Predicting river flooding of the territory where people live and engage in economic activities is urgent. The most problematic area in the Russian Far East is the territory through which the Amur River and its tributaries flow. The article considers the calculations of two Amur River floods: 2013 – catastrophic flood and 2020 – low flood. The simulation was carried out using a system of two-dimensional Saint-Venant equations using the Stream 2D CUDA program. The solution of the system of equations by numerical methods is based on the original author’s methodology. Channel depth maps and WordDEMTM (Airbus Defense and Space, Intelligence) data at 24 m resolution were used as a digital elevation model. Calculations of river floods in 2013 and 2020 were performed on a built-in and calibrated mathematical model, which matches the observational data well.

Experience-based knowledge has shown that bacteria can communicate with each other through a cell-density-dependent mechanism called quorum sensing (QS). QS controls specific bacterial phenotypes, such as sporulation, virulence and pathogenesis, the production of degrading enzymes, bioluminescence, swarming motility, and biofilm formation. The expression of these phenotypes in food spoiling and pathogenic bacteria, which may occur in food, can have dramatic consequences on food production, the economy, and health. Due to the many reports showing that the use of conventional methods (i.e., antibiotics and sanitizers) to inhibit bacterial growth leads to the emergence of antibiotic resistance, it is necessary to research and exploit new strategies. Several studies have already demonstrated positive results in this direction by inhibiting autoinducers (low-molecular-weight signaling compounds controlling QS) and by other means, leading to QS inhibition via a mechanism called quorum quenching (QQ). Thus far, several QS inhibitors (QSIs) have been isolated from various sources, such as plants, some animals from aqueous ecosystems, fungi, and bacteria. The present study aims to discuss the involvement of QS in food spoilage and to review the potential role of probiotics as QSIs.

In bacterial infections, including urinary tract infections (UTIs), the gap between the development of new antimicrobials and antimicrobial resistance is dramatically increasing, especially in Gram-negative (Gram–) bacteria. All healthy products that can be used per se or that may be sources of antibacterial compounds should be considered in the fight against this major public health threat. In the present study, the phytochemical composition of Aloe vera extract was investigated by HPLC–MS/MS, and we further evaluated its antibacterial and antibiofilm formation activity against selected resistant Gram– bacteria involved in UTIs, namely, Achromobacter xylosoxidans 4892, Citrobacter freundii 426, Escherichia coli 1449, Klebsiella oxytoca 3003, Moraxella catarrhalis 4222, Morganella morganii 1543, Pseudomonas aeruginosa 3057, and a reference strain E. coli ATCC 25922. Inhibition zones (IZs) of the extract were determined using the well diffusion method, minimum inhibitory (MIC), and bactericidal (MBC) concentration by the two-fold serial microdilution assay, and antibiofilm formation activity by the crystal violet attachment assay. Aloe-emodin and its derivatives were the major constituent (75.74%) of A. vera extract, the most important of them being aloesin (30.22%), aloe-emodin-diglucoside (12.58%), and 2′-p-methoxycoumaroylaloeresin B (9.64%). The minerals found in the extract were sulfur (S), silicon (Si), chlorine (Cl), potassium (K), and bromine (Br). Except for the clinical strain E. coli 1449, which was totally non-susceptible, A. vera demonstrated noteworthy antibacterial activity with MIC and MBC values ranging from 0.625 to 5 mg/mL and 5 to 10 mg/mL, respectively. A. vera also demonstrated dose-dependent antibacterial effects, and the reference strain E. coli ATCC 25922 was the most susceptible with MIC = 0.625 and IZ = 19 mm at 20 mg/mL. The antibiofilm formation potential of A. vera extract was strong at 2MIC and MIC (93–100% of biofilm formation inhibition), moderate at MIC/2 (32–41%), weak at MIC/4 (14–21%), and nil at MIC/8.

