Aim. Taking into account the above, the purpose of the study was to analyze the patterns of development of the social policy of the Russian Federation, the republics of Belarus, Kazakhstan, Kyrgyzstan and Armenia, to consider their weaknesses and points of growth in order to identify the potential for strengthening integration ties based on the unification of social development tools.Task. To analyze various areas of social life of the EAEU member countries, identify similarities in development trends in order to create a basis for the formation of unified socio-economic transformations. To demonstrate social tools for the development of «transinstitutional interaction» within the boundaries of the Eurasian Economic Union.Methods. The following methods were used i n the article: comparative an alysis — to compare the effectiveness of social policy instruments in the EAEU countries. The novelty lies in the improvement of the integration processes of the Eurasian integration countries with the help of the proposed author’s approach to unify the social policies of the EAEU member countries on the basis of “transinstitutional cooperation”.Results. A comprehensive analysis of social policy instruments (migration, youth, labor, housing, etc.) of all participants in the Eurasian integration was carried out. Recommendations are proposed for improving social tools within the framework of “transinstitutional cooperation” of the EAEU states.Conclusion. The analysis of the instruments of social policy laid down the priorities in the development of the mechanisms of “transinstitutional cooperation” by the members of the EAEU, expressed in the author’s recommendations in this study. The Republics of Kyrgyzstan, Armenia and Kazakhstan should focus on developing a unified strategy for youth and migration policies. The Russian Federation and the Republic of Belarus should focus on population aging, providing older citizens with pension savings, and encouraging the development of family and motherhood institutions. This is disclosed in more detail in separate blocks of the study devoted to specific areas of social development of the EAEU countries.

The article deals with the issue of the relevance of improving the social policy of the member countries of the Eurasian Economic Union through the mechanism of “transinstitutional cooperation” (TC) proposed by the authors of the work. It represents interstate integration within the framework of the joint i mprovement of one or more public policy instruments (including social policy). The topic of the welfare state is discussed in the context of studying various areas of the socio-economic life of the EAEU members: the main political and legal document of the country — the Constitution, the national taxation system, quality of life indicators, the level of the shadow economy, the level of social inequality of different segments of the population, etc. The effectiveness of using various social policy instruments of the EAEU countries is compared in order to identify strengths and weaknesses, as well as the potential for their improvement within the framework of “institutional cooperation”.Aim. The following methods were used in the article: comparative analysis — to compare the effectiveness of social policy instruments in the EAEU countries, content analysis — when analyzing documents (constitutions) of EAEU members to identify signs that allow identifying the state as a social one, as well as formal-logical analysis — when clarifying the concepts “welfare state” and “institutional cooperation”.Results. Based on the results of the study, the principles of the “welfare state” are considered on the example of the member countries of the Eurasian economic integration, the economic essence of “institutional cooperation” is formulated and proposed for implementation, designed to develop interethnic relations both within the union and beyond. A comprehensive analysis of the instruments of social policy of all participants in the Eurasian integration has been carried out, and recommendations for improving the instruments have been proposed.Conclusion. The accumulating unresolved issues of an internal nature are forcing the leadership of the members of the Eurasian Economic Union to accelerate the processes of building an unconditional policy of the welfare state. The solution of such “social modernization” alone seems difficult to implement, in this regard, it is proposed to take the path of a collective solution of the social issue through a unidirectional, unified social policy built on the basis of “transinstitutional cooperation”. The conducted analysis of social policy instruments lays down the priorities in the development of mechanisms of “transinstitutional cooperation” by the members of the EAEU. The Republics of Kyrgyzstan, Armenia and Kazakhstan should focus on developing a unified strategy for youth and migration policies, the Russian Federation and the Republic of Belarus should focus on issues such as population aging, providing older citizens with pension savings, and encouraging the development of family and maternity institutions.

The potential rewards of non-formal education in language learning and teaching should not be underestimated. At the heart of this contribution, then, is an extensive dialogue between a language teacher and a museum guide. Together, they explore how their different disciplines can complement each other, with the overall aim of maximising the (language) learning effect for students, whilst also motivating them to engage in the art exhibition itself. They discuss the benefits museum learning can offer upper-secondary language learners and what challenges teachers and arts educators may face. It becomes clear that language learners can benefit from a collaborative relationship between their school and a museum, especially if the respective educators join forces in this shared mission.

