- Abstract
The aim of this paper is to review the presence of international cooperation in Mozambique, analysing the main actors, their forms of action, their impact and whether international cooperation in this country is altruistic or not. An approach to international cooperation in Mozambique is made, taking Spain as a reference point, as it is one of the main actors in cooperation, having collaborated with the country for more than 30 years., El objetivo de este trabajo es hacer un recorrido sobre la presencia de la cooperación internacional en Mozambique, analizando los principales actores, sus formas de actuación, su impacto y analizando si la cooperación internacional en este país se hace de forma altruista o no. Se realiza una aproximación a la cooperación internacional en Mozambique tomando como referencia España por ser uno de los principales actores de cooperación llevando más de 30 años colaborando con el país., L’objectif de cet article est d’examiner la présence de la coopération internationale au Mozambique, en analysant les principaux acteurs, leurs formes d’action, leur impact et en déterminant si la coopération internationale dans ce pays est altruiste ou non. Une approche de la coopération internationale au Mozambique est réalisée en prenant l’Espagne comme point de référence, car elle est l’un des principaux acteurs de la coopération et collabore avec le pays depuis plus de 30 ans.

3. The Gulf monarchies role in the international development cooperation system
- Abstract
The international cooperation system is in a change process. New actors assume a increasing role in the development aid framework. Gulf monarchies such as Saudi Arabia, the United Arab Emirates, Kuwait or Qatar become emerging powers in this international relations sector. The paper analyzes the relevance of Gulf countries donors and their impact on the international cooperation scenary. The research discusses the goals behind its policies, as well as the priority regions in receiving its aid programs., El sistema de cooperación internacional está en un proceso de cambio. Nuevos actores asumen un papel creciente en el marco de la ayuda al desarrollo. Las monarquías del Golfo como Arabia Saudí, Emiratos Árabes Unidos, Kuwait o Qatar representan potencias emergentes en este sector de las relaciones internacionales. El artículo analiza la relevancia estos países árabes como donantes y su impacto en el escenario de la cooperación internacional. La investigación discute sobre los objetivos detrás de sus políticas, así como las regiones preferentes en la recepción de sus programas de ayuda., Le système de coopération internationale est en pleine mutation. De nouveaux acteurs assument un rôle croissant dans le cadre de l'aide au développement. 4. International Legal Cooperation in the Field Of Criminal Justice: New Challenges and Ways to Overcome Them
- Abstract
Purpose: Nowadays, international legal cooperation in criminal justice is one of the most important components of each country's legal system. Due to the growing number of international crimes, such as terrorism, cybercrime, cross-border crime and others that have become transnational, the need for effective international cooperation is becoming increasingly important. This article provides a comprehensive overview of the principles, forms and instruments of international cooperation in criminal matters. Method: The article uses general and special scientific methods. Results: The article emphasizes the importance of trust, mutual responsibility and cooperation, mutual legal assistance and protection of human rights as key principles of international cooperation. The article also considers various instruments of international cooperation, such as Interpol, Europol, the Hague Conference on Private International Law and others. Conclusions: The article argues that these instruments play a crucial role in facilitating cross-border cooperation and improving the effectiveness of criminal justice systems around the world. The article is a valuable contribution to understanding the importance of international cooperation in criminal justice and its impact on national legal systems. The article provides a clear explanation of the concepts and principles of international cooperation in criminal justice, its current problems, challenges, work currently underway to overcome them, and future plans to improve international cooperation in the field of criminal justice.

5. A shared commitment : African-Nordic peace and security cooperation : a report from the Norwegian Institute of International Affairs (NUPI) and the Nordic Africa Institute (NAI)
- Abstract
Over the past decade, the Nordic countries – Denmark, Finland, Iceland, Norway, and Sweden – have strengthened their relationship with African states and societies by supporting the African Peace and Security Architecture and promoting African involvement in conflict prevention, mediation, peacekeeping, and peacebuilding efforts. This report offers an overview of the partnership between African and Nordic countries in peace and security from 2012 to 2021. It features original case studies on Nordic country cooperation with African actors and institutions, across an array of efforts, including support to peace processes, building capacity and training for inclusive conflict management, contributing to peace operations, and advancing gender equality, climate adaptation and resilience. It also includes perspectives on cross-cutting themes such as women, peace and security, youth, countering violent extremism, and partnership with the African Union. 6. Análisis de principios y contenidos pedagógicos de Másteres de Cooperación Internacional y ONGDs
- Abstract
Postgraduate university training with respect to international cooperation consisted, at the University of Granada, and more than a decade ago, of two master's degrees. Today there is only the Master's Degree in Development Cooperation, Public Management and Development NGOs. The present investigation establishes a diagnosis and subsequent comparative analysis of the didactic contents of the current master's degree with the extinct Master's Degree in Management of International Cooperation and NGOs (Department of Political Science and Administration, Faculty of Political Sciences and Sociology), through of their teaching plans. The conclusions are related to notable differences between the master's degrees, showing what these are, as well as questioning the reasons for the training differences between one time and another, given a limited time span to a certain extent., A formação universitária pós-graduada em matéria de cooperação internacional consistiu, na Universidade de Granada, há mais de uma década, em dois mestrados. Hoje só existe o Mestrado em Cooperação para o Desenvolvimento, Gestão Pública e ONGD. A presente investigação estabelece um diagnóstico e posterior análise comparativa dos conteúdos didáticos do atual mestrado com o extinto Mestrado em Gestão da Cooperação Internacional e ONGs (Departamento de Ciência Política e Administração, Faculdade de Ciências Políticas e Sociologia), através dos seus planos educacionais. As conclusões prendem-se com diferenças notáveis entre os mestrados, mostrando quais são, bem como questionando as razões das diferenças formativas entre uma época e outra, dado um percurso temporal de certa forma limitado., La formación universitaria de posgrado con respecto a la cooperación internacional constaba, en la Universidad de Granada, y hace más de una década, de dos másteres. Hoy solo existe el Máster Universitario en Cooperación al Desarrollo, Gestión Pública y de las ONGD. La presente investigación establece un diagnóstico y posterior análisis comparado de contenidos didácticos del vigente máster con el extinto Máster en Gestión de la Cooperación Internacional y de las ONGs (Departamento de Ciencia Política y de la Administración, Facultad de Ciencias Políticas y Sociología), a través de sus planes docentes. Las conclusiones se relacionan con diferencias notables entre los másteres, mostrándose cuáles son estas, así como cuestionándose los porqués de las diferencias formativas entre una época y otra, dado un transcurso temporal hasta cierto punto escaso.

