When seeking to increase their tax revenues, policy makers face a likely tradeoff between decreasing personal income tax rates (making formalizing more attractive and potentially contributing to revenue) and alternatively raising tax rates (potentially slowing down the formalization of the economy if people prefer informal employment). Evidence on formal versus informal earnings and job characteristics in different sectors is limited in African countries, and in particular very little is known about the impact of tax changes on the extent of informality. This paper therefore estimates the personal income tax responsiveness of the extensive margin of formality, i.e. the propensity to be a formal as opposed to an informal worker, for Ghana, Rwanda, Tanzania, and Uganda, using repeated cross-sections of household data and applying grouping estimator techniques. Perhaps because of labour demand constraints and other frictions, the paper finds non-significant relations between the formal employment share and the formal-informal earnings differences. Achieving sustainable agricultural development is a vital concern as soil degradation poses a growing threat to the livelihoods of smallholder farmers in the developing world. Previous literature has highlighted the potential for rural population growth to exacerbate this concern by leading to smaller farm sizes and crop production on marginal land. This paper uses a theoretical model to demonstrate a countervailing effect consistent with the work of Esther Boserup: Smaller farm sizes can encourage greater intensification and investment in the soil. Using panel data from the Tanzania National Panel Survey, I test the model and find some evidence consistent with this effect. Smaller farms are associated with greater organic, but not inorganic, fertilizer application, and higher levels of some soil quality proxies. These results suggest that if key resource and information constraints are overcome, population growth need not be an obstacle, and can be a boon, to sustainable agricultural development. Purpose: This paper explores how the Medium-Term Expenditure Framework (MTEF) conflicts with annual budgeting and how University actors responded to such conflicting demands in a public university in Tanzania, a developing country. Design/methodology/approach: The data for this study were collected from interviews, observations and document reviews. Data analysis processes were guided by the concepts of organizational façades and organized hypocrisy. Findings: The findings show that while the state required the university to implement the MTEF, budget preparers and managers were concentrating on basic budgeting problems in annual budgeting. As a result of these conflicting demands decoupling occurred, as there were inconsistencies between the talk and actions of actors in MTEF implementation. In response, actors engaged in organized hypocrisy. The talk and actions were organized by developing pro-effective and symbolic layers. The pro-effective layer showed that actors were concentrating on annual budgeting, while the symbolic layer, through the creation of façades, showed that actors symbolically implemented the MTEF. Practical implications: The paper suggests that budgetary reforms of governments, Western donors, such as the International Monetary Fund and the World Bank, and bilateral donors should focus on addressing the basic problems in annual budgeting rather than advocating complex reforms that compel actors to engage in hypocrisy and developing façades. Moreover, university management should address basic budgeting problems to avoid budgeting games during annual budgeting. Originality/value: This is the first paper to employ the concept of organized hypocrisy to investigate the MTEF. By demonstrating the pro-effective layer, the paper responds to the call for investigation of how accounting works in practice (van Helden et al., 2021). Moreover, by presenting the symbolic layer, the paper responds to the call to investigate how facades are created (Michelon et al., 2016). Learner-centred pedagogy (LCP), spreading across the global South, is believed to improve student learning. Although the ethics and efficacy of promoting LCP in the global South has been a much-debated issue, the relationship between LCP and learning attitudes has received scant scholarly attention. This research utilised structured lesson observations and questionnaires to explore whether LCP relates to positive attitudes towards learning in primary schools in Tanzania. Adopting a broader conceptualisation of LCP to include not only observable practices of LCP-related activities ('observed-LCP') but also pupils' perceptions of classroom experiences ('perceived-LCP'), the research differentiated associations of the two types of LCP with learning attitudes. The results indicated that the more pupils felt they experienced LCP, the more positive learning attitudes they had. Conversely, observed-LCP exhibited inconsequential associations with learning attitudes. It is often assumed that social connections are good for female empowerment in developing countries. However, growing evidence suggests that empowered women may face backlash from their spouse. In this paper, we analyze how the number of friends that wives have in their village affects the wives' involvement in household decisions about their own health and their children's health. To do so, we use data from 700 couples in 30 villages in rural Tanzania. We estimate the effect of the number of friends on the wife's involvement in household decisions using a multinomial logit regression combined with a control function that deals with potential endogeneity bias. We find that wives with more friends are less likely to make decisions jointly with their husband, and are more likely to report that their husband makes decisions without their involvement. While neonatal mortality is a critical measure of national health and well-being, efforts to reduce it in post-colonial, global south national contexts continue to yield unsatisfactory (sometimes worsening) odds of such events. This paper applies the intersectionality framework and dependency theory to time-based changes in neonatal mortality in Tanzania from 1991 to 2016 as a new model for understanding these persistent odds of neonatal mortality in the underdeveloped world. Analysis of data from the Tanzania Demographic Health Survey (from 1991 to 2016) discloses an unambiguous intersection between residence, region, and socioeconomic status in Tanzania. At the national level, neonatal mortality decreased slightly between 1991 and 2016. However, the likelihood of neonates dying increased during that time for women living in rural and unprivileged areas with lower socioeconomic status. An intersectionality framework and dependency theory contextualize these findings by considering structural elements within Tanzania from 1991 to 2016. This new model affords fresh insights, recommendations, and policy discussion for reducing neonatal mortality in Tanzania and other post-colonial, global south nations. [ABSTRACT FROM AUTHOR]

