- Abstract
This report presents the results of a survey of both elementary and secondary level teachers in French-language schools in Ontario which was conducted to determine the usage of educational television in these schools. The 630 responses to the questionnaire yielded information on: (1) educational television usage, both live broadcast and videotaped recordings; (2) the availability of electronic equipment such as television sets and videotape recorders; (3) regional use of live television; (4) access to videocassettes produced or distributed by La Chaine; (5) sources of videocassettes other than those of La Chaine; (6) the primary function of educational television; (7) the relevancy of La Chaine broadcasts; (8) teacher planning processes; (9) teacher training needs; and (10) computer usage. It was concluded that educational television in general--and La Chaine in particular--are used widely and with great success because of the quality of the programs and the efficiency of the medium as an instructional tool in schools. Appendices include a copy of the questionnaire sent to teachers; a discussion of decisions made based on responses to the questionnaires; breakdowns of responses by gender, region, and elementary/secondary level; and a list of television series used at the elementary level together with the percentage of respondents who used the particular series. Papers from an international conference on language teaching/learning are presented by topic and grouped under seven sections. An introductory section contains two papers on cultural diversity and world English. The second section, on teacher development, contains papers on these topics: teacher development and socialization; teachers' responses to questions about instruction; characteristics of a good language lesson; teaching students to understand instruction; students' reasons for poor English skills; cross-cultural aspects of the teacher's role; and an instructional materials development workshop. The third section, on classroom techniques and issues, addresses these topics: postsecondary level cooperative learning in Japan; shared inquiry for fostering critical thinking in English-as-a-Second-Language (ESL) instruction; story grammar as a reading and discussion strategy; use of Japanese literature in reading instruction; multimedia second language reading instruction; vocabulary building; Japanese particle usage; beginning writing instruction; discipline-based technical writing; peer writing evaluation; oral communication instruction; dance as an instructional technique; test revision; and continuous assessment using computer-assisted instruction. In section 4, papers on use of technology in the classroom address: use of the Internet; on-line newspapers and magazines; computerized test and materials development; designing materials t accompany videos; and content video in ESL instruction. - Abstract
Following a brief description of educational networking initiatives in Canada, this paper points out some barriers to the further expansion of electronic networking in K-12 classrooms. Disparities in existing infrastructure are described, and considerations about the need to maintain the relevance of educational tools to the learner environment are presented. The importance of user community control of the networking environment is emphasized. In presenting suggestions to further the government's policy objectives of universal service at affordable cost, this paper recommends changes to the regulatory environment to encourage connectivity and suggests that basic services be defined and made available to schools at no cost beyond the fixed monthly line charges. - Abstract
Both mathematics and informatics share common characteristics. Several didacticians propose therefore to define didactic situations permitting learners to "co-construct" knowledge of mathematics and informatics. In this document, the idea is resumed and a certain number of "functional structures" are proposed. These sets of problems take on a special social interest and introduce ideas, methods, and useful techniques to one domain or the other. The junction between the two disciplines is possible thanks to the introduction of equipment for calculations and plotting curves. (Author)

This publication presents the official multicultural education policy statement for Manitoba (Canada) institutions of education and training. The policy is guided by the following three principles: (1) education for full participation in society; (2) education for cultural and linguistic development; and (3) education for intercultural understanding. An introduction describes the adoption of the policy for a multiculutural society by the Government of Manitoba in 1990 and the implications for all branches of government and education. A section on the policy statement describes the three main thrusts of the policy. Another section outlines objectives that will transmit the general policy statement for implementation. A section on multicultural education lists initiatives of Manitoba Education and Training that assist the implementation of the policy. Also listed are tasks for school division, initiatives for postsecondary institutions, and initiatives for ethnocultural communities. A conclusion lists four companion documents to support implementation of the policy. (JB)

