Acknowledgements are usually a minor part of scientific papers, but they serve a very important function. This section of the manuscript is normally reserved to thank those who offered assistance, but not enough to merit authorship, funders, or any other people or organizations or artificial intelligent tools that may have in any way been directly associated either with the research reported in that study, or with the published paper. Despite this, it is not uncommon to see wide disparities in ethics and author guidelines pertaining to acknowledgements, as was observed in 45 publishing-related entities (journals, publishers, preprints, ethics organizations, open access aggregators) that were assessed in this study. Greater standardization is required, especially among members of ethics policy groups such as the Committee on Publication Ethics or the International Committee of Medical Journal Editors. In an international policy environment of intensified high-stakes accountability, pupil assessment data are an invaluable commodity and critical indicator of both school and teacher effectiveness. Teachers' engagement with pupil data and the associated experiences of increased accountability are of great consequence, and highly contentious for perceptions and experiences of policy. In the context of the English primary school, this paper explores the progressively tactical nature of teachers' enactment of assessment policy, and the impetus to 'make the data look good'. It draws upon an empirical study of rich qualitative data from 42 interviews with 22 primary teachers employed in the South-East of England. The findings add to an evolving field about 'gaming', and particular consequences for teacher identity are discussed. The paper further advances insights about teachers' experiences of 'in-school assessment' as pertinent for understanding gaming. It locates the pupil progress meeting as an iteration of teacher accountability and performativity, and particular site of contestation, and a specific contribution to knowledge in this regard. This paper engages, Sara Ahmed's theorising on 'the uses of use' to frame an analysis of the hidden, embedded effects of standardised testing policy that have become normative practice/s in Queensland, Australia. It (re)examines data from an ethno-case study into the datafication of assessment and learning over one school year, in primary and secondary schooling contexts, to understand the uses of the National Assessment Program – Literacy and Numeracy (NAPLAN) in a new, critical light. We explore schools' contemporary uses of NAPLAN – intended or otherwise – to demonstrate how the policy effects of NAPLAN have become insidiously submerged within the daily practices in schools. Drawing on interviews with 27 teachers and seven school leaders, classroom and staff meeting observations, and artefact data, we reveal the invisible yet profoundly altering presence of NAPLAN and its consequences. Specifically, we analyse the ways in which NAPLAN practices, structures and technologies are both hidden and yet manifestly altering as a) practices that disappear into their uses, becoming unidentifiable and routine; and b) practices that follow well-used pathways that further embed particular uses. We counter rhetoric of NAPLAN normativity and complacency, instead demonstrating that its current uses, while not originally intended, are insidious and profound. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this paper is to explore the legislative framework that governs whistleblowing in the UAE. Design/methodology/approach: The paper examines social perceptions and practical challenges related to the act of whistleblowing. It focuses on the effectiveness, limitations and implications of the current legal status of whistleblowing in the UAE. Findings: The UAE does not have a unified legal framework that governs whistleblowing and whistleblower protections like in the case of the USA. Therefore, there is an urgent need for comprehensive federal regulations that will apply to all sectors across the entire UAE. Each emirate and economic zone can then model their whistleblowing regulations against the federal law to ensure consistency and uniformity in application. The UAE will also benefit from public awareness and education programs to address the conservative culture that discourages whistleblowing. Most importantly, corporate governance and culture are central to the success of existing laws considering the overreliance on organizations and employees. Originality/value: The paper provides a robust and analytical discussion of the whistleblowing laws and regulations in the UAE to dissect current practices and implications for future practice. Purpose: This paper introduces the special issue on Race and Accounting and Accountability. In so doing, it explores racism in its historical and contemporary forms, the role of accounting and accountability in enabling racism and racial discrimination and also efforts of redress and resistance. Design/methodology/approach: We reflect on several critical themes to demonstrate the pervasive and insidious nature of racism and, review the literature on race and racism in accounting, focusing on studies that followed the seminal work by Annisette and Prasad (2017) who called for more research. We also review the six papers included in this special issue. Findings: While many overt systems of racial domination experienced throughout history have subsided, racism is engrained in our everyday lives and in broader societal structures in more covert and nuanced forms. Yet, in accounting, as Annisette and Prasad noted, the focus has continued to be on the former. This special issue shifts this imbalance – five of the six papers focus on contemporary racism. Moreover, it demonstrates that although accounting technologies can and do facilitate racism and racist practices, accountability and counter accounts offer avenues for calling out and disrupting the powers and privileges that underlie racial discrimination and, resistance by un-silencing minority groups subjected to discrimination and injustice. Originality/value: This introduction and the papers in the special issue offer rich empirical and theoretical contributions to accounting and accountability research on race and racial discrimination. Purpose: Severe inequality from climate change exists between the Global North and Global South. The North significantly contributes to climate change yet retreats to protect itself against its harmful impacts. Conversely, members of the Global South bear the brunt of the climate crisis with limited protection against its destructive effects. Climate justice aims to address this inequality. This paper explores the effects of climate change reforms and policies that have been established to foster accountability and climate justice. Design/methodology/approach: This research follows a qualitative exploratory case study method. It draws on a supply- and demand-led approach and local accounts to analyse the (in)effectiveness with which six national and international reforms and policies have achieved accountability for climate justice. The research analysed a variety of empirical documents including contemporary research, reports, academic literature, non-government and government documents and policies, media releases and Pacific Islander accounts. Findings: Climate change reforms and policies, which come together to form supply-side accountability, have largely failed to engender accountability in the Global North for the impacts of climate change. Nor have they mitigated climate change to any tangible extent at all. This has created a system of modern-day climate apartheid. Improving accountability and remediating climate injustices going forward will require a focus on demand-led instruments and accountability, which includes the voice of citizens. Originality/value: This paper responds to