabetes and eating disorders in the United Kingdom. We will then describe the recommendations of the 2018 Welsh Government Eating Disorder Service Review and the 2021 the Scottish Government Eating Disorder Service Review regarding diabetes and eating disorders, which will lead to service change. Conclusions: We conclude that this is a relatively underdeveloped but important area where there needs to be further service development and more collaboration between diabetes and eating disorder services. This paper examines whether receipt of a Regional Selective Assistance (RSA) grant has a causal impact on plant total factor productivity (TFP). To tackle the problem of self-selection into the treatment group, propensity score matching is employed. In order to control for the endogeneity of other variables in the model, estimations are performed using the system GMM estimator. This paper explores how far policy-makers understand the structure of the development industry, the perceived characteristics of developers and the extent to which such actors can be considered policy-responsive. If these matters are poorly understood, the effectiveness of planning policy may be undermined, especially where the private sector is responsible for undertaking most development. The paper is based upon empirical research on the Scottish Executive’s perceptions of, and policy stances towards developers between 1999 and 2007. It finds that the Executive appeared to have only limited understanding of what drives the development process or motivates individual developers and seemed unfamiliar with important differences within the industry, sectorally and geographically. Instead, ‘the notional property developer’ was incorrectly conceived as a malleable and potentially compliant partner with shared objectives to the State. Selective migration flows are thought to be a key means by which the intended benefits of area-based initiatives `leak out' of target areas, undermining their effectiveness. To date, direct evidence on the scale or impact of these flows has been weak since they are difficult to assess using survey methods. Using 2001 census data for England and Scotland, this paper looks at the scale and composition of flows for deprived neighbourhoods with a particular focus on educational attainment. It analyses the impacts of these flows on the characteristics of deprived areas, exploring differences between regions and comparing neighbourhoods involved in two major regeneration programmes with other deprived areas. The paper shows that selective migration flows do serve to reinforce spatial segregation but that the scale of this effect appears very modest and that impacts vary between regions. This paper reviews previous studies and reports on the first stage of a series of field studies developed with the aim of assessing the performance of ventilation systems currently in use in public houses where smoking is permitted. Established ventilation theory is used to hypothesize the behaviour of these systems predicting that exposure to environmental tobacco smoke will be substantially reduced. The problems associated with conducting field studies in buildings of this nature are discussed, and the results of some representative studies are presented. The effectiveness of the ventilation systems is clearly demonstrated. Limitations of the study are identified and further work is proposed. Practical application: This paper informs the current debate on the value of ventilation systems in spaces where smoking is permitted. Despite the proposed ban on smoking in public places in England and the ban in Scotland there will be a variety of exemptions where the building is also someone's place of residence. Internationally, alternatives to a ban including the better use of ventilation systems are under consideration. In addition to making the case for the use of ventilation, the paper provides some interesting pointers on innovative supply strategies for this application. [ABSTRACT FROM AUTHOR]

The article focuses on the use and awareness of Electronic Information Services (EIS) by the students of Glasgow University. Interest in the usage of EIS by students at Glasgow University developed out of an earlier project, which focused specifically on the use of library and information services by staff and researchers. This led to contacts with the School of Information Management at Leeds Metropolitan University where similar work had been done and to a joint interest in student usage of EIS. It reports on two surveys conducted in March 2002 and October 2002-February 2003 respectively and thus offers a longitudinal perspective. The questionnaires were administered both on paper and electronically and the results compared but no differences in data collected could be detected. The results showed a growth in usage in the relatively short period between the two surveys and subject area studied proved to be the main determinant of EIS usage, followed by integration into the program.

The establishment of the EU's Rural Development Regulation (EC 1257/99) reflects the continuing efforts of policymakers to develop integrated policy initiatives for the pursuit of sustainable rural development. The resulting changes have been given added impetus in UK regions by the emergence of new forms of rural governance under devolution. This process is also highlighting the need for governments to respond flexibly to distinctive ruralities, as well as the scope for developing greater 'joined-up' policy making at the point of implementation. These agendas also present a considerable challenge to the management and evaluation of public policy: objectives have multiplied, become more nuanced, yet may not always be straightforwardly compatible. Thus, policymakers and evaluators alike are being compelled to find new ways of deliberating trade-offs, as well as constructing coherence in policy-making and delivery processes among different policy actors and sectors. Policy evaluation is playing an important, yet problematic role in this search for coherence, and this paper reports on the application of a policy appraisal methodology (the 'Cardiff Methodology') to two complex sets of issues facing rural Scotland: the scope for making schemes of public assistance to rural land uses more streamlined, more participative and conditional on compliance with other regulatory requirements; the compatibility of current and emerging transport policies with rural development objectives. The methodology seeks to support the deliberation of issues lying at the interface between sectoral policy objectives, and focuses on identifying the scope for action at the Scottish level in respect of these issues. The paper concludes with some interim findings about the utility and application of the policy evaluation methodology, and considers some wider implications for this new 'evaluation paradigm' in rural governance. While parents have long received guidance on how to raise children, a relatively new element of this involves explicit references to infant brain development, drawing on brain scans and neuroscientific knowledge. Sometimes called 'brain-based parenting', this has been criticised from within sociological and policy circles alike. However, the engagement of parents themselves with neuroscientific concepts is far less researched. Drawing on 22 interviews with parents/carers of children (mostly aged 0–7) living in Scotland, this article examines how they account for their (non-)use of concepts and understandings relating to neuroscience. Three normative tropes were salient: information about children's processing speed, evidence about deprived Romanian orphans in the 1990s, and ideas relating to whether or not children should 'self-settle' when falling asleep. We interrogate how parents reflexively weigh and judge such understandings and ideas. In some cases, neuroscientific knowledge was enrolled by parents in ways that supported biologically reductionist models of childhood agency. This reductionism commonly had generative effects, enjoining new care practices and producing particular parent and infant subjectivities. Notably, parents do not uncritically adopt or accept (sometimes reductionist) neurobiological and/or psychological knowledge; rather, they reflect on whether and when it is applicable to and relevant for raising their children. Thus, our respondents draw on everyday epistemologies of parenting to negotiate brain-based understandings of infant development and behaviour, and invest meaning in these in ways that cannot be fully anticipated (or appreciated) within straightforward celebrations or critiques of the content of parenting programmes drawing on neuropsychological ideas. For newly independent states, constitution-building can be a defining moment: a time when national identities are asserted, values and norms articulated, and founding myths created. The constitution-building process is a critical juncture between the divergent paths of stable and well-functioning democracy, on one hand, or persistent instability, coups, repression, and state failure, on the other. But what is the proper relationship of constitution-building to state formation? Should constitution-building occur before or after state formation? Or should the two processes somehow proceed in parallel? To address these questions in a Scottish context, this article draws on state-formation and constitution-building processes in the Westminster-derived tradition. The article considers the advantages and disadvantages of these sequences, and discusses the circumstances in which they might be applicable.
