This chapter looks over the horizon - at a major emerging global dynamic in screen culture in which Australia is beginning to be embedded. This nascent screen ecology is being shaped by a set of increasingly global online screen entertainment platforms, most prominently Google/YouTube, Apple, Amazon and Netflix. The chapter focuses on how Australia fits into the explosive growth of arguably the most challenging and innovative element of this new screen ecology: a very low-budget tier of advertising-supported online channels driven mainly by the professionalisation and monetisation of previously amateur content creation. This part of the ecology consists predominantly of previously amateur creators, using platforms such as YouTube, to develop subscriber/fan bases of significant size. These bases are always transnational in composition, often generating, as a consequence, significant advertising and sponsorship revenue and, increasingly, the attention of mainstream media.

About the book In Australia, as in many comparable democracies, the role of the media in the political process is high on the public agenda. There is a perception of widespread disillusionment with and disengagement from politics amongst voters, and criticism of the media for failing to fulfil their democratic responsibilities adequately. This book evaluates public perceptions of the performance of the political media in the context of the declared aims and objectives of media producers. From there the authors present findings for improving the capacity of political media to engage and inform their audiences in ways which enhance the quality and popular legitimacy of the democratic process. This paper draws upon public sphere theories and the “mediatization of politics” debate to develop a mapping of the Australian political public sphere, with particular reference to television. It discusses the concept of a “political public sphere,” and the contribution of both non-traditional news media genres, such as satirical television and infotainment formats, to an expanded conception of the political public sphere. It considers these questions in the context of two case studies: the Q&A program on the Australian Broadcasting Corporation (ABC), and its uses of social media and interactive formats to engage citizens, and the comedy program Gruen Nation, also on the ABC, which analyzed the use of political advertising to persuade citizens during the 2013 Australian Federal election.

The development of cultural policy during the twentieth century is underscored by three key developments. First, the formation of the Arts Council of Great Britain in 1946, first headed by the Cambridge economist Lord Keynes, saw the scaffolding developed for ongoing government support for the arts. In doing so, it established the principle of an “arm’s length” relationship between the government of the day and individual artists, through the development of independent arts boards engaged in the peer review of creative works. Second, the formation of the Fifth Republic in France in 1958 saw the creation of a Ministry of Culture, headed by the writer André Malraux. Malraux and his successors have seen three major tasks for a national cultural policy: government support for the creation of new artistic and cultural works; the promotion and maintenance of cultural heritage; and enabling equitable access to creative works and creative opportunities through all segments of society. Finally, at a global level, agencies such as UNESCO have sought to promote national cultural policies as an element of national sovereignty, particularly in the developing world, and this has involved addressing sources of structural inequality in the distribution of global cultural and communications resources...

The recent Australian Convergence Review’s second principle states: “Australians should have access to and opportunities for participation in a diverse mix of services, voices, views and information”. However, in failing to define its own use and understanding of the terms ‘access’ and ‘participation’ the Convergence Review exposes itself to criticism. These terms would no doubt be made unambiguously clear should the Review’s recommendations move towards policy, and this paper contributes to this discussion by framing access and participation, from the perspective of the ‘produser’ (Bruns, 2008), around three separate but related issues: the failure to frame the discussion that will be undertaken by the Australian Law Reform Commission’s 2012 2013 Copyright Inquiry; the prioritising of the market over and above media accountability and the health of the public sphere; and the missed opportunity to develop a national framework for digital literacy and advanced digital citizenry.

This paper identifies two major forces driving change in media policy worldwide: media convergence, and renewed concerns about media ethics, with the latter seen in the U.K. Leveson Inquiry. It focuses on two major public inquiries in Australia during 2011-2012 – the Independent Media Inquiry (Finkelstein Review) and the Convergence Review – and the issues raised about future regulation of journalism and news standards. Drawing upon perspectives from media theory, it observes the strong influence of social responsibility theories of the media in the Finkelstein Review, and the adverse reaction these received from those arguing from Fourth Estate/free press perspectives, which were also consistent with the longstanding opposition of Australian newspaper proprietors to government regulation. It also discusses the approaches taken in the Convergence Review to regulating for news standards, in light of the complexities arising from media convergence. The paper concludes with consideration of the fast-changing environment in which such proposals to transform media regulation are being considered, including the crisis of news media organisation business models, as seen in Australia with major layoffs of journalists from the leading print media publications.

Within the communicative space online Social Network Sites (SNS) afford, Niche Social Networks Sites (NSNS) have emerged around particular geographic, demographic or topic-based communities to provide what broader SNS do not: specified and targeted content for an engaged and interested community. Drawing on a research project developed at the Queensland University of Technology in conjunction with the Australian Smart Services Cooperative Research Centre that produced an NSNS based around Adventure Travel, this paper outlines the main drivers for community creation and sustainability within NSNS. The paper asks what factors motivate users to join and stay with these sites and what, if any, common patterns can be noted in their formation. It also outlines the main barriers to online participation and content creation in NSNS, and the similarities and differences in SNS and NSNS business models. Having built a community of 100 registered members, the staywild.com.au project was a living laboratory, enabling us to document the steps taken in producing a NSNS and cultivating and retaining active contributors. The paper incorporates observational analysis of user-generated content (UGC) and user profile submissions, statistical analysis of site usage, and findings from a survey of our membership pool in noting areas of success and of failure. In drawing on our project in this way we provide a template for future iterations of NSNS initiation and development across various other social settings: not only niche communities, but also the media and advertising with which they engage and interact. Positioned within the context of online user participation and UGC research, our paper concludes with a discussion of the ways in which the tools afforded by NSNS extend earlier understandings of online ‘communities of interest’. It also outlines the relevance of our research to larger questions about the diversity of the social media ecology.