AAAJ's special issue call for examining accounting and accountability with regard to environmental and climate racism. To assess the potential of a paper diary for strengthening accountability in public agricultural extension services. Therefore a paper diary called 'Diary for Agricultural Extension Officers' was developed and tested in Uganda. A qualitative case study research approach was applied for the development and assessment of the diary. Data were collected using focus group discussions and individual face-to-face interviews. Data analysis was conducted using the content analysis method. Paper diaries can strengthen accountability in public agricultural extension services by enabling alignment of the extension activities of the field agents to the goals of the extension service and to the needs of the beneficiaries, in addition to mitigating information asymmetry about the extension activities. However, the implementation of paper diaries requires sensitization of the beneficiaries on the need for verification and feedback. This study is centred around addressing a practical problem of field agents' accountability and results have the potential to improve management of public services such as agricultural extension. Moreover, the findings could also be relevant for all types of organizations and service delivery methods. This study expanded the boundaries of the principal-agent theory by applying it to the accountability of agricultural extension services using paper diaries, which have hitherto not been widely applied. This study advances the debates of accountability and coordination of agricultural extension services by assessing the potential of a paper diary as the literature has to date assessed the potential of electronic diaries. Purpose: Most football clubs were founded by members of the local community within which they are based. The success of a club is built on the time, effort and resources given by these locals, which is offered due to the benefits that football promises to the community in return. However, the game has increasingly been dominated by a focus on financial (monetary) value, at the expense of such benefits being delivered to the clubs' local communities. This article examines a need for deliberation over what accountability is owed by football clubs to their local communities in the context of questioning what and for whom football is for. Design/methodology/approach: This exploration is undertaken within the context of the English game, where a series of issues has resulted in the UK Government undertaking a "fan led review of football governance". The report produced by this review is analysed to understand whether the contents and recommendations enters the debate over what accountability is owed to local communities. Findings: While the UK Government's fan led review recognises the pivotal role of local communities in the formation of the English game, its focus and resulting recommendations are mostly on the financial sustainability of the clubs. The analysis demonstrates that, due to their focus on financial value, the implementation of the report's recommendations is more likely to exacerbate the underlying issues rather than resolving them. Originality/value: The call for deliberation over whether and what accountability is owed to local communities has been repeated over time. The UK Government's fan led review provided an important opportunity to engage in that deliberation. Organizational maturity can inform decision-making, build strategy and underpin development. This paper argues that 'Governance Maturity Theory' (GMT) can act as a developmental modality for school Governing Bodies – and offers an alternative to disciplinary mechanisms such as inspections. Evidence generated by governors, Chairs, and Governance Professionals of Boards in England were used to map the value of inspections for developing school governance and to co-construct GMT. Grounded in organizational maturity theory and governmentality, the project developed two key findings. First, despite inspections driving much of what schools and Boards did, they had diminished the role of governance and had negligible value as either a developmental framework or for ascertaining the value of governors' work. Second, GMT could support Boards to build their decision-making and strategic leadership capabilities and drive their development. The paper concludes that GMT can enable Boards to resist the inspectorate's gaze and its notions of undemocratic 'good' governance and move towards mature strategic leadership. Background: Public and patient involvement is critical to ensure that research is relevant and addresses what matters most to the person through co-production. Involvement at the design stage where ideas for research are developed prior to formal ethical approval, can positively influence the direction of research design, methods, and outcomes. Although ethical approval is not required at this stage, being ethically conscious is imperative to prevent unwarranted unethical practices. To ensure this, the public and patient intervention at the design stage of a doctoral research project was benchmarked against Pandya-Woods 10 ethically conscious standards and the INVOLVE values and principles framework. Ethical approval was also gained for publication. Main body: Patient and public involvement was undertaken with two diverse patient and public groups as an agenda item in their regular Teams meeting. Thoughts on the research project, the timeline, what matters most to the individuals in the group with regarding the design and outcomes from the research, the best method for data collection for public research, and next steps were discussed. Conclusion: Public and patient involvement had a positive influence on the design and outcomes of a doctoral research proposal and held the researcher accountable for impact of the research on the public. Positive changes to the research from working with public and patients exploring 'what matters to you' included: An ontological change in the way that the research was conducted, identification of some main themes to run as a thread throughout the research, development of content for an international scoping review, identification of the best method for data collection for patient research, and accountability of the researcher to write a plain English summary at the beginning of each thesis chapter, and a summary report at the end for dissemination. Plain English summary: Public and patient involvement (PPI) is encouraged at every stage of research to make sure that research is relevant, and addresses what matters most to the person by working together as equal partners. This commentary reflects on how PPI at the beginning of a research idea can positively influence the design, methods, and outcomes of the research. This stage of research is known as the 'design phase'. It is important that although ethical approval is not needed for this phase, that the researcher acts in an ethically conscious way. The doctoral research 'What factors and influences demonstrate quality and impact of the Southeast Consultant development Programme?' commented on in this paper, has been mapped against some standards and has gained ethical approval for publication. Two public and patient groups (PPG) were approached to be involved in the design phase of this research as an agenda item in their regular meeting. The PPG lead sent an involvement information sheet and consent form prior to the meeting to aid decision making whether to attend or not. Those involved could leave at any point and all discussion was anonymised. The PPI positively influenced the research in the following ways: A change in the way that the research was conducted. Identification of main themes to be addressed based on 'what matters to me'. Development of content for an international scoping review. The best method for patient research. Accountability held of the researcher to write a plain English summary at the beginning of each thesis chapter and a summary report at the end. [ABSTRACT FROM AUTHOR]

