The years we are experiencing are often identified as those of the age of digital technologies, where “digital” is commonly associated with intelligence, efficiency, and convenience. The emergence of digital technologies has significantly impacted and transformed various aspects of our society compared to the past. In this panorama, some arising questions regard transportation infrastructure systems and, first of all, highway infrastructure. This research focuses on one central issue: how highways fit into this digital revolution. Actually, the work in this paper can be described as follows. Although there are many different theoretical model systems for the architecture of the digital twin, we have chosen to review the main body of research on the digital twin in highway infrastructure based on a relatively well-established modeling framework, the five-dimensional model of the digital twin. After discussing the components of the digital twin for highway infrastructure's five-dimensional model, the paper reviews some innovative technologies that make these items effective. In addition to this, the digital twin maturity level of highway infrastructure and the MBSE-based (model-based systems engineering) digital twin model for highway are also discussed in this paper. Therefore, the paper provides a bird's eye view of this extremely dynamic technology for a new system of intelligent highways and discusses some of their criticalities and strengths, allowing for the optimization and development of new transportation functions and services, improving the adaptability of highways to the digital revolution.

The subject of the article is the analysis of the current state of research and practice in the field of transport, logistics and digital infrastructures in the Russian Arctic. The authors consider logistic and digital infrastructures as key communication subsystems that ensure the movement of material values, people and information, and thus serve as a prerequisite for the development of the macro-region under consid-eration. The research methods used were literature review of scientific sources and analysis of the ob-tained material. A systematic literature mapping was carried out on Scopus, Google Scholar, Elibrary data-bases. Aspects of the Arctic region development, including the role of logistics and digital infrastructures in this process, are described by scientific schools of Russia, Canada, Norway, China, USA and other countries. The analysis has shown the highly variable state of the subsystems under consideration depending on the specific region, as well as the lack of a comprehensive approach to their joint development and integration. It was stated that there is no such problem statement about the development of communication subsystems of the Arctic zone. On the basis of the analysis, the key directions for the development of logistics and digital infrastructure of the Arctic zone of the Russian Federation were formulated. The authors’ recommendations, apart from the obvious tasks of developing sea routes, building and modernizing roads, railways and airports, expanding access to broadband internet and other widely discussed measures, describe the need to integrate the communication subsystems under consideration and focus on the potential of digital technologies to replace and/or supplement the logistics infrastructure in certain aspects.

The relevance of analysing the digital maturity of regions is due to the country’s desire for transformation in accordance with the concept of the digital economy. The article presents an approach that allows to assess and compare the levels of the digital maturity of various Russian constituent entities. The assessment process uses many indicators, including both infrastructural aspects (availability and quality of the Internet, the development level of telecommunications) and social ones (the degree of population’s digital skills, integration of digital technologies into the educational process and business). The assessment methodology is based on the collection and analysis of statistical data, on surveys of experts and the population as well as on the study of best digitalisation practices at the regional level. The article describes the selection criteria used to classify and rank regions according to their level of the digital maturity. An important part of the research is the analysis of problems that regions face on the way to the digital maturity. The article discusses barriers such as insufficient funding, lack of qualified personnel, underdeveloped infrastructure and low level of digital literacy of the population. Based on this analysis, recommendations are formed to accelerate the process of digitalisation of regions and increase their the digital maturity. The study results offer practical solutions and ways to optimise regional policies that contribute to the improvement of life quality in the regions and ensure the transition to the innovative economic model.

Abstract Background Global digitalization significantly impacts public health by improving healthcare access for marginalized populations. In China, socioeconomic disparities and the Hukou system create significant barriers for the migrant population to access basic public health services (BPHS). This study aimed to assess how digital infrastructure construction (DIC) affects BPHS utilization among China’s migrant populations, filling a gap in the literature regarding the relationship between digital advancements and health service accessibility. Methods This research used micro-level data from the 2018 China Migrants Dynamic Survey and incorporated variables aligned with the Broadband China policy to employ a comprehensive empirical strategy. It included baseline regressions, robustness checks through propensity score matching and machine learning techniques, and heterogeneity analysis to explore the differential impacts of DIC based on gender, age, education level, and Hukou status. Results The findings revealed that DIC significantly enhances the likelihood of migrants establishing health records and registering with family doctors, demonstrating quantifiable improvements in health service utilization. Heterogeneity analysis further indicated that the beneficial impacts of DIC were more pronounced among female migrants, those with higher education levels, younger populations, and urban Hukou holders. Conclusions DIC plays a crucial role in bridging the accessibility gap to BPHS for migrant populations in China, contributing to narrowing health disparities and advancing social equity. These results emphasize the significance of digital infrastructure in public health strategies and offer valuable insights for policymakers, healthcare providers, and researchers. Future research should prioritize longitudinal studies on the sustained effects of DIC and tailor digital health initiatives to meet the unique needs of migrant populations, promoting inclusive health policy planning and implementation.

IntroductionAgriculture faces significant challenges in ensuring global food security while minimizing resource costs and environmental impacts. The development of digital infrastructure offers transformative potential for agricultural systems and aligns with the United Nations Sustainable Development Goals. This study examines the role of digital infrastructure in enhancing grain production capacity in China, a key player in the global food system.MethodsWe analyzed data from 277 prefecture-level cities in China from 2011 to 2021. A double machine learning model was employed to empirically assess the impact of digital infrastructure on grain production capacity, allowing for robust insights into causal relationships.ResultsResults reveal that digital infrastructure significantly enhances grain production. Mechanism analysis results indicate that digital infrastructure construction drives agricultural technological advancements and farmland scale, contributing to increased production capacity. Heterogeneity analysis results show that the impact of digital infrastructure construction is significant in major grain-producing regions and the central-eastern regions, while its effects are relatively limited in grain production-consumption balanced regions, main grain consumption regions, and the western regions.DiscussionThe results underscore the importance of strengthening digital infrastructure in rural areas to improve grain production capacity. Tailored policy implications are suggested to enhance sustainable food production and contribute to global food security, particularly in regions with varying agricultural dynamics.

