The article considers the general concept of corrosion in accordance with GOST 5272–68 “Metal Corrosion”, the classification of the corrosion process, the stages of corrosion as energy function of the flow path of the corrosion process, the main indicators of the corrosion process. According to the forecasts of the International Monetary Fund and Focus Economics, the amount of funds that will be spent on counteracting corrosion and its consequences in selected industrialized countries has been estimated. The growth of funds invested in the counteracting the effects of metal corrosion in the Russian Federation for 2016–2019 is presented in the form of a diagram. The substantiation of the use of zirconium as a structural material for the shell of fuel rods has been fulfilled. The values of the thermal neutron absorption cross sections for various elements serving as structural elements for the core of a nuclear reactor are presented. Factors influencing the choice of alloying elements and their percentage in various alloys (Zr-2, Zr-4, ZIRLO™, M5®), which are the special development that reduce the corrosion rate, are also considered. The composition and mechanical properties of E110 and E635 alloys, which were used as materials for the fuel rods shell in the core of WWER-1200 reactors at the Belarusian NPP, are considered as well. The behavior of zirconium alloys E110 and E635 in the core is analyzed. The main factors that make a significant contribution to the corrosion process in actual operating conditions of zirconium alloys as fuel rods shell have been identified. The existing methods of preliminary special processing of fuel rods shells stored in the air for a long time before their receipt for assembly are presented. The structure of the oxide on the shells of alloys E110 and E635 oxidized in an autoclave is demonstrated.

The article is devoted to the research of municipal-legal problems of increasing the efficiency of civil society functioning in Ukraine. The emphasis is on the need to improve and strengthen the legal status of local self-government as the fundamental institution of civil society. The contemporary theory of local self-government as an institution of civil society is considered, its role in ensuring the stability of the constitutional system and the development of constitutionalism in Ukraine is determined. The basic theories of self-government are analyzed, the definition of local self-government as one of the main forms of democracy and the constitutional means of limiting state power in the conditions of formation of civil society is proposed. This approach emphasizes the increasing role of the municipal-territorial factor in the life of civil society. It is connected with the creation of capable territorial communities, confirmation of democratic intentions of national states and their special attention to the inhabitants of certain territories. It is concluded that only realization for long time in the minds of residents - members of territorial communities - of stable anti-theatrical institutions, radical changes in the stereotypes of socio-political behavior of the general population, its self-organization and self-discipline, the formation of patriotic sentiments may in the future become the basis for leveling the conflict between state and public interest, the formation of an optimal balance between public and private, and, therefore, a powerful tool for improving efficiency the organization and functioning of civil society.

У статті досліджуються питання, пов’язані з визначенням концептуальних засад нового законодавства України про місцеві референдуми в контексті вимог Додаткового протоколу до Європейської хартії місцевого самоврядування про право участі у справах місцевого органу влади, який був ратифікований Верховною Радою України 2 вересня 2014 року. Формулюються пропозиції щодо законодавчого закріплення предмета місцевих референдумів, порядку їх призначення, юридичної сили рішень, прийнятих на референдумах тощо. Автори наголошують на тому, що законодавче регулювання ініціювання, організації та проведення місцевих референдумів потребує суттєвого законодавчого вдосконалення. На сьогодні уже напрацьовано достатньо багато законодавчих ініціатив у сфері ініціювання, організації, проведення місцевих референдумів та реалізації їх рішень. Для імплементації таких напрацювань у діюче законодавче поле необхідна узгоджена та злагоджена робота Верховної Ради України та Президента України. У статті робиться висновок, що ухвалення Закону «Про місцеві референдуми» уже давно назріло, а тому прийняття будь-яких законодавчих ініціатив у даному напрямку стане кроком вперед на шляху до розбудови правової, демократичної держави, в якій громадяни зможуть реалізувати належне їм право на участь в управлінні державними справами не лише через органи державної влади та органи місцевого самоврядування, а й безпосередньо – шляхом референдуму. Врахування у законотворчій діяльності парламенту наведених нами напрямків удосконалення законодавства про місцеві референдуми дозволить суттєво підвищити роль місцевого референдуму в механізмі вирішення територіальною громадою питань місцевого значення, сприятиме створенню реальних способів безпосереднього самостійного вирішення територіальною громадою питань місцевого значення.

