The article analyzes and reveals the concept of state-official legal relations in state authorities in general, and law enforcement agencies in particular, it is emphasized that these legal relations are characterized by specificity and have a direct impact on the development and functioning of the state apparatus, as well as create the basis for the effective implementation by public servants of their direct powers and functions that were delegated to them by society and the state. It is emphasized that in modern legal science, the essence of the definition of «legal relations» lies in the understanding of relations between natural persons, which embody the legal reflection of social, political, economic, family, in some cases, moral, as well as other social relations, which sublimate the process of emergence, change and termination of a social relationship based on legal norms, the participants of which have legal rights and obligations, the observance of which is guaranteed by the state. It was established that there are no clear criteria for belonging of the phenomenon of state-service relations to a specific group of legal norms in the modern legal system. It was established that state-official legal relations are governed by the norms of labor and administrative law according to the main criteria. It was noted that the genesis of public-service legal relations lies in the synthesis of social relations regulated by the current legislation, which are formed with the participation of the state in the personification of its bodies and relevant officials on the one hand, and civil servants - on the other, which are implemented in order to fulfill the tasks and function s of the state services. It is emphasized that state-official legal relations, including in law enforcement agencies, are a phenomenon inherent not only in the field of civil service, the main principles of which are regulated by the Law of Ukraine «On Civil Service», the process of serving in the Armed Forces of Ukraine should also be considered as such, the National Guard of Ukraine, the National Police of Ukraine, the Security Service of Ukraine, the Prosecutor's Office and other law enforcement and human rights protection bodies. The scientific article analyzes in detail the theoretical foundations of social protection of public service workers, which is a key element of ensuring the efficiency and stability of public administration. The author presents a wide range of approaches of scientists regarding the interpretation of the content of social protection and public service, which allows us to identify the main conceptual approaches and their evolution in the scientific literature. A comprehensive study of the constituent elements that determine the specifics of social protection of public service workers was conducted. In particular, such aspects as legal guarantees, material support, ensuring health and safety at the workplace, social insurance, pensions, professional development and other forms of support provided to public service employees to ensure their well-being and effective performance of official duties were considered. The author made a general theoretical characterization of the essence of this legal category, which includes an analysis of its structural elements and their interrelationship. The constituent elements of the essence of social protection of public service workers are disclosed and characterized. An analysis of the legislative acts that guarantee the protection of the rights of public service workers, including their right to fair wages, decent working conditions and social benefits, has been carried out. Mechanisms of material assistance, including wages, bonuses, additional payments and other types of financial support, were studied. An analysis of the social insurance system, which provides medical assistance, insurance in case of illness, accident or disability, was carried out. In addition to theoretical analysis, the article contains practical recommendations for improving the system of social protection of public service employees in the context of modern challenges and reforms taking place in public administration. The importance of creating an effective social protection system for increasing the motivation and productivity of employees, which, in turn, contributes to the general improvement of the functioning of the state apparatus, is highlighted. The article carries out a complex theoretical and legal analysis of transfer as a form of realization of the right to work by civil servants in Ukraine. In particular, the legal grounds, procedure and consequences of the transfer of civil servants are investigated, taking into account the regulatory framework and the practice of applying the current legislation. The main attention is paid to the study of the features of the transfer, its impact on the labor rights of civil servants, as well as ensuring the effectiveness of the functioning of state authorities. The relevance of the study is determined by the need to improve the legal regulation of labor relations in the field of public service, increase the requirements for professional mobility and adaptability of civil servants in the context of reforming the state apparatus of Ukraine. The scientific novelty of the work consists in the definition and systematization of the legal basis for the transfer of civil servants, the analysis of their compliance with international standards and practice, as well as in the development of recommendations for improving legislation in this area. The article highlights the main forms and types of transfer of civil servants, examines in detail the legal grounds for the transfer, in particular, initiation by the head of the civil service, reorganization and liquidation of state authorities, the need to avoid the subordination of relatives, etc. Particular attention is paid to the analysis of the impact of the transfer on the material situation, career development and realization of the right to work of civil servants. It was found that the transfer to a lower position, although not defined as a significant change in working conditions, actually leads to significant changes that require additional legal regulation and protection of employees' rights. Clear criteria and transfer procedures are proposed, which take into account both service needs and the rights and interests of civil servants themselves. An important place in the work is the analysis of the international experience of the legal regulation of the transfer of civil servants, in particular the models used in the countries of the European Union. The possibilities of adapting such models to Ukrainian realities in order to improve the efficiency of the civil service and protect the labor rights of civil servants have been studied. On the basis of the conducted research, a conclusion was made about the need to improve the legislation in the field of transfer of civil servants, to ensure the transparency and fairness of this process, as well as to create effective control mechanisms for compliance with the relevant procedures. The article examines substantive and conceptual aspects of gender equality. It has been established that gender equality is the fundamental principle of ensuring human rights, as well as the basis of the democratic development of an individual state and the world community as a whole. It is emphasized that the further development of the institution of gender equality necessitates its determination to modern realities, proper legal support and a comprehensive doctrinal rethinking. The main characteristics of gender equality are singled out, namely: 1) enshrining gender equality in