Computational journalism involves the application of software and technologies to the activities of journalism, and it draws from the fields of computer science, the social sciences, and media and communications. New technologies may enhance the traditional aims of journalism, or may initiate greater interaction between journalists and information and communication technology (ICT) specialists. The enhanced use of computing in news production is related in particular to three factors: larger government data sets becoming more widely available; the increasingly sophisticated and ubiquitous nature of software; and the developing digital economy. Drawing upon international examples, this paper argues that computational journalism techniques may provide new foundations for original investigative journalism and increase the scope for new forms of interaction with readers. Computer journalism provides a major opportunity to enhance the delivery of original investigative journalism, and to attract and retain readers online.

This paper will provide an overview of a join research initiative being developed by the Queensland University of Technology in conjunction with the Australian Smart Services Cooperative Research Centre in relation to the development and analysis of online communities. The intention of this project is to initially create an exciting and innovative web space around the concept of adventure travel and then to analyse the level of user engagement to uncover possible patterns and processes that could be used in the future development of other virtual online communities. Travel websites are not a new concept and there are many successful examples currently operating and generating profit. The intention of the QUT/Smart Services CRC project is to analyse the site metrics to determine the following: what specific conditions/parameters are required to foster a growing and engaged virtual community; when does the shift occur from external moderation to a more sustainable system of self-moderation within the online community; when do users begin to take ownership of a site and take an invested interested in the content and growth of an online community; and how to retain active contributors and high-impact power users on a long-term basis. With the travel website rapidly approaching release, this paper begins the process of reflection, outlining the process undertaken and the findings so far aggregated whilst also positioning the project within the greater context of current online user participation and user generated content research.

The implications of the shift to online news consumption for journalism cultures and practices have attracted considerable scholarly attention and public debate. Less well considered are the implications of online news consumption for and by young people. This paper reports on research into the behaviours and intentions of online news consumers, 18-30 years of age, to propose three distinctive types of user (convenience, loyal and customising). Also opened up for discussion are questions about the strategic value to commercial news organisations of audience-centred empirical research that seeks to respond the crisis of professional journalism.

The recognition that Web 2.0 applications and social media sites will strengthen and improve interaction between governments and citizens has resulted in a global push into new e-democracy or Government 2.0 spaces. These typically follow government-to-citizen (g2c) or citizen-to-citizen (c2c) models, but both these approaches are problematic: g2c is often concerned more with service delivery to citizens as clients, or exists to make a show of ‘listening to the public’ rather than to genuinely source citizen ideas for government policy, while c2c often takes place without direct government participation and therefore cannot ensure that the outcomes of citizen deliberations are accepted into the government policy-making process. Building on recent examples of Australian Government 2.0 initiatives, we suggest a new approach based on government support for citizen-to-citizen engagement, or g4c2c, as a workable compromise, and suggest that public service broadcasters should play a key role in facilitating this model of citizen engagement.

The discourse that surrounds and constitutes the post-human emerged as a response to earlier claims of an essential or universal human or human nature. These discussions claim that the human is a discursive construct that emerges from various configurations of nature, embodiment, technology, and culture, configurations that have also been variously shaped by the forces of social history. And in the absence of an essential human figure, post-human discourses suggest that there are no restrictions or limitations on how the human can be reconfigured. This axiom has been extended in light of a plethora of technological reconfigurations and augmentations now potentially available to the human, and claims emerge from within this literature that these new technologies constitute a range of possibilities for future human biological evolution. This thesis questions the assumption contained within these discourses that technological incursions or reconfigurations of the biological human necessarily constitute human biological or human social evolution by discussing the role the evolution theories plays in our understanding of the human, the social, and technology. In this thesis I show that, in a reciprocal process, evolution theory draws metaphors from social institutions and ideologies, while social institutions and ideologies simultaneously draw on metaphors from evolution theory. Through this discussion, I propose a form of evolution literacy; a tool, I argue, is warranted in developing a sophisticated response to changes in both human shape and form. I argue that, as a whole, our understanding of evolution constitutes a metanarrative, a metaphor through which we understand the place of the human within the world; it follows that historical shifts in social paradigms will result in new definitions of evolution. Clynes and Kline's (1995 [1960]) conception of the cyborg sees a technologically augmented human designed for the adverse conditions of space travel. Despite alterations through artificial and self-organizing biochemical, physiological, and electronic modifications, the paramount piece of technology enabling human non-terrestrial flirtations was the "exogenous device" of the spacesuit. In this instance, the incorporation of high-tech textiles and manufacturing techniques accommodates the design process to the point where the distinction between fabric, garment, and astronaut merge. This article uses the spacesuit as an illustrative example in arguing that a particular utility value of fashion is its role as "aerial"; transmitting and receiving messages that feed into, and draw from, social and cultural archives. This article explores the concept of to-and-fro transmission/ reception, arguing that fashion, as aerial, contributes to a highly complex meaning system, in which negotiation becomes a passive, unconscious activity.
