Territorial capital is a policy concept that emphasizes the endogenous development and regional competitiveness of particular territories, calling for place-based territorial approaches and greater convergence between spatial planning and regional development policies. However, spatial thinking and imaging are still missing when this concept is applied. This paper introduces a multidimensional assessment model that foregrounds the spatial dimension of territorial capital and enables integration and visualisation of decision-supporting data in planning processes. Taking Sintra's region, Portugal, as a case study, the model helps to consider regional development in spatial planning's strategic visioning as it sets the ground for regional design approaches. Due to the challenges associated with measurement, studies attempting to evaluate the effects of mega and non-mega sports events from a broader, more comprehensive perspective are rare. This paper relies on Camagni's concept of territorial capital, which is often used to evaluate policy actions in regional studies but represents a new concept in sport. The study investigates the option of employing this concept to evaluate international sports events. It is thus the first to involve the concept in the area of sports events and, indeed, in sport generally. After introducing the concept, its four traditional subdimensions are addressed ('public goods and resources', 'private fixed capital stock', 'social capital' and 'human capital') and implemented in aspects of sports events. We found that the content of Camagni's model creates a potential base for a more wide-ranging methodology to assess the impacts and legacies of sports events. [ABSTRACT FROM AUTHOR]

5. Tourism and Marginalization in the Alps: The Case of Media-Alta Valtellina Region.

Tourism and marginalization are broadly considered different trajectories in the Alpine region's development. On the one hand, tourism is one of the main economic drivers in the Alps. However, many areas still depend on a mass tourism economy that producesrelevant ecological, sociocultural and economic impacts. At the same time, marginalization identifies those contexts excluded by mass tourism development affected by shrinkage, abandonment and economic decline. Within this framework, the paper points out that these processes often overlap and coexist, producing complex and layered spatial geographies. The Media-Alta Valtellina Region, located in the Lombard Italian Alps, is provided as a case study to investigate the relationship between mass tourism and marginalization through two sets of indicators. Tourism indicators measure the impact of mass tourism development, while territorial capital indicators assess marginalization processes and the potential expressed by environmental, productive, demographic, infrastructural, settlement, and cultural resources. As a result, besides popular mass tourism poles and non-touristic marginalized areas, several mature tourism destinations emerge where marginalization effects and mass tourism issues overlap. Furthermore, territorial capital broadly appears as the intrinsic potential that must be activated and valorized to build new development trajectories. In conclusion, according to the different potentials expressed by territorial capital, the paper provides preliminary suggestions and guidelines for achieving the territorial rebalance between the multiple processes investigated. 8. The impact of territorial capital on Cohesion Policy in rural Polish areas.

This study evaluates the outcomes of the European Union's Cohesion Policy on rural areas in Poland between 2007 and 2018. Stratified propensity score matching was used to examine whether policy impact depends on the type of local territorial capital involved. Inputs and outcomes between individual municipalities with similar territorial capital characteristics and conditions of socio-economic development were modelled and compared. The results show that more advanced development of non-agricultural functions and also a reduced agricultural function led to greater Cohesion Policy effectiveness. Thus, convergence, or the evening out of differences in socio-economic development, does not take place at the local (intraregional) level. [ABSTRACT FROM AUTHOR]

