The policy area addressing the climate crisis in the UK, 'Net Zero', will affect many aspects of people's everyday life. Given that policy builds from where we are now, which for some (post austerity, and mid cost of living crisis) means in financial crisis, there is work to be done in enabling a socially inclusive Net Zero. In this article, we modify the Bristol Social Exclusion Matrix's four forms of participation for social inclusion, drawing on the existing literature on the social risks of environmental policy, to articulate the risks of social exclusion in transition to Net Zero. This enables us to develop a 'person-centred' approach to understanding the risks of Net Zero, articulating the risks of exclusion, and who is likely to be affected by them. Energy poverty is a fast rising government agenda in the Global North, and is subject to a substantial academic literature. Energy poverty is experienced when people do not have adequate access to energy services (light, heat, warmth, and cooling) to live a decent life. Plans to transition to a low‐carbon economy in the Global North have raised concerns about the impacts of environmental policy on more vulnerable citizens. A just transition is highly risky for energy poor households, who enter into the transition at a disadvantage. Understanding this starting point is critical in ensuring the energy poor are able to participate in a just transition, and are not subject to further disadvantage. Here, using a realist evaluation approach, I summarize the empirical literature on the experience of energy poverty in the Global North, in doing so characterizing who tends to be vulnerable to this problem, and painting a picture of their life experience. I show how energy poverty links to poverty, and how people from commonly disadvantaged social categories (disabled people, single parents, and people from ethnic minorities) are more likely to experience energy poverty. I describe the homes of people experiencing energy poverty, and their coping practices, as well as outlining the effects of energy poverty on health, social life, and home finances. In conclusion, I point to the weaknesses and gaps in the current literature, and suggest some important avenues of research for the future. Background: Nearly 11% of the European population is affected by energy poverty. Energy poverty is defined by the European Commission (2016) as the inability to afford basic energy services to guarantee a decent standard of living. Energy poverty is considered a complex, multidimensional problem that affects environment, housing, urban development, and health. Living in energy poverty conditions is associated with poorer human health and wellbeing. Hence, the WELLBASED intervention programme aims to design, implement and evaluate a comprehensive urban programme, based on the social-ecological model, to reduce energy poverty and its effects on the citizens' health and wellbeing in six European urban study sites: Valencia, Spain; Heerlen, The Netherlands; Leeds, United Kingdom; Edirne, Turkey; Obuda, Hungary, and; Jelgava, Latvia.Methods: A controlled trial is performed. A total of 875 participants are recruited (125-177 per study site) to receive the WELLBASED intervention programme for 12 months (intervention condition) and 875 participants act as controls (control condition). Data will be collected with a baseline measurement at inclusion (T0), and follow-up measurements after 6 months (T1), 12 months (T2), and 18 months (T3). In both study arms, effects of the WELLBASED intervention programme are measured: health-related quality of life (HR-QoL), mental health, frailty in older adults, self-perceived health, chronic conditions, and care utilization. At the same time points, household expenditure on energy and energy consumption are obtained. In the intervention arm, health-monitoring data (i.e. peak flow, oxygen saturation, blood pressure, and heart rate) are obtained monthly and sleep quality with a three-month interval. Household data with regard to temperature, humidity and air quality are collected near real-time by home sensors. Qualitative interviews are conducted in each study site to evaluate the impacts of the WELLBASED intervention programme and to help explain findings.Discussion: The WELLBASED intervention programme will provide new insights into the effectiveness of a comprehensive urban programme to tackle energy poverty and its effects on health and wellbeing across Europe. Despite youth organisations having participated as a recognised constituency (YOUNGO) in the United Nations Framework Convention on Climate Change (UNFCCC) for over a decade, few studies have explored their lived experiences of participation. Drawing upon deep ethnographic engagement with a member organisation of YOUNGO conducted between 2015 and 2018, this paper applies the "7P" model from the Youth Studies literature to explore youth participation in the UNFCCC from seven intersecting lenses: Purpose, Positioning, Perspectives, Power Relations, Protection, Place, and Process. This yields many insights into how youth participants negotiate sustainability in this context, including the Purposes or drivers motivating their participation, the ways in which youth are Positioned within the UNFCCC, the asymmetrical Power Relations they have to navigate, as well as the logistical challenges relating to their Protection, including their physical safety and psychological wellbeing. Based on rich empirical findings, we amend the 7P model of youth participation, replacing Process, which we argue is more of a methodological than an analytical concern, with Psychological Factors, which we propose is a key factor in shaping youth participation