Bioenergy with carbon capture and storage (BECCS) is one of the key negative emission technologies (NETs). Large-scale implementation of BECCS has been criticized of the associated increase in land use. The existing large Nordic pulp and paper production units enable BECCS deployment without additional land use, as they currently release large amounts of bio-based carbon dioxide (CO2). The application of BECCS in pulp mills has been found technically feasible in earlier studies. This study explores key factors that affect the propensity to invest in BECCS in different types of existing European pulp and paper mills. The results give fresh understanding on the effects of BECCS on the market price of pulp and paper products and the required level of incentives. Based on statistical data, the marginal carbon dioxide credit (€ per ton CO2) to make BECCS profitable was derived. The results show that the required level of credit greatly depends on the mill type and details and that the feasibility of BECCS does notclearly correlate with the economic performance or the measured efficiency of the mill. The most promising mill type, a market kraft pulp mill, would find BECCS profitable with a credit in the range of 62–70 €/tCO2 and a credit of 80 €/tCO2 would decrease pulp production costs by 15 €/tproduct on average if 50% of CO2 emissions was captured. The EU Emission Trading System (ETS) is the main policy instrument to achieve the climate targets related to fossil energy use, but does not yet contemplate bio-based emissions.

Fungi have the ability to transform organic materials into a rich and diverse set of useful products and provide distinct opportunities for tackling the urgent challenges before all humans. Fungal biotechnology can advance the transition from our petroleum-based economy into a bio-based circular economy and has the ability to sustainably produce resilient sources of food, feed, chemicals, fuels, textiles, and materials for construction, automotive and transportation industries, for furniture and beyond. Fungal biotechnology offers solutions for securing, stabilizing and enhancing the food supply for a growing human population, while simultaneously lowering greenhouse gas emissions. Fungal biotechnology has, thus, the potential to make a significant contribution to climate change mitigation and meeting the United Nation’s sustainable development goals through the rational improvement of new and established fungal cell factories. The White Paper presented here is the result of the 2nd Think Tank meeting held by the EUROFUNG consortium in Berlin in October 2019. This paper highlights discussions on current opportunities and research challenges in fungal biotechnology and aims to inform scientists, educators, the general public, industrial stakeholders and policymakers about the current fungal biotech revolution.

Sustainable management of environment and natural resources is essential for the long-term and sustainable growth of key economic sectors, such as fisheries, forestry or tourism, across the Caribbean. In addition to being important generators of GDP and beneficial to the human well-being overall, natural resources also provide a range of ecosystem services that play a critical role in the Caribbean countries’ efforts to reduce disaster risks and adapt to mounting climate change risks. The region is facing a number of challenges in this area, including the climate change impacts, limited access to financing, and narrow fiscal space, among others. Such challenges are being exacerbated by the unprecedented health, economic and social impacts of COVID-19 pandemic. However, with great challenges come great opportunities, including to grow and shift the development pathway into a green recovery, based on the richness of the natural resources and biodiversity that this region possesses.

Background British Columbia’s (BC) extensive forest resources provide climate change mitigation opportunities that are available to few other jurisdictions. However, as a consequence of the Mountain Pine Beetle outbreak and large-scale wildfires, BC is anticipating reduced roundwood harvest for the next decades. Progress towards more climatically efficient utilization of forest resources is needed. This research quantitatively compared the greenhouse gas emission consequences of nine harvested wood products trade and consumption strategies. Inward-focused strategies use wood products within Canada to achieve emission reduction objectives, while outward-focused strategies encourage exports of wood products. Results In the business-as-usual baseline scenario, average emissions arising from BC-originated harvested wood products between 2016 and 2050 were 40 MtCO2e yr−1. The estimated theoretical boundaries were 11 MtCO2e yr−1 and 54 MtCO2e yr−1, under the scenarios of using all harvests for either construction purposes or biofuel production, respectively. Due to the constrained domestic market size, inward-focused scenarios that were based on population and market capacity achieved 0.3–10% emission reductions compared to the baseline. The international markets were larger, however the emissions varied substantially between 68% reduction and 25% increase depending on wood products’ end uses. Conclusions Future bioeconomy strategies can have a substantial impact on emissions. This analysis revealed that from a carbon storage and emission perspective, it was better to consume BC’s harvests within Canada and only export those products that would be used for long-lived construction applications, provided that construction market access beyond the US was available. However, restricting export of wood products destined for short-lived uses such as pulp and wood pellets would have significant economic and social impacts. On the other hand, inward-focused strategies had a small but politically and environmentally meaningful contribution to BC’s climate action plan. This study also revealed the conflicts between a demand-driven bioeconomy and targeted environmental outcomes. A hierarchical incentive system that could co-exist with other market drivers may help achieve emission reduction goals, but this would require a better quantitative understanding of wood products’ substitution effects. While the analyses were conducted for BC, other regions that are net exporters of wood products may face similar issues.

Concerns about energy security, energy prices, and the impact of energy use on the global climate have put focus on ways to reduce CO2 emissions and oil dependency. In this paper we examine consequences of new energy technologies in the pulp and paper industry and estimate the costs for achieving certain CO2 emissions and oil use reductions with different pulp mill technologies. Stand-alone production of electricity and transportation fuel from biomass is included to balance the systems compared, so that they produce the same CO2 emission and oil use reductions. The technologies considered are black liquor gasification (BLG) with electricity and motor fuels production in chemical pulp mills and increased energy efficiency in mechanical pulp mills. The entire production chain from the extraction of primary resources is included in the analysis. Changes in the production chain are assumed to affect energy production on the margin. The technology alternatives are evaluated with respect to five parameters: Net CO2 emission, oil use, primary energy use, biomass use and monetary cost. We find that BLG in chemical pulp mills is favourable compared to stand-alone production of fuels and electricity from biomass. If both CO2 emission reductions and oil use reductions are to be achieved, it is more efficient to implement BLG with motor fuels production and stand-alone electricity production from biomass, than to implement BLG with electricity production and stand-alone production of motor fuels. Increased energy efficiency in refining of thermomechanical pulp is found to achieve CO2 savings more efficiently than stand-alone production of electricity from biomass.