With the use of a peculiar methodological device diagnostics is carried out of socio-demographic security and the effectiveness of health system management for 2000-2010 of the RF constituent territories included in the Urals Federal District. The results of simulation modeling are given, which assess the degree in which demographic parameters are influenced by raising additional funds for the health care system

The purpose of the paper is to identify the legal specificity of Federal Law No. 270-FZ of June 24, 2023 on Specifics of Criminal Liability of Persons Involved in a Special Military Operation and to find answers to related law enforcement issues. The study is conducted using a set of methods: general scientific (induction, deduction, analysis, synthesis, system-structural) and specific scientific (formal-legal, sociological). According to the set purposes, the research is formed of two subject areas. The first one includes issues of legal specificity of Federal Law of June 24, 2023 No. 270-FZ, on the basis of which the authors conclude that its status as acting autonomously from the Criminal Code and the Code of Criminal Procedure of the Russian Federation and as a comprehensive intersectoral law built according to special temporal and spatial rules, containing norms and regulations of criminal, criminal procedure and military law, the implementation of which should be mediated by administrative law. The second subject area is the application of the rules of exemption from criminal liability, exemption from punishment and expungement of criminal record of persons involved in a special military operation provided for by Federal Law No. 270-FZ of June 24, 2023, which arise due to their establishment outside the Criminal Code of the Russian Federation and in the absence of full-fledged procedural rules. The authors’ approaches to the solution of the discussed issues are proposed.

In this work, the permittivity measurements of lead magnoniobate PMN (111) single crystals with thicknesses of 400 µm, 25 µm and 10 µm have been carried out at a frequency of 0.1 Hz. The samples in the form of plane-parallel plates were prepared by hand grinding and then their sides were coated with 80 nm Cr-Au electrodes. The topography of the sample surfaces was controlled by AFM. The temperature dependences of the complex permittivity were obtained in the range from 150 to 350 K. The changes in the temperature dependences of ε with varying the thickness of the single crystals were analyzed. The peak on the temperature curve of ε' was shown to shift to a higher temperature with a decrease in the sample’s thickness, and its width increasing significantly. A phenomenological expression was proposed to describe the permittivity ‒ thickness relationship of a single crystal.

The article presents data of a study on gender differences of the personality component in the structure of career potential in future managers. Identifying the level of career potential components formation at the initial stage of university education allows to outline a program of harmonization of career potential and to implement it at each stage of university education, taking into account the age, personal characteristics and professional orientation of the students. The study involved 234 students aged 18—19 years, 117 males and 117 females. It was revealed that the male subjects, as compared to the female subjects, showed higher developmental levels of motivational, regulatory and emotional characteristics of the personality component in the structure of their career potential, which in the future could become the basis for their rapid career growth. The articleconcludes that there’s an obvious need for the development and implementation of programmes supporting the individual career path in university students.

The top trends, peculiar to transport logistics in the construction companies activity, are pointed out in the article. According to the results of the analysis that was carried out, nowadays digitalization is the main subject in logistics. In particular, paperless registration of cargo transportation, robotization during freight processing, the use of unmanned vehicles for transportation, and the introduction of obligatory marking for separate types of commodities are revealed. The authors find out the logical communication between the development of electronic commerce and the adaptation of logistics for it, and conclude, that only the complex logistics will be able to conform to modern requirements. At the same, some factors which slow down the digitalization of the transport-and-logistic sphere in Russia are revealed. This will also make it difficult for the companies to cope with the peak loads by their capacities. So, logistic outsourcing can become the solution to this problem. The results of the analysis as well as the conclusions, drawn by the authors, can be useful for the further development of the transport-and-logistic complex. In turn, the transport logistics systems act as the major resource, which allows to plan and carry out construction works, to finish them in the shortest terms, to increase the activity efficiency and product competitiveness.

The research performed is dedicated to the problem of energy efficiency analysis of modern delivery drones. 12 models are chosen to provide a statistical calculations of the average ratio of mass and flight range of the drone. The method of least squares is used to analyze trends. The conclusion is made that the most successful companies apply the similar ratio of mass and flight range. The most successful drones of such companies are able to carry from 1.3 to 2.27 kg of cargo and have a flight range from 10 to 24 km. That allows to judge about the energy efficiency of these devices.

