Ezcurra R. Unemployment volatility and regional specialization in the European Union, Regional Studies. This paper examines the link between unemployment volatility and the sectoral composition of economic activity in the regions of the European Union over the period 1980-2004. To that end, different spatial econometric techniques are used that allow the investigation of the role played in this context by spatial effects and geographical spillovers. The results show that unemployment volatility is positively related to regional specialization in the European Union. This finding does not depend on the use in the analysis of absolute or relative specialization measures. [image omitted] Ezcurra R. Entropy statistics are used in this paper to measure the synergies of knowledge exploration, knowledge exploitation, and organizational control in the Hungarian innovation system. The data consist of high- and medium-technology firms and knowledge-intensive services categorized by subregions (proxy for geography), industrial sectors (proxy for technology), and firm size (proxy for organization). Configurational information along these three dimensions is used as an indicator of a reduction of uncertainty or, in other words, the synergy across the knowledge functions. The results indicate that three regimes have been created during the Hungarian transition with very different dynamics: (1) Budapest and its agglomeration emerge as a knowledge-based innovation system on every indicator; (2) the north-western part of the country, where foreign-owned companies have induced a shift in knowledge-organization; while (3) the system in the eastern and southern parts of the country seems to be organized as a response to government expenditure. On the one hand, the New Economic Geography is said to be of less relevance when describing current developments in advanced economies because it focuses more on tangible causes of the spatial concentration of economic activities, and not so much on intangible sources, such as information spillovers. On the other hand, the paper states that recent developments in developing economies like China are quite in line with the core-periphery model that predicts increasing regional specialization as a result of economic integration. This paper takes issue with Paul Krugman's claim that the New Economic Geography should be considered 'now middle-aged'. The New Economic Geography can be updated to account for current developments in advanced economies, notably innovation-driven agglomeration and urbanization. The New Economic Geography also needs improvement in its ability to address dynamic processes and causal forces in spatial economics. These updates would require that the New Economic Geography breaks some of its self-imposed theoretical and methodological shackles. This in turn would entail achieving a better balance between economists' love for parsimony and geographers' thirst for complexity. Economics itself offers some clues as to how to succeed in this task. Thus updated, the New Economic Geography could present a compelling approach to innovation-driven agglomeration and specialization in the advanced countries, as well as the development of regions in emerging economies. Urbanization at large scales has inherent sustainability problems, and planning institutions and governance mechanisms have had limited success at the metropolitan scale, let alone at a megaregional one. A vision of more sustainable regional development includes an emphasis on balanced local communities to reduce regional mobility demands; the management of land, resources, and population to live within regional limits; efforts to improve equity and build social capital; and on economic development that strengthens the quality of the region's social and ecological systems rather than the quantity of production and consumption. Ezcurra R. Does income polarization affect economic growth? The case of the European regions, Regional Studies. This paper examines the relationship between income polarization and economic growth in the regions of the European Union over the period 1993-2003. The results indicate that the level of income polarization is negatively associated with regional growth. This finding is in fact robust to various alternative specifications including a number of additional explanatory variables, such as initial per capita gross domestic product, industry mix, human capital stock, population density, or market potential. Furthermore, it should be noted that the observed negative correlation between polarization and economic performance does not depend on the number of groups used to analyse the degree of income stratification within the sample regions. Die Ergebnisse weisen darauf hin, dass das Ausmass der Einkommenspolarisierung in einer negativen Verbindung zum Regionalwachstum steht. Dieses Ergebnis ist daruber hinaus auch bei Verwendung von verschiedenen alternativen Spezifikationen robust, darunter eine Reihe zusatzlicher erklarender Variablen wie z. B. das anfangliche Pro-Kopf-Bruttoinlandsprodukt, der Branchenmix, das Humankapital, die Bevolkerungsdichte oder das Marktpotenzial. A new approach to industrial policy which advances the 'spatial turn' of industrial policy thinking has matured and gained considerable attention in both developed and developing countries. However, the notion of 'spatiality' forwarded by the new approach is one which has essentially emerged from industrialized Northern economies and this raises questions relating to the largely uncritical way in which it is being adopted in developing countries. Drawing on original research conducted in Argentina, the paper demonstrates that without a context-sensitive industrial policy and a sound macro-economy, the policy tenets forwarded by the new approach are, in the South, condemned to fail. This paper uses a multivariate shift-share model to analyse the decline in manufacturing employment between 1990 and 2001 in Japan's industrial core and periphery, and in the country's prefectures. The model's regional effect indicates that regional context plays a variable role in shaping regional employment trends. Most prefectures in the periphery have dynamic regional contexts that tend to counter the negative effect of their industrial mix throughout the whole period. Between 1990 and the Asian financial crisis of 1997, most prefectures in the core had depressed regional contexts that failed to counter their negative industrial mix effect. Earlier papers have found considerable heterogeneity in the returns to degrees in relation to subjects of study, degree classification and higher education institution. This paper examines heterogeneity of returns across British regions using the Labour Force Survey. It finds substantial regional variations in the financial rewards available to graduates, with much higher returns in London and the South East than elsewhere. Adjusting for regional differences in the cost-of-living narrows such differences considerably. Research on the impact of innovation on regional economic performance in Europe has fundamentally followed three approaches: (1) the analysis of the link between investment in research and development (R&D), patents, and economic growth; (2) the study of the existence and efficiency of regional innovation systems; and (3) the examination of the geographical diffusion of regional knowledge spillovers. These complementary approaches have, however, rarely been combined. Important operational and methodological barriers have thwarted any potential cross-fertilization. This paper tries to fill this gap in the literature by combining in one model R&D, spillovers, and innovation systems approaches. A multiple regression analysis is conducted for all regions of the group of 25 European Union countries (EU-25), including measures of R&D investment, proxies for regional innovation systems, and knowledge and socio-economic spillovers. The role of power within regional firm networks is noted in empirical studies but insufficiently theorized. It is suggested that network functioning is conflictual and that more powerful network members, particularly transnational corporations (TNCs), leverage regional resources to advance their sustainable competitive advantage. The agendas and power exercised by TNCs within regionalized firm networks have significant implications for regional policy and the uneven allocation of resources and capacities within and among regions. The findings indicate that transnational firm access to resources that are critical to innovation, including university research and skilled labour, negatively affects the potential for innovation by small and medium-size firms.