Corporate image, European Emission Trading System and Environmental Regulations, encourage pulp industry to reduce carbon dioxide (CO2) emissions. Kraft pulp mills produce CO2 mainly in combustion processes. The largest sources are the recovery boiler, the biomass boiler, and the lime kiln. Due to utilizing mostly biomass-based fuels, the CO2 is largely biogenic. Capture and storage of CO2 (CCS) could offer pulp and paper industry the possibility to act as site for negative CO2 emissions. In addition, captured biogenic CO2 can be used as a raw material for bioproducts. Possibilities for CO2 utilization include tall oil manufacturing, lignin extraction, and production of precipitated calcium carbonate (PCC), depending on local conditions and mill-specific details. In this study, total biomass-based CO2 capture and storage potential (BECCS) and potential to implement capture and utilization of biomass-based CO2 (BECCU) in kraft pulp mills were estimated by analyzing the impacts of the processes on the operation of two modern reference mills, a Nordic softwood kraft pulp mill with integrated paper production and a Southern eucalyptus kraft pulp mill. CO2 capture is energy-intensive, and thus the effects on the energy balances of the mills were estimated. When papermaking is integrated in the mill operations, energy adequacy can be a limiting factor for carbon capture implementation. Global carbon capture potential was estimated based on pulp production data. Kraft pulp mills have notable CO2 capture potential, while the on-site utilization potential using currently available technologies is lower. Global demand for forest biomass feedstock has increased drastically in recent years, mainly due to the implementation of policies and strategies for climate change mitigation and renewable energy production in many jurisdictions. The biomass from dead trees has been recognized by the International Panel on Climate Change (IPCC) as a promising source of forest biomass for bioenergy at the global scale both because of its wide scale availability and its potential to limit global warming. In eastern Canada, dead trees are not only very abundant but are also widely perceived by lumber and pulp and paper producers as contaminants in the wood supply chain with marginal profitability. The general aim of this study was to determine the conditions of profitability of an eastern Canada independent sawmill (i.e., unaffiliated with a pulp plant) to produce pellets destined for international export using either co-products or roundwood from dead trees as feedstock. We compared the yield and monetary value of dead trees at various sizes and degradation levels for the production of wood pellets, alone or in conjunction with the production of lumber, to current market conditions. Our results suggest that using dead trees for lumber and pellets is almost as profitable as using them for lumber and pulp, with a difference of about 1-12% depending on tree size. Dead trees from all classes of wood degradation could serve as an interesting feedstock for pellets because wood density was only slightly affected by wood degradation. Small dead trees (DBH.

This paper builds on the findings of an earlier unpublished discussion paper titled ‘designing a model for networked carbon markets’, with its objective being to describe key elements of the mitigation value assessment process. The outcome of this paper will inform a model for the Networked Carbon Markets concept, to be prepared at a later date. The following section two acknowledges the subject matter of the NCM initiative, namely the diverse and heterogeneous trading schemes and other carbon pricing mechanisms that are being put in place by jurisdictions around the globe. As this is the subject of another World Bank paper, only a brief reference is included. Section three sets out a conceptual framework within which to consider the key elements described in the glossary of terms, addressed in section four and annexure ‘C’. This section also looks at different transaction scenarios, introducing the concepts of an international transaction unit and an index. Section five turns attention to the types of institutions that might be suitable to participate in the mitigation value assessment process, providing practical examples, and considering the types of expertise and tools those institutions might leverage. Section six considers options for regulatory supervision of the MV assessment process. Section seven looks in more detail at the relationship between mitigation value and the compliance value that might be attached to carbon assets and, in so doing, considers the role and function of the settlement platform. This section also considers the feasibility and potential benefits of an index. The concluding section eight looks at the next steps that might flow from this work.

This paper evaluates the impact of a policy that was implemented to reduce the energy intensity of firms in some manufacturing sectors in India, on the total factor productivity (TFP) growth of firms and on its components, scale efficiency and technical change. Using plant-level panel data on the cement industry from 2007-2015 and a difference-in-difference methodology, we find that treated plants had higher rates of TFP growth, compared to control plants. This is largely driven by the fact that they expanded their production compared to control plants, even though they experienced lower rates of technical change compared to control plants. To explain this finding, we verify that treated plants attempted to meet the energy-intensity mandate not by reducing their energy consumption, but instead by increasing their output. Our results suggest that energy intensity regulations may not reduce energy consumption, because firms may find other ways to fulfil targets. The policy implications of this study are related to the design of energy-efficiency regulations, particularly in developing countries where firms in some industries may find it difficult to reduce their energy consumption through investment in new energy-efficient technologies or processes., Economics Working Paper Series, 23/379

Climate change mitigation benefits from the land sector are not being fully realised because of uncertainty and controversy about the role of native forest management. The dominant policy view, as stated in the IPCC’s Fifth Assessment Report, is that sustainable forest harvesting yielding wood products, generates the largest mitigation benefit. We demonstrate that changing native forest management from commercial harvesting to conservation can make an important contribution to mitigation. Conservation of native forests results in an immediate and substantial reduction in net emissions relative to a reference case of commercial harvesting. We calibrated models to simulate scenarios of native forest management for two Australian case studies: mixed-eucalypt in New South Wales and Mountain Ash in Victoria. Carbon stocks in the harvested forest included forest biomass, wood and paper products, waste in landfill, and bioenergy that substituted for fossil fuel energy. The conservation forest included forest biomass, and subtracted stocks for the foregone products that were substituted by non-wood products or plantation products. Total carbon stocks were lower in harvested forest than in conservation forest in both case studies over the 100-year simulation period. We tested a range of potential parameter values reported in the literature: none could increase the combined carbon stock in products, slash, landfill and substitution sufficiently to exceed the increase in carbon stock due to changing management of native forest to conservation. The key parameters determining carbon stock change under different forest management scenarios are those affecting accumulation of carbon in forest biomass, rather than parameters affecting transfers among wood products. This analysis helps prioritise mitigation activities to focus on maximising forest biomass. International forest-related policies, including negotiations under the UNFCCC, have failed to recognize fully the mitigation value of native forest conservation. Our analyses provide evidence for decision-making about the circumstances under which forest management provides mitigation benefits.

Nitrogen management policies introduced in the past decades by some OECD countries have succeeded in reducing excess nitrogen use by farmers, but half of global mineral fertiliser use is still lost for crops. While about half of OECD countries have nutrient surpluses of between 25-50 kg N per hectare, a smaller number of countries are still having surpluses of more than 100 kg N per hectare. Since the production and use of mineral fertilisers have a large greenhouse gas footprint and to achieve the deep reductions in emissions as the Paris Agreement aims for, nitrogen management policies could be reinforced and pursued more systematically. The paper identifies significant reduction potential by eliminating the excess use of nitrogen fertilisers and improving efficiency in the use of manure-nitrogen, which could be obtained with a redesign of nitrogen management policies and schemes for public financial support. To underpin such measures a tax on the nitrogen surplus at farm level could play a vital role. Based on the available estimates of environmental externalities of nitrogen, the paper identifies an average rate of EUR 1-2 as a suitable starting point for a tax or penalty on the surplus application of nitrogen. The paper also explores the opportunities for sustainable nutrient management in agriculture with climate mitigation benefits relating to nitrous oxides in particular.

Purpose This paper aims to explore the manoeuvring room of higher education institutions to take action to reduce emissions from academic flying. In particular, this study investigates how university staff and central actors in university management evaluate potential measures in this area. Design/methodology/approach The authors applied a single case study design encompassing an online survey directed at staff (N = 338) and 11 semi-structured interviews with key actors from management at an Austrian university. The authors used descriptive statistics and qualitative content analysis to examine the data. Findings This study found considerable support among university staff in principle for implementing measures to reduce academic flying, but also serious concerns about the fairness and viability of some restrictive measures, especially disincentives and caps on flying. However, bans on short-haul flights were largely supported. Actors from university management saw their manoeuvring room limited by the potential resistance and non-compliance of staff, as well as by framework conditions external to the university. Practical implications Dedicated leadership is needed to facilitate broad commitment within the university and to avoid shifting the responsibility between different governance levels. Restrictive measures to reduce academic air travel will be more readily accepted if perceived as fair and viable. Originality/value Although several papers have addressed the behavioural and institutional factors that sustain extensive flying in academia, to the best of the authors’ knowledge, this is one of the first contributions to investigate the potentials and challenges of introducing measures to reduce air travel in higher education institutions. Along with economic growth and improved living standards, waste from households, industries, and commercial or service establishments is expected to increase rapidly over the next years. Managing this waste is a hard challenge for the Government of Vietnam because of its substantial cost and lack of awareness and participation of people and businesses. Wastes can be classified according to: their form (wastewater, solid waste); their origin (industrial wastes, agricultural wastes, urban (municipal) wastes); and their hazardous nature (non-hazardous or hazardous).