The synergistic development of digital transformation and carbon neutrality is a key path to global sustainable development. This study utilized the Broadband China pilot policy and a multi-period Difference-in-Differences (DID) design to comprehensively evaluate the impact of digital infrastructure on carbon neutrality using panel data from 291 prefecture-level cities in China from 2008 to 2021. The results indicate that regional digital infrastructure contributed to carbon neutralization innovation, carbon-intensive industry innovation, and carbon-emission efficiency in the pilot areas. This held true after analyzing the results with propensity score matching, coarsened exact matching, robust estimators, and instrumental variable regression. Specifically, the results of the mediation effect model indicate that digital infrastructure promotes the process of carbon neutrality through several mechanisms, including promoting the rationalization of industrial structure, promoting digital economic development, and inducing innovation in digital technology. In addition, cities with better economic development, lower resource dependence, and weaker environmental constraints have a greater carbon neutrality dividend effect from regional digital infrastructure. These findings indicate a need to optimize policies to unleash the dividends of digital infrastructure in carbon neutrality, which can drive technological, structural, and efficiency changes through digital empowerment. In addition, cities with heterogeneous endowments need to develop targeted measures.

The article analyzes the current condition and latest changes that took place in the steel-making cluster of the Russian Federation. It describes key problems and challenges that faced enterprises producing goods of ferrous metallurgy during COVID-19 pandemic and since the beginning of the special war operation. Key steps of the government of the Russian Federation aimed at supporting the cluster and stimulating its development were provided. At the same time the role and place of the steel-making cluster in global and home production were studied. On the basis of statistics the author depicted production dynamics in the industry, the level of innovation activity at enterprises, analyzed the structure of innovation costs in the cluster and showed priority tasks facing producers of goods of ferrous metallurgy and promising trends of their functioning. It was pointed out that in line with the global trend aiming at ecological innovation goods of ferrous metallurgy in the near future shall meet principles of carbon neutrality and high power-efficiency. Meanwhile, the development of digital infrastructure at industrial enterprises shall play an important role. Apart from that, the article provided factors of innovation development affecting seriously the balanced progress of home enterprises of ferrous metallurgy.

The Belt and Road Initiative (BRI) is a Beijing-led format for international cooperation through the building of land and sea corridors connecting China with other countries and regions. One of its pillars is the Digital Silk Road (DSR), which aims to reduce the digital divide and improve the digital connectivity of the participating countries. The COVID-19 pandemic has led to the DSR’s activation, which makes it urgent to study its practical implementation in different regions. The aim of this article is to analyze the conceptual foundations of the DSR and its implementation in Latin America and the Caribbean (LAC). The study relies on the technology leadership theory, which allows considering the DSR as an alternative format of cooperation used by China to reform digital international relations. Since it challenges the technological dominance of the West, especially the United States, the power transition theory is also of heuristic value. The methodological basis of the research covers a wide range of general scientific methods of political analysis. The primary sources of empirical analysis are government documents, papers of think tanks, international organizations and forums, statistical data, interactive maps, speeches by officials, etc. In the course of the study, the following objectives are achieved: to trace the evolution of the DSR concept in the official policy discourse; to systematize scientific works on the issue; to highlight key elements of the initiative; to identify opportunities and limitations for its implementation in the LAC region; to present the US response to the intensification of Sino-LAC digital cooperation. It is concluded that the DSR plays an important role in achieving the strategic objective of transforming China into a technological superpower. Therefore, it is highly likely to become a backbone of cooperation under the BRI.

The COVID-19 pandemic has spurred a surge in digital payments, with over 40 % of adults in low- and middle-income countries making their first merchant payments using cards, phones, or the internet since the pandemic began. This study examines the determinants of adopting digital payments during the COVID-19 pandemic in Ethiopia. To achieve this objective, the study utilized secondary data from the World Bank's most recent dataset, collected as part of the Global Findex Database 2021. A Covariance Based-Structural Equation Modeling (CB-SEM) was applied to analyze the data and explore the intricate pathways between variables. The mediation role of the use of technological tools on the relationship between socio-economic factors and digital payment adoption was also examined. Accordingly, mobile ownership, having an ATM/Debit card, and internet access were the technological tools significantly determining digital payment adoption. Age, education, income quantile, receiving wage payment, and engagement in formal financial transactions (as a proxy for financial inclusion) were among the socio-economic characteristics influencing digital payment adoption. Engagement in formal financial inclusion, mobile ownership, having an ATM/Debit card, and internet access were also influenced by individuals' socio-economic characteristics. Mobile ownership, having an ATM/Debit card, internet access, and engagement in formal financial transactions were significant mediating factors in the relationship between digital payment and socio-economic predictors.

The “Broadband China” has enabled China to achieve leapfrog development in the construction of its high-speed broadband networks, thereby accelerating the development of digital infrastructure and unleashing the potential for financial sector growth. This has created a strong impetus for economy to shift towards high-quality development. An in-depth understanding of the empirical correlation between the development of digital infrastructure and financial progress is absent, leaving an unexplored domain of research concerning the impact of the “Broad China” strategy on financial agglomeration (Finagg), financial scale (Finscal), and digital finance (Digfina). In order to evaluate the dynamic impacts of this policy on financial development, this research builds a multi-period difference in differences (DID) model using panel data from 269 prefecture-level cities between 2011 and 2020. The study concludes that the “Broadband China” policy significantly fosters the growth of Finagg, Finscal, and Digfina, in China, and found that the “Broadband China” policy has a significant impact on the regional heterogeneity of financial agglomeration and digital finance. There are significant variations in the effects of this policy on different regions, while the regional heterogeneity differences in the impact on financial scale are relatively small. Additionally, the three mediating variables of technological innovation, fund support, and talent agglomeration play a mediating role in the mechanism of digital infrastructure on financial development.

This study aims to analyze the reality of e-commerce indicators and their contribution to the diversification of the Algerian economy, thus presenting the opportunities for the development of e-commerce and the challenges of its development. The study concluded that e-commerce in Algeria is growing steadily thanks to the growth in the number of Internet users of Smartphones, except that its efficiency is still meager, which reflects its low contribution to the national economy. The results also indicate that the obstacles hindering the growth of e-commerce in Algeria are mainly due to the weakness of electronic payment and the lack of qualified resources as well as environmental and economic constraints. The study recommended the need to rebuild the mode of planning and development of digital infrastructures in Algeria, as they are considered as an engine of growth, productivity and competitiveness between companies and countries.