normative legal acts, which is a prerequisite for the creation of an extensive system of acts that comprehensively regulate the sphere of ensuring the equality of the rights of men and women; 2) definition of equal legal opportunities for men and women, taking into account the individual needs of each gender; 3) implementation of gender equality in social relations takes place through ensuring the lawful behavior of men and women, in particular regarding the exercise of rights, performance of duties, observance of prohibitions, etc.; 4) provision of opportunities for men and women to bear equal types and measures of responsibility for similar misdemeanors, without nullifying the principle of individualization of responsibility. The definition of the concept of state gender policy as a direction of state policy is provided in state activity aimed at affirming and ensuring equal rights and opportunities of women and men by providing appropriate guarantees of their equal participation in all spheres of public life. Service performance is a main concern in public administration. This study uses the staggered adoption of participatory budgeting in New York City to test the hypothesis that participatory budgeting improves service performance, indicated by fewer 311 complaint rates. It applies the difference-in-differences estimator that is robust to heterogeneous treatment effects across groups and over time and finds that participatory budgeting declines the total complaint rates, which implies an improvement in public service performance. Scientists have a responsibility to engage with and inform the public about new challenges and discoveries that impact the health of society. However, most scientists do not have formal training in how to communicate scientific information to nonscientists. In this paper, I describe how the Department of Kinesiology and Integrative Physiology at Michigan Technological University incorporated science communication into its undergraduate and graduate curriculum. I also discuss the impact, benefits, and lessons learned from this initiative. My hope is that this paper will inspire other kinesiology programs to provide distinct opportunities for their students to develop science communication skills so that they can better connect with the public and world around them. Purpose: This study aims to use self-determination and social exchange theory to investigate how transformational leadership influences employees' motivation for their work behaviors, with job autonomy serving as a mediator. This study hypothesized that transformational leadership could promote employees' autonomy in performing their tasks, leading to the development of innovative work behaviors and organizational citizenship behaviors. Design/methodology/approach: Using a multilevel approach, data was collected from 409 public service employees across 39 departments. Findings: The findings indicate the significant impact of transformational leadership on shaping employees' innovative work and organizational citizenship behavior. Notably, job autonomy emerges as a pivotal mediator, facilitating the positive effects of transformational leadership by empowering employees to explore innovative tasks beyond their prescribed roles, thereby enhancing team effectiveness and employee engagement. The paper casts a spotlight on one of the manifold legal questions that arise with the proliferation of artificial intelligence. This new technology is attractive for many fields, including public administration, where it promises greater accuracy and efficiency, freeing up resources for better interaction and engagement with citizens. However, public powers are bound by certain constitutional constraints that must be observed, regardless of whether decisions are made by humans or machines. This includes the non-delegation principle, which aims to limit the delegation and sub-delegation of decisions affecting citizens' rights in order to ensure governmental accountability, reviewability, and contestability. This puts some constraints on the automation of decision-making by public entities, as algorithmic decision-making entails delegating decisions to software development companies on the one hand, and to algorithms on the other. The present paper reveals and explains these constraints and concludes with suggestions to navigate these conflicts in a manner that satisfies the rule of law while maximizing the benefits of new technologies. Electronic bidding portals have modernized the acquisition of goods and services, making it more efficient, competitive and transparent. To keep up with these changes, oversight must also adapt. In the academic context, there has been progress in the use of Artificial Intelligence techniques, such as Random Forest, to predict bid-rigging. This study applied the model to 2022 tender data to predict the incidence of fines on companies. The model proved to be efficient, with an average monthly F1 Score of 78.5% and an annual F1 Score of 80%. Recall was 90% for both periods. In January, the best results were obtained (recall = 1.00 and F1 Score = 0.96), while in November there was a significant drop (recall = 0.47 and F1 Score = 0.54). The potential impact of this study not only on academia but also on citizens and public managers stands out, offering an effective tool for detecting potential misconduct. [ABSTRACT FROM AUTHOR]

The profound digitization of public administration over recent decades has not eliminated information exchange via paper or electronic documents and certificates. We argue that a paradigm shift from document-centric to data-centric public service provision is needed and is feasible today with the exploitation of emerging technologies. We explore frameworks, architectures, benefits, and challenges in transforming document-centric administration processes into integrated, granular data exchange. A conceptual architecture for public service provision is proposed to extract preconditions from legislation, map the needed evidence to the service requirements, standardize evidence types, and integrate authoritative data sources. While promoting efficiency, privacy, and innovation, this shift faces technical and organizational challenges as the analysis of the "National Registry of Administrative Public Services" in Greece reveals. In contemporary society, the widespread adoption of information and communication technologies has become integral to meeting daily needs. E-Government leverages these technologies to deliver efficient and secure services to citizens, particularly at the local government level. However, existing literature lacks comprehensive exploration into citizen preferences for utilizing e-government services, especially those offered by local governments. Addressing this gap, this study investigates citizen intentions to use e-government, focusing on the application system provided by local governments. Our research framework integrates three established models (UTAUT, TAM, and TPB) and employs empirical validation through a structured questionnaire. Data collection involved 97 respondents from diverse cities/regencies. Rigorous reliability and validity assessments were conducted on the questionnaire, with analysis performed using structural equation modeling (SEM). The findings underscore the significant influence of citizens' attitudes toward egovernment, shaped by factors such as effort expectancy, facilitating conditions, and perceived risk. Furthermore, a positive and significant relationship between attitude and Intention to use revealed. This research contributes to a deeper understanding of citizen behavior towards egovernment services, offering insights crucial