Textiles with outstanding moisture transport characteristics and excellent flammability is of vital importance for human beings. In this work, the poly(arylene sulfide sulfone)–polydopamine/polyphenylene sulfide–polydopamine/poly(arylene sulfide sulfone) (PASS‐PDA/PPS‐PDA/PASS) composite fibric with multigradient porous structures from macro to submicron levels prepared via micrometer and nanometer fibers for water transport and evaporation has been fabricated. The introduction of PDA can effectively improve the hydrophilicity of the composite membrane. Meanwhile, superhydrophobic PASS layer with beaded structure was obtained by electrospray as the inner layer. It is found that PASS‐PDA‐72 fabric exhibited outstanding water diffusion property (spreading diameter = 10.47 cm) and ultrafast the water evaporation (0.20 g h−1). Meanwhile, the beaded‐structure PASS fabrics with high hydrophobicity (water contact angle is 130°C) was selected to absorb water from the surface of human skin and transport it to the other side to evaporate quickly, giving the surface of human skin a comfortable and dry environment. What is more, the PASS‐PDA/PPS‐PDA/PASS composite membrane exhibited excellent thermal stability (Tdmax = 544°C) and flame retardancy, which will have potential for the application in the field of fire protection. Territorial spatial planning involves fixability and flexibility in different driving factors related to control and development orientation, and they play an important role in regional sustainable development, especially in developing countries such as China. With rapid urbanisation and industrialisation, China has been impacted by conflicts between development and protection in territorial space. To integrate the contradictions among different territorial spatial planning measures, planners and scholars have started to focus on studies regarding fixability–flexibility relationships and integration. However, the relationship between and integration of fixability and flexibility in territorial spatial planning have yet to be clearly summarised. This paper explores an innovative research direction for the fixability–flexibility relations in territorial spatial planning from a new perspective, the Food–Energy–Water Nexus, which is a dynamic and comprehensive framework for Sustainable Development Goals (SDGs) studies. This paper covers the existing research on fixability and flexibility in territorial spatial planning. Against the backdrop of an urban-rural dual structure, governance structure significantly influences the fairness and sharing of land value increment profits from land consolidation in various regions. This paper develops a spatial-institutional analytical framework, reflects on the traditional government-led land quota planning management mechanism and advocates optimizing governance structures in land consolidation to facilitate urban-rural element flows and the sharing of land value increment profits. This paper selects two comprehensive land consolidation cases in the Fenghua District and Cixi City of Ningbo, representing government-led and village collective self-organized governance structures. The research shows that the Fenghua case adopts a government-led state-owned enterprise coordinated governance structure, which state-owned enterprises bear operational risks and the majority of profit sharing, while village collectives, as landowners, are insufficiently protected in benefit sharing. The Cixi case employs a government-embedded village-town governance structure, with the village collectives as the main operating body, allowing collective construction land to enter the market to ensure the sharing of community profits. Both governance structures promote the bidirectional flow of urban-rural land resource elements; the former significantly drives urban development, while the latter ensures better benefit sharing for village collectives. The research proposes that optimizing governance structures and improving land quota allocation mechanisms can further stimulate various entities' participation in land consolidation and land value activation. The 14th Five-Year Plan for China proposes to promote the urbanization process from a county perspective, presenting an unprecedented opportunity to develop county urbanization. However, in the context of relatively limited resources, insufficient funds, and comparatively lower land values in Chinese counties, how to promote county urbanization remains the primary challenge, which has not been studied yet. This study first analyzes the necessity of promoting county urbanization from four dimensions: national development strategy, industrial policy development, local government status, and enterprise development demands using literature research and survey interviews. Based on field research conducted in 32 counties in China, the strengths, weaknesses, opportunities, and threats (SWOT) analysis is carried out on the county urbanization process in this study. By analyzing the developmental status and challenges of major urban areas, expansion areas