7. La internacionalización de la investigación en países emergentes: perspectivas de gestores de internacionalización en Colombia
- Abstract
The internationalization of research has become a tool for emerging countries to develop their capacities in Science, Technology, and Innovation. This research sought to understand how the internationalization of research is coordinated from the perspective of managers of the internationalization of Colombian universities, to present implications for the development of this topic in emerging countries. For this, a focus group was conducted, whose data was analyzed with qualitative content analysis. It is necessary to work on capacity building, to be able to manage transnational projects. In Latin-American, bilingualism is a challenge, as well as the lack of competencies to publish in high-impact journals and for the administration of resources from international cooperation. To move forward, institutions must align research interests with transnational challenges, create internal work teams, and carry out monitoring and impact measurements., La internacionalización de la investigación se ha convertido para los países emergentes en una herramienta de cara al desarrollo de sus capacidades en ciencia, tecnología e innovación. Esta investigación buscó comprender cómo se gestionan los procesos de internacionalización de la investigación desde una perspectiva de gestores de la internacionalización de universidades colombianas, con el fin de exponer implicaciones para el desarrollo de este tema en países emergentes. Para esto, se realizó un grupo focal cuyos datos fueron analizados con el análisis cualitativo de contenido. Se debe trabajar en la construcción de capacidades para poder gestionar proyectos transnacionales. En Latinoamérica el bilingüismo es un reto, también la falta de competencias para publicar en revistas de impacto y la administración de recursos de la cooperación internacional. Para avanzar, las instituciones deben alinear los intereses de investigación con problemas trasnacionales, crear equipos internos de trabajo y realizar seguimientos y mediciones de impacto.

8. Cooperación Internacional: Un desafío en la Educación Superior Pública y Regional
- Abstract
The article aims to analyze international cooperation, from the agreement between the University of Atacama UDA-Chile and the University of Nariño UDENAR-Colombia, the two institutions are public and regional higher education. The study was qualitative - descriptive, the participants were 13 teachers, administrators, and students belonging to the two universities. Their ages fluctuate between 21 and 59 years, men and women, born in Chile or Colombia. Documentary analysis and a questionnaire with open questions were adapted as data collection techniques. The results show a positive assessment of the agreement since it has been managed from the three substantive university functions: teaching, research, and social interaction; In it, the learning acquired by each participant and the need to deepen the investigation become strong. It is concluded that internationalization has many benefits from cultural exchange, international prestige, and learning, as well as the transdisciplinarity of the agreement, which through critical thinking, builds spaces for dialogue of knowledge not fragmented into disciplines, but united by the genuine interest in knowledge., O artigo tem como objetivo analisar a cooperação internacional, a partir do convênio entre a Universidade de Atacama UDA-Chile e a Universidade de Nariño UDENAR-Colômbia, as duas instituições são públicas e de ensino superior regional. O estudo foi qualitativo - descritivo, os participantes foram 13 entre professores, administradores e alunos pertencentes às duas universidades. Suas idades oscilam entre 21 e 59 anos, homens e mulheres, nascidos no Chile ou na Colômbia. A análise documental e um questionário com questões abertas foram utilizados como técnicas de coleta de dados. Os resultados mostram uma avaliação positiva do convênio, uma vez que tem sido gerido a partir das três funções substantivas da universidade: ensino, pesquisa e interação social; Nesse mesmo sentido, torna-se forte o aprendizado adquirido por cada participante e a necessidade de aprofundar a pesquisa. Conclui-se que a internacionalização traz muitos benefícios pelo intercâmbio cultural, prestígio internacional e aprendizado, bem como a transdisciplinaridade do convênio, que por meio do pensamento crítico, constrói espaços de diálogo de saberes não fragmentados em disciplinas, mas unidos pelo interesse genuíno., El artículo tiene por objetivo el analizar la cooperación internacional, desde el convenio entre la Universidad de Atacama UDA-Chile y la Universidad de Nariño UDENAR-Colombia, las dos instituciones son de educación superior públicas y regionales. El estudio fue cualitativo – descriptivo, los participantes fueron 13 entre docentes, administrativos y estudiantes pertenecientes a las dos universidades. Sus edades fluctúan entre los 21 y 59 años, hombres y mujeres, nacidos en Chile o Colombia. Se utilizó como técnicas de recolección de información el análisis documental y un cuestionario con preguntas abiertas. Los resultados muestran una valoración positiva del convenio puesto que se ha manejado desde las tres funciones sustantivas universitarias: docencia, investigación e interacción social; en este mismo sentido se hace fuerte los aprendizajes adquiridos por cada participante y la necesidad de profundizar en investigación. Se concluye que la internacionalización tiene muchos beneficios desde el intercambio cultural, el prestigio internacional y los aprendizajes, así como la transdisiciplinariedad del convenio, que a través del pensamiento crítico construyendo espacios de diálogo de saberes no fragmentado en disciplinas, sino unido por un interés genuino por el conocimiento.