In developing nations, particularly in Africa, interactions between humans and animals (HWIs) are widespread as local populations heavily rely on natural resources such as forests, which serve as habitats for flora and fauna. This paper draws from a study which investigated human-wildlife interactions (HWIs) in four villages--Mvuha, Mbwade, Milengwelengwe, and Kisaki Gomero-- surrounding the Selous Game Reserve (SGR). A mixed methods approach was adopted to aid data capturing from 312 households and 11 key informants. Spatial analysis was employed to depict land use and land cover changes around the SGR over time due to human influence. The results indicated that HWIs were influenced by changes in water and pasture availability caused by two elements of weather: temperature and rainfall. People in WMA-designated villages complained about the lack of employment and unfair distribution of benefits, whereby the main concern of non-WMA-designated villages was on the need for policy review, with emphasis on the holistic conservation approach. Nonetheless, bush lands have increased in recent decades at the expense of woodland due to the proliferation of human interference. The paper concludes that the intersection of community livelihoods and wildlife ecology was the most common HWI pattern observed. This paper provides an account of everyday discursive and material practises deployed by marginalised forest-dependent groups in the course of resisting the implementation of Reduced Emission from Deforestation and forest degradation (REDD +) and conservation regulations. Available literature have documented extensively that REDD + market-based models across the Global South, and Tanzania in particular, have led to increasing inequality, injustices, and exclusions. Nevertheless, there is little attention to exploring how different social actors that are unequally positioned resist exclusions. The paper explores selected case studies of marginalised forest-dependent groups in Lindi, Southern Tanzania, who creatively work to negotiate unequal power relations through a range of encounters around REDD+. Our analysis shows unequal social, spatial, and environmental ramifications of market-based conservation policies and strategies that have led to different kinds of material and discursive resistance to challenge exclusions. In doing so, it provides critical context-specific realities from the Global South and, specifically, Tanzanian scholarship to focus on both the dynamics of power and resistance in socially differentiated forest-dependent groups affected by envisioned market-based and development model-led conservation regimes. Climate change is increasingly affecting vulnerable groups and resulting in dire social and economic consequences, especially for those in the Global South. Managing current and emerging climate-related risks will require increasing individual's and communities' resilience, including enhancing absorptive, adaptive, and transformative capacities. Policymakers are now considering the role that social protection policies and programmes can play in building climate resilience by contributing to these capacities. However, there is a limited understanding of the extent to which social protection instruments can influence these three resilience-related capacities. Lack of assessment tools or frameworks might contribute to limited evidence of social protection's ability to increase climate resilience. In particular, there appear to be no frameworks or tools that help assess the role of social cash transfers (SCT) in building adaptive capacity. Based on a multi-staged literature review, we develop an adaptive capacity outcomes framework (ACOF) that can help assess SCT's contribution to building adaptive capacity, and, consequently, resilience. The framework is then tested using impact evaluation and assessment reports from SCT programmes in Indonesia, Zambia, Ethiopia, Bangladesh, and Tanzania. The exercise finds that SCTs alone have a limited contribution to adaptive capacity outcomes, but interventions that combine cash transfers with other components such as nutrition or livelihood training show positive impacts. We find that the ACOF can support assessments of SCT's contribution towards adaptive capacity. It can help build evidence, evaluate impacts, and through further research, can facilitate learning on SCTs' role in increasing climate resilience. [ABSTRACT FROM AUTHOR]

Usually, household electricity consumption fluctuates, often driven by several electrical consumption determinants such as income, household size, and price. Recently, research studies on the investigation of predictor variables in household electricity consumption have increased especially in the developing and newly industrialized countries. However, the studies just focus on identifying the predictor variables of household electricity consumption that influence load forecasting models. In Tanzania, for instance, scholars found that using the "income" determinant improves the performance of a forecasting model. The scholars suggest without any empirical bases that adding more predictor variables would have improved the accuracy of the model. This study aims to analyze the effect of the number of predictor variables on household load forecasting performance based on Tanzania's data. Nonlinear regression based on a Weibull function and multivariate adaptive regression splines approaches are used for this purpose. Our findings indicate that income, household size, and number of appliances are common predictor variables of household consumption in developing countries. The measured forecasting root-mean-square error (RMSE) when using income, household size, and the number of appliances is 0.8244, 1.2314, and 0.9868, respectively. Finally, we forecasted load using all three determinants and the RMSE dropped to 0.7031. Having obtained the smaller value of RMSE when all predictors are used reveals that the inclusion of all three predictor variables in load forecasting leads to a significant decrease in RMSE by 14.73%. Purpose: This study aims to investigate how actors' responses to competing logics (academic and business logics) in budgetary practices in a university setting in Tanzania were shaped by state pressure, market pressure and organizational characteristics (funding certainty and changes in university ownership) and how actors' agency was exercised in enacting competing logics. Design/methodology/approach: The data for this study were collected from interviews, observations, informal discussions and document review. The data analysis processes were guided by institutional logic concepts and the role of actors' agency. Findings: The findings demonstrate how academic logic traditionally subsisted in a university setting in which there was funding certainty. Changes in the university's ownership resulted in funding uncertainty. Market and state pressure increased the intensity of funding uncertainty, which supported business logic. While market logic supported the emergence of business logic, state pressure altered the balance of the competing logics. University actors responded by selective coupling and compartmentalizing where both elements of academic and business logics were enacted. While managers prioritized business logic, academics prioritized academic logic. However, the role of agency was exercised in actors' responses, subverting both academic and business logics. Practical implications: Managers should appropriately enact both elements of competing logics to avoid marginalization of some of the core university activities. In addition, profitable business ideas should be considered, identified, planned and implemented successfully. Moreover, there is a need to change the historically contingent and culturally situated environment when enacting competing logics. Furthermore, the state influence on universities should be considered to prevent unnecessary uncertainties in budgetary practices. Originality/value: The paper demonstrates how selective coupling and compartmentalizing strategies were used by actors to enact both elements of competing logics in budgetary practices in a university setting. It further shows how actors' agency influenced and subverted competing logics. The paper, thus, responds to the recent calls to investigate the influence of institutional logics on control practices, and the role of actors in strategically handling different logics in developing countries (Damayanthi and