of counties, and their surrounding countryside, this paper proposes a "three-level gradient integration" concept for the spatial integration of county urbanization. Furthermore, the mechanism of multi-agent linkage to promote county urbanization was explored based on the theory of urban governance and the characteristics of county urbanization. Subsequently, relying on the analysis of policies, such as land acquisition and integrated land improvement, and adopting modes, such as "Investor + Engineering Procurement Construction + Operation" (investor + EPC + O) and renovate–operate–transfer (ROT), we propose a pathway for promoting county urbanization through the linkage of government, enterprises, and residents. This study provides insight into promoting the county urbanization process. Additionally, each country faces the common issue of how to use limited resources to promote regional development, and this article can provide valuable insights and inspiration for addressing this shared issue by the principle of adapting to local conditions and adhering to the concept of efficient market and proactive government. Shrinkage in China's cities has gradually received increasing attention. Specifically, county-level shrinking cities are numerous and widely distributed. City shrinkage even appears throughout Zhejiang Province, which is highly developed and has stable economic growth. County-level shrinking cities resulting from regional competition can still maintain long-term and stable economic growth, but their economic growth lags behind the whole competitive region. We identified five county-level shrinking cities in Zhejiang Province, and characterized the shrinkage phenomenon in Changshan County using census, nighttime lighting (NTL), and Tencent Location Big Data. City shrinkage resulted from the comprehensive effects of declining traditional industries, backward per capita income, highly skilled labor force shortages, and population age structure changes. Given the shrinkage status of Changshan, we proposed countermeasures and suggestions including aspects of industrial development, urban planning, social governance, and care for the elderly. Since 1998, the land finance model based on residential and commercial land transfer revenue has played an important role in Chinese social and economic growth, especially in urban infrastructure construction. With China's population peak and stable urbanization, the "incremental" land-transfer-heavy development paradigm is unsustainable. At the same time, as a developing country, local governments in China must have enough fiscal revenue to encourage high-quality growth. The transformation of land finance is a practical issue that needs to be explored urgently. This article, which was based on the local government financial balance theory, proposed supporting the optimization of the land finance incremental model with the reform of the property tax system. A local land finance transformation mechanism with increment and inventory synergy was then created. Specifically, to avoid a cliff-like fall in the local government's land-transfer fee, it was proposed that the land-transfer fee change from the original collection, from ordinary commercial housing to improved housing. The property tax should be levied on the second set of ordinary commercial housing to obtain fiscal revenue from the "inventory". Concurrently, the fiscal money from property taxes could be utilized to build cheap rental housing or to support housing vouchers for new urban residents and young people. [ABSTRACT FROM AUTHOR]

Massive growth is posing threat to the ecological security and sustainability of cities. Ecosystem service value (ESV) and ecological risk index (ERI) assessment can be conducted to enhance urban ecosystem management through the enhanced recognition of these values and risks in decision-making. This paper aimed to measure spatiotemporal ESV and ERI for Shizuishan City located in central China, and, based on this, how to zone urban ecological space using land cover data (for the years 2010, 2015, and 2020). The management options of different zones were suggested to mitigate and manage any potential negative impacts on urban ecological security. Results show that: (1) The spatial distribution characteristic of ESV is "high in the south and low in the north". The total ESV exhibited an upward tendency from 2010 to 2020. (2) The high-ERI areas were distributed in the peripheral region, while the low-ERI areas were concentrated in the central region. The ERI of water was in decline continuously, whereas the ERI of wetland maintained a high level. (3) The zoning approach integrating ESV and ERI assessment can truly reflect the status of the environment and better clarify the direction of ecological development for different areas. Among four different ecological zones, the high-ESV and low-ERI areas (I) have abundant ecological resources, and they are set as "Priority Development Areas". The low-ESV and low-ERI areas (II) are set as "Ecological Improvement Areas" because the area of ecological