in negotiations of sustainability. Youth NGOs have participated in the UN Framework Convention on Climate Change (UNFCCC) for over a decade, yet research into their experiences is lacking. Drawing upon an ethnographic case study conducted between 2015 and 2018, we ask: does youth participation increase the democratic legitimacy of a UNFCCC-orchestrated global climate change regime? Applying the concepts of 'input' and 'throughput' legitimacy, we find that the UNFCCC offers an accessible entry-point for young newcomers into climate governance, but this does not necessarily lead to engagement in orchestrated initiatives. A potential exception to this is Action for Climate Empowerment (ACE) which we identify as an overlooked example of UNFCCC orchestration. We thus propose a conceptual distinction between 'exclusive' and 'inclusive' orchestration, the former merely connecting likeminded intermediaries while the latter broadens inclusion and actively redresses power imbalances, urging more proactive pursuit of democratic legitimacy, including youth engagement from the UNFCCC Secretariat and COP Presidencies. This paper compares the way people wash dishes in England and in Brazil to contribute to the discussion of how practices are undertaken in different national contexts and by people with different cultural backgrounds in both places, in order to verify if there are different levels of strength in the elements of practice described by Shove et al. (2012). It is based on twelve oral histories, both from Brazilian residents (three Brazilian locals and two English migrants) and English residents (two Brazilian migrants, one English local, and two cross-national couples). This data examines different social conventions and expectations from multiple perspectives, considering procedures, interplay between partners, expected outcomes and items associated to the practice, to name a few. Different social conventions of what is expected from a practice and the culture play a significant role in this dynamic, allowing us also to think about different strategies that could be employed by companies and governments to promote sustainable behaviours. Overall, the analysis provides an original account of social practices, which offers insights in multiple domains, such as consumer behaviour, marketing, sustainability and governance strategy. This paper engages with two contrasting approaches to conceptualising and studying consumer behaviour that appear to dominate existing research on consumption. On one hand, agency-focused perspectives take an individual consumer to be the primary author of practice and a basic unit of analysis. On the other hand, socio-centric paradigms focus on the social roots of consumption activities and the wider societal contexts in which they take place. The need to provide a more balanced view of consumption phenomena has been acknowledged, yet not adequately acted upon. This paper begins to fill this gap through relevant theoretical and empirical contributions. First, we provide a critical review of the dominant theoretical perspectives on consumption in general and ethical consumption in particular, highlight their key ontological assumptions and explain how they preclude a fuller understanding of the ways in which consumer practices are moulded and shaped. Taking a critical realist approach, we then present the findings from qualitative analysis of consumers' ethical food practices to empirically demonstrate the role of human agency and social structure in creating and shaping ethical consumption. Thus, by means of theoretical analysis and empirical research this paper responds to the call for a more comprehensive understanding of consumption and provides a consolidated account of consumer behaviour which acknowledges and explains the complex ensemble of individual and systemic powers in which consumer practices are contained. A household is fuel poor when it is unable to afford the level of energy services required to allow its members to live a decent life. From 2010 to 2015, the UK government transformed the politics of fuel poverty, with a new definition (‘Low income, high costs’ or LIHC), indicators and targets. Using a subjectivity framework to analyse the government documentation around LIHC, I find that: a distinction between poverty and fuel poverty is reinforced by the new politics, resulting in energy efficiency measures being prioritised as the appropriate solution. The austerity maxim of ‘helping those most in need’ is threaded through this new politics, belying an acceptance that not all fuel poverty can be alleviated. Further, LIHC underplays the role of changing energy costs, which now have no impact on the headline indicator. In a 2011 contribution to this journal, Walker examined the ways that community is routinely employed in carbon governance, suggesting the need for more critical approaches. Here, we characterize an emerging, critical approach to researching climate change and community in neoliberal contexts, focusing attention principally on the global north, where this body of research has emerged. This work recognizes communities as sites of contestation, difference, tension, and distinction, in which action on climate change can be designed to meet a range of political and public ends. It aims to uncover the political and social context for community action on climate change, to be alert to the power relations inside and outside of communities, and to the context of neoliberalism, including individualism, the will to quantify, and competition. Furthermore, research in this space is committed to understanding both the lived experience of the messy empirical worlds we encounter, and the potential