As highlighted by the UN 2030 Agenda, sustainable development is a complex and multidimensional issue that can be effectively implemented and reached at the local level. This implies the evaluation of differences and disparities between territories in order to define local priorities and support cohesion policy objectives. This need has been addressed by the Italian "National Strategy for Inner Areas", which aims to support the growth of territories with a continuous economic and population decline. However, Inner Areas are identified by a set of indicators related to the low accessibility to Services of General Interest, neglecting other important factors that contribute to this condition. This paper proposes a critical analysis of this measurement and of the related "territorialization" of Inner Areas, by introducing a more comprehensive assessment model based on the concept of Territorial Capital (TC), which highlights a more nuanced understanding of complexities and diversities related to the potential development of a territory. In particular, the proposed model evaluates eight TC dimensions (human, social, cognitive, infrastructural, productive, relational, environmental and settlement capital), which cover a broad spectrum of Sustainable Development Goals (SDGs). In order to accurately demonstrate the differences between the results of the two evaluation methods, this paper presents the results of a case study application concerning all 377 municipalities, which compose the Autonomous Region of Sardinia (Italy). The findings of this study confirm the potential of an approach based on the Territorial Capital for place-based policymaking. TC, in fact, can become relevant for defining local priorities and supporting complex decisions, allowing governments to better design and tailor interventions for the effective and efficient management of available resources. Territorial capital encompasses all tangible and intangible assets that represent the growth potential of a place. This study reviews the concept of territorial capital and highlights its components. A database of territorial capital indicators for 270 regions of the European Union at the NUTS 2 level is employed, and a classification of regions based on the material and non-material assets of territorial capital is presented. Mapping differences across regions provides insight into the key dimensions of territorial capital, namely the material resource endowment, non-material resource endowment, and material-non-material asset relations. The results reveal that European regions have been differently endowed with territorial capital during the 2010s; a sharp divide is visible between the Western and Eastern European regions, according to the degree of urbanisation and according to the relative development of regions. The findings of this study have the potential to contribute significantly to the ongoing discussion and evolving research on territorial capital. [ABSTRACT FROM AUTHOR]

The marginalization of areas due to a progressive increase in social, material, economic, and infrastructural vulnerability is a phenomenon that afflicts many countries today, and it is growing rapidly. Agenda 2030, in highlighting the need to identify measures to counter this phenomenon, has promoted the development of a growing awareness of addressing this issue that cannot be postponed. With this in mind, in Italy, a map of inland areas was produced by the Interministerial Committee for Economic Planning and Sustainable Development (ICEPSD), a publication aimed at measuring the extent of the phenomenon and support the development of specific strategies that collectively define the National Strategy for Inland Areas (NSIA). In this study, starting from a critical analysis of the classification of areas in the National Strategy for Inner Areas, we propose a new cognitive tool of the phenomenon of abandonment developed from the perspective of an axiological approach of marginal areas. This tool is based on the mapping of an abandonment index I a on QGIS with reference to the clusters of municipalities identified based on the quartiles of its values. This index was estimated as an aggregate weighted sum of the components identified because of the Principal Component Analysis (PCA) used to analyze the indicators of different forms of territorial capital of weak areas. The contexts addressed by the Italian National Strategy for Inner Areas (SNAI) often lack successful regional policies and systemic territorial approaches to achieve effective transformations towards resilient territories. These issues are addressed by the ongoing project "B4R Branding4Resilience." This contribution aims to present and discuss its first results in the focus area of Val di Sole, Trentino-Alto Adige Region (Italy). The main goal of the University of Trento unit is to pursue leadership in innovating with nature in small thermal villages. The aim is to create a territorial strategy based on the value of the water resources and thermal systems by promoting the enhancement of their natural capital. An interdisciplinary and multi-scalar methodology has been adopted to combine qualitative and quantitative approaches; a data collection process was used to explore the natural identity of Val di Sole to comprehend the ecological and spatial elements; a co-design activity was conducted with the local community's engagement to propose a resilient territorial strategic vision. As a result, the "Val di Sole Blueprint" represents a strategic tool to implement thermal landscapes as ecological design resources for the territory and to support sustainable territorial development for a better quality of life. 14. The economic development of regions in Ukraine: with tests on the territorial capital approach.