A risk-based reinterpretation of Weber's ethic of responsibility can resolve core problems of professional ethics (the role of values, the multilevel problem, etc.) and address current issues—such as the social responsibility of professions or the accountability of professionals. From this perspective, professions as organizations and professionals as their individual members share and distribute responsibility (and risk) in that the primary responsibility of a profession is to provide domain-specific quality standards, while that of individual professionals is to be able to justify service against those standards on a case-by-case basis. Purpose: The study examines how calculative practices and accountability appear in a rural community of marginalised people in Egypt who depend on jasmine plantations that contribute to the production of global essences. Design/methodology/approach: The data were collected from various sources, namely conversations with villagers, documents and relevant videos and news available on social media and the Internet. This study draws on the concepts of social accountability, the politics of blame avoidance and using calculative practices as a language to explain accountability in context. Findings: The author found a lack of accountability on the part of the government and business owners, with serious implications for the livelihoods of people in a community that has been wholly dependent on jasmine plantations for a century. Power holders have deployed a blame-shifting game to avoid social responsibility. In response, calculative practices rather than advanced accounting tools are used by the poor in the community to induce power holders to be accountable. Social implications: The findings of this study show that authorities need to take proactive steps to address the disadvantaged position of powerless people in the lower echelons of society, recognising their accountability for those people. Originality/value: This paper enhances the understanding of the status of calculative practices and accountability in a community of marginalised people who contribute to the production of global commodities. The paper also enhances the understanding of what goes on behind the scenes with popular and prestigious commodities, whose development is initiated in poor countries, with the end product marketed in rich Western countries. Professional accountability is considered important to the legitimacy and survival of a profession. Prior research has examined the role of top-down scrutiny by audiences, such as supervisors, regulators, and certification agencies, in improving professional accountability. But the advent of social media platforms has increasingly enabled the bottom-up scrutiny of professionals—especially professionals on the front line—by audiences such as customers and the public. In this research, I examine how and when bottom-up scrutiny through social media (hereafter, social media scrutiny) impacts the accountability of frontline professionals. Conducting an ethnography of 911 emergency management organizations, I find that social media scrutiny of 911 call-takers—the frontline professionals in this setting—can obscure rather than improve professional accountability. I elaborate on how, why, and under what conditions social media scrutiny pushes frontline professionals to deviate from their mandate, which, in turn, obscures their sense of professional accountability. These processes also generate spillover effects on the everyday work and mandate of downstream professionals (e.g., 911 dispatchers, police officers), producing a cascading set of unintended consequences that further obscures accountability for multiple actors across the professional ecosystem. Purpose: This paper aims to fill gap in the literature and explore policy options for resolving the problems of accountability by framing three research questions. The research questions are (i) whether certain elements of Scott's (2014) institutional pillars attenuate (accentuate) corporate and public accountability; (ii) whether the presence of ruling party-affiliated enterprises (RPAEs) create an increase (decrease) in the degree of corporate (public) accountability; and (iii) whether there is a particular form of ownership change that transforms RPAEs into public investment companies. Design/methodology/approach: Using a qualitative research methodology that involves term frequency and thematic analysis of publicly available textual information, the paper examines Mechkova et al.'s (2019 forms of government accountability. The paper analyzes the gaps between the de jure and de facto accountability using the institutional pillars framework. Findings: The findings of the paper are three. First, there are gaps between de jure and de facto in all three (vertical, horizontal and diagonal) forms of government (public) accountability. Second, the study finds that more than three fourth of the parties that contested the June 2021 election did have regional focus. They did not advocate for accountability. Third, Ethiopia's RPAEs are unique. They have regional focus and are characterized by severe forms of agency and information asymmetry problems. Research limitations/implications: The main limitation of the paper is its exploratory nature. Extending this research by using cross-country data could provide a more complete picture of the link between corporate (public) accountability and a country's institutional pillars. Practical implications: Academic research documents that instilling modern corporate (public) governance standards in the Sub Sahara Africa (SSA) region has shown mixed results. The analysis made in this paper is likely to inform researchers and policymakers about the type of change that leads to better corporate (and public) accountability outcomes. Social implications: The institutional change proposed in the paper is likely to advance the public interest by mitigating agency and information asymmetry problems and enhancing government accountability. The changes make the enterprises investable, save scarce jobs, enhance diversity and put the assets in RPAEs to better use. Originality/value: To the best of the authors' knowledge, this is the first paper that uses the institutional pillars analytical framework to examine an SSA country's corporate (public) accountability problem. It demonstrates that accountability is a domestic and a (novel) traveling theory. The paper identifies the complexity of resolving the interlock between political institutions and business enterprises. It theorizes that it is impossible to instill modern corporate (public) accountability standards without changing regulatory, normative and cultural cognitive pillars of institutions. Before the COVID-19 pandemic, the multi-tiered system of supports (MTSS) framework was established as a comprehensive, equitable approach for addressing urban students' academic, behavioral, and social-emotional needs. Still, confusion surrounded its implementation. On returning to in-person instruction, urban educators have been challenged to resurrect their school's MTSS framework while simultaneously confronting many other issues, such as increased student absenteeism, academic achievement deficits, and staffing shortages. Consequently, revisiting this matter is warranted, particularly concerning operating MTSS frameworks in high-poverty urban schools. Accordingly, this paper explains the design and operation of an MTSS and then discusses its historical evolution and current relevance. Next, the article identifies drivers of well-functioning MTSS frameworks while discussing the circumstances surrounding high-poverty urban schools. The paper concludes with a discussion of a core component of an MTSS framework