Gooneratne, 2017; Argento et al., 2020; Anessi-Pessina et al., 2016; Grossi et al., 2020). Attracting and retaining female students in construction-related programs are increasingly gaining attention in academic research and practice. However, there are limited empirical studies undertaken in developing countries. Thus, this mixed research approach study identified the attraction and retention factors for female students in construction-related programs in Tanzania. Primary data was collected from semi-structured interviews with fifteen female students enrolled in construction programs. A quantitative survey administered to two and ten hundred respondents was then administered. Job/career opportunity, self-confidence of performing construction works, father working in the industry, role model apart from parents, scholarship programs, high school advisor, friends and relatives, parents' professions and scholarship adverts emerged as the main attraction factors to construction programs. In contrast, career opportunity after graduation, female students in class, mathematics-based course, female faculty members, community of students/classmates, a role model and involvement in construction works were the main retention factors. The study concludes by providing insights into its empirical contributions and practical implications not only for Tanzania but to construction programs in developing countries for government policy makers, educators and learning institutions. Immigration ethics debates remain deeply Eurocentric in their assumptions and focus. Due to the dominance of a universalising, liberal perspective, the thought and experience of the global south continues to be excluded, except as 'senders' or 'transiters' of people. Not only does the debate thereby misrepresent the majority of the world, it also necessarily excludes that majority from having anything useful to say about ethical approaches to immigration. In this way, it offers a partial, parochial, local theory that mischaracterises itself as international and universal. By making common cause with decolonising approaches from Latin America, this article seeks to challenge this Eurocentrism by drawing on an example of African immigration ethics: postcolonial Tanzania's 'open door' era. Here, the combination of the OAU's expanded definition of a refugee, alongside the 'traditional' indigenous values of Julius Nyerere's pan-Africanism and native socialism (ujamaa), made for a generous, if highly restricted welcome for hundreds of thousands of people. This reveals the need for immigration ethics to dispense with the search for 'universal' norms that are limiting and exclusionary. Instead, it should explore pluriversality: the importance of local, creative, relational responses to mobile populations that are ongoing in the global south. [ABSTRACT FROM AUTHOR]

Background: Achieving equity in healthcare services has been a global priority. According to the literature, a slew of initiatives aimed at increasing household equity in healthcare financing have exacerbated the problem, making it hard for most developing countries to understand the real cause of the problem. Method: The non-experimental research design has been used to explore the Tanzania Panel Survey (NPS) data 2019/2020, to investigate equity differential in household healthcare financing in Tanzania by the use of conventional instrumental variable methods of Two-stage and Three-stage least square methods Results: Despite the global agenda of universal health coverage, this paper reveals that 86 percent of Tanzania lacks health insurance with a high degree of inequitable distribution of health facilities as 71.54 percent of the population is in rural areas, yet these areas have poor health systems compared to urban ones. These disparities increase pressure on household healthcare financing and widen the inequity and equality gaps simultaneously. Additionally, a household's income, education, health care waivers, out-of-pocket expenditure, and user fees have been found to have a significant impact on household equity in healthcare financing. Conclusion: To reverse the situation and increase equity in household healthcare financing in most developing countries, this paper suggests that an adequate pooling system should be used to allow more people to be covered by medical prepayment programs, and the donor-funded programs in developing countries should focus on health sector infrastructure development and not the capacity building. Electronic Journal of Information System in Developing Countries (EJISDC) has already published a bibliometric study from 2000-2013, and this study is a further continuation of the pervious study from 2014-2021. The data retrieved from the Scopus database was analyzed through VOS viewer, biblioshiny, Microsoft Excel, and MS Access. This bibliometric study found the different aspects of the EJISDC, i.e., document types, publishing trends, authorship patterns, most productive countries, prolific authors, organizations, frequently used keywords, and country collaboration during 2014-21. The result found that total 346 publications having 1513 citation and most of the documents type was published research articles. The maximum publication was 51 in 2017 and received 313 citations in 2014. Authorship patterns showed that two author patterns produce maximum publications (142) with 666 citations. Heeks was the most prolific author in terms of paper publication (8 papers). South Africa and the University of Cape Town are at the top of the list to produce maximum articles during 2014-21. ICT4D was the most used keyword by the authors, and Tanzania is the top country to collaborate with other countries. Reliable and accurate flood prediction in poorly gauged basins is challenging due to data scarcity, especially in developing countries where many rivers remain insufficiently monitored. This hinders the design and development of advanced flood prediction models and early warning systems. This paper introduces a multi-modal, sensor-based, near-real-time river monitoring system that produces a multi-feature data set for the Kikuletwa River in Northern Tanzania, an area frequently affected by floods. The system improves upon existing literature by collecting six parameters relevant to weather and river flood detection: current hour rainfall (mm), previous hour rainfall (mm/h), previous day rainfall (mm/day), river level (cm), wind speed (km/h), and wind direction. These data complement the existing local weather station functionalities and can be used for river monitoring and extreme weather prediction. Tanzanian river basins currently lack reliable mechanisms for accurately establishing river thresholds for anomaly detection, which is essential for flood prediction models. The proposed monitoring system addresses this issue by gathering information about river depth levels and weather conditions at multiple locations. This broadens the ground truth of river characteristics, ultimately improving the accuracy of flood predictions. We provide details on the monitoring system used to gather the data, as well as report on the methodology and the nature of the data. The discussion then focuses on the relevance of the data set in the context of flood prediction, the most suitable AI/ML-based forecasting approaches, and highlights potential applications beyond flood warning systems. As efforts to harmonize policies globally intensify, developing countries increasingly face pressures to adopt international standards. Yet, we know little about the circumstances under which developing countries manage to circumvent such pressures, or about their strategies to maintain policy space. We explore under which conditions developing countries are willing and able to sustain mock‐compliance, a