lands are confined. The low-ESV and high-ERI areas (III) have a fragile ecological environment, and they are set as "Exploitation-Prohibited Areas". Bone loss due to an increased osteoclast activity is common in osteoporosis and rheumatoid arthritis. For the first time, we observed an inhibition of osteoclast formation and bone resorption by outer-membrane vesicles (OMVs) from a Gram-negative, pathogenic bacterium, Proteus mirabilis (P.M). Gene ontogeny and KEGG enrichment analyses of miRNA and mRNA sequencing data demonstrated a significant effect of P.M OMVs on mitochondrial functions and apoptotic pathways. OMVs induced mitochondrial dysfunction through an increased level of intracellular ROS, collapse of mitochondrial membrane potential (ΔΨm), and modulation of Bax, Bcl-2, caspase-3, and cytochrome c expression. In addition, P.M OMVs strongly inhibited miR-96-5p expression, which caused an upregulation of ATP binding cassette subfamily A member 1 (Abca1) in osteoclasts leading to an increased level of mitochondria-dependent apoptosis. Moreover, treatment with P.M but not Escherichia coli OMVs attenuated bone loss in experimental osteoporosis and collagen-induced arthritis. Collectively, we demonstrated osteoprotective functions of OMVs from Proteus mirabilis , which downregulated miR-96-5p causing an increased Abca1 expression and mitochondria-dependent apoptosis. Background: Recently, studies on COVID-19 have focused on the epidemiology of the disease and clinical characteristics of patients, as well as on the risk factors associated with mortality during hospitalization in critical COVID-19 cases. However, few research has been performed on the prediction of disease progression in particular group of patients in the early stages of COVID-19. Methods: The study included 338 patients with COVID-19 treated at two hospitals in Wuhan, China, from December 2019 to March 2020. Predictors of the progression of COVID-19 from mild to severe stages were selected by the logistic regression analysis. Results: COVID-19 progression to severe and critical stages was confirmed in 78 (23.1%) patients. The average value of the neutrophil-to-lymphocyte ratio (NLR) was higher in patients in the disease progression group than in the improvement group. Multivariable logistic regression analysis revealed that elevated NLR, LDH and IL-10 were independent predictors of disease progression. The optimal cut-off value of NLR was 3.75. The values of the area under the curve, reflecting the accuracy of predicting COVID-19 progression by NLR was 0.739 (95%CI: 0.605–0.804). The risk model based on NLR, LDH and IL-10 had the highest area under the ROC curve. Conclusions: The performed analysis demonstrates that high concentrations of NLR, LDH and IL-10 were independent risk factors for predicting disease progression in patients at the early stage of COVID-19. We identified abnormally methylated, differentially expressed genes (DEGs) and pathogenic mechanisms in different immune cells of RA and SLE by comprehensive bioinformatics analysis. Six microarray data sets of each immune cell (CD19+ B cells, CD4+ T cells and CD14+ monocytes) were integrated to screen DEGs and differentially methylated genes by using R package "limma." Gene ontology annotations and KEGG analysis of aberrant methylome of DEGs were done using DAVID online database. Protein-protein interaction (PPI) network was generated to detect the hub genes and their methylation levels were compared using DiseaseMeth 2.0 database. Aberrantly methylated DEGs in CD19+ B cells (173 and 180), CD4+ T cells (184 and 417) and CD14+ monocytes (193 and 392) of RA and SLE patients were identified. We detected 30 hub genes in different immune cells of RA and SLE and confirmed their expression using FACS sorted immune cells by qPCR. Among them, 12 genes (BPTF, PHC2, JUN, KRAS, PTEN, FGFR2, ALB, SERB-1, SKP2, TUBA1A, IMP3, and SMAD4) of RA and 12 genes (OAS1, RSAD2, OASL, IFIT3, OAS2, IFIH1, CENPE, TOP2A, PBK, KIF11, IFIT1, and ISG15) of SLE are proposed as potential biomarker genes based on receiver operating curve analysis. Our study suggests that MAPK signaling pathway could potentially differentiate the mechanisms affecting T- and B- cells in RA, whereas PI3K pathway may be used for exploring common disease pathways between RA and SLE. Energy consumption is a major factor influencing climate change. Low-carbon strategies can be defined from carbon (C) footprint and ecological pressure caused by energy consumption. We hypothesized that this should be done at the regional and city levels because factors controlling C footprints vary with location and time, yet there is actually little knowledge at local levels. Here, we mapped the C emissions and footprint of 11 cities in the Zhejiang Province of China, a rapidly growing area of about 57 million inhabitants, which is representative of the strong economic growth in China. The C footprint is expressed as the land surface necessary to adsorb C emissions. We studied spatio-temporal evolution of C footprints from 2005 to 2015 using the center of