One of the assumptions in stated preference studies is the stability of respondents' preferences. This assumption might be violated in situations of context dependence, i.e., when the contingent situation influences respondents' choices. Ambient weather conditions (AWCs) are one element of the context that may influence stated preferences. The literature suggests that AWCs affect people's emotions, behaviors, and decision-making processes; however, the potential AWCs impact in environmental preference studies has not yet been investigated. This aspect is of high importance because context-dependent choices return biased willingness to pay estimates and affect the subsequent welfare analysis that informs public policy. To shed light on this important aspect of non-market valuation studies, we explore the effect of AWCs on preferences elicited with a Discrete Choice Experiment for ecosystem services management of a Nature Park. Results of a generalized mixed logit model evidenced a significant effect of AWCs on respondents' choices, with good weather conditions leading to higher preferences and willingness to pay for ecosystem services management. This result, which is consistent with previous psychological studies, raises the issue of sampling design and reveals the importance of a sensitivity analysis of WTP. As this issue is still unexplored in stated preference studies, we also encourage undertaking similar studies to add a priori knowledge for more accurate ex-post calibration of WTP estimates. Pollution and environmental depletion are often caused by human behaviours, where if behaviours were modified, environmental pressure could be substantially reduced. Many public programmes aim to influence people to change their unsustainable behaviours but few undertake ex post evaluations of behavioural change programmes. This paper undertakes an evaluation of a 5‐year programme to understand whether community engagement activities lead to more sustainable practices. Using a treatment and control experiment, the research investigates whether programme participants are representative of the wider population, whether participation leads to sustainable practices, whether pro‐environmental behaviours are sustained over time, and the relative effectiveness of different types of events on individual behaviours. Overall, results suggest that water engagement event participants are more likely to adopt sustainable behaviours, however attendees only represent a small cohort of the wider population, which possibly hinders a wider adoption of good practices. With respect to individual behaviours, different outcomes were detected for different behaviours, which suggests that not all behaviours were equally amenable to change. When comparing the impact of different events, events that are focused on building community ties were more successful than events with simple provision of information. Finally, new pro‐environmental behaviours tend to be abandoned after a period of time, therefore re‐engagement at regular time intervals is advised. [ABSTRACT FROM AUTHOR]

A study on tourists' preferences for wildlife conservation in the Italian Alps using a choice experiment is presented. The study focuses on wolves, lynx and salamanders, which are in danger of extinction. Welfare analysis suggests that WTP for varying sizes of animal population increases up to 45–55 animals and then decreases. This indicates that tourists are willing to financially contribute to an increase in the number of animals, but they do not want too many individuals, probably due to the impacts that large populations of carnivores may have. Estimated consumer surplus confirms a larger positive welfare change for the scenario with 50 animals. A population of 50 animals is considered a viable population for the survival of wolves and lynx; therefore results indicate that tourists are willing to contribute for sustainable wolf and lynx conservation. Scientific evidence suggests that emotions affect actual human decision-making, particularly in highly emotionally situations such as human-wildlife interactions. In this study we assess the role of fear on preferences for wildlife conservation, using a discrete choice experiment. The sample was split into two treatment groups and a control. In the treatment groups the emotion of fear towards wildlife was manipulated using two different pictures of a wolf, one fearful and one reassuring, which were presented to respondents during the experiment. Results were different for the two treatments. The assurance treatment lead to higher preferences and willingness to pay for the wolf, compared to the fear treatment and the control, for several population sizes. On the other hand, the impact of the fear treatment was lower than expected and only significant for large populations of wolves, in excess of 50 specimen. Overall, the study suggests that emotional choices may represent a source of concern for the assessment of stable preferences. The impact of emotional choices is likely to be greater in situations where a wildlife-related topic is highly emphasized, positively or negatively, by social networks, mass media, and opinion leaders. When stated preferences towards wildlife are affected by the emotional state of fear due to contextual external stimuli, welfare analysis does not reflect stable individual preferences and may lead to sub-optimal conservation policies. In this study, we combined virtual reality and electroencephalogram (EEG) methods in a lab setting to evaluate the restorative effects of forests on the mental state. In doing so, we compared forests in different vegetative seasons, varying types of forest stands, and forest densities. Twenty participants were exposed to videos of forests with different tree species compositions and cover densities across two seasons. At the same time, participants were monitored with an EEG device that recorded brain waves associated with the emotional mental state to understand varying levels of restoration associated with the different forest species. The EEG analysis was coupled with a self-rated measure of restoration, collected using the Restoration Outcome Scale and visual indexes of greenness. The results indicated that restorative effects were higher in summer season with high-density cover of forests composed of black pine. It was also found that restoration was affected by the degree of greenness, as suggested by its correlation with brain waves. These results, integrated with future suggestions for improvement, can be useful for forest management and territorial marketing to design dedicated forested areas for the purposes of restoration and the enhancement of mood state. This paper presents a