The existing body of research into the environmental and socio-economic benefits of green infrastructure supports the case for it to be positioned as a form of critical infrastructure, particularly in urban settings. It is broadly recognized that extreme weather and climate change pose significant risks to critical infrastructure systems linked to the provision of services, including electricity, water, communications, and transport, and consequently risk assessments and associated adaptation strategies are common practice. However, although green infrastructure is also at risk from extreme weather and climate change, threatening the realization of benefits that it can deliver in urban settings, associated risks to green infrastructure are not widely understood or assessed in practice. This paper discusses the status of existing research on this topic and uses this as a foundation for a Greater Manchester (UK) case study that assesses the risk of low water availability to grassed areas, which represent a key element of the city-region's green infrastructure. In doing so, the paper demonstrates how risks linked to extreme weather and climate change can be assessed spatially to inform green infrastructure planning. In summary, this paper aims to raise awareness of extreme weather and climate change risk to urban green infrastructure, present an empirical case study and associated methodological approach on this topic, and ultimately support efforts to enhance the resilience of urban green infrastructure to extreme weather and climate change. The U.K. food system exhibits strong unsustainability indicators across multiple dimensions, both in terms of food and nutritional insecurity and in terms of adverse climate change, biodiversity, and physical resource impacts. These indices of an unsustainable and inequitable social metabolism are the result of capitalist agriculture and society in general and, more specifically, of neoliberal and austerity policies adopted with vigour since the global financial crisis. The causal, capitalistic, and, latterly, more neoliberal bases of the U.K. food system are delineated in the first section of the paper. These bases are then detailed in terms of their impacts in exacerbating climate change, biodiversity (and resource) decline and loss, and food and nutritional insecurity. The political narratives and policy frameworks available to dissemble, mitigate, or, more rarely, to address (resolve) these impacts are then delineated. It is argued that the only policy framework available that strongly integrates food security (social equity) with ecological sustainability is political agroecology and an accompanying degrowth strategy. As the world embarks on a global mission to tackle climate change, reducing carbon represents a key challenge given the escalating global warming. The U.K. is among many other nations that are determined to decarbonise all sectors and strive to achieve a net zero carbon target by 2050. While much attention has been paid to improving performance and reducing carbon emissions in electrical machines, the current research landscape focuses mainly on the thermal and electromagnetic facets. Surprisingly, carbon emissions from the production stage, especially those related to raw material consumption, remain a largely unexplored area. This paper wishes to shed light on a neglected dimension by providing a comprehensive review of carbon emissions in the manufacture of electrical machines, thus contributing significantly to the wider discourse on carbon emission reduction by comparing the carbon emission values associated with various materials commonly used for the main components of these machines. A further case study is included to assess and explore the impact of material alterations on a synchronous machine, from a carbon emission perspective. A reliable material guide will provide engineers at the design stage with the critical insight needed to make informed material selection decisions, highlighting the critical role of carbon emission values beyond conventional thermal and electromagnetic considerations, achieving sustainable and environmentally conscious electrical machine design. An increase in the global mean sea level is predicted during the twenty-first century, as a consequence of global average rising temperature projections. In addition, changes in the strength of atmospheric cyclonic storms may alter the development of storm surges, exacerbating the risks to coastal communities. Based on the fact that the interest and range of papers on this topic are growing, this study aims to present the status of the global scientific production on studies that have correlated climate change and the impact of storm surges on the coastal zone leading to erosion and flooding (inundation) via a bibliometric analysis. We analyzed 429 papers published in journals between January 1991 and February 2021 from the Scopus database. Through the VOSviewer and Bibliometrix R package, we describe the most relevant countries, affiliations, journals, authors, and keywords. Our results demonstrate that there has been an exponential growth in the research topic and that authors from the USA and the United Kingdom are the most prolific. Among the 1454 authors found, ten researchers published at least five papers on the topic and obtained at least 453 citations in the period. The most represented journals were the Journal of Coastal Research, Climatic Change, and Natural Hazards. We also found and discuss the lack of standardization in the choice of keywords, of which climate change, storm surge, and sea-level rise are the most frequent. Flood hazards present a significant risk to the UK, with homes, businesses and critical infrastructure exposed to a mixture of fluvial, surface water and coastal flooding. Climate change is expected to influence river flows, changing the frequency and magnitude of future flood events. Flood hazard assessments are used by decision-makers to implement policies and engineering interventions to reduce the impacts of these flood events. Probabilistic flood modelling can explore input and parameter uncertainties in flood models to fully quantify inundation uncertainty. However, probabilistic methods require large computational costs—limiting their application. This paper investigates a range of advanced uncertainty quantification methods (traditional Monte Carlo (FMC), Kriging and multi-fidelity Monte Carlo (MFMC)) to reduce the dichotomy between accuracy and costs. Results suggest that Kriging can reduce computational costs by 99.9% over FMC. The significantly increased efficiency has the potential to improve future policy and engineering decisions, reducing the impacts of future flood events. [ABSTRACT FROM AUTHOR]

Due to the potential role of the construction industry in addressing the global challenge of climate change, stakeholders are beginning to develop the environmental, social and governance (ESG) framework. Prior to this, several assessment frameworks such as the building research establishment environmental assessment methods (BREEAM), LEED, and Green Star Certification amongst others have evolved to evaluate a development against an array of sustainability indicators. Through document analysis, this paper explores the extent sustainability assessment frameworks can help UK construction companies demonstrate their commitment to ESG targets. Findings show that although the BREEAM assessment framework captured environmental and social aspects to some extent, there appears to be much desired in its consideration for governance issues. Subsequent versions of the assessment frameworks should attempt to include some of these credits that are not currently included in the framework to guarantee stakeholders that the uptake of the framework in the decision‐making process would help to deliver ESG targets. Tourism is an important and almost certainly increasing driver of anthropogenic climate change. However, intelligence on the total greenhouse gas emissions related to tourism trips – including travel to and from the destination – is limited, especially at sub-national destination scale. This paper uses an