gravity method. Results show that total annual C emissions due to energy consumption in Zhejiang increased by 40.83 million tons (55.8%) from 2005 to 2011. Then, from 2011 to 2015, C emissions decreased by 5.8%, which is explained by the 5-year national plan aiming at decreasing emissions. Similarly, the total C footprint increased by 55.8% from 29,201,904 hm2 in 2005 to 45,496,817 hm2 in 2011 and then declined by 5.8% from 2011 to 2015. At the city level, Ningbo has the largest C footprint contribution, whereas Lishui the lowest. Zhoushan shows an increase in C emissions and footprint, whereas Hangzhou and Shaoxing show a decline. The center of gravity of the C footprint is located in Shaoxing and is moving southeast from 2006 to 2011. Overall, our findings reveal the high spatial heterogeneity of C footprint at the regional and city levels, implying that national low-carbon strategies should be adapted at lower levels for higher efficiency. Purpose: This paper aims to design and optimize the threaded fastener of leakage current particulate matter (PM) sensor. The corresponding air-tight test is conducted to ensure the reliability of the installation strategy with screw connection. Design/methodology/approach: Research on the pressure-deformation curve of seal gasket was conducted and the vibration load of engine was considered for the calculation of the minimum installation pre-tightening force. Simultaneously, the danger threaded section area was calculated, and the carrying capacity was verified. The height of the welding line was studied to ensure the reliability of the application. FEA was carried out to acquire the relationship between local structure size and local stress for continuous improvement of thread connection. The installation torque range was acquired from the torque control principle for the pre-tightening force. The sealing reliability of the connector was proved with leakage. Findings: The air tightness of the thread connector is proved to be fine. When the pre-tightening force is over 8,000 N, and its length reaches 2 mm, the connector has good reliability at ambient temperature. The tightening torque of 60-74 Nm can guarantee the reliable fixing ability of thread connector, and its plastic non-deformation ability in the process of repeated tearing down. Originality/value: This paper provides an installation strategy and an optimization of PM sensor, which has a positive effect on the study and the manufacture of PM sensor. It is helpful to further develop PM sensor and after-treatment technology. This kind of real-time monitoring PM sensor needs to be studied further to achieve its commercial application. Based on the working environment and control strategy of the leakage current particulate sensor on the diesel engine, the ANSYS finite element simulation is applied to prove the reliability of the sensor in the response phase. It shows that the full load conditions of the diesel engine harsh the exhaust environment, which leads to higher thermal stress in the sensor. The temperature of the front end of the sensor base is up to 227°C, and the highest thermal stress appearing in the sensor is 88 MPa. Both of them are lower than the upper limit request, which guarantees the working reliability of the sensor in long period. The effect of outside environment on the highest temperature of the sensor base is also investigated, and it shows that the lower temperature and the higher convective heat transfer coefficient would be in favor of the reliable work of the sensor. In addition, it shows that the cold start time of the sensor is reducing exponentially with the increasing heating power, and the optimum heating power is 60 W taking the linearly increasing thermal stress into consideration. In this report, we show that a facile and highly adaptable route based on the Schiff-base formation reaction can generate crosslinked polymer precursors for the fabrication of hierarchical porous nitrogen-doped carbon materials. The optimized sample with a moderate surface wettability, Brunauer–Emmett–Teller (BET) surface area, and heteroatom content displays outstanding supercapacitance performances in both acidic and alkaline electrolytes. Capacitances of 362 F g−1 in 1 M H2SO4 and 374.5 F g−1 in 6 M KOH at 0.5 A g−1 as well as an excellent rate capability (75% and 79.5% capacitance retention at 30 A g−1 in 1 M H2SO4 and 6 M KOH, respectively) are achieved, which are much better than those of the sample fabricated via a conventional synthetic route (acetic acid as the catalyst). Moreover, according to the differing slopes of the discharge portion, the overall specific capacitance is divided into electric double layer capacitor (EDLC) and faradaic capacitance, and EDLC and faradaic capacitance contributions to the overall specific capacitance are analyzed. It is found that the faradaic capacitance is mainly associated with the heteroatom content and the utilization of available heteroatoms. The EDLC capacitance is related to the BET surface area, surface wettability, and the concentration and ionic size of the