situation where countries comply on paper but not in practice. Using country comparisons of Angola's, Nigeria's, Tanzania's, and Vietnam's engagement with the Basel banking standards, we show how three factors combine to produce sustained mock‐compliance: high costs of outright non‐compliance due to outward‐orientated banking sectors; high political costs of substantive compliance; and state control over profitable markets. Our article contributes to theory‐building in the literature on compliance and structural power as well as to broader debates about developing countries' policy autonomy in their engagement with global financial norms. Based on fieldwork conducted in Senegal, Tanzania, and India, this article argues for a territorialized approach to mini-grids. One of the most sought-after solutions to electrification and transition to renewable energies in the Global South, mini-grids can be defined as decentralized collective systems of electricity supply. Whereas the academic and grey literature has mostly focused on their presence in rural areas, this paper looks at their development in urbanizing localities. It documents access to electrical service in these spaces and shows that, behind the rather uniform vision associated with the mini-grid object, the service provided takes different forms depending on the environment in which it is deployed. The presence of mini-grids also raises issues of social and territorial equity of access to essential services. A territorialized approach to mini-grids, therefore, furthers our understanding of the complex energy changes at work in cities of the Global South. [ABSTRACT FROM AUTHOR]

Increasing evidence shows that farm households in developing countries maintain a portfolio of income‐generating activities. Concerns have been raised that household income diversification to include nonfarm activities will stifle farm works, and thus reduce agricultural productivity. On the contrary, some evidence of complementarity between the farm and nonfarm activities in rural areas has been found. This paper uses data from the fourth and the fifth waves of Tanzania's National Panel Surveys to examine whether there exists complementarity or substitutability between farm and nonfarm activities in rural Tanzania. The findings show that participation in off‐farm work and nonfarm business activities has no clear relationship to the adoption and use of improved agricultural practices, namely, irrigation, fertilizers, pesticides, and herbicides. Participation in off‐farm work and nonfarm business activities does not also seem to directly influence agricultural investments, production, and productivity nor overall household income. These results suggest that the complementary and substitution effects of nonfarm activities offset each other in Tanzania, implying that proper policies are required to unleash the potential impact of nonfarm activities on agriculture. Proper integration of low-carbon development (LCD) considerations into policies, plans and programmes (PPPs) using strategic environmental assessment (SEA) is increasingly considered crucial to achieving sustainable development. However, there is little empirical evidence, especially from the developing world, on whether and how SEA is accomplishing this task. This paper analyses five case SEA reports of plans and programmes in Tanzania using a multi-case study design. The aim is to understand how the integration of LCD considerations has played out in practice. A report evaluation framework defined by five review areas and twenty four review questions was used to evaluate the quality of the SEA reports. The results reveal that the integration is patchy across the five cases, with serious deficiencies in conceptualization, scientific assessments, guidelines for implementation, monitoring and follow-up mechanisms and public participation. The average SEA report quality score is 21.6 out of 50 points. The low performance is evidence of a missing link between climate policy and regional/sectoral development planning supported by SEA in Tanzania, reinforcing the urgent need for improvement. Purpose: This paper examines the accountability and governance mechanisms and the challenges in a multi-stakeholder partnership seeking to implement the Sustainable Development Goals (SDGs) in a developing country (DC), namely Tanzania. Design/methodology/approach: The paper draws on work on the shift from government to governance to meta-governance to examine the SDGs framework's governance regime. The data stems from documentation, focussed group discussions and face-to-face interviews with key stakeholders involved in the localisation of SDGs in Tanzania. Findings: Despite the emphasis given by promoters of SDGs on the need for multi-stakeholder engagement, and network and market-based governance, Tanzania's hierarchical governance framed in national legislations dominated the localisation of the SDGs. The national-level meta-governance structures were somewhat dysfunctional, partly due to a lack of well-designed coordination mechanisms for collaborative engagement with key stakeholders. The limited involvement of different meta-governors, and particularly network and market-based governance arrangements, has had severe implications for achieving the SDGs in DCs in general and Tanzania, in particular. Practical implications: The paper calls for a more explicit SDG policy and strategy, alongside strengthening institutional structures and related governance arrangements in Tanzania, to promote the realisation of the SDGs. For the SDGs framework to succeed, the authors suggest that, in addition to adopting SDG friendly policies, the Tanzanian government should devise plans for financial resources, strategies for empowering and engaging with key stakeholders and promote an integrative governance system that underpins accountability at the local level. Originality/value: Focussing on Tanzania, the paper sheds light on how context in DCs, interactions between state and non-state actors, modes of governance and accountability mechanisms shape the localisation of SDGs and realising the SDGs' agenda. The implementation in Tanzania focussed on priorities in the development plan, thereby neglecting some important SDGs. This raises doubts about the possibility of meeting the SDGs by 2030. The localisation of SDGs remained within the top-down governance structure, as Tanzania's government failed to enact the policy and strategy for multi-stakeholder partnership consistent with the SDGs' principle of "leave no-one behind". Consequently, meta-governors' efforts and ability to monitor and demand accountability from the government was constrained by the political context, the governance system and regulations enacted to side-line them. The adoption of e-procurement systems in developing countries is progressing slowly due to several challenges and barriers. Likewise, the adoption of e-procurement systems has been extensively studied, with research focusing on direct effects of factors like transparency and compatibility. This research aimed to evaluate the direct and indirect effects of relative advantage and performance expectancy on the adoption of e-procurement systems by combining components from the Technology, Organization, and Environment model with a modified Unified Theory of Acceptance and Use of Technology. This was accomplished by analyzing the function of attitude as a mediator and the legal framework as a moderator in the suggested study model. This study used a cross-sectional survey research design, together with a stratified sampling technique, to acquire a sample size of 367 respondents. The data were acquired via the distribution of questionnaires and the examination of relevant documents. The collected data underwent descriptive analysis using IBM SPSS statistics version 26, and inferential analysis was performed using PLS-SEM with the assistance of SmartPLS 4 software. The study's results validate a significant statistical moderating impact of the legal framework on the relationship between performance expectancy and attitude towards adoption of e-procurement system. On the other hand, adoption of e-procurement system is impacted by performance expectancy and relative advantage, which have both direct and indirect significances. Attitudes have a direct impact on the adoption of eprocurement system. Estimating poverty measures for disabled people in developing countries is often difficult, partly because relevant data are not readily available. We extend the small-area estimation developed by Elbers, Lanjouw and Lanjouw (2002, 2003) to estimate poverty by the disability status of the household head, when the disability status is unavailable in the survey. We propose two alternative approaches to this extension: Aggregation and Instrumental Variables Approaches. We apply these approaches to data from Tanzania and show that both approaches work. 