environmentally extended input-output approach to estimate the total greenhouse gas emissions consequent on inbound and domestic tourism trips in Wales, a region of the UK. We use the UN World Tourism Organisation (TSA) concept of visitors and trips to estimate the overall carbon footprint of tourism at around 3.4 megatons in 2019, 8.7% of total territorial emissions. We further compare these results with estimates for 2007 which suggests that there has been a modest reduction of under 2% per annum since 2007, but with significant data issues affecting comparability. Apparently slow progress in decarbonisation, including an increase in intercontinental visits to Wales over the period, suggest tourism here has not yet embarked upon a climate-responsible transformation. How does protest affect political speech? Protest is an important form of political claim-making, yet our understanding of its influence on how individual legislators communicate remains limited. Our paper thus extends a theoretical framework on protests as information about voter preferences, and evaluates it using crowd-sourced protest data from the 2017–2019 Fridays for Future protests in the UK. We combine these data with ~2.4m tweets from 553 legislators over this period and text data from ~150k parliamentary speech records. We find that local protests prompted MPs to speak more about the climate, but only online. These results demonstrate that protest can shape the timing and substance of political communication by individual elected representatives. They also highlight an important difference between legislators' offline and online speech, suggesting that more work is needed to understand how political strategies differ across these arenas. Across the globe, governments are developing policies and strategies to reduce carbon emissions to address climate change. Monitoring the impact of governments' carbon reduction policies can significantly enhance our ability to combat climate change and meet emissions reduction targets. One promising area in this regard is the role of artificial intelligence (AI) in carbon reduction policy and strategy monitoring. While researchers have explored applications of AI on data from various sources, including sensors, satellites, and social media, to identify areas for carbon emissions reduction, AI applications in tracking the effect of governments' carbon reduction plans have been limited. This study presents an AI framework based on long short-term memory (LSTM) and statistical process control (SPC) for the monitoring of variations in carbon emissions, using UK annual CO2 emission (per capita) data, covering a period between 1750 and 2021. This paper used LSTM to develop a surrogate model for the UK's carbon emissions characteristics and behaviours. As observed in our experiments, LSTM has better predictive abilities than ARIMA, Exponential Smoothing and feedforward artificial neural networks (ANN) in predicting CO2 emissions on a yearly prediction horizon. Using the deviation of the recorded emission data from the surrogate process, the variations and trends in these behaviours are then analysed using SPC, specifically Shewhart individual/moving range control charts. The result shows several assignable variations between the mid-1990s and 2021, which correlate with some notable UK government commitments to lower carbon emissions within this period. The framework presented in this paper can help identify periods of significant deviations from a country's normal CO2 emissions, which can potentially result from the government's carbon reduction policies or activities that can alter the amount of CO2 emissions. This article contributes to the literature on state capacity in financialized political economies by studying the market-based investment setting for the Thames Tideway Tunnel, a £4.2 billion sewer, built underneath central London to prevent raw sewage from spilling into the River Thames. Most analyses conclude that financial statecraft undermines state capacities, as it empowers finance and exposes states to uncontrollable risks. This article moves beyond these accounts by arguing that public policy officials engage with finance instrumentally, taking on risks to solve the governing challenges they face. It demonstrates that state action can build islands of state capacity with financial statecraft in fragmented policy environments. Based on expert interviews and documentary analysis, the article traces how the UK's Ministry of the Environment experimented with a policy instrument and used investment capacities from different levels of government, to implement the Thames Tideway Tunnel through institutional equity investment and share risks in the privatized and financialized environmental sector. The paper concludes that under the current conjuncture, financial statecraft will play an important role in addressing the climate crisis. Cement and concrete are essential for global development. However, cement manufacture is responsible for around 7–8% of global greenhouse gas emissions, with significant growth anticipated. Beyond efficiencies in cement manufacturing, other strategies for using less cement in construction through applying the principles of efficient design, circular economy and reuse also have the potential to reduce emissions. A further option is to move towards cements with different compositions and inherently lower embodied carbon dioxide. This paper focuses on these materials and the challenges to their widespread adoption, drawing mainly on applied research, trials and standardisation activities conducted in the UK and the EU. In addition to modification of standards, basic technical and practical information such as strength development curves, durability, site considerations and a shared broad body of evidence are key for specifiers to consider when using any new cement. The paper describes the role of standards and specifications and the underpinning information (applied research, published case studies and experience) essential in getting any new cement adopted. With this paper we explore and discuss the priorities of and possible goal conflicts between authenticity and climate change in heritage gardens. How can climate change mitigation, adaptation, resilience, and cultural heritage conservation be combined in heritage gardens? Our study was guided by the following research question: How do gardeners negotiate climate change and authenticity in heritage gardens? From Rachel Carson's Silent Spring in the 1960s through to the 2002 report Gardening in the Global Greenhouse and the recent Gardening in a Changing World in 2022 mankind's impact on the environment and the emerging climate change has been the focus of increasing attention. By investigating and interviewing multiple gardeners our objective was to pinpoint common challenges, as well as what can be learned from one another within the field of gardening and heritage conservation. The case study method was adopted for this study, involving three head gardeners in the United Kingdom. Interviews were conducted with Joseph Atkin at Aberglasney Gardens, Claire Greenslade at Hestercombe Gardens, and Steve Lannin at Iford Manor about their expertise and knowledge. The gardeners expressed concern regarding climate change and the challenges it poses. The interviewees shared their experience with drought, reduced use of pesticides and herbicides, and the peat legislation in relation to their role as head gardeners. We argue that authenticity and the traditional gardening practised before the advent of power tools, plastic, peat issues, and uninformed transportation can be part of the solution to loss of biodiversity and climate change. The urgent and interlocking social, economic and ecological crises faced by societies around the world require dialogue, empathy and above all, hope that transcends social divides. At a time of uncertainty and crisis, many societies are divided, with distrust and divides exacerbated by media representations pitting different groups against one another. Acknowledging intersectional interrelationships, this collaborative paper considers one type of social distinction – generation – and focuses on how trust can be rebuilt across generations. To do this, we collate key insights from eight projects that shared space within a conference session foregrounding creative, intergenerational responses to the climate and related crises. Prompted by a set of reflective questions, presenters commented on the methodological resources that were co-developed in intergenerational research and action spaces. Most of the work outlined was carried out in the UK, situated in challenges that are at once particular to local contexts, and systematic of a wider malaise that requires intergenerational collaboration. Reflecting across the projects, we suggest fostering ongoing, empathetic dialogues across generations is key to addressing these challenges of the future, securing communities that are grounded as collaborative and culturally responsive, and resilient societies able to adapt to and mitigate the impacts of change. Climate change has highlighted the importance of thermal comfort and its health-related outcomes, particularly for the most vulnerable members of society living in social housing. Due to their vulnerable living conditions, low-income people are more exposed to negative outcomes of overheating and cold indoor temperatures in buildings. Previous studies suggest that there is a significant risk of overheating in retrofitted buildings both for the current and future weather scenarios. The UK government has introduced new building regulations to assess and limit the risk of overheating in new buildings; however, there is still a need to assess and improve conditions for existing and retrofitted properties. This study aims to evaluate the effect of retrofit strategies on thermal comfort and the risk of overheating in social housing under current and future climatic conditions. A typical case study building was simulated in DesignBuilder to assess thermal comfort conditions for upgraded building fabric to Part L of the UK building regulations and Passive House standards. The summer results were analyzed according to CIBSE TM59 while the Predicted Mean Vote index (PMV) was used for winter analysis. Findings revealed that the south-facing bedrooms are most exposed to overheating. Risk of overheating significantly increased for the future weather scenarios by up to 10 times while winter thermal comfort improved for the retrofitted scenarios. [ABSTRACT FROM AUTHOR]

This paper examines discourses of bullying in international climate politics. Drawing on two cases, first the (social) media coverage which surrounded climate activist Greta Thunberg's visits to the UK in 2019, and second Thunberg's interactions with former US President Donald Trump, alongside a theoretical framework inspired by feminist geopolitics, the paper argues that discourses of bullying can be conceptualised as a series of figurations (the 'bully', the 'bullied', and the 'anti-bully') which reproduce individuated relations of power. Overall, the paper argues that individuating bullying discourses perpetuate a politics of white innocence which preserves petro-masculine power in international climate politics. To contest these unequal power dynamics, the paper argues for an anti-bullying politics grounded in collective, intersectional challenges to climate injustice. [ABSTRACT FROM AUTHOR]

The Pitt Review of the 2007 summer floods in the UK, published in 2008, commended the potential of natural flood management (NFM) for reducing flood risk. NFM is a nature‐based approach that has since gained substantial interest from both practitioners and academics. The review further highlighted the need for catchment‐based flood management (CBFM) to enhance resilience to flooding and climate change by incorporating NFM and wider nature‐based solutions into hard flood protection systems. Such integrated approaches are considered to be more sustainable and adaptable than the traditional hard‐engineered measures. More recently, the European Commission's European Green Deal also highlighted the need for greater use of nature‐based solutions including NFM for managing flood risk. Whilst there have been many attempts to quantify the effects of NFM through hydraulic and hydrological modelling, there is still no systematic review conducted for these modelling works. This review aims to summarise the current NFM modelling approaches, as well as discussing their key limitations related to data, model methods, and real‐world applications. This paper then goes further to highlight potential solutions to some of these challenges and provides guidance to assist modellers to improve future modelling and data collection process. Drawing upon motifs of death, mass extinction, and predictions of chaos and collapse, the UK-based Extinction Rebellion (XR) demarcates itself as a different kind of environmental movement precisely because it "tells the truth" (in XR's own words) about the climate crisis during a time of supposed false hope, denial, and delusion. In this paper, I analyze – through a critical discourse analysis (CDA) – how XR's postnatural visions shape (and limit) the movement's demands and proposals for change. My analysis reveals how XR's calls for action are guided by a sense of loss and mourning for a future after nature's end that are embedded with nostalgic undercurrents of a very particular mode of green nationalism. The UK is, like its peers in the EU, just under 80% dependent on fossil fuels. This figure has come down just over 10% since the 1970s, a period when the UK had major energy-intensive industries, most of which are now gone. The government is committed to achieving net zero for the electricity sector by 2035 on the pathway to net zero for the whole economy by 2050.. The Labour opposition has set 2030 as its electricity target. Setting out the scale of this challenge, this paper demonstrates how implausible the 2035 target is. On present policies there is little prospect that the 2035 target will be met (and virtually none for the Labour 2030 target). This paper reviews the multiple current policies and the capacity objectives and explores what would have to happen to meet the target. In order to effectively model the potential impacts of future climate change, there is a requirement for climate data inputs which (a) are of high spatial and temporal resolution, (b) explore a range of future climate change scenarios, (c) are consistent with historical observations in the historical period, and (d) provide an exploration of climate model uncertainty. This paper presents a suite of climate projections for the United Kingdom that conform to these requirements: CHESS-SCAPE. CHESS-SCAPE is a 1 km resolution dataset containing 11 near-surface meteorological variables that can be used to as input to many different impact models. The variables are available at several time resolutions, from daily to decadal means, for the years 1980–2080. It was derived from the state-of-the art regional climate projections in the United Kingdom Climate Projections 2018 (UKCP18) regional climate model (RCM) 12 km ensemble, downscaled to 1 km using a combination of physical and empirical methods to account for local topographic effects. CHESS-SCAPE has four ensemble members, which were chosen to span the range of temperature and precipitation change in the UKCP18 ensemble, representing the ensemble climate model uncertainty. CHESS-SCAPE consists of projections for four emissions scenarios, given by the Representative Concentration Pathways 2.6, 4.5, 6.0 and 8.5, which were derived from the UKCP18 RCM RCP8.5 scenarios using time shifting and pattern scaling. These correspond to UK annual warming projections of between 0.9–1.9 K for RCP2.6 up to 2.8–4.3 K for RCP8.5 between 1980–2000 and 2060–2080. Little change in annual precipitation is projected, but larger changes in seasonal precipitation are seen with some scenarios projecting large increases in precipitation in the winter (up to 22 %) and large decreases in the summer (up to - 39 %). All four RCP scenarios and ensemble members are also provided with bias correction, using the CHESS-met historical gridded dataset as a baseline. With high spatial and