9. Iniciativa Conjunta México y Estados Unidos: pandemia de COVID-19 y frontera segura
- Abstract
From a governance approach, this article analyzes and compares the United States-Mexico Joint Initiative to Combat the COVID-19 Pandemic, with respect to the North American Plan for Animal and Pandemic Influenza, and its contribution to promoting a secure border in the context of post-pandemic. The methodology is based on an analysis of the Joint Initiative and the North American Plan for Animal and Pandemic Influenza, as well as the orders issued under sections 362 and 365 of the United States government's Public Health Service Act. In addition, a governance model to promote better cross-border management of the pandemic toward a secure border is analyzed. Among the conclusions, the following are stated: the Plan considered effective governance that had an impact on the reduction of the H1N1 pandemic, which did not happen with the Joint Initiative in the case of the COVID-19 pandemic. Although the US border was closed to Mexican residents with a United States visa, for 18 months (March 20, 2020 to November 7, 2021), with a national security criterion, the number of infections and deaths on the United States-Mexico border did not decrease, due to a governance deficit, En este artículo se analiza y compara la Iniciativa Conjunta México y Estados Unidos para Combatir la Pandemia de COVID-19, con respecto al Plan de América del Norte para la Influenza Animal y Pandémica, y su aporte para promover una frontera segura en el contexto de la pospandemia, con base en un enfoque de gobernanza. La metodología se fundamenta en un análisis de la Iniciativa Conjunta y del Plan, al igual que de las órdenes emitidas bajo las secciones 362 y 365 de la Ley de Servicio de Salud Pública del gobierno de Estados Unidos. Además, se analiza un modelo de gobernanza para promover una mejor gestión transfronteriza de la pandemia, hacia una frontera segura. Entre las conclusiones, se plantean las siguientes: el Plan consideró una gobernanza eficaz, que contribuyó a reducir la pandemia H1N1, lo cual no sucedió con la Iniciativa Conjunta, en el caso de la pandemia COVID-19. Aunque se cerró la frontera estadounidense a los residentes mexicanos con visa de Estados Unidos durante 18 meses (20 de marzo de 2020 a 7 de noviembre de 2021), con un criterio de seguridad nacional, no disminuyeron los contagios y fallecimientos en la frontera México-Estados Unidos, a causa de un déficit de gobernanza.

10. Alcances y límites de la cooperación internacional subestatal. La experiencia de los corredores bioceánicos
- Abstract
The article aims to investigate the relations and international strategies undertaken by sub-state actors to promote their regions and ports through bioceanic corridors. Using a qualitative methodology, focused on primary sources and interviews with participants in this type of initiative in the northern region of Chile, we analyzed the strategies and interactions between these actors, with the central government and at the international level. As a result, the scope and limits of subnational international cooperation are identified. We conclude that over twenty years after the start of projects such as the bioceanic corridors, and despite a broad and prolonged deployment of international actions by those actors, they still have not materialized., El artículo tiene como objetivo indagar en las relaciones y estrategias internacionales que emprenden los actores subestatales para la promoción de sus regiones a través de corredores bioceánicos. Mediante una metodología cualitativa, centrada en fuentes primarias y entrevistas a los partícipes de este tipo de iniciativas en el norte grande de Chile, son analizadas dichas estrategias y las interacciones que se producen entre estos actores, con el gobierno central y en el nivel internacional. Como resultado, se identifican los alcances y límites de la cooperación internacional subnacional. Se concluye que, a más de veinte años del inicio de proyectos como los corredores bioceánicos, y pese a un amplio y prolongado despliegue de acciones internacionales por dichos actores, todavía no se materializan.

11. Atención sanitaria a personas extranjeras con ocasión de la pandemia del COVID 19: análisis comparativo con especial referencia a la situación fronteriza de Ceuta
- Abstract
La gestión de la pandemia a nivel global ha precisado de políticas de intervención en todos los ámbitos para dar una respuesta coherente en la que se incluye la coordinación transfronteriza. En este trabajo se pretende analizar cuál ha sido el impacto que han tenido las medidas Covid-19 en los espacios fronterizos de España, especialmente los de Ceuta con Marruecos, Extremadura con Portugal y Fuenterrabía, los Pirineos y Andorra con Francia. Por su parte, también se pretende comparar cómo se ha prestado la asistencia sanitaria a los trabajadores transfronterizos, así como observar cómo ha variado esa asistencia en los diferentes servicios sanitarios de Ceuta en los que se atendían. Las políticas sociales deben garantizar los derechos de facto de las personas migrantes en situaciones de especial vulnerabilidad, así como responder a los principios de igualdad y universalidad a su acceso, por lo que se han de reformular las bases que lo regulan y afianzar su estabilidad., The management of the pandemic at a global level has required intervention policies in all areas to provide a coherent response that includes the cross-border coordination. This work aims to analyze what has been the impact that Covid-19 measures have had on the border areas of Spain, especially those of Ceuta with Morocco, Extremadura with Portugal and Fuenterrabía, the Pyrenees and Andorra with France. For its part, it is also intended to compare how healthcare has been provided to cross-border workers, as well as observing how this assistance has varied in the different health services of Ceuta in which they were treated. Social policies must guarantee the in fact rights of migrants in situations of special vulnerability, as well as responding to the principles of equality and universality to its access, so that the bases that regulate it must be reformulated and strengthen its stability.

- Abstract
Since the beginning of Russia’s full-scale war in Ukraine, Arctic Review on Law and Politics has been publishing reports on the situation of Indigenous peoples of Russia, on the changes in Russian legislation, and on the lives of Indigenous individuals who have left Russia rather than comply with the political regime. This article contributes to the journal’s efforts to shed light on the challenges related to the war in Ukraine and covers the following topics: 1) the continuing changes in Russian legislation and their aggravating impact on Indigenous peoples of Russia; 2) the worsening problem of crime in Russia and it’s impact on the wellbeing of Indigenous peoples; and 3) international cooperation of Indigenous peoples of Russia.