that urban educators have identified as one for which they need more information: intensifying instruction. Properly addressing this component will equip urban educators with the foundational knowledge they need to design and implement an MTSS framework tailored to their unique circumstances. By utilizing the concepts of field, habitus, and capital inherited from Bourdieu, this study explores publicness as a social practice. In doing this, the paper problematizes publicness concerning accountability and public value and empirically explores the organization of social support delivery in Istanbul. We posit our research question: In what manners does publicness open up a space for collaboration and convergence in relation to accountability? The data gathering and analysis follow a qualitative methodology. We found different forms of publicness under three different conditionalities: (1) publicness as political authority based on hierarchization and centralization; (2) publicness as competing positions produced by diverse actors and their diverse positions taken beyond hierarchical relations; (3) publicness as social inclusion and diversity that is all‐embracing by employing more inclusive practices. Publicness relationally unfolds public value with and among formal rules, voluntary practices, and networks. By delving into constitutive elements of practice—symbolic capital and habitus—engaging in the field struggles of redefining and owning publicness, the paper goes beyond the conventional dichotomy of normative versus empirical conceptualizations of publicness and instead differentiates among distinct forms of publicness in different conditionalities and contributes to the literature by bridging publicness and accountability habitus. This paper documents the hopes, desires and structural betrayals experienced by young people attending transfer schools in New York City. Transfer schools enroll more than 15,000 students each year who are disproportionately young people of color, poor and working-class youth, from immigrant families, and youth with disabilities. Most have fallen behind on academic benchmarks. Many have been systematically pushed out of school through zero tolerance policies, high stakes testing cultures, and a lack of culturally relevant approaches to curriculum and pedagogy. This paper explores survey responses from 842 transfer school students, collected as part of a broader participatory action research study. Our analysis reveals that many transfer school students persist in the face of multiple obstacles that disrupt their educational progress, including material insecurity, previously alienating school experiences, housing insecurity, violence and struggles with mental health. Moreover, we find that students experience the transfer schools in this study as relationally rich, caring, intellectually rigorous, and mutually accountable learning communities that help them overcome obstacles that previously held them back. Our analysis confirms transfer school students' desires and persistence in the face of adversity and demonstrates the academic and socio-emotional commitments and impact of educators and counselors in transfer schools. Under current federal and state accountability frameworks, transfer schools are threatened by one-size-fits all metrics, punitive policies, and racialized austerity. As such, their importance and impact is consistently mismeasured and under-acknowledged. In this paper, we present evidence that these schools represent the radical rim of what is possible in public education, and we argue that we must support their efforts, honor their commitments, and establish a more equitable system for evaluating the essential work they do. Drawing on critical capitalism theory and the social responsibility theory of media, this paper explores the role of the state as a news media owner in contemporary European media systems and the capitalist context. It focuses on accountability and the relationships between the state, state-owned media outlets, and the public. Academic research to date has predominantly examined public service media (PSM) and the dichotomy of private versus public media, thereby overlooking other models of state ownership. The lack of clear regulations on the state's accountability as a media owner outside PSM at the EU level, along with uncertainties in national regulatory frameworks (such as those seen in Slovenia, and the recent reinstatement of state ownership of media in Serbia) raise concerns about the potential for abuse of power. These issues are particularly relevant in the current context of illiberal and authoritarian tendencies within modern European capitalist societies. [ABSTRACT FROM AUTHOR]

Due to the complexity of the nature and manner of committing corruption-related crimes, mechanisms to combat these crimes also require special requirements. One of the most important of these mechanisms is the establishment of national anti-corruption institutions, which specialize in combating corruption and have been expanding in recent years. This paper's findings, using a descriptive-analytical method and a comparative advantage measurement, indicate that the model of institutional unity is more compatible with the legal order of the Islamic Republic of Iran in contrast to institutional pluralism. Also, in designing the proposed single institution, the principles that have been ignored in the current anti-corruption institutions should be considered. Among the most important of these principles is the immunity of the anti-corruption institution's officials, the independence of the institution in providing financial credits and its internal and external accountability. The concept of policy entrepreneurs has gained increasing attention in studies of policy change, including climate policy and governance. It foregrounds the role of agency in understanding policy change. However, agency of policy entrepreneurs in the policy process is political and conceals the power that shapes how public problems and policies are framed and defined. Thus, policy entrepreneurs should be confronted with the challenge of generating legitimacy, accountability, and justice in their actions and the implementation of their targeted policy change. Drawing on political–philosophical theories of liberal and deliberative democracy as well as environmental and ecological democracy this paper outlines a conceptual framework for critical analytical as well as normative research on strategies and impacts of policy entrepreneurs on democratic governance, primarily in climate policy but also more generally. Empirical research on the strategies and impacts of policy entrepreneurs in recent policymaking on climate change mitigation in the EU and Sweden identifies several deficits related to the democratic principles of legitimacy, accountability, and justice. It is found that policy entrepreneurs from different social spheres use cultural–institutional entrepreneurship to influence beliefs and perceptions on problems and policies. In addition, it is found that public sector policy entrepreneurs use structural entrepreneurship on ideological grounds to change existing power relations in climate governance. In all, the paper brings ideology and politics into research on policy entrepreneurs. It is suggested that not only the strategies used, but also the ideologies of the actors that use them, are decisive for the impacts of policy entrepreneurs, and thus, whether their advocacy will adhere to democratic norms and facilitate or hamper a just transition to climate neutrality and sustainability. The paper ends with proposals on how policy entrepreneurs can act more democratically, how to deal with populist policy entrepreneurs wanting to erode democracy, and conditions for climate justice movements to take responsibility and act in a more entrepreneurial way. Purpose: The primary objective of this paper is to explore