temporal resolution, an extensive range of warming scenarios and multiple ensemble members, CHESS-SCAPE provides a comprehensive data resource for modellers of climate change impacts in the UK. Food supply chains hold significant embodied carbon emissions that need to be mitigated and neutralized. This study aimed to explore the historical Greenhouse Gas (GHG) emissions associated with household food consumption at a local scale i.e. across the eight English regions and the four nations that comprise the United Kingdom (UK). UK EatWell guidelines were used to explore the potential change in emissions and food costs in a scenario of transitions to healthier diets across the study areas. These emissions were calculated based on food consumption data before the advent of the Covid-pandemic i.e. between the years 2001 and 2018. Spatial data analysis was used to explore if the study areas had any significant correlations with respect to the emissions during the study period. The results displayed a potential reduction in GHG emissions for all study areas in the explored scenario. Further impacts include a reduction in household food costs across a majority of the areas during the study period. However, a consistent trend of significant correlations among the study areas was absent. This study concludes that local or regional policymaking should take precedence over national regulations to achieve healthier diets that are both carbon-neutral and affordable for the households. Ontocetus is one of the most notable extinct odobenines owing to its global distribution in the Northern Hemisphere. Originating in the Late Miocene of the western North Pacific, this lineage quickly spread to the Atlantic Ocean during the Pliocene, with notable occurrences in England, Belgium, The Netherlands, Morocco and the eastern seaboard of the United States. Reassessment of a pair of mandibles from the Lower Pleistocene of Norwich (United Kingdom) and a mandible from the Upper Pliocene of Antwerp (Belgium) that were referred to as Ontocetus emmonsi reveals existences of features of both Ontocetus and Odobenus. The presence of four post-canine teeth, a lower canine larger than the cheek-teeth and a lower incisor confirms the assignment to Ontocetus; simultaneously, characteristics such as a fused and short mandibular symphysis, a well-curved mandibular arch and thin septa between teeth align with traits usually found in Odobenus. Based on a combination of these characters, we describe Ontocetus posti, sp. nov. Its mandibular anatomy suggests, a better adaptation to suction-feeding than what was previously described in the genus suggesting that Ontocetus posti sp. nov. likely occupied a similar ecological niche to the extant walrus Odobenus rosmarus. Originating from the North Pacific Ocean, Ontocetus most likely dispersed via the Central American Seaway. Although initially discovered in the Lower Pliocene deposits of the western North Atlantic, Ontocetus also left its imprint in the North Sea basin and Moroccan Plio-Pleistocene deposits. The closure of the Isthmus of Panama during the Mio-Pliocene boundary significantly impacted the contemporary climate, inducing global cooling. This event constrained Ontocetus posti in the North Sea basin leaving the taxon unable to endure the abrupt climate changes of the Early Pleistocene, ultimately going extinct before the arrival of the extant counterpart, Odobenus rosmarus. This paper seeks to explore how professionals in the financial sector understand the challenge that climate change presents to economy and society. It is a case study into how 'climate-related financial risk' is understood in a particular area of expertise – within the actuarial profession. There is an increasingly prominent claim among financial regulators that climate change should be considered as an issue of financial risk and stability; it is argued that this will drive capital towards green ends, and an orderly low carbon transition. Responding to this, actuaries are seeking to establish climate-related risk as part of their professional jurisdiction. Yet they are struggling to do so because of their relationship to the investment chain and because the tools they employ for risk management, mostly drawn from financial economics, are fundamentally failing to consider, quantify and financialise climate risks. Instead, the profession is moving toward scenario-based tools for managing climate-related uncertainty that incorporate narratives about policy interventions and market reaction. The roles digital media-technologies play in raising public issues relating to emerging technologies and their potential for engaging publics with science and policy assessments is a lively field of inquiry in Science and Technology Studies (STS). This paper presents an analysis of controversies over proposals for the large-scale removal of atmospheric carbon dioxide (CDR). The study combines a digital method (web-querying) with document analysis to map debates about two CDR approaches: bioenergy with carbon capture and storage (BECCS) and afforestation. In the first step, we locate actors using the web to engage with BECCS and afforestation and map their alignments in relation to competing framings of CDR. In a second step, we examine the devices deployed by UK-based actors to evidence and contest the feasibility of BECCS and afforestation. Our analysis shows that policy distinctions between "natural" and "engineered" CDR are used flexibly in practice and do not map neatly onto actor engagement with BECCS and afforestation. We highlight the predominance of cross-cutting techno-economic expertise and argue that framings of CDR as a solution to governing climate change may contribute to public disengagement from climate policy processes. Policies to reduce air travel demand, including in the tourism sector, are urgently required as air travel's climate impact keeps growing while low-carbon aviation remains a distant perspective. Policy options include flat rate taxes per flight, taxes on flight miles or emissions, or frequent flyer levies, yet little is known about how their distributional impacts compare. This paper examines the distributional effects of various air travel tax options for the UK, informed by an analysis of the distribution of (frequent) flights and associated emissions over income and other social characteristics. We find that 'frequent flights' are even more unequally distributed than all flights and that all taxes on air travel are distributionally neutral or progressive. The most progressive option is a 'frequent air miles tax' based on both the number of flights and emissions. At the same time, some social groups like recent migrants are relatively likely to be 'frequent flyers' even on lower incomes. Overall however, our results show that taxing air travel is far less regressive than taxing home energy or motor fuels. The complexity and uncertainty of climate change pose unique challenges to the development of corporate adaptation strategies. Climate adaptation requires organizations to rely on sensemaking to understand climate events, implications for their operations, and develop a response. Organizational heuristics can support sensemaking by simplifying decisions and reducing cognitive effort but also hinder it by creating bias and errors that lead to inefficient decisions. This paper analyzes how firms use organizational heuristics when making decisions on climate change by empirically investigating the adaptation responses of key infrastructure providers in the United Kingdom. Looking at selection, prioritization, procedural, and temporal heuristics, we examine how firms make sense of climate events and develop their responses accordingly. The analysis shows that while these rules‐of‐thumb are sensible in some instances, they can create biases, too, that may deflect responsibility or create a false sense of security leading to inefficient adaptation decisions. This paper reports on a quantitative study of prioritisation of biodiversity amongst small‐ to medium‐sized enterprise (SME) leaders. Existing research indicates that value orientation impacts propensity for pro‐environmental