22. The European Public Prosecutor’s Office - The protection of the EU’s financial interests as supranational integration project
- Abstract
This article provides an overview of the powers of the recently created European Public Prosecutor's Office, a supranational body that investigates and prosecutes criminal offenses affecting the financial interests of the European Union (“EU”). Various aspects related to the criminal procedure and substantive criminal law will be discussed in order to explain how the European Public Prosecutor's Office is imbedded in the national judicial systems despite its supranational origin. Among the issues to be examined will be the requirement to prosecute crime efficiently, while ensuring that the procedural rights of the suspects and the prosecuted persons are duly respected. Particular attention will be paid to cooperation with other EU entities and national authorities both in the Member States and in third countries. The elements contained in this article will allow the reader to assess whether the European Public Prosecutor's Office has met the objectives set by the EU legislator., El presente artículo ofrece una descripción general de las competencias de la recientemente creada Fiscalía Europea, un organismo supranacional que investiga y persigue delitos penales que afectan los intereses financieros de la Unión Europea (“UE”). 23. Cooperación internacional en contextos de difusión controlada de tecnología: estrategias y elecciones tecnológicas de Brasil en la adquisición de centrales nucleares en el siglo XX
- Abstract
This article analyzes Brazil’s processes of nuclear power plants acquisition in the 20th century, taking into account the external constraints inherent to key technological sectors and national technological strategies carried out in semi-peripheral contexts. Methodologically, it implements a comparative analysis based on process tracing, complemented with a bibliographic and documentary review. First, it examines the framework of external conditions, which include international technical cooperation and controlled diffusion of technology promoted by the nuclear powers in the Cold War context. Later, it analyzes the case of Brazil, identifying its nuclear plants acquisition strategies from previous cooperation links. Finally, it analyses the results reached. This way, the article aims to contribute to the dialogue between the fields of International Relations and the Social Studies of Science and technology. , El artículo analiza los procesos de adquisición de centrales nucleares desarrollados en el siglo XX en el caso de Brasil, teniendo en cuenta los constreñimientos internacionales propios de sectores tecnológicos duales y las estrategias tecnológicas nacionales llevadas adelante en contextos semiperiféricos. Metodológicamente implementa un análisis basado en el process tracing, complementado con revisión bibliográfica y documental. Primero, examina el marco de condicionamientos externos, conformado por las acciones de cooperación técnica internacional y difusión controlada de tecnología impulsadas por las potencias nucleares en el contexto de Guerra Fría. Luego, analiza el caso de Brasil, identificando las estrategias de adquisición de centrales nucleares a partir de lazos de cooperación internacional establecidos previamente. Seguidamente, se analizan los diferentes resultados alcanzados en los dos casos estudiados. Seguidamente analisa o caso de Brasil, identificando as estratégias de aquisição de usinas nucleares a partir dos laços de cooperação prévios. Seguidamente, analisa os diferentes resultados alcançados nos dos casos estudados. Ante el proceso de tránsito de los Objetivos de Desarrollo del Milenio hacia los Objetivos de Desarrollo Sostenible a partir de 2016, y ante una mayor formalización de la cooperación internacional en México a partir de la creación de la Agencia Mexicana de Cooperación Internacional para el Desarrollo en 2011, es pertinente conocer la percepción actual de la cooperación internacional en el país. Así, el presente artículo presenta los principales hallazgos del diagnóstico realizado en 2014 entorno a la opinión de líderes y expertos sobre las tendencias observadas sobre los principales retos e implicaciones para México como país receptor, donante o dual y para su política exterior, pero sobre todo para una mejor ejecución y participación en la Agenda 2030., Facing the transition of the Millennium Development Goals towards the Sustainable Development Goals from 2016 onwards, and facing a more formal cooperation in Mexico with the creation of its Agency in 2011, it becomes relevant to know the current situation on the international cooperation in the country. 25. Has the 2021 general SDR allocation been useful? For what and for whom?
- Abstract
Ante la crisis del COVID-19, tanto el Fondo Monetario Internacional (FMI) como otras instituciones multilaterales y distintos países tomaron medidas excepcionales. Entre otras, el FMI acordó la mayor asignación de derechos especiales de giro (DEG) de su historia, una asignación que más que triplicó el volumen de DEG para cubrir las necesidades globales de reservas y, en última instancia, apoyar a los países más vulnerables. Los países miembros pueden mantener sus DEG para aumentar sus reservas o emplearlos para, por ejemplo, cancelar deudas con el FMI, realizar préstamos al FMI o cambiarlos por divisas. Este documento evalúa cómo los miembros han utilizado la asignación de DEG de 2021. Los resultados muestran que en su mayor parte la asignación ha aumentado las reservas, si bien el 40 % de los países emergentes y más del 60 % de los de bajos ingresos han utilizado DEG para atender sus deudas con el FMI o para cambiarlos por divisas, principalmente con el fin de apoyar políticas sociales y de salud. Además, de acuerdo con el objetivo del G20 de canalizar 100.000 millones de dolares en DEG a países necesitados, los miembros con posiciones económicas sólidas han prestado voluntariamente parte de sus DEG a fondos fiduciarios del FMI que ofrecen financiación a países vulnerables en términos ventajosos., In the face of the COVID-19 crisis, the International Monetary Fund (IMF), other multilateral institutions and countries took unprecedented measures. Inter alia, the IMF agreed on an historical SDR allocation that more than tripled the volume of SDRs to cover long-term global reserve needs and ultimately support vulnerable countries. Member countries can keep SDRs to boost their reserves or use them in other ways, including to cancel their debts with the IMF, lend to the IMF or exchange SDRs for currencies. This document evaluates how members have used the 2021 SDR allocation. The findings show that most of the allocation has been used to increase reserves, although 40% of emerging economies and more than 60% of low-income countries have used SDRs to service their debts with the IMF or to exchange for currency, mainly for budgetary purposes in relation to social and health policies. Furthermore, in line with the G20’s objective to channel USD 100 bn of SDRs to countries in need, members with sound economic positions have voluntarily lent some of their SDRs to IMF trusts that finance vulnerable countries in affordable terms.

26. International technology innovation to accelerate energy transitions: The case of the international energy agency technology collaboration programmes
- Abstract
International cooperation in technology innovation can help accelerate energy transitions globally. If they are to promote global systemic change, partnerships need to move beyond nurturing niches and increase their geographical reach. Moving beyond niches brings challenges for such international partnerships traditionally focused on technological-hardware innovation in advanced countries. Based on an analytical framework rooted in innovation and transition studies, this paper explores how international technology innovation partnerships can help accelerate transitions globally by conducting a unique empirical study of the almost five decades-old IEA Technology Collaboration Programmes (TCPs). Results suggest that well-established networks for knowledge diffusion, growing compatibility of activities with climate change mitigation goals, and increased global participation currently enable TCPs to contribute to the energy transition. Improving outreach to non-scientific audiences, knowledge diffusion beyond technical knowledge, and cross-sectoral coordination, as well as ensuring equal-footing participation of developing countries, remain challenges to be addressed, especially as the transition accelerates.