The desire to live vicariously, mirroring behavioural conditions external to one’s own home, gives each home multiple lives in a hyper-functional world. Technology’s fusion with the home produces two outcomes. First, the ability to capture comprehensive, three-dimensional records of a home’s physical conditions and traces using light detection and ranging (LiDAR) data, connects functional layout more concretely to behavioural scripts. Second, virtual mirroring converts transferable information about the home from generalities to hyper-specific singularities. A home’s digital twin can contribute to archives of domestic conditions disseminated as assets for access, download, and manipulation in other media. Behavioural simulation and gaming can simulate exact domestic conditions from throughout the world, rather than interpreted approximations. This paper draws on projects developing digital twins of homes in several locations in Hong Kong. Researchers are using 3D scanning technology to record homes in public housing flats and in the stilt house architecture of Tai O Village. The paper discusses technology and workflows employed, theorizing the technological and social impacts of domestic digital twins in data archives. The paper uses graphic precedents to demonstrate archiving protocols and speculate on influences the post-digital turn will have on domestic environments and behaviour.

This study investigates the influence of digital infrastructure on creating an organizational climate conducive to digital transformation. It highlights the critical role of data lakes, network connectivity, and a shared digital language in cultivating an environment that aligns managerial objectives with employee engagement in digital initiatives. Through grounded theory methodology, the research uncovers how robust digital infrastructure can bridge the gap between leadership’s digital aspirations and employees’ practical use of digital tools, promoting data-driven decision-making and improving organizational performance. The findings suggest that a well-developed digital infrastructure is essential for fostering a digital climate that supports strategic business goals and enhances competitive advantage.

In the era of the digital economy (DE), the traditional economic growth paradigm is no longer applicable. To explore whether the DE can improve the urban ecological problems left behind by rough economic growth, this study examines the effects of land resource mismatch (LRM) on urban ecological resilience (UER) and evaluates the mitigating influence of the DE. This analysis utilizes data from 280 prefectural-level cities in China over the period from 2007 to 2021 and reveals that LRM significantly undermines UER, with this conclusion remaining robust across a series of tests. Additionally, the detrimental impact of LRM on UER is more pronounced in megacities, cities with high levels of economic development, and those with a lower degree of advanced industrial structure. In further analysis, this study finds that the digital economy can optimize the allocation of land resources, thereby enhancing urban ecological resilience, which has the effect of “treating the root causes”. In addition, digital government and digital infrastructure, as key elements of the digital economy, also mitigate the negative impacts of land resource misallocation on urban ecological resilience, having the effect of “treating the symptoms”. Finally, this study proposes policy suggestions such as optimizing ecological layout, deepening land reform, and promoting digital government and infrastructure construction to provide a theoretical basis and practical guidance for local governments to enhance UER and help build a new model of greener, more resilient, and sustainable urban development.

This research paper examines the digital infrastructure required to achieve project management success by analyzing the enabling elements of this digital infrastructure in terms of three pillars: digital readiness, digital fitness, and digital tools. A comprehensive literature review was conducted to identify these enabling elements and to develop a list of project management success indicators through which the success of project management can be measured. To evaluate and rank the digital infrastructure enabling elements, a Multi-Criteria Analysis (MCA) was implemented using a hybrid approach combining Fuzzy Analytic Hierarchy Process (FAHP) and Fuzzy Technique for Order Preference by Similarity to Ideal Solution (FTOPSIS). The study used the digital infrastructure enabling elements as MCA alternatives and the project management success indicators identified in the literature review as MCA criteria. The results indicated that the enabling elements associated with digital tools are the most significant for project management success, with a FTOPSIS closeness coefficient (CCi) of 0.8525, followed by those related to digital fitness (CCi = 0.6481) and digital readiness (CCi = 0.1602). These findings have proven to be robust, as they remained consistent even when weights of the MCA criteria were adjusted in three new scenarios proposed in a scenario analysis. This research highlights the critical role of digital enabling elements in enhancing project management practice and achieving project management success. It also offers a strategic framework for organizations to develop and strengthen their digital infrastructure.

Background: It is well-documented that the 21st century is providing digital technologies in an alarming rate. Their emergence promotes effectiveness, efficiency, accountability and transparency of public services and internal governance. This study was conducted within the government departments and state-owned agencies of South Africa. Aim: The aim of this study was to investigate the transformation of digital government services in the public sector in South Africa. Methods: This case study used qualitative approach where data were collected through semi-structured interviews from the national government departments and state-owned entities. The target population comprised information technology officers, investigators or analysts and administrative officers. Data collected were thematically analysed preceding the transcription of audio-recordings. Results: Some of the significant results of this study showed that the executives avoid playing their role to drive Information and communications technology (ICT) through Corporate ICT Strategy. Conclusion: Some of the challenges of adopting digital transformation are associated with low digital literacy, poor digital infrastructure, unreliable power supply, among others. Contribution: This study establishes that if the senior managers from ICT section become members of the executive committee, the government can have successful implementation of ICT projects without scepticism. This study also contributes to the awareness of considering digital literacy skills to support digital transformation.

Over the past decade, digitalization and digital technologies (DTs) have undergone rapid evolution, transforming how goods and services are produced and consumed in modern societies. Health and well-being sectors have embraced this digital revolution. Besides the economic and social benefits, digitalization can significantly enhance patient diagnostics and prognostics while improving overall service efficiency. To ensure long-term sustainability, it is important to assess and reduce the environmental impacts of digital services. This article examines the life cycle impacts of a digital service implemented in three elderly living schemes (ELSs) located in the United Kingdom (UK). The digital service consists of six electronic devices (EDs) that enable communication between residents, visitors, staff, and offsite monitoring (OM). The equipment is connected using Power over Ethernet (PoE) technology, which includes smart network switch and uninterruptable power supply units. The digital service's global warming potential (GWP) was estimated at 718–741 kg CO2 eq./resident for two of the ELSs and 1509 kg CO2 eq./resident for a third ELS, considering a service period of 20 years. The reason for the significant difference is the greater use of air conditioner (A/C) units to cool down server rooms and fewer residents in the third scheme. The consumption of electricity was found to be the main contributor to most of the environmental impacts. However, in certain categories such as mineral resource scarcity, freshwater eutrophication, and freshwater and marine ecotoxicity potentials, printed circuit boards (PCBs) were the main contributors. A sensitivity analysis considering different national electricity mixes demonstrated that the French electricity grid promoted the reduction in 14 impact categories, whereas the German, Italian, Spanish and Japanese grids increased on average impacts on most categories. Another sensitivity analysis demonstrates that reducing A/C unit running time by 28% resulted in an average impact reduction of 5.5%, becoming equivalent to the results obtained for the French electricity grid. Finally, extending the expected lifespan of electronic equipment by 20% yielded the highest average decrease in environmental impacts (8.1%). While digitalization has the potential to enhance patient healthcare and reduce costs, it is crucial to carefully assess its environmental impacts and implement mitigation strategies to ensure sustainable development in the healthcare sector.