electrolyte. This simple synthetic strategy may be of interest in the design of crosslinked polymer precursors, thus enabling the fabrication of carbon materials with unique electrochemical properties. Balancing urban and rural development is an important political goal in China. The failure of rural land privatization has led to a low level of rural economic development and a vast property income gap between citizens and farmers. This paper illustrates the reasons for property income inequality from the perspective of the land tenure system and the dualistic household registration system. After evaluating the segmentation of the rural land market and the rigid nature of rural land assets, a population–land coupling urbanization mechanism is proposed. The paper argues that China's land property system has externalized a high degree of geospatial and social urban and rural intertwinement. Major reform of the rural land property rights system is required to correct the situation (further development of the social security system and stable urbanization) and to increase property income potential for farmers. Air pollution represents a significant fraction of the total mortality estimated by the World Health Organization (WHO) global burden of disease project (GBD). The present paper discusses the characteristics of trace gases (O, NO, NO, and CO) and particulate matter (PM and PM) in two Asian megacities, Delhi (India) and Beijing (China). A continuous measurement of trace gases and particulate matter are considered from 12 measuring sites in Beijing and 8 sites in Delhi. Over Beijing, the annual average of PM, PM, O, NO, and CO is, respectively, 85.3, 112.8, 58.7, and 53.4 μg/m and 1.4 mg/m, and, respectively, over Delhi 146.5, 264.3, 24.7,and 19.8 μg/m and 1.73 mg/m. From the spatial variations of pollutants, the concentrations of particulate matter and trace gases are observed to be much higher in the urban areas compared to the suburban areas. The higher average concentrations of PM and PM over Delhi and Beijing are observed during winter season compared with other seasons. The maximum diurnal variation of PM concentration is observed during winter season over Beijing and Delhi. The comparison of trace gases shows that the O concentrations during daytime are obviously higher compared with nighttime, and the highest diurnal variation of O is observed during summer. The concentrations of CO are highest during winter season, and higher concentrations are observed during nighttime compared to daytime. The O and CO show negative correlation over Beijing and Delhi. The negative correlation between O and NO is merely observed over Beijing, while CO and NO concentrations, in contrast, show positive correlation over Beijing. [ABSTRACT FROM AUTHOR]

A series of amino acid derivatives of millepachine were designed, synthesized, and evaluated for their solubility and antiproliferation ability against tumor. The glycine derivative compound 7a exhibited the best potency and possessed long-term inhibitory capability on cell viability. It was also confirmed that 7a could arrest the cell cycle at G2/ M phase and trigger apoptosis. Furthermore, indirect immunofluorescence staining revealed antitubulin property of 7a, which is consistent with the previously reported derivatives of millepachine. In vivo, 7a suppressed tumor growth in an MDA- MB-231 xenograft tumor model. Diabetes mellitus, commonly characterized by hyperglycemia, is a group of metabolic diseases. Some oral anti-diabetic drugs show poor tolerability during chronic treatment, and associate with undesired side effects. Recent advances in the understanding of physiological functions of incretins and their degrading enzyme dipeptidyl peptidase DPP-IV have led to the discovery of DPP-IV inhibitors as a new class of oral anti-diabetic drugs. Several DPP-IV inhibitors have different chemical structures of which the xanthine scaffold has specific advantages. Combining previous work with the research strategy of pharmacophore hybridization, we retained this scaffold and synthesized a new series of amino-alcohol or diamino-modified xanthine compounds. Some xanthines exhibited submicromolar inhibitory activities against DPP-IV. The most potent compound 40 $$(\hbox {IC}_{50} = \hbox {19.6 nM})$$ exhibits a good in vivo efficacy in reducing glucose excursion at a single dose and a better chronic effect in reducing body weight than metformin in DIO mice. Infrastructure projects have major effects on implementing the principles of sustainable development. Infrastructure projects will continue to be developed in the coming years, particularly in developing countries such as China and India; therefore, it is important to find methods and solutions for improving the sustainability of them. Although existing studies have suggested various methods for practicing sustainable development principles in the process of implementing infrastructure projects, effective assessment indicators are unavailable, which presents a barrier to the effective assessment of infrastructure project