Die Grundstimmung der Bevölkerung hat sich seit dem Schock über den Ausbruch des Ukraine-Kriegs nur wenig erholt. Nur 23 Prozent sind für die kommenden 12 Monate optimistisch gestimmt, 43 Prozent außerordentlich besorgt, weitere 27 Prozent skeptisch. Damit ist der Optimismus von dem Tiefpunkt im März um 4 Prozentpunkte gestiegen. Die Konjunkturerwartungen der Bürger und Bürgerinnen haben sich dagegen weiter verdüstert. Vor Ausbruch des Krieges rechneten 30 Prozent mit einem Abwärtstrend, unmittelbar danach 60 Prozent, aktuell 66 Prozent. Nur 7 Prozent der Bevölkerung hoffen auf einen Aufschwung. Die düsteren Konjunkturerwartungen der Bevölkerung werden vor allem von Sorgen über die Energieversorgung angetrieben und der hohen Inflation, die die Bürger bereits jetzt stark belastet. Die überwältigende Mehrheit befürchtet Versorgungsengpässe bei Energielieferungen. Obwohl die Abhängigkeit von russischem Öl und Gas durch die Anstrengungen von Wirtschaft und Politik über die letzten Wochen hinweg verringert werden konnte, ist die Besorgnis über mögliche Versorgungsengpässe nur marginal zurückgegangen. Party attachments shape perceptions of the political context, but neither are they fixed nor do they completely blind supporters to political reality. When severe challenges like the European sovereign debt or refugee crises force parties to change their policies or make formerly inconsequential positions salient, party identifiers may find their policy preferences at odds with their party identification. This may lead them to adopt their party's position. However, if inconsistent positions are sufficiently important, party identifiers may also loosen their party ties. The chapter uses survey data from the GLES campaign panels 2009-2017 to show how these crises prompted identifiers to follow the party line in some cases but more often weakened or even eroded party attachments among supporters with strong issue positions. In effect, the Euro crisis and, in particular, the refugee crisis appears to have contributed to an issue-based reshuffling of the partisan balance in German politics.

Kreatives Budgetieren gehört zum täglichen Brot von Regierungen, paradoxerweise insbesondere dann, wenn die Politik dem kreativen Budgetieren durch Haushaltsregeln abgeschworen hat. Dass Politik und Verwaltung Haushaltstricks beherrschen, ist keine Tugend, die Applaus verdient - auch wenn manche gerade darin kluge Politik erkennen wollen.

In 2009, just before the full outbreak of the global financial crisis, Olivier Blanchard (2009) published an article giving a favourable appraisal of the state of macroeconomics. He came to this verdict on the basis that, after a long period of fierce theoretical debate, the discipline had converged on a model known as new consensus macroeconomics (NCM). In the models that made up NCM, fiscal policy played no role - or, to be more precise, fiscal policy had to follow a balanced-budget rule, with the task of stabilising an economy over the business cycle entrusted entirely to monetary policy (following a Taylor rule). And in the midst of the global financial crisis, Carmen Reinhart and Kenneth Rogoff (2010) proposed the figure of 90% of GDP as a threshold level for public debt which, if exceeded, would harm economic growth, leaving fiscal austerity as the best way to trigger economic recovery. Only a decade later, the economics profession now appears to have taken a very different view on fiscal policy: in order to cope with the next economic crisis, resulting from the coronavirus pandemic, most economists recommend an active fiscal policy stance and even a huge increase in debt-to-GDP levels. This paper will shed some light on these developments in economic policymaking and explore the future of fiscal policy.