Traditionally, the groundwater resource has supported extensive agricultural irrigation, mainly based on fossil fuels for pumping purposes. However, current international agreement and policies are promoting climate change mitigation and sustainable development in most of sectors. With this aim, the main challenge presented by groundwater pumping solutions is then focused on reducing their fossil fuel dependence and integrating renewables, while also accounting for sustainability criteria. Under this framework, this paper analyzes and compares different Multi-Criteria Decision Analysis – TOPSIS, VIKOR and SIMUS – for a set combinations of water storage options and groundwater pumping energy resources. These alternatives are firstly ordered according to each decision-making approach to fulfill energy, economic and environmental requirements. Subsequently, these prioritized alternatives are then compared depending on subjective criteria weights (TOPSIS and VIKOR) or objective and quantitative methodologies (SIMUS). Case study based on a Spanish aquifer is included in the paper, identifying 72 potential combinations of real agricultural requirements (aggregated crop area, crop irrigation demand) and water resource availability (in terms of aquifer depth). The selected most appropriate alternatives for each decision-making approach are then compared and discussed in detail. This work highlights the relevance of subjective criteria weights, and compares the results to other decision-making approach where the experts’ assessment of the criteria is not required by the methodology.

This paper develops a dynamic spatial equlibrium model of Amazon deforestation, accounting for trade and labor markets dynamics. It uses this model to study the impact of local sectoral shocks and policies on deforestation. Conditional on the assumptions on key parameters, the analysis suggests the following: 1) an increase in external commodity demand increases deforestation; 2) agricultural productivity gains within the Amazon region likely increase deforestation (but reduce deforestation in the rest of the world) 3) manufacturing productivity in urban centers in the Amazon region decreases deforestation, especially if manufacturing firms have short rural value chains and if complemented by investments in education and training and measures to attract skills; 4) reducing transport costs increases deforestation unless it sufficiently supports higher export competitiveness of urban production; and 5) industrial policy focused on raising urban productivity, especially in sectors with short rural value chains, can reduce deforestation. The paper then discusses how policies aimed at increasing local sectoral productivity in the Amazon region could complement other measures specifically aimed at protecting the forest. Among such measures are incentivizing governments to designate undesignated public forests, enforcing forest protection laws (command and control), incentivizing afforestation, and creating alternative livelihoods for farmers in rural and urban areas.

Despite policy efforts in recent decades, deforestation remains a pervasive phenomenon in Brazil. Yet deforestation is not only affected by forest governance. It is also driven by global demand for commodities and the relative competitiveness of agriculture, which in turn depends on macroeconomic factors impacting product and factor prices. These macroeconomic mechanisms remain largely unexplored. This paper explores the role of economic productivity in shaping deforestation. It uses an economic model with an empirically founded land use extension to study the macro-structural drivers of land use patterns in Brazil’s Legal Amazon. It demonstrates that productivity gains in the Legal Amazon’s agriculture sector increase deforestation, while such gains in non-land intensive sectors (such as manufacturing) reduce deforestation by attenuating the relative competitiveness of agriculture. Higher productivity in other parts of Brazil also reduces incentives for forest conversion in the Legal Amazon. The paper points to the economic forces that forest protection efforts need to counter, while calling for complementary structural reforms to overcome “Brazilian disease” in the longer-term: addressing the legacy of import substitution industrialization and moving up the value chain will shift economic drivers beyond commodities, thus also reconciling development with standing forests.

This discussion paper, is the result of an overall effort undertaken by the Sustainable Mobility for All partnership, in conjunction with the UK Foreign, Commonwealth and Development Office (FCDO) and the Climate Compatible Growth (CCG) Programme. It questions whether the Global North’s approach to electromobility is suitable for countries in the Global South, particularly Least Developed Countries (LDCs). It complements two other policy papers by the SuM4All partnership: (i) The Digital toolkit for Energy and Mobility, which provides useful resources to integrate policy measures toward sustainable mobility; and (ii) Sustainable Electric Mobility: Building Blocks and Policy Recommendations on policy barriers to electromobility and essential building blocks for public policy in this area. Released under the Global Roadmap of Action series (GRA)ii, these papers contribute to a deeper understanding of the comprehensive policy framework required to transition to sustainable mobility. The series intends to stimulate an informed discussion on policy choices in transport and position the SuM4All partnership more prominently in the run-up towards COP26 and beyond. This will contribute to the debate on transport decarbonization, while considering the other goals of sustainable mobility: universal access, efficiency, and safety. The SuM4all partnership outlined this comprehensive policy framework in the GRAiii, which is now being piloted in South Africa. This paper shows that the model for transitioning to electromobility in the Global North will not work for all countries, and therefore new, innovative approaches are needed so that countries in the Global South are not left behind. Many countries understand the issue and are willing to transition but the poorest countries often face demanding technological, financial, and social pressures. These current circumstances make this transition extremely difficult or not timely. The Global North has a responsibility, as the historic high emitter of carbon, to help these countries bridge the Green Divide. The paper seeks to raise questions and issues for dialogue focused on the role of electromobility as a solution to decarbonize the transport sector. It is intended as a unique discussion document, which will contribute to the international debate at COP26 and beyond, regarding the right pathway to decarbonize the sector by taking the perspective of the LDCs in the Global South.

EU has set ambitious commitment to achieve low carbon energy and economy transition up to 2050. This low carbon transition means sustainable energy development path based on renewable energy sources and first of all should address the energy poverty vulnerability and justice issues. The main goal of the paper is to develop indicators framework for assessing low carbon just energy transition and to apply this framework for analysis how climate change mitigation policies in households targeting enhancement of energy renovation of residential buildings and promotion of the use of micro-generation technologies and other policies are affecting household's energy poverty and vulnerability in selected countries: Lithuania and Greece. This framework allows to assess three main dimensions of sustainable energy development: environmental, social and economic. The paper provides policy recommendations how to deal with just low carbon energy transition which means addressing energy poverty issues during moving to 100% renewables in power generation based on performed case studies.