The territorial capital approach is used to investigate the economic development of regions in Ukraine in an empirical model. In addition to 'traditional' models of regional development, potentially important variables for economic growth, such as elements of social and societal capital (e.g., trust, corruption, non-profit organizations, libraries), are included. Furthermore, the effects of the military conflicts in Ukraine on regional development are described. The empirical results suggest that—while there are no clear-cut effects of all elements of the territorial capital—some interesting variables are of significant importance for the regional development in Ukraine. For instance, strengthening the cultural and social, as well as institutional capital as parts of the overall governance structure, may have positive effects on regional development equal to those originating from hard infrastructure, such as roads and railroads. The results also indicate that—besides the devastating effects of the military conflicts—there is a range of options for public policies supporting territorial capital. These policies include the provision and implementation of robust legal frameworks to increase trust and to reduce corruption, the support of educational efforts and the institutions of civil society, and the promotion of local (i.e. municipal) investments in the framework of a foundational economy. The concept of development evolves following the transformations and new challenges communities have to face. In this framework, in the past twenty years, development discourse has covered questions about the interrelations among its different dimensions (economic, human, social, environmental, institutional), about the transition from linear to circular models, and about the role (and importance) of endogenous resources. This evolution has increased the attention given to local development strategies and their role in the promotion of sustainability and socio-economic growth by recognizing and reorganizing local resources. This article grounds the concept of territorial capital to Maramureş County (Romania) with the aim of understanding its role and of assessing its potential as a driving force to guide local communities in the exploitation of endogenous resources. Through a comparative analysis of the case studies of the Tâvarna Mare Natura 2000 site (Sibiu County) and Oaş Gutai (Maramureş County), the work also aims to provide general insights to inform local development policies. The research is based on multiple research methods including secondary data analysis, a survey, and a set of interviews with local stakeholders and rural development experts, and it is developed through a comparative analysis between the case studies. This study aims to present the endogenous developmental potential of the Sellye district. We examine the state of the internal capital factors of the area as well as determine indicators that can reveal the spatial structural characteristics of these factors. The main types of settlements of the district, along with the elements above were identified through a cluster analysis based on secondary statistical data. A hierarchical cluster analysis and Ward's method were used to form the clusters. The results show that the endogenous developmental potential of the Sellye district is low; the effects of the socioeconomic problems of the area are reflected in almost all of the examined capital factors. The purpose of this paper is to analyze how the commoning heritage processes find application for the production of agro-environmental public goods in contexts of high socio-economic marginality and environmental vulnerability, characterized by abandonment and from the consumption of agricultural land for food use. The purpose is to understand how these processes are able to influence, at local level, the governance processes for the implementation of environmental protection strategies. The survey made it possible to verify how the commoning processes aimed at the production of agro-environmental goods generate territorial resilience, understood as a community competence able to structure specific forms of social learning based on priorities identified and defined by the communities. The followed theoretical framework and the methodological approach have allowed on the one hand to draw up a taxonomy of the different territorial dynamics and on the other to identify a mixed indicator system, applicable and replicable also in other contexts, able to describe its dimensions analytically. The assessment of the cognitive elements related to the territorial fabric carried out through the proposed approach has allowed to demonstrate how the knowledge of the territorial capital contributes to the activation of forms of collective intelligence necessary for decision-making processes. This paper investigates how territorial capital, defined as a 'mix' of tangible and intangible local resources accumulated over time across different territories, becomes a source of competitive advantage for firms. The study draws upon semi-structured interviews with firms' owner-managers operating in the North and South of Italy and shows how local resources generate firms' costs and differentiation advantages through acting as territorial externalities or becoming an essential core asset to the firm. Results demonstrate how local resources are highly interconnected, making territorial capital unique in each place and not easily imitable, which ensures long term competitive advantages for those firms that benefit from its endowment. A mix of advanced local resources developed through long term investment is shown to be more valuable for firms than inherited resources, provided by 'God' or 'ancestors'. Using the concept of territorial capital in this manner provides insights into understanding sources of firm competitiveness related to location and the persistence of territorial economic disparities. The role of territorial capital (TC) on the productivity of Italian firms is investigated by constructing indicators for eight dimensions of TC in a first attempt to capture a wide variety of regional resources. When imposing homogeneous TC effects on all firms, it is found that technological, social, institutional, financial and infrastructure capital drive productivity. However, only technological and artistic capital contribute to reduce regional disparities. Across industries, financial capital and infrastructure increase productivity in companies operating in a wide