Der ägyptische Präsident Abdel Fatah al-Sisi hat seine autoritäre Herrschaft in den vergangenen Jahren konsolidiert. Dies ging einher mit einem deutlichen Anstieg von Kairos Auslandsverschuldung, die sich - gemessen am Bruttoinlandsprodukt - zwischen 2013 und 2021 nahezu verdreifacht hat. Die Schuldenpolitik des Landes war direkt an das präsidiale Macht­zentrum angebunden. Der Regierung gelang ein gut choreographierter Mix aus Anreizen, Drohungen und Täuschung, der es ermöglichte, immer neue Kredite aufzunehmen und für machtpolitische Zwecke einzusetzen. Profitiert hat von der Schuldenpolitik zuvorderst das ägyptische Militär, auf dessen Unterstützung Präsident Sisi angewiesen ist, um seinen Herrschaftsanspruch durchsetzen zu können. Die Streitkräfte haben das staat­liche Gewaltmonopol inne und kontrollieren damit auch den Repres­sionsapparat. Durch die machtpolitische Instrumentalisierung der Schuldenpolitik steigt das Risiko, dass Ägypten seine Verbindlichkeiten zukünftig nicht mehr bedienen kann. Vor allem aber unterminiert die Fehlallokation knapper Finanzmittel die sozioökonomische Entwicklung des Landes und befördert polizeistaat­liche Repression. Letztere begünstigt ihrerseits die machtpolitische Instru­mentalisierung der Schuldenpolitik, da sie jegliche Kontrolle des Regierungshandelns verhindert. Die Bundesregierung sollte daher künftig die bilaterale Kreditvergabe und die Unterstützung Ägyptens bei dessen Verhandlungen mit inter­nationalen Finanzinstitutionen an zwei Bedingungen knüpfen: erstens den Rückbau der militärischen Wirtschaftsaktivitäten - wobei auch die Ver­mögenswerte der Streitkräfte offenzulegen sind - und zweitens konkrete Schritte zur Beendigung der polizeistaatlichen Repression. In a bold and risky political move the Greek prime minister Alexis Tsipras called for a referendum on June 27 2015 quitting ongoing negotiations with Greece's creditors in Brussels. The referendum framed as a yes or no question asked the Greek voters to decide whether or not they approve or reject the latest take-it-or-leave-it proposal for "program con- tinuation" by Greece's creditors. What followed was a chaotic week leading to the referendum with intense campaigning by the two camps. Due to tense debates and increasing polarisation it became increasingly impossible to rely on traditional polling. Even the first exit polls (performed by phone on Sunday evening) could only see a marginal lead for one or the other vote at different times. Quite possibly people were jumping party lines and were unwilling to reveal their preferences. Using Google Trends I could tap into voters' true and unbiased revealed preferences and nowcast hourly what the ratio of the No vote to the Yes vote is and called an over 60% No vote well ahead of the closing of the voting urns. In this paper I document this nowcasting exercise.

The study aims to address public debt and government outflow affecting inflation in some of the countries of Southeast Europe, observing a combination of factors both theoretically and econometrically. The investigation included six (6) SEE countries, including the 2006-2020 timeframe, with 90 observations. The dynamic approach, the fixed effect, and the Arellano/Bond estimator were used to check the parameters considered in the study using panel data. Furthermore, the study also applied diagnostic tests such as the Sargan over-identifying restrictions and Pedroni test for cointegration. The results of the fixed effect and Arellano / Bond estimation demonstrate that public debt, current budget outflows, and capital budget outflows affect inflation, while overall budget outflows are insignificant. For further studies, it would be useful to apply other dynamic models by applying other specific factors, which will be considered as a useful contribution to the academic, research, and policy-making structures.

One of the most serious economic and social consequences of the pandemic is the higher public debt of the Eurozone countries. The massive interventions of the Euro­system have lowered borrowing costs to record lows. For some time to come, the sustainability of the public finances of the most indebted Eurozone countries will depend on expansionary monetary policy. However, this approach raises questions. It is uncertain how long monetary policy can support the debt market of the EU-19, whether there are effective alternatives, and what impacts the high debt levels and the interventions of the European Central Bank (ECB) will have on the foundations of the Eurozone. Eine übereilte Rückkehr zu den europäischen und deutschen Fiskalregeln wird den Aufschwung abwürgen und die Bemühungen um eine Erneuerung der transatlantischen Beziehungen in den Bereichen Handel und makroökonomische Zusammenarbeit untergraben. Dieser Policy Brief präsentiert Optionen, die mit einer Rückkehr zur Schuldenbremse verbundene fiskalische Belastung zu mindern.

Zu den gravierendsten wirtschaftlichen und sozialen Folgen der Pandemie zählt die höhere Staats­verschuldung der Eurozonenstaaten. Die massiven Interventionen des Euro­systems haben die Kreditkosten auf Rekordtiefs gesenkt. Für längere Zeit wird es von einer expansiven Geldpolitik abhängen, wie tragfähig die öffentlichen Finanzen der am höchsten verschuldeten Eurozonenländer sein werden. Allerdings wirft dieses Vor­gehen Fragen auf. Ungewiss ist, wie lange die Geldpolitik den Schulden­markt der EU-19 stützen kann, ob es wirksame Alternativen gibt und welchen Einfluss die hohen Schuldenstände und die Eingriffe der Europäischen Zentralbank (EZB) auf die Funda­mente der Eurozone haben werden. In this article, using original surveys and survey experiments in four countries—Sweden, Spain, South Korea, and China—we show that support for future-oriented policies also strongly reflects people’s political trust. Focusing on policies for reducing either global warming or public debt, we find political trust operates on attitudes by shaping people’s (a) confidence in policies’ effectiveness and (b) willingness to sacrifice for others. The influence of political trust outweighs that of subjective concern, while discounting has so little impact that people who expect future generations to be richer are more, not less, willing to sacrifice.