how space organizations can incorporate children and imagination in their accountability-based accounting and decision-making processes. Design/methodology/approach: This study centers on stakeholder engagement with children, specifically examining the drawing competition associated with the CHaracterising ExOPlanet Satellite (CHEOPS) space exploration mission. We employ a multidimensional research design consisting of both an interpretive approach to the 2,748 space-related drawings submitted by children across Europe to the CHEOPS drawing competition in 2015 and a content analysis of 46 media releases published by ESA and the University of Bern, the key partners of the CHEOPS mission. Findings: Our analysis of the children's drawings and the CHEOPS media releases indicates that the related organizations account for some of the children's visions and imaginations, but shortcomings exist in addressing the ethical and space environmental concerns related to space exploration. We explore implications for the space accounting agenda by applying the critical dialogic accountability framework proposed by Dillard and Vinnari (2019), which allows for a discussion on an outline for action by incorporating intergenerational equity (Thomson et al., 2018) and moral imagination (Werhane, 1999). Originality/value: This study offers a novel exploration of a largely overlooked yet crucial stakeholder group: children. By focusing on their unique perspectives and imaginative capabilities, the paper brings forth the voices of those who will inherit the future of space exploration. Employing children's drawings as a medium of symbolic communication, this research study offers fresh insights into their perceptions, particularly relevant to space accounting. Purpose: New Space activities offer benefits for human progress and life beyond the Earth. However, there is a risk that the New Space Economy may develop according to an anthropocentric mindset favouring human progress and survival at the expense of all other species and the environment. This mindset raises concerns over the social and environmental impacts of space activities and the accountability of space actors. This research article explores the accountability of space actors by presenting a pluralistic accountability framework to understand, inspire and change accountability in the New Space Economy. This study also identifies future research opportunities. Design/methodology/approach: This paper is a reflective and normative essay. The arguments are developed using contemporary multidisciplinary academic literature, publicly available evidence and examples. Further, the authors use Dillard and Vinnari's accountability framework to examine a pluralistic accountability system for space businesses. Findings: The New Space Economy requires public and private entities to embrace hybrid and pluralistic accountability for their social and environmental impacts. In an information society, as the volume of information distribution increases, it is expected that the damage caused by the press, such as libel and invasion of privacy, will increase further. Therefore, the scientific debate on media accountability has focused on media councils with their codes of ethics. In media councils' self-regulatory system, the balance among public trust, incentives for the media, and effective sanctions for those who violate the code of ethics are of paramount importance if the self-regulatory system is to function and produce results. This paper focuses on the function, performance, and evaluation of the Media Council in Mongolia. It will examine changes in individual behavior and the media in the light of network theory and clarify the role and function of the self-regulatory system. Through these, it will discuss the conditions for the success of the self-regulatory system, its applicability, and some challenges it faces for accountability and solidarity in the media industry. Purpose: This paper aims to identify, synthesise and critically examine the extant academic research on the relation between big data analytics (BDA), corporate accountability and non-financial disclosure (NFD) across several disciplines. Design/methodology/approach: This paper uses a structured literature review methodology and applies "insight-critique-transformative redefinition" framework to interpret the findings, develop critique and formulate future research directions. Findings: This paper identifies and critically examines 12 research themes across four macro categories. The insights presented in this paper indicate that the nature of the relationship between BDA and accountability depends on whether an organisation considers BDA as a value creation instrument or as a revenue generation source. This paper discusses how NFD can effectively increase corporate accountability for ethical, social and environmental consequences of BDA. Practical implications: This paper presents the results of a structured literature review exploring the state-of-the-art of academic research on the relation between BDA, NFD and corporate accountability. This paper uses a systematic approach, to provide an exhaustive analysis of the phenomenon with rigorous and reproducible research criteria. This paper also presents a series of actionable insights of how corporate accountability for the use of big data and algorithmic decision-making can be enhanced. Social implications: This paper discusses how NFD can reduce negative social and environmental impact stemming from the corporate use of BDA. In 2020, the IEEE/ACM Computing Curricula 2020 report, the ACM/AIS/ISCAP Undergraduate Model Curriculum, and the AASCB Standards for Business Accreditation were all released. Each expands on its predecessor to add aspects of disposition to the knowledge, skills, and capabilities in its curriculum. This curriculum is then used to shape, hone, and prepare graduates. Both the CC2020 and IS2020 reports specifically recommend a competency-based curriculum in which dispositions are both a relatively new addition as well as an addition that may be fraught as the consideration and/or adoption process proceeds. The competency model challenges Information Systems curriculum design in two key aspects that are the subject of this paper. First, the “disposition” dimension poses key challenges in the Information Systems discipline and provides a new area of focus in the literature on Information Systems curriculum development. Second, the inclusion of dispositions in the CC2020/IS2020 competency model provides an opportunity to explore interconnections that can be more informative than course containers, course descriptions, and lists of topics. We promote the uptake of the CC2020/IS2020 competency model by focusing on and advocating for dispositions as a means of accounting for, and designing for, students’ becoming as a complement to students’ application of skills and knowledge in the task environment. The “disposition” component of the competency model promises extended expression, facility of comparison, and clarity in exchange to bring utility and understanding in the Information Systems curriculum development process. Purpose: This paper explores how INGOs communicate their activities and achievements. In doing so, the study seeks to increase our understanding of INGOs' accountability practices. Design/methodology/approach: This paper uses thematic analysis to analyse 90 'leaders' letters' (the letters that many charities include at the beginning of their Annual Reports and Accounts), published by 39 INGOs between 2015 and 2018. Findings: This paper argues that within the Annual Report letters under consideration, INGOs' accountability practices focus on quantitative, process-driven, output reporting. In doing so, it is the actions and agency of INGOs that are primarily emphasised. INGO constituents are largely excluded from representation. Donors are presented only as