27. Análisis de principios y contenidos pedagógicos de Másteres de Cooperación Internacional y ONGDs

Postgraduate university training with respect to international cooperation consisted, at the University of Granada, and more than a decade ago, of two master's degrees. Today there is only the Master's Degree in Development Cooperation, Public Management and Development NGOs. The present investigation establishes a diagnosis and subsequent comparative analysis of the didactic contents of the current master's degree with the extinct Master's Degree in Management of International Cooperation and NGOs (Department of Political Science and Administration, Faculty of Political Sciences and Sociology), through of their teaching plans. The conclusions are related to notable differences between the master's degrees, showing what these are, as well as questioning the reasons for the training differences between one time and another, given a limited time span to a certain extent., A formação universitária pós-graduada em matéria de cooperação internacional consistiu, na Universidade de Granada, há mais de uma década, em dois mestrados. Hoje só existe o Mestrado em Cooperação para o Desenvolvimento, Gestão Pública e ONGD. A presente investigação estabelece um diagnóstico e posterior análise comparativa dos conteúdos didáticos do atual mestrado com o extinto Mestrado em Gestão da Cooperação Internacional e ONGs (Departamento de Ciência Política e Administração, Faculdade de Ciências Políticas e Sociologia), através dos seus planos educacionais. As conclusões prendem-se com diferenças notáveis entre os mestrados, mostrando quais são, bem como questionando as razões das diferenças formativas entre uma época e outra, dado um percurso temporal de certa forma limitado., La formación universitaria de posgrado con respecto a la cooperación internacional constaba, en la Universidad de Granada, y hace más de una década, de dos másteres. Hoy solo existe el Máster Universitario en Cooperación al Desarrollo, Gestión Pública y de las ONGD. La presente investigación establece un diagnóstico y posterior análisis comparado de contenidos didácticos del vigente máster con el extinto Máster en Gestión de la Cooperación Internacional y de las ONGs (Departamento de Ciencia Política y de la Administración, Facultad de Ciencias Políticas y Sociología), a través de sus planes docentes. Las conclusiones se relacionan con diferencias notables entre los másteres, mostrándose cuáles son estas, así como cuestionándose los porqués de las diferencias formativas entre una época y otra, dado un transcurso temporal hasta cierto punto escaso.

This article examines the role of fair-trade networks in promoting sustainable development and how universities can contribute to this process. Examples of fair-trade networks at the local, national, and international levels are presented, and fair-trade principles are discussed. University programs that promote fair trade are also described, and the impact of these programs on the community and sustainable development is analyzed. In addition, research topics in the field of fair trade are reviewed, and the challenges and opportunities in the participation of small producers and local businesses in fair trade networks are explored. Examples of international cooperation initiatives for fair trade are presented, and the importance of international cooperation for sustainable development is highlighted. Finally, the potential of universities to promote fair trade and sustainable development is reflected upon, and recommendations are proposed to encourage their participation in this field. This article provides an overview of fair trade and the ways in which universities can participate and contribute to sustainable development through the promotion of fair trade., Este artículo examina el papel de las redes de comercio justo en la promoción del desarrollo sostenible y cómo las universidades pueden contribuir a este proceso. 29. La internacionalización de la investigación en países emergentes: perspectivas de gestores de internacionalización en Colombia

The internationalization of research has become a tool for emerging countries to develop their capacities in Science, Technology, and Innovation. This research sought to understand how the internationalization of research is coordinated from the perspective of managers of the internationalization of Colombian universities, to present implications for the development of this topic in emerging countries. For this, a focus group was conducted, whose data was analyzed with qualitative content analysis. It is necessary to work on capacity building, to be able to manage transnational projects. In Latin-American, bilingualism is a challenge, as well as the lack of competencies to publish in high-impact journals and for the administration of resources from international cooperation. To move forward, institutions must align research interests with transnational challenges, create internal work teams, and carry out monitoring and impact measurements., La internacionalización de la investigación se ha convertido para los países emergentes en una herramienta de cara al desarrollo de sus capacidades en ciencia, tecnología e innovación. Esta investigación buscó comprender cómo se gestionan los procesos de internacionalización de la investigación desde una perspectiva de gestores de la internacionalización de universidades colombianas, con el fin de exponer implicaciones para el desarrollo de este tema en países emergentes. Para esto, se realizó un grupo focal cuyos datos fueron analizados con el análisis cualitativo de contenido. Se debe trabajar en la construcción de capacidades para poder gestionar proyectos transnacionales. En Latinoamérica el bilingüismo es un reto, también la falta de competencias para publicar en revistas de impacto y la administración de recursos de la cooperación internacional. Para avanzar, las instituciones deben alinear los intereses de investigación con problemas trasnacionales, crear equipos internos de trabajo y realizar seguimientos y mediciones de impacto.

El reconocimiento y las obligaciones derivadas del derecho al asilo y la protección internacional, ampliamente estudiados por el profesor Javier de Lucas a lo largo de su trayectoria, implican también la exigencia de proporcionar una digna acogida con arreglo a los compromisos establecidos. Sin embargo, los países occidentales vienen aplicando gastos de la Ayuda Oficial al Desarrollo (AOD) a la atención a los refugiados en sus propios países, mediante procedimientos y criterios muy cuestionables que conviene someter a debate., The recognition and obligations derived from the right to asylum and international protection, extensively studied by Professor Javier de Lucas throughout his career, also imply the requirement to provide a dignified reception in accordance with the established commitments. However, Western countries have been applying Official Development Assistance (ODA) expenditures to care for refugees in their own countries, using highly questionable procedures and criteria that should be debated.