Gibt es alternative Möglichkeiten, Bürger und Unternehmen zu unterstützen? Und vor allem: Kostet der Beitrag den Steuerzahler nicht mehr, als er bringt? Spending Reviews zeigen konkrete Einsparungsvorschläge auf. Etwa die Reduzierung der Dienstwagen für Politiker oder der Beratungsaufträge. Rund 300 Millionen Euro konnten damit in Italien zwischen 2014 und 2016 eingespart werden. Eine Analyse der italienischen Spending Reviews hat Eurac Research erstmals in dieser deutschsprachigen Publikation veröffentlicht.

Grievances have been growing over Jordan's socio-economic and political problems, including high public debt, a significant current account deficit, and high unemployment. In June 2018, former Prime Minister Hani al-Mulki was forced to resign after mass protests swept the country in response to a new income tax law proposal. Jordan's socio-economic challenges are further augmented by its challenging neighborhood. This includes the conflicts in neighboring Syria and Iraq, the threat posed by extremist actors in the region as well as the impact which the Gulf Cooperation Council's crisis over the blockade of Qatar has had on Jordan.

The unification of Europe is a peerless success story. It also always had crises, from which the European project emerged with new strength. In the current financial and sovereign debt crisis, this seems to have changed. Now, many see the project itself as being at stake. The contributions to this volume recapitulate decisive driving forces and stages from the history of the project of European unification, and they illuminate central aspects of the current situation in Europe. Austerity has become a key term in economic and social policy debates. Although austerity has been contested both in terms of economic theory and policy-making, it has been remarkably resilient. This resilience has been explained, for example, in structural and institutional terms by the rise of the ‘debt state’. Other explanations have emphasised the strength of austerity ideas rooted in ‘ordo-liberal’ economic theory. Following the insights of science technology scholarship and its emphasis on the social co-production of authoritative knowledge, this article proposes a stronger focus on organisations and their links across nation state borders for an explanation of the stability of austerity capitalism and the thinking underpinning it. The scrutiny of think tank networks, the article proposes, can help bridge the gap between ideational and structural explanations.

This condition is also necessary if China wants to legitimize its political, cultural and military expansion over the world. Party attachments shape perceptions of the political context, but neither are they fixed nor do they completely blind supporters to the political reality. When severe societal challenges such as the European debt or refugee crises force parties to change their policies or make formerly inconsequential positions salient and thus relevant, party identifiers may find their policy preferences at odds with their party identification. This may lead party supporters to adopt their party’s position. However, if the inconsistent position is sufficiently important, party identifiers may also loosen the ties to their party. We use individual-level data from the GLES campaign panels 2009-2017 to show how these crises have prompted identifiers to follow the party line in some cases, but have even more often weakened or even eroded party attachments among supporters who hold strong positions. In effect, the European debt crisis and particularly the European refugee crisis appear to have contributed to an issue-based reshuffling of the partisan balance in German politics.

Im Zuge der Eurokrise setzten sich in Europa neue Formen der Austeritätspolitik als nationale Krisenbearbeitungsstrategien durch. Diese unterschieden sich zwar in ihrem Umfang, teilten aber das Ziel, die Staatsfinanzen zu konsolidieren und die Wettbewerbsfähigkeit der jeweiligen Ökonomie zu steigern. Parallel entstand auf europäischer Ebene ein System der Überwachung und Disziplinierung nationaler Haushalts- und Wirtschaftspolitiken. Der vorliegende Artikel untersucht die Interaktion und gemeinsame politökonomische Basis dieser Dynamiken. Mit Hilfe eines kombinierten, neogramscianischen und regulationstheoretischen Analyserahmens werden die finnische und die portugiesische Krisenbearbeitungsstrategie im Feld des öffentlichen Sektors kontextualisiert. Dabei wird die These vertreten, dass es sich bei den verschiedenen Formen der Austerität um zwei Gesichter einer übergreifenden Euro-Austerität handelt, die sich in der EU durchgesetzt hat, zugleich aber an ihre Grenzen stößt., In the wake of the Euro crisis new forms of austerity have emerged in Europe as part of national crisis management strategies. Although these strategies differ in scope they share a common aim, the consolidation of public finances as well as an increase in the competitiveness of their respective economies. Parallel to these aims a system to monitor and discipline national budgetary and economic policies has been developed at the European level. This article focuses on the interaction and common politico-economic basis of these dynamics. The Finnish and Portuguese crisis management strategies in the public sector will be contextualized by applying a combined neo-gramscian and regulationist framework. The article argues that the different forms of austerity can be seen as two faces of an overarching euro-austerity, which has prevailed in the EU but appears to hit its limit.