contributors of financial capital. Drawing on field theory, the paper argues that this representational practice means INGO constituents are almost irrelevant to INGOs' representational and accountability communication practices. Originality/value: This paper is indebted to previous important work and, building on such scholarship, seeks to contribute to the ongoing conversation about INGO accountability. While reinforcing some prior knowledge, the findings here also differ in the understanding of how donors are portrayed. The paper extends previous analyses by using field theory to show that the INGO field as considered here is a space in which representations of accountability are based on organisational and transactional factors, and does not value the humanity of INGOs' constituents. Although states and international organizations are considered as active subjects in international law, non - state actors play an important role due to transition from international society to international community. Non - state actors such as I S I S could no longer remain with no accountability in international community in the perspective of public international law. The present paper tries to scrutinize the necessity of accountability of non - state actors in the context of non liquet in international law of responsibility in order to overcoming the related challenges. The law of international responsibility has a customary character and in addition to the formation of custom, it must be identified. International courts are considered as the best ones for its identification. Nevertheless, lack of the said tribunal which has jurisdiction is the huge problem. The articles of international law commission as the entity for the codification and progressive development of international law, in respect of international responsibility have not dealt with the responsibility of non - state actors, however their responsibility has not been denied and it has even provided a way to address it. In the absence of explicit provision in respect of international responsibility of non - state actors, it can be understood that the silence does not deny the international accountability of non - state actors. This paper aims to evaluate the different financial reporting guidelines used by governing bodies in public schools across 9 provinces. Therefore, developing an integrated financial reporting framework to improve accountability by SGBs that can be used by public schools in South Africa. This situation motivates the researcher to explore the lack financial reporting by SGBs in section 21 schools. The study also aimed to make recommendations to all stakeholders on how integrated financial reporting can promote accountability and transparency. The target population consisted of 56 section 21 schools in KwaZulu Natal province. A mixed methods approach was employed, and a questionnaire was developed and sent to participants using monkey survey. In addition, principals were interviewed one on one online using Microsoft Teams. SPSS version 25 was used to analyse the data, generating table and bar graphs. The findings revealed that the department of basic education should formulate the audit committee to monitor and evaluate financial statements of section 21 schools. The independent auditors should report back to the department of basic education not to the SGB to promote transparency and accountability. The study recommends that the current financial reporting structure can be improve by adopting integrated financial reporting framework where all stakeholders are actively involved. Ensuring accountability and integrity in MQTT communications is important for enabling several IoT applications. This paper presents a novel approach that combines blockchain technology and the interplanetary file system (IPFS) to achieve non-repudiation and data integrity in the MQTT protocol. Our solution operates in discrete temporal rounds, during which the broker constructs a Merkle hash tree (MHT) from the messages received. Then the broker publishes the root on the blockchain and the MHT itself on IPFS. This mechanism guarantees that both publishers and subscribers can verify the integrity of the message exchanged. Furthermore, the interactions with the blockchain made by the publishers and the broker ensure they cannot deny having sent the exchanged messages. We provide a detailed security analysis, showing that under standard assumptions, the proposed solution achieves both data integrity and accountability. Additionally, we provided an experimental campaign to study the scalability and the throughput of the system. Our results show that our solution scales well with the number of clients. Furthermore, from our results, it emerges that the throughput reduction depends on the integrity check operations. However, since the frequency of these checks can be freely chosen, we can set it so that the throughput reduction is negligible. Finally, we provided a detailed analysis of the costs of our solution showing that, overall, the execution costs are relatively low, especially given the critical security and accountability benefits it guarantees. Furthermore, our analysis shows that the higher the number of subscribers in the system, the lower the costs per client in our solution. One of the current challenges of democracy is the increasing complexity of governing and, consequently, increasing civil servant influence at the expense of elected representatives. This is also affected by what politician-civil servant relations look like and by contextual aspects, although knowledge about the extent and impact of this influence is selective. Thus, this paper examines civil servants' influence in evidently complex and resource-intensive processes by conducting a study of citizen dialogues in two rural Swedish municipalities. Expectedly, traits of this context can be recognised throughout the results. The findings point to the position of the involved civil servants as important to the level of civil servant influence in these processes. They further suggest that process complexity may contribute to amplifying already high civil servant influence. However, they also confirm expectations about civil servants' dispositions towards political legitimate processes, which appeared to dampen the impact of the skewed influence. I conclude that, with these contextual preconditions, the studied form of process can potentially increase civil servant influence. I also argue that, given the size and form of this study, this highlights the need for further studies in local rural contexts and local politician-civil servant relations. [ABSTRACT FROM AUTHOR]

Purpose: This paper follows the call for more future-oriented practices within organisations, particularly in relation to how they respond to growing concerns about Earth's sustainability and life on the Planet. This study aims to explore how the data produced by major scientific projects in the Space sector can support future-oriented accountability practices by enabling both a projection and an imagination of a more or less distant future, thereby feeding into accountability practices. Design/methodology/approach: We rely upon a multiple interpretative case study analysis and interview-based data from three main organisations in the Earth observation (EO) value chain: an International Space Company, a Research Centre of Energy Transition and a European Private Equity Firm. Findings: We find that future-oriented accountability practices can be fed by a creative assemblage of scientific data provided by Space sector's programmes with different sources of knowledge and information. These data are embedded into a broader accountability system, connecting different actors through a "value chain": from the data providers, gathering data from Space, to the primary users, working on data modelling and analysis, to the end users, such as local authorities, public