This article is devoted to the problem of linear positioning of the output link of a mechatronic module (MM), made on the basis of a ball screw (ball screw). The analysis of typical schemes for constructing an MM controller using signals from radial position sensors of the ball screw rotor and a discrete indicator of the linear position of the output link in the working stroke section with the possibility of implementing an emergency (emergency) power off of the entire positioning system in the event of the output link extending beyond the working stroke. An optimal technical solution is proposed for constructing a linear positioning sensor of the output link based on combining the functions of the “referent points” indicator and the “limit switch” MM. The research objective is to formulate some suggestions for the improvement of business processes modeling in the innovative activity of the organizations for the increase in its efficiency. Having studied the existing approaches to the business processes management, theoretical works and practical experience, the authors conclude, that the standard models, developed for traditional business processes of the organizations, are insufficiently effective for the innovatively active organizations. The main objectives of modeling of business processes of innovatively active enterprise were formulated, possible tools are studied. According results of the research, some samples of business modules and subprocesses, adapted for the innovatively active organizations, are developed. The results, received by authors, can be useful for the increase in efficiency of the existing business models, as well as for the information support during the innovative projects creation and implementation. The innovatively active organizations can use the authors’ proposals to support the managerial decisions in the conditions of the need for reengineering of the operating business processes, as well as during new products launch to the market. Bodies of state regulation can use the obtained results during the formation of the innovative development strategy.

Industries are able to have the considerable impact on the environment. In this regard in modern conditions, when environmental friendliness is so relevant, the considerable attention is paid to the innovative development of the industrial enterprises. But investments into innovations in turn demand the careful analysis of the innovative projects. According to the authors, the methods, widespread in practice of the investment projects assessment can be used for the assessment of innovative projects in industries, but they need some adaptation. Besides, the majority of techniques of assessment consider only separate criteria of the selection of projects for realization. But the specifics of innovative projects demand another approach; they demand a complex research of appeal of the innovative project, including not only financial performance, but also technical quality, environmental safety, economic and budgetary effectiveness, social effect, risk analysis and also the analysis of reliability and appeal of the enterprise, initiating the project. Thus, the purpose of this article was to present the algorithm of the complex analysis of the innovative project. The received results and the made recommendations can be used by potential investors as a technique of assessment of the investment attractiveness of the innovation projects in the industry.

The article is devoted to the problems of housing-and- communal services in the cities of Russia and their development in modern conditions. The research purpose was to give the theoretical justification as well as to develop some methodical recommendations on formation and implementation of the programmes of complex development of housing- and-communal services in the municipal units. The authors systematized the typical properties and specifics of housing-and-communal utilities, the role of the sector in preserving the environment, revealed the factors complicating their development significantly, carried out the analysis of the housing-and-communal sector condition and the sector’s needs for investments. According to the analysis results, the authors prove that modernization and improvement of housing-and-communal sector demands drawing up target programmes of complex development. In article Principles and stages of the development of the programmes of the improvement of the housing-and-communal utilities were offered, the directions, considered to be the most relevant, were pointed out. The authors recognize such consequence of the housing-and-communal utilities modernization as the increase of the utility tariffs and the need of assessment of the availability of housing-and-communal services for consumers. The authors offer the new indicator, namely, the share of the provided subsidies in the total amount of payments for premises and utilities, for the improvement of such assessment. The results of the research can be used by the practicians, forming target municipal development programmes of housing-and-public utilities development within the general strategies of the cities and regions development, aimed at the improvement of the population life quality and at the decrease in the environmental risks.