While socio-economic development slowly progresses and democratic processes do seem to be taking root in some African countries, on balance many challenges still remain in 2019. Relations on the continent as well as with Europe and other world regions also give a mixed impression. We present a selective analysis of "10 things to watch" in Africa in 2019. Democratisation: This is a year of crucial elections in many countries, including in important ones like Nigeria (February) and South Africa (April). Democratisation will gain momentum in some countries, but the democratic aspirations of Africans will be confronted with shrinking space for civil society and other such tactics by authoritarian leaders. Ethiopia and Togo may represent two differing trajectories in this regard. Peace and security: Challenges for peace and security connect to elite power struggles, conflicts between identity groups, and jihadism. Outcomes of elections may increase risks in the Democratic Republic of Congo. Identity and elite conflicts mix in Cameroon and South Sudan; in the latter case, prospects for the most recent peace deal are uncertain. Nigeria and other hotspots of jihadism in the Sahel and the Horn of Africa will require multilateral action, which will depend on reforming the African Union and subregional organisations as well as boosting peacekeeping. Socio-economic development: Some signs point to momentum in developing an African free trade zone; a stronger voice in the post-Cotonou process will also help. A simmering threat for African economies is new debt crises, especially for those that struck deals with China. Our selective 10 things to watch in 2019 suggest a cautiously optimistic but still mixed picture regarding Africa's trajectories. Africans and external actors such as the European Union and Germany should ensure clean elections. Where reform-oriented actors are identifiable, they need firm support. Der Beitrag untersucht Umfang, Zusammensetzung und zeitliche Streuung der Konjunkturstützungsmaßnahmen in 28 OECD-Ländern im Zuge der Finanz- und Wirtschaftskrise 2008 bis 2010. Im deskriptiven Abschnitt wird gezeigt, dass die große Variation der Nachfrageprogramme nur bedingt mit den verschiedenen Typologisierungsansätzen von Marktwirtschaften und Wohlfahrtsstaaten zusammenpasst. Auf Basis eines neuartigen Konsolidierungsindikators wird im dritten Abschnitt gezeigt, dass die Wirtschaftskrise so stark wie nie zuvor auf die Konsolidierungsbemühungen von Regierungen eingewirkt hat. Der historisch größte Verschuldungsanstieg in Friedenszeiten seit 2007 unterstreicht die Herausforderung der Wirtschafts- und Finanzkrise für die öffentlichen Finanzen. Schließlich werden im Hauptteil der Untersuchung die Determinanten der Policy-Reaktionen der Nationalstaaten auf die Krise identifiziert. Sozio-ökonomische Faktoren, wie die Bevölkerungsgröße eines Landes, die Höhe der Staatsschulden und die Einbindung in den Weltmarkt verringern die Möglichkeiten für Deficit-Spending. Es zeigt sich daneben, dass der Problemdruck nicht stimulierend auf Höhe der Programme einwirkt. Bezogen auf die parteipolitische Färbung der Regierung haben Mitteparteien (Liberale, nicht-christliche Mitte, Christdemokraten) den stärksten Effekt auf den Umfang der Konjunkturpakete; sie sind deutlich aktiver als Linksparteien an der Regierung. Zudem kann für die steuerlichen Maßnahmen ein Interaktionseffekt für rechte (v.a. konservative) Regierungsparteien beobachtet werden. Im Zusammenspiel mit Wahlen in der Krise haben auch rechte bürgerliche Regierungen große Konjunkturprogramme aufgelegt. Ein kompetitiver Vetospielerindex hat ebenfalls eine signifikante Erklärungskraft für den Umfang der steuerlichen Maßnahmen. Die empirischen Ergebnisse widersprechen damit zumindest z.T. den „traditionellen“ Befunden der Staatstätigkeitsforschung, wonach bürgerliche (und vor allem liberale) Parteien eine geringe Präferenz, The paper examines variations in policy-responses to the financial and economic crisis by OECD-member states. Therefore, in a first step, the size and distribution as well as composition of fiscal packages in 28 OECD-countries are compared. Overall fiscal net effect of stimulus was larger in Non-European liberal welfare states than in social democratic and Continental European welfare states. Concerning the composition of the fiscal stimulus, there was no clear evidence of welfare-state-related patterns. The second part of the paper deals with the consequences of the financial packages for budget consolidation and public debt. Based on a newly created indicator, it is shown that the economic and financial crisis has had dramatic consequences for public finances and budget consolidation efforts throughout the OECD-world. The third part of the paper analyzes the determinants of the size of the fiscal packages, using multivariate regression analysis. We look especially at three dependent variables, the overall size of the fiscal packages, the expenditures and the tax measures. We suspect that there are different logics behind the use of a specific measure. The theoretical approaches are the different schools of public policy research, e.g. the parties-do-matter approach, institutional theories, globalization and socio-economic theory. In addition we also explore public choice arguments, especially the impact of elections. The empirical results are partly contrary to the “traditional” results of public policy research. It is found that several socio-economic factors, for instance population size, public debt and openness of economy, have reduced the scope for discretionary measures. It is noteworthy that problem pressure hasnot lead to larger fiscal packages. Concerning the impact of political parties, we find that the share of centrist parties in government has had a much larger positive impact on the size of the fiscal stimulus compared to leftist parties. Der Beitrag versucht die fiskalische Nachhaltigkeitsbilanz demokratisch sowie autokratisch verfasster Staaten anhand unterschiedlicher Performanzindikatoren (Kreditwürdigkeit, Zahlungsausfälle, Staatsverschuldung, Auslandsvermögen) zu erfassen und darüber hinaus zu klären, inwieweit die Regimetypausprägung einen Einfluss auf die Konsolidierungsanstrengungen in einem Land hat. Die Untersuchung fördert dabei zwei Kernerkenntnisse zu Tage. Während es den Demokratien in der Vergangenheit deutlich besser als ihren autokratischen Pendants gelungen ist, ihre Kredit- und Zahlungsfähigkeit aufrecht zu erhalten und Staatsinsolvenzen zu vermeiden, lässt sich ein ähnlicher Demokratievorteil im Hinblick auf die Verringerung der Staats- und Auslandsverschuldung nicht feststellen. Warum sich Demokratien, trotz vorhandener gemeinwohlsensitiver institutioneller und prozessualer Arrangements, schwer damit tun, eine Lastenverschiebung auf zukünftige Generationen zu vermeiden, Sparanstrengungen zu unternehmen und in ausreichendem Maße finanziell vorzusorgen, kann dabei im Kern als Kehrseite einer stark gegenwartslastigen Interessenorientierung interpretiert werden, welche durch einen kurzen "demokratiespezifischen Zeittakt" noch zusätzlich befördert wird., The article tries to detect the fiscal sustainability performance of democratic and autocratic states based on different performance indicators (credit rating, defaults, debt, foreign assets). It examines to what extent the regime type has an influence on the consolidation efforts of a country. The study provides two principal insights. While democracies have succeeded much better than their autocratic counterparts in maintaining their solvency and in avoiding national bankruptcy, a similar advantage of democracies cannot be found in terms of public and foreign debt reduction. The reason why democracies have, difficulties with undertaking savings efforts despite of their welfare-oriented institutional and procedural arrangements is a very present-centered interest orientation. In addition, the mentioned problems are even further aggravated by a short "democratic time clock".