Natural systems in Argentina have gradually faded as a consequence of land use change, resulting in a diminished capacity to provide the ecosystem services (ES) essential for the well-being of the communities. The basin of the Chocancharava River fits within that context and is immersed in an urban-agricultural matrix that has produced major forest fragmentation. Based on this socio-environmental problem, the present report recounts the challenges and possibilities pertaining to an experience in community management. First of all, a conservation-status assessment of the forest remnants was used as a steppingstone to convene the first meeting of institutions linked to the territory. This interagency coupling allowed for a more holistic diagnosis and the formulation of action plans. The first result was the creation of a peri-urban provincial reserve. Managing the reserve demanded a wider involvement from the community and the provision of a space where all possible voices could be heard. Therefore, the first participative workshop was held, in which ties with the environment were problematized through the ES framework. This experience was of importance when pondering about unilateral decision-making models and grasping the value of community-based networks to generate more inclusive policies. In addition, the workshop provided a space for the co-production of knowledge regarding main actors and tensions about natural resources uses. Furthermore, this process constituted a road of reflection regarding our practices, which are vital for new community processes with results that are legitimate and relevant for the socioecological transformation of the system.

Thanks to numerous innovative technologies and methods, the Information Age has brought new challenges, but also new opportunities, to the cultural and scientific sector, for both the development and the presentation of its primary activities. More importantly, it paved the way for new networking possibilities through inter-institutional and multidisciplinary collaborative projects, based on linking together analogous needs, efforts, and ideas. The goal of this paper is to present and examine the opportunities for cooperation in a virtual environment between related institutions, gathered around a common project involving the development of a collaborative portal about eminent and meritorious persons. We shall present the project through three basic phases of development: the inception of the idea and the launching of the national pilot project ‘Znameniti i zaslužni Hrvati’ (Eminent Croats) that resulted in the creation of the portal Znameniti.hr; the one-year European project funded by the DARIAH–ERIC consortium that enabled the establishment of regional cooperation and the creating of the portal EminentPeople.eu; and the preparation of a new international project considering the European perspectives of this portal.

Non praevalebunt? | (Abstract) This Dialogue is conceived as a conversation with Silvana Sciarra about the present crisis of social Europe and European integration, starting from the ideas she has proposed in her recent book Solidarity and Conflict. European Social Law in Crisis (Cambridge: Cambridge University Press, 2018). A special focus is put on possible ways of restoring and enforcing solidarity as a fundamental principle of European Constitutional Law. After placing the book in context, including references to the current debate, we highlight Sciarra's general approach towards the crisis of solidarity in the EU and point out her understanding of two main issues: the role played by Courts, especially Constitutional Courts; the potential role of cooperation and "synergies", both at judicial and institutional level, both within and beyond the EU, in order to develop the social dimension of the integration process. In so doing, we also wish to contribute to such a debate. Finally, considering the growing risk of disintegration, we wonder if we are still in time to avoid a new European dark age, by applying Sciarra's proposal as an antidote to "fears" and as a remedy which should lead to a reconciliation between the European project and the principles of social Constitutionalism. We conclude that policy makers should listen to her call to action and engage with no delay to achieve this absolutely primary objective.

This study reports on an international project in which students taking the course Contemporary Issues in Turkish Politics in spring 2011 and fall 2011 at two institutions of higher education, ‘Gettysburg College’ in the United States and ‘Izmir University of Economics’ in Turkey, worked together in virtual learning environments to complete various tasks as part of their course work. The project employed a blend of traditional and technology-based teaching methods in order to introduce a technology like Skype in a bi-national learning environment in Turkey. Students collaborated and interacted with their international counterparts in two different virtual contexts. First, classrooms in the two countries were merged via Skype three times to conduct classroom-to-classroom discussion sessions on Turkish politics. Second, students were paired across locations to work on several assignments. In this paper, our goal is to present how Skype is used in a bi-national context as a blended teaching tool in an upper-level college course for instructors pursuing a similar exercise. In addition to outlining the process with a focus on Skype discussions and one-on-one student projects, we provide actual assignments and discussion questions. Students’ views elicited through surveys administered throughout the semester are presented alongside anecdotal evidence to reflect how the project was received.