for enhancing service delivery and citizen engagement at the local level. The study highlights the significance of understanding the impact of digitalization on public services in local government organizations, particularly about coordination strategy and digitalization policy. The rapid advancements in information technology have transformed the delivery and acquisition of public services, necessitating a comprehensive understanding of the factors influencing the efficiency of digital services. A quantitative approach was used, with Smart-PLS 3.0 analysis involving respondents from South Buton Regency local government organizations. Data collection was conducted through a direct survey in the field. The results showed a strong relationship between coordination, strategy, and digitalization policy, with a significant relationship between these factors and the effectiveness of digital services. However, no significant relationship between digitalization policy and digital service effectiveness was found. The results of this study provide valuable insights into the dynamics of interoperability governance and the nuanced relationships between coordination, strategy, digitization policy, and digital service effectiveness in local government organizations. Despite the significant influence of coordination and strategy, the role of digitalization policy on digital service effectiveness suggests the need for further evaluation or a change in policy approach. This study proposes a form of governance of sub‐district public services based on the geography of the Maluku archipelago in Indonesia. Using qualitative research, data were collected using in‐depth interviews, focus group discussions, documentation, and field observations, involving informants from local and sub‐district government elements and community leaders. This study revealed that the governance of public services in the islands is not optimal because it cannot meet the challenges that are unique to the islands, such as minimal authority, inadequate organisation and management capacity of the sub‐district, lack of human resources and facilities support, and limited transportation facilities. This study found two primary causal factors, namely: first, internal factors, (1) implementation of the concept of symmetrical decentralisation in various local contexts, (2) disproportionate fiscal policies, and (3) weak political commitment of mayors regarding delegation of authority and discretion. Second, external factors are related to the difficulty of accessing services. Points for practitioners: The non‐optimal governance of public services in the islands cannot meet the challenges.The uniqueness of the islands includes minimal authority, inadequate organisation and management (O&M) capacity of the sub‐district, lack of human resources and facilities support, and limited transportation facilities.The Islands Sub‐District Governance Model (ISGov‐Model) proposes attributive and discretionary authority, increased O&M capacity, financial support, and adequate staff and facilities.The ISGov‐Model leads the archipelagic sub‐district to become the epicentre of public services. There is a paucity of empirical studies comparing unidimensional and multidimensional measures of PSM in Sub-Saharan Africa. Data was collected from 350 respondents in 26 Ministries in Ghana and the model was estimated with structural equation modelling. The findings showed that the four-dimensional measure of PSM is not comparable to the unidimensional measure, however, a three-dimensional and unidimensional measure of PSM is comparable. The findings further suggest that there is no significant difference between the three-dimensional and unidimensional measures of PSM in predicting affective commitment and organisational citizenship behaviour. Responsible leaders (RL) play a significant role in ensuring employee engagement and their successful management during crisis. Guided by the Protection Motivation Theory (PMT), the purpose of the study is to identify the dominant characteristics of Responsible Leaders (RL) and how these ensure employee engagement during crisis situation to contribute to theory, practice, and knowledge. The research is quantitative and used a questionnaire to collect data from 132 respondents in the public sector and analysed using structural equation model (SEM). Results showed that degree to which responsible leaders think and operate relationally is the most dominant characteristic which help build employees' engagement in crisis situation in the public sector. The purpose of the article is to determine the peculiarities of development and legal regulation of educational electronic public services. The article shows that the penetration of information technologies into all spheres of human life leads to the improvement of many processes of social activity, including in the field of education. Attention is focused on the fact that professional growth requires continuous learning in the framework of formal, non-formal and informal education. Central executive authorities and institutions, enterprises and organizations under their management are currently playing an active role in organizing such training. These bodies have the legal capacity to carry out such activities within the framework of electronic public services. However, the Law of Ukraine "On central bodies of executive power" does not provide for the possibility of these entities to carry out educational activities in relation to persons who are not members of their staff. The author justifies that the problem arising from the unregulated participation of ministries and other public authorities in the system of providing electronic public services in the educational sphere is the lack of uniform standards. Significant differences are observed in the availability and form of a certificate of completion of an educational course, the availability of reviewers, and the number and complexity of test questions used to determine mastery of the content of the educational programme. The sources of funding for educational films and TV series, which require significant expenditures, are not always indicated. The advantage of educational products prepared with the participation of public authorities is their acute relevance and practical orientation, as well as the ability to quickly approach their creation by minimizing bureaucratic barriers. The author concludes that improving the quality and scientific nature of the educational products under study, as well as reducing corruption risks in their production, requires regulating the most important aspects of this activity. The article analyses a topical issue for Ukrainian youth - involvement and employment in the civil service since young professionals are the basis for a powerful country governed by the rule of law and a driving force in European integration processes. Today, we are concerned with only two aspects - legal and factual. The legal aspect is a systematic analysis of the provisions of the Constitution and the Law of Ukraine "On Civil Service". In addition, the Cabinet of Ministers of Ukraine has developed a set of programs, the National Agency of Ukraine on Civil Service has taken several measures, and the President of Ukraine has proposed a National Youth Strategy until 2030. All of the above-mentioned legal acts and bylaws comprehensively define the key principles and objectives for the development of the civil service in Ukraine, in particular in the context of attracting and supporting young personnel. The factual aspect is to take into account the difficult current circumstances that have developed for Ukraine and every citizen of Ukraine