A major transformation programme is underway across seven technological higher education institutions in Ireland. Investment of €40m #NextGenerationEU funding enables a programme to empower learners, to enhance staff capabilities, to improve the digital infrastructure, and to ensure long-lasting sustainable impact. Designed and implemented by significant collaboration of partner institutions, the programme explicitly adopts a holistic approach with inter-related work streams and work packages. The programme is underpinned by the six core themes of academic integrity, digital transformation, education for sustainability, employability, equality diversity & inclusion, universal design for learning. This comprehensive structure enables focus on key issues, emerging topics, and ensuring sustainable enhancement of learning, teaching and assessment across the technological sector. Multiple elements of the programme provided opportunities to reflect on the role of artificial intelligence, ranging from the perspective of challenges associated with academic integrity to the wider potential to be exploited to support and enhance learning and teaching. Students play an active role in considering these issues through focussed projects in partnership with staff and by acting as student champions to ensure that students‟ perspectives inform related discussions. Staff development opportunities have focussed on artificial intelligence and specific training is in place for senior institutional leaders. Active cooperation with the National Academic Integrity Network, which is facilitated by the national external quality agency, has led to complementary focussed activities. A national practitioners‟ network is being established to examine the impact of generative AI on higher education. Many of these structures could be replicated in other institutions or groups of institutions. While there are many examples of programme activities addressing important or topical issues, this paper particularly focuses on themes relating to the 2024 EDEN conference.

Digital media technologies, from networked sensors to large video screens and mobile devices, have become pervasive urban infrastructure in the twentyfirst century. The dominant framework for understanding the integration of digital technology into urban space has been smart city discourse. In this article, I will argue that this framework, as it has so far been articulated, is inadequate to maximizing the social potential of digital urban infrastructure. Digital urban infrastructure not only changes how cities look, but how they function as social settings. I will propose the ‘communicative city’ as an alternative framework for thinking about digitally mediated cities. The communicative city offers an opportunity to consider networked urban space as a test case in which key problematics of contemporary globalized media are materially instantiated. It is the frontier zone at which everyday experiences of embodied media and new forms of communicative agency collide with powerful logics of tracing and tracking, and the widespread deployment of new forms of automation and machine learning as techniques of urban governance.

The datafication and platformization of social processes further the overall shift from an open, public, and decentralized internet towards a private and siloed realm that establishes power asymmetries between those who provide data and those who own, trade, and control data. The ongoing process of datafying societies embraces the logics of aggregation and automation that increasingly negotiate transactions between markets and social entities, informing governance systems, institutions, and public discourse. This thematic issue presents a collection of articles that tackle the political economy of datafication from three main perspectives: (a) digital media infrastructures and its actors, data structures, and markets; (b) the articulation of data power, public access to information, data privacy, and the risks of citizens in a datafied society; and (c) the policies and regulations for effective, independent media institutions and data sovereignty. It concludes with a reflection on the role of media and communication scholarship when studying sociotechnical processes controlled by giant technological companies.

Abstract Adherence to the non-pharmaceutical interventions (NPIs) put in place to mitigate the spreading of infectious diseases is a multifaceted problem. Several factors, including socio-demographic and socio-economic attributes, can influence the perceived susceptibility and risk which are known to affect behavior. Furthermore, the adoption of NPIs is dependent upon the barriers, real or perceived, associated with their implementation. Here, we study the determinants of NPIs adherence during the first wave of the COVID-19 Pandemic in Colombia, Ecuador, and El Salvador. Analyses are performed at the level of municipalities and include socio-economic, socio-demographic, and epidemiological indicators. Furthermore, by leveraging a unique dataset comprising tens of millions of internet Speedtest® measurements from Ookla®, we investigate the quality of the digital infrastructure as a possible barrier to adoption. We use mobility changes provided by Meta as a proxy of adherence to NPIs and find a significant correlation between mobility drops and digital infrastructure quality. The relationship remains significant after controlling for several factors. This finding suggests that municipalities with better internet connectivity were able to afford higher mobility reductions. We also find that mobility reductions were more pronounced in larger, denser, and wealthier municipalities.

The deployment of digital technologies in African cities, beyond improving service delivery, raises issues of digital inclusion, digital rights, and increasing spatial and social inequalities. As part of the African Cities Lab Summit 2023, we conducted a workshop with 20 multidisciplinary participants to explore issues related to the deployment of digital technologies in African cities. This research is a policy paper that addresses these issues and provides policy recommendations for local governments. It emphasizes the importance of inclusive digital infrastructure, regulations safeguarding vulnerable sectors, and governance ensuring citizens’ rights in the digital transformation. Focusing on transparency, equity, and collaboration with communities, local governments play a vital role in fostering inclusive digital transformation, essential for equitable and rights-centric smart cities in Africa.

Educational activities of higher education institutions located in the war zone are undergoing significant changes, particularly in Ukraine. This study aims to generalize the experience of the National University “Zaporizhzhia Polytechnic,” Ukraine, in ensuring the continuity of the digital services of the educational process and generate recommendations for countering threats arising under the influence of active hostilities.49% of students are residents of Zaporizhzhia, and 40% live in the occupied territories. Most students were forced to move to safer locations or even abroad. Still, some of them remained in the occupation (due to the strict regime by the occupiers, they could not move to the territory controlled by Ukraine). About 5% of students temporarily or entirely stopped their studies. The city of Zaporizhzhia is under constant fire from the occupying forces, so academic staff is dynamically relocating to safer regions. The university constantly responds to the situation at the front and implements measures to continue educational activities in these conditions, relying on digital services. To minimize the impact of war threats and ensure the continuity of digital services, the university administration guarantees protection against power outages of all elements of the digital infrastructure, providing backup Internet communication channels and creating a distributed information base. National University “Zaporizhzhia Polytechnic” continues to further expand its information services library, improving the quality of the educational process in war conditions.