The aim of the study is to substantiate the conceptual approaches to the restructuring of the Consultative and Diagnostic Centers (CDCs) - as a purposeful change in their structure, management system, operating activities on the principles of public-private partnership (PPP). Materials and methods. To achieve this aim, general scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systematic approach, dialectical principles of comparison were used in the work. Results. Based on a comprehensive study of the state of the organization and the activities of the existing CDC system, it is established that for its optimization it is necessary to implement PPP mechanisms and restructuring the system. It is shown that the development of CDC depends on the level of funding, quality of management, planning process, organization of production and implementation of public-private partnership mechanisms. Conceptual directions and priority principles of restructuring of the CDC system are grounded. Conclusions. As a result of the study, it was concluded that to ensure the development of a system of consultative and diagnostic centers, their structure, functions, organization, and management should be brought into line with the requirements of PPP. It is possible to achieve this by implementing the conceptual directions of restructuring of the CDC system proposed in the article.

Results of the study In article research and actuality application of the mechanisms of public-private partnership (PPP) in the development of the system of outpatient care at the secondary level, on the basis of consultative diagnostic centers (KDC). Set out the methodological approaches to the formation of KDC on the PPP, which contribute to the development of business processes, mechanisms of mixed economy, attracting the resources of a private investor, the efficiency of the system of municipal KDC. Conclusions The results of the research in the future will be used when designing functional-organizational model of KDC on the principles of public-private partnerships.

Purpose: to conduct a systemic comparative analysis of the activities of municipal and private outpatient clinics (OC) providing secondary medical care, identify problem areas and ways to increase the population's satisfaction with the quality of medical care. Methods: Methods of the system approach and analysis, sociological, medical and statistical method, method of expert estimations had been applied in this research. The sociological research was conducted in 2017 according to a specially developed program and involved 437 patients, 411 doctors in community OC and 396 patients, 106 doctors in private OC inKiev. Expert assessment of the state of the organization of outpatient care was carried out by 21 highly qualified experts. Results: On the results of comparative analysis of the activities of public and private OC had been determined that the population is not satisfied with the existing organization of work of public OC. The development of outpatient care depends on the level of funding, management quality, effective planning, organization of production, and the introduction of public-private partnership (PPP) mechanisms . Conclusions In the current economic conditions priority in optimizing the activity of the municipal OC to improve the population's satisfaction with the quality of medical care is the transition of the OC to the principles of PPP.

Introduction. Today, inadequate health care system has been formed in the country with insufficient funding and lack of radical changes. The need for solving these problems made it necessary to develop a set of measures that go beyond the competences and financial capabilities of the state and the share of sectors, which allowed the formation of a public-private partnership institute. Objective: To explore the feasibility of mechanisms and private-public partnerships to improve the quality of secondary ambulatory care. Materials and methods: The study was performed using the method of system approach and analysis. The information base for its realization was the scientific works of foreign and domestic specialists, normative documents on the problem, as well as the results of their own research. The results of the study. Today it is clear that the modernization of the public sector of the health care system in terms of its financing and management can be carried out only with the participation of business. The transition to the use of PPP mechanisms in the secondary ambulatory care system, in particular, in the organization of the work of consulting and diagnostic centers, will significantly improve the situation by using additional investments, optimizing costs and creating conditions for technological breakthrough and stable development of the KCC, will create conditions for ensuring effective targeted use of resources, increasing availability and quality of medical care to the population.

Introduction. The current problem of the domestic health care system is to increase the availability and effectiveness of medical care provided in communal consultative-diagnostic centers (KCTS). The purpose of the research: to substantiate expediency of optimization of the system of communal consulting and diagnostic centers on the basis of the introduction of mechanisms of public-private partnership (PPP). Materials and methods. The research is carried out using the method of system approach and analysis. The information base for its realization was the scientific work of specialists in the organization and management of health care, regulatory documents on the problem, as well as the results of their own research. Research results. The results of the comprehensive medical and social analysis of the state of the organization of medical care in the existing communal KDCs, obtained on the basis of official statistical reporting, sociological surveys of patients and doctors of KCC, experts' assessments and SWOT analysis, showed unsatisfactory financing and material and technical equipment of the KCC, inconsistency of quality of medical care in the KDC, the modern needs of the population, the inability of the current model of KDC to provide medical, social and economic efficiency, which necessitates the search the ways of development and improvement of activity of consulting and diagnostic centers. System analysis of domestic and foreign literature has shown that the prospect of the development of municipal KDCs is the formation of their new organizational model with the economic mechanism on the principles of PPP. In order to move the system to the principles of PPP in Ukraine there is an institutional base, which is represented by two laws. The article shows the directions of PPP development in health care and the prospects and advantages of its implementation. Defined external and internal conditions for the development of PPP, practical measures are needed to implement PPP in the system of consulting and diagnostic service. Conclusions The prospect of development of consulting and diagnostic assistance is the formation of its new organizational model with the economic mechanism on the principles of PPP.