31. Impact and Sustainability of Foreign Medical Aid: A Qualitative Study with Honduran Healthcare Providers.

BackgroundThere is growing concern about the sustainability and long-term impact of short-term medical missions (STMMs)-an increasingly common form of foreign medical aid-given that brief engagements do little to address the underlying poverty and fragmented healthcare system that plagues many low- and middle-income countries (LMICs). In the absence of formal evaluations, unintended but serious consequences for patients and local communities may arise, including a lack of continuity of patient care, poor alignment with community needs, and cultural and language barriers.ObjectiveWe conducted semi-structured interviews with Honduran healthcare providers (n = 88) in 2015 to explore local providers' perceptions of the impact and sustainability of foreign medical aid on patient needs, community health, and the country's healthcare system.MethodsRespondents represented a random sample of Honduran healthcare providers (physicians, dentists, nurses) who worked for either a government-run rural clinic or non-governmental organization (NGO) in Honduras.FindingsHonduran healthcare providers largely framed foreign medical teams as being assets that help to advance community health through the provision of medical personnel and supplies. Nonetheless, most respondents identified strategies to improve implementation of STMMs and reduce negative impacts. Many respondents emphasized a need for culturally- and linguistically-tailored medical care and health education interventions. Participants also recommended strengthening local partnerships to mitigate the risk of dependence, including on-going training and support of community health workers to promote sustainable change.ConclusionsGuidelines informed by local Honduran expertise are needed to increase accountability for more robust training of foreign physicians in the provision of context-appropriate care. 343 p., Las políticas corporales emergen como un fuerte movimiento de resistencia y expansión de derechos, uniendo la dimensión política del cuerpo con una forma radical de democracia. Gracias a la incidencia de los movimientos de mujeres, a partir de la Conferencia de Beijing de 1995, es obligatorio realizar intervenciones con enfoque de género. Sin embargo, la mayoría de los proyectos de cooperación al desarrollo mantiene una estrategia más afín al enfoque de Mujeres en Desarrollo, basada en una visión biologicista del cuerpo de las mujeres, representadas principalmente como madres o víctimas.Un ejemplo de cómo las intervenciones de cooperación al desarrollo han puesto en sombra al cuerpo es el caso de la menstruación. En los últimos años se han comenzado a realizar los primeros intentos para incluir el tema en intervenciones en Asia y África, pero éstas han sido centradas en la gestión de la higiene menstrual (MHM por sus siglas en inglés) en el ámbito de programas de agua y saneamiento (WASH por sus siglas en inglés) con el objetivo de reducir el ausentismo escolar de las niñas. Siguiendo el mensaje principal de los países occidentales, este sector ha reproducido una visión medicalizada del cuerpo femenino a partir de una representación de las niñas como precarias, reforzando la idea del cuerpo femenino como sucio y a gestionar en el espacio privado. Después de realizar un análisis feminista descolonial de estas intervenciones, introduzco el estudio de caso realizado en Santa Rosa de Copán, Honduras.

35. Climate Security Synergies? : Investigating the Policy Responses of the EU and NATO
- Abstract
Climate change is increasingly recognised as a threat to security by having implications on national defence and human wellbeing. Due to the transnational nature of climate change and its security implications, intergovernmental organisations (IGO:s) have become prominent actors in addressing such risks. However, little is known about the practical management of climate security implications within IGO:s and in particular to what extent policymakers fromdifferent organisations partake in integrated governance. Thus, to contribute to this research gap, my study aims to assess the potential for integrated governance. More specifically, the integration across the North Atlantic Treaty Organization (NATO) and the European Union (EU) is examined, as these are key actors within the international community which have established an agenda addressing climate security risks. The study is a content analysis of policy documents from each IGO. I investigated the potential for integrated governance by using an analytical scheme that examines preconditions, targets of policy actions and efforts of cross community interactions. The results indicate that there is potential for integrated governance between NATO and the EU and that policy makers from these IGO:s acknowledge the importance of one another in the management of climate security risks. Taken together, these results contribute to new insights on climate security governance by examining the current relevance of integration and by identifying areas for further cooperation.

36. Cooperation between Brazil and the United States in energy security: what do the bilateral agreements say?
- Abstract
This essay aims to advance the understanding of how cooperation between Brazil andthe United States is characterized in the light of bilateral international agreements thatdeal with energy signed between 1990 and 2020. Using the principles of the constructivisttheory of international relations, the article intends to demonstrate points that favored andhindered the approximation of the two American Republics in the valorization of energyelements. The research results indicate that the cooperation between the two countrieswas focused on the search for the development of renewable fuels due to the debates onglobal warming. In addition, we found that while on the Brazilian side there was a balancein signing acts between governments, on the United States side, the Obama administrationwas the most engaged., Este ensayo tiene como objetivo avanzar en la comprensión de cómo se caracteriza lacooperación entre Brasil y los Estados Unidos a la luz de los acuerdos internacionalesbilaterales que versan sobre energía firmados entre 1990 y 2020. Utilizando los principiosde la teoría constructivista de las relaciones internacionales, el artículo pretende demostrarpuntos que favorecieron y dificultaron la aproximación de las dos Repúblicas americanas enla valorización de los elementos energéticos. Los resultados de la investigación indican quela cooperación entre los dos países se centró en la búsqueda del desarrollo de combustiblesrenovables debido a los debates sobre el calentamiento global. Además, encontramos quemientras del lado brasileño hubo equilibrio en la firma de actas entre gobiernos, del ladoestadounidense, la administración Obama fue la más comprometida., Este ensaio tem como objetivo avançar na compreensão sobre como se caracteriza a cooperação entre Brasil e Estados Unidos à luz dos acordos internacionais bilaterais que versam sobre energia assinados entre 1990 e 2020. Ao valer de princípios da teoria construtivista das relações internacionais o artigo tenciona demonstrar pontos que favoreceram e dificultam a aproximação das duas Repúblicas americanas na valorização de elementos energéticos. Os resultados da pesquisa apontam que a cooperação entre os dois países foi voltada pela busca pelo desenvolvimento de combustíveis renováveis em virtude dos debates sobre aquecimento global. Além disso, encontramos que enquanto do lado brasileiro houve um equilíbrio de assinatura de atos entre os governos, por parte dos Estados Unidos o governo Obama foi o mais engajado.