The digital economy and the associated productivity gains generated by the diffusion of the Internet are considered fundamental components of growth models. Scientific reflection converges in considering balanced access to digital services as a diriment factor for the promotion of competitiveness, equity, economic development and social and environmental sustainability. Although the availability of infrastructure is not sufficient to achieve the full development of the territory and the community, it is nevertheless an unavoidable prerequisite for today's and future technological and digital applications and, therefore, investigating the type of association between the presence of communication networks and the socio-economic structure of the territories is essential to understanding the very nature of multidimensional inequalities and their spatial and geographical distribution, within a framework that sees infrastructure as a conversion factor and means of development for capabilities. Based on the theories of social exclusion, the capability approach and critical theory, the research presented aims to investigate, through the analysis of a case study, the possible association between the state of progress of broadband implementation and specific territorial configurations, considering also different variables of a geographical nature.

Over the last decade, the digital twin (DT) concept has effectively revolutionized conventional bridge monitoring and management. Despite their overall success, current bridge DTs encounter conceptual ambiguities, hindering their inherent potential for practical implementation. Moreover, intelligent decision support models have not been properly considered as a component of the bridge DTs framework to enhance the reliability of decisions for asset maintenance. Therefore, this paper conducts a scientometric analysis and a comprehensive state-of-the-art review, exploring current bridge DT research trends and architectures and introducing an enhanced conceptual framework for bridge DTs. To this end, more than 480 research publications have been reviewed, compared, and analyzed. The research result encompasses the redevelopment of a multilayer DT framework, fostering its implementation in the full lifecycle of bridge infrastructure while exploring the potential integration of decision support systems and data fusion from advanced technologies to improve the overall efficiency of implementing DT technology in bridges.

Drawing data from 277 actively engaged design engineers and architects, the research employs Partial Least Squares Structural Equation Modeling (PLS-SEM) to scrutinize these key variables. It uncovers that operational efficiency significantly shapes aesthetic design, highlighting its central role in crafting appealing subway stations. Digital infrastructure emerges as a powerful driver, enhancing the visual aspects through transformative digital technologies. Institutional innovativeness, while showing less direct influence, moderates the relationships between operational efficiency and digital infrastructure, underlining the significance of innovative governance in optimizing design outcomes. These findings hold significant implications for subway station development and urban planning, offering insights into the factors propelling aesthetic design. This special issue of Internet Archaeology presents some of the achievements of the European infrastructure projects, ARIADNEplus (2019-22) and the preceding ARIADNE initiative (2013-17), with additional contributions from members of the COST Action SEADDA (2019-23).

This article discusses the creation of an Application Profile (AP) for mortuary data and how it was used to integrate the THANADOS anthropological and archaeological database of sepultures in the ARIADNEplus infrastructure. Ontologies increase data interoperability and their potential for being reused. The CIDOC CRM is a formal ontology designed to facilitate the integration, mediation, and interchange of heterogeneous cultural heritage information. APs provide exemplary mappings that other researchers can use as an orientation. For creating and testing the ARIADNE mortuary data AP, data from early medieval cemeteries provided an ideal case study because of the high degree of similarity between sites. The mapping of early medieval cemetery data has shown that mapping to an ontology contributes to data interoperability in several ways. Firstly, it may reveal inconsistencies in the native dataset and improve data organisation for future projects. Secondly, it enables the querying of information concerning graves and cemeteries from different sources across the ARIADNE infrastructure. Finally, this article provides an example of how archaeological data can be aggregated across multiple providers.

Frontier studies have focused on the environmental performance of traditional infrastructure, but have generally neglected the effects and mechanisms of digital infrastructure on energy-environmental efficiency. This study attempts to use fixed effect models and mediating effect model based on panel data from 30 provinces in China from 2010 to 2017 to assess the impact of digital infrastructure on energy environmental efficiency and identify its mechanism. The non-radial directional distance function is used to measure energy environmental efficiency. The empirical results show that digital infrastructure promotes energy-environmental efficiency, which remains robust after a series of tests. Technological progress and energy industry advancement are the pathways through which digital infrastructure affects energy-environmental efficiency. Furthermore, we find that the positive effect of digital infrastructure on energy and environmental efficiency is significant in the east and where factor mismatch is high. Therefore, policymakers should develop digital technology and enact various environmental policies to effectively increase the construction of digital infrastructure, promote investment in technology research and development, accelerate the energy technology progress, and improve energy efficiency.

Background. The paper raises the problem of the lack of a generally accepted full definition of a digital platform, despite the widespread use of the term. Materials and methods. To study the existing approaches to the definition of a digital platform, the method of a systematic review of the literature on the subject of digital platforms (using the example of digital logistics platforms) was used. Results. Based on the studied sources, a critical analysis of existing approaches to the definition of digital logistics platforms is presented. The characteristic features inherent in digital platforms are highlighted, gaps existing in the scientific literature in the description of digital platforms are identified, ways of classifying digital platforms are systematized. Conclusions. Based on the above analysis, the author's definition of a digital logistics platform is presented, covering the main characteristics of digital logistics platforms. According to this definition a digital logistics platform can be described as a multi-user digital service that creates, on the basis of functional modules, an infrastructure for mutually efficient interactions of users belonging to different sides (producers, buyers, transport companies, state) which co-create value of the service. This digital service optimizes interactions on the basis of digital algorithms in order to improve the quality of customer service, to reduce transaction cost and to increase the efficiency of logistics service.

The COVID-19 pandemic has caused drastic changes in the telecommunications and information and communication technologies market. The telecommunications sector is becoming one of the key ones in combating the consequences caused by the pandemic. It appears that digitalization, right behind health care, is crucial for successfully overcoming the new situations and that its role will be even more dominant in the future. Access to the Internet has provided an opportunity for everyday life to unfold. However, due to the growing need for network access, congestion occurs and the availability of consumable resources is reduced. It was necessary to efficiently solve the new problems on the network and overcome all the challenges to make the digital infrastructure more ready and reliable for future emergencies. In this paper, the importance of the digital infrastructure and the availability of telecommunication services during the COVID-19 pandemic are analyzed. The effects of the growing Internet traffic volume on the availability and network performances are presented. Potential critical segments and limitations of the existing digital infrastructure, as well as the future development goals for telecommunication networks, are identified. In addition, the effects of the COVID-19 pandemic on the digital divide and digital economies are observed.