after 24 February 2022. Military events have a harmful impact on youth policy and infrastructure, causing significant challenges to the development of youth initiatives and opportunities. The article analyses the data of recent sociological studies on the return of young professionals from abroad, as this is crucial for the further staffing of the civil service. It also highlights the issues related to the availability of career opportunities for young professionals. The public sector has traditionally been characterised by a complex bureaucratic recruitment procedure. All of the above becomes a catalyst for distrust and creates a barrier between young people and the civil service. Public service is related to everyone's life and future and directly feeds back on the development of society and the country. How to better shape and develop it is a critical issue for both individuals and groups. As the primary provider, the government plays a vital role in its creation, development, and transformation. In recent years, with the rapid development of human society, this field has been placed in the midst of new challenges. These are the difficulties that government departments urgently need to solve, and the traditional solutions have shown apparent inadequacies. Service design, as a powerful responder, is gradually emerging and playing an important role, influencing a series of dimensions from service innovation to social policies. The application of service design in government public services holds significant social value. However, related research remains in its infancy, needing a systematic theoretical framework. This paper focuses on government public service design and carries out systematic design research on it in order to realize the corresponding social and academic value. This paper established a theoretical framework for government public service design centered on the TB4D model, based on an in-depth study of the relevant literature, nearly 30 representative industry case studies, and three practical projects conducted by the author. The model integrates the TSLC operational mechanism model, the Behavior-Organization-Policy operational content model, the "3 + 1" development mode, and the method reference guide for government public service design based on the Double Diamond design process model. The letters and numbers in the model's name sequentially represent these four components. Specifically, the TSLC operational mechanism model derives its name from the initials of four parts: trans-dimensional cognitive and thinking mode, systems thinking, learning interactive innovation process, and cultural regeneration and value shaping. The "3 + 1" development model denotes three forms of development centered on internal design capability and the form of joint development focused on external design capabilities. The TB4D model combines both theory and practice, yet to better illustrate its overall performance, this paper reverted to the practical domain. It quantitatively evaluated 20 complete projects, calculating the mean value and 95% confidence intervals to verify the model. The results demonstrate that the model is valid and possesses high industry representativeness, effectiveness, and universality. The organic operation of the model will provide systematic, innovative solutions to address the problems and challenges faced in the public service field, promoting the sustainable development of society. Since research in this area is still at an early stage, the theoretical model proposed here emphasizes its intrinsic principles and universal logic. It aims to provide foundational theoretical support for the development of this field and systematic guidance for relevant practices. As the industry evolves, the model's content can be further refined and enriched to better reflect contemporary characteristics. Additionally, because this model serves as a foundational framework for the entire field, it can be further expanded to develop sub-models with local characteristics when applied to different regions. Birds, cats, dogs, and horses are some of the creatures that have collaborated with humans in delivering public services. This assertion is known but insufficiently examined. To bring animals into the public affairs discourse, this article defines public service and employs a narrative approach to examine animals working with people in service delivery. Animals are shown to satisfy essential public needs—from helping to win wars to policing streets to providing support for people as diverse as nursing home residents and occupants of the White House. Animals also make significant contributions to public service by being inspirational, demonstrating how mutual effort can accomplish goals, advancing the concept of empathy, bringing out the importance of character ideals, spurring innovation, and generally adding value to the public administration ecosystem. Research on cross-sector differences has long demonstrated that workers in public and nonprofit sectors are more prosocially and intrinsically motivated, which in turn shapes their work behavior and outcomes, but little evidence exists on how public service employment is associated with workers' life quality outside of the organizational context. Using cross-sectional data pooled from the Well-being Module of the American Time Use Survey, we investigate whether sectors of employment can predict workers' subjective well-being (SWB) beyond the work domain. The results suggest public servants across all levels of government as well as nonprofit organizations experience higher life satisfaction than their for-profit counterparts. However, there are different patterns in daily experiential well-being across levels of government. Further analyses by work and non-work days demonstrate that work itself is likely to be a key factor affecting workers' daily experience across sectors. In relation to the restructuring of public facilities in the phase of aging and subsequent population decline, the digitalization of public services will reduce the cost of maintenance and management of public facilities and contribute to sustaining or even improving standards of services. This study compares attributes of users of physical and digitized electronic libraries, using the results of an original questionnaire survey conducted in Sapporo metropolitan area, Japan, analyzed via statistical methods. The results showed that electronic libraries provide their services to some different groups of citizens compared with physical libraries. Electronic libraries have a clear tendency to provide services to the working population, which means the service reaches more taxpayers who have contributed to the funding of public facilities but have not used them. On the other hand, the influence of age is not simple for physical and electronic library use, although there is certainly a trend toward higher use among younger age groups. The digital divide among the elderly is not clearly observed for the use of electronic libraries, which means that the digitalization of library services can be used by various categories of citizens, including the elderly, even in an aging society. One of the duties of the State University (PTN) Public Body is to establish an Information and Documentation Management Official (PPID) as stipulated in Law Number 14 of 2008. The objective is to secure the right of citizens to know public policy planning, public policy programs, the process of public decision-making, reasons for making decisions, as well as documentation about its legal products. On the other hand, the Legal Documentation and Information Network (JDIH) is regulated in Presidential