37. The European Public Prosecutor’s Office - The protection of the EU’s financial interests as supranational integration project
- Abstract
This article provides an overview of the powers of the recently created European Public Prosecutor's Office, a supranational body that investigates and prosecutes criminal offenses affecting the financial interests of the European Union (“EU”). Various aspects related to the criminal procedure and substantive criminal law will be discussed in order to explain how the European Public Prosecutor's Office is imbedded in the national judicial systems despite its supranational origin. Among the issues to be examined will be the requirement to prosecute crime efficiently, while ensuring that the procedural rights of the suspects and the prosecuted persons are duly respected. Particular attention will be paid to cooperation with other EU entities and national authorities both in the Member States and in third countries. The elements contained in this article will allow the reader to assess whether the European Public Prosecutor's Office has met the objectives set by the EU legislator., El presente artículo ofrece una descripción general de las competencias de la recientemente creada Fiscalía Europea, un organismo supranacional que investiga y persigue delitos penales que afectan los intereses financieros de la Unión Europea (“UE”). Se discutirán varios aspectos relacionados con el procedimiento penal y el derecho penal material con el fin de explicar cómo la Fiscalía Europea se inserta en los sistemas judiciales nacionales a pesar de su origen supranacional. 42. Inter-Institutional Linkages and Great Power Influence : The G5 Sahel, France, and the EU in Sahelian Security Governance
- Abstract
Within international security governance and crisis management practice, there has been an increase in inter-institutional cooperation and multi-actor security initiatives. While many studies have attempted to shed light on the factors that determine the emergence of these inter-institutional security governance initiatives, many have approached the subject from a liberal-institutionalist perspective, giving only scant attention to the role of hegemons and great powers in these processes. To contribute to closing this gap, this study focuses on the role of hegemonic influence in the emergence and assemblage of inter-institutional (sub)regional security governance arrangements. It specifically focuses on Mali and the Sahel region following the 2012 Malian crisis, tracing the process through which inter-institutional cooperation between the G5S-JF and EUTM Mali became established by laying focus on the role of France as an extra-regional hegemon with a security agenda in the region. The study explores the role of French influence by outlining France’s preferences, actions, and narrations and explaining how they influenced the EU’s decision to operationally support the G5S-JF. The study also highlights the need to investigate how relations between resident powers and extra-regional hegemons shape the emergence, evolution, and decline of international organisations and regional security governance configurations.

This article describes some of the experiences and lessons learned from the project in the municipality of Soacha, Colombia in 2012, integrating universities and local authorities from Spanin and Colombia. It aims to highlight the role of university cooperation and institution building alliances with local cooperation, providing clear innovative and sustainable initiatives on technical cooperation activities in the municipality to properly reflect the thinking of the local public administration, and to illustrate the potential of local public universities as partners in development and cooperation., Este artículo recoge algunas de las experiencias y conclusiones extraídas del proyecto desarrollado en el municipio de Soacha, Colombia en 2012, integrando universidades y entidades municipales tanto españolas como colombianas. Se pretende resaltar el papel de la Cooperación Universitaria en procesos de fortalecimiento institucional y alianzas con actores de la cooperación local, aportando iniciativas claras, innovadoras y sustentables sobre acciones de cooperación técnica en el municipio que reflejen correctamente el pensamiento de la administración pública local, y que visibilicen el potencial de las universidades públicas locales como socios en el desarrollo y la cooperación., Cet article décrit certaines des expériences et des leçons tirées du projet mis au point dans la municipalité de Soacha, Colombie, en 2012, intégrant des universités et des entités municipales espagnoles et colombiennes. Taking as reference May to September 2013, this Paper aims to follow up the most representative activities of the global agenda of international cooperation for development, both concrete actions and guidelines documents. The main conclusion of the Paper argues that the Post Development Agenda 2015, has been constituted the main reference of the various aid agencies and international cooperation mechanisms, leaving the feeling that the MDGs, currently at stake, have been placed in the background of the international stage., Teniendo como referente temporal desde el mes de mayo hasta el de septiembre de 2013, este artículo tiene como propósito dar seguimiento a los acontecimientos más representativos de la agenda global de Cooperación Internacional para el Desarrollo (CID), sean estos acciones concretas o documentos con base en los cuales se trazan las directrices por las que esta actividad será instrumentada. La principal conclusión de este escrito argumenta que la Agenda de Desarrollo post-2015, en proceso de conformación, se ha conformado en el principal referente de los diversos organismos y mecanismos de cooperación internacional, dejando la sensación de que los ODM, aún no concluidos, han sido colocados en un segundo plano de los escenarios internacionales., En prenant comme référence temporelle de mai à Septembre 2013, le présent document a comme but de suivre les événements les plus représentatifs de l’agenda mondial de la coopération internationale pour le développement, qu’il s’agisse des actions ou des documents concrets sur la base desquels les lignes directrices seront tracées pour l’instrumentalisation de cette activité. 45. Reinventing gender relations through participatory activities
- Abstract
The starting point is that gender must be seen as a social construction, who articulates the relationships between women and men, and therefore categories and gender roles can be modified as well as produce a social change. In this field, participatory dynamics could facilitate the perception that such modification is not only possible but desirable to achieve women’s empowerment and gender equality. The purpose of this article is to demonstrate and justify the benefits of participatory dynamics in the transformation of gender relations, by using examples of empathy development and behavior modification that could be translated in gender equality within the international cooperation., Partimos de la idea de que la variable género es una construcción social, que modela y articula las relaciones que establecen mujeres y hombres dentro de la sociedad y que, por lo tanto, las categorías y los roles de género pueden transformarse y producir un cambio social. En este ámbito, las dinámicas participativas pueden facilitar la percepción de que dicha modificación no solo es posible, sino deseable para alcanzar el empoderamiento de las mujeres y la igualdad de género. Con este artículo se pretende demostrar y justificar la utilidad de las dinámicas y los juegos participativos en la transformación de las relaciones de género, usando para ello el ejemplo de acciones exitosas en el desarrollo de empatía y modificación de conductas y valores, y que a su vez puedan ser traducidas en avances en materia de igualdad de género dentro de la Cooperación Internacional para el Desarrollo., Nous partons de l’idée que la variable genre est une construction sociale autour de laquelle les relations entre les femmes et les hommes sont articulés et, par conséquent, les catégories et les rôles de genre peuvent être modifié et produire un changement social. Dans ce domaine, les dynamiques participatives peuvent faciliter la perception que cette modification n’est pas seulement possible, mais souhaitable de parvenir à l’autonomisation des femmes et l’égalité des sexes. Cet article vise à démontrer et justifier les avantages des dynamiques participatives dans la transformation des relations entre les sexes, en utilisant des exemples de développement de l’empathie et de modification du comportement, qui à son tour peuvent être traduits par des progrès sur l’égalité des sexes dans la coopération international pour le développement.