Background A sustainable energy system based on renewables, energy-efficiency, decentralisation of energy generation and synergies between different sectors requires new energy planning methods and policies. Energy transition and climate change mitigation achievement can no longer be seen only through top-down activities from a national government. Local and regional governments have a crucial role in delivering public policies relevant to such endeavour. Therefore, the implementation of multilevel governance (MLG) has become a priority for fostering local and regional development more inclusively. Paper analyses the existing energy planning governance in Austria throughout the MLG structure by focusing on the alignment between the local energy and climate initiatives and the national and EU goals. Also, the paper examined the effectiveness of the current MLG structures and outlined the fields where improvements are needed. The successfulness of the MLG approach is shown on Judenburg city case study. Desk research is enhanced by a series of interviews with energy policy experts and implementation of case study measures in TIMES model. Results The MLG analysis showed the solid alignment of different governance levels. In contrast, the comparison of the energy and climate initiatives on the local level outlined recommendations for the design of more effective energy planning approach. Four areas of action are identified for further improvement: territorial fragmentation, data availability, spatial energy planning and new integrated MLG. The remaining non-conventional biomass potential of the Murtal region is enough to increase the share of district heating for the residential buildings of the Judenburg city from 16.3 to 30.8% while the building refurbishment increases district heating share to 32%. Conclusion Application of MLG analysis demonstrated the alignment of energy targets in Austrian policy on different governance levels. The general willingness of Austrian municipalities to take part in local energy actions was shown through the local initiatives’ analysis. It is argued that strengthening the listed areas of work is necessary to raise the effectiveness of the local initiatives. The case study for the city of Judenburg developed in the TIMES model confirmed that coordinated actions from different levels of governance lead to effective implementation of measures.

To mitigate climate change due to international shipping, the International Maritime Organization (IMO) requires shipowners and ship technical managers to improve the energy efficiency of ships’ operations. This paper studies how voyage planning and execution decisions affect energy efficiency and distinguishes between the commercial and nautical components of energy efficiency. Commercial decisions for voyage planning depend on dynamic market conditions and matter more for energy efficiency than nautical decisions do for voyage execution. The paper identifies the people involved in decision-making processes and advances the energy-efficiency literature by revealing the highly networked nature of agency for energy efficiency. The IMO’s current energy efficiency regulations fail to distinguish between the commercial and nautical aspects of energy efficiency, which limits the ability to mitigate climate change through regulatory measures. Policymakers should expand their regulatory focus beyond shipowners and technical managers to cargo owners to improve energy efficiency and reduce maritime transport emissions.

In international investment law, the principle of solidarity has contributed to the growing concern for the protection of the public interests in the host state, particularly in environmental protection. It is demonstrated in three aspects: first, the definition of development has evolved from merely referring to economic development to include social development; second, the increasing inclusion of stand-alone provisions on environmental protection and labor standards in bilateral and multilateral investment treaties; and lastly, the rising number of cases that touch upon environmental concerns relating to the host state’s right to regulate, particularly the newest development of allowing the host state to invoke counterclaims against the investor for environmental damages, as demonstrated in Burlington v. Ecuador, as well as claims referring to the host state’s obligation under international environmental agreements. Apart from the opportunities above, there are also challenges in environmental protection under international investment law. For instance, it is questionable whether investor-state dispute settlement (ISDS) can provide adequate protection to renewable energy investments, since the question remains unanswered whether the retraction of the subsidies from the host state constitutes a breach of legitimate expectations under international investment agreements, as is the case with several EU member states and Canada. These renewable energy investment cases present a paradox. On one hand, the host state should enjoy regulatory autonomy over the energy sector and should not be required to compensate investors for the change of energy regulation in good faith; on the other hand, the protection and promotion of renewable energy and reducing greenhouse gas emission represents a global common interest reflected in international environmental agreements, UN declarations, the Energy Charter Treaty and several investment treaties. This paper explores the opportunities and challenges of the contribution that international investment law can make towards mitigating climate change. Through analyzing investor-state arbitration cases concerning renewable energy investment, as well as cases that touch upon the applicability of international environmental agreements, this paper advocates for a re-conceptualization of important investment law concepts such as legitimate expectations to utilize the ISDS mechanism as a tool to compel states to mitigate climate change.

Natural gas is a potent greenhouse gas but remains an attractive energy resource for a good number of reasons. Because complementing the use of natural gas with carbon dioxide capture and storage yields several drawbacks, producing synthetic natural gas instead could be an interesting alternative. Methanation is an established and well-known process, and with atmospheric carbon dioxide as input it could deliver a climate-neutral energy carrier, which we refer to as renewable natural gas. At present, however, methanation is exceedingly costly. In this paper we try to answer two main questions: (I) can innovative methanation such as based on sunlightpowered plasmon catalysis compete with more conventional methanation options using the Sabatier reaction in e.g. adiabatic fixed-bed processes; (II) can these two alternatives ever compete with abundantly available natural gas? Under realistic assumptions for technology learning, we find that innovative methanation technology could compete with conventional methanation systems sometime between 2032 and 2039 in our base case scenario. The required learning investments for the innovative option would amount to about 80 M(sic), spent on an installed capacity of around 750 MW. We also conclude that the levelized cost of methane remains dominated by the cost of hydrogen until at least the middle of the century. Methanation could in principle compete with natural gas by 2050, but only if a carbon tax is levied of at least 270 (sic)/tCO(2). Life-Cycle Carbon Emission Assessment (LCCO2A) of buildings integrating climate change impact has received increasing attention by researchers as the consequences of climate change become more apparent. It is crucial to integrate the indicator of life cycle carbon equivalent greenhouse gas (GHG) emissions at the early design stage combined with a life cycle assessment, to ensure the elimination of GHG emissions from a building, for its entire life. LCCO2A can provide the necessary information required for reducing carbon emissions of the buildings sector both systematically and comprehensively; however, the lack of a unified assessment framework has prevented the LCCO2A from being utilised as a common daily decision-support tool for sustainable design. This paper will take a retrospective approach when reviewing the methodologies of building LCCO2A in order to facilitate sustainable collective building design which incorporates GHG emission reduction objectives. The paper discusses a wide array of issues concerning LCCO2A and will demonstrate solution methods, as addressed in the extensive existing literature examined in the review and will attempt to establish an effective framework for life cycle carbon assessment. The implication of promoting sustainable designs which incorporate climate change mitigation objectives at the design phase together with the need for climate change policies to facilitate such processes, are also discussed.

This paper presents findings from a process aimed at identifying the climate linkages of non-climate focused environment and development projects in India. Findings from four case studies based on workshops using participatory systems thinking are summarized. These climate adjacencies are documented as systems stories using the tools of systems thinking—behavior over time graphs and causal loop diagrams. These place-based stories highlight how the environment and development projects have linkages with climate change mitigation and adaptation. An attempt has been made to convert one of the systems stories into a computable simulation model using system dynamics modelling. A small concept model has been created thus and used to perform simulation runs. Four scenarios have been generated and the results discussed. Our learning from converting feedback maps into stock-flow models is presented. The insights generated from interpreting the feedback maps and simulation results are also presented. These insights are then compared and the benefits of simulation evaluated. The paper highlights the need to document climate linkages of non-climate-focused development projects and the benefit of converting systems stories into simulation models for developing operational insights. The important role such methods can play in developing capacities for enhancing climate action is also discussed.

From technology to policy, the US is thinking about construction differently. The federal government is motivated to address the aging infrastructure across the country, and policy proposals are surfacing that seek green methods of performing this construction. This paper reviews the current status of concrete technology and policy to provide insight into the current state of the art. The scale of CO2 emissions from concrete production and use is elucidated. Current embodied emissions reduction methods show that action can be taken today in small and large projects alike. Additionally, developing concrete technologies offers pathways to reuse and rely on concrete for longer service lifetimes and reduce their lifetime embodied emissions. These concrete technologies must be implemented, and public procurement proves a unique tool to develop a nationwide demand signal for low embodied carbon building materials. Local governments closely interact with concrete producers, state governments oversee large infrastructure projects, and the federal government invests massively in construction. All three levels of government must coordinate for the effective rollout of low embodied carbon construction practices. Disparate policy approaches show successes and pitfalls to developing an effective construction policy that is aligned with climate. Importantly, approaches to addressing the twin challenge of climate change and crumbling infrastructure must consider the whole lifetime of the concrete. Throughout this paper, we examine the sector to highlight current practices and provide a vision for effective implementation.