sustainability. This study introduces key assessment indicators (KAIs) for assessing the sustainability performance of an infrastructure project. The research data used for analysis were collected from a questionnaire survey given to three groups of experts, including government officials, professionals, and clients in the Chinese construction industry. The fuzzy set theory was used to establish KAIs. A procedure for using the KAIs is demonstrated by a case study. Expenditure on R&D in China's construction industry has been relatively low in comparison with many developed countries for a number of years-a situation considered to be a major barrier to the industry's competitiveness in general and unsatisfactory as regards industry development of the 31 regions involved. A major problem with this is the lack of a sufficiently sophisticated method of objectively evaluating R&D activity in what are quite complex circumstances considering the size and regional differences that exist in this part of the world. A regional construction R&D evaluation system (RCRES) is presented, aimed at rectifying the situation. This is based on 12 indicators drawn from the Chinese Government's R&D Inventory of Resources in consultation with a small group of experts in the field, and further factor analysed into three groups. From this, the required evaluation is obtained by a simple formula. Examination of the results provides a ranking list of the R&D performance of each of the 31 regions, indicating a general disproportion between coastal and inland regions and highlighting regions receiving special emphasis or currently lacking in development. Introduction of both nitrogen and transition metal elements into the carbon materials has demonstrated to be a promising strategy to construct highly active electrode materials for energy shortage. In this work, through the coordination reaction between Fe3+ and 1,3,5–tris(4–aminophenyl)benzene, metallosupramolecular polymer precursors are designed for the preparation of carbon flakes co-doped with both Fe and N elements. The as-prepared carbon flakes display wrinkled edges and comprise Fe3C nanoparticle and active site of Fe–Nx. These carbon materials exhibit excellent electrocatalytic performance. Towards oxygen reduction reaction (ORR), the optimized sample has Eonset and Ehalf-wave of 0.93 V and 0.83 V in alkaline system, respectively, which are very close to that of Pt/C. Background: Hepatic epithelioid hemangioendothelioma (HEHE) is an extremely rare borderline tumor of vascular endothelial origin. Laparoscopic resection of HEHE has never been reported. Methods: The clinical data of eleven patients with HEHE (4 women and 7 men) who were diagnosed and treated at the Union Hospital (Wuhan, China), and Wuhan Asia General Hospital (Wuhan, China), between March 2012 and July 2020 were analyzed retrospectively. Results: The mean age of HEHE patients was 42.4 ± 13.9 years (range 22–67 years). All patients underwent laparoscopic surgery alone or in combination with radiofrequency ablation. Most tumors showed aggressive growth or metastasis. By immunohistochemistry, tumor cells were positive for CD31, CD34, ERG, PCK, FLi-1, TFE-3, and Ki-67 (labeling index range, 5–15%). In one of the patients, the tumor was accompanied by partial necrosis with a local appearance of epithelioid angiosarcoma. Postoperative adjuvant treatment included chemotherapy, sorafenib, and Huaier granule. As of July 2020, the median follow-up duration was 36 months (range, 9–60 months), with 2 (18.2%) patients experiencing tumor recurrence. China is one of the largest carbon emitting countries in the world. Numerous strategies have been considered by the Chinese government to mitigate carbon emissions in recent years. Accurate and timely estimation of spatiotemporal variations of city-level carbon emissions is of vital importance for planning of low-carbon strategies. For an assessment of the spatiotemporal variations of city-level carbon emissions in China during the periods 2000–2017, we used nighttime light data as a proxy from two sources: Defense Meteorological Satellite Program's Operational Linescan System (DMSP-OLS) data and the Suomi National Polar-orbiting Partnership satellite's Visible Infrared Imaging Radiometer Suite (NPP-VIIRS). The results show that cities with low carbon emissions are located in the western and central parts of China. In contrast, cities with high carbon emissions are mainly located in the Beijing-Tianjin-Hebei region (BTH) and Yangtze River Delta (YRD). Half of the cities of China have been making efforts to reduce carbon emissions since 2012, and regional disparities among cities are steadily decreasing. Two clusters of high-emission cities located in the BTH and YRD followed two different paths of carbon emissions owing to the diverse political status and pillar industries. We conclude that carbon emissions in China have undergone a transformation to decline, but a very slow balancing between the spatial pattern of high-emission versus low-emission regions in China can be presumed. While urbanization