spatial-based decision support system (DSS) to assist public and private forest managers in the analysis of potential feasibility in payments for forest ecosystem services (PES) for the prevention of soil erosion. The model quantifies the maximum willingness to pay (WTP) of managers of a reservoir to prevent soil loss. The minimum willingness to accept (WTA) of forest owners for the activation of a private market is also computed. The comparison of WTP and WTA identifies the forest area where PES are ideally feasible with additional potential for compensation to enable the schemes. The DSS highlights forest idiosyncrasies as well as local socio-economic and geomorphological characteristics influencing PES suitability at a geographic level. Several large Irish lake fisheries target both pike Esox lucius L. and brown trout Salmo trutta L. Due to predation on trout, pike stocks are actively managed in several locations with the objective of enhancing the trout fishery, which is a policy strongly supported by some trout anglers but intensely opposed by pike anglers. There is a dearth of economic knowledge to support management decisions concerning these mixed resource fisheries. This paper addresses some of that knowledge gap, investigating factors affecting angling recreational demand within these mixed resource fisheries and whether there are significant differences between pike and brown trout anglers. A travel cost model was used to estimate and test whether pike and trout anglers have different demand preferences. The substantive policy‐relevant finding relates not to differences associated with target species but to angling club membership. Wild Atlantic salmon and sea trout are in danger in several fisheries of the northern hemisphere due to anthropic activities. The pressures on fish stocks include excessive commercial and recreational harvests, as well as habitat depletion. In this paper, we present a choice experiment assessment of recreational anglers' preferences for conservation options, aiming to reduce harvest and improve ecosystem quality of salmon fisheries using Ireland as a case study. Data were collected by online survey and analysed with a latent class logit model. Results indicate two groups of anglers with diverging opinions and preferences on salmon conservation priorities, which will likely be reflected in different levels of acceptance of conservation initiatives. Previous research suggests that landscape preferences vary systematically amongst people. While various sources of heterogeneity have been considered in landscape preference literature, the role of emotions on willingness to pay for landscape features has never been examined. This article presents results of a choice experiment carried out for eliciting tourists' for Alpine landscapes. The emotional state of respondents was used to model heterogeneity in a latent class approach. The study area is a valley in the Italian Alps, characterised by a strong importance of the primary sector and a low number of tourists. Landscape management could attract new visitors, providing additional income for the local inhabitants. Results indicate that respondents prefer a variegated and multi-faceted landscape, with a mix of tree species, several agricultural crops and open areas with grazing animals and that incidental emotions play a role in the construction of landscape preferences and influence willingness to pay. Despite the large use of the travel cost method as estimation technique for the demand for forest recreation, information on price elasticity is only seldom reported. In this way, it is hard to understand if a large consumer surplus could be reflected in income opportunities for the local populations, because it is unknown whether the number of annual trips will decrease as a consequence of price changes. This is particularly relevant in remote rural areas, where few other opportunities for additional earnings are available. This contribution attempts to fill this gap, estimating price elasticities for two different specifications of the cost for travel; a first specification includes cost for travel only, while the second comprise on-site expenditures (such as food and accommodation). Data were collected by means of a questionnaire survey administrated to a sample of local visitors and analysed with a Poisson model. Results suggest that visitors have different sensitivities to distance travelled and to expenses locally sustained, the first being more elastic. [ABSTRACT FROM AUTHOR]

A multi-criteria analysis (MCA) was implemented to assess the best solutions for enhancing the production of renewable energy in the Alps. A set of criteria were selected based on the impacts of four renewable energy sources (forest biomass, hydropower, ground solar photovoltaic and wind power) on the three spheres of sustainability (environmental, social and economic). Three different scenarios are presented, each with a different set of weights for the criteria: the first scenario considers equally all three aspects of sustainability; the second scenario foresees an environmentally-oriented perspective, while the third scenario is more focused on the socio-economic aspects related to the development of renewable energy. Results show that forest biomass and hydropower seem to be the most viable solutions for enhancing the share of renewable energy in the Alps. Ground solar photovoltaic and wind power, on the other hand, seem to be less attractive alternatives due to their high impacts on land use. [ABSTRACT FROM PUBLISHER]

Renewable energy sources are vital to achieving Europe's 2030 energy transition goals. Technological innovation, driven by public expenditures on research and development, is a major driver for this change. Thus, an extensive dataset on these expenditures of the European Member States and the European Commission, dating back to the early 1970s, was created. This paper creates predictive scenarios of public investment in renewable energy research and development in Europe based on this historical dataset and current trends. Funding from both, European Member States and the European Commission, between today and 2030 are used in the analysis. The impact on the cumulative knowledge stock is also estimated. Two projection scenarios are presented: (1) business as usual; and (2) an advanced scenario, based on the assumption that the Mission Innovation initiative causes public expenditures to increase in the coming years. Both scenarios are compared to the European 2030 climate and energy framework target sets. Results indicate that Member States in Europe currently tend to fund renewables more than the European Commission, but funding from both sources is expected