and private organisations. The predictive data and expertise exchanged throughout the value chain feed into future-oriented accountability efforts across different time-space contexts, as a projected and imagined, more or less distant, future informs the actions and accounts in the present. Originality/value: This research extends the literature on the time dimension of accountability. We show how a creative assemblage of scientific data with different sources of knowledge and information –such as those provided by Space sector's programmes and EO data – enable organisations to both project the present into (a more or less distant) future and imagine this future differently while taking responsibility, and accounting for, what could be done and desired in response to it. We also contribute to the limited literature on accountability in the Space sector by examining the intricate accountability dynamics underpinning the relationships among the different actors in the EO data value chain. Accountability-era reforms have promulgated a discourse of crisis and a looming threat for public schools. While these threats negatively affect all, this paper focuses on how schools' responses to these threats shape novice Teach for America Corp Members' (CM) socialization. By analyzing nearly 6,000 daily reflections from 38 CMs about their experiences during a high-stakes cheating scandal, we argue that schools' responses indicated a threat rigidity response that allowed what we call the mesosystem of transgressions to occur. According to its own description, the biomedical meta-database PubMed exists "with the aim of improving health—both globally and personally." Unfortunately, PubMed contains an increasing amount of low-quality research that may detract from this goal. Currently, PubMed warns its users and protects itself from such problems with a disclaimer stating that the presence of any article, book, or document in PubMed does not imply an endorsement of, or concurrence with, its contents by the NLM, the National Institutes of Health (NIH), or the U.S. Federal Government. However, we are critical of a "disclaimer-only" stance and encourage PubMed to take further action against low-quality research being found and indexed in its database, and thus available for use. To address this problem, we offer two lines of reasoning to argue that PubMed should not function merely as a passive index of health-related research. Instead, we first argue that only trustworthy published research is able to further PubMed's goal of health improvement. Secondly, on the basis of surveys, we argue that researchers place a high level of trust in articles that are referenced in this meta-database. We cannot expect any one set of actors to ensure trustworthy content on PubMed, which requires collective responsibility among authors, peer reviewers, editors, and indexers alike. Instead, we propose a curation-based model that incorporates three mechanisms of collaborative content curation: open expert feedback on indexed content, journal auditing, and constant transparent reassessment of indexed entities. Following the genocides in Rwanda and Yugoslavia, the global community's vow of 'Never Again' is under scrutiny amid the severe human rights and humanitarian crisis happening in Palestine. Israel's current bloodshed in the Gaza Strip cast doubts about the global dedication to safeguarding humanity through the R2P doctrine. This research aims to analyse the intricate factors and reveal the shortcomings of the international community in preventing large-scale atrocities, particularly focusing on the failure of the United Nations (UN) and North Atlantic Treaty Organisation (NATO). The writers contend that global efforts to address the present human catastrophe in Gaza have been ineffective because of the politicisation of the Responsibility to Protect (R2P) doctrine. This politicisation demonstrates both the doctrine's inherent faults and the underlying power politics of key actors in the UN. By examining the intricacies and the failure of qualitative analysis of existing data, the study shows how political interests overshadow the commitment to protect human rights and prevent suffering in Gaza. The research highlights the urgent need for measures to identify contributing factors. Non-governmental organizations (NGOs) play a critical role in the response to human displacement yet face competing pressures. One ongoing site of displacement is among the 1.1 million Rohingya persons living in refugee camps in Bangladesh. NGOs are party to the ongoing humanitarian response yet operate under competing demands by multiple stakeholders. To what extent do NGOs meet the various expectations among different groups of Rohingya refugee beneficiary stakeholders? We used UNHCR survey data from 31 refugee sites in Cox's Bazar to empirically examine the relationship between demographic and socioeconomic indicators with satisfaction levels of service provision. We find that female refugees and head of household disability (difficulty seeing, hearing, walking, remembering, or communicating) are indicators that present the most significant differences; NGO responses more often overlook the priority needs of females and persons with disabilities when compared to other refugees, a response gap that reduces their satisfaction and potentially heightens these groups' vulnerabilities. Although UNHCR and NGOs face pressures from competing demands within beneficiary populations, they also have opportunities to develop refugee-centered policies and practices that are more responsive to vulnerable groups. Purpose: This study aims to conduct a comprehensive analysis of the existing literature pertaining to the governance of Islamic social finances (ISF). The primary aim is to identify and highlight global research patterns and deliver noteworthy insights that can be gleaned by ISF institutions worldwide. Design/methodology/approach: This study uses a hybrid approach, incorporating both bibliometric and content analysis methodologies. The authors curated a data set comprising 73 scholarly documents (articles) obtained from the Scopus database, covering the period from 2010 to 2023. The data collection process was conducted in March 2023. VOSviewer and content analysis were used to analyze the collected data. Findings: The authors unveiled six distinct categories derived from the available literature on governance in ISF. These categories encompassed accountability, governance practice, performance, efficiency, Islamic accounting and governance awareness. Extensive deliberations have taken place regarding these six categories to enhance their prominence among ISF institutions. Furthermore, the findings of this study provided valuable directions for future research in this domain. Research limitations/implications: The use of English articles obtained from the Scopus database in this study ensured that the selected papers were of a significant standard of excellence within the specific realm of knowledge under examination. Practical implications: Enhancing governance practice within ISF institutions could enhance their overall performance, thereby playing a crucial role in optimizing their contributions to societal and economic contexts. Social implications: This endeavor served as a means to enlighten numerous stakeholders regarding social finance institutions, fostering an environment of informed decision-making and effective governance that aligns with the principles of Islamic economics. This paper examines the challenges of aligning pardon decisions for grave international offenses, such as war crimes and genocide, with international law standards, focusing on their impact on justice, accountability, and human rights. Building on existing research regarding the tension between national sovereignty and international legal obligations, it references key treaties like the International Covenant on