Regulation Number 33 of 2012. One of its functions is to ensure the establishment of a unified and integrated system for managing legal documentation and information across various government agencies and other institutions. In carrying out their functions, PPID and JDIH of state universities with a legal entity (PTN-BH) often experience conflicts of interest in terms of human resources and scope, which causes the ineffective performance of PPID and JDIH of PTN-BH. Therefore, it is essential to harmonize the execution of their duties to optimize the objectives of establishing PPID and JDIH, specifically to achieve transparency in public information. This research uses a qualitative research methodology which refers to descriptive research analytics. The data was collected through observation, interviews, documentation, literature studies, and statutory regulations and then analyzed through data reduction techniques, data presentation, and verification/conclusion. This study is aimed at determining whether there is an influence of public service motivation on the performance of health workers' duties, the influence of work pleasure on the work pleasure of health employees, and the influence on work pleasure through the mediation of work satisfaction. The study is in the form of an observational causative study with a cross sectional design, which aims to determine the influence between variables based on measurement results without intervention. The data were collected through an online questionnaire in April 2024 and analyzed using the PLS-SEM technique to estimate the degree of relationship between variables in the structural model. The results of the analysis of the measurement component (outer model) shows good measurability of all indicators marked by outer loading which is high, as well as the validity of discrimination is quite good. The model has a good degree of accuracy because it is able to account for about two-thirds of all variables. For the management of the hospital, it is recommended to add the criteria of high publicly service motivation as a requirement in employee recruitment. Further research is suggested to complement the model by including factors such as work environment, organizational culture, workload, and superior leadership style as covariates. This could help in identifying unique challenges or opportunities for improving task performance and job satisfaction in different healthcare environments, ultimately leading to more tailored and effective management strategies. The needs of disabled people are often insufficiently recognized by mainstream society, causing this population to be excluded from society and activities of daily life. This problem is clearly reflected in the obstacles that intellectually disabled people have encountered in their use of public services during the COVID-19 pandemic. In this qualitative study, we conducted focus group sessions with 17 social workers and 12 carers supporting individuals with intellectual disabilities in Hong Kong. Using a thematic analysis, we found that (a) the social-emotional needs of intellectually disabled people were intensified by the disruption of social services; (b) they received limited benefit from the use of video conferencing services; and (c) they encountered significant difficulties in complying with preventive measures. To achieve equity in public service, universal design should be emphasized during the planning stage, and the experiences of disabled people should be carefully considered from the outset. Intellectually disabled people in Hong Kong experienced more difficulties using public services during the COVID-19 pandemic than before the pandemic. Apart from the social model of disability and the Convention on the Rights of Persons with Disabilities, critical disability theory can explain how society protects the rights of disabled persons pertaining to social participation. A sole emphasis on equality fails to facilitate effective planning of public services that address the needs of intellectually disabled people; the notion of equity must also be emphasized. The concept of universal design, which is often discussed in the context of the physical environment, can be meaningfully applied to the design of public services to alleviate problems of exclusion faced by disabled population. The quality of public services is a recurrent theme; however, it lacks the structuring of valid measures. The objective of the study was to build and validate a quality assessment scale for public services (PUBLICSERV). A total of 55 items were developed on a 5‐point Likert scale. The instrument validation involved two phases. In the qualitative phase, the validation by specialists and the pre‐test were carried out. In the quantitative phase, a sample of 660 cases was used in the exploratory stage, and another sample of 1284 individuals, in the confirmatory validation. The result of the study is the construction and validation of a scale for assessing the quality of public services composed of 50 items distributed in seven dimensions (tangible aspects, reliability, relationship, public value, transparency, equality and legality, and satisfaction), which evaluates the quality of public services. A methodology for applying the scale was developed to facilitate its use by researchers, managers, and public policymakers, who may have feedback on the quality of the service provided, helping to identify gaps and prioritize needs, thus being able to develop strategies for improvements in public administration. The article presents a case study on the law that regulates disciplinary processes in the Brazilian Federal Public Service (Act 8,112/1990). The aim of this investigation is to examine the features of the law that may lead to unfairness in disciplinary processes. Two theoretical concepts guide the investigation: "institutional corruption" and "administrative evil." Institutional corruption refers to rules, arrangements, and procedures that, despite their legality and ethical intent, exert a systemic and strategic influence that impairs organizational performance and effectiveness. Administrative evil alludes to the phenomenon in which public officials cause harm to innocent people while explaining away their responsibility, usually by projecting negative emotions to an external "object" (i.e., another person). Through a comparison between disciplinary processes and criminal cases, the analysis makes evident that Act. 8,112/1990 deviates from its original purpose of promoting ethical behaviour in the public service because it fails to provide individual protections to defendants. Thus, disciplinary processes in the Brazilian Federal Government can be seen as a case of institutional corruption that opens opportunities for administrative evil. The article presents measures to prevent disciplinary processes from becoming conveyors of institutional corruption and administrative evil and suggest a theme for further research. this article is dedicated to the analysis of certain features of the position of the Authorized Person in the Affairs with European Court of Human Rights in the context of the reformation of Ukrainian legislation on public service. It is noted that a necessary condition for the effective organization and execution of public service in Ukraine is the proper differentiation of state positions into political, administrative, judicial, and patronage, as well as a clear distinction of their legal status. It is emphasized that the position of the Authorized Person in the Affairs with European Court of Human Rights in the current legislation of Ukraine is not clearly classified as a state position of a certain type. At