'Ethical infrastructure' is considered as one of the tools for ensuring that public officials declare their assets and comply with ethical standards in different countries across the globe. This is even more important in developing countries where corruption is perceived to be a major threat to development. Despite this recognition, most countries especially in the developing world suffer from ineffective assets declaration by public officials and a lack of compliance to ethical standards. A similar situation is repored in Tanzania where lack of compliance with ethical standards and assets declaration has been the order of the day despite the establishment of ethics infrastructure. This article examines existing ethics infrastructure in the public service and establishes the reason for the noncompliance of public officials to the existing ethics infrastructure in assets declaration. This paper, is a desk review of concept, theory and empirics of assets declaration and assets infrastructure across the globe and Tanzania in particular and the review includes the analysis of rules, regulations and guidelines which constitutes ethics infrastructure and govern assets declaration in Tanzania. The findings of the review indicate that ethics infrastructure is a foundation for assets declaration but the actual implementation depends on the government's will and the strength of the enforcement mechanism. Sub-Saharan emerging countries experience electrical shortages resulting in power rationing, which ends up hampering economic activities. This paper proposes an approach for very short-term blackout forecast in grid-tied PV systems operating in low reliability weak electric grids of emerging countries. A pilot project was implemented in Arusha-Tanzania; it mainly comprised of a PV-inverter and a lead-acid battery bank connected to the local electricity utility company, Tanzania Electric Supply Company Limited (TANESCO). A very short-term power outage prediction model framework based on a hybrid random forest (RF) algorithm was developed using open-source Python machine learning libraries and using a dataset generated from the pilot project's experimental microgrid. Input data sampled at a 15-minute interval included day of the month, weekday, hour, supply voltage, utility line frequency, and previous days' blackout profiles. The model was composed of an adaptive similar day (ASD) module that predicts 15 minutes ahead from a sliding window lookup table spanning 2 weeks prior to the prediction target day, after which ASD prediction was fused with RF prediction, giving a final optimised RF-ASD blackout prediction model. Furthermore, the efficacy analysis of the short-term blackout prediction of the formulated RF, ASD, and RF-ASD regression and classification algorithms was compared. Considering the stochastic nature of blackouts, their performance was found to be fair in short-term blackout predictions of the test site's weak grid using limited input data from the point of coupling of the user. The models developed were only able to predict blackouts if they occurred frequently and contiguously, but they performed poorly if they were sparse or dispersed. [ABSTRACT FROM AUTHOR]

This article examines research reviews of financial inclusion comprehensively in terms of its nature, basic reasons behind financial exclusion, costs, and implications of financial exclusion in developing countries. Specifically, the study intends to analyze the extent to which the existing published academic papers have addressed the challenges associated with financial exclusion in these countries. A qualitative systematic literature review approach was employed in conducting this study. The study findings indicate that most developing countries and Tanzania in particular, still encounter challenges regarding effective financial inclusion, resulting in very slow improvement in this field. Therefore, measures are needed to curb existing bottlenecks, and the government and other stakeholders need to establish guiding policies to enhance financial inclusion efforts. Similarly, Policymakers and financial services providers need to initiate innovative infrastructure systems to enhance the extension of financial services to rural areas at affordable operating costs. Rural electrification rate in Tanzania is still very low despite the efforts made by the Rural Energy Agency (REA) in Tanzania. Rural electrification using medium voltage (MV) method has two major obstacles. First obstacle is high cost associated with the cost of extending the grid electricity to rural areas. Second obstacle is remoteness of the villages, which leads to high power loss during transmission. In lieu of economic extension of rural electrification areas, this paper proposes a low cost solution of Iliceto Shield Wire Scheme (ISWS). This technique involves insulating shield wires (SW) from high voltage (132-400 kV) transmission line and energizing (11-33 kV) them from nearby substation at one line and use ground as MV phase conductor. The paper undertakes literature review of ISWS technology as installed in other developing countries. After that, a case study is selected in Mpaji village in Tanga region Tanzania. Analysis was made on voltage drop, power flow and cost for rural electrification using ISWS technology. Developing nations face higher stakes in the race towards a cleaner energy future, where it's a matter of life, wealth, and basic human needs. Using Tanzania Panel Survey data, this study examined urban households' cooking energy choices and their impact on reducing poverty. Employing advanced statistical models, it found that traditional energy sources still dominate cooking methods, and households relying on them are more likely to be trapped in poverty. Clean energy sources, on the other hand, reduce poverty prevalence. Education and income diversification programs can facilitate an immediate shift towards clean energy and achieve Sustainable Development Goals. The impact of climate change on smallholder farmers in developing countries has become an alarming issue that requires close attention. Due to the low level of investment on science and technology in their activities, smallholder farmers are the most affected group by the impacts of climate change in many developing countries. This study examined the impacts of climate change and the adaptation strategies of smallholder farmers in Micheweni district of Pemba Zanzibar Tanzania. The study adopted a descriptive design whereby both qualitative and quantitative techniques were used in data collection and data analysis. The collected data involved both primary and secondary. The findings revealed loss of