Die Finanzkrise, genauer: die Finanz- und Wirtschaftskrise von 2008-2010 und die nachfolgende Euro-Schulden-Krise haben erhebliche Auswirkungen auf die öffentlichen Haushalte in der Bundesrepublik Deutschland gehabt. Krisenbedingte Mindereinnahmen und Mehrausgaben haben die Schuldenstände von Bund, Ländern und Gemeinden stark ansteigen lassen, wenngleich in unterschiedlichem Maße. Auch zwischen den Ländern und den auf Länderebene aggregierten Kommunen bestehen sehr große Unterschiede im Hinblick auf die kriseninduzierten Finanzierungsdefizite. Je größer allerdings die Finanzierungsdefizite in der Krise und je höher die Vorkrisenverschuldung waren, umso stärker wachsen die Staatsschulden bis zum Haushaltsausgleich und umso geringer sind die im Jahr 2020 noch finanzierbaren Primärausgaben. Die niedrigen Zinsen der Euro-Schuldenkrise leisten indes einen erheblichen Sanierungsbeitrag für alle öffentlichen Haushalte, wenn sie denn als solche genutzt werden. Angesichts der unterschiedlich hohen Zinsen in den Euro-Ländern wird außerdem der Frage nachgegangen, ob Strukturreformen und leistungsfähige öffentliche Verwaltungen Schutz vor Spekulationen der Finanzmärkte gewähren und ob die Krise selbst günstige politische Entscheidungskonstellationen für notwendige Strukturreformen schafft. Eine weitergehende Zentralisierung von Kompetenzen auf die EU erscheint zur Krisenprävention nicht förderlich., The financial and economic crisis and the continuing Euro debt crisis have had considerable impacts on the public sector budgets. Increasing expenditures and declining tax revenues provided sharply growing deficits and increasing public debt. Public debt will continue to grow due to the increase of interest payment until the budgets must be balanced in 2020 in Germany. The budgetary burdens strongly vary among the Länder and their communities providing divergent developments of the per capita disbursable expenditures. The paper also discusses whether structural reforms protect economies and public sectors against speculation of the financial markets as well the role of crisis for the decision making of structural reforms under social conflicts. Further centralization of competences to the European level should not be a helpful solution.