the same time, the analysis conducted allows for the assertion that the position of the Authorized Person in the Affairs with European Court of Human Rights simultaneously has features of both political and administrative positions (in particular, positions of the civil service). It is emphasized that such ambiguity can negatively affect the effectiveness of the public service and the development of the institutional system that ensures the representation of Ukraine in the European Court of Human Rights during the consideration of cases concerning violations of the Convention for the Protection of Human Rights and Fundamental Freedoms, coordinates the implementation of its decisions, and informs the Committee of Ministers of the Council of Europe about the progress in implementing the decisions of the European Court of Human Rights. In this regard, a conclusion is made about the necessity of clearly classifying the position of the Authorized Person in the Affairs with European Court of Human Rights as a state position of a certain type, which undoubtedly requires developing balanced approaches to regulating the legal status of the Authorized Person in the Affairs with European Court of Human Rights, resolving issues related to the appointment to this position, exercising the powers of the position, and dismissal from the position, etc., which, in turn, necessitates amendments to the laws of Ukraine «On Civil Service» dated 10.12.2015 and «On the Execution of Decisions and Application of the Practice of the European Court of Human Rights» dated 23.02.2006. The article is devoted to the study of the peculiarities of public service passing under the martial law conditions in Ukraine. Within the framework of the article, the legal basis which is the foundation for legal regulation of each of the stages of public service, is analyzed. The authors try to make a partial comparative analysis of the legal regulation of public service passing before the introduction of martial law and under the operation of martial law. The authors put an emphasis on the challenges faced by the public service because of the fullscale invasion and emergence of the war on the territory of Ukraine. In the context of the article the importance of transformation of public service institutions in such a difficult time for the country is emphasized. The authors are convinced that taking this into account, public servants should promptly respond to crisis situations and quickly adapt to new conditions. Entry into public service, appointment to public service, promotion of public servants, evaluation of official activity of public servants, qualification improvement, and termination of public service were analyzed. An intermediate conclusion about the necessity of existence of a competition for entering public service and evaluation of official activity of public servants during passing public service is made. Based on the results of the analysis, the features of each stage of public service passing under the martial law conditions on the territory of Ukraine, were highlighted. It was concluded that the most aspects of public service passing during the action of martial law leave more questions than answers and are based most of all on informative clarifications of the National Agency of Ukraine on Public Service Issues. It is indicated that in the process of the formation of Ukraine as a state with a developed market economy and the evolution of the civil service according to the European model, as a politically neutral apparatus of professional workers in state authorities, an urgent question for research remains the appeal to the positive foreign experience of the organization of the civil service, and especially - to the experience of exercising the right to work by civil servants. The article provides a thorough analysis of the legislative mechanisms of the Republic of Lithuania that regulate the labor rights of civil servants. The specifics of Lithuanian labor legislation have been studied, in particular the provisions that ensure effective protection of the rights and interests of civil servants, as well as contribute to increasing the efficiency of civil service. The article examines in detail the main aspects of Lithuanian legislation related to the right to work, working conditions, social guarantees and protection against discrimination. In particular, the mechanisms of ensuring equal opportunities, professional development, as well as improving the qualifications of civil servants are analyzed. The study focuses on effective practices that contribute to reducing the level of bureaucracy and increasing transparency in the civil service. The author gives a number of concrete ways of borrowing the positive experience of the Republic of Lithuania to the national labor legislation. Proposed measures include the implementation of transparent employment procedures, improvement of the system of motivation and performance evaluation of civil servants, as well as ensuring stable working conditions and social guarantees. Attention is also focused on the need to adapt the best practices from the Lithuanian experience to national realities, taking into account the specifics of the national legal system. The author offers practical recommendations for reforming the national labor legislation, which can significantly increase the efficiency and transparency of the civil service in Ukraine. The article analyzes in detail the specifics of social protection of public service workers as a legal phenomenon that is of great importance for ensuring the efficiency and stability of the functioning of the state apparatus. The main attention is paid to the definition and characteristics of the main features of this category, which allows for a better understanding of its nature and meaning in the context of the modern legal field. Various approaches to the definition of social protection, expressed in the scientific literature, are considered, as well as the current legislation that regulates this area is analyzed. The author examines the views of leading scientists who study the issue of social protection of public service workers, compares their positions and approaches, highlighting the most significant and relevant aspects. Particular attention is paid to the analysis of legislative acts that establish the legal framework and mechanisms for the implementation of social protection, in particular regarding working conditions, pension provision, health insurance and other types of social guarantees. As a result of the research, the author formulated a unique list of signs of social protection of public service employees, which includes such key elements as legal protection, access to social benefits and guarantees, provision of proper working conditions, support of professional development and qualification, as well as provision of legal and social protection in cases of professional risks. Each of these signs is examined in detail, its meaning and meaning in the context of ensuring social stability and legal protection of public service workers is clarified. The importance of the effective functioning of the social protection system for increasing the motivation and productivity of employees, which, in turn, has a positive effect on the overall efficiency of the state apparatus, is emphasized separately. Analyzing various approaches and legislative norms, the author offers his own recommendations for improving the system of social protection of public service employees, taking into account modern challenges and needs of society. Purpose: Concerns regarding the dysfunctional behaviours of public officials have sparked renewed interest in public