crop varieties, loss of income and loss of agricultural land are the impacts of climate facing the smallholder farmers at the district. These impacts hampered smallholder farmers' efforts to improve their livelihoods. However, the smallholder farmers in the district managed to cope with the situation through various measures. These include changing the planting date, shifting from fresh water to sea water crops cultivation, water storage and irrigation measures. Drawing on ethnographic fieldwork in rural Tanzania, this paper shows that teenage girls' opportunities for sexual agency are shaped through assemblages of normative girlhood and appropriate sexuality. Whilst girls themselves negotiate and resist the disempowering affects of such assemblages, as shown through vignettes which illustrate the experiences of three girls who were involved in the education project where fieldwork took place, their capacity to do so is linked to the broader networks of relationships within which girls were situated. Taking friendships and religious affiliation as examples, I show how relationships can generate the conditions for girls to resist assemblages of norms and expectations that structure sexuality and girlhood - but may also reinforce them. This paper counters prevailing narratives on teenage girls' sexual agency in developing countries as inherently lacking, requiring external recuperation in the form of education and 'empowerment', and explores the implications of a relational framing for interventions which seek to genuinely expand girls' sexual agency. Technology adoption is crucial for the development of low-income countries. This paper investigates how parametric insurance can contribute to improving access to finance, and hence to technology, for smallholder farmers. In a model with moral hazard, we show that bundling parametric insurance with loans may lower collateral requirements, thus promoting the financial inclusion of poor households. The case of agricultural input loans and weather-index insurance is studied in detail and related to bundled finance solutions recently piloted among smallholder farmers in Tanzania. Background: Scaling up continuous quality improvement (CQI) processes could be key in achieving the 95:95:95 cascade and global HIV targets. This paper describes the experiences and outcomes related to implementing CQI processes to help reach these targets, with particular focus on clinical and programmatic settings in 6 countries from the global south.Methods: The HIV program at the University of Maryland, Baltimore (UMB) implemented an adapted CQI model in Kenya, Tanzania, Botswana, Zambia, Nigeria and Rwanda that included the following steps: (1) analysing the problem to identify goals and objectives for improvement; (2) developing individual changes or 'change packages', (3) developing a monitoring system to measure improvements; and (4) implementing and measuring changes through continuous 'plan-do-study-act' (PDSA) cycles. We describe country-level experiences related to implementing this adaptive design, a collaborative learning and scale-up/sustainability model that addresses the 95:95:95 global HIV targets via a CQI learning network, and mechanisms for fostering communication and the sharing of ideas and results; we describe trends both before and after model implementation.Results: Our selected country-level experiences based on implementing our CQI approach resulted in an increased partner testing acceptance rate from 21.7 to 48.2 % in Rwanda, which resulted in an increase in the HIV testing yield from 2.1 to 6.3 %. In Botswana, the overall linkage to treatment improved from 63 to 94 %, while in Kenya, the viral load testing uptake among paediatric and adolescent patients improved from 65 to 96 %, and the viral load suppression improved from 53 to 88 %.Conclusions: Adopting CQI processes is a useful approach for accelerating progress towards the attainment of the global 95:95:95 HIV targets. This paper also highlights the value of institutionalizing CQI processes and building the capacity of Ministry of Health (MoH) personnel in sub-Saharan Africa for the effective quality improvement of HIV programs and subsequent sustainability efforts. Women in developing countries face several challenges related to gender inequality through experiences in limited access to education, labour market, and finances. Deeprooted social and cultural practices often devalue the notion of being a woman, and create limitations for women's life opportunities and personal empowerment. The overall objective of this paper is to reflect on ways of effectively engaging with informal settlement communities in Kenya and Tanzania, in a way that elicits information that is useful to the community and to research. The paper is part of a larger research project targeted at couples living in a household as participants, and identified workshops as a useful approach in engaging with the targeted participants. To ensure the workshops were designed in a practical manner, opinions of local practitioners were sought. This paper reflects on those consultations, based on three key questions about the design, structure, and modalities of the workshops. The methods used for the consultations were interviews, which were held among 7 practitioners across the two countries. The findings indicated that it was necessary to show sensitivity in the design and structure of the workshops, as well as to ensure that the modalities should be open to discussions of topics that were a priority to the participants. The paper concludes that the design, structure, and modalities of workshops must bear in mind the sensitive nature of the questions of discussion; and thus must ensure that questions are carefully structured and aligned to a community's cultural modalities. This paper uses the concept of epistemic injustice to shed light on the discriminatory treatment of experts in and by development aid. While the literature on epistemic justice is largely based on philosophical reasoning, I provide an empirical case study which substantiates theoretical claims with findings from social science research. Drawing on expert interviews conducted in South Africa and Tanzania, I reveal how epistemic injustice is experienced, practiced and institutionalised in a field which claims to work towards global justice. Focusing on aid-related advisory processes, the paper highlights how epistemic authority therein is tied to identity-based prejudice. The systematic credibility deficit policy experts from aid-receiving countries suffer is closely interrelated with the credibility excess so-called 'international' experts profit from. Their privilege is backed by an imaginary that maintains the idea of Northern epistemic superiority and sustained by prevailing employment and procurement practices of donor organisations. The paper suggests that the concurrence of testimonial and hermeneutical injustice prevents experts from the Global South from taking the lead in interpreting their own societies' realities. Background: Decision making process for Official Development Assistance (ODA) for healthcare sector in low-income and middle-income countries involves multiple agencies, each with their unique power, priorities and funding mechanisms. This process at country level has not been well studied.Methods: This paper developed and applied a new framework to analyze decision-making process for priority setting in Ethiopia, Nigeria, and Tanzania, and collected primary data to validate and refine the model. The framework was developed following a scoping review of published literature. Interviews were then conducted using a pre-determined interview guide developed by the research team. Transcripts were reviewed and coded based on the framework to identify what