acts as an engine of economic growth, rising inequality and exclusion within cities derails development progress. In the past 30 years, the population in China has converged to large-scale cities, which brought a severe housing issue, not least for migrants. In order to relieve the tension between the increasing demand for housing and the scarcity of urban resources, research on housing policy in response to urban growth is a matter of cardinal significance. This paper made an effort to explore the mechanism of public housing policies coordinated with urban growth management. Taking Chongqing City as the study area, the system dynamics model was adopted in exploring the coordination mechanism. The impact of the two policies were simulated, including the urban population control and public housing supply. The results indicated that the combined policy could more effectively cope with the possible urban housing crisis under the long-term trend, and promote urban inclusive growth. Meanwhile, the starting time of intervention also has a significant impact on the policy effect. China's rapid urbanization and industrialization have continually placed massive pressure on the country's natural resources. The fragmented departmental administration of natural resources also intensifies the problem of sustainable use. Accordingly, China's central government has launched natural resource administration reform from decentralization to unification. This study systematically analyzes the reform requirements from legal, organizational, and technical aspects. The right structure of China's natural resource assets for fulfilling such requirements is examined in this work through a review of relevant legal text, and such a right structure is converted into a draft national technical standard of China's natural resource administration on the basis of the land administration domain model (LADM). Results show that China's natural resource administration covers lands, buildings, structures, forests, grasslands, waters, beaches, sea areas, minerals, and other fields. The types of private rights over natural resources include ownerships, land-contracted management rights (cultivated land, forest land, grassland, and water area), rights to use construction land (state-owned and collective-owned), rights to use agricultural land, rights to use homestead land, breeding rights on water areas and beaches, rights to use sea areas, rights to use uninhabited islands, and mining rights. The types of public rights over natural resources include comprehensive land use, urban and rural, sea use, and territory space planning. Furthermore, various types of these property rights can be converted into corresponding classes in LADM on the basis of the analysis of the property subject, object, and rights. Heteroatom-doped carbon materials have been extensively studied in the field of electrochemical catalysis to solve the challenges of energy shortage. In particular, there is vigorous research activity in the design of multi-element co-doped carbon materials for the improvement of electrochemical performance. Herein, we developed a supramolecular approach to construct metallosupramolecular polymer hollow spheres, which could be used as precursors for the generation of carbon shells co-doped with B, N, F and Fe elements. The metallosupramolecular polymer hollow spheres were fabricated through a simple route based on the Kirkendall effect. The in situ reaction between the boronate polymer spheres and Fe3+ could easily control the component and shell thickness of the precursors. The as-prepared multi-element co-doped carbon shells showed excellent catalytic activity in an oxygen reduction reaction, with onset potential (Eonset) 0.91 V and half-wave (Ehalf-wave) 0.82 V vs reversible hydrogen electrode (RHE). The fluorine element in the carbon matrix was important for the improvement of oxygen reduction reaction (ORR) activity performance through designing the control experiment. Carbon dioxide emissions in developing countries are closely tied to their economy and play a crucial role in the world’s future emissions. In this paper, we put forward an alternative energy use paradigm shift of low-carbon emissions from operational, governance, institutional, and cultural viewpoints (OGIC). An urbanization factor is introduced into the Kaya identity, and three simulations are conducted to forecast the carbon footprint and to explore the effects of the energy use paradigm shift policy. The simulation results show that, in the context of the energy use paradigm shift, the years 2015 and 2024 are the two inflection points that separate the carbon footprint into three periods of extensive consumption (2000–2015), early energy transition (2016–2023), and late energy transition (2024–2030). Overall, the peak carbon emission value is forecasted to appear during the third stage. The findings are expected to demonstrate the effects of the energy use paradigm shift on carbon emissions and assist policy makers formulate a scientific policy framework for low carbon development.