service ethics and spirituality. While national and organizational systems have been established to eliminate dysfunctional behaviours such as corruption, sexual harassment and misuse of confidential information, the practice continues to have a demoralizing impact on developing countries. The study aims to intend to investigate the empirical relation between the application of spirituality and ethics in reducting dysfunctional behaviours within Ghana's Public Sector. Design/methodology/approach: The study conducted a qualitative case analysis that utilized 28 semi-structured interviews and four focus groups. Interviews and group discussions with public sector staff, managers and policymakers were used to collect qualitative data. This approach facilitated an in-depth investigation into their views on dysfunctional actions and the possible impact of workplace spirituality and ethics in the Ghanaian public service. Findings: The study uncovered a persistent recurrence of dysfunctional behaviours, such as fraudulent activities, resource misuse, unofficial work and inappropriate use of official time. There was uncertainty regarding the effectiveness of integrating ethics and spirituality to curtail dysfunctional behaviours. Nevertheless, the results supported adopting spiritual and ethical rejuvenation in the public service as a universal solution to overcome these behaviours. Originality/value: This study enhances comprehension of dysfunctional behaviours in Ghana's public service by providing insights into how spirituality and ethics can transform it. The potentials of workplace spirituality and ethics can lead to a strong public service that embodies accountability, integrity and effectiveness, thereby serving as a pivotal device for Ghana's holistic advancement. This article addresses the legal issues arising from the transformation of internal security bodies within the structure of public administration, specifically focusing on how such events impact the service relationship of officers employed in those structures (the so-called 'uniformed services'). The analysis covers regulations governing the service relationships of officers in the State Protection Office, Government Protection Bureau, and Customs Services in connection with the dissolution of these institutions and the establishment of the Internal Security Agency, the Intelligence Agency, the State Protection Service, and the Customs and Fiscal Service. Theoretical and legal models are identified, and substantive legal provisions are presented to assess their compliance with the relevant provisions of the Constitution of the Republic of Poland. With the development of science over the years, people have increasingly realized the importance of science communication. Unfortunately, very little research has focused on helping medical students develop the capabilities of science communication. To improve medical students' science communication and evaluate the effectiveness of New Media through mobile clients in health science communication, a competition was held among medical undergraduates. Outstanding works were selected for publication on our official health science communication WeChat account. Furthermore, the participants volunteered to complete a questionnaire survey to help us assess students' awareness of science communication. Our analysis revealed that students had a strong willingness to serve society and to participate in science communication work. Students generally agreed that science communication work had excellent effects on professional knowledge and related skills. In addition, the correlation results showed that the greater students' willingness to participate in health science communication was, the greater their sense of gain. New Media effectively expand the influence of students' popular science works. Our findings suggest that competition in science communication has a positive impact on enhancing students' awareness and capabilities in science communication. In addition, New Media are an effective way to improve students' scientific communication efficiency. However, we also noted that students' participation rate and enthusiasm for scientific communication were not high. Further research is needed to determine the reasons for this situation and potential strategies to further improve students' science communication. The Bogor City Regional Government intends to provide legal certainty in the relationship between the community and organizers of public services through Bogor City Regulation No. 78 of 2012 concerning the Implementation of Public Services within the Bogor City Government. The methods used in this study are a normative juridical approach that emphasizes literature research, namely examining legal materials obtained from literature research only, and do not require the preparation or formulation of hypotheses. Results Optimal public services can be created if the implementing apparatus receives sufficient competency development as mandated by Article 203 Paragraphs (3) and (4) Government Regulation No. 17 of 2020 concerning Amendments to Government Regulation No. 11 of 2017 concerning Management of Civil Servants. Based on the rights of civil servants as explained above and the results of previous research, there are contradictions in the implementation of civil servant competency development which make it not optimal, which should be suspected. Conclusion of human resource development that pays attention to the competency aspect produces elements of a quality, consistent, effective working relationship, the achievement of organizational goals, and the organization continues to exist in a competitive business environment and is also associated with the theory of public service which is a series of activities in order to meet service needs by laws and regulations for every citizen and resident of goods, services, and/or administrative services provided by public service providers. Divorce is a complex and sensitive process in Indonesian family law. Therefore, the quality of service in filing divorce applications at the religious court office plays an important role in ensuring justice and welfare for the parties involved. The study aims to evaluate the quality of service in filing divorce applications at the Cirebon City religious court office. The research method used is a qualitative approach, with data collection techniques in the form of direct observation, and interviews with officers and service users. Secondary data in the form of journal books related to research. The informant selection technique used by researchers in this study was the purposive sampling technique. The purposive sampling technique was three key informants, the informants were selected by the researcher to selectively select informants who were relevant to the research objectives. The results showed an evaluation of service quality, there are still obstacles including employees who are less friendly and the process is quite long which affects the quality of service. This paper presents findings and recommendations to improve wastewater treatment service policy outreach and infrastructure development strategies, aiming to garner better public support and prevent social rejection. Focusing on Bandung City's municipal wastewater management, the study surveyed 400 households to assess community perceptions regarding the expansion of wastewater services and the construction of Fecal Sludge Treatment Plants (FSTPs) by 2032, as outlined in the 2011 Wastewater Management Masterplan. The survey, conducted through face-to-face interviews with household decision-makers, employed a structured questionnaire. Significant correlations were