In the context of rapid climate change, it is important to understand public perceptions of urban green spaces (UGSs), because green spaces have enormous potential as instruments for climate change adaptation and mitigation, and because the development of such spaces both requires and benefits from public support. This article attempts, through an extensive literature review, to understand convergences and divergences in perceptions of urban green spaces (UGSs) of city dwellers around the world and to identify gaps in the existing research. Additionally, the article explores research into the benefits associated with urban green spaces, including health (e.g., physical and mental), social (e.g., social networks and social relationships), economic (e.g., employment and income generation), and environmental (e.g., ecosystem services and biodiversity). This article further seeks to identify the extent to which urban residents have been found to perceive the roles UGSs can play in climate change adaptation and mitigation, and cultural exchange. Based on studies conducted in different countries over the past decade, this paper integrates environmental, social, cultural, and economic aspects of urban greening to provide insight into the similarities and differences in perceptions of urban green spaces and suggest approaches to building climate change resilient urban communities. This paper finds justification for: encouraging the use of integrated, multidisciplinary approaches, using innovative tools, for both the study and practical development of UGSs; conducting a greater number of studies of newer urban areas in developing countries; and considering the diverse disadvantages as well as the advantages of UGSs in order to support the continued development and expansion of this critical climate-friendly infrastructure. The more that residents' perceptions of and attitudes toward UGSs are incorporated into the design of such spaces, the more successful they will be at providing the myriad benefits they have the potential to offer.

This paper examines the extent to which countries have succeeded in decoupling transport emissions from economic growth, and how changes in emissions intensity, economic growth, and population growth have contributed to changes in transportation-related emissions. The paper employs a modified version of the Tapio decoupling model, and demonstrates that over the 1990–2018 study period only 12 of 145 countries achieved “absolute decoupling,” defined as reducing emissions while growing gross domestic product. The majority of the top emitters remain in a “relative decoupling” state, with emissions growing more slowly than gross domestic product. Many of the middle- and low-income countries have not achieved decoupling; their emissions are growing as fast as or faster than gross domestic product. To understand the driving factors of transport-related carbon emissions, the paper conducts index-decomposition and an econometric analysis. The results reveal that while transportation emission intensity has declined in most countries, economic growth and population growth have offset these declines. If these patterns continue, achieving the goals of the Paris Agreement with improvements in efficiency alone seems unrealistic. The paper also shows evidence that higher energy prices are associated with strong emissions reduction.

The paper deals with the exposition of the main barriers and drivers of renewable energy usage in rural communities. Climate change mitigation is causing governments, policymakers, and international organizations worldwide to embark on policies, leading to increased use of renewable energy sources and improvement of energy efficiency. Climate change mitigation actions, including the Green Deal strategy in the EU, require satisfying the expanding energy demand and complying with the environmental restrictions. At the same time, the prevailing market structure and infrastructure relevant to the energy systems are undergoing a crucial transformation. Specifically, there has been a shift from centralized to more decentralized and interactive energy systems that are accompanied by a low-carbon energy transition. Smart Grid technology and other innovations in the area of renewable energy microgeneration technologies have enabled changes in terms of the roles of energy users: they can act as prosumers that are producing and consuming energy at the same time. Renewable energy generation that is allowing for deeper involvement of the citizens may render higher social acceptance, which, in turn, fuels the low-carbon energy transition. The collective energy prosumption in the form of energy cooperatives has become a widespread form of renewable energy initiatives in rural communities. Even though renewable energy consumption provides a lot of benefits and opportunities for rural communities, the fast penetration of renewables and energy prosumption encounter several important barriers in the rural areas. This paper analyses the main barriers and drivers of renewable energy initiatives in rural areas and provides policy implications for the low-carbon energy transition in rural areas.

From household geothermal heat pumps to industrial geothermal heating and electricity production, geothermal energy is one of the most promising future climate change mitigation areas. This paper aims to analyse the potential role that the tourism industry has in the promotion of geothermal energy. Although general knowledge and understanding of geothermal energy is often relatively low, geothermal energy tourism has the potential to encourage the public to use and learn about geothermal energy and its applications. The paper first provides a theoretical conceptualisation of geothermal energy tourism at the energy production level and energy usage level. Empirical results from an online survey amongst a sample of the Slovenian population show that there is a reasonably strong interest in geothermal energy tourism, correlating with the public image of geothermal energy. The study furthermore identified three main motivational factors for energy tourism: the first is “Knowledge,” followed by “Having fun,” with the lowest level on the motivational factor being “Self-recognition.” The paper finally provides future recommendations on geothermal energy tourism as a tool for wider public acceptance but also knowledge on the potential risks of geothermal energy as a sustainable energy source.

Entering the UN Decade on Ecosystem Restoration, interventions referred to as nature-based solutions (NBS) are at the forefront of the sustainability discourse. While applied in urban, natural forest or wetland ecosystems, they are underutilized in agricultural landscapes. This paper presents a technical framework to characterise NBS in agricultural systems. NBS in the agriculture sector is proposed as “the use of natural processes or elements to improve ecosystem functions of environments and landscapes affected by agricultural practices, and to enhance livelihoods and other social and cultural functions, over various temporal and spatial scales.” The framework emerges from a review of 188 peer-reviewed articles on NBS and green infrastructure published between 2015 and 2019 and three international expert consultations organized in 2019–2020. The framework establishes four essential functions for NBS in agriculture: 1) Sustainable practices — with a focus on production; 2) Green Infrastructure — mainly for engineering purposes such as water and soil, and slope stabilization; 3) Amelioration — for restoration of conditions for plants, water, soil or air and climate change mitigation; and 4) Conservation — focusing on biodiversity and ecosystem connectivity. The framework connects the conventional divide between production and conservation to add functionality, purpose and scale in project design. The review confirmed limited evidence of NBS in agricultural systems particularly in developing country contexts, although specific technologies feature under other labels. Consultations indicated that wider adoption will require a phased approach to generate evidence, while integrating NBS in national and local policies and agricultural development strategies. The paper concludes with recommended actions required to facilitate such processes.

There are still many countries around the world that have not effectively engaged their subnational governments in their climate change strategies and policy frameworks. Where subnational levels are involved, generally they still play a relatively small role. This paper examines how the principles of fiscal decentralization design (in expenditure and revenue assignments, transfers, and borrowing) can be adapted to successfully engage subnational governments in fighting climate change. In addition, the paper critically reviews ongoing international practices, both effective and less effective, that involve subnational governments in climate change mitigation and adaptation. Shared responsibility for policy and program design and implementation, fee-or charge-funded adaptation activities, objective-targeted intergovernmental transfers, and the use of green bonds are some of the most promising approaches analyzed. Clearly, there is ample space ahead for the further involvement of subnational governments across the world in combating climate change.