Purpose: to design the functional-organizational model of the Consultative and Diagnostic Center (CDC) on the principles of public-private partnership (PPP). Materials and methods General scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systemic and structural-functional approaches were applied. Results The model of the consulting and diagnostic center is developed as a new organizational and legal form of medical services for the population on the principles of PPP. Conclusions The developed model is a new organizational and legal form of medical services for the population, implements the transition of communal services to the mechanisms of public-private partnership, provides attraction of private investments to achieve medical, social and economic efficiency of CDC and increasing the availability and quality of medical care.

Introduction. Extremely acute problem of the national health system is under funding industry as a whole, as a system of medical care and secondary outpatient care in particular. This situation requires an immediate solution by finding new financial and economic mechanisms and attracting additional ones and more effective funding sources, which necessitates the transition to its innovative model of development through the use of mechanisms of public-private partnerships, which provide structural and financial industry efficiency. Purpose. To substantiate the necessity of transition of communal consulting and diagnostic centers on new financial and economic mechanisms of governance through the application of the principles of public-private partnership. Materials and methods. The research was performed on the basis of the system approach and system analysis using the information - analytical method. The information base for their formation was the scientific work of foreign and domestic specialists in the organization and management of health care and the results of their own research. Results. According to the results of the study, it was found that, given the limited financial capacity of the state budgets of all levels, the development of state and communal outpatient clinics (consultative diagnostic centers) (KDC) is impossible without the introduction of new organizational forms of activity, financial and economic opportunities of private business. Conceptually new priority directions of work of consulting and diagnostic centers are offered. Conclusions. The aim of the study is to substantiate the expediency of translating the Consultative and Diagnostic Centers (CDCs) into the principles of public-private partnership (PPP). Materials and methods. To achieve this aim, general scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systematic approach, dialectical principles of comparison were used in the work. Results The article analyzes social aspects and reserves for the development of consultative and diagnostic care in the public health sector. It is determined that one of the significant organizational and technological reserves for increasing the availability, timeliness and efficiency of providing consultative and diagnostic care and optimizing the work of the CDCs is the modernization on the basis of PPP. The functional and organizational structure of the CDC model on the principles of PPP is presented. Conclusions. In the difficult economic conditions of the country, the modernization of the CDCs using the mechanisms of PPP is the basis of organizational and technological reserves to improve accessibility, efficiency of consultative and diagnostic care and introducing anti-crisis management in the CDCs.

Some conceptual problems of the development and adoption of Kyiv territorial community’s charter, its place and role in the system of local normative acts of the city have been considered in the article taking into consideration the domestic and foreign experience of formation and development of the municipal statutory law. The criteria, which statutes of territorial communities should correspond to, have been defined, their functions have been determined. The institutional and functional factors of the modernization of the existing municipal administration system in Kyiv have been formulated and the preconditions for the development and adoption of a new version of Kyiv territorial community’s chapter, which would use the practice of the current version’s use have been studied. The model of its structure has been suggested. An attempt to predict legal, political, socio-economic, psychological and other consequences of the adoption and application of the new version of Kyiv territorial community’s Charter has been made.

Background Improving of the outpatient care is an urgent problem of the health care system inUkraine. Objective: to determine the problems of organizing of the Consultative and Diagnostic Centers (CDCs) in Kiev, to consider the foreign experience of forming a partnership between the state and the private sector in health care and to determine the direction of development of the CDCs. Materials and methods. Priority directions for the development of communal CDCs in the current economic conditions were substantiated using the system approach and analysis method, as well as the information-analytical method. The information base for their formation were the scientific works of Ukrainan and foreign specialists in public-private partnership (PPP) and management, as well as the results of own studies. Sociological survey of 437 patients and 411 physicians of communal CDCs and an expert assessment of the state, problems of the organization and prospects for further development of communal CDCs (by 21 highly qualified specialists in the organization and management of public health) were conducted in2017 in Kiev. Results It is established that the population and physicians are dissatisfied with the existing organization of the CDC's work. The results of the expert evaluation also demonstrated the existence of a number of organizational problems in the CDCs. It is determined that the development of the CDCs depends on financing and management, the introduction of mechanisms of public-private partnership. The necessity of reorganizing and improving the management of the CDCs is substantiated. Conclusions Formation of the economic mechanism of the CDCs on the principles of public-private partnership and the preparation of modern managers for the management of the CDCs are the priority directions of development of communal CDCs in current conditions.