found between various factors and public perceptions of the wastewater treatment service in Bandung City, with positive perception strongly linked to infrastructure support. The study highlights the importance of targeted educational efforts to enhance positive perceptions and support for wastewater treatment infrastructure, emphasizing maintenance awareness and engagement. Additionally, door-to-door socialization emerges as the preferred engagement method, highlighting the necessity for tailored approaches to enhance community involvement in wastewater management. This research was conducted because there was a decrease in the number of customers of the Tirta Giri Nata Drinking Water Regional Public Company in Cirebon City during the 2021-2023 period. This research uses a qualitative method by collecting data through interviews, observation and documentation. This research uses public service theory which focuses on the five main service quality dimensions related to customer service by public water companies: Tangibles, responsiveness, reliability, assurance and empathy. This study uses an interactive model data analysis procedure, which begins with data collection and continues with data reduction, data visualization, and conclusion drawing as the final step. The results showed that the service quality of PERUMDA Tirta Giri Nata Cirebon City still did not meet the five main success indicators, namely reliability, responsiveness, assurance, empathy, and tangible. The conclusion of this study is that the quality of customer service at PERUMDA Tirta Giri Nata Cirebon City, especially in terms of administrative and technical complaint services, has not yet reached an optimal level. Throughout journalism studies scholarship, the market orientation of lifestyle journalism has been associated with its diminished place within the journalistic field. Specifically, because lifestyle journalists are often thought to entertain and not inform, they hold less social capital within the journalism industry. This study aims to explore how lifestyle journalists perceive their own market orientation and their role relative to the audience. Through the lens of market theory for news production, this study reports on semi-structured interviews with US-based lifestyle journalists (n = 30) and argues that lifestyle journalists perceive that they do feel effects of market influence, but no more than those experienced in hard news specialties. However, lifestyle journalists did perceive expectations in their newsroom that their work ought to be market-driven, and bring in revenue, in order to support the reporting of hard news. The goal of this conceptual study is to highlight the potential contribution of emotional intelligence as a tool in advancing the study of equity in public service delivery. By reviewing the literature on emotional intelligence in public administration and rationalizing its relationship with equity among street-level bureaucrats and bureaucracies, this article proposes a strategy to promote social equity in the provision of public service. The proposed strategy focuses on the role of EI-supportive organizational culture, and particularly human resource management practices, as a means to enhance bureaucrats' emotionally intelligent behavior in their interactions with citizens-clients. Quality public services will give the impression of satisfaction and comfort to the people who receive them. This research focuses on patient satisfaction and comfort at Depati Hamzah Hospital, Pangkalpinang City, Sumatra, Indonesia. Patients and their families who received inpatient services became research respondents. In total, 105 participants participated in the survey as respondents to utilize the Windows SPSS 22 application for processing. Five significant service dimensions were the basis for measuring the service quality. The average level of patient satisfaction is 4.38 and the average level of service quality is 3.92 based on the results of importance-performance analysis calculations. This shows that 3.92 < 4.38, the quality of service has provided satisfaction to customers and patients but has not yet reached its best ability. The results of the Cartesian diagram analysis of the influence of service quality on patient satisfaction in quadrant I. The findings show that the gap is caused by the average perception and average expectations of unfavorable factors, namely the tangible, dependability, responsiveness, assurance, and empathy factors. If the gap is negative, it indicates that fewer or dissatisfied customers are using the service. The results of the Cartesian diagram are more visible in quadrant I, which shows that the level of performance is below the level of expectations and additional performance improvements are needed to please customers. Background: Increased working from home has imposed new challenges on public service employees, while also granting opportunities for job crafting. Grounding on the Job Demands-Resources model and Hobfoll's Conservation of Resources theory this exploratory research aims to investigate the work-nonwork balance of employees one and a half years after the outbreak of the COVID-19 pandemic. Therefore, the research focus lies on employees' job crafting strategies to optimize their working from home experience concerning boundary management and energy resource management. Methods: Twelve semi-structured telephone interviews were conducted with public service employees from different sectors in Germany. The experiences were content analyzed using the software MaxQDA and inductive and deductive categories were derived. Results: Boundary management comprised different strategies such as communicative (e.g., negotiating work time), physical (e.g., going to the garden), temporal (e.g., logging off in between the work day) and behavioral (e.g., prioritizing tasks) strategies. The job crafting strategies regarding energy management included preventing exhaustion (e.g. taking breaks), healthy cooking and energy management in case of sickness (e.g. deciding on sick leave). Conclusions: This qualitative case study enriches research on job crafting by offering insights on boundary tactics and energy resources management strategies for remote working during the COVID-19 pandemic. The results point out different starting points for employees and decision makers, how a work-nonwork balance, energy management and thus employees' wellbeing may be increased when working from home in the future. This article highlights the importance of those conducting evaluations, whether policy-makers or evaluators, being explicit about the purpose and use of an evaluation. Evaluation designs will affect the nature of the findings and these, in turn, can feed back into the policy process. The inherent political nature of evaluations highlights the need for the full publication of evaluation results. The public, policy-makers and other stakeholders can then have some degree of confidence in the legitimacy of the findings. The article considers the evaluation of commodified services and the commodification of evaluations. The former distinguishes between evaluating a decision on whether to commodify a service and evaluations of commodified services. The latter explores the implications of commodifying evaluations using Weiss' models of research use. Six themes are identified: how well the models reflect policy-making and evaluation practice; the role assigned to politics in policy evaluations; the importance of agenda setting and power in determining who and what gets evaluated; the legitimacy of the evaluations; the degree of accountability of the evaluator; and the nature of the evaluation output.