agency coalescing in community responses to climate change. Much of the work to date, discussed here, has focused on communities working on climate change mitigation in the global north, in which the idea of community as a space for governance is gaining traction. We also comment on the positioning of these arguments in the context of long-standing debates in the fields of 'community-based' development, natural resource management, and adaptation in the global South. This paper adds to the literature on skills for sustainable communities by examining the role and processes of learning in “communities of practice” that exist within a “grassroots association”. Interviews were conducted with participants in the communities of practice of a student group called Green Action, which engages with environmental issues in practical ways. The findings demonstrate how learning occurred in the communities of practice, how participants gained skills and knowledge for sustainable consumption, and how learning in the communities of practice appeared to help Green Action to sustain itself in the long-term. This paper could serve as a useful demonstration to others as to how to apply the theories and concepts from the literature on communities of practice when researching skills and knowledge for sustainable communities. The idea of individualisation is powerful: in late-modern society, people's sense of identity is based on their individual experience rather than their relationships with others. This is problematic for sustainable development because it conflicts with the ideal of participation enshrined in its theory and practice. It is also unclear how the idea plays out in this field, with emerging evidence that some sustainable development policy and practice is individualising. The realities of individualisation are more complex. Empirical studies outside sustainable development have shown that individualising policy does not necessarily have individualising effects. Considering how the idea and realities of individualisation cast new light on subjectivities imagined in sustainable development theory and practice, I argue that sustainable development scholars and practitioners need to consider a range of late-modern subjectivities, and be critically aware of how individualisation is potentially reproduced in policy and practice. There has been increasing interest in community responses to sustainability problems in the United Kingdom, following an emerging movement in which community-based organizations attempt to influence their participants' lifestyles. Such initiatives are at home in practice theory, as they implicitly recognize the connections between practices, people, institutions, and places. In this article I present a model of how community-based organizations stimulate sustainable lifestyles among their participants. This model emerged from an empirical study on this phenomenon, and from a reading of the practice theory literature. My work represents a development in the use of practice theory within sustainable consumption, as it looks at an empirical context, that of conscious lifestyle change, which is not usually explored using this theory. There has been increased interest in the role of community-based action in promoting sustainable lifestyles in recent years, but relatively limited evidence on the effects of such activity on participants' behaviours. In this paper, I present an evaluation of the effects of community-based action for sustainability on participants' lifestyles. I draw on extensive qualitative research to assess how much change participants of community sustainability projects report, what kinds of participants these projects attract and how the circumstances of these projects affect the changes that participants make. The main findings are that these initiatives have different effects on different people. Those who are new to sustainability and who are actively involved in cohesive groups, which are specifically targeting their lifestyles, are more likely to report substantial changes. In this paper I consider the concept of responsibility within sustainable consumption. The paper was inspired by interviews with individuals engaged in community action for sustainability, where respondents held a rather individualistic conception of responsibility. In order to develop a deeper understanding of responsibility I compare sustainable consumption, environmental justice and ecological citizenship literatures. This leads me to develop a new conceptual framework which explains responsibility in relation to the ecological footprint. This framework recognises both the responsibility of the individual for sustainable practice and the limitations on individual action due to their context. Community-based organisations are believed to be capable of mobilising citizens to take on more sustainable behaviours. The influence of community-based organisations on individual sustainability is a topic that has gained interest in the sustainable consumption field. It can also be informed by work on citizenship and justice, which take a broader perspective of the individual's role in society. This paper begins by contrasting concepts of rights and responsibility within the sustainable consumption, ecological citizenship and environmental justice literature. Following this theoretical discussion, a case study of a church group's attempt to influence individuals to live more sustainably is presented. The group has run a series of activities over the past twelve years to try to persuade congregation members and townsfolk to live more sustainably. The paper then attempts to bring together theoretical and empirical findings in a theoretical model.