The article presents the results of a research study of anthropogenic affects of gold mining on forest landscapes in Northern Transbaikalia, Russia and processes of natural reclamation of vegetation cover of the disturbed areas. The study area is located northwest of the Maliy Amalat River, which flows along the Vitim Plateau; in the floodplains of its two tributaries the Aunik River and the Bagdarin River. It is an area where a large number of alluvial gold deposits have been discovered. Some of these deposits are currently being developed, some have already been explored, and some have been abandoned. The authors consider the current state of vegetation cover in a key area of the Amalat River basin, near villages of Malovsky and Bagdarin. The problem of natural resources development and conservation is becoming extremely important for the area under study because open-pit gold mining methods that are used here drastically change the environment and affect water, land and forest resources.

The author believes that the problems connected with the impact on the environment are very relevant, including the matters of the assessment of damage caused to it and the matters of the assessment of risk from this damage for the users of nature, as well as for the state institutes, which are carrying out control, for private and public organizations. The current situation in Russia is characterized by the need of introduction of new ecologic-and-economic concepts, such as ecological audit and revision of the role and value of old economic tools in the state policy. The scheme of ecological audit, its main directions in Russia at the level of the enterprise, regions and the country in general as well as within the international cooperation are considered in the article. At the same time, some problems connected with legislation shortcomings exist. Besides, the author emphasizes the inadmissibility to solve the environmental problems at the expense of detriment of economic interests, the need of balanced and reasonable decisions.

The article is devoted to the analysis of elastic and plastic characteristics of composite materials during hot stamping. The purpose of this work is to offer optimal conditions for hot plasticity of composite porous material with determination of temperature conditions of hot stamping excluding the appearance of defects in the structure. Production of details of the difficult form by method of hot stamping from preparations of the cylindrical form is followed by development of barrel on a peripheral surface. Sludge sintered porous blanks, and sediment compact material, accompanied by a nonuniform height lateral deformation. In connection with the action of friction forces on the contact surfaces, this leads to the formation of a “barrel”. The heterogeneity of the deformed state is associated with the appearance of tangential tensile stresses on the free surface of the workpiece. If they exceed some critical degree of transverse deformation, cracks appear on the side surface, which leads to gas saturation (oxidation) of the inner layers of the forging, to the ingress of grease into them and its pressing into the volume of the part during hot stamping. In the end, this significantly reduces the properties of hot-stamped parts. Conclusion: the methods of determining the elastic characteristics depending on the geometric parameters of the workpieces, the applied strain energy, body density and temperature dependence of the plasticity characteristics of the hot deformation of the powder material are сonsidered.

The purpose of the research is to estimate the opportunities to promote the transport systems development by the means of introduction of weight-and-dimensional control and improvement of its methods. The existing methods of weight-and-dimensional control are considered. Advantages and disadvantages of the systems in comparison are revealed. According to the research, such results as the reduction of cases of excesses of admissible mass of freight, collecting additional income for the regional budget, the decrease in the destroying impact on highways, the decrease in the expenses on their repair as well as providing sources for financing of such repair, the decrease in ecological harm from driving of overloaded vehicles, the increase in traffic safety, the reduction of quantity of accidents and life losses caused by driving of the overloaded vehicles are possible. Nevertheless, the analyses of the domestic practice prove that some problems of the organization of weight-and-dimensional control exist. The author offers some measures for the solution of these problems. The results of the research can be used both by the specialists of Ministry of Transport, when drawing up the programmes of the transport system development and during approval of rules and standards of freights transportation, and by the transporters, when planning their activity.

The objective of this research is to consider some controversial issues of the development of public-and-private partnership (and concession agreements as its most common form) in Russia. Some complaints made by arising from Federal Antimonopoly Service of the Russian Federation to some infrastructure projects are reviewed. The authors studied dynamics of private investments into infrastructure projects in the conditions of imperfect legal regulation. The assessment of the validity of the position of Federal Antimonopoly Service is given. It is predicted whether the legislative collisions will prevent the growth of private investments into infrastructure. Recommendations on the development of the mechanism of public-and-private partnership with the observance of antimonopoly regulation, as well as recommendation on the improvement of the legislation in this area are developed. The results of the research can be used by both private participants of public-and-private partnership and the federal, regional and municipal authorities, and also by legislators working on the improvement of the legislative regulation in this area.