This report discusses an approach for the psychoeducational evaluation of students with deafness in the Francophone population of Ontario, Canada. An introduction describes the historical context of education of deaf students and presents the idea that learning a sign language, ideally while the child is very young, furnishes a foundation for subsequently learning to read and write in a second language, French. The report contends that a revision of evaluation strategies is needed, in order to determine: the child's potential, the level of performance achieved, and which teaching strategies will best reduce the gap between the two. Subsequent chapters deal with: (1) the goals of evaluation and the evaluation process; (2) mediation as a central element of evaluation as well as teaching; (3) components of dynamic evaluation including philosophy, preparation, implementation, instruments, and interpretation of results; (4) particular concerns relating to students with deafness, including learning processes and dominant cognitive style and the impact of these concerns on teaching strategies and materials; (5) personalized intervention plans; and (6) integration of evaluation into the service system. - Abstract
To develop good reading habits, children must be surrounded with books, stories and reading not only in the classroom but in the home and the community. Children who read and are read to outside of school do better than those who do not read and are not read to outside of school. Parents and other family members should make books and reading aloud a routine part of life on an everyday basis as well as on important family occasions. Grandparents, aunts, uncles, and other adult friends can do the same. "Reading circles" (a place in the community where children gather on a regular basis to read and share stories together) are an extremely powerful tool in the effort to support learning and literacy, as are reading tents set up at community events, and "street reading" with teen reading teams. Celebrities can be invited to share stories with children. "TV Guide" can be used to read about television shows and to discuss viewing with children. Reluctant readers who are interested in rock music can be reached by discussing with them the lyrics to their favorite songs, by having them read about their favorite performers, or by joining fan clubs. Political issues and personalities can be used to provoke discussions which are then followed up by reading books and articles. If parents and their children persistently and daily come together and share family stories, community stories, and national stories, they will be developing a love for reading and a respect for each other's characteristics and dignity. The present paper updates the World Bank's interpetation of education development and outlines a policy framework for lending for education. After chapters on the relationship between education and development and on the state of education development, the paper devotes a chapter to each of five issues: the expansion and equalization of educational opportunities, the internal efficiency of education systems, the relationship between education and work, the administration and management of education systems, and the costs and finance of education. Subsequent chapters examine external aid to education, review the World Bank's policies and program in lending, and consider the future policies and program of the bank. The policy framework of the bank is outlined in five principe principles that reflect the five issues discussed earlier. Extensive tables are appended. (IRT)

The document, written in French, presents an overview of educational programs in Senegal where ten to 17-year-old students are taught practical skills. The monograph is intended for UNESCO staff members and educational advisors as they collaborate with governments in developing nations to improve educational programs. The document is presented in six chapters. Chapter I discusses general, basic and technical training programs for youth in rural sections of Senegal. Chapter II focuses on characteristics and attitudes of students, teachers, administrators, and on school/community interaction. Chapter III discusses objectives, practical education curriculum, and educational planning. Also presented are case studies of the national educational center at M'Bour and various villages which have experimented with agricultural education. Chapter IV concentrates on expansion of the educational system from 1975 to 1976 and presents a case study of educational development in the village of Koubanao. Chapter V views urban educational programs and outlines the Senegalese government's plans for an urban educational center at Bargny. The final chapter offers recommendations for educational improvement, including that the government should set more specific objectives and should cooperate with international funding agencies such as the World Bank to open additional centers. - Abstract
This study examines the hypothesis that the French used by a large number of Franco-Ontarians represents a linguistic system (or several systems) that differs from Standard French. In addition, a review of previous research leads to the inverse hypothesis, that Ontarian French represents a body of different systems or sub-systems that are more or less related to Standard French. It is proposed that Ontarian French is as valuable and efficient a communicative tool as is Standard French, when used among Franco-Ontarians in informal, everyday communication. The implications of this hypothesis are also examined with respect to: (1) interpretation of results on proficiency tests of Standard French, (2) development of further instruments to measure the proficiency of Franco-Ontarian students in French, and (3) development of classroom materials that focus on the particular needs of these students. A discussion of bilingual education teacher training in Switzerland begins with an introduction to the unique and complex linguistic situation of the country, the political and policy context for bilingual education, and the organization of teacher training in general. A more detailed description of both pre-service and in-service training of bilingual education teachers, at both university and non-university levels, follows. Special attention is given to new developments in the domain of bilingual teaching strategy and technique, including a trend toward experimentation with program design and course organization, use of new technologies and self-paced learning, the language teaching profession's support of bilingual education through programs and resources, teacher and student exchange programs, and classroom teaching innovations. Areas for further progress are identified in pre-service and in-service teacher education and the politics of education. (Contains 12 references.) (MSE)

Language awareness activities appear to give new breath to intercultural approaches within Swiss schools. They allow children to be involved in language by comparing languages, sharing knowledge, and reflecting on language structures and functions. Children develop a rudimentary research approach to languages, and begin to understand that their language system is one among many. Language minority children, often from migrant communities, do not find their languages devalued, and "linguicentrism" declines. The classroom can become a true multilingual community where children speak about general linguistic questions and their own identities at the same time, and are more able to conceptually situate minority languages in majority contexts than they otherwise would. The value and uses of formative evaluation in the school context are discussed. Normative, criterion-based, and "ecological" approaches to formative evaluation are defined, and three general purposes are identified: to fine-tune instruction; to make instruction of larger numbers of students more effective, and to convey to teachers a more constructivist, less transmissive approach to teaching and learning. - Abstract
A discussion of multilingualism in Switzerland begins with a description of the country's linguistic characteristics. Historical Swiss policy recognizing four official languages, one of which (Romansch) is spoken by very few people, is compared with the current situation in which internal and external migration and multilingualism are common. The minimal role of the schools in helping manage this situation is criticized, but increased efforts to improve education's role are noted, particularly in the areas of bilingual education and language immersion. Three educational models are described briefly. The first allows students to repeat their last year of compulsory schooling in another area of the country. The second model focuses on maintenance of Romansch. The third is two-way bilingual education. Based on current conditions and predicted trends, some possible directions for Switzerland are explored. This paper, with portions written in English and French, examines issues in the education of students with emotional or behavior disorders (EBD) from a Canadian perspective. The paper is organized to counter seven "myths" about schools and students with EBD. These are: (1) "the student is the problem" (rather, well organized schools can make a difference in the life of EBD students); (2) "the place of every student is in the regular classroom" (rather, the regular classroom is an objective, but not an end in itself); (3) "more money will do the job" (rather, money generated by special education must go to special education and related professional services); (4) "when your only tool is a hammer, all problems must resemble nails" (rather, interventions must be highly individualized); (5) "experience is everything, the teacher will learn how to deal with these students" (rather, teachers must be in contact with the best knowledge base and practices available); (6) "research? what for? all you need is love" (rather, there is a need for field research done in collaboration with teachers that is focused on the evaluation of educational interventions); and (7) "this is family, not school business" (rather, home-school partnership is necessary to influence the development of EBD students). 35. A Report on the Status of the Teaching of French as a Second Language within CTF Member Organization Jurisdictions.