In order to work out the optimum approach to designing methodology for assessing digital maturity of state finance control (SFC) bodied in the Donetsk Republic the authors researched current approaches and identified their advantages and drawbacks. The article provides the concept of assessing digital maturity of SFC bodies in the Donetsk Republic in the form of the integral model, whose key components are stages of digital maturity, lines of digital transformation and steps of their implementation. Algorithm of integral index was formalized. The proposed methodological approach gives an opportunity to modify the number of particular indices depending on available statistic base; to apply both external and internal sources for calculations; to take into account context factors that could provide appraisal adaptation and regard to risks and susceptibility of SFC bodies to changing conditions; to identify critical spheres; to research evolution of the development of priority lines in digital transformation; to study index dynamics and to take into consideration the degree of importance stages in conducting digital transformation in managerial cycle.

Objective: to study the impact of the level of broadband Internet access on income inequality in Russian regions.Methods: econometric modeling using the method of analyzing the relationship between inequality and economic growth, developed by Simon Kuznets, for a sample of 82 Russian regions in 2010–2020.Results: the paper examines the theoretical and practical aspects of income inequality of the population. The basis of many scientific studies is the results obtained by S. Kuznets, repeatedly tested in subsequent works. It is determined that under digital economy, inequality in economic development is also manifested in the spread of broadband Internet access. However, previous studies have not answered whether the further spread of the Internet will lead to increased income inequality. The authors of the study put forward and tested the corresponding hypothesis. Based on the analysis results, the authors draw conclusions about the existence of a nonlinear relationship between economic growth and income inequality, as well as the existence of a link between the spread of broadband Internet access and the reduction of income inequality in the Russian regions. At the same time, the results show that the relationship between the development of broadband Internet access and the Gini coefficient has an inverted U-shaped curve. This relationship is a development or analogue of the Kuznets curve, in which the development of digital infrastructure becomes one of the key factors in reducing inequality.Scientific novelty: a method for analyzing the relationship between income inequality and digital development is proposed, which is based on the results of econometric modeling. A model is substantiated and constructed that characterizes the impact of broadband Internet access on income inequality in Russia.Practical significance: the study results substantiate the need to increase the level of broadband Internet connectivity as one of the indicators of reducing income inequality in the Russian regions and, thus, indicate the directions of regional policy in the field of digital infrastructure development.

Digitalization of the economy is an objective reality. A typical situation for many countries is that regulatory and legal regulation is inferior to the pace of development of the digital economy. The dynamics of the digital economy is largely determined by the intensity of enterprises' use of information and communication technologies in their activities. In this context, the value of the experience of the world's leading countries in matters of normative regulation of digital economy development is increasing. The article aims to reveal the peculiarities of the normative regulation of the digital economy development in Ukraine and the world's leading countries. The author analyzed international and European normative acts aimed at state regulation of various aspects of digitalization of the national economy and society in general. The conducted analysis made it possible: a) to identify common features in the normative provision of regulation of the digital economy development; b) testified that many countries of the world have national strategies for the digital economy development; c) identified the priority directions of digitization of various sectors of the economy; d) determine the features of electronic interaction “state – enterprise”; e) systematize the principles of using modern information and communication technologies. The vision of the digital economy laid down in the project of the Digital Agenda of Ukraine – 2020 was separately analyzed. It was determined that Ukraine mainly adheres to the approaches of the European Union to the state regulation of digital economy development. The positive dynamics of the digital economy requires applying a comprehensive approach to forming the population's digital skills. It is advisable to study the digital economy in educational institutions, as well as in the field of non-formal education. This approach will contribute to the formation of the population's digital culture and the digital economy development in general.

This study aims to highlight the challenges and requirements of developing financial inclusion in Algeria as a key factor in achieving sustainable development goals, and it concluded that there is a significant improvement in financial inclusion indicators, especially since the Covid 19 pandemic. However, its levels are still low due to a number of factors that limit the use of digital financial services, which requires more efforts such as supporting digital and financial infrastructure and financial education.

The relevance of the work is caused by the existing imperfection of organizational, technical and information security of the state cadastral valuation in the Russian Federation in the context of digital transformation in the field of land and property relations. This state is determined by the departmental disunity of state information resources. This is especially clearly illustrated in the agricultural land management system, which has negative impact on the reliability and quality of determining the cadastral value of such lands. The aim: to propose a conceptual solution for the development of the digital infrastructure of the cadastral assessment system and its information support. The methods: theoretical analysis of the study and generalization, as well as other generally accepted analytical methods. Results. Modern model of the organization of information interaction of departmental data sources on the state and use of agricultural land was formed. The resulting model allowed us to identify problems that complicate the effective information support of cadastral valuation of agricultural land. As an evidence base for the lack of complete and reliable information about agricultural lands, an analysis of reports on the state cadastral assessment of agricultural lands in a number of regions was carried out. The results of the analysis showed that in most cases appraisers do not use the price-forming factors provided by the current methodology, due to the lack of available and reliable information. As a result of the conducted research, a solution was developed for the development of the digital infrastructure of the cadastral assessment system. A technological scheme for collecting, processing and analyzing initial data on the values of price-forming factors is proposed, based on the introduction of the digital service «Cadastral Assessment», which provides spatial data about objects.