Results A comprehensive analysis of the activities of municipal CDCs, as well as the prerequisites and risk factors for the introduction of PPPs, made it possible to obtain methodological material for the transition of CDC to the principles of PPP. Conclusions Presented in the article the methodical approaches to the organization of a modern model of a consultative and diagnostic center on the principles of PPPs are the way of adaptation of the communal CDC system to the conditions of a market economy.

Background The urgency of the problem of malignant neoplasms (MN) is due to the increase in morbidity and a major role in the formation of premature mortality and disability of the population. Objective: to determine the oncoepidemiological situation and to evaluate the timeliness of the diagnosis of malignant neoplasms in Kyiv in 2007-2016. Materials and methods. Analysis of epidemiology of MN and timeliness of diagnosis of oncological diseases in Kiev was carried out on the basis of materials of the statistical reporting. Results During 2007-2016 the incidence of MN in Kiev grew by 10% (from 334.2 to 367.7 per 100 thousand population). The leading localizations of MN among the men are prostate gland (13.8%), skin (except melanoma) (11.8%), trachea, bronchi, lungs (10.3%), colon (8.5%), stomach (7.5%), rectum (5.7%), bladder (5.3%). Among the women: breast (22.7%), body of the uterus, cervix and ovary (18.4%), skin (except melanoma) (10.6%), colon (7.5%), thyroid glands (5.8%). During 2007-2016 the incidence of gastric and lung cancer decreased, and the incidence of breast cancer, cervix, uterus, skin, thyroid gland, prostate, colon increased. There is a problem of untimely diagnosis of malignant neoplasms even of visual localization. In 2016 25.2% cases of oral cavity cancer, 15.5%t – breast cancer and 12.7% - rectal cancer were detected in III - IV stages of the disease. Conclusions: The main directions of increasing the timeliness of the detection of cancer diseases among the residents of the capital should be the introduction of targeted screening programs, increasing of oncological alertness among primary health care physicians, and improving of organisation and equipment of diagnostic centers.

Conclusions The prospect of development of consulting and diagnostic assistance is the formation of its new organizational model with the economic mechanism on the principles of PPP.

New acetamide complexes of neodimium bromides Nd(Ur)6(H2O)2]Br3 (I) и [Nd(AA)4(H2O)4]Br3∙H2O (II) (Ur - carbamide; AA - acetamide) were synthesized. The resulting complexes were characterized by chemical analysis, infrared spectroscopy and X-ray diffraction method. It is shown that the coordination of the ligands (water molecules at inner sphere, carbamide and acetamide) by the neodimium atoms occurs through the oxygen atoms, and the coordination polyhedron is a distorted square antiprism (CN = 8). The bromide ions are not coordinated and are located in the outer sphere. The crystals of I contain complex cations [Nd(Ur)6(H2O)2]3+. The shape of the coordination polyhedron for the neodimium atom in I is the transition between the dodecahedron and a distorted tetragonal antiprisms. Introduction The transition of the Ukrainian health care system to progressive development models that ensure its structural efficiency is an actual problem. Purpose: to design the functional-organizational model of the Consultative and Diagnostic Center (CDC) on the principles of public-private partnership (PPP). Materials and methods General scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systemic and structural-functional approaches were applied. Results The model of the consulting and diagnostic center is developed as a new organizational and legal form of medical services for the population on the principles of PPP. Conclusions The developed model is a new organizational and legal form of medical services for the population, implements the transition of communal services to the mechanisms of public-private partnership, provides attraction of private investments to achieve medical, social and economic efficiency of CDC and increasing the availability and quality of medical care.