The author explores the essence and content of the concept of «institute» in terms of the different approaches of contemporary institutional theory. The author shows the relationship of institutions with cultural, social, legal norms, norms of behavior, routines, and habits. The author offers his own original picture of the institutional architecture of the socio-economic system and proves subsequent research areas of institutional economics.

In 2011 it was decided to establish a set of National Strategies for the archaeology in Denmark. The strategies should not only help the museums in their daily work in the field, but were also intended as a tool for the administration of archaeology in Denmark. The first strategies have now been in existence for about three years and this article briefly sums up the background, development, content and future work.

Modern society has been saturated by countless environmental conflicts that cause a flagrant violation of human rights. This article focuses on Interinstitutional Environmental Agendas as an appropriate instrument for the resolution of such conflicts through the construction of agreements between the stakeholders involved. Based on theoretical considerations and analysis of the implementation of an interinstitutional environmental agenda in an area of paramo located in the township of Soacha (Cundinamarca), the purpose is to provide methodological and conceptual elements and propose steps that should be considered for the implementation and execution of this instrument.

Neste trabalho desenvolve-se o estudo do Arranjo Produtivo Local (APL) de Confecções em Campina Grande, na Paraíba, a partir da abordagem de desenvolvimento industrial e da economia da inovação e do conhecimento, focalizando as ações de aprendizado, capacitação e relações de cooperação dos vários atores do APL. Conclui-se que o desempenho inovativo é significativamente melhorado pela utilização de uma estratégia cooperativa de desenvolvimento tecnológico, como exemplificado pela análise do consórcio formado em torno do algodão naturalmente colorido.In this research is developed the study of Local Productive Arrange (LPA) of Sewing at Campina Grande, in Paraiba. Is followed a line of investigation of industrial development and innovative economy and knowledge, focusing in learning actions, upgrading and cooperation relation between all LPA's participants. Is concluded that innovative performance is better improved by using an innovative strategy of technological development, as explained by an analyses of alliance created around the natural colored cotton.

This article analyses the legal dimension of organisations with cross-bordercooperation, i.e. those made up of neighbouring territorial entities. It alsolooks at inter-territorial entities, made up of non-neighbouring entities inwhich the autonomous communities participate, both with regard to constitutionalagreements and to the activities carried out after they have beenestablished. Particular emphasis is placed on Catalonia, as it is the commondenominator among all of them. The author aims to find out what advanceshave been made since the first cooperation experiences, taking into considerationthe recent amendments made to the European and domestic regulationsrelated to this issue. In short, will Catalonia’s new statute of autonomy,known as Estatut de Catalunya, or the Council of Europe’s latest worksand the initiation of the European Union Regulation on the European Groupingof Cross-border Cooperation (EGCC) really have an effect on improving thequality of those associations to which Catalonia belongs, such as Four Motorsfor Europe, the Pyrenees-Mediterranean Euroregion, the Assembly of EuropeanRegions and the Working Community of the Pyrenees (CTP)? Or will they onlyreinforce that which already exists? At the end of the article, the authorpoints out trends in the composition and activities of cross-border cooperationand inter-territorial bodies with regional participation.

The symposium on “Sustainable management of coastal and marine areas : new views, new sustainabilities, new frontiers” which took place in La Rochelle (France) on 10th and 11th of june 2010 leads to address concrete issues on sustainable development in coastal and marine areas. Presentations from lawyers, political scientists, biologists and geographers contribute to present a cross approach on the concept of Integrated Coastal Zone Management (ICZM) oriented to the maritime dimension. Depending to views, legal texts and the evolution of scientific knowledge, the concept is submitted to adaptations opening new perspectives to achieve sustainable management related to an integrated and responsible approach fixed in a participative process. The La Rochelle Symposium invites to discover new “frontiers” of ICZM, which means study of its recent potentialities and experimentations linked to adequate decision making process, taking into account an especially evolutive context at global, national and local levels.