The ambiguous impact of modern information and communication technologies on the economic and social environment actualizes attention to the information aspects of economic security. The purpose of the work is to develop and test a methodology for assessing the security of the information space as a factor in the economic security of the region. Within the framework of this study, such methods as comparative analysis, typology, system method, methods of statistical analysis, index and rating methods, correlation analysis were used. Analysis and systematization of the definitions of the information security concept and research approaches to measuring this phenomenon, as well as the development of a methodology for assessing the security of the information space of regions and testing of this toolkit, led to a number of conclusions. Firstly, the security of the information space is defined as one of the significant factors in the economic security of the region. An integrated approach to the interpretation of the concept of information security is identified as a universal methodological tool that combines both technical and socially determined (cultural, historical, political, legal, financial, etc.) aspects of this issue. The developed index-rating methodology for assessing the security of the information space makes it possible to assess the likelihood of economic security threats that are informational in nature by studying the state of the digital infrastructure, the information openness of organizations and institutions, the protection of users from cyber threats, digital and financial literacy of the population. Secondly, there is no noticeable relationship between most information security components (the average level of connectivity was found only between the digital infrastructure and the information openness of organizations and institutions). This situation indicates that ensuring information security in the context of digitalization of various spheres of life is carried out spontaneously and requires greater coordination. Thirdly, inter-regional disparities in the development of digital and subject (financial) competencies of the population necessary to ensure information security are higher than similar disproportions in other components of information security (digital infrastructure, the availability of websites in organizations and institutions, and the use of anti-virus software by users). In addition, the modules of digital and financial competencies showed the worst results in terms of the number of regions that have an unsatisfactory level of information security in the relevant aspects. Summing up the results of the study, there is a noticeable need for systematic approach in the implementation of information security management policy at the regional level. The proportional development of all components of information security will increase the efficiency of the use of resources allocated for this and ensure the high quality of information space security. Further research within the framework of this issue will be aimed at clarifying the indicators of information security diagnostics and methods for their regulation.

The construction industry is responsible for 30% of energy consumption, 40% of CO2 emissions, and 50% of raw material extraction. Introducing actions to improve the sustainability of induced impacts is urgently necessary, and it is essential to bring about this change by using innovative materials with a natural matrix and construction processes that optimise the raw materials and allow their recyclability. The article introduces the first outcomes of an interdisciplinary research project focused on applying geopolymers for building components. The research highlights the strategic role of sustainability combined with digitisation in order to improve ecological-environmental performance. In order to investigate employees’ needs of the Medical Faculty of the University of Freiburg regarding research data management, the BE-KONFORM study was performed in a two-step approach. First, guideline-based qualitative video interviews with four researchers were performed to identify key constructs of relevance. Second, a standardized online survey was conducted from 1st to 15th of November 2020 based on e-mail invitation by the dean and a faculty newsletter. The questionnaire was provided bilingual (English and German) using a backward-forward translation method, no reminders and incentives were used to increase the response rate. The online survey was programmed in REDCap and was accessible via online link. The target population were members of the Medical Faculty (listed in the newsletter mailing list) regardless of the type of working contract signed. The final dataset contains 236 complete cases (90% German and 10% English). The study includes a randomised module asking for data publication (group A) or not (group B). 113 cases were randomized into group A and 99% of them consented to the publication of the collected research data in anonymized form (n=112). The dataset comprised questions about work-related characteristics (professional status, working experience, scientific field of work), data management-related items (definition of research data management, type of data used, type of storage used for saving data, use of electronic laboratory notebooks), experience and attitudes towards data publication in data repositories, as well as needs and preferences regarding research data management support. The produced data offers the possibility to connect with other data collected in this field in other contexts (faculties or universities).

Data is a new oil because in the development of industry and communication technology, digital data can be an important thing that can be produced, distributed, and consumed, or commodified. Every digital data can be obtained from every side of everyday human life so that datafication becomes something commonplace today. On the other hand, the role of digital infrastructure both physical and non-physical as supporting the operation of the internet and the development of industry and communication technology and Data Industrialization cannot be denied. This article uses a qualitative approach with a systematic review and meta-analysis methods (Crowther, Lim, & Crowther, 2010) which was accompanied by interviews with several relevant informants (Alshenqeeti, 2014) to elaborate related concepts. In this article, I argue that in the digital age, every side of human life can become a digital data which then becomes a digital commodity so that the process of datafication and commodification always appears in every digital data. However, the important role of digital infrastructure both physical non-physical is very important.

This paper investigates how "digital fieldwork" could become new tools of analysis in geography and geopolitics. In this still undeveloped research field, we present various experimental researches, allowing us to approach the digital fieldwork, in its both material (infrastructures) and informational (data under different forms) characters, and to highlight new forms of interactions and rivalries emerging in the datasphere. These research works lead to confront our experiences from fieldworks in Russia and in the Balkans with what digital technologies allow to observe today. The new look at these fieldworks through their digital dimensions inspires to think more generally about the multiple forms that "digital fieldworks" could take from a geopolitical point of view.

One of the current priorities at national and EU level is real-time tax reporting and the exchange of information between the taxpayer and the tax authority, in order to identify in a timely manner possible evasion slippages and apply the most effective measures to sanction and eliminate them. In the last period of time, there is a very ambitious attitude of Romania to continue the process of digitization of Romania, characterized, in addition to the limited application of electronic invoicing RO e-invoice4 and monitoring RO-eTransport5, SAF-T6 reporting required for fiscal audit. The SAF-T file provides auditors with information extracted from taxpayers' accounts regarding any tax liability based on the accounting record, in a standardized and standardized format, for computer-assisted audits, based on software owner audit.

Objective: to identify the main trends in using the digital payment infrastructure for the legalization of criminal revenues. Methods: the methodological basis of the research is a set of methods of scientific cognition, including analysis, synthesis, analogy and comparison.Results: assessing the law enforcement practice in the field of using the digital payment infrastructure for the legalization of criminal revenues and the activities of law enforcement agencies in the field of money laundering at the global level, the author identified and analyzed the following main trends: a) the convergence with the position of the group developing financial measures to combat money laundering in terms of regulation, despite the absence of uniform rules; b) the active inclusion into the sphere of criminal legislation of norms aimed at prohibiting the use of digital assets for money laundering;the problem of jurisdictions and the lack of supranational regulation mechanisms; d) the consolidation of law enforcement efforts and joint operations to curb criminal activity; e) the active use of the confiscation The author comes to the conclusion that the initiative of the Russian Ministry of Internal Affairs and other law enforcement agencies to develop a mechanism for the confiscation of digital assets in the absence of positive regulation seems to be a very inaccurate solution, although determined by the objective circumstances and criminogenic situation.Scientific novelty: the study evaluates the law enforcement practice in the field under consideration and the activities of law enforcement agencies in the field of money laundering at the global level; it highlights the key trends in the use of digital payment infrastructure for money laundering.Practical significance: the main provisions and conclusions of the research can be used by legal scholars, legislators, lawyers and law enforcement officers in the development and improvement of mechanisms to counter the use of digital payment infrastructure for the legalization of criminal revenues.