Die Entwicklung der öffentlichen Finanzen in den OECD-Ländern zeichnet sich in den vergangenen drei Jahrzenten durch eine starke temporale und zwischenstaatliche Varianz aus: Nicht allen Staaten aus der OECD-Ländergruppe gelang es, die öffentlichen Haushalte zumindest zwischenzeitlich zu konsolidieren; zudem schwankt die Konsolidierungsperformanz stark über die Zeit. Die vorliegende Studie verbindet politikwissenschaftliche und politökonomische Theorieansätze und untersucht mithilfe einer quantitativen Analyse die Gründe für diese Unterschiede in der Konsolidierungspolitik. Dabei erweisen sich der sozioökonomische Problemdruck, parteipolitische Differenz, institutionelle Faktoren, wie etwa die Zahl der Vetospieler oder der Grad der Steuerautonomie subnationaler Glieder, die Pfadabhängigkeit der Sozialversicherungssysteme und das Ausmaß der internationalen Verflechtung der Staaten als wichtige Determinanten der Konsolidierungsperformanz., The development of public finances in the western industrialized countries during the last three decades is characterized by a substantial temporal and crossnational variation. This paper aims at explaining this variation by means of a quantitative analysis. We combine different theoretical approaches which are rooted in economics and comparative public policy research to a theoretical framework that enables us to carve out the most important determinants of budget consolidations. The findings of our quantitative analysis indicate that the socio-economic problem load, party politics, institutions (as veto players or the degree of sub-national tax autonomy) as well as the integration of nation-states in the global economy and the importance of the insurance principle in the social security system influence the chances that public finances will be consolidated.

Die gegenwärtige Krise der Staatsfinanzen geht nicht, wie von der Public Choice-Theorie suggeriert, auf ein Versagen der Demokratie zurück. Vielmehr ist sie eine Begleiterscheinung des langen Abschieds des westlichen Kapitalismus von seiner Keynesianischen Wachstums- und Wohlfahrtsphase und geht mit langfristigen Verteilungsverlusten breiter Teile der Bevölkerung in den kapitalistischen Demokratien einher. Akut wurde sie nicht durch überzogene Forderungen von Wählern und politischen Parteien, sondern durch den Zusammenbruch der globalen Finanzmärkte. Vielfältige, auch national unterschiedliche unmittelbare Ursachen der Fiskalkrise stehen in Zusammenhang mit einer allgemeinen letzten Ursache, dem säkularen Rückgang der Wachstumsdynamik und damit der sozialen Integrationsfähigkeit des sich liberalisierenden Kapitalismus., Unlike what public choice theory suggests, the current fiscal crisis was not caused by a failure of democracy. Rather it is part of the long departure of Western capitalism from its postwar period of growth and shared prosperity. Rising fiscal deficits coincided with long-term distributional losses of broad segments of the population. It was not excessive claims of voters and political parties that made the crisis break out, but the collapse of liberated global financial markets. Multiple proximate causes are found to be related to one ultimate cause, the secular decline of the growth dynamic of neoliberal capitalism and its capacity for social integration.

Die meisten europäischen Staaten bezahlten die Stabilisierung ihrer Volkswirtschaften in der Finanzkrise mit einem deutlichen Anstieg der Staatsverschuldung. Um dem Teufelskreis steigender Schulden und Zinszahlungen zu entgehen, sehen sich die betroffenen Regierungen zum Schuldenabbau verpflichtet - und damit mit der Frage konfrontiert, wer die Lasten der Krise tragen soll. Da die von den Finanzmärkten verlangten Einsparungen bei den betroffenen Bevölkerungsteilen auf Ablehnung stoßen, sehen sie sich darüber hinaus dem Dilemma ausgesetzt, gleichzeitig die Märkte und das eigene Volk besänftigen zu müssen. Im Zentrum des Papiers stehen die Fragen, mit welchen Konsolidierungsmaßnahmen Regierungen auf diese Lage reagieren, wer die Lasten der Krise tragen muss und wie mögliche Unterschiede zwischen Staaten zu erklären sind. Untersucht werden diese Fragen anhand der Schuldenbekämpfung in Island und Großbritannien - zweier Länder, die besonders hart von der Finanzkrise getroffen wurden. Da sich in beiden Ländern Regierungen mit unterschiedlicher ideologischer Ausrichtung mit der beschriebenen Aufgabe konfrontiert sahen, nämlich eine Koalition aus Sozialdemokraten und Sozialisten in Island und eine von den Konservativen geführte Koalitionsregierung in Großbritannien, liegt ein besonderes Augenmerk auf der Frage, inwieweit derartige ideologische Differenzen einen Einfluss auf die Art der Konsolidierung und die Lastenverteilung haben., Due to the expensive stabilization of their national economies in the course of the financial crisis, most European countries witnessed a significant deterioration of their public finances. To break the vicious circle of rising debt and rising risk premiums, governments feel obliged to reduce debt and are thereby confronted with the question, who should shoulder the burden of fiscal consolidation. As the most prominent consolidation measures, welfare cuts and tax increases, are generally highly unpopular with the electorate, governments face the difficult task of calming the markets without alienating the voters at the same time. From this, the following questions arise: Which consolidation measures are chosen in this situation, who bears the burden of fiscal consolidation and what can explain differing paths to consolidation. Empirically, these questions are analyzed by a comparison of fiscal consolidation policies in Iceland and the United Kingdom, two countries that were hit extremely hard by the recent financial crisis. Since the governments confronted with exploding public debt - a left-wing coalition of social democrats and democratic socialists in Iceland and a Toryled bourgeois coalition in Great Britain - differed considerably between both countries, the article focuses especially on the influence of ideological differences on the composition of consolidation packages and the resulting burden-sharing.