to increase in the future. In European countries, current forest use aims to enhance goods and services supplied by forest ecosystems, taking into account the multiple needs and interests of society through a participatory process. A successful participatory process requires a thorough analysis of stakeholders' perceptions and preferences. The aim of this paper is to investigate the differences between stakeholders' perceived influence and real power in forest management. A questionnaire survey was carried out among 51 forest stakeholders in a case study in the Italian Alps. Perceived influence was measured by asking stakeholders to rate on a 5-point scale the extent to which they can influence forest management issues. Real power was analyzed using social network analysis (SNA), investigating the relationships that stakeholders have with each other in the network. Real power was measured using a Freeman's degree centrality measure, which focuses on the direct ties coming in and out for each stakeholder. The results show that public administration is the category of stakeholders with the most power in all forest management issues, while the actors of the tourism sector are in a marginal position. In addition, the results of the study suggest that in many cases stakeholders have a distorted perception of their own power. [ABSTRACT FROM AUTHOR]

Renewable energies-such as solar photovoltaic power, hydropower, wind power, and forest biomass-have a key role in the European Union (EU) policy aimed at enhancing energy security and mitigating climate change. The new target established by European Commission for 2030 is a 30% improvement in energy efficiency, 40% less greenhouses gas emissions, and 27% increase in energy generation from renewable sources. In order to achieve this target, it will be necessary to define a political strategy to increase renewable energies' production. The renewable energies' production generates different kinds of environmental impacts, depending mainly on the energy source. For this reason, transdisciplinary and local expertise are crucial in order to assess impacts on various ecosystem services and to choose the best renewable energy sources to develop. This study evaluates the potential effects of renewable energies development on Alpine ecosystem services using a questionnaire-based survey. The questionnaire was administrated to a sample of 45 experts in several Alpine areas. Experts' opinions are fundamental for anticipating potential social costs and benefits caused by renewable energies and ensuring a successful formulation and implementation of energy policies, reducing conflicts and improving cooperation among the different groups of interest. The paper presents a method for identifying and classifying local stakeholders involved in renewable energy development. The method is based on the expert assessment and comprises three main steps: (1) identification of the independent experts considering their expertise and knowledge of the local context; (2) identification of the local stakeholders based on expert assessment; and (3) analytical categorisation of stakeholders taking into account the professional relationship network. Using forest biomass (bioenergy) production as example, the stakeholder analysis is illustrated on the case study of Triglav National Park, which is characterised by a high potential of woody biomass production and a large number of stakeholders involved in land use and management. The first stage of stakeholder analysis identifies the key stakeholders to be involved in bioenergy development, through a survey with local experts. The results highlight eight key stakeholders and several primary and secondary stakeholders that should be involved to ensure socially acceptable decision-making about the renewable energy development in the Triglav National Park. Land use changes in the Alps over the last few decades have been characterised by a significant increase in forest coverage as a result of the abandonment of marginal agricultural sites. Natural afforestation and species protection laws affected the ecosystem, and therefore the services provided by the mountain environment, including landscape structure and aesthetics, changed. This work assess the changes in the ecosystem services offered by forests since 1954 in a region of the Italian Alps. Some ES were estimated in this work with GIS, and others were taken from the literature or the authors' previous works. Since the 1950s, forest ecosystem services such as growing stock, protection from hydro-geological hazards and carbon storage have increased. Deer and other forest species have risen in number. On the other hand, there has been a depletion of open space for priority habitats and species such as black grouse and capercaillie. Old postcards were used to understand land use change and people's aesthetic preferences. To determine people's preferences for the landscape, we used records of over 300,000 postcards, sold during nearly two decades. The most often chosen postcard portrayed a landscape of the 1970s with a mix of forest and open space, different from the scenario that the buyers could observe. The sales records for over 20 years of postcard business and the dates of the postcards that we obtained in this research allowed us to perform a quantitative analysis of landscape preferences. The main subject of the photo was a good predictor of the number of postcards sold, according to generalised linear models (GLM); and postcards of overly exploited landscapes, dense forest coverage or buildings were significantly less likely to be chosen. Artificially reinstating open areas will boost biodiversity and could recreate a landscape that resembles the historical agro-ecosystem without interfering with the forest's other functions. The paper presents an integrated methodology to assess psychological and physiological responses of people when exposed to forests, with the main objective of assessing the suitability of different stands for stress recovery on the basis of tree species and density. From the methodological viewpoint, the study applies both a Restoration Outcome Scale (ROS) questionnaire and a neuroscientific technique grounded on electro-encephalographic (EEG) measurement. Results show different outcomes for conifers and broadleaves as well as a statistical significance of density in the evaluation of an individual's emotional state. A forest with a high density of conifers and low density of broadleaves seems to be the proper combination for stress recovery. The differences among psychological stated preferences and EEG trends highlights potential conflict among "needs" and "wants" of people in the topic of stress relief.