behaviours. However, as biodiversity loss remains inadequately addressed, this study employs the value‐belief‐norm framework to explore how leaders with strong biospheric and altruistic (collectively termed 'bigger‐than‐self') value orientations perceive their responsibility for biodiversity loss in comparison with climate change and, using an adaptation of the Global Reporting Initiative standards, how biodiversity is prioritised against other areas of environmental sustainability in their businesses. Surveying 61 SME leaders, primarily in the South‐West UK, it was found that biodiversity is often considered of low priority compared with factors such as energy, waste, materials and emissions. Analysis also indicates that these leaders feel less responsibility for biodiversity than for climate change demonstrating that, even where bigger‐than‐self values dominate, there is a need for higher prioritisation of biodiversity amongst SMEs. Climate change and the need for weather-resilient infrastructure is introducing new safety, performance and financial challenges and opportunities to regulators and those that are regulated. As the safety and economic regulator for railways in Great Britain, the Office of Rail and Road is required to protect the interests of rail users and funders by improving the safety, value and performance of railways, today and in the future. The approach to and understanding of climate change and weather resilience is developing; however, there is an expectation of infrastructure managers to make their asset types more resilient to climate change. This paper explores potential gaps in industry knowledge, what is 'good' practice, how to assess safety and efficiency and how to measure value. Understanding these questions will inform an approach. Regulatory experience suggests that a spectrum of practice exists, from more resilient business as usual to technology adoption. Regional variation has implications for funding, accountability and stakeholders. In this paper, the authors have collected examples across the spectrum; these have been grouped into four themes and an accessible model created to optimise decision making. The authors conclude that proactive value-driven approaches to weather resilience are possible but will require organisational adaptability and recognition that there is no 'one-size-fits-all' approach. Probabilistic projections from the UK Climate Projections 2018 are presented for four global warming levels (GWLs) at 1.5, 2, 3, and 4°C above the 1850–1900 baseline. Our results show how uncertainties associated with climate models and four representative concentration pathways (RCP) emission scenarios translate to UK regional scale changes in maximum temperature and precipitation, with data also available for minimum and mean temperatures, humidity and surface net downward shortwave radiation flux. We compare weighting the likelihood of RCPs based on (hypothetical) policy decisions, against our baseline assumption that each RCP is equally likely. Differences between weighted and unweighted GWL distributions are small, particularly in relation to the full breadth of uncertainties that are incorporated into the probabilistic projections. Finally we quantify the relative importance of scenario, model and internal variability on regional projected GWLs and show that uncertainty associated with an uncertain climate response to forcings dominates at all GWLs. Plain Language Summary: Global warming levels define the global averaged increase in temperature since the pre‐industrial period. This study looks at what the regional climate in the UK could be like in the future. We estimate how temperature and precipitation in the UK might change under four different global warming levels (GWLs) (1.5, 2, 3, and 4°C above pre‐industrial times). We account for a wide range of outcomes from both climate models and future emissions scenarios. Assuming that the range of future emissions scenarios are equally likely, the center of the ranges of years that we could reach GWLs of 1.5, 2, 3, and 4°C are 2032, 2050, 2072, and 2078 respectively. The largest influence of future climate on these range estimates comes from our understanding of how the Earth actually responds to changes in greenhouse gases. Even if we knew the exact quantity of greenhouse gas emissions we would emit in the future, we still wouldn't be able to predict the exact changes in UK climate with perfect accuracy because our understanding of the regional climate response to these emissions requires further investigation. An event-based approach has been used to explore the potential effects of climate change on the spatial and temporal coherence of widespread flood events in Great Britain. Time series of daily mean river flow were generated using a gridded national-scale hydrological model (Grid-to-Grid) driven by a 12-member ensemble of regional climate projections from UK Climate Projections 2018 (UKCP18), for 30-year baseline (1980–2010) and future (2050–2080) time slices. From these, sets of widespread extreme events were extracted. The question of what defines a "widespread flood event" is discussed; here it was defined as an event exceeding an at-site 99.5th percentile (equivalent to 2 d per year) simultaneously over an area of at least 20 km 2 , with a maximum duration of 14 d. This resulted in a set of 14 400 widespread events: approximately 20 events per year, per ensemble member, per time slice. Overall, results have shown that events are more temporally concentrated in winter in the future time slice compared to the baseline. Distributions of event area were similar in both time slices, but the distribution of at-site return periods showed some heavier tails in the future time slice. Such information could be useful for adaptation planning and risk management for floods under climate change, but the potential future changes have to be interpreted in the context of some differences in event characteristics between the baseline climate-projection-driven model runs and an observation-driven model run. While the focus here is Great Britain, the methods and analyses described could be applied to other regions with hydrological models and climate projections of appropriate resolution. The climate crisis is driving a rapid increase in size and number of offshore wind farms to reduce carbon emissions from electricity generation. However, there are concerns about the potential impact of offshore wind farms on the marine environment. Seabirds are considered to be at risk of being displaced from preferred foraging habitat, by construction and operation of offshore wind farms, resulting in reduced energy intake or elevated energetic costs and consequent decreases in survival and/or productivity. Typically, displacement or avoidance behaviour is assessed by comparing abundance and spatial distributions of seabirds before and after an offshore wind farm is constructed. However, seabird distributions are highly variable through time and space and so discerning a change in distribution caused by an offshore wind farm from other environmental variables can be challenging. We present a new method that controls for temporal variation by examining the location of individual seabirds relative to turbines. Mean seabird density at different distances from individual turbines (0-400m) was calculated from data collected on a total of 12 digital aerial surveys of the Beatrice Offshore Wind Farm (UK), in May-August in 2019 and 2021. Mean densities of common guillemot (Uria aalge), razorbill (Alca torda), Atlantic puffin (Fratercula arctica) and black-legged kittiwake (Rissa tridactyla), both flying and sat on the water, were calculated. If the presence of turbines had no effect on seabird distribution, there should be no relationship between distance from turbine and seabird density. This was tested by simulating a relocation of turbines, relative to seabird distribution, and recalculating seabird density over 0-400m from simulated turbine locations. This was repeated to generate a bootstrapped distribution of expected densities against which observed density was compared. If displacement was occurring, mean