Introduction. Extremely acute problem of the national health system is under funding industry as a whole, as a system of medical care and secondary outpatient care in particular. This situation requires an immediate solution by finding new financial and economic mechanisms and attracting additional ones and more effective funding sources, which necessitates the transition to its innovative model of development through the use of mechanisms of public-private partnerships, which provide structural and financial industry efficiency. Purpose. To substantiate the necessity of transition of communal consulting and diagnostic centers on new financial and economic mechanisms of governance through the application of the principles of public-private partnership. Materials and methods. The research was performed on the basis of the system approach and system analysis using the information - analytical method. The information base for their formation was the scientific work of foreign and domestic specialists in the organization and management of health care and the results of their own research. Results. According to the results of the study, it was found that, given the limited financial capacity of the state budgets of all levels, the development of state and communal outpatient clinics (consultative diagnostic centers) (KDC) is impossible without the introduction of new organizational forms of activity, financial and economic opportunities of private business. Conceptually new priority directions of work of consulting and diagnostic centers are offered. Conclusions. The aim of the study is to substantiate the expediency of translating the Consultative and Diagnostic Centers (CDCs) into the principles of public-private partnership (PPP). Materials and methods. To achieve this aim, general scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systematic approach, dialectical principles of comparison were used in the work. Results The article analyzes social aspects and reserves for the development of consultative and diagnostic care in the public health sector. It is determined that one of the significant organizational and technological reserves for increasing the availability, timeliness and efficiency of providing consultative and diagnostic care and optimizing the work of the CDCs is the modernization on the basis of PPP. The functional and organizational structure of the CDC model on the principles of PPP is presented. Conclusions. In the difficult economic conditions of the country, the modernization of the CDCs using the mechanisms of PPP is the basis of organizational and technological reserves to improve accessibility, efficiency of consultative and diagnostic care and introducing anti-crisis management in the CDCs.

Introduction. Today, in the face of failure of funding and absence of a radical change in the country, the current situation is ineffective health care system. The need for solving these tasks made necessary the development of complex of measures that go beyond the competences and financial capabilities of the State and share sectors, which allowed to establish the Institute for public-private cooperation. Objective: to study historical aspects of development of private partnership in the countries of the world and Ukraine. the feasibility of using PPP mechanisms to optimize secondary outpatient care. Materials and methods: the research performed using the method of the system approach and analysis. Information Base for its implementation have become scientific papers of foreign dealers. The results of the study. The research found that in the world formed the successful experience of wide use and high level of development of mechanisms for public-private partnerships. The transition to using PPP mechanisms in the system of secondary outpatient care, in particular, in the Organization of work of the consultative-diagnostic centers, will greatly improve the situation through the use of additional investment, optimize costs and creation of conditions for technological leapfrogging and sustainable development of CDC, will create conditions for efficient address use of resources, improving the accessibility and quality of care to the population.

Background Improving of the outpatient care is an urgent problem of the health care system inUkraine. Objective: to determine the problems of organizing of the Consultative and Diagnostic Centers (CDCs) in Kiev, to consider the foreign experience of forming a partnership between the state and the private sector in health care and to determine the direction of development of the CDCs. Materials and methods. Priority directions for the development of communal CDCs in the current economic conditions were substantiated using the system approach and analysis method, as well as the information-analytical method. The information base for their formation were the scientific works of Ukrainan and foreign specialists in public-private partnership (PPP) and management, as well as the results of own studies. Sociological survey of 437 patients and 411 physicians of communal CDCs and an expert assessment of the state, problems of the organization and prospects for further development of communal CDCs (by 21 highly qualified specialists in the organization and management of public health) were conducted in2017 in Kiev. Results It is established that the population and physicians are dissatisfied with the existing organization of the CDC's work. The results of the expert evaluation also demonstrated the existence of a number of organizational problems in the CDCs. It is determined that the development of the CDCs depends on financing and management, the introduction of mechanisms of public-private partnership. The necessity of reorganizing and improving the management of the CDCs is substantiated. Conclusions Formation of the economic mechanism of the CDCs on the principles of public-private partnership and the preparation of modern managers for the management of the CDCs are the priority directions of development of communal CDCs in current conditions.

Introduction The need to attract private investment in the public health sector is one of the urgent problems in the Ukrainian health care system. Purpose: to substantiate methodological approaches to the transition of the municipal consulting and diagnostic centers (CDC) to the principles of public-private partnership (PPP). Materials and methods General scientific methods of analysis, synthesis, generalization, interpretation of scientific data, as well as systemic and structural-functional approaches were applied. Results A comprehensive analysis of the activities of municipal CDCs, as well as the prerequisites and risk factors for the introduction of PPPs, made it possible to obtain methodological material for the transition of CDC to the principles of PPP. Conclusions Presented in the article the methodical approaches to the organization of a modern model of a consultative and diagnostic center on the principles of PPPs are the way of adaptation of the communal CDC system to the conditions of a market economy.