The purpose of the research is to estimate the opportunities of such “smart” technology as the automated systems of Wight-in-Motion control (weight-and-dimensional control in the highways), to promote the improvement of the situation with the freight transportation by motor transport. The methods of weight-and-dimensional monitoring are considered. Advantages and disadvantages of the automated system in comparison with the traditional one are revealed. The conclusion is drawn on the cost recovery and financial expediency of the projects of introduction of Wight-in-Motion control systems. Obtaining such economic, ecological and social results as the reduction of cases of excesses of admissible mass of freight, perfecting the logistic activity in our country, collecting additional income for the regional budget, the decrease in the destroying impact on highways, the decrease in the expenses on their repair as well as providing sources for financing of such repair, the decrease in ecological harm from driving of overweighted vehicles, the increase in traffic safety, the reduction of quantity of accidents and life losses, caused by driving of the overweighted vehicles are proved.

In this research project the co-authors bring up a most serious problem, that is, biosphere compatibility of urban space planning; this problem is to be solved though development of an urban environment which is barrier free for any urban transport; the solution also contemplates the availability of urban transport routes free from any traffic jams. The coauthors consider different techniques that serve to develop comfortable transport links. A comfortable transportation network boosts the sustainability of any urban economy. The co-authors analyze the following trends in sustainable road building: top priority development of public transport networks, construction of public transport hubs, broadened road paving and bus lanes, and replacement of diesel-fuelled vehicles by electric buses. In this work, the co-authors analyze the findings of an opinion poll on transportation priorities expressed by Moscow residents. Different means of public transport are analyzed in the work, namely, electric buses are compared to trolley-buses and diesel-fuelled vehicles.

The authors set the purpose to study the models of attraction of private investments into the port infrastructure in Russia for the sake of the development of transport infrastructure of the country in general. The prospects of the port infrastructure development, the used mechanisms of public-and-private partnership in this sphere with its specifics and legal support as well as some practical examples of implementation of public-and-private partnership projects in the ports in Russia and in the world are considered.

The article is devoted to the creation and development of eco-cities, also known as "steady cities". Experience of creation of the eco-cities in the countries of the world is analyzed during the research. Classification of the eco-cities is offered. The basic principles of eco-cities functioning are considered; Special attention is paid to the formation of the closed production cycle with the maximum return to technological processes and the use of energy saving technologies. According to the author, creation and development of such settlements will make a great contribution to the solution of environmental problems of modern Europe. Improvement of the environment, quality of living conditions of humans, improvement of the population health and providing a healthy lifestyle are possible within the eco-cities. The author believes, that creation of eco-cities is possible in Russia (some examples of the first projects are given). But the author emphasizes, that in our country this tendency is just being started and besides it has no legislative regulation and state support.

Insurance now is one of the important sectors for both world, and national financial systems. The mechanism of insurance of risks plays an essential role in the process of construction of high-rise buildings and as well as other unique objects. The author argues that insurance is categorically necessary because of the following reasons: huge scale and complexity of high-rise projects and great expenses, the use of unsafe sites for construction, great possible losses in case of the project, important role for the city infrastructure, numerous organizations, involved into the process of construction and maintenance, multypurpose use of the building. The features of insurance in the field of high-rise construction is also considered in the article. The prerequisites, confirming the loss occurrence are named.

Effective transport infrastructure development is known to be one of the key aspects of sustainable development of modern city environment. Creation of transport hubs is expected to make a contribution to the improvement of transport infrastructure. Some practical examples of implementing of hubs in Moscow were considered. The article proves that the creation of the transport hubs, is capable to contribute to the sustainable urban development: to provide high social-and-economic living standards for inhabitants, to make changes of different types of transport fast and convenient, to eliminate “poor points” in the transport infrastructure, to reduce stoppers in the city, to provide inhabitants with the necessary number of parking spaces and also to become an additional source of income both for the city, and for commercial structures. It also will be able to increase the investment attractiveness and investment activity of the area in general. However, the author criticizes the current approach to the organization of investments into the hub projects. The public-and-private-partnership in its broad sense would allow dividing expenses, risks and profit within the project, and at the same time keeps the municipal property for the facility. Meanwhile the use of concession does not allow providing the maximum transport project efficiency.