Forestry professionals are expected to be well trained and skilled. This facilitates progress in multiple global efforts to ensure a synergistic contribution of forests and the forest sector to sustainability goals. In recent years, societal demands and expectations associated with forests and the forest sector have changed profoundly. Forests have traditionally been a key resource that contributes to people’s livelihoods, however, this has only been fully embraced among forest professionals within the past 30 years as one of the responsibilities of the sector’s role in society. Forests are the largest repository of carbon stocks and have been assigned a major role in global efforts related to climate change mitigation and adaptation. The changing role of the forest sector is resulting in changes in forestry higher education programs and curricula, however, these changes are occurring unevenly in different regions of the world. One major effort to ensure that forestry professionals have the requisite training and skills, and the ability to implement technical management, public administration, and knowledge creation, are post-graduate training and higher education programs for early career forestry professionals. These programs aim to update a professional’s knowledge and skills to adjust to the changing societal demands on forests, and to address deficiencies in professionals’ undergraduate education. This paper reviews and compares five programs that aim to update and improve knowledge and skills among forest professionals, with a special focus on the Asia Pacific region. After reviewing and comparing several programs, the paper reflects on trends and their possible implications.

In a carbon-constrained world, future uses of nuclear power technologies can contribute to climate change mitigation as the installed electricity generating capacity and range of applications could be much greater and more diverse than with the current plants. To preserve the nuclear industry competitiveness in the global energy market, prognostics and health management (PHM) of plant assets is expected to be important for supporting and sustaining improvements in the economics associated with operating nuclear power plants (NPPs) while maintaining their high availability. Of interest are long-term operation of the legacy fleet to 80 years through subsequent license renewals and economic operation of new builds of either light water reactors or advanced reactor designs. Recent advances in data-driven analysis methods—largely represented by those in artificial intelligence and machine learning—have enhanced applications ranging from robust anomaly detection to automated control and autonomous operation of complex systems. The NPP equipment PHM is one area where the application of these algorithmic advances can significantly improve the ability to perform asset management. This paper provides an updated method-centric review of the full PHM suite in NPPs focusing on data-driven methods and advances since the last major survey article was published in 2015. The main approaches and the state of practice are described, including those for the tasks of data acquisition, condition monitoring, diagnostics, prognostics, and planning and decision-making. Research advances in non-nuclear power applications are also included to assess findings that may be applicable to the nuclear industry, along with the opportunities and challenges when adapting these developments to NPPs. Finally, this paper identifies key research needs in regard to data availability and quality, verification and validation, and uncertainty quantification.

Energy innovation is critical for addressing climate change and the ecological transitions of both developed and emerging economies. The present paper aims at the identification and assessment of patterns in energy innovation convergence across a sample of 27 European countries over the period 2000–2018. The research is based on data covering a broad category of patents related to climate change mitigation technologies in the energy sector, including combustion inventions with mitigation potential (e.g., using biomass), extracted from the Organisation for Economic Co-operation and Development (OECD) Statistical Database. Using a nonlinear time-varying factor model, the paper demonstrates that energy innovation efforts in the examined sample follow a pattern of club convergence. The findings allow the identification of three convergence clubs characterised by distinct disparities in energy patent intensity, as measured by the number of patent applications per 10 million inhabitants. Moreover, the results of an ordered logit model demonstrate that the emergence of the identified convergence clubs might be attributable to initial differences in per capita environmental research and development (R&D) expenditure, human resources in science and technology (HRST), and environmental policy stringency. The findings have important policy implications as they suggest the need for more tailored policies based on smart development and specialization frameworks designed to boost the energy innovation performance of the laggard countries, more fully exploiting the potential of their less technologically advanced sectors, such as agriculture.

The deployment of Carbon Capture and Storage technologies in the waste management sector can make municipal and industrial waste a strategic resource for climate change mitigation. The generation of energy, in the form of electricity and heat, via the processing and incineration of waste already avoids methane emissions from landfill. The addition of CCS to Waste-to-Energy plants with CO2 capture levels close to 99% can reduce their CO2 emissions to the atmosphere close to zero. With CCS, biogenic carbon in waste becomes a domestic source of negative emissions with a supply chain that would complement other negative emission technologies, such as Bio-Energy with CCS (BECCS).The NEWEST-CCUS project is an ongoing €2.5M multidisciplinary (2019-2022) project involving academics and researchers from six organisations and four European countries. It seeks to improve understanding of technologies and opportunities for negative emissions in the waste-to-energy sector. This paper outlines the broad range of activities undertaken by the consortium in response to key challenges facing the sector.

Throughout the history of Romania, political decisions, socio-economic measures, and cultural (traditional) characters have affected the implementation of environment friendly techniques (EFTs) policies. In the context of this paper, EFTs can be defined as solutions for the use of land resources aiming the increasing of goods for meeting the changing human needs and with neutral or positive environmental impact. Changes in the political regime have always had a visible impact on the EFTs issue in Romania. EFTs has gone through several major phases. The political impact on EFTs implementation mainly affected sustainable land management (SLM) and to a small extent, at the end of the communist era and partly during the capitalist period, climate change mitigation. Throughout history, the political factor has dominated and influenced the capacity of the EFTs implementation process in responding to socio-economic stimuli. In addition, quality of life, rural-urban and urban-rural migrations, poverty, education level, and climate change adaptation have had impacts on the status of EFTs according to governance and political reflections. The agrarian reforms from the last two centuries, based on socio-economic demands, have strongly influenced the capacity to implement EFTs both positively and negatively. However, the cultural factor was least affected by political and socio-economic changes as a stability factor in ensuring continued implementation of the EFTs. Currently, there is a strong need to reconsider EFTs as sustainability tools for Romanian agriculture that can cope with climate change and sustainable land management (SLM) demands. This paper presents a brief history of EFTs in Romania and their benefits in achieving SLM equilibrium, describing the impacts of political decisions, socio-economic measures, and cultural features on implementing ETFs policies.

PurposeThis paper aims to examine the policy environments, institutional arrangements and practical implementation of some initiatives undertaken by the Government of Cameroon, together with some relevant stakeholders, in addressing climate change mitigation and adaptation at various levels in the country, which are prerequisites to promote synergistic ways of addressing climate change mitigation and adaptation.Design/methodology/approachUsing a qualitative approach to data collection, the paper draws upon information collected from relevant literature and interviews with 18 key country resource personnel.FindingsResults revealed that most reviewed policies/programs/strategies do not mention “climate change” explicitly but propose some activities which indirectly address it. Interaction is fair within the government ministries but weak between these ministries and other institutions. Inadequate financial resources are being opined as the most important challenge stakeholders are (and would continue) facing as a result of adopting integrated approaches to climate change. Other challenges include inadequate coordination, insufficient sensitization and capacity building, ineffective implementation, inadequate compliance, lack of proper transparency and inadequate public participation. To redress the aforementioned constraints and challenges, the paper concludes by outlining a number of recommendations for policy design.Originality/valueThe following recommendations were made: create a national technical committee to oversee and provide scientific guidance to the government on synergistic approaches; promote private sector investment and sponsorship on synergistic approaches; create local awareness, etc. It is important to underscore that minimal studies have been conducted to analyze multi-stakeholder perspectives on synergies between climate change mitigation and adaptation in Cameroon. This study attempts to bridge this major gap.