Background The urgency of the problem of malignant neoplasms (MN) is due to the increase in morbidity and a major role in the formation of premature mortality and disability of the population. Objective: to determine the oncoepidemiological situation and to evaluate the timeliness of the diagnosis of malignant neoplasms in Kyiv in 2007-2016. Materials and methods. Analysis of epidemiology of MN and timeliness of diagnosis of oncological diseases in Kiev was carried out on the basis of materials of the statistical reporting. Results During 2007-2016 the incidence of MN in Kiev grew by 10% (from 334.2 to 367.7 per 100 thousand population). The leading localizations of MN among the men are prostate gland (13.8%), skin (except melanoma) (11.8%), trachea, bronchi, lungs (10.3%), colon (8.5%), stomach (7.5%), rectum (5.7%), bladder (5.3%). Among the women: breast (22.7%), body of the uterus, cervix and ovary (18.4%), skin (except melanoma) (10.6%), colon (7.5%), thyroid glands (5.8%). During 2007-2016 the incidence of gastric and lung cancer decreased, and the incidence of breast cancer, cervix, uterus, skin, thyroid gland, prostate, colon increased. There is a problem of untimely diagnosis of malignant neoplasms even of visual localization. In 2016 25.2% cases of oral cavity cancer, 15.5%t – breast cancer and 12.7% - rectal cancer were detected in III - IV stages of the disease. Conclusions: The main directions of increasing the timeliness of the detection of cancer diseases among the residents of the capital should be the introduction of targeted screening programs, increasing of oncological alertness among primary health care physicians, and improving of organisation and equipment of diagnostic centers.

The influence of preliminary modifying treatment of brown coal on the properties and yield of resulting brown coal waxes was investigated. The efficiency of coal demineralization by hydrochloric, oxalic and citric acid solutions was studied. A scheme for complex processing of brown coal to obtain waxes was proposed.

Methodology for calculation of economic efficiency in implementation of TPP automatic control innovation systems has been developed in the paper. The given methodology allows to prioritize the implementation of the proposed technical solutions and also calculate an economic effect of the introduction of a concrete innovation project, assess profitability of license acquisition, determine amount of annual payments to a licensor and a licensees effect due to implementation of innovative projects in the field of automation of TPP technoilogical processes.

The synthesis and data of a study on new complexes of samarium chloride and bromide with acetamide, [Sm(AA)4(H2O)4]Cl3 (I) and [Sm(AA)4(H2O)4]Br3 (II), by IR spectroscopy and X-ray diffraction analysis are presented. It was found that coordination of four molecules of acetamide and four molecules of water in the internal sphere occurs through the oxygen atoms. The coordination polyhedra are complex, between tetragonal antiprism and dodecahedron. These compounds contain one molecule of water. The chloride and bromide ions are not coordinated and exist in the external sphere.

Data on the synthesis, IR-spectra, powder XRD studies as well as the results of quantum-chemical calculations for [Ln(AP)6]I3, [Ln(AP)6](ClO4)3 (Ln = Sc, Y, La–Nd, Sm–Lu; AP – antipyrine, C11H12N2O) are presented. It was demonstrated that coordination of the ligand takes place through an oxygen atom of the antipyrine carbonyl group. The calculated results (DFT/PBE/L11) are in good agreement with the experimental ones.

This article considered concept and content of local government competence, the principles that have to be met and defined in the legislation of Ukraine. It put together proposals for necessary changes in the structure of powers of local authorities and compliance with the principles of the European Charter of Local Self-Government in the reform of territorial organization of power in Ukraine.

The calculation technique for economic efficiency of implementation of innovative TPP automatic control systems has been developed in the paper. The technique allows to prioritize implementation process of the proposed technical solutions, especially the implementation of those solutions that provide high economic effect and calculate the economic efficiency of the introduction of a concrete innovation project.

The paper presents methodology for structural and parametric optimization of cascade ACS technological parameters of thermal power processes which has been developed on the basis of a modified Smith predictor. The given methodology permits significantly to improve quality of regulation in comparison with the typical cascade AСS.

Polymers containing fragments of benzyl alcohol and phenols were synthesized by chemical modification of homo- and copolymers of 4-vinylbenzylchloride-styrene. It was shown that these modified polymers inhibit the growth of test cultures of mold fungi.