The features of transport infrastructure of megalopolises are systematized in the article. The concept of the infrastructure development index is defined, its components are considered. The level of the transport infrastructure development in the largest megalopolises of Russia – Moscow and St. Petersburg is analysed, their place among the megalopolises of the world, according to the standard criteria, is presented. The research is based on statistical and analytical data from 2010 till 2018. The main directions of strategic development of transport infrastructure in the Russian megalopolises and expected indicators till 2030 are also considered. The authors point out the problems of road-and-transport infrastructure in megalopolises, but on the other hand they reveal the advantages of megalopolises, which contribute to the development of their transport complexes.

The strategic task of the modern education system is the integration of traditional (folk, national, ethnic) cultures within the modern educational systems, ideas, technologies that create the educational environment, as well as taking into account the linguistic and psychological characteristics. Intercultural competence is the necessary ability that allows students to go beyond their own culture, without losing their own cultural identity. Therefore, understanding language values help to improve the effectiveness of the pedagogical process. The linguistic and pedagogical study of cultural concepts should be supplemented by data from other disciplines-cultural studies, history, psychology, ethnography. The article is devoted to the following issues – the realization of the ethnocultural component in the educational process of educational organizations in the Republic of Bashkortostan.

The article is devoted to the matters of public-and-private partnerships in the field of housing-and-communal services. The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Such rather new trends as so called "box decisions" and "pool" securitization of infrastructure projects are considered in the article. According to the author, the use of these options could contribute to the development of housing-and-communal sector and the city infrastructure as well as the urban development as whole.

Improvement and preconditions for multicultural education are associated with the democratic society development which is characterized by openness to other countries, peoples and cultures. Mutual understanding is its most important value. The ongoing integration processes in the world, the desire of Russia and other countries to integrate into the world and European sociocultural and educational space, while preserving the national identity, determines the multicultural education development. Education in a multicultural society, according to experts, is associated with the optimal models of the educational process, various methods and technologies of educational activities. They really include students in the multicultural educational space, they form the qualities necessary for successful adaptation and self-realization in the modern world.

Sustained and inclusive economic growth is necessary for achieving sustainable development. While economic growth and employment are important for economic security, access to financial services is an essential component of inclusive growth. In the conditions of prolonged crisis the sustainable development of the cities, as well as the real production sector in general, establishes some special requirements to the use of means of the federal budget for the state support of organizations. Reducing of some expenses is inevitable. At the same time the principle of the effective use of the budgetary funds is very urgent. During the research the indicators of activities of the enterprises with the state participation were studied including public companies, companies quoted at the exchange; credit institutions, systemically important companies; companies realizing innovative programs. The authors insist that the efficiency evaluation of the use of means of the government budget should be based on the comparison of the surplus of products from the state support and the amount of the state support for each industry. According the result of the research the conclusions about the low efficiency of the use of state support in the organizations are made in the article. According to the authors’ opinion, it is connected with the actually estimate order of financing. The transition from the estimate financing to the project financing is suggested and proved in the article.

Nowadays aerospace enterprises have a variety of Information Systems (IS) and Software Complexes (SC). Their strategic aim is to integrate all IS and SC, thus to create the Single Information Space (SIS). An approach to create the SIS based on a Service Oriented Architecture (SOA) concept at aerospace enterprises is suggested. It was shown that different tools to implement this approach are available. The SOA model of the SIS of the typical enterprise, which has a custom set of services, IS and SC, was developed. Two modifications of this SOA model are proposed. The first modification is suitable for creation of the SIS on enterprises which have Business Intelligence (BI) systems based on Data Warehouse (DW). Another modification of the SOA-based SIS is important for those enterprises which require to process at least the part of technological and manufacturing data in a real-time mode.