- Abstract
A ten-member commission on French as a Second Language (FSL) was established by the Canadian Teachers' Federation (CTF) in July 1978, with a three-year mandate. One of the commission's tasks was to review the national scene in the area of FSL education. A process was initiated to survey CTF member organizations, to review education acts and regulations of each province, and to review official reports. This report includes a summary of the findings with comments. The report is presented as follows: (1) provincial/territorial regulations governing FSL education; (2) observations on the regulations in terms of definition of objectives, required grade levels and time allocation, prescribed programs or texts, teacher training, and general observations; (3) federal government support for second language studies, especially assistance for the teaching of the second official language, the special projects program for the development of bilingualism, teachers' bursaries, language training centers, and the second language monitor program; and (4) an outline of relevant policy or position statements by CTE member associations. Appendices include relevant statistical tables and position papers from member associations. A French language version of the body of the report and the statistical tables is included. (AMH)

- Abstract
Two papers describe two aspects of French foreign language instruction in West Germany. The first, "L'enseignement du francais en Republique Federale d'Allemagne" by Abel, deals with the institutional framework for French instruction in West Germany. A discussion of the instructional situation looks first at the history of French instruction since the 19th century in the context of political and social forces, enrollment rates and influences, and the role of French as the most common second language taught. The second paper, "L'enseignement du francais dans classes terminales des lycees allemands" by Able and Lang, examines the objectives and methods of French instruction, looking at the changes in instruction in the last 15 years. The changes in the approach to the first few years of instruction, which now focus more on authenticity than formal language, are considered. The role of the text "Salut A," which first appeared in 1968 and whose content and approach correspond largely to contemporary governmental attitudes and programs, is discussed, and French language instruction in the universities, for both the general college population and foreign language teachers, is examined. A few notes are provided on journals currently and widely used in the field in West Germany. (MSE)

- Abstract
The Task Force on Distance Education and Technology was established in 1992 by the Manitoba Minister of Education and Training. Its mandate was to define the role of distance education programs and the types of technologies to be employed from kindergarten to postsecondary levels. Guiding considerations for the task force included the incorporation of technology into the educational system; the importance of a partnership approach; the importance of meeting the learning needs of all Manitobans; the need for a focus on community; the recognition of continued education reform; a commitment to high quality programs; the need to build upon successful ventures in distance education and technology; the recognition of the intrinsic qualities of technology; the implications of rapidly developing technologies; the significance of changes occurring in telecommunications infrastructure and policies; and the effect of government selection and purchasing of telecommunication services. This report presents recommendations for the following three rationales: (1) education must become client-centered for effective, community-based, lifelong learning to occur; (2) the community-based lifelong learning model requires that program selection, student support, and administrative control of distance education be local; and (3) the greatest necessity for the success of distance education and technology is the assembly of needed resources. Implementation strategies are also described. (TMK)

This two-volume set of papers was produced for the seventh International Gender and Science and Technology (GASTA) Conference. Abstracts of all papers and other presentations have been translated and are published in both English and French. Papers are published in the language in which they were submitted (English or French). GASAT provides a forum for individuals and organizations concerned about the inclusion of girls and women in the world of science and technology, from early childhood to work environments. Volume 1 includes the contributions which are concerned with schooling, including early childhood and those related to the workplace. It contains 53 papers, 6 symposia, 16 roundtables, and 14 workshops representing innovating intervention projects, research findings, evaluative syntheses of interventions, and critical research reviews. Volume 2 contains 60 papers, 5 symposia, 3 roundtables, and 4 workshops representing innovating intervention projects, research findings, evaluative synthesis of interventions, and critical reviews for post-secondary education and living in a world community. The authors took a strategic teaching training course to better analyze their qualities as teachers.