The synthesis and data of the study of new complexes of samarium bromides with carbamide, [Ho(Ur)4(H2O)4]Br3 (I), [Ho(Ur)6(H2O)2]Br3 (II) and [Ho(Ur)4Cl3] (III), by IR spectroscopy and X-ray diffraction analysis are presented. For these compounds, coordination with metal occurs through the oxygen atoms of the water and carbamide molecules. The coordination polyhedra for I and II are distorted tetragonal antiprisms. In III, we have found inner-sphere coordination of four carbamide molecules and three chloride ions (the coordination polyhedron is a pentagonal bipyramid). The coordination of four carbamide molecules in I-III does not change their planar structures, but in II two carbamide ligands are distorted. Many hydrogen bonds are observed in the structures of complexes I-III.

The paper considers main aspects pertaining to provision of energy security of thermal power stations. It has been shown that transition of electricity and heat generation to decentralized power supply circuit based on cogeneration plants favors to improvement of energy security.

Methodology for economic evaluation of the effective use of the Belarusian brown coal deposits has been developed on the basis of systematic analysis of scientific, statistical and economic data. The obtained methodology allows to perform multi-variant optimization calculations under various uncertainty level without reduction to the same energy effect that is especially important while developing economic forecasts and programs for the long term perspective. Using this methodology evaluation of various directions pertaining to usage of the Belarusian brown coal has been done and recommendations on their possible application have been given in the paper.

The pressure effect in the disintegration unit DA-1 on the oil has been investigated. A change in oil composition and indicators characterizing some properties of the residual fraction of direct distillation has been identified.

The paper reveals main shortcomings of an existing target indicator on energy savings for GPO Belenergo. A relative target indicator on energy savings, as well as a cost target indicator on energy savings for ranking regional RUE GPO Belenergo on fuel utilization efficiency are proposed in the paper.

By interaction of water solutions of K3[IrCl6] and Thiocarbamide (Thio, SC(NH2)2) at heating the complex of the composition [Ir(Thio)3Cl3] was synthesized. By the method of X-ray diffraction that the compound crystallizes in the monoclinic crystal system with space group C2/c, a = 13.492(3) Å, b = 8.264(2) Å, c = 24.979(5) Å, β = 92.79(3), V = 2782.00(1) Å3 , Z = 8. The compound has a structure with two crystallographically independent iridium atoms: the coordination sphere of the Ir(1) atom involves two Cl atoms and four S atom, whereas the coordination sphere of the Ir(2) atom consists four Cl atoms and two S atom. Coordination of molecules Thio to the Iridium is realized though the sulfur atom.

On the basis of systematic analysis of scientific, statistical and economic data the paper compares modern situation and forecasts of electrical power engineering development in the Republic of Belarus and Russian Federation. The paper carries out an analysis of integrated structure of fuel balances of both countries till 2015. The paper notes the fact that thermal power stations (TPS) will remain a main generating source till 2020 and gas will continue to be the main type of fuel in the structure of fuel balances. The paper investigates development of technological structures in the electrical power engineering. It has been revealed that one of the main factors that hinders development of the Belarussian power system is the absence of the required financial mechanisms for obtaining additional investment possibilities. In connection with this fact a special attention should be given to the problems that are directed on improvement of tariff policy and mechanisms of tariff formation.

Tendencies and perspectives for development of thermal and electric power tariffs for population and industry in Belarus have been analyzed in the paper. The average Belarusian tariffs are compared with the corresponding ones in other countries. It is revealed that the current tariff distribution for population and industry in the Republic does not stimulate the economical usage of electric power and deteriorates an export potential of the Belarusian enterprises. It is determined that due to an increase of fuel-power resource prices it will be necessary also to increase further prices of generated power resources and, first of all, prices of electrical power of non-industrial consumer groups.

The paper considers main indices of fuel utilization efficiency in energy systems. The basic emphasis is made on investigations of the existing fuel utilization efficiency indices in the Belarusian energy system. The investigation is resulted in a coefficient of useful fuel utilization, which allows to inter-relate the efficiency of electrical and heat energy generation with the Belenergo energy saving special-purpose index. The useful fuel utilization coefficient can be calculated both with and without taking into consideration the annual actual saving of conditional fuel in the Belenergo system that makes it possible to determine the influence of the Belenergo energy saving measures on the useful fuel utilization coefficient in the Belarusian energy system.