Healthcare expenditure is only one of the heavy burdens that families face in developing countries. Current research mainly focuses on analyzing the effects of financial policy. There is a lack of studies that examine the understanding and assessment of the impact of digital infrastructure on this issue. In this study, we used the Broadband China policy as a quasi-natural experiment to explore the impact of digital infrastructure on residents' healthcare expenditures in China. Using the differences-in-differences (DID) model and micro-survey data, we found that digital infrastructure has a positive impact on reducing the burden of healthcare expenditure in China. Our findings indicate that residents in cities can save up to 18.8% on healthcare expenses following large-scale digital infrastructure construction. Through mechanism analysis, we found that digital infrastructure reduces residents' healthcare expenditures by improving both commercial insurance availability and the healthcare efficiency of residents. In addition, the effects of digital infrastructure on reducing healthcare expenditure are more pronounced among middle-aged individuals, those with low levels of education, and those with low incomes, which indicates this digital construction wave helps bridge the social gap between the poor and the rich. This study provides compelling evidence of the positive impact of digital society construction on social health and wellbeing.

Critical scholars dealing with platform capitalism, platform urbanism and smart city developments have emphasized manifold challenges connected to the rise of digital platforms and in particular the “Tech Titans”. Due to their economic and political power, platforms are by now often understood as new forms of infrastructures, thus making them an inherent public issue. Alternative models of developing platforms as public infrastructures, such as the emerging concept of platform municipalism point to an ideological shift in planning ideas. However, research on the process of developing planning ideas and their connection to the actual implementation of public platforms is still rare. Thus, this article focuses on the discursive institutionalization of public platforms in Vienna, their ideological foundations and the discursive interactions between different agents to implement new digital infrastructures. The article finds that there has been an ideological shift in the strategic orientation of planning ideas towards a more human-centred development of platforms as new infrastructures. However, lack of coordination and institutional barriers persist. The article critically reflects on the role of local governments in developing digital infrastructures and thus contributes to debates on smart urbanism, platform urbanism and platform municipalism by providing in-depth knowledge on the case of Vienna.

Introduction. The management of the modern archival system should be characterized by the fundamental changes in all its areas, aimed at developing functions for the implementation of state policy in the field of digitalization, as well as developing principles of control in the archival information and search system, which will be implemented using digital technologies and will be able to guarantee the delivery of services to citizens. Purpose and methods. The method of the research is the clarification of promising vectors in the implementation of digital infrastructure in the management of archival institutions of Ukraine in the aspect of the implementation of the state policy of digitalization. To achieve this goal and to solve the research problems, the principles of objectivity and information theory and the traditional set of methods were used (method of systematic approach, structural method, method of situational research, methods of analysis and synthesis, methods of sociological, socio-psychological, pedagogical and managerial analysis, the method of survey). Results. The article analyzes the demand for innovative transformations in the archival sphere of Ukraine due to the development of digital technologies. A review of the supply of tools for the single archival information and search database as an element that unites the digitization potential of the archival system of Ukraine and put the system of archival management at the focus of collaboration with stakeholders. Conclusions. Using the new paradigm of archival management together with the implementation of digital infrastructure allows at the same time to improve the process of the archival management system and modernize the main mechanisms, taking into account current challenges.

The article substantiates the importance of stimulating the information and telecommunication technologies development for the economy and considers the experience of using public-private partnership tool for investment in the IT technologies field in Russia and abroad. Conclusions about the specifics and dynamics of implementation of these projects in developing countries of the world have been made. Using regression analysis, the macroeconomic factors influencing the investments volume in the information and telecommunication technologies sector through public-private partnership tool have been identified and, based on a sample of developing countries, the specific sectoral determinants influence on public-private partnership activity has been studied. The conclusions formulated in the article can serve as a practical guide for private investors and government authorities when launching public-private partnership-projects in the information and telecommunication technologies sector.

The purpose of the article is to substantiate the need for further development of the digital transformation of the Norwegian economy and to provide scientific and practical recommendations for improving its digital policy and concentration of high-tech information and communication technologies. Methodology. The research is based on modern methods of scientific research, in particular, general and special methods of analysis of economic phenomena and processes: historical-logical method; structural-comparative and graphical analysis (to analyze the digital level of Norway in terms of the Network Readiness Index, the Digital Economy and Society Index, the ICT Index and the Global Digital Competitiveness Index); structural-factor analysis; correlation and regression analysis; scenario approach (to justify the priorities of digital development of the Norwegian economy); methods of logical analysis, abstract and cognitive modeling. The results of the survey showed that along with the existing problems, there is significant potential for futher digital development of the Norwegian economy. In order to assess the readiness of the Norwegian economy to implement new forms of ICT (5G and new IoT), the development of ISPs and digital services provided in cyberspace and blockchain systems, the factors characterizing the level of the Norwegian economy digitalization are identified. The study identified the shortcomings, risks, opportunities and advantages of using the latest information and Internet technologies. Based on the results of the analysis, scientific and practical recommendations for the further development of the digital economy in Norway and the prospects for their practical implementation were developed. A set of measures to enhance the potential of the Internet of Things, active subscription to mobile broadband, medium and high-tech industries and digital infrastructure were proposed. Opportunities are proposed as development points to accelerate the transition of businesses to digitalization, encouraging the use of digital technology, creating new business models that include new jobs; employee functionality that encompasses Internet skills, and good computer proficiency. Practical implications. Analysis of the features of the development processes of digital transformation of the Norwegian economy allows us to identify priorities for the introduction of innovative forms of information and communication technologies. It is concluded that the small number of concentrated large databases, low turnover of e-commerce and cross-border online sales of high-tech does not yet allow Norway to begin full coverage of its territory and water area, where industrial innovation fish farms are located, with 5G Internet. To improve its digital policy and concentration of high-tech information and communication technologies, measures are proposed that will incorporate and promote digital development. Value/originality. The presented scientific and practical recommendations take into account current trends and conditions of digitalization of the economies of developed and developing countries, and can be used by governments to improve digital policy and form a sustainable management system of the digitalization process.