range of sectors. This paper analyzes the impact of the European Union's Cohesion Policy on firm growth in the programming period 2007–13 in seven European countries. Results show that Cohesion Policy support promotes firm growth in size (value added and employment) more than in productivity. However, even when the policy is the same and similar projects and beneficiaries are considered, its effectiveness varies across different territorial contexts, among but also within countries. In several cases, the impact of grants on firm growth is larger in regions with lower income or scant endowments of territorial assets, most likely because firms in those regions cannot rely on external assets. «How to approach the sustainable spatial development in South-East region of Romania?» is the main question to which this research-paper tries to find answers. New development trajectories are needed in order to tackle the current challenges posed by the rapid dynamics of the labour market, in a globalized, increasingly digitized economy, and in the context of technological, climate and demographic changes. This paper analysis the internal socio-economic inequalities that South-East region of Romania experiences, highlighting the main challenges of territorial development. The internal development capability of South-East region of Romania is presented by an inventory of needs and resources during the 2010-2016 period, using the most recent statistical data available on the website of Romanian National Institute of Statistics. This region is confronted with multiple vulnerabilities such as mass unemployment (due to the lower wages and the territorial proximity with capital-region: Bucharest-Ilfov), insufficient public income transfers, out-migration (causing high social costs and also constituting a barrier to regional adjustment) and if these trends persist in longrun, at the extreme, possibly desertification. Moreover, in absence of some basic preconditions for regional development, in terms of infrastructure, accessibility, basic public services, growth could be a dream and not a reality. The paper concludes by proposing suggestions on how to respond to the specific and particular challenges that the South-East region of Romania is now facing, on the basis of the previous conceptual and empirical evidence. Relational networks and intangible factors are crucial elements for the competitiveness of a territory. Public–Private–Partnerships (PPPs), in particular, allow for the provision of goods and services that favour the exploitation of complementarities between public and private resources. They aim at promoting an increase in the overall efficiency of investment projects through a complex mechanism that distributes risk and revenues among stakeholders. This paper examines the local and territorial determinants of PPPs through an econometric analysis based upon Italian municipal data, grouped at the provincial level. Using a tobit model, we analyse the relationship between the realization of successful PPP initiatives and different sets of factors, including less analysed local and territorial determinants. We stress the role of the local management of infrastructure assets, the administrative efficiency of local authorities and the diffusion of previous local development initiatives. Local management and territorial context factors explain most of the occurrence of successful PPP initiatives in the pre-crisis period while usual determinants (infrastructure endowment and financial distress) display a weaker effect. Tourism is clearly a place-based activity, while in many advanced economies it is increasingly becoming a knowledge-based activity, with a high potential for the development of practice- and place-based innovation strategies. This study analyses whether and how regional systems of innovation influence the competiveness of tourism destinations in Europe. Impacts of both traditional production factors (physical and human capital), productivity, specialization and other contextual variables – related to the territorial capital of each region – on regional tourism performance of 237 European regions (NUTS 2) are analysed over a period of 8 years, using advanced techniques for spatial econometric analysis. The results reveal lower levels of productivity in those regions where tourism services are more labour intensive, while regions where education, innovation and productivity demonstrate higher levels are those where gross value added in tourism is less important for the regional economy. Policy implications are discussed, taking into consideration the principles for smart specialisation strategies in European regions and the possibility for cross-border regional cooperation. This communication is based on an industrial case study on the partial transition from selling products to Product-Service Systems (PSS). The importance of Intellectual capital (i.e. human, structural and relational capital) has already been underlined in PSS literature and some studies propose to adapt existing strategic management tools (e.g. balanced scorecard) to support PSS implementation. In addition, the importance of multiple forms of proximities in PSS projects has been highlighted: geographical proximity (e.g. logistic or maintenance issues), organizational and cognitive proximity (e.g. collaboration and shared objectives between partners and customers). Moreover, a project is the result of specific institutional, territorial and human arrangements. None of the existing framework for PSS projects analysis considers proximities or the institutional or territorial dimensions. A framework for territorial PSS assessment has been designed, based on literature on PSS and territorial projects and the specific needs and questions of the SHE company, its partners and some stakeholders (e.g. local governments, customers). Each selected dimension (e.g. customer, environment, human, etc.) was linked to specific assets in the value creation system (e.g. B-to-B-to-C customer capital) and then evaluated during the project to understand the evolutions of critical assets, their relative importance in this specific project and formulate recommendation to improve the proposition. Crowdfunding (CF) has seen an accelerated growth as a tool for entrepreneurs to raise funds from the crowd for the development of their innovative projects. According to Massolution report, the global CF industry reached $34.4 billion in 2015. Crowdfunding involves the consumer in financially way and by doing so