principles, players, processes, and products were considered during priority setting. Those elements were further used to identify where the potential capacity of local decision-makers could be harnessed.Results: A framework was developed based on 40 articles selected from 6860 distinct search records. Twenty-one interviews were conducted in three case countries from 12 institutions. Transcripts or meeting notes were analyzed to identify common practices and specific challenges faced by each country. We found that multiple stakeholders working around one national plan was the preferred approach used for priority setting in the countries studied.Conclusions: Priority setting process can be further strengthened through better use of analytical tools, such as the one described in our study, to enhance local ownership of priority setting for ODA and improve aid effectiveness. Efforts are being exerted in many developing countries to promote financial inclusion by increasing individuals' access to financial products and services. However, literature suggests that increasing the supply of financial products and services per se may not help in expanding financial inclusion unless concerted efforts are exerted in enhancing financial literacy. This is because financially literate individuals are more likely to appreciate the value of financial services and hence take up financial products. This paper reports the link between financial literacy and inclusion using data from a demand side financial inclusion survey conducted in Kenya and Tanzania in 2016 covering a total of 6029 individuals. Results from our instrumental variable regression analysis confirmed that financial literacy is a strong driver of financial inclusion. Objectives: To improve the research-and proposal-writing skills of researchers and to evaluate the impact of this intervention. Methods: An off-the-shelf online course (AuthorAID, developed by INASP) was embedded in the Tanzania Fisheries Research Institute's (TAFIRI) website and offered to the institute researchers in Tanzania. The 8-week course was followed by a 2-day face-to-face workshop that used the course material contextualized to local conditions, and the combination was repeated one more time. Results: A total of 47 participants completed the course and attended the workshop: 21 (54%) completed the course in 2016 and 26 (67%) in 2017. The number of papers published annually by TAFIRI staff more than tripled between 2016 and 2019 after the AuthorAID intervention, most of them (114, or 91%) by researchers who had undergone the training. Conclusion: Embedding and contextualizing proven learning materials, such as the AuthorAID online course, can be an economical and effective approach to improving the writing skills of scientists in developing countries. Literacy builds a foundation for further learning and necessitates human capital development that creates a knowledge economy. A clear focus on literacy policies is fundamental in achieving national and international socio-economic targets. In Tanzania, adult literacy growth has been slow, inconsistent, and characterized by regional gaps. A review of policies and practices has revealed several constraints associated with budget allocation and cultural perspectives. Peri-urban land governance in Tanzania and other developing countries is shaped by divergent or complimentary roles of actors emanating from their authority, power and interest which create a complex relationship affecting land governance process. This paper is built on a call for more research on governance and urban land use by scholars. The focus of this paper is to identify governance gaps arising from the roles of different actors, interaction and power relations. The paper is based on the critical review of published and unpublished literature, as well as government reports. Overlapping and complementary roles influenced by varying power relations and interests among actors is revealed. This is witnessed in the Ministry of Lands and Local Government Authorities (LGAs) and between the private sector and land occupiers. The former is associated with the ministry's reluctance to share power with LGAs, perpetuated by conflicting laws and regulations, while the latter is attributed to economic power of investors versus the vulnerable groups. Recognising the implication of the participation of various actors is not only critical in improving the interactions and harmony among actors, but also enacting appropriate legal and institutional frameworks to regularise both formal and informal actors in order to improve peri-urban land governance henceforth. Intercultural philosophy and critical development theories have so far rarely entered into exchange, although they share central concerns: they criticize epistemic eurocentrism and call for a diversification of science and knowledge alike. In this paper, I illustrate how the conjunction of philosophical concepts and insights from decolonial and postcolonial scholars can lead to a deeper understanding of empirical phenomena - such as unequal relations of knowers in the context of development cooperation. Drawing on empirical material generated by social science research in South Africa and Tanzania, I highlight how experts from the Global South experience epistemic injustice in aid-related advisory processes, and how this is fostered by a social imaginary of Northern epistemic superiority institutionalized in development practice. The paper ends with a critical reflection on the interdisciplinary research journey, pointing out its drawbacks but also its potential for opening up new thinking spaces and generating questions that demand further exploration. Joint liability group lending has come under scrutiny for failure to promote profitable risk-taking among smallholder borrowers in developing countries. One possible explanation for the absence of profitable risk-taking is the collateral-like effect of social capital, which borrowers fear losing if they default. In this paper, we use data from a framed field experiment and a survey administered in Tanzania to empirically investigate the relationship between social capital and risk-taking. We find that borrowers with more close relationships (family and friends) in their borrowing group increase risk-taking yet borrowers with more relationships that induce negative moral emotions (shame and guilt) reduce risk-taking. Most mitigation scenarios compatible with a likely change of holding global warming well below 2 °C rely on negative emissions technologies (NETs). According to the integrated assessment models (IAMs) used to produce mitigation scenarios for the IPCC reports, the NET with the greatest potential to achieve negative emissions is bioenergy with carbon capture and storage (BECCS). Crucial questions arise about where the enormous quantities of biomass needed according to the IAM scenarios could feasibly be produced in a sustainable manner. Africa is attractive in the context of BECCS because of large areas that could contribute biomass energy and indications of substantial underground CO2 storage capacities. However, estimates of large biomass availability in Africa are usually based on highly aggregated datasets, and only a few studies explore future challenges or barriers for BECCS in any detail. Based on previous research and literature, this paper analyses the pre-conditions for BECCS in Tanzania by studying what we argue are the applications of BECCS, or the components of the BECCS chain, that are most feasible in the country, namely (1) as applied to domestic sugarcane-based energy production (bioethanol), and (2) with Tanzania in a producer and re-growth role in an international BECCS chain, supplying biomass or biofuels for export to developed countries. The review reveals that