Im November 2016 einigte sich Ägypten mit dem Internationalen Währungsfonds (IWF) auf ein umfassendes Hilfsprogramm. Erklärtes Ziel war es, das Land innerhalb von drei Jahren makroökonomisch zu stabilisieren und auf einen inklusiven wirtschaftlichen Wachstumspfad zu führen. Zur Halbzeit wird deutlich: Die damals gesetzten Konditionalitäten ermöglichten zwar eine kurzfristige makroökonomische Stabilisierung, Strukturreformen haben sie aber kaum zur Folge. Vielmehr wird die Herausbildung einer funktionierenden Marktwirtschaft von dem zunehmend einflussreichen Militär verhindert. Hinzu kommt die desaströse Menschenrechtsbilanz der Regierung unter Präsident Abdel-Fatah al-Sisi, die sich ebenfalls negativ auf die wirtschaftliche Entwicklung Ägyptens auswirkt. Deutschland hatte maßgeblichen Anteil am Zustandekommen des IWF-Abkommens. Die Bundesregierung sollte daher darauf hinwirken, dass der IWF die bisherigen Reformen kritischer bewertet. Zudem sollte sie ihre Bereitschaft zur Unterstützung zukünftiger Hilfspakete an eine Verbesserung der Menschenrechtslage und eine Stärkung der Zivilgesellschaft binden. (Autorenreferat)

Japanese local government bonds or loans are viewed as secure and almost the same as Japanese Government Bonds (JGBs). The Ministry of Internal Affairs and Communications (MIC), which is responsible for matters related to local government finance in Japan, states that even though decentralization reforms have been executed and are still in progress, there are three reasons that assure the financial security of local governments. First, the central government provides them with solid support for necessary resources. Second, the MIC checks and controls local governments’ bond issuance or loan borrowing based on the "Consultation System". Third, the control system of the fiscal soundness of local governments is effective. In fact, the Bank for International Settlements (BIS) risk weight for yen-based Japanese local government bonds is as low as JGBs, which is 0% in the standardized approach.

This study raises some fundamental issues in the relationship between public debt and sustainable national development in Nigeria. The work is significant in highlighting the position of public debt in the subject area of public administration. The study finds a very weak linkage between public debt and sustainable national development in the Nigerian state. The theoretical framework of the investigation is the bureaucratic theory. The work finds that the bureaucracy is as guilty as the politician in the country, in the transmutation of public debt into a brand of national bazaar. It is finally recommended in the paper that taxation-increases be adopted as alternative to public debt, in ensuring that the current generation of the country's citizens, in meeting their immediate needs do not invariably endanger the capacity of future generations in the same regards.