Civil and Political Rights, the Convention Against Torture, the Rome Statute, and the Geneva Conventions. Utilising a doctrinal research methodology, the paper conducts a comparative analysis of case studies from various jurisdictions. The findings reveal that while pardons can aid national reconciliation, they often conflict with international obligations, undermining principles of justice and accountability. This study draws attention to the need for blending international human rights and humanitarian law principles with domestic pardon procedures, suggesting legislative reforms and increased international collaboration to ensure that pardon decisions uphold international legal standards. Purpose: The purpose of this paper is to examine expropriation, valuation, compensation and rehabilitation practices and their impacts on expropriated households. Design/methodology/approach: This study employed a mixed research approach. The target populations of the study were expropriated households in Debre Markos City from 2019 to 2022. The study uses purposive and systematic random sampling techniques. The data were analyzed using descriptive statistics, narration and thematic clustering. Findings: The findings of this study revealed that the expropriation process was not participatory and the right holders were not treated as what is expected. It is further found that economic losses, moral damage and social disturbance payments were not considered in the compensation package. The displacement compensation given was also inadequate and sometimes delayed and the time value of money was not taken into account for delayed payments. This creates social and economic problems. The rehabilitation and resettlement program was inadequate and ineffective. The expropriation, valuation, compensation and rehabilitation practice in general lack transparency and accountability. Practical implications: To ensure efficient and effective expropriation, valuation and compensation, there should be a well-organized government system that provides an accurate valuation on the one hand and restores the livelihood of the displaced on the other. Originality/value: This paper is the first on expropriation, valuation, compensation and rehabilitation within the framework of transparency, accountability, effective rehabilitation and resettlement and institutional arrangements to ensure the sustainable livelihoods of affected households. The rules of governance in the public policy of countries are defined on the basis of the power equation, political culture and state structure. The crisis in Gaza and the intense war waged by Israel are indicative of the fact that not only international politics is going through a period of anarchy, but there are signs of challenge in the structures of countries for making strategic decisions. When the foundations of strategic decision-making and policymaking are faced with lack of understanding, absence of strategic rationality and security challenges, it means that the principal pivots of strategic policymaking have not been taken into consideration. If we intend to consider the conceptual frameworks of conflict resolution in the Middle East, we need to pay attention to the rules of governance in this region; otherwise, we will be faced with constant, broad-based and unending challenges. Understanding the rules of governance can control and mitigate many of the security challenges of the West Asian region. In this paper, first of all, we seek to consider the rules of governance in public policymaking. Second, security signs and crisis-making challenges will be explored, and third, efforts will be made to present proper approaches to conflict resolution in the critical circumstances of the Middle East. The principal question raised by this papers is, "what signs do the foundations of governance have in the Middle East and how do they affect regional crises and strategic policies of the regional countries." The hypothesis of the paper is, "the rules of governance in the regional security policy of the countries is based on transparency, participation, justice, productivity and accountability whiles such signs are taken into consideration by statesmen and policymakers to a limited extent in the process of making and adopting regional security decisions and policies in the Middle East." This paper studies grassroots organizations that provide various forms of support to vulnerable local communities in the United Kingdom in a context of increasing austerity, public sector drawbacks, a lack of funding and extensive monitoring, and evaluative requirements. We focus on the COVID‐19 pandemic, which challenged traditional funding relationships. We analyze lived experiences of trust, emotion, and suffering to understand the politics of accountability across the diverse economy. We draw on Gibson‐Graham's post‐capitalist framework, which insists on the politics of language, the subject, and collective action. In the setting we study, the language of crisis reshaped funding, vulnerable subjectivities emerged to support vulnerable communities, and fragmenting accountabilities were met with attempts to promote collective action and solidarity. We, therefore, contribute to literature in critical accounting and literature focused on the voluntary and community sector by studying a landscape of diverse accountability practices to explore the possibilities that they offer in terms of accounting for non‐capitalist organizing. Illustrative case studies of laboratory schools in the United States and England are used to examine the interaction of local and lateral forms of professional accountability with external and hierarchical regulatory frameworks. The article reports the design and enactment of change in two schools (a US kindergarten through twelfth grade school and a UK high school) connected through the International Association of Laboratory Schools (IALS) that purposively redesigned appraisal over a three‐year period to build capacity for collaborative curriculum enquiry. Attention is afforded to the space for manoeuvre between advisory and mandatory guidance, and the challenges to relational trust and collective responsibility posed by performance‐based accountability systems. The findings provide new insights into how teacher‐led collaborative enquiry (curricular co‐design) can address the unintended consequences of test‐based accountability and rubrics‐based observation as principal drivers of educational improvement. Systematic reviews have witnessed significant growth across many fields, including education. In this article, we outline the background of this growth, highlight the tendency to focus on methodological considerations, and propose a framework to support education researchers in preparing systematic reviews with broad impact. We draw on our experience working with education stakeholders in Singapore and on international scholarship to propose a framework that supports education researchers in clarifying and specifying their aims and audiences and crafting syntheses of appropriate types. Our aim is that this framework, which includes examples illustrating four categories of reviews, acts as a reflective tool which researchers can use to maximize the utility, value, and potential impact of education research. Nursing education holds a history framed in white supremacy and whiteness. Efforts to employ antiracist strategies have been hindered, largely due to an inability for faculty to acknowledge and hold accountability for racialized harms that occur within nursing educational structures. A nurse–midwifery program in the Pacific Northwest United States uncovered harm that impacted students and identified a need to respond and hold accountability. Guided by the framework of Transformative Justice, a truth and reconciliation process was implemented as a first step to better address racism within nursing and nurse–midwifery education.