a prerequisite for both options is either the existence of a functional market for emissions trading and selling, making negative emissions a viable commercial investment, or sustained investment through aid programmes. Also, historically, an important barrier to the development of production capacity of liquid biofuels for export purposes has been given by ethical dilemmas following in the wake of demand for land to facilitate production of biomass, such as sugarcane and jatropha. In these cases, conflicts over access to land and mismanagement have been more of a rule than an exception. Increased production volumes of solid biomass for export to operations that demand bioenergy, be it with or without a CCS component, is likely to give rise to similar conflicts. While BECCS may well play an important role in reducing emissions in countries with high capacity to act combined with existing large point sources of biogenic CO2 emissions, it seems prudent to proceed with utmost caution when implicating BECCS deployment in least developed countries, like Tanzania.The paper argues that negative BECCS-related emissions from Tanzania should not be assumed in global climate mitigation scenarios. Road traffic accidents are a leading cause of death in developed and developing countries. It has been shown that road accident reporting systems could reduce their effects by minimizing response time and mapping road accident-prone areas. This paper provides an overview of the systems and applications for road accident reporting and drivers’ behavior awareness. A field survey, conducted in Dar es Salaam region in Tanzania, investigated the current state of road traffic accident reporting. Findings showed that the main means of reporting road accidents were physical reporting and police emergency phone calls. The absence of alternative means for reporting road accidents causes information delay and lack of precise accident location for the emergency first responders. This paper concludes by proposing a mobile application system for road accident reporting and drivers’ over-speed awareness, in order to improve road safety in developing countries. Purpose: The paper aims to explore consumer preferences for novel and other quality attributes in processed foods. It focuses on preferences for product origin, certification on food quality and standards and tradeoffs between novelty (fortification and highly processed) and other quality attributes. Design/methodology/approach: In total, 317 consumers were randomly selected at a high-end supermarket and a traditional local market in Dar es Salaam, Tanzania. Stated and revealed preference approaches were used to investigate their preferences for different attributes in processed foods. A hypothetical choice experiment was used to assess consumer preference for six baby food attributes and the tradeoffs between the attributes, while the revealed preference method included questions on consumer's actual processed food purchasing and consumption habits. In addition, consumers were asked a series of hierarchical questions assessing the motivation underpinning their choices for different products attributes. Findings: When making choices for processed food attributes, consumers are reluctant to choose novel technologies and have a strong preference for natural, nutritious, tasty and quality processed food attributes. However, they are willing to forego their preference for naturalness and to overcome their reluctance to trying novel technologies when the novelty is embedded with such quality benefits as nutrition, but not so when the embedded benefit is convenience. They are also willing to trade off their preference for nutrition for a sensory taste. This suggests that micronutrient deficiencies can be reduced among women and children under five by employing the appropriate strategies in processed food formulation. Further, the preference for product origin highlights the opportunity for national brands to fill the gap created by the increasing demand for processed foods in Tanzania. Research limitations/implications: The study claims a developing country perspective but is only representing consumers in one city in a developing country. However, this study speculates that consumers with representative characteristics in such context are likely to behave the same. Furthermore, although this study controlled for a hypothetical bias, having a hypothetical choice experiment with non-shoppers (non-purchasers) could have triggered the hypothetical bias, making participants concentrate more on non-price than price attributes. In this paper, a travel cost model was applied to the case of firewood collection to assess how the inclusion of household fixed effects and how assumptions regarding conditions in the local labor market impacted resulting welfare estimates. To assess these impacts, a unique household panel data set from Kagera, Tanzania was used. It was estimated that, under the assumption of constrained labor markets, households in the Kagera region of Tanzania are willing-to-pay, on average, $120 per year (2016 USD) for access to local forests. These estimated figures were nearly 50 per cent higher when household fixed effects were excluded and nearly 10 per cent higher under the assumption of perfect labor markets. In addition, these results support previous research showing that, in many developing countries, households' demand for firewood is inelastic and that households would be willing to spend a significant amount of their resources on forest access. Community level stakeholders are important part of business that companies need to consider when making decisions. This paper argues that companies that do not engage communities in their corporate social responsibility (CSR) programmes fail in delivering the objectives of their CSR projects. In advancing this argument the paper uses the stakeholder theory to interrogate and explain the results of how companies engage neighbouring communities in the conception, implementation and evaluation of their CSR projects. This qualitative study picked one company with CSR projects; and used in-depth interviews, FGDs and semi-structured questionnaires to collect data. The study found that although community engagement in CSR projects is important for the success and satisfaction of the project beneficiaries, the case study company did not engage its stakeholders. The study concluded that CSR in some companies was grossly underdeveloped and uncoordinated. The study therefore recommends that companies operating in the global South, need to have clear participatory stakeholders' engagement mechanisms when engaging in CSR if their CSR initiatives are to help in the development of the neighbouring communities. Despite the increase in tourism, the contribution of tourism to poverty reduction is questionable. Using secondary data with poverty index as a dependent variable, the effects of tourism value, total trade value, foreign direct investment, gross domestic product, and exchange rates were tested using econometric time series analysis for Tanzania from 1987 to 2020. The results for the long-run effects indicate all five variables significantly influence on human development as a proxy for poverty. Foreign direct investment has a negative effect, unlike the other variables. These results offer support to the Tourism Led Growth Hypothesis for a developing country like Tanzania in sub-Saharan Africa. Thus it is logical to continue promoting tourism in conjunction with the facilitation of export trade as a means of poverty reduction. Attracting foreign direct investments should continue but put into consideration policies, regulations, and the business environment that facilitate local business linkages with tourism which will reduce profit leakages.