Eine unabhängige Zentralbank auf europäischer Ebene war immer ein besonders deutsches Petitum. Seit 2010 ist die Unzufriedenheit mit der Geldpolitik der EZB jedoch gerade in Deutschland beständig gewachsen. Mit dem OMT-Programm vom September 2012 hat die EZB aus Sicht vieler Beobachter die Grenzen zulässiger Geldpolitik überschritten. Das Bundesverfassungsgericht hatte in seiner historischen ersten Vorlage an den Gerichtshof der Europäischen Union diese Auffassung geteilt; der Gerichtshof ist ihm aber nicht gefolgt und hat im Juni 2015 das OMT-Programm für europarechtskonform erachtet. Der vorliegende Beitrag der auf einem Vortrag vor der abschließenden Bundesverfassungsgerichtsentscheidung beruhte - ordnet die Rechtsfragen des Verfahrens europarechtlich und verfassungsrechtlich ein. Die Entscheidung des Bundesverfassungsgerichts vom 21.06.2016 wird dabei punktuell noch berücksichtigt. Der Verfasser erläutert zunächst die für die Tätigkeit der EZB und ihre Aufgabe der Geldpolitik bestehenden europa- und verfassungsrechtlichen Rahmenbedingungen. Sodann stellt er die durch die Rechtsprechung des BVerfG entwickelten verfassungsrechtlichen Kontrollmaßstäbe dar, die zu einer Verschränkung der beiden Rechtsebenen führen können und eine Kontrolle der europäischen Integration durch das BVerfG ermöglichen. Schließlich widmet sich die Abhandlung dem durch die globale Finanzkrise seit den Jahren 2007/2008 und die sich hieran anschließende EURO-Staatsschuldenkrise eingetretenen Wandel der Geldpolitik insbesondere den von der EZB als Reaktion auf die anhaltende Krise eingesetzten "unconventional monetary policy measures" und den hierzu bisher anhängigen Verfahren auf europäischer und nationaler Ebene. Ein besonderer Fokus liegt hierbei freilich auf dem OMT-Programm.

Mit der Einführung der Schuldenbremse ist eine wesentliche Entscheidung zur Begrenzung der Staatsschulden getroffen worden. Das wirft die Frage auf, ob und inwieweit auch Art und Umfang sozialstaatlicher Aufgaben verändert werden müssen. Sozialpolitische und finanzpolitische Handlungsmöglichkeiten sind vor dem Hintergrund einer Sozialordnung abzuwägen, die auf soziale Sicherheit, die Herstellung menschenwürdiger Lebensbedingungen und den Ausgleich sozialer Gegensätze ausgerichtet ist.

Zum Zeitpunkt der Einführung der europäischen Gemeinschaftswährung im Jahr 1999 bestanden ausgeprägte wirtschaftliche Unterschiede zwischen den einzelnen Eurostaaten. Diese schienen sich jedoch in späteren Jahren schrittweise zu reduzieren. Erst die Rezession in Folge der Finanzkrise des Jahres 2008 brachte diesen langsamen Angleichungsprozess ins Stocken. Schließlich leiteten die Strukturanpassungsmaßnahmen, die in Reaktion auf die Staatsschuldenkrise aufgelegt wurden, eine Entwicklung ein, welche die Eurostaaten immer weiter auseinanderdriften ließ - ein Trend, der bis heute andauert. Er erschwert die Arbeit der Europäischen Zentralbank (EZB) und untergräbt die Legitimität der europäischen Wirtschafts- und Währungsunion. In Zeiten anhaltender Wachstumsschwäche im Süden Europas und Ungleichgewichten in der Eurozone zeigt sich, dass die bestehenden Politikansätze gleichermaßen für ein Krisenland wie Griechenland wie auch ein Überschussland wie Deutschland wenig hilfreich sind. Statt an der Durchsetzung der Regelwerke und Empfehlungen der EU-Kommission rund um die Strukturanpassungsmaßnahmen festzuhalten und lediglich auf die Symptome der Krise zu reagieren, empfiehlt es sich, die Ziele der Strategie Europa 2020 stärker zur Maxime weiterer Maßnahmen zu machen: Eine Steigerung der Arbeitsproduktivität und des Potenzials für nachhaltiges Wachstum sollten Prioritäten wirtschaftspolitischen Handelns in der Eurozone werden.

Deutschland verzeichnet mittlerweile eine fast zwölfjährige Aufschwungphase, die nur kurz 2008 durch die Wirtschafts- und Finanzmarktkrise unterbrochen wurde. Die überwältigende Mehrheit der Bürger geht davon aus, dass auch in der näheren Zukunft kein nennenswerter Konjunktureinbruch erfolgen wird: Die Hälfte der Bürger rechnet mit einer stabilen ökonomischen Situation, 26 Prozent zumindest für die nächsten sechs Monate mit einem Aufschwung, lediglich 16 Prozent mit einem konjunkturellen Rückschlag. Bereits seit dem Frühjahr ist der Anteil derjenigen, die eher mit einem weiteren dynamischen Aufwärtstrend rechnen, signifikant größer als der Anteil derjenigen, die einen konjunkturellen Abschwung befürchten. Die langjährige Aufschwungphase hat gerade in den letzten Jahren immer mehr Breitenwirkung entfaltet. Die Sorgen um die Sicherheit des eigenen Arbeitsplatzes bewegen sich in Ost wie West auf niedrigem Niveau und die wirtschaftliche Situation des eigenen Betriebs wird von der großen Mehrheit positiv bilanziert. Die Mehrheit zieht mittlerweile auch eine positive Bilanz ihrer eigenen wirtschaftlichen Verhältnisse.