Based on research into multiple types of climate change mitigation and adaptation (CCMA) projects and policies in Cambodia, this paper documents intersecting social and environmental conflicts that bear striking resemblance to well-documented issues in the history of development projects. Using data from three case studies, we highlight the ways that industrial development and CCMA initiatives are intertwined in both policy and project creation, and how this confluence is creating potentials for maladaptive outcomes. Each case study involves partnerships between international institutions and the national government, each deploys CCMA as either a primary or supporting legitimation, and each failed to adhere to institutional and/or internationally recognized standards of justice. In Cambodia, mismanaged projects are typically blamed on the kleptocratic and patrimonial governance system. We show how such blame obscures the collusion of international partners, who also sidestep their own safeguards, and ignores the potential for maladaptation at the project level and the adverse social and environmental impacts of the policies themselves. Key policy insights Initiatives to mitigate or adapt to climate change look very much like the development projects that caused climate change: Extreme caution must be exercised to ensure policies and projects do not exacerbate the conditions driving climate change. Safeguards ‘on paper’ are insufficient to avoid negative impacts and strict accountability mechanisms must be put in place. Academic researchers can be part of that accountability mechanism through case study reports, policy briefs, technical facilitation to help ensure community needs are met and safeguards are executed as written. Impacts beyond the project scale must be assessed to avoid negative consequences for social and ecological systems at the landscape level.

Climate-smart agriculture (CSA) practices, mainly no-tillage (NT), cover cropping (CC), soil fertilization with organic amendments (OA), and crop-livestock (CL) and crop-livestock-forestry (CLF) systems, has been widely adopted in areas from Brazilian Cerrado. The CSA may partly offset former soil C losses and contribute to climate change mitigation. However, contradictory findings brought uncertainties about the effect of CSA on soil C. Here, by a systematic review of 87 papers and using 621 data pairs, we provided a pervasive biome-scale analysis of soil C stock changes associated with the adoption of CSA across Brazilian Cerrado. All CSA practices evaluated showed average positive rates of C stock change, indicating a general tendency of soil C accretion after its adoption. In areas under NT, CC and CLF, greater rates were estimated for the deeper soil profile evaluated (0.00-1.00 m) (1.24 ± 0.85, 0.54 ± 0.54 and 1.00 ± 1.47 Mg ha–1 yr–1, respectively), while OA and CL showed more soil C accretion when the assessment was limited down to 0.10 m depth (0.82 ± 0.60 and 0.59 ± 0.66 Mg ha–1 yr–1, respectively). Unfortunately, the lack of basic information precluded any attempt to statically compare our estimations. In this sense, we must be cautious in stating that soil C sequestration occurs at those rates after the adoption of CSA practices. Despite these limitations, the results clearly show that the diversification and intensification of agricultural areas in the Cerrado by the adoption of CSA is a promising pathway to increase soil C stocks, and consequently, contribute to climate change mitigation and adaptation. Finally, our findings emphasize the importance of efforts that stimulate farmers to adopt these practices on large scale, such as Brazil’s Low-Carbon Agriculture Plan, besides providing sound empirical evidence about the role of soil C sequestration in Brazil achieving its Nationally Determined Contributions commitments.

Companies are increasingly seeking to align their actions with the goals of the Paris Agreement. Over 1000 such companies have committed to the science-based targets initiative which seeks to align corporate carbon reduction targets with global decarbonisation trajectories. These ‘science-based targets’ are developed using a common set of resources and target-setting methodologies, then independently assessed and approved by a technical advisory group. Despite the initiative’s rapid rise to public prominence, it has received little attention to date in the academic literature. This paper discusses development of the initiative based upon a quantitative assessment of progress against each component of the science-based targets set by 81 early adopters, using information gathered from company annual reports, corporate social responsibility websites and Carbon Disclosure Project (CDP) responses. The analysis reveals a mixed picture of progress. Though the majority of targets assessed were on track and, in some cases, had already been achieved, just under half of the companies assessed were falling behind on one or more of their targets. Progress varied significantly by target scope, with more limited progress against targets focused on Scope 3 emissions. Company reporting practices were highly variable and often of poor quality. This paper concludes with a range of recommendations to improve the transparency, consistency and comparability of targets within this key agenda-setting initiative.

Carbon taxes are an economically effective and efficient policy measure to address climate change mitigation. However, they can have severe adverse distributional effects. Recycling parts of the fiscal revenues to vulnerable, lower income households through cash transfers (social assistance) is an option to also overcome associated political difficulties. This paper simulates the distributional impacts of such a combined policy reform in Peru. In a first step, we assess the distributional impacts of varying carbon tax rates. In a second step, we evaluate different scenarios of recycling revenues through existing or expanded transfer schemes towards vulnerable households. The results indicate that a national carbon tax, without compensation, would increase poverty but have no significant impact on inequality. When tax revenues are recycled through transfer schemes, however, poverty would actually decrease. Depending on the amount to be redistributed and the design of the cash transfer scheme, our simulations show a proportional reduction in the poverty headcount of up to around 17%. In addition, the paper underlines how crucial it is to go beyond aggregate measures of poverty to better identify losers from such reform; and assure that the “leave no one behind” principle of the Sustainable Development Goals (SDGs) is addressed.

Urban and peri-urban areas are subject to major societal challenges, like food security, climate change, biodiversity, resource efficiency, land management, social cohesion, and economic growth. In that context, Urban and Peri-urban Agriculture (UPA), thanks to its multifunctionality, could have a high value in providing social, economic, and environmental co-benefits. UPA is an emerging field of research and production that aims to improve food security and climate change impact reduction, improving urban resilience and sustainability. In this paper, a replicable GIS-based approach was used to localize and quantify available areas for agriculture, including both flat rooftop and ground-level areas in the mainland of the city of Venice (Italy). Then, possible horticultural yield production was estimated considering common UPA yield value and average Italian consumption. Climate change mitigation, like CO2 reduction and sequestration, and climate change adaptation, like Urban Flooding and Urban Heat Island reduction, due to the new UPA areas’ development were estimated. Despite the urban density, the identified areas have the potential to produce enough vegetables for the residents and improve climate change mitigation and adaptation, if transformed into agricultural areas. Finally, the paper concludes with a reflection on the co-benefits of UPA multifunctionality, and with some policy suggestions.

In this paper we assess public attitudes on climate change in Europe over the last decade. Using aggregate figures from the Special Eurobarometer surveys on Climate Change, we find that climate change attitudes have evolved according to the “S-shaped” information dissemination model, conditional to various socioeconomic and climatological factors. In particular, we find that environmental awareness is directly related to per capita income, social trust, secondary education, the physical distress associated with hot weather and loss caused by extreme weather episodes. It is also inversely related to greenhouse gas emissions and tertiary education. Moreover, consistent with our epidemics-like narrative, we find a negative impact for Donald Trump’s denial campaigns and a larger positive effect for Greta Thunberg’s environmental activism. In terms of policy implications, this paper calls on the EU to take up leadership in the fight against climate change and declare a climate emergency. It also calls on teachers to introduce their students to climate change, science journals to allow wide access to any climate change article they publish and public institutions to protect climate change evidence from politicization. This paper finally calls for the close coordination of monetary and fiscal policies, to allow the green bonds market to reach rapidly the size required for the implementation of effective climate change mitigation policies.