In recent times, and according to the new role of Brazil in the international system of Cooperation for development, Brazil has started to promote the decentralized South-South Cooperation system as well. This article focuses on the governmental international cooperation of the State of Rio de Janeiro and its suitability to the national strategy of South-South Cooperation., En la última década, el gobierno federal brasileño ha desempeñado los papeles de impulsor y facilitador de políticas y acciones de cooperación descentralizada de los estados y municipios de la federación. El artículo analiza la cooperación internacional del gobierno del Estado de Río de Janeiro y su encaje en la estrategia nacional de cooperación Sur-Sur., Dans la dernière décade le gouvernement fédéral de Brésil a développé un important rôle pour impulser et faciliter politiques et activités de coopération décentralisé des états et municipes de la fédération brésilienne. Récemment, et en consonance avec le nouveau rôle de Brésil dans le system international de coopération pour le développement, le pays latino-américaine a commencé à promouvoir aussi la coopération décentralisé sud-sud. Cet article fait une analyse de la coopération internationale du gouvernement d’état de Rio de Janeiro et son adaptation dans la stratégie national de Coopération Sud-Sud.

University involvement in international cooperation represents an unavoidable challenge nowadays. For this input to have the right impact in our society it is a necessity to analyze the research developed in order to clarify if this follows the Sustainable Development Goals (SDG). This study investigates 152 projects funded by UPM and leaded by these University researchers., La inmersión de la universidad en la cooperación internacional es un reto ineludible en nuestros días. Para que su impulso repercuta acertadamente en la sociedad, es imprescindible un análisis del trabajo realizado, comprobando si está alineado con los Objetivos de Desarrollo Sostenible (ODS). Este estudio analiza los 152 proyectos financiados por la UPM y desarrollados por sus investigadores en los últimos años., L’immersion de l’Université dans la coopération internationale est un défi incontournable de nos jours. Pour que cet élan se répercute de façon adéquate dans la société, il est indispensable de faire une analyse du travail réalisé, en vérifiant si cela est aligné avec Les Objectifs du Développement Durable (ODD). Cette étude analyse les 152 projets financés par la UPM et développés par ses chercheurs ces dernières années.

So as to explain the present risks and potentialities, the following article describes the evolution and practical exploitation of two key concepts in the history of the field: participation and empowerment., En un contexto de creciente participación juvenil en la esfera pública, las dificultades para acotar y medir la calidad de la participación y los niveles de empoderamiento alcanzados por los participantes en los proyectos de comunicación para el desarrollo genera dudas sobre el verdadero objetivo de estos proyectos. Para explicar los riesgos y potencialidades existentes en la actualidad, este artículo explora la evolución de los conceptos de participación y empoderamiento y su instrumentalización como herramientas y objetivos en los proyectos de comunicación para el desarrollo., Dans un contexte de participation croissante des jeunes au sein de la sphère publique, il existe des barrières techniques pour encadrer et mesurer la qualité de la participation et les niveaux d’autonomisation atteint par les participants dans la communication pour le développement. Ces barrières remettent alors en question le but final de ces projets. Le présent article a pour objectifs de faire un état des lieux des risques ainsi que des potentiels actuels mais aussi décrire l’évolution et l’exploitation de deux concepts clés: la participation et l’autonomisation.

The launch of the Millenium Development Goals and the Global Compact of the United Nations, set up a reconsideration of the role of the private sector in international cooperation. Around this, it comes out a literature that looks for the best ways for public-private collaboration. In that sense, it becomes relevant to identify the way in which private sector will contribute to the achievement of the Sustainable Development Goals, and particularly to exemplify this through the mexican experience with the recent creation of the Mexican Agency of International Cooperation for Development (AMEXCID) and the Sustainability Alliance., El lanzamiento de los Objetivos de Desarrollo del Milenio y del Pacto Mundial de Naciones Unidas planteó una reconsideración del rol del sector privado en la cooperación internacional. En torno a este, aparece una literatura que busca y ha guiado las mejores formas de colaboración público-privada. En tal sentido se vuelve pertinente identificar la manera en que el sector privado contribuirá al logro de los Objetivos de Desarrollo Sostenido, y particularmente ilustrarlo a partir de la experiencia mexicana con la recién creada Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID) y de la Alianza por la Sostenibilidad., Le lancement des Objectifs de Développement Durable et du Pacte Mondial des Nations Unies a instauré un réexamen du rôle du secteur privé dans la coopération internationale. Autour de cela, il apparait une literature qui vise et a guide les meilleures formes de collaboration public-privé. 50. Trump versus the global development agenda. First semester of 2017
- Abstract
On January 20, 2017 Donald Trump took office as the 45th President of the United States. Since then the global development agenda, the international cooperation and multilateralism are suffering serious repercussions. Speeches, executive orders, twitters and concrete actions by the US executive, but also generated from other latitudes crumble the foundations of development global governance. In spite of that, there are also collaboration exercises among different international actors that try to respond the challenges arising from the 2030 Development Agenda as well as from the current and humanitarian crisis. Both sides of the development agenda in this period are analyzed in this paper., El 20 de enero de 2017 Donald Trump tomó posesión como el 45 presidente de Estados Unidos. Desde entonces la agenda global del desarrollo, la cooperación internacional y el multilateralismo no dejan de ser objeto de serios reveses. Una prolífica batería de discursos, órdenes ejecutivas, tuits y acciones concretas por parte del Ejecutivo estadounidense, aunque también desde otras latitudes, resquebrajan los cimientos de una alianza global del desarrollo sostenible y resiliente. De la mano de lo anterior, se registran ejercicios de colaboración entre distintos actores internacionales que intentan atender a los retos de la Agenda 2030 y a la crisis humanitaria. Ambos flancos confeccionan un crisol de sucesos y experiencias sobre la agenda global del desarrollo que este artículo registra y analiza., Le 20 Janvier 2017 Donald Trump a pris ses fonctions en tant que 45e président des États-Unis. Depuis lors, l’agenda mondial du développement, la coopération internationale et le multilatéralisme sont soumis à de sérieux revers. Une batterie prolifique de discours, Décrets, Twitters et actions concrètes de l’exécutif américain, mais aussi d’autres latitudes, cassent les bases d’un partenariat mondial pour le développement durable et résilient. Associé à cela qui précède, il y a eu des exercices de collaboration entre les différents acteurs internationaux qui tentent de faire face aux défis de l’Agenda 2030 et à la crise humanitaire. Les deux parties forment un éventail d’événements et d’expériences sur le programme de développement mondial que cet article enregistre et analyse.