observed density close to turbines would be significantly lower than expected density, derived from the bootstrap distribution. Overall, observed mean density did not differ significantly from expected density, i.e. no displacement effect was detected. There was a slight tendency for guillemot and razorbill, when sat on the water, to be at higher densities than expected, near turbines, suggestive of possible attraction to turbines, and for flying birds to be at lower densities than expected, near turbines, suggestive of possible avoidance. No flying razorbills were recorded within 100m of turbines but sample sizes were small. Kittiwake tended to show no avoidance or attraction behaviour, although flying kittiwake density was slightly lower than expected at 200m from turbines. Puffins sat on the water were recorded in densities similar to the expected density. Overall, no effect of turbine rotor speed was found, i.e. birds were not more likely to be displaced/avoid turbines at higher or lower rotor speeds. The results of the turbine relocation analysis gave a more consistent and more easily interpreted assessment of displacement/avoidance behaviour than the typical approaches of comparing abundance and seabird distribution through time. We strongly encourage application of this new approach to post-construction spatial distribution data from other offshore wind farms, to build the evidence base on the effects of offshore wind farms on seabirds. Under climate change, extreme heat events are projected to become more frequent and intense. With people spending approximately 90% for their time indoors and buildings having long lifetimes, it is important that the built environment is resilient to these changes. Current methods to assess building performance in a future climate typically use morphed weather files and annual metrics. We compare 30 metrics and 2 weather data sources to assess and improve the representation of extreme heat events in building simulation. We show that morphing an extreme observed year may not necessarily result in an equally extreme year under the future climate and that current annual metrics do not correlate well with heatwave severity. We suggest that weather data from climate models is more robust in representing future weather for the UK and explore the recent UKCP18 data. UK water resources face a number of challenges when planning for an uncertain future. Climate change impacts and what future droughts might look like can be a significant contributor to this uncertainty. Recent and potential future developments (e.g. ever‐finer resolutions) in climate modelling offer the potential for running bias‐corrected transient future scenarios through hydrological, hydrogeological and water supply models, providing users with droughts of differing severity, frequency, spatial extent and duration to those experienced historically, incorporating changes over time and an understanding of climate model uncertainty. The recent enhanced Future Flows and Groundwater (eFLaG) project sought to demonstrate a climate service using these transient scenarios, with the aim of enhancing the resilience of the water industry to drought events and complementing existing approaches. The project demonstrated the use of this transient climate change information within a water resource setting, using a variety of hydrological and water resource models to help illuminate potential gaps and issues with such an approach. If we are to realise the potential of transient scenarios, a number of barriers – both scientific and organisational – need to be overcome. We present a road map for the future based on outcomes from the eFLaG project, as well as ways the eFLaG projections could be used to improve system resilience in the present. [ABSTRACT FROM AUTHOR]

Widespread afforestation has been proposed internationally to reduce atmospheric carbon dioxide; however, the specific hydrological consequences and benefits of such large-scale afforestation (e.g. natural flood management) are poorly understood. We use a high-resolution land surface model, the Joint UK Land Environment Simulator (JULES), with realistic potential afforestation scenarios to quantify possible hydrological change across Great Britain in both present and projected climate. We assess whether proposed afforestation produces significantly different regional responses across regions; whether hydrological fluxes, stores and events are significantly altered by afforestation relative to climate; and how future hydrological processes may be altered up to 2050. Additionally, this enables determination of the relative sensitivity of land surface process representation in JULES compared to climate changes. For these three aims we run simulations using (i) past climate with proposed land cover changes and known floods and drought events; (ii) past climate with independent changes in precipitation, temperature, and CO 2 ; and (iii) a potential future climate (2020–2050). We find the proposed scale of afforestation is unlikely to significantly alter regional hydrology; however, it can noticeably decrease low flows whilst not reducing high flows. The afforestation levels minimally impact hydrological processes compared to changes in precipitation, temperature, and CO 2. Warming average temperatures (+3 °C) decreases streamflow, while rising precipitation (130 %) and CO 2 (600 ppm) increase streamflow. Changes in high flow are generated because of evaporative parameterizations, whereas low flows are controlled by runoff model parameterizations. This paper investigates both the linear and nonlinear effects of climate risk shocks on wealth inequality in the UK using the local projections (LPs) method, based on high-frequency, i.e., monthly data. The linear results show that climate risk shocks lead to an increase in wealth inequality in the longer term. The nonlinear results present some evidence of heterogeneous responses of wealth inequality to climate risk variable shocks between high- and low-climate risk regimes. The findings highlight the disproportionate increased burden of climate change on households that are already experiencing poverty, particularly households in high-climate risk areas. As such, measures to mitigate the adverse effects of climate change need to be tailored so as not to overburden the poor. [ABSTRACT FROM AUTHOR]

Appropriate adaptation planning is contingent upon information about the potential future impacts of climate change, and hydrological impact assessments are of particular importance. The UKSCAPE-G2G datasets were produced, as part of the Natural Environment Research Council (NERC) UK-SCAPE (UK Status, Change and Projections of the Environment) programme, to contribute to this information requirement. They use the Grid-to-Grid (G2G) national-scale hydrological model configured for both Great Britain and Northern Ireland (and the parts of the Republic of Ireland that drain to rivers in NI). Six separate datasets are provided, for two sets of driving data – one observation-based (1980–2011) and one climate-projection-based (1980–2080) – for both river flows and soil moisture on 1 km × 1 km grids across Great Britain and Northern Ireland. The river flow datasets include grids of monthly mean flow, annual maxima of daily mean flow, and annual minima of 7 d mean flow (m 3 s -1). The soil moisture datasets are grids of monthly mean soil moisture content (m water / m soil), which should be interpreted as depth-integrated values for the whole soil column. The climate-projection-based datasets are produced using data from the 12-member 12 km regional climate model ensemble of the latest UK climate projections (UKCP18), which uses RCP8.5 emissions. The production of the datasets is described, along with details of the file format and how the data should be used. Example maps are provided, as well as simple UK-wide analyses of the various outputs. These suggest potential future decreases in summer flows, annual minimum 7 d flows, and summer/autumn soil moisture, along with possible future increases in winter flows and annual maximum flows. References are given for published papers providing more detailed