maximizes the involvement of consumers in the process of value co-creation. The literature confirms that the crowd participate in fundraising for reasons beyond the benefits they may accrue as individuals, therefore crowdfunding platforms can be seen as an authentic expression of community. So promoting active citizenship, strengthening of communities and meeting public need in service delivery, crowdfunding creates an opportunity to convert social capital into economic and/or political capital. Most of the literature investigate critical factors positively correlated to the success in crowdfunding as: the participation of the entrepreneurs' friends and family in fundraising, signals of quality, project duration etc. Surprisingly, few scholars analysed the importance of territory and relationship between territory and crowdfunding. Thus, the research question of this study is: can the territorial capital influence the co creation of value by crowdfunding? An exploratory research is performed in order to answer to such question. The empirical analysis is conducted on Produzioni dal Basso platform, which it is one of the first CF platforms born in Europe. We took into consideration projects over a time period 2011-2014. The results demonstrate a relationship between co creation of value through crowdfunding and some variables of territorial capital. Objective: In this article Urban Functional Areas (UFAs) and their essence of matter and leading qualities are considered through the prism of theoretical concepts such as transaction costs, the concept of territorial capital and the space of flows with connection to the network economy. Research Design & Methods: Each theoretical concept prompts its own group of intervention instruments in the processes of territorial development. On this basis the authors focus on explanation of the possibility of public intervention in the functioning and development of urban functional areas. Contribution / Value Added: This article has a theoretical character but formulates general basis for elaboration of integrated development policy on the level of local self-government co-operation". Finding and recommendations: The authors show that the territorial authorities and enterprises in Urban Functional Areas should integrate their development policies around the "new quality resource" in the form of territorial capital. The values and potentials of industrial heritage are important territorial capital for city development. The Winter Harbour is situated near to the historic centre and with contact to actually very vital zone of Bratislava, a capital city of Slovakia. It belongs to the industrial heritage of the city. It is located on left Danube's waterside between 1867 and 1870 kilometres of river. The cargo river port belonged among the biggest inland river harbours in Middle Europe in the 1st half of 20
th century. Area of Winter Harbour have started since 1897 with a purpose of ships wintering place, later there was affiliated also goods transloading. In 1907 was built basins (South and North), whereby arose a complex having extraordinary intensive transport, technical and economic activities. In the present, the biggest part of the industrial activity is moved to modern spaces, to port Pálenisko (1975) which is situated down along the Danube. The specific service harbour buildings are gradually forfeiting their original purpose. Some of the buildings are still used but others are abandoned even though their volumes and surfaces are serviceable. The significant buildings, technical objects and elements, which are documenting the history and character of this original industrial environment in the Winter Harbour. They incorporate not only physical but also much of intangible values. Jointly, they form territorial capital which can be economically expressed and further used for advancement. For such treatment, there is necessary to inform and increase awareness of public (professional and amateur) about these potentials and values that can support the city development. Also, a paper will present architectural study of renovation and regeneration of original harbour building. It is included into the revitalization of the whole complex of the Winter Harbour so it would become an initiative and active part for the development of river navigation tourism and for educationally-recreational activities being in line with development programme of the town Bratislava. The aim of this paper is to bring new elements into the theoretical discussion so as to better understand the realities of borderlands. Our goal involves projecting a new conceptualization of the cross-border territory and cross-border reterritorialization by refining the analytical framework envisioned by the current literature on border studies. More specifically, we apply the so-called ‘territorialist approach’, an innovative and culturally oriented approach for territorial studies that is rooted in the Italian geographical school. Cross-border territories are conceived as complex territorial units, whereby geographical, socioeconomic and cultural patterns are affected and thus altered by the fixation of international boundaries and territorialization. Nevertheless, the persistence of local cross-border networks, both formal and informal, contributes to the maintenance of a shared local milieu. The European integration processes, especially in view of the European Territorial Cooperation programmes, represent an important framework for supporting local cross-border cooperation and boosting new territorial strategies for borderlands. From this perspective, we hypothesize that new cycles of local cross-border reterritorialization can be observed along the EU borderlands by creating new forms of cross-border territorial capital. Lake Balaton is the second most popular tourist destination in Hungary, after the capital. This resort area has strong territorial capital, but there are regional differences in economic performance. This study examines the social and economic differences between two small districts (Keszthely and Fonyód) of this recreation area. The research is based on territorial statistical data and a questionnaire survey taken by the respective mayors and local entrepreneurs. The results of data analysis show Keszthely is a more developed and Fonyód is a less developed district in several respects, and the results of the survey reveal the social background of this as there are differences in three measurement dimensions of social capital (relationships, trust, territorial attachment). Purpose – The purpose of this paper is twofold. First, to explore to what extent being located in a territory is value-relevant for a company. Second, to understand if a company is aware of, and how it can sustain, the territorial tangible and intangible assets present in the economic area in which it is located. Design/methodology/approach – The study presents an empirical multiple case-study, investigating ten mid-/large-sized Italian companies in manufacturing sectors. Findings – The results indicate that the sampled manufacturing companies are intertwined with the environment in which they are embedded, both in their home country and in host ones. The domestic territorial capital has provided, and still provides, enterprises with workers endowed with the necessary technical skills that they can have great difficulty in finding in other places. In turn, companies support territorial capital generation through their activities. Research limitations/implications – To increase the generalisability of the results, future research should expand the sample and examine firms based in different countries and sectors. Practical implications – Implications for policy makers: developing effective initiatives to support and guide a sustainable territorial capital growth. Implications for managers and investors: improving managerial and investors’ decisions by disclosing a complete picture of the enterprise, also outside the firm boundaries. Originality/value – The study contributes to intangibles/intellectual capital literature by shedding light on the importance of including territorial capital in a company’s report to improve the definition of the firm’s value. The territorial capital refers to the things that constitute an areas assets (activities, landscape, heritage, know-how, etc), and are not part of an accounting inventory exercise, but are intended to identify the distinctive features of an area whose value can be enhanced. The concept of territorial capital in 2001 was used in the Second Report on Economic and Social Cohesion. The various elements of an areas capital can be classified into a number of components, which every individual is able to define in relation to his own specific situation or to what he is looking for. In Latvia, the widely studied species such as human capital, social, total human capital, etc. However, this type of capital, as a territorial still only comes into view Latvian researchers. Latvia has not yet developed a universal method of assessment (measurement) of the territorial capital, it determines the novelty of the work and its relevance. Quantitatively comparable data may allow to measure the territorial capital in the study of territorial units, and make informed decisions for their future development. [ABSTRACT FROM AUTHOR]

47. Can multiple streams predict the territorial cohesion debate in the EU?

This article contributes to the debate over the fashionable but contested concept of ‘territorial cohesion’ in the European Union. Scholars have long recognised and traced discursive shifts in EU territorial development policies, but theoretical accounts of the drivers and parameters of such shifts are rare. This article applies the multiple streams model of agenda-setting to the territorial cohesion debate in order to explore how useful this model is in analysing and predicting the outcome of a debate. The article is structured according to the three ‘streams’ that are relevant to agenda-setting: problems, policies and politics. The analysis relies on the responses to the 2008 Green Paper on Territorial Cohesion in order to determine how politically feasible different policy solutions are. More recent developments such as the Territorial Agenda 2020 and the European Commission’s proposals for Cohesion Policy for 2014–2020 are then used to assess the predictive power of multiple streams. It is shown that the model successfully predicts the endurance of solidarity-based cohesion goals, the emergence of territorial capital as a key policy solution, and the rejection of geographical criteria for the allocation of EU Structural Funds. At the same time, the multiple streams model fails to predict the introduction of spatial planning tools into EU cohesion policy. This shows that explaining a substantial redefinition of existing policy terms requires some reference to key actors’ broader discursive strategies. The article concludes that the multiple streams model has some predictive and explanatory power; criticisms of the model as overly descriptive are exaggerated. [ABSTRACT FROM AUTHOR]

The role of community engagement in the development of sustainable territorial capital and territory-based governance is explored. The aim is firstly, to describe the development of a community that started in 2006 in a Nottinghamshire village1 and secondly, to identify what might be learned. The latter is argued to take the form of research principles. The challenges to the development of the community included the coordination of the variety of purposes of the participants. The central tenet of the research principles is the initiation of sustainable interactions that support the improvement of individual life. The principles differ from those of traditional research, but they are shown to belong to the same class as the latter. In the example a sustainable support system was described that enhanced individual activities without the need for a collective preference or some individual's dominance. [ABSTRACT FROM AUTHOR]

This article measures the spatial heterogeneity of the costs of the economic crisis and assesses the role of cities as sources of regional resilience in Europe. Cities hosting financial activities have been severely hit during the crisis; however, they also host hard and soft territorial capital elements--high physical accessibility, access to information and knowledge, advanced functions, agglomeration economies--generating intersectoral productivity growth and the ability to adjust to the crisis. A scenario approach is used to capture the long term costs of the crisis, applying a new version of a macroeconometric regional growth forecasting model (MASST), recently updated to take account of the crisis. Results show that cities play a role in the resilience of regions; the quality of production factors hosted, the density of external linkages and cooperation networks and the quality of urban infrastructure give greater economic resilience to cities, and to the regions hosting them.
