Existing models for reentry interventions typically seek to address the individual offender's risks for repeat involvement in crime. However, these interventions have not significantly or consistently reduced recidivism. The relatively greater successes of family-based interventions, combined with a body of compelling 'neighborhood effects' theory and research signal the importance of developing and testing interventions for returning youth offenders that address the multi-layered social context(s) in which reentry occurs. Drawing on advances in neighborhood effects theory and spatial technologies, the authors provide a rationale for the development and testing of ecologically-driven juvenile reentry interventions and suggest several directions for future research. In 2006, the United States Centers for Disease Control and Prevention (CDC) recommended expanded and routine use of single-session rapid HIV tests in all health care settings to increase the proportion of persons who learn their HIV status. Limited empiric information is available regarding the costs of rapid testing and pre- and posttest counseling in health care settings. We surveyed 45 U.S. hospitals during 2005 through 2006 to assess the costs associated with rapid testing and counseling. Cost analyses were conducted from the provider (hospital) perspective, and results were expressed in year 2006 U.S. dollars. The mean per-test cost of rapid HIV testing and counseling was $48.07 for an HIV-negative test and $64.17 for a preliminary-positive test. Pre- and posttest counseling costs accounted for 38.4% of the total cost of rapid testing for HIV-negative patients. Counseling costs were significantly correlated with overall test costs. Many hospitals contained overall test costs by limiting time spent in pre- and posttest counseling or by using lower-paid personnel for counseling activities or both. Counseling costs constituted a significant proportion of the overall costs of rapid testing and counseling activities at study hospitals. Our data provide useful baseline data before implementation of the CDC's 2006 recommendations. Sixty cancer chemotherapy patients were randomly assigned to one of four treatments: (a) relaxation training with guided relaxation imagery (RT), (b) general coping preparation package (PREP), (c) both RT and PREP, or (d) routine clinic treatment only. All patients were assessed on self-report, nurse observation, family observation, and physiological measures and were followed for five sequential chemotherapy treatments. Results indicate that the PREP intervention increased patients' knowledge of the disease and its treatment, reduced anticipatory side effects, reduced negative affect, and improved general coping. RT patients showed some decrease in negative affect and vomiting, but not as great as in past studies. The data suggest that a relatively simple, one-session coping preparation intervention can reduce many different types of distress associated with cancer chemotherapy and may be more effective than often-based behavioral relaxation procedures.

A theoretical study of the testable restrictions of Pareto optimal behavior in an economy with public goods is presented. The testable restrictions are evaluated over a finite series of aggregate-level data, production data and individual after-tax income. The tests are used to evaluate the efficiency of public goods provision in the context of informational mechanisms and preference. The techniques presented could offer an efficient theoretical stand point for nonparametric hypothesis and specification tests in situations where private goods, public goods and goods which a mixture of both are present.