In this working paper we examine whether it would be possible and reasonable to integrate the agricultural sector into CO2 pricing. CO2 pricing has been practiced in Europe for years. The EU Emissions Trading System (ETS) regulates emissions from approximately 12,000 large-scale plants in the energy and energy-intensive industries, as well as emissions from intra-European aviation. The ETS thus comprises almost half of Europe's greenhouse gas emissions. The politically defined mitigation targets are achieved in the ETS area (albeit with the participation of various other climate policy instruments), whereas they have so far been missed in the non-ETS area. In Autumn 2019, the German federal government presented a climate protection law that provides a comprehensive set of measures. One of the most important measures here is the inclusion of fossil heating and fuel in emissions trading. Initially, only a nationally-based trading system is planned for these sectors, and CO2 prices are to be kept low in the initial phase. The long-term effect of this system change can, however, be considerable: approximately 85 percent of Germa-ny's greenhouse gas emissions will soon be included in emission trading. This means that emissions can be gradually reduced along an initially agreed upon reduction path without the policymakers constantly having to fight for new decisions. Besides certain emissions from industrial processes, emission trading then only misses the areas of agriculture and land use. Against this background, it is the aim of this working paper to comprehensively examine whether these areas could also be integrated. First, based on economic theory and political experience, we show that the advantages of CO2 pricing compared to other climate policy options are the following: (1) Emission reduction targets are achieved along the politically-determined savings path. (2) All companies and all consumers are supplied with scarcity signals via prices, so that all people constantly participate in the “reduction and innovation competition”. (3) Emission reductions ultimately take place where they cause the lowest economic costs. (4) The system is based on market principles and is therefore particularly well-connected to a globally coordinated climate mitigation policy. However, two major challenges can be derived from the theoretical discussion, which can make it more difficult to integrate agriculture and land use into emissions trading: (1) Agricultural emissions come from many diffuse sources. It is therefore not easy to find starting points for climate mitigation measures that can be administered legally and with reasonable effort. (2) Agricultural and forestry products are traded internationally on a large scale. CO2 pricing in Europe can therefore lead to emissions-intensive production branches being relocated to third countries and thus lead to higher greenhouse gas emissions elsewhere (leakage effects). Theoretically, the best policy concept would be to use the “individual greenhouse gas balance” of each individual farm (i.e., an aggregate of all farm emissions minus the long-term carbon seques-tration on its land) as a control parameter. In practice, however, it is not possible to determine the data required for the many farms in a justifiable and reasonable manner. The building sector is responsible for extensive resource consumption and waste generation, resulting in high pressure on the environment. A way to potentially mitigate this is by including environmental considerations during building design through the concept known as eco-design. Despite the multiple available approaches of eco-design, the latter is not easily achieved in the building sector. The objective of this paper is to identify and discuss what barriers are currently hindering the implementation of eco-design in the building sector and by which measures building designers can include environmental considerations in their design process. Through a systematic literature review, several barriers to implementation were identified, the main ones being lack of suitable legislation, lack of knowledge amongst building designers, and lack of suitable tools for designers to use. Furthermore, two specific tools were identified that allow the inclusion of environmental consideration in building design, along with nine design strategies providing qualitative guidance on how to potentially minimize energy and material consumption, as well as waste generation. This paper contributes a holistic overview of the major barriers to and existing tools and method for the eco-design of buildings, and provides guidance for both future research and practice.

‘Green’ forms of finance are deemed increasingly important in mitigating climate change. Despite growing calls to make financial flows consistent with Paris Agreement goals, to date little is known about the impact of ‘green finance’. Drawing on literature which explores how resources are assembled for investment, this research shifts the focus from financial flows to financial pools. It does so through an examination of a green financial instrument, the Green Schuldschein, issued by a multinational dairy company. This paper argues that by analysing how low-carbon agriculture is assembled as a resource for investment, we can begin to understand why green finance pools in some places, but not in others, and the implications for climate change mitigation efforts. It demonstrates that flows of green finance in the agricultural sector are unlikely to pool in places where they can have the most significant climate impact, but rather in places where they remain distant from nature’s unruly qualities. It highlights the importance of examining how sites and processes of landing are shaped by both the financial and the extraeconomic relations of the wider fields in which new ‘green’ financial instruments are situated. In doing so, the paper demonstrates how assemblage thinking can both provide nuanced critiques of the idea that we can 'green' finance, and diversify our understanding of how finance and agriculture intersect.

The greatest lever for advancing climate adaptation and mitigation is the defossilization of energy systems. A key opportunity to replace fossil fuels across sectors is the use of renewable hydrogen. In this context, the main political and social push is currently on climate neutral hydrogen (H2) production through electrolysis using renewable electricity. Another climate neutral possibility that has recently gained importance is biohydrogen production from biogenic residual and waste materials. This paper introduces for the first time a novel concept for the production of hydrogen with net negative emissions. The derived concept combines biohydrogen production using biotechnological or thermochemical processes with carbon dioxide (CO2) capture and storage. Various process combinations referred to this basic approach are defined as HyBECCS (Hydrogen Bioenergy with Carbon Capture and Storage) and described in this paper. The technical principles and resulting advantages of the novel concept are systematically derived and compared with other Negative Emission Technologies (NET). These include the high concentration and purity of the CO2 to be captured compared to Direct Air Carbon Capture (DAC) and Post-combustion Carbon Capture (PCC) as well as the emission-free use of hydrogen resulting in a higher possible CO2 capture rate compared to hydrocarbon-based biofuels generated with Bioenergy with Carbon Capture and Storage (BECCS) technologies. Further, the role of carbon-negative hydrogen in future energy systems is analyzed, taking into account key societal and technological drivers against the background of climate adaptation and mitigation. For this purpose, taking the example of the Federal Republic of Germany, the ecological impacts are estimated, and an economic assessment is made. For the production and use of carbon-negative hydrogen, a saving potential of 8.49–17.06 MtCO2,eq/a is estimated for the year 2030 in Germany. The production costs for carbon-negative hydrogen would have to be below 4.30 € per kg in a worst-case scenario and below 10.44 € in a best-case scenario in order to be competitive in Germany, taking into account hydrogen market forecasts.

Regulatory compliance is key in the fight against climate change and other environmental challenges. But regulatory agencies, especially in developing countries, are often hampered by their capacity to monitor and enforce standards and regulations against recalcitrant firms. There is now a big push toward self-reporting whereby the firms monitor and report on their compliance levels vis-a-vis the standards. This is seen as a way around the costs that agencies must incur if they were to scale up their inspections. In this paper, extensive firm-level data from India are used to compare the compliance level of firms when they are inspected by agencies versus the times when they self-report. Other factors that may determine regulatory compliance, such as age, size, sector, location, and so forth, are also examined. The results indicate that compliance rates are higher in the case of self-reporting than in the case of inspection, suggesting that there is a need to reform the self-report mechanism. Newer and privately owned firms are more compliant. There are also differences between complying with air and water pollution. Finally, the paper examines whether environmental monitoring through inspections leads to improvement in compliance levels, to assess the effectiveness of the regulations and inspections. The findings suggest that the increase in compliance is limited to a few industries.