spatial analyses, and some further potential uses of the data are suggested. The datasets are listed in Table 1. Research into weather circulation changes over the UK for future climate has mainly focused on changes in the Summer and Winter seasons, with less analysis on seasonality and the transition seasons. Using the 30 Met Office weather patterns we examine the influence of climate change on seasonality through atmospheric circulation using a number of climate models. Changes in seasonality are important as they can have large impacts on many sectors including agriculture, energy and tourism. This paper finds a noticeable increase in Autumn over the UK in the frequency of drier summer-type regimes and a decrease in stormy winter types that emerge as early as the 2020s. The change in circulation signal once isolated from the overall signal is responsible for a 4–12% decrease in Autumn mean rainfall on average for England by the end of this century (where the values in the range are dependent on the emissions scenario). This change is projected over English regions that are already experiencing water stress, and with predictions of drier summers over the UK in future, this could further increase drought risk. The change in circulation in Autumn also moderates the large increase in the number of large-scale extreme daily rainfall events over the same regions predicted due to climate change. While this future circulation change is replicated across all the climate models used, large differences remain in the strength of the signal between models. The research project discussed in this paper is driven by the United Kingdom's (UK's) need to reduce operational energy and carbon by promoting the adoption of the Active Building (AB) concept for UK building projects. The AB concept offers a practical solution to reducing the operational energy use and carbon emissions of buildings by using emerging technologies applied to architectural design; thus, helping the UK meet its decarbonisation targets and, consequently, helping to combat the global problem of climate change. The aim of the project was to design and implement an AB Protocol with an AB Toolkit, to provide a knowledge base and sustainable architectural design guidance to aid the design of ABs. The AB Toolkit was tested, evaluated, and refined by engaging with architectural designers in the UK through focus groups (FGs) that combined data collection with knowledge dissemination—a method which provided a contribution to the continuous professional development (CPD) of architectural designers in the UK, while aiding the research project. The FG data proved the original hypothesis that a whole host of measures are needed to support the adoption of the AB concept (as outlined in the AB Protocol), but that some design guidance was needed initially to enable the development of other supporting measures. Therefore, the main output of this research project was the development of a structured approach to enable architectural designers and other built-environment professionals to adopt the AB concept for the delivery of net zero operational energy buildings, supporting the aims of the SPECIFIC Innovation and Knowledge Centre, Swansea University, and the Active Building Centre (ABC). Following Greta Thunberg's school strike in Stockholm in August 2018 and the October 2018 'declaration of rebellion' by activists in the UK, 2019 saw several climate protest movements rise to public attention, including Fridays for Future (FFF), Extinction Rebellion (XR), and the US Sunrise Movement. What is striking about them is that they rather bluntly refer to science in their campaigns. In this paper, we present an in-depth and comparative study of how the new climate protest movements relate to scientific evidence. Employing a narrative analysis of different types of data (websites, press releases, and media coverage), we study the movements' understandings of 'the science' as well as of science's role in policy processes. We find that the movements in their initial phase predominantly rely on science for their legitimation and adopt a scientific worldview with very little 'green ambivalence'. Several factors control the vulnerability of historic geostructures to climate change. These factors are both temporally and spatially variable depending on construction techniques and climatic conditions. This paper provides a review of both the historical construction practices on the UK transport network and recent developments in the understanding of climate change effects, allowing for an assessment of the impact of climate change on existing geostructures. Geostructures in the UK can be split between pre-regulation and post-regulation construction techniques. In general, highways were constructed after the implementation of modern regulations and are therefore less vulnerable to climate change due to formalisation of construction methods. In comparison, the performance of the railway network has shown to be inferior due to historic construction practices including poor or absent compaction, lack of consideration for foundations, or selection of fill materials. Recent findings have shown that the impacts of climate change are also a multiscale problem, influenced not only by regional geology but also the pore structure of soils and its evolution. While the research into these impacts is critical, the limitations of common methods employed to survey these structures and study the behaviour of their constituent materials requires consideration. Purpose: This paper aims to highlight lessons from the COVID-19 pandemic for planning for the future of our ageing society. It looks at trends, changes in our society and implications for people of all ages. It focusses on the importance of planning and whether COVID-19 will lead to long-term changes. Design/methodology/approach: This paper draws on the author's experiences running an intergenerational organisation during the pandemic and other work associated with ageing well. Findings: This paper highlights some of the risks and unknowns we face going forwards and points to lessons and opportunities for "building back better". Research limitations/implications: This paper is based on a review of published articles and viewpoints. Practical implications: The COVID-19 pandemic has challenged people of all ages in different ways, some of which have tested intergenerational solidarity. At the same time, the pandemic has raised issues which we must all address going forward: planning for future pandemics, planning for an ageing society and ensuring that future planning works for all generations. This paper explores all these themes in the light of lessons from COVID-19. Firstly, despite much risk assessment and scenario planning, we were not well placed in the UK or across the world to respond to the multiple challenges of COVID-19. Have we learned the lessons to be able to deal better with the inevitable pandemics that will follow in the future? It is also well documented that the pandemic has exacerbated existing inequalities in our society. What will the long-term impact be for longevity and will less healthy lives reverse the trend of increasing life expectancy? Secondly, what are the lessons for our ageing society? As life expectancy rises, what will the quality of life be like in those added years? Many of today's babies can expect to have a 100-year life. What does that mean for the way we lead our lives and can we ensure that everyone can age well? Third, these are not just issues for older people, but for people of all ages and generations. The Covid-19 experience has been different for younger and older people – whether it has been health or job security, income, taxation or housing. Questions of intergenerational fairness have again raised their heads, alongside the longer term impact for future generations. Social implications: Firstly, despite much risk assessment and scenario planning, we were not well placed in the UK or across the world to respond to the multiple challenges of COVID-19. Have we learned the lessons to be able to deal better with the inevitable pandemics that will follow in the