Ground-based stations are one of many observing systems contributing to the generation of data to evaluate climate trends and variations locally and globally. Networks of stations are made of various numbers of observing sites, equipped with different typologies and varieties of instruments, differently managed and maintained. Among such networks a limited number of stations are required as a reference, to provide top quality traceable measurements and as the top level of a tiered approach; it is these stations which are here designated as Climatological Reference Stations (CRS). At present, there is no agreed definition of the key instrumental and technical features of a CRS, nor are there defined reference measurement procedures. This leads to the situation of a multitude of approaches among different National Meteorological and Hydrological Services (NMHSs), research institutes and other agencies that reduces the comparability of results in space and in time. The lack of CRSs, moreover, is a major contributor to the huge efforts required to harmonize data and detect biases locally, regionally and globally, as in their absence there is a need to fall back on other stations which are more likely to have such biases. This article reports on the outcomes of the work of a group of experts, nominated by the World Meteorological Organization (WMO) Commission for Climatology (CCI), tasked to promote a standardized and agreed concept about the definitions, specifications and technical characteristics of climate reference data and stations for ground-based networks, with the addition of a practical example of climatological reference station installed in the framework of an European funded project, with the purpose of comparing and confirming the prescribed characteristics and

Approximating differential operators defined on two-dimensional surfaces is an important problem that arises in many areas of science and engineering. Over the past ten years, localized meshfree methods based on generalized moving least squares (GMLS) and radial basis function finite differences (RBF-FD) have been shown to be effective for this task as they can give high orders of accuracy at low computational cost, and they can be applied to surfaces defined only by point clouds. However, there have yet to be any studies that perform a direct comparison of these methods for approximating surface differential operators (SDOs). The first purpose of this work is to fill that gap. For this comparison, we focus on an RBF-FD method based on polyharmonic spline kernels and polynomials (PHS+Poly) since they are most closely related to the GMLS method. Additionally, we use a relatively new technique for approximating SDOs with RBF-FD called the tangent plane method since it is simpler than previous techniques and natural to use with PHS+Poly RBF-FD. The second purpose of this work is to relate the tangent plane formulation of SDOs to the local coordinate formulation used in GMLS and to show that they are equivalent when the tangent space to the surface is known exactly. The final purpose is to use ideas from the GMLS SDO formulation to derive a new RBF-FD method for approximating the tangent space for a point cloud surface when it is unknown. For the numerical comparisons of the methods, we examine their convergence rates for approximating the surface gradient, divergence, and Laplacian as the point clouds are refined for various parameter choices. We also compare their efficiency in terms of accuracy per computational cost, both when including and excluding setup costs.

The prospective 1-year EPIC study enrolled 341 patients with myelodysplastic syndromes (MDS); although baseline iron burden was >2500. ng/mL, ∼50% were chelation-naïve. Overall median serum ferritin decreased significantly at 1 year (p=0.002). Decreases occurred irrespective of whether patients were chelation-naïve or previously chelated; changes were dependent on dose adjustments and ongoing iron intake. Sustained reductions in labile plasma iron were observed. Discontinuation rate (48.7%) and adverse event profile were consistent with previously reported deferasirox data in MDS. Alanine aminotransferase levels decreased significantly; change correlated significantly with reduction in serum ferritin (p<0.0001). This large dataset prospectively confirms the efficacy and well characterizes the safety profile of deferasirox in MDS. © 2010 Elsevier Ltd.

The advice that these treatises offer is materialistic and even cynical, because the writers, moving in a political milieu, were realists who were attempting to provide instruction to their sons that would ensure success they would have cared not at all for the idealistic niceties. The distinction and position of Burghley and Raleigh may in part account for the popularity of their manuals in the seventeenth century, long after their deaths, but obviously both works possessed qualities congenial to the age, and readers approved of the way they mingled virtue and pragmatism. Of the three works, Dr. Wright comments, Osborne’s “must be regarded as a literary creation in addition to being a practical manual composed for the use of a particular person.” The student of English history will find this book a valuable addition to his library.