future? It is also well documented that the pandemic has exacerbated existing inequalities in our society. What will the long-term impact be for longevity and will less healthy lives reverse the trend of increasing life expectancy? Secondly, what are the lessons for our ageing society? As life expectancy rises, what will the quality of life be like in those added years? Many of today's babies can expect to have a 100-year life. Purpose: This study investigates whether carbon media legitimacy is influenced by carbon performance and/or carbon disclosure using a direct measure of carbon media legitimacy in UK context. Design/methodology/approach: To test this study's hypotheses, the authors employ Tobit regression analysis of 95 UK companies listed in FTSE350. The authors use balanced panel data (475 observations in total) to reduces the noise introduced by unit heterogeneity. Findings: The authors find that while corporate carbon performance is not reflected in carbon media legitimacy, carbon media legitimacy is positively and significantly affected by voluntary carbon disclosure (irrespective of its quality). Thus, voluntary carbon disclosure is shown to be an effective tool in legitimising corporate activities. Research limitations/implications: The results show a certain degree of naivety on the part of the media in assessing corporate carbon behaviour, since it values carbon disclosure (irrespective of its quality) more than carbon performance. Such media behaviour may hinder future improvement in carbon performance of firms. Practical implications: This study's results indicate that the existing UK carbon disclosure policy does not address the heart of climate change and global warming. Thus, tougher regulations should be considered by policy-makers in relation to voluntary carbon disclosure in the UK. Originality/value: To the best of the authors' knowledge, this is the first study to examine whether carbon media legitimacy is associated with both carbon performance and carbon disclosure using a direct measure of carbon media legitimacy, and to use the UK context when addressing this association. This decade represents a critical period to profoundly rethink human–nature interactions in order to address the interwoven climate and biodiversity crises. Marine Protected Areas (MPAs) demonstrate promise for increasing ecosystem resilience and reversing habitat and population declines, but outcomes vary considerably from context to context. Partially protected areas offer a compromise between ecological recovery and the social needs of local communities, but their success is contingent on an array of factors. This in-depth review summarizes 15 years of marine conservation research and impact in Lyme Bay (southwest UK), to serve as a model for the future adoption of partially protected MPAs. The findings from the UK's longest integrated socioecological monitoring MPA study are presented and supplemented by an evaluation of the whole-site management approach as a core element of Lyme Bay's achievements. The journey from research to improved monitoring and ambitious policy is illustrated within and interspersed with stories of novel discoveries, ongoing challenges, and method developments. What started as a dedicated group of community members has grown into an immense collaboration between fishers, scientists, NGOs, and regulators, and their combined efforts have sent ripple effects of positive change across the globe. Over the last several years, the United Kingdom has seen a wave of environmental movements demanding action on the climate crisis. While aligned in their goals, the groups undertaking this activism often diverge on the question of tactics. One such divergence occurred in January 2023, when Extinction Rebellion (XR) declared "We Quit", ending actions that were disruptive to the general public. Peer groups Just Stop Oil and Animal Rising continued disruptive actions, viewing them as the best way to gain media coverage for their causes. Despite the urgency of addressing climate change and the growing prominence of direct action in British life, little research has examined how the news media covers and reacts to different climate actions. News media plays a vital role in influencing the public's perception of the climate crisis and "appropriate" responses. We assembled a unique dataset of British news coverage of climate actions over a 7 month period, covering both before and after XR's "We Quit" statement. Our results reveal that conservative publications cover climate actions more unfavorably and more inaccurately than other publications. Legal actions are generally covered more favorably than illegal ones in both conservative and non-conservative outlets and receive more coverage. Actions that target industry attract more coverage than those that target other actors, while actions that target the public are covered more favorably than those that do not. These results contribute to the scholarly debates surrounding the interaction between social movements and news media, especially on how different strategies potentially influence the extent and affective nature of coverage. They have implications for strategies adopted by climate advocates, depending on whether their goal is merely to draw attention to an issue or if it is to generate positive coverage. Woodland creation has become an important objective for a variety of stakeholders to help tackle the climate and biodiversity crises. One of the key evidence needs is a better understanding of the multiple factors influencing the willingness and ability of landowners and managers to establish new woodlands. To address this gap, a systematic map of evidence was prepared comprising publications from academic journals and grey literature accessed through bibliographic databases (Web of Science, Scopus, and CAB Abstracts), libraries, direct requests to relevant organisations and individuals, and citation tracking from past reviews. A screening process refined the evidence base to 226 studies within the UK. The systematic evidence map codes the content of each study against a comprehensive list comprising actors, drivers of or barriers to woodland creation, and outcomes. These are presented as a freely accessible, interactive online dashboard detailing sources of evidence. The systematic evidence map helps users navigate the evidence, demonstrating where the bulk of the evidence lies and, conversely, several evidence gaps where there is comparatively little evidence. Land surface models are an important tool in the study of climate change and its impacts, but their use can be hampered by uncertainties in input parameter settings and by errors in the models. We apply uncertainty quantification (UQ) techniques to constrain the input parameter space and corresponding historical simulations of JULES-ES-1.0 (Joint UK Land Environment Simulator Earth System), the land surface component of the UK Earth System Model, UKESM1.0. We use an ensemble of historical simulations of the land surface model to rule out ensemble members and corresponding input parameter settings that do not match modern observations of the land surface and carbon cycle. As JULES-ES-1.0 is computationally expensive, we use a cheap statistical proxy termed an emulator, trained on the ensemble of model runs, to rule out parts of the parameter space where the simulator has not yet been run. We use history matching, an iterated approach to constraining JULES-ES-1.0, running an initial ensemble and training the emulator, before choosing a second wave of ensemble members consistent with historical land surface observations. We successfully rule out 88 % of the initial input parameter space as being statistically inconsistent with observed land surface behaviour. The result is a set of historical simulations and a constrained input space that are statistically consistent with observations. Furthermore, we use sensitivity analysis to identify the most (and least) important input parameters for controlling the global output of JULES-ES-1.0 and provide information on how parameters might be varied to improve the performance of the model and eliminate model biases.
